Safety upgrading plans The accident took place when a Salalah-Dubai passenger bus collided with a truck and a car at a roundabout on the road connecting Fahud and Ibri on March 1, 2016. At the time, the government met with local roads officials to

draw up safety upgrading plans, including converting the road into a dual carriageway or at least, as locals have demanded, more speed breakers. Eight months after the accident, the road remains the same. Salim Al Sarkhi, head of the Project and Maintenance Department

at the Al Dahirah Municipality, confirmed that the road has not changed since the accident. “It is still a one-way road. We urge the authorities to make it a dual carriageway,” he said. Sultan Al Abri, a Shura member from Ibri, suggested a wider area for shoulders and more lanes on

the road. “This will help curb accidents,” he said. The accident had happened as a bus of the Gulf Transport Company (GTC) headed to Dubai from Salalah and a truck headed to Salalah from Dubai crashed into each other. A senior official of Gulf Transport Company (GTC) said the road has to be made dual as demanded of the people since the tragic crash. Crazy driving “Though the Royal Oman Police is doing well trying to educate people, still many people are driving crazily on this road,” he said. Shauakat Hassan Al Balushi, the Omani driver of the ill-fated bus, had earlier described to the Times of Oman that the Ibri-Fahud single-lane road stretch is

risky for driving. “Even a small mistake can lead to a disaster on these roads.” “Accidents can happen at any time as there are no street lights,” Al Balushi, a Muscat resident, who has been driving heavy vehicles for the last two decades, said. Using the Fahud-Ibri road saves time for motorists travelling between Ibri and Dhofar. “This means drivers can avoid the Adam-Nizwa-Thumrait road, and as there are fewer vehicles, a lot of people tend to speed on these highways,” one driver said. Experts said motorists need to be alert throughout this road as the road passes through many small coastal towns and villages, where pedestrians sometimes cross the road. >A2

Surgeons across the Sultanate performed 102,965 surgeries, of which 56,601 were minor and 46,364 were major surgeries in hospitals and health centres, according to the National Centre for Statistics and Information (NCSI). The total number of surgeries in 2014 was 94,830. According to the Annual Health Report 2015 issued by the MoH, “other” operations, including tissue disruption, plastic surgery (cosmetic) and “other surgical procedures not otherwise speci-

fied” were the ones that involved the most surgeries, with 23,844 operations. The corresponding figure for 2014 was a little higher at 24,051. That was followed by male and female genital organ cosmetic surgery. Dr. Rohil, director of the Lifeline Hospital, said people mainly

A1 Most surgeries in Muscat According to MoH, the Royal Hospital performed the majority of surgeries in the governorate at 9,226, followed by the Khoula Hospital with 9,112. The Al Rustaq Hospital performed 8,281 surgeries making it the third highest, while the Al Nahda Hospital registered 7,660 surgeries. Data also showed that 39.6 per cent of major operations were performed in Muscat, followed by 12.3 per cent in Ad Dakhiliyah, and Dhofar hosting 10.8 per cent. However, the Ad Dakhiliyah Governorate recorded the highest number of minor surgeries performed, recording 19.5 per cent of the total followed by North Ash Sharqiyah at 15.5 per cent and North Al Batinah with 15.4 per cent. Muscat recorded 14.8 per cent of the minor operations. As of the end of 2015, according to ministry data, the Sultanate had 49 hospitals affiliated to MoH and a total of 4,998 hospital beds. Some 8,914 doctors are registered with MoH, of which 3,116 are specialists, while the remaining 678 are consultants and nurses, which took the total to 19,331 at the end of 2015.

KOKJALI/BAGHDAD: Iraqi special forces said they pushed deeper into Mosul on Friday despite heavy resistance from IS militants using civilians as cover, and were holding half a dozen city neighbourhoods seized in the last 10 days. The elite Counter Terrorism Service troops broke through IS defence lines to enter the city early last week and have since been embroiled in a brutal, close-quarter combat with waves of suicide bombers and snipers. The special forces are the spearhead of a wider coalition of 100,000 fighters seeking to crush a few thousand IS militants who have ruled Mosul for the last two years. The campaign, nearly four weeks old, is the most complex military operation in Iraq in the 13 years of turmoil. Security forces and army infantry divisions, backed by a US-led air force, are preparing to move on southern and northern districts of Mosul in coming days, to step up pressure on the militants. Kurdish peshmerga and paramilitary forces are holding territory to the northeast and to the west. On the eastern front, special forces pushed into the Qadisiya Al Thaniya district, on the northern edge of the small pocket of neighbourhoods they control so far, Sabah Al Numani, spokesman for the Counter Terrorism Service, told Reuters. “We have encountered heavy resistance from the enemy,” he said, describing what he called “obstructive patrols” of militant forces trying to hold up

the advance. “We are facing the most difficult form of urban warfare, fighting with the presence of civilians, but our forces are trained for this sort of combat.” Military officers have told Reuters that the fighting is some of the most lethal they have seen, with small groups of militants using a vast network of tunnels and narrow streets to launch an apparently endless sequence of attacks against troops. Civilians A Reuters correspondent in Kokjali, on the eastern edge of the city, saw US Apache helicopters overhead. Explosions, either from air strikes or suicide car bombs which the militants have deployed in the hundreds since the campaign started on October 17, could be heard against a backdrop of artillery fire. As smoke rose above the

city, hundreds of civilians were on the streets of Kokjali, some of them local residents but others fleeing the fighting in Mosul itself. The International Organization for Migration (IOM) says nearly 48,000 people have been displaced by the fighting, still a relatively low figure compared to a United Nations warning before the campaign of a possible exodus of up to 800,000. Numani said the army had told civilians to stay indoors for their safety, adding that the counter terrorism unit aimed to hand over neighbourhoods which it had secured to other forces. In other cities retaken from IS, local police forces have moved in after the special forces have cleared territory. IS’s two-year reign of fear in northern and western Iraq threatened the country with disintegration, and Prime Minister Haider

Al Abadi says it has cost Iraq $35 billion in economic damage. On Friday Grand Ayatollah Ali Al Sistani praised the forces battling IS, including thousands of fighters in the Popular Mobilisation paramilitary forces, for their sacrifices. Inside Mosul, a city of up to 1.5 million people, residents said this week that the militants had killed at least 20 people and displayed their bodies as a warning against acting as informants for Iraqi forces. The UN human rights office said a total of 40 people were reportedly shot on Tuesday for “treason and collaboration” with Iraqi security forces, and a 27-year-old man was shot for using a mobile phone. A mass grave with more than 100 bodies found in the town of Hammam Al Alil south of Mosul was one of several IS killing

grounds, spokeswoman Ravina Shamdasani said. She cited testimony from sources including a man who escaped after playing dead during the execution of 50 former Iraqi soldiers. She also said the militants were reportedly stockpiling ammonia and sulphur in civilian areas, possibly for use as chemical weapons. On Thursday, Iraqi soldiers advancing on the eastern side of the Tigris targeted two villages close to the ancient Assyrian city of Nimrud, a military statement said. Troops from the Ninth Armoured Division took control of one of the villages, Abbas Rajab, 4km east of Nimrud, and raised the Iraqi flag, it said. The Iraqi government says Nimrud was bulldozed last year as part of IS’s campaign to destroy symbols. It would be the first such site to be recaptured from IS. — Reuters

Saudi Arabia sets aside $26.7b to pay unpaid bills RIYADH: Saudi Arabia’s government has set aside 100 billion riyals ($26.7 billion) to pay debts that it owes to private sector companies after payment delays that have lasted months, an official document seen by Reuters shows. To help curb a huge budget deficit caused by low oil prices, the government of the world’s largest oil exporter has slashed spending and reduced or suspended payments that it owes to construction firms, medical establishments and even some of the foreign consultants who helped to design its economic reforms. But the payment delays have seriously damaged some companies, slowing the economy, and earlier this week the government said it would make all delayed payments by the end of this year. Authorities have not disclosed the total size of the unpaid bills, but private analysts have estimated they may total tens of billions of dollars. The document, labelled urgent and issued by the finance ministry for transmission to all government agencies, says a royal decree has mandated the finance minister “to take the necessary procedures to pay all delayed payments by the end of the current fiscal year”. “Payments should not exceed 100 billion riyals,” the document adds, saying the money will come from budget surpluses accumulated in previous years. It does not say whether the government expects actually to pay out all of the maximum allocation of 100 billion riyals. Government agencies should register payment orders at a finance ministry website created for this purpose within three weeks, the document says. Finance Minister Mohammed Al Jadaan reiterated on Thursday that the government intended to make all delayed payments to the private sector “as soon as possible”, estimating these payments could total a “significant amount of billions” of dollars. The government’s original budget plan for 2016 envisaged a deficit of 326 billion riyals, after a record deficit of 367 billion riyals in 2015. Local analysts have been forecasting this year’s deficit, expected to be announced late next month along with the 2017 budget plan, will be smaller than the original projection by a large margin. — Reuters

Egypt imposes security clampdown, protests against austerity fails CAIRO: Egypt imposed a big security clampdown in its cities on Friday as mass demonstrations called to protest against austerity measures failed to take place. Riot police and armoured vehicles filled the otherwise empty streets of central Cairo, but most people stayed home. President Abdel Fattah Al Sisi has urged Egyptians not to protest and warned that there would be no going back on economic reforms,

no matter how much pain they might cause. A little-known group calling itself Movement of the Poor had called for Egyptians to protest on November 11 against deepening austerity measures the government says are required to save the nation from financial ruin. But big protests failed to materialise across the country. Police dispersed several small gatherings and there were some minor clash-

es. No one was killed or injured. The calls to protest had been made since August, but gained traction on social media last week after Egypt raised fuel prices and floated its currency - a move welcomed by bankers but condemned by ordinary people as the latest blow to their diminishing spending power in a country that relies on imports. The usually busy Tahrir Square was deserted except for armoured vehicles with tear-gas canister

launchers and dozens of riot police. Authorities shut down the Sadat metro station to prevent potential demonstrators reaching the square, which has in the past been an epicentre for political protest. Police shut down one central Cairo cafe and arrested its owner for opening on Friday in defiance of Interior Ministry orders, a cafe employee told Reuters. Police view downtown cafes as places where protesters gather. Most establish-

ments in the area were closed. There was a heavy security presence in other areas of Cairo, such as Shubra, and other major cities across the country including Alexandria, Suez, and Minya. Security sources said police chased dozens of protesters away from Arbaeen Square in Suez, near the place where the first protester was killed in 2011. Protesters on Friday chanted against high prices. In the coastal province of Behei-

ra, police fired tear gas at protesters who threw rocks back. Security sources said 98 Brotherhood supporters were arrested in three cities in Beheira. Muslim Brotherhood activists held a limited protest in the hometown of former president Mohamed Morsi but did not clash with police. India and Japan sign historic nuclear deal The nuclear agreement comes after tough negotiations for over six years between the two countries

TOKYO: Making an exception, Japan on Friday signed a historic civil nuclear cooperation deal with India, opening the door for collaboration between their industries in the field even as the countries signed nine other agreements in various areas to bolster bilateral ties. The agreements, including the one for cooperation in peaceful uses of nuclear energy, marks a historic step in their engagement to build a clean energy partnership, Prime Minister Narendra Modi said after wide-ranging talks with his Japanese counterpart Shinzo Abe. The nuclear agreement comes after tough negotiations for over six years between the two countries and Abe said at the joint media interaction with Modi that he was delighted over the signing of agreement on peaceful use of nuclear energy. “This agreement is a legal framework that India will act responsibly in peaceful uses of nuclear energy and also in NonProliferation regime even though India is not a participant or signatory of NPT,” he said. “It (the agreement) is in line with Japan’s ambition to create a world without nuclear weapons,” said Abe, whose country has traditionally adopted a tough stand on proliferation issues having been

the only victim of atomic bombings during World War II. He noted that India in September 2008 had made its intention of peaceful uses of nuclear energy and also announced moratorium on nuclear tests. Clean energy partnership “Today’s signing of the Agreement for Cooperation in Peaceful Uses of Nuclear Energy marks a historic step in our engagement to build a clean energy partnership,” Modi said. “Our cooperation in this field will help us combat the challenge of Climate Change. I also acknowledge the special significance that such an agreement has for Japan,” he said and thanked Abe, Japanese government and Parliament for their support to this agreement. Other nations who have signed civil nuclear deal with India include the US, Russia, South Korea, Mongolia, France, Namibia, Argentina, Canada, Kazakhstan and Australia. In his remarks, Prime Minister Narendra Modi said as democracies, the two countries “support openness, transparency and the rule of law”.

“We are also united in our resolve to combat the menace of terrorism, especially cross-border terrorism,” he said. Later, speaking at a Banquet hosted by Abe in his honour, Modi said there is also a lot that the two sides can do together as close partners, not just for the benefit of their societies, but also for the region and the whole world. “Our capacities could also combine to respond to both, the opportunities and challenges that we jointly face in present times. And, together with the global community we can, and we must, combat the rising threats of radicalisation, extremism and terrorism,” he said. Abe pushed for universalization of the NPT, entry into force of Comprehensive Nuclear-TestBan Treaty (CTBT) and start of negotiations at the earliest on Fissile Material Cutoff Treaty (FMCT). “The two prime ministers welcomed the signing of the Agreement between the Government of Japan and the Government of the Republic of India for Cooperation in the Peaceful Uses of Nuclear Energy which reflects a new level

of mutual confidence and strategic partnership in the cause of clean energy, economic development and a peaceful and secure world,” said a joint statement. Modi said deeper economic engagement, growth of trade, manufacturing and investment ties, focus on clean energy, partnership to secure the citizens, and cooperation on infrastructure and skill development are among key priorities. “India and its economy are pursuing many transformations. Our aim is to become a major centre for manufacturing, investments and for the 21st century knowledge industries. “And, in this journey, we see Japan as a natural partner. We believe there is vast scope to combine our relative advantages, whether of capital, technology or human resources, to work for mutual benefit,” he said in his joint interaction. The prime minister said that the strategic partnership between the two countries also brings peace, stability and balance to the region. It is alive and responsive to emerging opportunities and challenges in Asia-Pacific, he said. The successful Malabar naval exercise has underscored the convergence in the two sides’ strategic interests in the broad expanse of the waters of the IndoPacific, Modi said. On his part, Abe mentioned the high speed train corridor between Mumbai and Ahmedabad that is being built with the help of Japan, saying the project symbolizes a new dimension in the special relations. Prime Minister Abe said the designing of the project will begin by the end of this year, construction will begin in 2018 and the high speed train will be in service from 2023. He said Modi, who will travel by one such train to Kobe city on Saturday from here, will see for himself that it is the safest technology in the world. - PTI

Rs500/1,000 notes valid for key utilities till November 14 NEW DELHI: Government on Friday extended use of old Rs500 and Rs1,000 notes for paying household utility bills, fuel, taxes and fees as well as purchases from cooperative stores by another 72 hours to November 14 as it struggles to make available alternative currency. While withdrawing Rs500 and Rs1,000 notes from the night of November 8-9, the government had allowed use of the old currency at government hospitals, railway ticketing, public transport, airline ticketing at airports, milk booths, crematoria/burial grounds and petrol pumps for 72 hours. This list was later expanded to include payments for metro rail

tickets, highway and road toll, purchase of medicines on doctor prescription from the government and private pharmacies, LPG gas cylinders, railway catering, electricity and water bills and ASI monument entry tickets. The time limit set was to expire mid-night on Friday, but it has now been extended by another 72 hours, top government officials said. The government has allowed use of the old currency to make payments at cooperative stores subject to valid identity proofs being provided. Public utility bills include only household bills. Court fee will also be allowed to be paid in old 500 and 1,000 rupee notes. - PTI

ISLAMABAD: Pakistan recorded a trade deficit of $9.3 billion in the first four months of the ongoing fiscal year, widening 22 per cent year-on-year and far more than official estimates, as exports failed to recover while imports kept increasing during the JulyOctober period. The higher-than-anticipated trade deficit, gap between exports and imports, has not rung any alarm bells in official circles yet, as the government is mum over recommendations submitted to

improve the situation of the external trade sector. Exports plunged 6.3 per cent to stand at $6.43 billion during the four-month period, reported the Pakistan Bureau of Statistics on Thursday. In contrast, the import bill increased 8.6 per cent to $15.8 billion in the same period. Resultantly, Pakistan posted a $9.3-billion trade deficit – higher by $1.7 billion or 22 per cent over the corresponding period, said the national data-collecting agency. There was one positive aspect, as exports picked up slightly in October while pace of growth in imports reduced marginally as well. However, it was not sufficient to recoup losses in terms of contraction in exports during previous months.

Exports increased to $1.8 billion during October. Projected exports For fiscal year 2016-17, the government has projected exports would grow to $24.75 billion and imports may remain at $45.2 billion. It had projected a $20.5-billion trade deficit for the entire fiscal year but the first four-month deficit has already covered 45.4 per cent of the annual target. The government closed the last fiscal year 2015-16 at an eightyear low level of exports, which dropped to $20.8 billion despite preferential access to European markets. The exports have been declining since the current government took over, falling from $24.5 billion in 2012-13. OVERSEAS WORKERS

Remittances edge up to $1.5b in October KARACHI: Overseas Pakistani workers sent home $1.5 billion in October 2016, slightly up by 1.2 per cent compared to October 2015, according to data of the State Bank of Pakistan (SBP). The flow of remittances in October was much better than the previous month when it slowed down significantly by 9.3 per cent compared with September 2015. However, the remittances that the country received in first four months (July-October) of fiscal year 2016-17 stood at $6.258 billion, down 3.82 per cent compared with $6.507 billion in the same period of preceding year. Like many other developing countries, Pakistan’s remittances have come under pressure due to world economic slowdown mainly because of low crude oil prices. Remittances play a major role in stabilising the country’s external sector, as they make up almost half the import bill and cover deficit in the trade of goods account. Pakistan received remittances amounting to $19.9 billion in 2015-16, up 6.4 per cent from the previous year. Declining exports and a gradual slowdown in remittances are major challenges for economic managers of the country. However, SBP Governor Ashraf Mehmood Wathra is confident that the country faces no immediate threat from the slowdown in remittances and it is in a much better position to repay debts in the next four to five years. - Express Tribune

The continuous decline in exports is alarming when analysed in light of other developments taking place on the external accounts front. Remittances have started shrinking while foreign direct investment is also not picking up. Due to drying up of these important non-debt creating sources, the government has been heavily borrowings to build foreign currency reserves and meet external account requirements. During the week ending November 4, central bank’s reserves further decreased to $19 billion. The reserves are largely built by borrowing from external sources and purchasing dollars from the spot markets. The IMF’s last report on $6.4

billion bailout programme revealed that Pakistan’s gross external financing needs would reach $10.9 billion in this fiscal year. Since the trade deficit is more than official estimates, the gross financing requirements are also likely to go up. The $10.9 billion estimated financing requirements are already $4.4 billion higher than fiscal year 2015-16 requirements. In September this year, Prime Minister Nawaz Sharif had constituted a committee to address the issues faced by the country’s exporters within one week. However, more than two months have lapsed and the government has yet to come up with a package that may address these issues. The sources said that the Ministry of Finance was sitting on the recommendations, as these carried financial implications for the budget. In its assessments, the IMF has said that appreciation of Real Effective Exchange Rate (REER), security and governance challenges and power outages were the reasons behind the fall in exports. The IMF has also projected a significant rise in imports due to the China-Pakistan Economic Corridor (CPEC). It has estimated CPEC imports at 11 per cent of the total imports in the years ahead. - Express Tribune

Saeeduz Zaman sworn-in as Sindh governor KARACHI: Justice (retd) Saeeduz Zaman Siddiqui took oath on Friday as the 31st Governor of Sindh, two days after Dr Ishratul Ebad Khan was removed from his position. Chief Justice Sindh High Court Justice Sajjad Ali Shah administered oath to the new governor at a ceremony held at the Governor’s House. On Wednesday, Prime Minister Nawaz Sharif approved Siddiqui’s appointment which was later notified by President Mamnoon Hussain. The decision for the change was reportedly made during a recent meeting between the president and the prime minister. Later, talking to media, the former Justice said restoration of law and order in Karachi would be his first priority. “I will try my best to address the issues of people,” he said. On Thursday, Dr Ishratul Ebad told media that he wasn’t removed over any allegations as is the speculation. He added that he considers and accepts the decision as a prerogative of the federation. Ebad also said he planned to write a book wherein he will pen down his memories and experiences as Sindh governor for the last 14 years. - Express Tribune

PTI loses court battle against Khawaja Asif ISLAMABAD: The ruling PMLN emerged victorious on Thursday after Pakistan Tehreek-e-Insaaf ( PTI) lost the legal battle on the veracity of 2013 polls in a crucial National Assembly constituency, NA-110, when the Supreme Court dismissed the latter’s petition against federal defence minister Khawaja Asif. The detailed judgment is likely to be released in a few days, after which it will become clear if the petitions were dismissed merely on technical grounds or on merit. In the short order, the apex court judges again highlighted inherent flaws in the country’s electoral system. NA-110 was one of the four constituencies PTI chief Imran Khan had demanded to open for a vote audit immediately after the 2013 elections. Litigation on two constituencies went in favour of PTI. PTI secretary-general Jahangir Tareen won the by-polls from NA-154 Lodhran, defeating the PML-N backed independent candidate. In the by-elections for NA-122 in Lahore, National Assembly Speaker Ayaz Sadiq was re-elected. Electoral dispute on NA-125 from where incumbent minister for railways, Khawja Saad Rafique, was elected is yet to be concluded. “For reasons to be recorded separately, both these appeals are dismissed,” the three-judge bench, headed by Chief Justice Anwar Zaheer Jamali, stated in its short order. Khawja Asif successfully destroyed important record in connivance with the government machinery,” PTI’s secretary information Naeemul Haq said. “We cannot hold the returned candidate responsible for tampering the ballot record. The Election Commission must have kept the poll records safe. Since they do not have such a facility, it was stored in government (cus-

tody) which makes it vulnerable to tampering,” the chief justice remarked before concluding the case. The judges were also critical of stakeholders who failed to reform the electoral system. “We don’t see this happening in our lifetime. Status quo continues (unabated),” CJP remarked when Asif’s counsel contended that parliament was considering an electoral reforms package. Petitioner Usman Dar claimed that his petition had been dismissed on technical grounds. “I was not given a fair opportunity … to plead my case,” he said. Almost a year after PTI’s three month long sit-in in Islamabad, a three-judge inquiry commission in its 237-page report endorsed the overall polls but pointed out several flaws on part of the ECP. The commission in its report also suggested some recommendations. The parliamentary committee formed in August 2014 to compile the electoral reforms package is yet to conclude its task, which was supposed to be completed within three months. The vote audit mechanism adopted by the ECP after 2013 also failed to give satisfactory results. Many cases of alleged rigging are still pending with election tribunals. These tribunals were supposed to decide all complaints within four months. NADRA’s thumb impression verification system also failed to provide concrete results. NADRA verified thumb impressions of voters in NA-110. Asif had won NA-110 seat with 92,803 votes, while the PTI’s Usman Dar bagged 71,525 votes. - Express Tribune

Bonds plunge by $1 trillion this week EDINBURGH: More than $1 trillion was wiped off the value of bonds around the world this week as US President-elect Donald Trump’s policies are seen boosting spending and quickening inflation. The capitalisation of a global bond-market index slid by $450 billion Thursday, a fourth day of declines that pushed the week’s total above $1 trillion for only the second time in two decades, Bank of America Merrill Lynch data show. Global stocks gained $1.3 trillion in the same period. Yields on US 30-year bonds, which are more sensitive than shorter maturities to the outlook for inflation, jumped the most this week since January 2009. barrels a day will be needed from Opec next year, about 100,000 more than it forecast last month due to a slightly weaker outlook for non-Opec supply. NEW DELHI: The European Union on Friday sought a fresh push by India to restart negotiations at the earliest for long-pending free trade agreement (FTA) between the two sides, saying failure to finalise it will have adverse impact on trade as India’s bilateral investment pacts with several EU-member countries are expiring soon. Vice-President of European Commission Jyrki Katainen held talks with Finance Minister Arun Jaitley and Commerce Minister Nirmala Sitharaman and apprised them about the urgency to start the stalled negotiations for the FTA. Katainen said India’s existing trade and investment agreement with The Netherlands will come

to an end in two weeks while similar pacts with several other EU countries will expire in the months of March, April and May which will make it difficult for the European countries go for fresh investment in India. Bilateral trade As per European Union law, no member country now can go for bilateral trade and investment pact with India as the grouping is in negotiations for a EU-India Broad-based Trade and Investment Agreement (BTIA). By end of 2017, India’s trade and investment pact with 23 countries are likely to expire, according to EU officials. Katainen said EU considers India to be a very attractive destina-

tion for investment but absence of the BTIA may dampen the enthusiasm as there will be no protection to investment. He said in such as scenario the cost of the capital will also go up significantly. He said failure to finalise the agreement will create legal vacuum in trade and investment between European countries and India as bilateral pacts are expiring. Asked about his meetings with Jaitley and Sitharaman, Katainen, who looks after issues relating to jobs, investment and competitiveness, said, “We did not get a clear answer on BTIA.” At the same time he hoped negotiations between the two sides will start soon.

“If BTIA is solved, everybody will be benefited. It is a strategic issue for us. India is strategically important for us... We are ready to fast-track the negotiations,” he told reporters. The BTIA talks have been stalled since May, 2013, when both sides failed to bridge substantial gaps on crucial issues, including data security status for IT sector. Launched in June 2007, negotiations for the proposed agreement have witnessed many hurdles as both the sides have major differences on crucial issues. asset bubbles in the increasingly debt-fueled economy. Analysts polled by Reuters had expected new lending to have fallen back to 700 billion yuan from September’s three-month high

of 1.22 trillion yuan. New bank loans totalled 10.8 trillion yuan in the first 10 months of the year — a record high, according to Reuters calculations based on central bank data. Lending has been driven heavily by robust mortgage growth as the housing market booms. Broad M2 money supply (M2) grew 11.6 per cent from a year earlier, central bank data showed on Friday, slightly above forecasts. Outstanding yuan loans grew by 13.1 per cent by month-end on an annual basis. Outstanding loans had been forecast to rise 13 per cent, while money supply was seen up 11.4 per cent.

China’s total social financing (TSF), a broad measure of credit and liquidity in the economy, fell sharply to 896.3 billion yuan in October from 1.72 trillion yuan in September. TSF includes off-balance sheet forms of financing that exist outside the conventional bank lending system, such as initial public offers, loans from trust companies and bond sales. In October, new household loans, mostly mortgages, accounted for 66.5 per cent of all new lending, the central bank data showed, compared with 52 per cent in September. China’s central bank said this

week that it will maintain ample liquidity in the economy while taking steps to prevent asset bubbles, adding that the balance between stabilising growth and preventing bubbles has become more challenging. China’s economy expanded at a steady 6.7 per cent in the third quarter and looks set to hit Beijing’s full-year target, fuelled by stronger government spending and a red-hot property market that are adding to its growing pile of debt. China’s overall debt has jumped to more than 250 per cent of GDP from 150 per cent at the end of 2006, the kind of surge that in

other countries has resulted in a financial bust or sharp economic slowdown, analysts say. M1 money supply, which includes cash and short-term deposits, rose 23.9 per cent in October from a year earlier, versus September’s 24.7 per cent rise. A widening gap between M1 and M2 growth has fuelled concerns about a “liquidity trap” in the economy where companies remain wary of investing regardless of how much stimulus policymakers pump into the system. Asia struggles on forex and flows after Trump win HONG KONG: There is much uncertainty in Asia over what US President-elect Donald Trump will do when he takes office next year, but markets seem sure of two things — his policies will be inflationary, and there are unlikely to be any big winners in the trade-driven region. US Treasury bond yields have surged to their highest levels since January on expectations Trump’s spending promises will push US inflation higher, and emerging Asian currencies have fallen, partly because uncertainty always prompts a flight to safer assets, but also because Trump’s campaign rhetoric has stoked fears of a more protectionist trade environment. Global opportunity “As the global opportunity cost of capital rises alongside Treasury yields, and as the dollar surges simultaneously, investors once again will fear another exodus of capital from emerging markets,” Citi analysts said in a report, noting that the US 10year treasury yield has risen by 45 basis points in less than two days on expectations of expansionary fiscal policy. The effect is already being felt in Asia. The Malaysian ringgit fell more than 5 per cent against the dollar in the offshore market on Friday, prompting a blowout in spreads and forcing the central bank to limit offshore-based transactions to check the slide. The Indonesian rupiah has also come under selling pressure, prompting authorities to sell dollars to stabilise it. Hong Kong and Singapore, Asia’s two city-state trading hubs, are among the most exposed, however, not only because of their big trade links with the United States, but also their use of the dollar in policymaking. Hong Kong has a direct currency peg with the greenback, while Singapore uses a currency basket in which the dollar forms a substantial component. Pro-business policies “Trump’s fiscal and pro-business policies will lead to higher inflation and interest rates, putting Singapore and Hong Kong at the front and center for any adjustment,” said a portfolio manager at a US firm in Hong Kong. Not only is a rising US dollar equivalent to tightening monetary conditions in those cities, but if the Federal Reserve raises rates faster than had been expected, it will drain the cheap funding that has kept emerging markets flush with cash. Protectionist prospects? Corporate leverage within Asia now accounts for half of the region’s debt to GDP, and companies in China and India have taken on the most debt, according to bond giant, PIMCO. Moreover, rising interest rates on US debt will erode the relative appeal of higher-yielding debt in Asian countries, causing an outflow of capital. Executives discussed the plans this week at meetings in Singapore after Winters, 55, decided against selling the Standard Chartered Private Equity unit, or SCPE, to its managers, said the people, who requested anonymity because the talks were private. The business has invested about $2 billion in companies across emerging markets, from a Singaporean vendor of baking ingredients to a Nigerian energy producer that’s missed bond repayments. Winters, 55, has been weighing options for the SCPE unit as he pushes through an overhaul to reduce risks at Standard Chartered after the commodities crash saddled the lender with losses in 2015. SHANGHAI: Walt Disney said its new $5.5 billion Shanghai theme park attracted four million visitors in its first four months and will be close to breaking even in its first full year of operation in 2017. About 50 per cent of the park’s guests are from outside the Shanghai area, a “big surprise” as the Chinese city had been expected to account for more than three-quarters of visitors initially, Disney Chief Executive Officer Bob Iger said in an interview with Bloomberg TV on Thursday. “The fact that it’s so balanced leads us to believe that word of mouth on this and the intent to visit from well beyond Shanghai is very, very high,” he said. Largest foreign investment The Shanghai theme park, Disney’s first in mainland China and largest foreign investment, opened in June as the company races to capture the country’s growing middle class and dominate its $180 billion media and entertainment industry. The company has also started producing movies in Asia’s largest economy. In an earlier conference call with analysts after Disney reported fiscal fourth quarter results,

Allianz profit rises 36% Munich: Allianz, Europe’s biggest insurer, said third-quarter profit rose 36 per cent, helped by higher earnings at the life and health insurance unit. The shares rose. Net income increased to 1.86 billion euros ($2.03 billion) from 1.36 billion euros in the year-earlier quarter, the Munich-based company said in a statement on Friday. That beat the 1.59 billion-euro average of 10 estimates compiled by Bloomberg. Pacific Investment Management Co. (Pimco) had its first quarterly net inflows in three years, with clients adding 4.7 billion euros in third-party assets. “Allianz made a significant step towards achieving its 2018 targets,” Thomas Seidl, an analyst at Sanford C. Bernstein, wrote in a note to clients. Chief Executive Officer Oliver Baete, who took the top post at Allianz in May 2015, is selling less profitable operations and investing in technology to boost earnings amid headwinds from low interest rates and new regulation. He reshuffled the insurer’s top management and oversaw the appointment of a new CEO at Pimco, the US bond manager owned by Allianz that has been struggling with client redemptions since the middle of 2013. SUBSIDY CRUNCH CUTS FUNDING FOR CLEAN ENERGY IN TOP MARKETS

T

he green-energy industry is starting to feel the impact of an efficiency drive sweeping Asia, where governments from China to Japan are scaling back subsidies to constrain a boom in installations. Investment in clean-power technologies in Asia slumped 41 per cent to $70.1 billion in the first nine months of the year, according to Bloomberg New Energy Finance (BNEF), which hosts a conference on the issue in Shanghai recently. It’s the first decline in the modern history of an industry that’s barely a decade old. The ability of those plants to produce electricity is on track to surge 13 per cent, the research group said. The findings underscore the concern of authorities about their ability to integrate a burgeoning number of wind and solar farms, which have strained the capacity of electricity grids. Officials are getting smarter about how they stimulate the industry, threatening to slow growth in what has been some of the biggest markets for manufacturers from Trina Solar to Xinjiang Goldwind Science & Technology Co. A drop in investment “doesn’t

mean that the industry is declining,” said Justin Wu, head of Asia and Pacific for BNEF in Hong Kong. “It is self-correcting. Renewables have to be built efficiently and used more efficiently. Solar is becoming cheaper, and there is more efficient build.” In China, the world’s biggest market for the technology, subsidies were recalibrated at the end of last year because electricity demand stagnated and grid authorities struggled to keep up with the number of new wind and solar farms seeking connections. Those factors reduced the need for new renewable energy capacity, giving the government the upper hand in negotiations over the price it will allow for power purchase agreements. Japan had a similar experience. The second-biggest market for solar in recent years has cut support for renewables to give utilities more time to integrate the variable flows of electricity from photovoltaics — and to take advantage of lower costs. The result was that worldwide, clean energy investment fell to its lowest in three years in the third quarter, according to BNEF data.

Those trends help explain why clean energy shares have underperformed the broader stock market so far this year even as companies reported record sales. The WilderHill New Energy Global Innovation Index has fallen 5.7 per cent this year while the MSCI World Index has advanced 2.7 per cent. Project returns have fallen so low that “companies are seeking a footprint in emerging markets,” said Wang Haisheng, executive general manager of the equity division at Ping An Securities Co. Even with less investment, total installations of clean-power plants measured by their capacity are on track to surge this year by as much as 20 per cent in developing Asia, according to BNEF data. That’s partly because of a plunge the cost of photovoltaic panels and wind turbines means developers can build more capacity for the same money. Cheaper project costs is allowing the developers to work in more countries, especially Pakistan, the Philippines and Vietnam. All told, clean-energy capacity may rise by 24 gigawatts in Asia’s developing economies this year, more than

all of what’s installed in Spain, according to BNEF. “The rest of Asia is the next big market, and its potential is huge,” said Zhai Yongping, technical adviser at the Asian Development Bank’s energy sector group. Electricity demand in developing Asia “will certainly rise because of the huge population.” Energy demand is blossoming in Southeast Asia, with electricity consumption growth forecast to average 3.6 per cent a year through 2040, according to BNEF. The deal on climate change agreed to by more than 190 nations in Paris last year is putting pressure on governments everywhere to tilt policy away from fossil fuels. China pledged to peak its carbon emissions by 2030, spurring governments across the region to set goals for cleaning up emissions from the power industry. Indonesia plans to tender 30 geothermal concessions through 2018, Yunus Saefulhak, the geothermal director at Indonesia’s Energy and Mineral Resources Ministry, said in August. It wants to boost geothermal capacity 11 per cent this year to 1.65 gigawatts.

South Korea in July outlined a 42 trillion-won ($38 billion) plan for clean energy by 2020. It would add 30 percent to wind and solar capacity this year, the fastest growth since 2005, according to BNEF. Taiwan approved a plan on October 20 that will spur competition in the power business, encouraging renewables and bringing nuclear reactors to a halt in less than a decade. Its president wants 20 per cent of Taiwan’s power to come from renewable energy by 2025, up from about 4 per cent now. Pakistan is seeking $1 billion for clean-energy projects and expects China to provide half after the two agreed to joint infrastructure development, Syed Aqeel Hussain Jafri, director of policy at Pakistan’s Alternative Energy Development Board, said in January. Pakistan’s biggest solar farm, named ZTE Quaid-E-Azam, reached financial close in the second quarter, backed by China Metallurgical Group Corp. and Zonergy Co. “Pakistan has a good relation with China so geopolitical risk is low,” making Chinese companies optimistic about project develop-

ment there, said Xue Jiancong, director of public relations at project developer China Merchants New Energy Group Ltd. Manufacturers are shifting their footprint to satisfy demand from emerging markets. JA Solar Holdings Co., a Chinese solar panel maker, is working to double capacity by expanding a cell factory in Malaysia and considering a second plant in Southeast Asia in Vietnam. “Costs in Southeast Asian countries are low, while those in China are getting higher,” JA Solar President Xie Jian said. Even so, the amount of money gushing into the industry is falling after growing at double-digit rates in each of the past 11 years, according to BNEF. Outside China and Japan, investment in developing Asia fell about 11 per cent to $12.5 billion in the first nine months of this year, marking both the lowest reading and the biggest drop since 2013. The slowing investment “underscores the upcoming winter that manufacturers could face,” said Wang of Ping An. “The industry needs to further reduce the cost of clean energy.” — Bloomberg News
