After a very busy Civic year, my term as Town Mayor is drawing to a close. I’m handing over to the next elected Mayor on 14th May. I’ve really enjoyed my time as Mayor and I wish it could go on a while longer!
For me it’s been one huge learning curve. I was so nervous at my first official engagement, opening a small retail outlet for Ace Activities in a garden centre, but that was nothing compared to travelling to Germany as part of our 40 years of Twinning celebrations. Luckily, I was accompanied and guided by the previous Mayor Barbara Scruton, as President of the Epping-Eppingen Twinning Association and other members, all of whom were warmly welcomed by our German friends. Since then, my confidence in public speaking has thankfully much improved!
I feel very honoured to have attended different events, from Civic duties with the District Council and County Council, to our own community events –too many to mention here – apart from a couple of highlights. The Town Show and the Christmas Market were resounding successes and the Remembrance Day commemorations were attended by many, many people including our local community group members and
leaders. A truly inspiring event.
I have helped with various fundraising activities for charities and met some really wonderful people who are very passionate about helping others. And to me this has become an important part of my service to Epping and the surrounding areas. We are here to support each other.
The Town Council works very hard to ensure that our local community receives excellent services, from running the Town Show at Stonards Hill recreation ground to the Charter Market, the allotments, playgrounds and many other areas.
All this could not have been achieved without the support and dedication of the Town Clerk Beverley Rumsey and the hardworking staff behind the scenes, including our hard working grounds team. Please remember them when you are enjoying the facilities including our playgrounds and green spaces.
The year has passed too quickly really, but I have to thank my fellow town councillors who have accompanied me on this journey and been there to help and advise me. Particularly, I must mention my deputy and close colleague Cherry McCredie who has been my right-hand support and accompanied me on many occasions.
My hope is that you will continue to enjoy and support our wonderful community. Thank you to all those who have supported me this Civic year.
Christine BurgessThe Friends of Swaines Green Conservation group held its annual Swaines Green May Fayre on Saturday 11th May on the Recreation Ground, Lower Swaines, Epping CM16 5ER from 11am until 5pm. The May Fayre has something for all the family, Morris dancing, a Punch and Judy show, a magic show and workshop, belly dancing, stalls selling crafts and local produce, a beer tent, a tea and cake tent, tug of war and a fun dog show. This is a free to enter annual event that is extremely popular. The organisers would like to thank Epping Town Council for the use of the ground each year.

Every Sunday, from 10am to 12 noon, March to October, the Epping Horticultural Society open their Trading Hut, based at the Meadow Road Allotments in Epping. Members can benefit from low prices and convenience on items such as compost, growbags, weed killers, canes and much more. Also available is the use of a ‘community’ petrol lawnmower and strimmer. You will get a warm welcome from our volunteers, whether you wish to purchase items or just want a chat or some advice.
The Epping Horticultural Society was started in 1939 and today we have a thriving membership of several hundred. We are affiliated to The Royal Horticultural Society and The National Vegetable Society. Apart from the Trading Hut, members benefit from a seed and bulb discount scheme, a calendar of events, garden visits, Annual Show and social events. This is all for just £3, annual membership, per household. Each year, the Mayor of Epping holds a Civic Reception to thank those in the community who have made an important contribution to life in our town and parish. This year was no exception. Cllr Christine Burgess hosted the event on Friday 26th April 2024 at Epping Hall. The evening was attended by many past Town Mayors, Freemen of the Town (those who have received the Town Council’s highest honour for their outstanding contribution to Epping life over many years), representatives of local groups, clubs, organisations and schools. The Mayor held a raffle to raise money for her chosen charities; Marie Curie and Voluntary Action Epping Forest and £2000 was raised. Past Town Mayors wear blue ribbons or badges. Freemen wear gold ribbons and emblems. Artist Finn Stone donated a piece of his art to the Mayor’s Auction. The picture shows its new owners Maria and Paul. The evening celebrated our wonderful community in Epping.
Each year, Epping Town Council invite nominations for a Townsperson of the Year; someone who has made an outstanding contribution to Epping. The nominations are considered by Epping Town Council and we are delighted to announce that our Townsperson of the Year 2023 is Vic Knope. Vic has been very active with the work of the Copped Hall Trust, Epping Chorus, Life Walks and Probus and epitomises what this award was designed for. Cllr Christine Burgess presented his award at her Civic Reception.
Each year, Epping Town Council invite nominations for a Community Group of the Year; a group who have similarly made an outstanding contribution to Epping. On occasion, Epping Town Council decide to honour someone who has made a phenomenal contribution to the town over many years and this is the highest of the Town Council’s honours. It isn’t awarded very often and is not presented without considerable reason and support. Four of our Town Freemen are no longer with us; the late Dennis Verrall, Ruth Benjamin, Freddy Limer MBE and Denys Favre. John Batchelor, Letitia Berry and Humphrey Wheeler are our current Town Freemen – until this year, when Epping Town Council voted to present another honour — to Barbara Scruton. There were many things that contributed to Barbara being awarded this honour, including her extensive work for the town when serving as a Town Councillor for 12 years, including being Town Mayor twice, her work with Rotary, the Epping Society and the Epping-Eppingen Twinning Association. Congratulations to Barbara.
The Museum is located in the old London Transport Epping Signal Cabin which closed in 1996.
Our volunteer teams have worked tirelessly since 2014 to bring together a museum that recreates the old signalling system, a fully working miniature Lever Frame, a display of classic signage and artefacts from days gone by - a peek into the past of London Transport. There is also a model railway based on the abandoned Northern Line extension.
Our 60 year old shunting locomotive and a working display of signals are seen daily by commuters arriving at and departing from Epping Station.
Epping Signalling Museum is a unique look at how the railway used to be and there’s nothing like it outside London. Experience what it was like for the driver of these trains and a day in the life of a signalman.
We are open every Saturday from 10am to 4.30pm and entry is FREE.

Scarecrow Festival

Epping Town Council look after the two Epping signs, one on the main Town Green and one on Tower Road green. The sign on the Town Green was damaged in the bad weather and a new one has been made and installed.
The sign is an important part of the Town’s character and illustrates things that relate to Epping, such as Epping’s Royal Market Charter, the Epping Forest stag, St George’s Flag and the symbol of Essex County Council. The signs are hand made by a local craftsman and are well-known in the District.
It might be a normal Monday for some, but for our beloved Joyce it was a day of celebration.
Joyce Hunt celebrated her 105th birthday with a cake and what a beautiful day it was.
The best way to get a party started is by having the Mayor come to wish Joyce a very happy birthday. Great food and drinks were shared and Joyce enjoyed presents from the staff of Ashlar house and good friends, beautiful flowers and yummy cakes.
A representative from Ashlar House, said: “Joyce you look so happy and beautiful. Enjoy your special day, you deserve it.”

Every 2 years since its inception in 2014, owners of some of the most beautiful gardens around Epping have opened their gates to the public. These amazing outdoor spaces are all unique – varying in size and design. This year you can see some of the old favourites alongside some new venues joining us for the first time.
Refreshments including delicious home-baked cakes, tea, coffee and homemade ice cream will be available at some of the venues.
The fabulous display of Classic Cars located at Shaftesbury Farm, Lindsey Street, Epping, is not to be missed. Music and dance entertainment, as well as a raffle with fantastic prizes, all add to the fun of this special family day out.

We will also be selling programmes and raffle tickets at the Ride London morning on 26th May. Bakers Lane public toilets have been closed for some time due to ongoing, severe vandalism. We are working with partners to try and resolve the issues to enable toilets to be able to be provided again. At the current time, there are designated public toilets at Stonards Hill recreation ground.

It has been a busy few weeks at the allotments. First of all, we would like to congratulate this year’s Allotment Award winners; Kathy at our Lower Bury Lane site and Catherine at Meadow Road allotments. The awards were given out of recognition for the tidiness of each plot, in addition to the variety of crops grown. A lot of hard work and dedication has gone into tending each plot.
In April, we had a visit from a group working as part of the Community Payback scheme. They visited the allotment site at Meadow Road and carried out some work on the gravel path leading to the car park and some general tidying up of hedgerow and overgrown vegetation, under the instruction of our Town Supervisor.
We very much enjoyed their visit and look forward to another session in the future. There is a waiting list for both sites, but plots do come up. You must live in Epping Parish.
In February 2024, The Den passed a milestone presenting its 50th event since its inception in 2019 with a first time visit from Sam Kelly Station House. The event was well attended by a supportive and attentive audience. January saw the return of Stompin’ Dave and Earl Jackson who performed their own special brand mix of music varying from bluegrass through to rock n’roll. March saw the return of The Cadillac Kings playing to a capacity audience followed later in the month by Jamie Williams and The Roots Collective. During 2024 there will continue to be a mix of acts, some returning together with a variety of new acts. Healthy living company Active Future has launched in Epping Forest, with an event at Epping Sports Centre. Leaders ran taster activity sessions with Nerf guns, dodgeball and bulldog; it was a roaring success. Cllr Cherry McCredie was there with families who wanted to learn more. Epping Hall in St Johns Road and the Jack Silley Pavilion are Epping Town Council’s community spaces which are both available for hire for all sorts of occasions at reasonable prices. We regularly host wedding parties, funeral receptions, celebratory parties, meetings and exercise groups. Epping Hall (the main offices of Epping Town Council) has a large hall with racked seating, a conference room, garden lounge, bar and kitchen, all available for hire, either as separate rooms or together.

The next Epping at the Movies event will take place on Friday 7th June 2024, screening The Zone of Interest (12). It will be shown at Epping Hall. Doors open at 7:00pm.
Epping Town Council has been awarded £115,000 of grant funding by the National Lottery for the replacement of the Skatepark at Stonards Hill. The project intends to replace and update the existing skatepark, providing the local community with an area that all ages and skill levels can use.
The project is being undertaken by Betongpark, who have created some of London’s best-loved skateparks and sports areas. Our replacement skatepark will match the landscape of the green space whilst giving Epping a state-of-the-art facility.
We hope to have the Skatepark up and running by the autumn. More updates, including the opening event, to follow.
The Rotary Club of Epping have kindly financed a chess table that has been installed at Stonards Hill recreation ground. The chess table, located by Julie’s café and the tennis courts, is free for all to use.
Please bring your own chess pieces. We hope that you enjoy using the new facility now the nicer weather is here.
Many of you will know that Stonards Hill recreation ground was gifted to the people of Epping by the Silley family and entrusted to Epping Town Council to look after. The recreation ground is a jewel in our crown and features the Jack Silley Pavilion, Julies café, a children’s playground, skate park, five football pitches, two tennis courts, a basketball goal, petanque piste, outdoor gym, outdoor table tennis table, scout hut, band hut and outdoor chess table. It is a hugely popular and busy recreation ground that is enjoyed by dog walkers, joggers, picnic groups and many more. The recreation ground is also host to the popular annual Town Show and Classic car show (and parking will be managed differently on those days).
Epping Town Council have maintained the two free car parks there, but the parking challenges are now overstretching the car parks and resulting in them being occupied by others than those using the recreation ground itself, which is what they are designed for.
To help alleviate this problem, a new automatic number plate recognition system will be installed in both car parks (main Stonards Hill recreation ground car park and the one beside the Jack Silley Pavilion) in May 2024. This will maintain three hours of free parking, after which it will be chargeable by the hour or day. This should encourage a natural flow of usage for users of the recreation ground, ensuring spaces become available throughout the day, rather than tying up the limited spaces by those who park and then travel elsewhere. There will be clear signage and instructions for those parking and systems in place for those hiring the Jack Silley Pavilion for longer periods.
Epping Town Council take the custodianship of Stonards Hill recreation ground very seriously and want to ensure the wide range of facilities can be continued to be enjoyed by as many people as possible, as per its gifted intention. The popular Epping Town Show will take place on Sunday 7th July from 12 noon to 5pm. This free entry event on the Town Council’s Stonard Hill recreation ground in Epping will have the funfair, entertainment, craft and charity stalls, food and drinks vendors and side shows like circus skills; mascot characters; Punch & Judy; dog agility; model railway in the Jack Silley Pavilion; donkey rides and a climbing wall. Some parking will be available at St Margaret’s Hospital public car parks at the entrance. Free entry. Bring your families, dogs and deckchairs. Epping Town Show this year is kindly sponsored by Funky Monk Epping Restaurant and Rooms on Epping High Street.
The Town Council’s Planning & General Purposes Committee meet on the second and fourth Tuesday of the month at 7.15pm to discuss and pass comments on the latest planning applications in the parish of Epping. Epping Town Council are a consultee in addition to neighbours of the individual planning applicants. Epping Forest District Council are the planning authority for the area. Once all comments are returned by the deadline date to the District Council, the decision is made. If you, as a resident, would like to attend and speak at any Planning & General Purposes meetings; whether it’s your planning application or your neighbour’s planning application that is being discussed, or if you want to hear about other planning applications in Epping, please let us know before 4pm on the day of the meeting. Meetings are held at Epping Hall on St Johns Road in the town.

I am Peter Murray, a resident of Epping for almost 20 years. I retired in 2018 from the energy industry and I am now the Epping Community Speedwatch (CSW) coordinator. What is Speedwatch?
The aim is to modify driving habits and behaviour, specifically to make drivers more considerate of the community. Last year there were 50 road deaths in Essex.
The CSW program is managed by the Safer Essex Road Partnership (SERP) and has a goal to reduce road deaths in Essex to zero. Speeders are reported to Essex Police –this generates a warning letter, followed by a much sterner written warning letter should there be a second report.
So, what happens in the street?
There are five speed watch locations around Epping, agreed by Essex Police. I have about eight trained volunteers and a WhatsApp group to manage the process. Typically, I notify the group of next week’s location to monitor and seek a minimum of two volunteers; ideally three. We all wear hi vis jackets, with two signs placed about 100m from our monitoring location to notify drivers of speed watch monitoring and our speed gun, which then records the time, make, model, registration number (VRM) and speed of vehicles.
So how do people react?
The public, both drivers and passers-by, are generally appreciative of our efforts; and we have anecdotal stories of people changing behaviour as a result of our activity.
And what are the outcomes?
I feel that we are making a difference in Epping: there were over 60 recorded speeders in the quarter ended November 2023 and only 16 in the quarter ended February 2024, which is an indicator of improving behaviour. How can people volunteer?

Thursday 6th June 2024 is the 80th anniversary of D-Day and beacons will be lit around the country to commemorate this historic event. Epping Town Council will be leading this event in partnership with the Royal British Legion, Epping and Epping Fire Station.

On Thursday 6th June 2024, Epping Town Council will be hosting a D-Day Commemorative Event at Epping Fire Station and Hemnall Social Club. There will be a bar and music at the Social Club. At the Fire Station, we will be lighting a Beacon at 9.15pm, in line with the rest of the country, to mark the 80th anniversary of D-Day. There will also be a focus on fish & chips at the event, as National Fish and Chip Day falls alongside the 80th Anniversary. The event will begin at 7pm. Epping Market has existed as a Royal Charter Market since 1253. There have been many changes to the market in the last 800 years, but today the market is still as strong as ever.
Held on Mondays, including Bank Holidays, the market runs the length of the high street, with approximately 40 stalls trading weekly. There is a great range of items for sale, including fruit and vegetables, clothes, plants and pet supplies, jewellery and other merchandise.
Casual traders are more than welcome if there is space available, though please check with the Town Council the Friday that precedes the Monday that you would like to trade.
The current charge for a single pitch is £35, including VAT.

Julie’s cafe at Stonards Hill recreation ground has been open for 5 years in April 2024. Julie’s has provided a really valuable community hub which enables visitors to have refreshments at Stonards Hill recreation ground, while using our fantastic green space and its facilities. Julie’s is also enjoyed by our four legged friends as it is extremely dog friendly with special doggy menu items. If you haven’t visited, do go along and enjoy the hot and cold food, hot and cold drinks and hospitality on offer.
Epping Town Council held its Annual Town Meeting on Thursday 9th May 2024 where residents could raise issues of local concern that Epping Town Council either manage or have some influence over.

RideLondon-Essex returns to Epping on Sunday 26th May. There will be road closures that affect the surrounding areas, please visit: www.ridelondon.co.uk/community-info for information concerning which roads will be closed and when they will reopen.
Also on the same day, there will be a Community Fete held at the Civic Offices on Epping High Street between 8:30am and 12:30pm. The fete will include activities such as facepainting, pavement art, smoothie bikes and other stalls. It is something for all the family to enjoy, whilst 25,000 riders cycle through the High Street.

Epping Town Council’s Planning Committee consider every planning & TPO (tree protection order) application in Epping and give their views to Epping Forest District Council, who are the local planning authority.
Articles for the next edition of Talk About Epping must be submitted before 22 July 2024 (Autumn issue) and 7 October 2024 (Winter issue). Submissions should be sent to Epping Town Council via email: info@eppingtowncouncil.gov.uk clearly marked ‘Talk About Epping’. Please send in copy on a word document (200-300 words max). Please attach pictures as separate jpegs (not inserted into the word document). The editor may amend copy appropriately.
