I would never have thought when I finished my first term of office as Mayor in 2016 that I would have the opportunity to serve the people of Epping again, but here I am, starting my new term of office and looking forward to a highly productive year. With the easing of Covid restrictions, my wife Lorna and I hope to fulfil a full year of engagements, which started with one of the Town Council’s highlights of the year; the Town Show. Despite government restrictions, appalling build-up weather and soggy ground, it was decided to go ahead with some minor amendments. It was about lunchtime when the sun came out and a fantastic number of people decided to join us. With over 50 stalls and a programme of events in the main arena, not to mention an exciting flypast by a WWII Spitfire, it was a great day. Geraldine and the office team and Bill and his grounds team did an amazing job, despite so many constraints, with support from our watchful Town Clerk Beverley. I enjoyed meeting the alpacas, ducks and all the wonderful attendees. Epping Playground Association are looking for sponsors for their amazing new playground at Lower Swaines recreation ground. On a sad note, Lorna and I attended the funeral of former Epping Town Mayor Peter Burns (1981-1982), where I had the privilege of reading his eulogy. Peter did so much for the Town and will be sadly missed.

I will shortly be unveiling a blue plaque in Church Hill to Jill Barklem, creator of the Brambly Hedge stories.

The annual petanque match between Epping Forest District Council and Epping Town Council is soon to take place at Stonards Hill petanque piste. Let’s hope the best team wins...and Epping Forest come second. Don’t forget to visit our Monday Market which is now up and running with some additional traders. We are delighted to have them back with us. I am looking forward to presenting the community Awards to all those who were not able to receive them formally during the coronavirus health restrictions. Details will be featured in the next issue of this magazine. Thank you to my fellow town councillors and all the staff at Epping Town Council who have and continue to work tirelessly, to deliver our services and functions, which has been particularly hard over the past year. I wish you all well and look forward to meeting you.

During the coronavirus Covid 19 health situation, Epping Town Council’s planning and Council meetings were held by Zoom, with residents in attendance. From 7th May 2021, the government required Town Council meetings to be physical, in-person meetings. Epping Town Council planning, Council and other committee meetings have now returned to physical, in-person meetings, at Epping Hall, in St Johns Road, Epping, Essex, CM16 5JU. These are the main offices of Epping Town Council (above left). Details of all public meetings can be found on our website at: info@eppingtowncouncil.gov.uk Meetings are open to the public and you are most welcome to attend. At the current time, we do ask you to book in advance by email or telephone by 4pm on the day, so we can ensure we have enough distancing and space, as we move forwards out of restrictions, but safely.

New Town Mayor 2021-22 Councillor Michael Wright

Epping’s Town Mayor is elected each May by their fellow town Councillors. Councillor Michael Wright was elected Town Mayor for the 2021-22 Civic Year (May to May) and took over from Councillor Grahame Scruton, who acted as Town Mayor and Chairman of Epping Town Council for two terms (2019-2020 and 2020-2021) as we worked through the coronavirus (Covid 19) health situation. Thank you to Grahame for all his hard work during his difficult terms.

Councillor Barbara Scruton was elected Epping’s Deputy Town Mayor for 2021-22 by her fellow town councillors.

Both Councillor Michael Wright and Councillor Barbara Scruton have served as Town Mayor previously and so understand the importance and commitment required for this wonderful honorary role. Congratulations to them both.

The Town Mayor and Deputy Town Mayor are Chairman and Vice Chairman of the Town Council, supporting the Town Clerk and her team with the running of the Town Council and the delivery of vital services and functions for Epping Parish.

Bury Lane cemetery trees from Bill

When Epping Town Council marked Cemetery Superintendent and Town Supervisor Bill Towers 35 years’ service he said he did not want a gift but instead asked that two trees be planted in Epping Cemetery to recognise ‘The Lost Year’ caused by the COVID-19 pandemic.

And now two Ginkgo Biloba (maidenhair) tree, which are associated with health, have been planted in the Bury Lane cemetery, surrounded by protective cages hand welded by Bill's friend Neil Wood and gifted to Bill for the occasion.

Town Mayor Michael Wright said: “The last year has been very difficult for everyone. Our grounds team have worked extremely hard to maintain our popular green spaces to a very high standard to enable people to be outside. This includes our cemetery at Bury Lane. Our cemetery is looked after by Bill and our excellent in-house grounds team. Looking after the cemetery has been particularly challenging over the past year as we have had to impose government restrictions for funerals when families and friends are saying goodbye to loved ones. This is difficult for even the most experienced of cemetery teams and Bill has managed this difficult process.”

Mr Wright thanked Mr Towers and his team for their work and recognised the expressed the council’s appreciation for their work, their knowledge and expertise.

Mr Wright added: “Bill’s kind gesture to donate his gift for his 35 years’ service to Epping Town Council to the cemetery proves how lucky we are to have him working for us."

The trees have been marked with a brass plaque reading ‘In Memory of the Lost Year 2020-2021’, at Bill’s request.

“The trees will grow tall and broad and will be a permanent reminder of the difficult year we have just been through and that those lost will not be forgotten.”Explaining his wish to see the trees in the cemetery, Mr Towers said: “It’s a memorial for ‘the Lost Year”. I just thought it was a nice thing to do. The trees will blossom and Ginkgo Biloba is related to health. It’s used as a supplement. That, apart from their appearance, was one of the reasons for choosing them.”

Knit and natter - in public

Worldwide knit in public day was exactly that. On Saturday 12th June, all around the world, people were knitting in public at the same time. Shetland lace knitters were knitting in Unst at the same time as Epping Knit and Natter were knitting in Epping High Street.

Epping Knit and natter were out to support their local craft shop. From 10.30am-2pm they had a display of knitted and crocheted items and talked to people about knitting and crochet. Beginners were given a sheet on how to get started either with knitting or crochet using You Tube videos and encouraged to go to Little Sew and Sews for supplies.

The group knitted squares for a craft bag, carried on knitting a cardigan and crocheted various types of flowers in the time they were there.

Trevor Krueger, from Little Sew and Sews said: “We run our shop mainly out of the love of doing it, so it’s really lovely to know that we are appreciated. We are very grateful to all the ladies in the group and our customers in general for supporting us in these very difficult times.”

Epping Forest ReUSE High Sheriff’s visit

The High Sheriff of Essex, Simon Brice, visited Epping Forest ReUSE in July to support the work of the charity. He presented the High Sheriff’s Certificate of Recognition to chair Janet Whitehouse to pass on to former volunteer and trustee Rob who had recently retired. Rob started volunteering in March 2013 helping to get the building ready to open to the public in April and he has most recently been the charity’s bookkeeper. Throughout the recent lockdown staff continued to deliver furniture and household appliances to people in need as the charity was designated an essential service. The shop, classed as non-essential retail, had to shut. The number of people in need referred to Epping Forest ReUSE by the Essex Essential Living Fund has vastly increased since the first lock-down in March 2020 (72 in March-May 2021). These people will have experienced domestic abuse, been homeless, or experienced other life crises. Many are without a bed, a chair or something to cook on.

You can help people in need in Epping Forest and the surrounding area by supporting Epping Forest ReUSE by buying, donating goods and money, and by giving your time and skills as a volunteer or trustee. Contact details are below

Epping Playground Assocation Children’s colouring competition

Epping Playground Association have been raising funds for the refurbishment of the playground at Lower Swaines recreation ground.

We were delighted to see how many children had coloured in their desired playground. Such a lot of imagination on display.

Entries were displayed in Epping Library. Town Mayor, Cllr Michael Wright made a presentation to the winners at Lower Swaines recreation ground.

Thank you to everyone who helped arrange the competition, from the competition designer to Epping Playground Association and thank you to all the children and parents who took part. The entries were so colourful and creative.

The winning twelve entries can be seen on the back cover of this magazine.

Epping Town Show: Sun 4th July 2021

The first Epping Town Show for two years was held by Epping Town Council at Stonards Hill recreation ground on Sunday, 4th July.

There were a variety of stalls and sideshows on display by traders and local organisations featured along with arena entertainment ranging from singing to Morris Dancing to a Science Show and performances from Epping Forest Band and the Epping Forest Pipe Band. There was also a flypast from a Spitfire, courtesy of the RAF.

Epping’s Tesco store has kindly given Epping Town Council a supply of water bottles for volunteers and helpers.

Town Mayor Cllr Michael Wright said: “It was absolutely amazing that the people of Epping came out and supported our Town Council event despite the appalling weather. Thank you to everyone involved – the first since 2019 because of the Covid-19 situation. We look forward to seeing you next year!”

Thank you to everyone who took part in the day, whether as an exhibitor, contributor or visitor. It was wonderful to see our community come together and enjoy the day together, safely.

War Memorial rededication event

A service of rededication was held on 21st August 2021, to commemorate Epping War Memorial’s 100th birthday (on 8th May 2021). The service was held by Revd Lee Batson and was attended by Epping Town and District Councillors, local dignatories and residents. Epping Town Council are very proud to be custodians of this precious Grade II listed monument.

What can you do?

Epping Playground Association

The parent volunteer team of trustees for the Epping Playground Association have made significant steps towards their first fundraising target of £60,000. Thanks to the financial support of Epping residents, businesses, grants and both Town and District Councils, at the time of going to print the project has raised over £22,000. This amounts to half of the toddler section of the playground. One of the three play areas in current plans designed for 0-6, 6-12 and 12+ age ranges. The first fundraising target is £60,000, which represents both half of the total redevelopment project cost and also the amount required for charities to bid for some of the bigger national grants, such as National Lottery funding.

Events

Since the end of May the charity has run a children’s colouring competition, with prizes presented by the Mayor. The town’s children were able to offer their opinions on how they’d like their playground to look.

June saw #WalkEpping and #ActiveEpping challenges. Local activity providers including UKA Karate, Coopersale Yoga 2020 and DenMonk Aerial Yoga raised significant funds for the charity as Epping residents were encouraged to get active. In July the team, including volunteers, were at the Epping Town Show, raising over £1000 on the day.

Why do we ALL need to help to build a better playground for our children?

1 There is no longer dedicated funding for playgrounds from central government or grants from third sector institutions. Provision falls to local authority budgets which are reducing.

2 There is now a strong evidence base that shows a correlation between an increasingly screen-based, sedentary, reduced-sleep lifestyle, declining outdoor physical activity and poor physical and mental health for our children. Attractive, free and local playground provision is a vital ingredient in ensuring the healthy development of our whole community.

3 The outdoor, public spaces that we all share, such as parks and playgrounds, became lifelines in terms of physical and mental health during the Covid pandemic. One in 8 households in the UK have no outdoor space. As trustees we believe that children’s needs must be at the heart of Covid recovery. Playgrounds are the heart of the community and we want ours to be a place that allows, parents, grandparents, neighbours and children from all walks to life to meet and reconnect after this pandemic. Our playground design reflects this.

The value of Green front gardens by the Epping Society

Looking around us and the open spaces in Epping, particularly with Epping Forest on our doorstep, it probably seems that we have more than sufficient green spaces but there is always the opportunity to provide more.

The Epping Society exists to preserve and enhance Epping and its surroundings for all our residents and in a small way we all contribute via our front gardens. During lockdown we have all appreciated the trees and flowers around us so much more and research by The Royal Horticultural Society shows this has a measurable impact on our wellbeing.

Their research shows - including a few plants in a bare front garden could reduce your stress levels as much as eight weekly mindfulness sessions. So whilst we might be tempted to provide parking in our front gardens, just leaving a little patch of a flowerbed or planting a small tree make such a difference to how we feel when we step outside. It also provides a home for wildlife such as insects and birds, and slows the runoff of rain, thus reducing the risk of flooding. Just a small area of green plants contributes to the overall value for everyone when we all are mindful of the potential of our front gardens.

Epping Monday Market

Epping Monday market is now fully open after the recent health restrictions. You will find lots of your favourite traders, but also some new casual traders, selling additional itemes. We hope to be able to welcome more traders to join us in the coming months.

If anyone is trialling a new business and would like to showcase their ideas on the Monday market, please contact us for details on how to rent a stall on a casual basis.

Epping is not the same without its market, so please visit our traders and High Street and enjoy shopping safely in our historic Charter Market. We hope to reintroduce some events on the Monday market moving forwards. Look out for musicians in the future.

Support and community for expectant mums in Epping

New to Epping and expecting? You aren’t alone. Whilst UK statistics might show a drop in pregnancies during the Covid pandemic, I’ve noticed an increase in the numbers of pregnant women in the area.

In my 10 years experience teaching Prenatal Pilates in Epping I’ve seen a pattern of expectant parents who’ve moved out of London to Epping in order to start a family. In pre-Covid times there were plenty of opportunities to seek out other new parents but Covid restrictions, lockdowns and working from home has left lots of mums to be in the area feeling isolated.

Isolation makes it harder to find local services and advice but also makes it harder to ask about worries. The sorts of concerns that keep you awake at night aren’t easily shared via a screen to relative strangers.

So if you’re new to Epping, here are a few of my favourite places to find other pregnant friends in real life in the area (other than NCT) AND a few of the best people I know to help with pregnancy worries:

Your recreation grounds

Epping Town Council are very fortunate to look after six many lovely green spaces in Epping Parish, including six recreation grounds (including five playgrounds) and a Meadow. Over the last year, as people have been encourages to spend and enjoy more time outdoors, some of our recreation grounds have been under severe pressure from additional visitors and rubbish. There are many great facilities to enjoy at Stonards Hill recreation ground, including tennis courts, a skate park, outdoor gym, outdoor table tennis table, children’s playground, five football pitches, petanque piste and Julie’s café. Walkers, picnics, dogs, exercisers and general visitors make this a very busy area.

Recreation grounds need to have their own rules that are designed to maximise everyone’s enjoyment of green spaces. Here are a few of the dos and donts that will ensure all users can enjoy the facilities without detriment to others.

We don’t allow: fires, barbecues (including portable), tents and gazebos, E Scooters or Electric bikes, drones, golf, horses or loud offensive music. No organised events (more than 3 people) without prior permission from Epping Town Council. Contact us by email and we will advise you.

To give a few examples: If someone has a bonfire, that burnt ground may well have ruined part of a football pitch.

Fires get out of control very quickly and a barbecue that hasn’t been put out correctly may cause an unnecessary call to the fire brigade who could be dealing with an unavoidable emergency.

Motorised vehicles are a hazard to small children who may be running around and no one wants a golf ball landing on them during a picnic.

You would be amazed at how much litter we collect from the recreation grounds, much of which has not reached the bins. Litter is a hazard to wildlife and attracts problems. Careful disposal of litter, including taking home dry rubbish is much appreciated.

Please help us to keep our recreation grounds in good condition, so all our users can enjoy them simultaneously, without harm or nuisance to others.

Getting potholes fixed

Recent experience & discussions have suggested that the state of our roads remains near the top of our community’s concerns, made worse as post-lockdown road use increases. Epping Society is one of many groups who field reports of road surface problems. This is not just an inconvenience or discomfort, but is a major safety concern to drivers, cyclists and other road users. In the worst circumstance, it is a significant expense when damage happens.

The condition of nearly all local road surfaces is the responsibility of Essex County Council, funded by their share of our Council Tax; the exception being motorways which are down to Highways England.

Ideally, we are all aware of a recent wave of local road closures as ECC work on some of the worst areas; also, in February the Government released funding to repair “the equivalent of 10 million potholes”.

Here is some guidance if you have a pothole problem:

1 Report potholes to ECC, online to https://www.essex.gov.uk/roads-streets-and-transport. The website has an interactive map, which lets you track the progress of a problem. It also reveals just how bad this has been allowed to get!

2 Organisations (e.g. the RAC and Cycling UK) have systems to collate and report problems; similarly, there are many local Facebook groups.

3 If you believe there is an immediate risk to public safety, phone Essex on 0345 603 7631

4 Express your concerns to your local Councillors, ideally County Council; but Parish, Town and District Councillors can pass concerns forward.

5 If your car or bike are damaged, you can try to claim compensation – take photos (safely), get estimates or invoices, then start at https://www.essexhighways.org/roads-and-pavements/make-a-claim. It is quite a long process and is not always successful. It helps if the hole has already been reported; hence our item 1.

Rotary Club of Epping

The Rotary Club of Epping is now into a new year with a new President Michael Morgan.

Some of you may have visited the Rotary Gazebo at the Epping Town Show. 100 blue and yellow balloons were handed out and leaflets for a draw to win a £50 Tesco voucher. It was a really fun day with a number of people showing an interest in joining Rotary.

Before handing over the Chain of Office Barbara Scruton had the pleasure of presenting a Service above Self award to Paul Stockton for the service he gives to the community. Paul has been a volunteer with the Epping Forest Citizens Advice for many years and during Covid lockdown Paul worked countless hours to maintain the service to clients.

In recognition of his exceptional service to the Club and the community, Graham Hancock was presented with a Paul Harris Fellowship, the most prestigious Rotary award. Barbara was also presented with a Paul Harris Fellowship at the virtual District Handover event.

Michael is very keen to support the local community during his year as President and he hopes to plan a number of social and community fundraising events.

On the 2nd June next year we will celebrate another unique milestone in our history, Her Majesty the Queen’s 70th year as our Monarch and Head of the Commonwealth. Epping Rotary hope to be part of the Platinum Jubilee celebrations to mark this historic event. One suggestion to date is to plant an Oak tree on one of the greens in the Town and a letter has been sent requesting permission from the City of London. Currently the club is meeting virtually by Zoom but future Tuesday lunch time meetings will be held in Epping Hall. This will be a great opportunity for the club to welcome any potential new members. Articles for the next edition of Talk About Epping must be submitted before 8 October 2021 (Winter issue) and 10 January 2022 (Spring issue). Submissions should be sent to Epping Town Council via email: info@eppingtowncouncil.gov.uk clearly marked ‘Talk About Epping’. Please send in copy on a word document (200-300 words max). Please attach pictures as separate jpegs (not inserted into the word document). The editor may amend copy appropriately.
