The Mayor’s view

I am honoured to be the new Mayor of Epping, following my father’s, Great Grandfather’s and Great Great Grandfather’s footsteps. I must pass my thanks to the outgoing Mayor, Les Burrows and his wife, Carol, for their very successful and busy year. Les will be a hard act to follow.

I must also thank my fellow councillors for all their hard work, particularly Dan Spillman, who has retired due to work commitments, our Town Clerk, Beverley Rumsey and her team of staff for their stalwart support of the Town and its people.

There has been much to celebrate in Epping in the last two months. The Rotary Club commemorated its 80th Anniversary and the Probus Club’s 40th Anniversary of inception. Having been invited to both celebrations, it was good to see that they are both thriving.

They tell me that they are always seeking new membership, so please contact them directly.

We continue to support the weekly market which is a central hub to our beautiful little market town. We have also seen an Italian Market and World of

Food Market in the High Street, both of which were well attended. I am also looking forward to our Christmas Market on 1st December.

I was present at the Epping Town Partnership’s Youth Market, the Altstadtfest in Eppingen, Germany and the highlight of my year so far, the Epping Town Show, splendidly organised by the Town Council and my thanks go to Geraldine Vallis and the Council’s ground staff for all their hard work. There are pieces on each of these later within the magazine.

Epping in Bloom has had a very colourful year so far, further enhancing the Market Garden Terrace, with the local primary schools designing and planting flowers at the Tower Road green, leading to an awards ceremony for the children and culminating in entering the Anglia in Bloom awards and I wish them luck.

Many organisations are participating in Epping’s rich cultural events, including, but not limited to, the Epping Arts Society, the Epping Forest Band and St John’s School presenting an excellent musical, the School of Rock.

I would also like to welcome to Epping the new Vicar at St John’s Church Epping, Lee Batson, who is very enthusiastic in joining local events.

I hope you will enjoy and come along to the continuing activities this year.

‘You are Hear’ listening

Epping will soon have its very own listening bench, thanks to a Heritage Lottery Funded project at the Essex Record Office. The project, called ‘You Are Hear: sound and a sense of place’, is taking historic sound recordings from the Archive out into the county through listening benches: park benches with speakers that play clips of archive recordings. Epping has been selected as one of 18 locations to host a bench. Volunteers from the Epping Forest Youth Council, with additional help from interested residents, are busily preparing the audio for the bench, choosing material to highlight the town’s heritage. Keep an eye out for future announcements as the project progresses.

Daniel Spillman was elected to Epping Town Council at the May 2015 elections and was the youngest councillor in Essex.

During his time with Council, Daniel was involved in many Council projects and engagements, including Epping in Bloom, community Above: Dan (right) policing, blue plaques and much more. Due to a new role in the community, Dan has stepped down as a town councillor to pursue this.

From Daniel: “I’ve thoroughly enjoyed my time on Epping Town Council and Above: Dan (left). Below: Back, (left) have relished the opportunity to shape the decisions affecting Epping. As a younger member of the Council, I hope I’ve been able to bring a fresh insight and encourage others to get involved in their community.

I look forward to remaining an active member of the community in and around Epping, but in a new capacity. I’m joining the Commercial Civil Service Graduate Scheme in October and am working part time with Essex Police as a Special Constable.

Epping Town Show - 2nd July 2017 Stonards Hill Recreation Ground

Thank you to everyone who supported Epping Town Show on 2nd July 2017.

The weather was extremely kind and there were lots of visitors throughout the day. There were a variety of stalls and refreshments and a selection of fabulous acts in the arena, from our local groups and school children. There was a great selection of tea and cakes in the Jack Silley Pavilion, where Epping Art Society exhibited pictures. We were lucky to have the special Copped Hall Rolls Royce with us, who brought the Mayor, Mayoress and Deputy Lord Lieutenant of Essex. We were also joined by the Epping Ongar Railway, Police, Fire Engine, show lorries and much more. We hope everyone had a great time.

Rock Choir - Epping Hall

Love singing? Want to make new friends?

Epping is getting ready to ‘Rock’ with the nation’s favourite and original contemporary choir. National phenomenon, Rock Choir, is opening a choir in Epping this autumn and inviting everyone to come along for a FREE session.

Rock Choir is the UK’s largest contemporary choir, with more than 25,000 members in over 340 local communities.

There are no auditions and no requirements to read music or have any previous singing experience.

Rock Choir members get together each week to attend fun, friendly rehearsals where they are taught specially arranged pop and chart songs. There are lots of exciting performances throughout the year and many of them help raise money for local and national charities.

Choir leader Catherine Courtley says: “Lots of new members worry they can’t sing well enough to be in a choir, but Rock Choir is for absolutely anyone who loves singing - there’s no sheet music and no auditions. All you need is enthusiasm. Next term we’ll be learning Don’t Stop Believin’, Hallelujah and Ain’t No Mountain High Enough.”

The Mayor’s visit to our twin town of Eppingen

As many of you may know, we have been twinned with Eppingen in southern Germany for over 30 years. Eppingen has a very historic and picturesque old town, the Altstadt, with many old timber-framed buildings, some being over 1000 years old; a fairy tale vista.

Every two years, the town holds a festival with all their clubs and associations manning stalls spread throughout the Altstadt selling food, beer and wine to raise money for their activities. It is well attended with over 10,000 people visiting each day over the weekend. The Epping-Eppingen Association always participates with 15 people attending this year together with members from our own Epping Forest Band, who entertained the Germans with many excellent musical numbers. I was lucky enough to be asked to go on behalf of Epping Town Council and present Eppingen with a commemorative plaque of the Epping Town signage.

The Association is a privately funded club and is open to all ages to join.

Would it help if I told you that Eppingen has its own Brewery producing first-rate ‘Palmbrau’ beer? Why not come in two years time by contacting the Association. I know I will be visiting again. Tony Church, Town Mayor

Epping Forest Band at the Altstadtfest in Eppingen - By Jean Wells

It’s bright. It’s colourful. It’s busy and noisy. You can listen to all kinds of music. You can eat flammkuchen and crepes and wurst. You can drink Palmbrau beer and cocktails. If you’ve never been to the Altstadtfest in Eppingen, our twin town in Germany, you’re missing a treat. It’s their biennial festival of music, food and drink, celebrating the town’s 1000+ year old history.

The Epping Forest Band were invited to play this year. Ten of us represented Epping, playing a march at the Opening Ceremony on Saturday 22nd July. Then the whole band played in the Stadtkapelle (Eppingen band) marquee. Row upon row of benches filled with lively people cheered us and sang along with our music – All Night Long, a medley of Tom Jones hits, Happy, Tico Tico…. And we ended with a second encore, Mambo No 5; a member of the Stadtkapelle sang with us. It was magical and memorable, and we celebrated while the Stadtkapelle played well into the night. Epping Fire Station

Epping Town Council would like to thank Epping Fire Station for helping to keep the water barrel butts at Tower Road green full when they are passing, so the plants can be watered. It is very much appreciated by us all.

Tesco Bags of Help

An enormous thank you to those of you who went into Tesco and put a token into the Bags of Help scheme. Thanks to your appreciation of our dedicated flower group, Epping in Bloom won first price from Tesco’s scheme, which means £4,000 that can be put towards floral initiatives for the town. A community day and more flowers are part of the plans. Thank you very much for your support.

On 7th July, judges from the National Anglia in Bloom floral competition, visited Epping to judge the work of Epping in Bloom. They judged the Tower Road green site, Epping Station and the Market Garden Terrace Community Garden beside Marks & Spencer, accompanied by the Town Mayor. The judges met the children who designed the flower beds at Tower Road; Tina, who looks after the flowers at Epping Station and representatives of the groups that have been involved in the Community Market Garden. They were very impressed with the floral displays, but also the community spirit we have in Epping. Epping in Bloom will find out if they have won a prize in the competition in September and we will let you all know. Well done and a big thank you to everyone involved, particularly Chairman Victoria Robertson, who organised the Anglia in Bloom judging day.

The little blue plaque in Hemnall Street, Epping - Lucien Pissarro - By Dorothy C Organ

Lucien Pissarro was born in Epagny, France, in 1863. As a young man he had great difficulty in finding a profession that he enjoyed and was good at. Finally he decided to train as an illustrator and as a hobby began printing and illustrating little books but had no success with these. His father decided that he ought to learn English and in 1890 he came to London to live and work. Back in France in 1892, he met and married Esther and in 1893 they came back to London, hoping to find somewhere to live in the country. One day they were in Epping, where they found a cottage to rent in Hemnall Street. In October their daughter Orovida was born. Lucien had begun filling sketchbooks with drawings including designs for painting on the walls of the cottage. He also set up a little printing press that he called the Eragny Press and Esther became very busy with the baby and visitors from France. He painted fourteen pictures specifically of Epping as well as dozens of drawings. In 1897, he became very ill with something later described as a stroke and as he recovered, they decided to leave Hemnall Street and move to London. In June 1923 they had a short stay in Epping, staying at Vine Cottage (91 Bell Common). Lucien Pissarro loved the forest, describing it to a friend as London’s Greatest Legacy. He wrote: “Here we are overwhelmingly impressed with a sense of the vastness and variety, the uninterrupted views afforded from the summit of Baldwins Hill. On the one hand a far reaching expanse stretches away across the old Thames Valley till the vanishing point is in the distant Kentish Hills.”

There is a collection of Lucien Pissarro’s pictures and sketchbooks kept at the Ashmolean Museum in Oxford.

Drawing classes at Copped Hall -

As a long-standing member of Epping Art Society and the Copped Hall Trust, Drawing class 1 and 2 on the agenda for this year’s programme, were events not to be missed. Although I have watched the amazing restoration of this Georgian mansion over the past 20 years and have enjoyed music, talks, apple days and plays, etc, over the years, I had never gone to anything like this, in spite of a life long interest in the subject.

Tuesday 9th of May dawned still and cold. A blazing wood fire was crackling away in a large ground floor room, where hot drinks were ready and waiting, and a welcome from our hosts, Alan Cox, (architect – responsible for saving and planning the house) and Dilys Bidewell, art teacher for the classes. At 10am the day began. Then the hard part. Roaming through the extensive environs to decide on the subject for the day.

The choice was vast ranging, from room interiors, furniture, ornaments, brick, wood and plaster surfaces, fabrics, costumes and much more. Easels were provided, but we brought our own favourite equipment with us. This first time I brought far too much of course.

The “ just in case,” syndrome. Sketch pad, pencils and dare I say it – an eraser, were really all that was needed.

Never underestimate the time needed to 1: select a subject, and 2: to look at it.

Though cold, it was a very still day. I finally settled for outside in the extensive grounds, a rare opportunity not to be missed in this country. Although only 20 minutes by car from home in Epping, it was in unbroken countryside and perfect silence. The time flew by.

It might be something that we take for granted, but Epping wouldn’t look the same without its Town Signs. There is one on the Tower Road green and one on the main Town Green by the High Street. Epping Town Council would like to thank local craftsman John Gregg, who hand crafts the repairs to the signs and paints them so beautifully for us all to enjoy. The one on the main Town Green has just been refurbished.

Elsewhere the rest of the class were dispersed, mostly inside; but drawing is an all absorbing occupation and had it not been for Dilys who superintended and guided our work, I would have been totally unaware of time passing. As it was, I was glad to return to the blazing fire for lunch and to share and discuss the experience with my artist friends.

Work officially stopped at 4pm, but it was a new experience to be in Copped Hall with such a small group and there was enough time to explore the whole house with Alan Cox, after the afternoon session and tea. This time I almost managed to reproduce a recognisable table and chair drawing in one of the bedrooms, which inspired me to paint it later at home. It is hard to believe that all the restoration at Copped Hall was possible mainly with the voluntary contribution in money, time and labour from local enthusiasts.

On 13th June, Study Day 2, back I went again. This time with so much confidence. A full class of 10 only this time; it was by contrast, very hot indeed. The blazing log fire was replaced by cool fans in the breakfast room, a facility very much appreciated. The outside spaces were much more in use this time, somewhat reminiscent of a Seurat “landscape with figures”. The very necessary straw sun hats added an almost continental feel. I am sure Dilys found us easier to spot, as she did the rounds encouraging us individually with positive comment.

The time passed rapidly as it always does when total concentration sets in and the heat of the sun made the cool interior of the house very welcome, as we assembled at the end of the afternoon for tea and a talk.

Finally - the high point of the day. The display of the finished results on the tables, of all the different works of art. I am always impressed by the many approaches to a subject. Again this did not disappoint and I drove home as invigorated as I always am when subjected to fresh ideas, people and places. Whatever one contributes to Copped Hall, the rewards are always in excess of it. I’ll be going back next year.

Spotlight on one of our market traders Carl Turner - by Mike Compton

Our Monday market provides an amazing mixture of items for sale. Having highlighted before stalls variously offering ladies fashions, many types of nuts and another offering fruit and veg, this time we focus on the provision of a wide selection of mature ladies’ garments. Carl Turner says that he can have as many as 2000 items on display at any one time, all of them at very low prices.

He uses circular stands with up to one hundred on each stand and it is a regular sight to see persons wandering between the stands and examining individual items. Carl lives at Ashingdon and leaves home at 6.15am on market day.

Usually, by 7.15am, he is unloading the stock and setting up the displays and is ready for customers by 9am. Carl says that there are few markets held on Monday and, whilst he goes to other markets on other days, he finds the Epping Market to be consistently good all year round and well supported. Carl has been in our market since 2005 and made a point of saying that he has found the Town Council good to work with and fair to deal with. There is an added bonus with Carl as he also runs a luxury mini coach service and can advise on that as well.

The diversity of our market, the enthusiasm and dedication of the traders and the good support it enjoys from the public, including attracting people from outside the town, all shows that the market is in good health. However, the old saying “use it or lose it” applies and nothing should be taken for granted. To ensure that it maintains/improves its current status, we need to continue to support it.

Our Voices choir

‘Our Voices’ is an Epping-based singing group for both men and women of any age, set up three years ago by local musicians Joel Goodman and Jan Antrobus. We meet up every Wednesday to learn and rehearse popular modern music, in 2 or 3 vocal parts with a ‘live’ piano accompaniment. Our music generally follows a theme which we explore for six to seven weeks culminating in an informal performance at different local venues and we are regularly invited to sing at Epping social events, such as the annual Christmas Market.

Examples of previous singing themes are ‘Rat Pack/Crooners’ and ‘Legends’ including classics like ‘Summertime’, ‘New York, New York’, ‘Man in the Mirror’ and ‘Feel Good’.

We are a very friendly bunch who don’t all read music (not an essential for our choir) as we learn songs line by line and take our time to get things right. That’s not to say that we don’t produce a fantastic sound though… but you’ll have to come along to one of our rehearsals to hear this for yourself.

Probus Club of Epping -

The Probus Club of Epping welcome guest speakers to their meetings each month and in May, members were treated to a talk by local gardening expert, Victoria Robertson, whose work is now well established through Epping in Bloom and at Copped Hall, with her floral displays at Open Days. Victoria revealed that her gardening interest began at five when she followed the example of her mother who tended the garden at the family home in Edgware, where she acquired a love of sweet peas and geraniums.

Victoria’s efforts with EIB have helped brighten the Town’s image with the Tower Road green and the Market Garden next to the rear of Marks & Spencer. Here local groups, such as Epping Rotary and the Epping Womens’ Institute, have sponsored flower beds, a herb garden, memorial seats and other garden features. This garden is the Jewel in the Crown of EIB, having been created on an overgrown site. The Garden now features walkways, suitable for invalid carriages, to provide easy access to raised flower beds and there is also a special area where children can display their artistic efforts with drawings/paintings and floral displays. In prominent position is a lovely wishing well made from car tyres with a winding handle on top, a real Jack and Jill creation. Victoria gives talks and presentation evenings to schools and societies with the accent on simple gardens and even allotments. Victoria is one of our many great speakers. The Epping Society

The Society continues to work hard but without drama to conserve and improve the character of our lovely town, including our constant eye on all planning applications, to which we object when they are not appropriate for our town. We have also made sure the views of our members were shared with the District Council regarding their plans to build 11,000 new homes in our District. We are still waiting to see how the District Council responds to the strong views of its residents. The Society was represented on the Town Council Neighbourhood Planning Advisory Committee where we have been fully engaged in discussions on how future developments in Epping can be managed and what should be the priorities.

We share the sense of anticipation with local residents who look forward to learn about developments with the long-awaited St John’s Road development. We urge you to contact your District Councillors to seek information on progress and to express your views at this critical time.

Several of the Committee members were available for discussions at the Town Show on 2nd July. It was a lovely sunny day and we had very many visitors to our stall, interested in what was happening with the District Council’s draft Local Plan.

We can only work to conserve and improve the town with your support. We have a strong membership and a good following on social media; do check out our Facebook page, but the more members we have, the stronger our voice.

Young traders initiative

Young traders took their first steps in business on Saturday 8th July as Epping High Street hosted The Young Traders Market at the Epping Festival. A glorious day, a record turnout in the High Street and enough talent to really make you want to see into the future, to see how these young people fare in the world of business. The standard and quality of their products and presentation was extremely high and the judges had a hard time picking three winners.

Zoe Anderson won first prize and impressed with a great variety of cakes and baked goods, all presented in style, with Locket Photography by Lucy Beels coming second; a talented photographer showing prints and cards, and third prize to Chantelle Norris, with deliciously flavoured cupcakes for all occasions. Several of the young traders took orders for future delivery and also made connections to other local businesses. The Young Traders were ably supported by the District’s finest young performers at the stage area, where they entertained the crowds all day with help from the marvellous Radio Forest Gold.

The whole day mixed business with fun and even Spiderman dropped in to say hello.

EPPING NEIGHBOURHOOD ACTION PANEL - By Mike Compton, Chairman

“This 10th information document from Epping’s Neighbourhood Action Panel (below) focuses on speeding and what the Community and Police are together doing about it. It is anticipated that there will soon be six Speedwatch Units in the Town with a new venue being sought for training and training sessions being planned. There is always scope for further groups to be formed and interested persons should contact me (details at the bottom of the document below). We’re also trying to get permission from Essex Highways to erect signs on the entrance roads into the Town.”

Keeping You Safe

This is our 10th information document relating to keeping Epping safe and secure. The Neighbourhood Action Panel (NAP) regularly receives reports of vehicles speeding in and around our town, and this document is concerned with the Community and Police working together in order to reduce the dangers arising from this.

An initiative, which is in operation in many places in England, is known as Speedwatch and it is now in use in Epping. Its intention is to tackle speeding vehicles and is based on close collaboration between Police and the Community.

It basically consists of five steps.

A small group of volunteers from a particular road or area where speeding is considered to be of concern, come together and are trained by the Police.

Following training, the Police will provide the group with the necessary equipment, including personal protective equipment.

The Police also carry out risk assessments of places where the operations can be safely based.

A Police Officer attends the first operation and, if he/she is satisfied, the group is free to carry out operations whenever they can.

The operation itself consists of a) deploying portable Speedwatch warning notices in both directions, b) reading the speed of on-coming vehicles and, where the speed is over the posted limit, logging the speed plus details of the car itself, c) making a list of over-the-speed-limit offenders, d) sending that list to a specific Officer at Essex Police.

The vehicle owner will then be sent a warning letter. If a vehicle is persistently logged speeding, further action will follow. NAP has received feedback which corroborated that such letters are sent.

There are currently three such units in Epping and, together, they have recorded 717 “speeders” so far. A fourth unit has been trained and is awaiting equipment. If any citizen is concerned about speeding in the town and would like to take part in this initiative, they should contact the Panel via either of the contacts below.

Calls are never recorded or traced and no-one will be asked for their name or any personal details.
