1. Introduction

Message from the CEO

The “Eolis” Project has been a dream and a great challenge since 2004. Our path has been guided by constant attention to security and credibility issues and we are very proud to feel that this is how we are recognized by all those who have chosen us during these years. This document follows our commitment to the safety of all those who constitute, collaborate and experience our programs. We want to continue to be part of your history, promoting good emotions and facilitating excellent memories.

Purpose of this Plan

Risk is inherent in all human activities. Without forgetting that, we try to minimize the risk so that it becomes low and therefore acceptable. However, zero risk does not exist.

This Risk Management Plan aims to make all the risks directly and indirectly involved in the Programs we offer more evident. It is also intended to help clarify procedures in emergency situations so that everything can be done quickly, in order to minimize consequences.

Our commitment today and always is to offer an interesting, feasible and exciting challenge, with risk controlled at acceptable levels. For this, we rely on the full collaboration of our staff, external partners and our participants.

2. Roles and Responsibilities: Staff and Program Partners

Administration

It is up to the administration to deal with all salary, contractual and accounting matters and logistics relating to the day-to-day activities of Eolis Unipessoal, Lda.

CEO

It is up to the CEO:

A. Enforce accreditation and Industry standards;

B. Prepare and approve jointly with the rest of the linked team, the Safety Procedures Manual for Kitesurfing Instructors from Eolis (MPSIK);

C. Prepare and approve jointly with the rest of the linked team, the Eolis Risk Management Plan (PGRE);

D. Monitor the choice of employees, their training and evaluation;

E. Ensure the implementation of the Risk Management Plan, the training of the team and the constant evaluation and updating of the Plan;

F. Ensure clear communication between staff and, between staff and participants;

G. Ensure that all Eolis initiatives are in line with its Mission, vision and values;

H. Develop new Programs, their execution and evaluation;

I. Provide training to the team as a whole, for the purposes of this Plan;

J. Prepare an annual Plan evaluation form;

K. Must also be a role model and example for the whole team;

Main Instructor

It is up to the Main Instructor:

A. Collaborate in the approval, implementation and evaluation of this Plan; B. Collaborate in the preparation, approval, implementation and evaluation of the Manual of Safety Procedures for Instructors of Kitesurf (MPSIK);

C. Recruit, train and evaluate other employees;

D.Contribute to the development of new Programs and their evaluation; E. Plan the day before all the classes planned for the following day and communicate them to other instructors;

F. Be able to establish excellent relationships with participants, being always clear on meteorology and weather cancellations policies issues;

G. Ensure that participants complete the form, that identify health problems and who perceive and accept the risks involved in different experiences; H. Pre-fill in the student profile form for kitesurfing students, to instructors are aware of important details of the participants;

I. Be a model Instructor, always being available to help other instructors; J. Comply with and enforce the Eolis MPSIK;

K. Decide on the most appropriate times and spots for activities; L. Make sure communication between instructors is kept open at all times of the activity (functional radios);

M. Administer small dressings in case of need; N. Do not consume substances that may alter your faculties of decision; O. Contact the respective authorities, in case of emergency; P. Make sure that the material to be used is in excellent condition and to arrange for the respective repairs when needed.

Kitesurf instructors with an annual contract

It is up to these instructors:

A. Collaborate in the approval, implementation and evaluation of this Plan; B. Collaborate in the preparation, approval, implementation and evaluation of the MPSIK by Eolis;

C. Contribute to the development of new Programs and their evaluation; D. Study the planning sent on the eve of classes and ask questions whenever there are doubts;

E. Be able to establish excellent relationships with all participants and the rest of the staff;

F. Be sure to read the student profile sheet for important participant details; G. Always be available to learn;

H. Comply with the guidelines in the Manual of Procedures for Instructors; I. Be a model of safety for your students;

J. Give an opinion on the choice of spots and their schedules; K. Administer small dressings in case of need;

L. Do not consume substances that could alter your decision-making faculties;

M. Make sure that the material to be used is in excellent condition and to do the necessary repairs, as well as help with these repairs (this EOLIS UNIPESSOAL, LDA

registration must be done on the respective registration sheet - “Equipment Sheet - Repair Needs”).

Stand Up Paddle/WingSUP Guides

It's up to these guides:

A. Collaborate in the approval, implementation and evaluation of this Plan;

B. Contribute to the development of new Programs and their evaluation;

C. Be able to establish excellent relationships with all participants and the rest of the staff;

D. Always be available to learn;

E. Be a safety model for participants in SUP Experiences or WingSUP;

F. Opinion on the choice of spots and their schedules;

G. Always understand and evaluate weather conditions, immediately before each exit, in order to understand that the security conditions are guaranteed;

H. Administer small dressings in case of need;

I. Comply with this Risk Management Plan;

J. Do not consume substances that may alter your faculties of decision;

L. Have a permanent means of contact with the CEO for any emergency situation (for example, mobile phone in a waterproof bag);

M. Know how to carry out assisted transport of a participant in the water.

Kitesurfing freelancers in collaboration with Eolis

These Freelancer Instructors are responsible for:

A. Collaborate in the implementation, compliance and evaluation of this Plan;

B. Collaborate in the implementation, compliance and evaluation of the MPSIK by Eolis;

C. Study the planning sent the day before classes and ask questions whenever there are doubts;

D. Be able to establish excellent relationships with all participants and the rest of the staff;

E. Make sure you read the student profile sheet to be aware of important details of the participants;

F. Always be available to learn;

G. Be a model of safety for your students;

H. Give an opinion on the choice of spots and their schedules;

I. Administer small dressings in case of need.

J. Receive training provided by Eolis, whenever it is perceived necessary;

K. Do not consume substances that can alter your faculties of decision;

L. Make sure that the material to be used is in excellent condition and to inform the Lead Instructor for the needs of necessary repairs (this record should be made on the registration sheet respective - "Equipment Sheet - Repair Needs")

3. Risk Management Guidelines, Procedures and Policies

Eolis' Safety Culture

Since 2004, we have been guided by a zero accident policy and this has been our greatest achievement. Zero serious accidents so far, 18 years later.

Conception of Programs (Objectives, Structure and Functioning)

KitesurfTeachingPrograms

With regard to teaching Kitesurf, we have different types of classes. These modalities are always evolving, however, it is important to mention that classes can be taught in pairs or enjoyed privately. Pair classes are possible only when participants already come together, for example friends and/or family. We don't bring together people who don't know each other.

In pair classes, participants share the instructor's attention, the kite and the board, each having their own personal protection material provided by Eolis (neoprene suit, harness, vest, helmet and leash).

If the wind turns off-shore and it is not possible to retrieve the student using a kitesurfing kite, contact the partner jet ski (916162926) to come and fetch the instructor and then go together to retrieve the student. The instructor must also be properly equipped with his wetsuit, harness and leash. In addition to this equipment, you must also be perfectly identified as an Eolis instructor, with your Instructor t-shirt. The locations used are normally: Arroteia and Ilha de Cabanas de Tavira. Rentals are reserved exclusively for participants who navigate autonomously and consistently.

KitefoilTeachingProgram

The Kitefoil Teaching Program is developed solely for practitioners who are already completely autonomous and demonstrate excellent kite control as a result of a lot of experience. Practitioners normally use their own kite (as long as the instructor understands that the safety systems are working well), but they can also use one from Eolis. All practitioners must be properly protected with a complete neoprene suit, vest, hard helmet, harness and leash (either their own or Eolis's).

In kitefoil classes, the two practitioners do not share material. They share only the instructor's attention.

Paddleboarding(StandUpPaddle)ExperiencePrograms

In the case of SUP Programs, there are several possible routes: > Tours in the Ria Formosa, with or without a guide (rental); EOLIS UNIPESSOAL, LDA

> 1-day trips to Odeleite that involve the transport of participants, the navigation experience in the Odeleite Dam and lunch;

> 1-day trips to Mértola that involve transport of the participants, the experience of sailing on the Guadiana River, lunch and a visit to the Islamic museum;

In all SUP Programs, the maximum number of people per instructor will be 8 if participants have little or no experience, and 10 participants if most of the group has previous experience. Participants must always practice “letting go of the leash” at least twice before entering the water.

On the eve of any journey to Mértola, the flow level must be checked. There should be no trips to Mértola if it has rained a lot in the previous days and if a large flow of the Guadiana river is anticipated. Rentals are reserved exclusively for participants with previous experience in the sport. All participants will have their individual material provided by Eolis (board, leash, vest).

WingSUPExperiencePrograms

In the case of WingSUP Programs, there are two possibilities

> Experience in Ria Formosa, with guide - Individual or in pairs;

> Downwind / Descent with the wind between Fábrica and Cabanas de Tavira, with a guide - Individual or in pairs;

In both WingSUP Programs, the maximum number of people per instructor will be 2, with each participant having their individual material provided by Eolis (board, leash, vest and Wing).

Staff

M. Identify issues/situations with potential risk not yet perceived and inform the Main Instructor as soon as possible;

N. Complete the Occurrence Report whenever in the presence of a incident/accident;

O. Lead and support emergency situations; P. To behave prudently at all times when you are at hand front of participants, whether or not you are directly responsible for them;

Q. Receive and integrate the feedback given to you in your actions by the other members of the Staff;

A. Take personal protective measures to protect yourself and everyone else, if they feel sick;

S. Do not consume substances that may alter your faculties of decision.

Equipment Management and Maintenance

The Equipment available for the different modalities are the following: KITESURF and KITEFOIL: > 8 Ozone hard hats; > 8 Ozone vests; > 2 WIP vests; > 8 Ozone leashes; > 10 Ozone chair harnesses; > 3 Ozone waist harnesses; > 2 Pat Love waist harnesses; > Ozone Wings: 8m, 9m, 10m, 11m, 12m, 14m, 17m; > 6 Ozone Bars; > 6 boards (various brands);

SUP: > 8 Plastimo vests; > 3 UW vests; > 7 inflatable boards (Honuhele and Red Paddle); > 7 leashes (Honuhele and Red Paddle); > 7 paddles (Honuhele and B3);

WingSUP: All SUP equipment and 2 OZONE Wings;

All material* must be inspected each time it is used, before and after use. Whenever there is a need for repair, the instructor in question must fill in the “Equipment Sheet - Repair Needs”, referring to the existing problem. As soon as possible, the repair must be carried out. Records of the date of repair and the instructor involved in the repair must also be included on the above-mentioned sheet.

Participants

We expect from all participants in our Programs:

A. Honesty in reporting your medical condition on the registration form;

B. Honesty in reporting your experience at ease in the water;

C. Realize the different levels of risk involved in different offers and accept it;

D. Make sensible decisions regarding their participation in proposed activities;

E. Be truly motivated by the experiences and not feel “forced” for some other reason;

F. Follow the instructions of the guides and/or instructors, namely regarding respects security issues;

G. Report risk situations, incidents or accidents to the guide and/or the instructor;

H. Contribute to the enthusiasm of the whole group with a positive attitude;

I. Do not consume substances that can alter your faculties of following directions and decision-making.

Freelancers in collaboration with Eolis

Just as we are committed to the well-being of all, we expect the same from our externally affiliated partners. From all the freelance Kitesurf Instructors collaborating with Eolis, we expect the same as we expect from the rest of the staff.

Transport

Sometimes, kitesurfing lessons outside the summer season involve a trip to Arroteia.

Also outside the summer season, we have weekly or bi-monthly trips to Odeleite and Mértola.

Whenever travel is necessary, the van must be checked the day before to make sure everything is in good condition. It must also be topped up with fuel so that there are never any mishaps at that level.

Administration

Management policy is to empower all parties so that all participate conscientiously, by choice and constructively. It is also available to receive opinions on methodologies that, being administrative, may not be fluid and functional.

Important management routines are:

A. Give feedback to all field staff, promoting a good environment motivational;

B. Receive feedback from instructors on day-to-day activities; EOLIS UNIPESSOAL, LDA

C. Offer at least one get-together dinner for the Team, per summer;

D. Gather information about incidents/accidents and near misses, annually and for team reflection at the end of each year;

E. Ask all staff to fill in the “Incidents and close-calls”, at the end of each year;

F. Organize teambuilding moments, namely at least one Downwind event Arroteia > Cabanas, in the summer;

G. Organization of all important security-related documentation in a dossier to open and permanent access to all members of the staff;

H. Requesting Feedback from all participants at the end of the Experience with us;

I. Financial assessment of the validity of the Programs or their adaptation/reformulation needs;

J. Coordinate staff actions in an emergency.

Indirect Risks (Related to Government Policies, Society, Industry and the Business World)

Our society is increasingly “fast” and not always in the best sense. It proves important to re-establish some contact with yourself. In this sense, activities in nature and with increased risk appear as a way of going back a little to the origins of our evolution. Sometimes, the search for ourselves leads us to risk a little too much for our physical condition, which unbalances the balance of human homeostasis, leading to injuries.

Despite the long road ahead, society and some cultures still suffer from major constraints in terms of the roles assigned to men and women, too often promoting the idea that men have to be more competent in physical activity and take more risks (for example, times much more) than women. When this conviction takes root, it contributes to the reality of many accidents in which men, ignoring risks, have gone too far. Also women, normally more conservative with regard to risk, may “suffer” from this need to prove themselves competent.

From our experience, we can share that there are clear and divergent trends in typical behaviors between men and women and between ages 55+ and -20. If it is true that, in general, women demonstrate a better capacity for “active listening” and “following instructions” compared to most men; On the other hand, normally men are actually more physically “competent” than most women.

Older people, on the other hand, prefer to understand very well all the whys of what they are doing as opposed to going too fast; On the contrary, the majority of younger people who usually advance very quickly in learning because they have a lot of motor availability, and without needing the “whys”.

Being an area where more and more companies and people are betting as a way to obtain financial return, it is essential to establish a set of rules and good practices in order to avoid accidents. In Portugal, this role has been supported by APECATE (Portuguese Association of Congress, Tourist Animation and Events Companies) and by the Portuguese Federations of the different modalities. On the international scene and with regard to Kitesurfing, the IKO (International Kiteboarding Organization) was the one who was concerned about these issues

from an early age and, even though it has developed a set of good practices, it fails to supervise.

4. Systematization of Response in case of Emergency

Next, a set of instruments used in structuring the emergency response and the action plan itself will be detailed.

Instruments TransferofRisktotheInsurer

Eolis contracted two annual policies with the “Mútua dos Pescadores” insurance company: One for Workers' Compensation (Policy nº10/9368) and the other for Activity Support (Policy nº85/21164).

HistoryofIncidents/Accidents

We know that Kitesurfing involves an obvious risk to life if risk mitigation measures are not put into practice. We also believe, and we have our 18 years of experience as a witness, that risk can be controlled and brought to acceptable levels. We know that everything starts with an attitude and a safety culture. From 2004 to 2022, the incidents/accidents we had were minor abrasions on the legs and injury to the Achilles tendon in the ankle.

IncidentsReport

Whenever a higher risk situation occurs, even if no one is actually injured, the instructor directly involved must complete the Occurrence Report in order to enrich the procedures of this Risk Management Plan.

If the situation occurs with a participant who is renting, the person responsible for completing the document will be the Main Instructor. The Occurrence Report must be completed on the same day as the incident, accident or near-miss.

MedicalAssessmentofParticipants

The participants' Registration Form contains a section where it is intended to understand if there are any pre-existing health conditions that may limit, condition or require changes to the Programs in order to enable the success of all. On the day of the activity, the Instructors/Guides will make a final check on the health of the participants, now in their presence.

DealingwiththeMedia

Whenever it is necessary to make public statements, the person who should do so is the CEO. Our focus is always on the safety of all participants, and in the event of an accident, the information provided is, above all, solidarity with participants and their families. The names of accident victims will never be mentioned to the media before they are mentioned to their families and uncertainties will never be communicated.

The focus is always on understanding, solidarity and the total resolution of incidents with complete accountability.

Emergency Procedures

The Safety Procedure Manual for Eolis Instructors aims to help structure and standardize the training of Kitesurf instructors at Eolis, with the aim of minimizing the high risks that exist in the practice of this modality. Even so, there is no such thing as zero risk, and there is always a residual that can materialize in an accident. If the incident/accident is confirmed, these are the emergency procedures to be put into practice:

Situations of Serious Accidents or Life Danger - KITESURF
