ENTRE MUNDOS NOTICIAS Y COMENTARIOS DE LOS

Se ha referido al sentido de organización como la práctica de la cooperación y la solidaridad, como una necesidad innata en los humanos; es un hecho innegable que nosotros por instinto trabajamos siempre hacia un objetivo común. Es importante reconocer que los humanos no pueden vivir aislados, ello es inevitable. Siempre estamos buscando ya sea organizarnos libremente con aquellos que piensan como nosotros o tienen los mismos intereses o estamos sujetos a la organización de otros. Así es como trabaja nuestro mundo.

“La organización sujeta por otros es el concepto creado por la clase o gurpo dominante. Y la opresión milenaria de las masas por un pequeño grupo privilegiado siempre ha sido el resultado de la inhabilidad de los oprimidos a ponerse de acuerdo entre ellos para producción y ocio y para las posibles necesidades de defensa contra quienes deseen explotarlos y oprimirlos…”

Errico Malatesta (1897) La cita de arriba le dio lugar en esta revista a la presente edición de “Voces Colectivas”; queríamos presentar a diferentes organizaciones que están haciendo un trabajo positivo en las diferentes comunidades alrededor del país y más allá. Es innegable que sin organización no podemos tener progreso y que si esa organización no se convierte en el medio para alcanzar la paz en la sociedad,

entonces algo no estamos haciendo bien.

El sentido de organización debe unificar las voces colectivas en la sociedad. Debería hablar por la mayoría así como tener un cerebro conectado a las diferentes partes de la misma. Las organizaciones deberían representar la vida, deberían estar conectadas a ella, en lugar de conectarse a la burocracia y los propósitos individuales.

Es tiempo de involucrarse. Cuando la paz se firmó, Guatemala abrió sus puertas a muchas organizaciones sin ánimo de lucro que alcanzaron a las comunidades y están tratando de ayudar. 16 años han pasado de eso y todavía se puede ver que los guatemaltecos se resisten a involucrarse en programas para voluntarios. No será hasta que nosotros como individuos abracemos el compromiso al bien común, que las cosas cambien en una vuelta de 180°, pues si solo unos cuantos se involucran, será como Errico dice en su ensayo: no un triunfo para la sociedad, porque “En realidad quienes están involucrados en ella serán reguladores y serán tan impotentes como lo son todos los gobernadores en donde en donde el bien común es un asunto sensible”.

Organization has been referred to as the practice of cooperation and solidarity, and it is an innate need in humans; it is an undeniable fact that we by instinct work towards a common objective. It is important to recognize that humans cannot live in isolation, it is inevitable. We are either looking to organize freely with those of a like mind and with common interests, or subjected to organization by others. That’s how our world works.

The organization subjected by others is the concept created by a class or a ruling group.

And the agelong oppression of the masses by a small privileged group has always been the result of the inability of the oppressed to agree among themselves to organize with others for production, for enjoyment and for the possible needs of defense against whoever might wish to exploit and oppress them...” Errico Malatesta (1897) The quote above gave was the inspiration in this magazine for the current issue of “Collective Voices”; we wanted to portray a number of organizations that are doing a positive work in the different communities in the country and beyond. It is undeniable that without organization we cannot progress, and if that organization doesn’t become the mean to achieve peace in society, then we’re

not doing something right. Organization must represent the collective voices in society. Should talk for majority, and must have a brain connected to the different parts of it. Organization should represent life, should be connected to it. Instead of being connected to bureaucracy and individual goals.

It is time to get involved. When the Peace Accords were signed; Guatemala opened the doors to many international nonprofits that reached the communities and were trying to help. 16 years have passed from it, and you can see that it’s hard for Guatemalans themselves to get involved in volunteer programs. It won’t be until we as individuals embrace the commitment to well-being that things will give a 180° turn, if only a few get involved it would be like Errico continues saying on his essay: it won’t be a triumph to society, because “in reality the ones involved should simply be rulers, and as impotent as all rulers are where the general good is concerned.”

Noticias SOBRE Derechos Humanos Destacamiento militar El presidente Otto Pérez inauguró oficialmente un destacamento militar en Ciudad Quetzal, San Juan Sacatepéquez, el cual cuenta con 1 oficial y 30 soldados quienes patrullarán la zona en conjunto con agentes de la Policía Nacional Civil para el resguardo de la población.

Ulises Anzueto, titular de Defensa, explicó que de ser necesario se sumarán más elementos del Ejército.

Oposición a Hidroeléctrica Como expresiones democráticas en legítima resistencia pacífica de la población de Santa Cruz Barillas, Huehuetenango, calificó la Asamblea Departamental de Huehuetenango (ADH) y el Consejo de Pueblos de Occidente (CPO), las últimas acciones realizadas para evitar la continuidad de la hidroeléctrica en el lugar.

En un comunicado de prensa conjunto, las entidades dieron a conocer su posición con relación con las últimas acciones llevadas a cabo en el lugar donde se encuentran las instalaciones de la referida hidroeléctrica; las consultas comunitarias, los diálogos, las denuncias, memoriales y negociaciones no han tenido una respuesta positiva del gobierno y de las entidades públicas del país.

En este momento la carretera está siendo bloqueada. Esta acción de los comunitarios y propietarios de los terrenos por donde pasa la mencionada carretera que comunica al lugar donde se ubican las instalaciones de la hidroeléctrica Santa Cruz, se originan casi a un año de los disturbios ocurridos, que originaron la disposición gubernamental de imponer el estado de sitio, para restablecer el orden en esa población.

Los líderes y lideresas comunitarias temen que a un año de ocurridos los disturbios, luego de la muerte de uno de sus compañeros, regresen esas acciones, debido a que últimamente se han registrado situaciones donde la empresa en sus denuncias compromete irresponsablemente al vecindario, por lo que solicitaron presencia de organismos defensores de derechos humanos para que mantengan la vigilancia.

Caso Gerardi Moises Galindo, defensor del capitán Byron Lima Oliva, presentará un recurso de reposición en contra del fallo del Juzgado Segundo de Ejecución, que ordena el traslado de su cliente hacia una cárcel de máxima seguridad.

La judicatura ordenó que Lima Oliva abandone Pavoncito y sea trasladado a Gerardi.

El Ministerio Público (MP) solicitó el cambio luego de que el militar fue sorprendido fuera de la cárcel.

por seguridad, mal comportamiento y para que no obstaculicen las investigaciones sobre su salida irregular.

Violencia de Género El Observatorio de Personas Trans asesinadas contabilizó mil 123 casos en los últimos cinco años, en 57 países; Guatemala presenta una tasa de 2.83 muertes por cada millón de habitantes, una de las más alarmantes; las causas podrían originarse en la activa participación ciudadana que han alentado algunas organizaciones en el país. La investigación realizada desde el observatorio, una iniciativa de la organización TrangenderEurope, fue basada en monitoreos electrónicos y entrevistas con organizaciones en cada país; el registro de casos inició el 1 de enero de 2008 y concluyó el 31 de diciembre de 2012.

Las más altas cifras se han encontrado en países con beligerantes movimientos y organizaciones trans o de la diversidad sexual, que defienden los derechos humanos; en Brasil se documentaron 452 hechos; en México, 106; en Estados Unidos, 69 y en Colombia, 65.

La falta de información sobre los casos imposibilita establecer si se trata de muertes sistemáticas; es una situación crítica que alienta la impunidad, destaca una de las conclusiones en la investigación.

Explotación Minera Acciones administrativas y penales y un recurso de amparo, son las medidas que ambientalistas, grupos pro derechos humanos y representantes comunitarios presentarán contra la decisión gubernamental de concesionar dos licencias de explotación minera. La decisión de impulsar los recursos se conocen en una conferencia de prensa ofrecida por los colectivos, en la que también se cuestiona la moralidad de las personas que autorizaron los permisos.

En abril pasado el Ministerio de Energía y Minas informó sobre la concesión de dos licencias de explotación: una a favor de la Minera San Rafael, y otra para la Compañía Guatemalteca de Níquel.

El coordinador de Comunicación Corporativa de la mina San Rafael, Andrés Dávida, responde que existe un estudio de impacto ambiental, aprobado por el Ministerio de Ambiente. En el caso de las consultas populares, hay una resolución de la Corte de Constitucionalidad que señala la invalidez legal de las reuniones comunitarias.

“Hay dudas si estas empresas financiaron la campaña de los políticos. La actividad minera no es ambientalmente sostenible.

Socialmente no es aceptada en 68 consultas comunitarias”, señala Yuri Melini, director del Centro de Acción Legal, Ambiental y Social (CALAS).En abril fue atacada a tiros la sede de CALAS,y la residencia de su representante legal fue violentada y “dejaron

a la vista el expediente de la mina San Rafael”.

Juicio por Genocidio El juicio contra el ex Jefe de Estado, general Efraín Ríos Montt y su jefe de inteligencia, el general José Mauricio Rodríguez Sánchez, por genocidio y delitos de deberes contra la humanidad, continúo con la presentación de peritos, tanto del Ministerio Público como de la defensa, entre ellos Manuel Conde Orellana, quien presidió la Comisión Nacional de Reconciliación en 1991. A la hora de publicacón, el juicio se quedó anulado por una decisión polemica y disputada por muchos.

Conflictividad Social Acciones administrativas y penales y un dirigente campesinos dan respuesta a las declaraciones de la vicepresidenta Roxana Baldetti al señalar que existen líderes que han vivido de la conflictividad que afecta al país.

Daniel Pascual, del Comité de Unidad Campesina, expresa que es una opinión mal intencionada, “la Vicepresidenta no podría ser tan miope de no ver que los problemas sociales que se arrastran en el país no solo son problemas históricos sino también actuales”.

Pascual dijo que la conflictividad social se ha multiplicado porque el Gobierno no ha sido capaz de resolver el problema de la tierra de las familias del Polochic que fueron desalojadas, a pesar de que hace un año se comprometieron a resolverlo.

Corrupción en Ministerio Auditorías practicadas al Ministerio de Desarrollo Social (MIDES) revelaron que hay más de 18 mil homónimos entre los usuarios del Bono Seguro, además de que unas 52 personas reciben la bolsa de alimentos y el bono.

También se hallaron transferencias “que no debieron hacerse” y se encontró que se pueden mejorar los precios de la bolsa segura, pues según una comparación de precios en los supermercados más caros, el valor está muy cercano a estos, a pesar de la cantidad de producto que se compra.

Ronald Arango, integrante de la Comisión de Transparencia del Congreso, lamentó que siendo un ministerio joven, en el MIDES ya se encuentren anomalías de ese tipo y aseguró que el apoyo del Congreso para institucionalizar los programas fue para “que no se prestara al clientelismo que se pudo haber dado en el gobierno anterior”.

Arango dijo que han recibido denuncias de personas que fueron retiradas de los programas, pese a que necesitaban la ayuda, además de compras sobrevaloradas y contratación de personas, por lo que se ha pedido, y está en agenda, la interpelación de la ministra, Luz Lainfiesta.

President Otto Pérez officially opened a military detachment in the Ciudad Quetzal, San Juan Sacatepéquez. The base includes 1 military official and 30 ground soldiers who will patrol the zone together with the National Civil Police in order to protect the population.

Ulises Anzueto, of the defence unit, explained that if necessary they will send more units from the Army.

The Observatory for Murdered Transgender People registered 1,123 cases in the last five years in 57 countries: Guatemala shows a rate of 2.83 deaths per million, one of the most alarming amongst them. The reasons may be related to the active civic participation that some organizations have undertaken in the country.

The study undertaken by the Observatory, an initiative of an organization called Transgender Europe, was based on electronic monitoring and interviews with organizations in each country. The cases registered occurred between the 1st of January 2008 and the 31st of December 2012.

The highest murder rates were found in countries with active sexual diversity movements and transgender organizations, who defend human rights: in Brazil they documented 452 occurrences; in Mexico 106; in the United States 69; and in Colombia 65.

A shortage of specific information about the cases make it difficult to establish if the deaths are brought about in a systemic manner. One of the conclusions of the investigation was that it is a critical situation that is fuelled by impunity.

The trial against Ex- Head of State General Efraín Ríos Montt and his head of intelligence, General José Mauricio Rodríguez Sánchez, charged with genocide and crimes against humanity continued with the testimonies of expert witnesses presented by both the Public Ministry and the Defence. Among them, was Manuel Conde Orellana, who presided over the National Commission for Reconciliation in 1991. At the time of publication, the trial has been annuled in a contoversial and much contested decision.

Opposition to the hydroelectric project The Departmental Assembly of Huehuetenango (ADH) and the Council of the Western Communities (CPO) have described the recent actions by the people of Santa Cruz Barillas, Huehuetenango against the continuation of the hydroelectric project, as a democratic expression of legitimate peaceful resistance.

In a press release, the organizations mentioned above made their position known in relation to the most recent actions undertaken at the hydroelectric installations; the community consultation, the dialogues, the denouncements, memorials, and negotiations have not received positive responses from the government nor from other public bodies in the country.

At the moment, the highwway is being blocked. This action, being undertaken by the community and local land owners is taking place in the same road that leads to the hydroelectric project of Santa Cruz. It is taking place almost a year after previous disturbances occurred that led to the eventual imposition of martial law, a Governmental decree put in place to restore order. The community leaders are worried that one year after said disturbances, which resulted in the death of one of their members, these actions are repeating themselves. Recently they have noticed with concern that the company has made irresponsible promises among residents, and so have asked for the presence of human rights organizations to observe the situation.

The Gerardi Case Moises Galindo, lawyer for Captain Byron Lima Oliva, is to present an appeal for the reversal of the decision against the finding of the Second Tribunal of Execution, who ordered the transfer of his client to a maximum security prison.

The Judiciary ordered that Lima Oliva be removed from Pavoncito and transferred to Faijanes I. The Captain is serving a 20 year sentence for the murder of Bishop Juan Gerardi.

The Public Ministry (MP) applied for a change of prison after the Captain was discovered to have left the prison. Galindo explained that the PM asked for the transfer for security reasons.

Mining Administrative and penal actions and actions against infringement of constitutional rights are among the methods that environmentalists, human rights groups, and community representatives will employ against the decision by the government to approve two mining licences.

The government decision to promote natural resources was made public in a press conference held by the collectives, in which they also questioned the morality of the individuals who authorized the concessions.

Last April, the Minister for Energy and Mines awarded the concession of two mining licences: one was awarded to Minera San Rafael and the other to the Guatemalan Nickel Company.

The coordinator of the communications board of the San Rafael mine, Andrés Dávida, said in response that they had undertaken an environmental impact study which had been approved by the Ministry for the Environment.

In the case of popular consultations, he referred to a declaration from the Constitutional Court stating such popular meetings have no legal validity. “There are questions about whether or not these businesses have financed the campaigns of politicians. Mining is not environmentally sustainable.

Socially, it has not been found acceptable in 68 popular consultations.”, says Yuri Melini, director of The Centre for Legal, Environmental and Social Action (CALAS).

In April the offices of the CALAS came under attack by gun fire.

Social Conflict Peasant leaders give a response to the declarations of the Vicepresident Roxana Baldetti who has claimed that there are leaders who live from or benefit from the conflicts that affect the country.

Daniel Pascual, of the Committee for United Peasants said that it was a badly intentioned statement, “the Vicepresidente could not possible be so short sighted not to have realised that the social problems that plague the country are not just historical problems but also very current.”

Pascual says that the social conflict has actually multiplied because the government has been incapable of solving problems such as of the land dispute of the evicted families of Polochic, despite having promised over a year ago to do so.

Corruption in Ministry According to an audit realized at the Ministry for Social Development (MIDES) there are over 18,000 duplications among the beneficiaries of the Insurance Bond (Bono Seguro) in addition to some 52 people who receive both the Bond and the Food Vouchers.

They also found transfers “that should not have ocurred” and they discovered that they could be making more savings within the Insurance Bond, according to a comparative price analysis in the most expensive supermarkets there is not a huge price difference regardless of quantity of products bought.

Ronald Arango, member of the Commission for Transparency in the Congress, regrets that such anomalies exist in the MIDES and assured the support of the Congress in institutionalizing the programs was intended to “avoid the clientalism that would have occurred under the former government”.

Arrango said that they had received complaints from people who had been taken out of the program, despite being in need of support, in addition to the program having paid out too much money and contracting people who may not be necessary. For these reasons he has called on the Minister Luz Lainfiesta to intervene.

Through the last few years CUBE has centered its attention on creating a cultural event to raise consciousness about electronic music in Guatemala. After 4 years of experience they decided take the next step. The initial idea was always culture, which is why the first Conference of Addvanced Music was created in Guatemala.

The conference will happen in distinct spaces in the historic center of the capital, spaces that throughout the country’s history, have always supported the culture and art of our country. The festival carries with it a great influence and purpose for the nation, Central America and the world.

A través de los últimos años CUBE ha centrado su atención en crear una propuesta cultural que expanda la conciencia sobre la música electrónica en Guatemala. Después de 4 años de experiencia decidieron dar el siguiente paso. La idea inicial siempre fue la cultura, es por eso que se creó la primera conferencia de música avanzada en Guatemala.

La conferencia se lleva a cabo en distintos espacios dentro del centro histórico de la capital, espacio que a pesar del tiempo siempre ha apoyado la cultura y el arte en nuestro país. El festival siempre cuenta con un gran peso y propuestas de gente nacional, centroamericana e internacional. ¿Porqué nos organizamos?

Porque para armar un evento de esta magnitud y con la complejidad que conlleva manejar a tantas personas, artistas y detalles en general es necesario tener un equipo multidisciplinario que vea cada aspecto por separado ¡La unión hace la fuerza! ¿Qué perseguimos?

Inicialmente expandir la cultura musical en el país. Dar una propuesta distinta como festival y a su vez al escucha de música en Guatemala. A largo plazo impactar en la sociedad guatemalteca para generar un cambio que logre formar una nueva escena cultural y pensante en nuestro país. Poder dar un festival de calidad mundial a un costo hecho para nuestra realidad y así tratar de causar el mayor impacto posible y eliminar las barreras de la discriminación que nos separan.

También queremos que se vea que Guatemala tiene talento artístico en música, artes visuales y demás. Por eso es que tenemos no solo música sino exposiciones de artistas visuales que son inspirados por la música y la cultura actual progresiva de Guatemala. Esperamos poder ser una plataforma para mostrar ese talento y que los artistas que participan en el festival tengan la oportunidad de darse a conocer colaborando con artistas internacionales que buscan la creación de cultura a través de sus talentos. ¿Quiénes somos?

Un grupo de jóvenes guatemaltecos de distintas ramas, empresarios, músicos, DJs, artistas, filósofos, altruistas y demás.

Gente que quiere hacer cosas distintas para aportar al avance de nuestro país de una forma indirecta. Somos un grupo dedicado a una finalidad común, nuestros gustos son distintos y nuestra forma de ver el mundo también lo es, pero el ideal que perseguimos es el mismo.

Semana de Música Avanzada es un festival que este año pasara a formar una asociación civil que operará para poder captar fondos a nivel nacional e internacional y así poder hacer crecer el festival anual y que este sirva de plataforma para más artistas emergentes y que los fondos sirvan de apoyo para hacer crecer al festival y a los artistas y personas que el festival apoya.

Queremos enseñarle a la gente cosas que aunque quizá no sean nuevas siempre, tengan una contenido que haga que se gesten nuevas propuestas en el país. Que sirvamos como una fuente de inspiración y conocimiento para poder en un futuro cercano llegar a que la música nacional avance y así formar nuestra propia cultura musical con un sonido propio ya sea guatemalteco o centroamericano. .

La Semana de la Música Avanzada de 2013 tuvo lugar en abril, pero desde ya se está preparando el evento para el proximo año, estaremos a la expectativa...

Why are we organizing ourselves?

Because in order to set up an event of this magnitude and with the complexity it takes to manage a group of so many people, artists and details in general it’s necessary to have a multidisciplinary team that looks at each aspect separately. Union creates strength!

What do we seek?

Initially to expand the musical culture in the country. To give a purpose to the festival and at the same time to focus on of music in Guatemala. In the long term we want to make an impact on Guatemalan society and to generate a change that could form a new cultural and thoughtful scene in our country.

We want to hold a world-class festival at a cost that is aligned with our financial reality as a country and so try to cause the greatest impact possible and eliminate the barriers of discrimination that separate us.

We also want it to be seen that Guatemala has artistic talent in music, visual arts, and more. For that reason we will not only have music but also exhibitions by visual artists who are inspired by music and the current progressive culture of Guatemala. We hope

to be a platform to showcase this talent and that the artists that participate in the festival have the opportunity to make themselves known collaborating with international artists creating culture through their talents. , Who are we?

A group of young Guatemalans from different backgrounds, entrepreneurs, musicians, DJs, artists, philosophers, altruists and others. People who want to do things differently in order to contribute to the progress of our country in an indirect way.

We are a group dedicated to a common goal; our tastes are different as are our ways of seeing the world, but the ideal that we pursue is the same.

de EXCURSIÓN Llamémoslo arte de la calle o graffiti, en cualquier caso, puede ser una manera de hacer una declaración para que todos la vean. Call it street art or call it graffiti, either way it can be a way to make a statement for all to see. The medium has often been a form of protest against government, violence and inequality, although these days there are sometimes officially sponsored projects as well. But whether you think it’s vandalism or free speech, an eyesore or a masterpiece, these works have the potential to be art by the people and for the people of a given place.

Palestine

Cairo En los días que siguieron a la revolución de Egipto, el arte de las calles tuvo un boom alrededor de toda la ciudad como un homenaje a las vidas perdidas durante la lucha. En particular había una pared de tres cuadras de ancho alrededor de la Plaza Tahrir en donde los murales mostraban a los mártires de la revolución con slogans sobre la lucha. A mediados de septiembre del año pasado, el ejército de Egipto decidió pintar sobre las obras en un esfuerzo por pintar la ciudad, enviando a trabajadores a cubrir de blanco las paredes. Sin embargo, era inmediata la respuesta, incluso de parte del primer ministro expresando su pesar por la pérdida de ese arte. Las paredes blancas fueron cubiertas de nuevo tanto con referencias a la revolución así como con críticas para el gobierno actual diciendo: “hazlo de nuevo, borra, régimen cobarde”.

Berlin

In the days during and after Egypt’s revolution, street art popped up around Cairo as memorials to the violence and the lives lost during the struggle. In particular was a three-block stretch of wall along Tahrir Square, where the murals depicted martyrs of the revolution and slogans related to the struggle. In mid-September of last year, Egypt’s government decided to paint over the works as part of the effort to clean up the city, sending workers in during the night to whitewash the walls. However, the outcry was immediate, with even the country’s prime minister expressing regret over the loss of the art. The white walls were soon covered again, with both references to the revolution and criticisms of the current government, such as “Do it again! Erase, you cowardly regime.”

Xela

Xela has its own collection of street art with a social message. Paintings about violence, pollution, equality and other topics can be seen scattered through the streets of the city. While some have been put up by organizations and others by individuals, all provide messages for passersby to see and contemplate. Next time you’re walking around the city, keep your eyes peeled for these works and think about what your fellow Quetzaltecos are trying to say.

The Berlin Wall tells the dark history of a divided city, but has in recent decades become an open-air gallery for artists using the freedom of speech that had once been squelched. The power of this display became clear at the end of last February, when a section of the wall called the East Side Gallery was removed to make way for new luxury apartments, with plans to remove additional sections. Protesters flooded the area, calling for the preservation of what was once a hated symbol of tyranny, carrying signs such as “Mr. Wowereit, don’t tear down this wall” (addressing Berlin’s mayor). However, after several weeks more of the wall was removed in the early hours of the morning, and the project continues as planned.

In Palestine street art has grown in recent years as a way to express dissatisfaction with the political struggles they continue to face. Images of politicians, martyrs, refugee children and other symbols strive to show the oppression and violence of the area. One potential canvas for these images is the West Bank Separation Wall, where artists have come from all over the world to leave their mark, including possibly the most famous street artist of the moment, Britain’s Banksy. Some Palestinians, however, choose to make a statement by leaving the wall untouched, refusing to add beauty to such a despised object.

Xela tiene su propia colección de arte callejero con mensaje social. Pinturas sobre violencia, contaminación, igualdad y otros tópicos están por todas las calles de la ciudad. Mientras que algunos han sido puestos ahí por organizaciones y otros por individuos, todos poseen mensajes para que los paseantes los vean y lo contemplen. En Palestina el arte callejero ha crecido últimamente como medio para expresar la insatisfacción con las luchas políticas que continúan enfrentando. Las imágenes de políticos, mártires, refugiados, niños y otros símbolos muestran la opresión y la violencia del área. Desarrollo de capacidades Más allá de Revistas y Voluntarios: EntreMundos y el desarrollo de capacidades Laurel Carlton Desde su primera edición en 2001, la revista EntreMundos ha evolucionado de una colección de de artículos cortos en idioma inglés, chistes y notas con el proposito de educar a la comunidad extranjera de Xela, a una publicación bimestral y bilingüe que explora los derechos humanos y las cuestiones de desarrollo de interés para Guatemala y Centro América. La revista trabaja para crear conciencia acerca de importantes cuestiones sociales, económicas, políticas y culturales, dando voz a los que han quedado en silencio por los medios de comunicación. Este objetivo se materializa como tema de este número Las voces colectivas.

Al igual que la revista, los programas de voluntarios EntreMundos también han cambiado el enfoque. Los servicios originalmente atendían las necesidades e intereses de los voluntarios, sin embargo se han transformado en una variedad de programas que sirven a las prioridades y objetivos de organizaciones anfitrionas.

El Coordinador de los programas de voluntarios EntreMundos ahora trabaja en consulta con alrededor de 100 organizaciones que reciben voluntarios para identificar sus necesidades de voluntarios, y para encontrar voluntarios adecuados que coincidan con ellas.

Si bien esta revista y los programas de

voluntariado son las actividades más visibles de EntreMundos, muchos se sorprenden al saber que en realidad son los proyectos más pequeños de la organización. De hecho, en los últimos cinco años la organización en su conjunto ha evolucionado desde un énfasis en ayudar a los extranjeros a servir a las organizaciones locales de Guatemala, y las principales actividades EntreMundos están ahora abarcadas por el Programa de Fortalecimiento de Capacidades. Este programa ofrece servicios a los miembros del personal de alrededor de otras 200 ONGs orientadas al desarrollo y los derechos humanos y grupos de la comunidad a través de Guatemala, ayudando a fortalecer sus capacidades institucionales para que ellos, a su vez, puede mejorar sus operaciones y trabajar por un cambio positivo.

Según ha explicado el Coordinador de Desarrollo, Chris Alford: “Los talleres se ofrecen basados en la demanda popular. El programa existe para apoyar las capacidades de otras entidades, y reconocemos que esas organizaciones están en mejor posición para entender sus propias prioridades y objetivos.” Según Alford, el calendario de talleres para 2013 se estructuró en torno a las opiniones recibidas por EntreMundos de mas de 75

organizaciones diferentes que participaron en la evaluación de necesidades.

Los talleres y cursos son impartidos por expertos guatemaltecos - generalmente profesionales del desarrollo y/o profesores universitarios con experiencia relevante. Con la excepción de algunas de las actividades del Programa de Turismo Comunitario, estos talleres se llevan a cabo en el espacio de oficinas EntreMundos en Quetzaltenango para mantener bajos los costos. Since its first edition in 2001, the EntreMundos magazine has evolved from an English-language collection of short articles, jokes and features aimed at educating Xela’s foreign community, into a bimonthly, bilingual publication that explores human rights and development concerns relevant to Guatemala and Central America. The magazine works to raise awareness about important social, economic, political and cultural issues, giving a voice to those left in silence by the mainstream media. This objective is embodied by this issue’s theme – Collective Voices.

Like the magazine, EntreMundos’ Volunteer Programs have also shifted focus. The services originally catered to volunteers’ needs and interests, but have transformed into a variety of programs that serve the host organizations’ priorities and objectives.

EntreMundos Volunteer Programs Coordinator now works in consultation with roughly 100 volunteer-receiving organizations to identify their volunteer needs, and to find suitable volunteers that match.

While this magazine and the Volunteer Programs are EntreMundos’ most visible activities, many are surprised to learn that they are actually the organization’s smallest

projects. Indeed, over the past six years the entire organization has evolved from an emphasis on helping foreigners to serving local Guatemalan organizations, and EntreMundos main activities are now encompassed by the Capacity-Building Program. This program offers services to the staff members of roughly 200 development and human rights-oriented NGOs and grassroots organizations throughout Guatemala, helping build their institutional capacities so that they, in turn, can improve their operations and work for positive change.

The three pillars of the Capacity-Building Program are the Capacity-Building Workshops, the IT Skills Training Program, and the Community Tourism Program.

These components each work towards the same objective: that by increasing their institutional capacities, beneficiary organizations can better serve their respective communities, and can more effectively work towards development and positive social change in Guatemala.

Significantly, the annual course offerings for each of these three program areas are determined through a consultative, participatory needs assessment. As explained by Development Coordinator Chris Alford: “Workshops are offered based on demand. The program exists to support the capacities of organizations, and we recognize that those organizations are best positioned to understand their own priorities and objectives.” According to Alford, the 2013 workshop calendar was structured around the feedback EntreMundos received

from over 75 different organizations that participated in the needs assessment.

The workshops and courses are delivered

by Guatemalan experts – generally development professionals and/or university professors with relevant expertise. With the exception of some of the Community Tourism Program activities, they are held in the EntreMundos office space in Quetzaltenango to keep costs low. Ultimately, EntreMundos’ priority is to provide high-impact, low-cost workshops that are accessible even to the smallest community group.

Capacity-Building Workshops For the last few years, EntreMundos has offered organisations 10 full-days of workshops per year, including one multiday diploma course. Based on the results of the annual needs assessment, popular workshops include Project Management, Strategic Planning, and Fundraising, although more specialized courses are also offered upon popular demand including Results-Based Management, Sustainable Project Management and Advocacy.

EntreMundos ha sido reconocido por los otros profesionales del desarrollo por su enfoque único en los miembros del personal de organizaciones no gubernamentales y grupos de la comunidad, y así como la capacidad de la organización para ejecutar una amplia gama de actividades incluyendo el Programa de Fortalecimiento de Capacidades, la revista, y el Programa de voluntarios- con sólo cinco dedicados miembros del equipo y un presupuesto muy escaso.

Según Bates, EntreMundos espera construyir sobre estos éxitos, sobre todo porque el Programa de Voluntariado y la revista ya son autosuficientes, lo que permite a la organización concentrarse en la expansión del Programa de Capacitación que se encuentra en constante crecimiento.

En última instancia hay mucho más para EntreMundos que esta revista y el Programa de Voluntarios, y lo que empezó con el objetivo de apoyar los intereses de los extranjeros se ha convertido en una organización sin fines de lucro que sirve a las numerosas organizaciones no gubernamentales y grupos de base que trabajan por el cambio social positivo en toda Guatemala.

Mientras que algunos todavía hacen chistes sobre ‘Entre Gringos’ o recuerdan aquellas ya desaparecidas fiestas alocadas - los cientos de organizaciones con las que está conectado Entre Mundos, saben que EntreMundos es un recurso importante a través del cual pueden fortalecer sus propias operaciones y mejorar sus capacidades institucionales para trabajar hacia el desarrollo y el cambio social positivo para Guatemala.

Capacity building ...From page 13 2013 - 2014, however, will see a marked expansion of this program and will be offering a total of 20 days of workshops, in order to include a new series of Diploma courses on “Strengthening of Programs in Specific Development Sectors” (such as human rights, economic development and gender), a consistently popular request from their needs assessment.

In it’s sixth year of operations, the workshops are becoming well known within the development sector of Guatemala and last year workshops were attended by participants from all over the Altiplano, as well as Chimaltenango, Guatemala City, Rio Dulce, and Alta Verapaz, and they represented organizations working in fields as varied as gender, agriculture, children and youth services, environmental sustainability, micro-finance and community health.

While facilitators must work creatively to design workshops that are accessible to a wide range of educational, technical, and professional backgrounds, the diversity also creates a unique and rich learning experience for participants. According to EntreMundos’ Director Jocelyn Bates, “the diversity [among participants] is one of the most popular aspects of our workshops – many gain a lot from opportunity to meet others from very different projects, to exchange ideas, to discuss similar challenges, and to share success stories.”

IT Skills Training Program Like the Capacity-Building Workshops, the IT Courses are offered based on the annual needs assessment. As explained by Alford, these hands-on, computer-based courses offer community groups and NGOs a unique opportunity to increase their staff’s IT skills, and thus increase their overall institutional capacities. Regular courses include ‘Beginner Course’ which includes basic computer

functions like word-processing, internet browsing and email, as well as ‘Intermediate Course,’ which explores the internet and the Microsoft Office Suite in greater depth.

In 2012, EntreMundos greatly expanded its IT program, offering longer courses including ‘Online Fundraising’ and a 20-week ‘Website Design’ course. Again, by hosting these courses within its office building, EntreMundos is able to offer high quality courses while minimizing costs and making the courses accessible to organizations of all sizes.

Community Tourism Program Since 2010, EntreMundos has worked with several community groups throughout the Western Highlands that are in the early stages of developing community tourism projects. Through close consultations with each community, EntreMundos’ role has been to identify community priorities, to offer workshops tailored to each community, to plan a project strategy, and to connect each community with relevant professionals and resources to drive their tourism projects forward. Particular areas of focus have included workshops in terms of Marketing, Customer Service, and Business Planning, among others.

Whereas the other capacity-building activities are conducted at the EntreMundos office in Xela, the Community Tourism Program activities are largely conducted in the communities themselves, ensuring maximum participation from all community actors.

While the three components of the CapacityBuilding Programme are still relatively new, EntreMundos has seen growing interest and positive feedback from course participants.

In 2012 alone, over 200 representatives of over 100 development organizations across Guatemala participated in the training programs and the organization is constantly working to expand its network

and beneficiary base.

EntreMundos has been recognized by other development professionals for its unique focus on the staff members of NGOs and grassroots groups, and well as the organization’s ability to run such a wide range of activities – including the CapacityBuilding Program, the magazine, and the Volunteer Program – with only six dedicated team members and a very minimal budget.

According to Bates, EntreMundos hopes to build upon these successes, particularly as the Volunteer Program and magazine are now both self-sustaining, enabling the organization to concentrate on expanding the ever-growing Capacity Building Program.

Ultimately there is a lot more to EntreMundos than this magazine and the Volunteer Program, and what began as a focus on supporting foreigners’ interests has evolved into a not-for-profit organization that serves the many NGOs and community groups working for positive social change throughout Guatemala.

While some still make jokes about ‘EntreGringos’ or remember those longgone crazy benefit parties - the hundreds of organizations with which EntreMundos is networked know it as an important resource through which they can strengthen their own operations and improve their own institutional capacities to work towards development and positive social change for Guatemala.

¿Por qué las comunidades no reciben turistas?

Patrick Vercoutere Starting with the European Community, Counterpart, Peace Corps, and ending with USAID, through millions of international funds, we can be assured that many have invested in community tourism product development.

Empezando por la Comunidad Europea, Counterpart ,Peacecorps y terminando con USAID, pasando por millones de fondos internacionales, podemos asegurar que muchos han invertido en turismo comunitario, en desarrollo de producto.

El turismo comunitario, no es más que una imposición de la visión occidental ¿A quién realmente beneficia el turismo? Es sólo un cúmulo de buenas intenciones o hay algo mas ¿Por qué las comunidades no reciben turistas?

Nunca le he encontrado sentido a desarrollar con millones de dólares proyectos sin tener en cuenta que también hay que armar y amar a la gente involucrada, no todo es infraestructura y capacitaciones.La realidad de las ventas es que sin turistas no hay turismo ni aquí ni en cualquier parte del mundo. Amar también es compartir, es transmitir los conocimientos de cómo funciona el turismo.

Tengo el privilegio de trabajar en turismo, específicamente turismo comunitario. Lo que he encontrado no es tan bonito como lo pintan las pinturas de Comalapa ni las de Santiago Atitlán. He pensado al respecto y a continuación encontrarán una lista de ideas para mejorar este servicio.

En este tipo de turismo las comunidades son proveedoras de un servicio, y esto lo deben tener claro junto con el concepto de que existen minoristas & mayoristas.

Es decir darle un precio al público y uno diferente a los operadores de turismo (manejo de precio Rack y precio Net). Pues actualmente se limitan a dar el mismo precio a ambos, sin pensar en que un mayorista (léase Operador de turismo) les puede dar muchos más clientes. Simplemente se limitan a decir que hay que sumar cierta cantidad. Subir un poco el precio por los servicios y pagar buenas comisiones a los operadores de turismo (mayoristas), podría ser una opción con buenos resultados para los involucrados.

Tener comunicación eficiente, rápida y concisa, y por muy básico que parezca: tener teléfonos que funcionen, correos electrónicos que sean revisados y respondidos, páginas web actualizadas.

Community tourism, it’s nothing more than an imposition of the Western worldview.

Who really benefits from tourism? Is it just a pile of good intentions or is there something more? Why are communities not receiving tourists?

Hemos encontrado que de 100 proyectos 80 que no se pueden localizar con menos de tres llamadas promedio, y en su gran mayoría nunca responden a los correos electrónicos.

Tener precios ESTABLECIDOS según el número de personas visitantes, las comunidades no diferencian entre una visita de 20 personas o 2 personas, cobran igual la misma cantidad en ambos casos.

Señalización de los proyectos, la mayoría de los proyectos comunitarios de turismo son difíciles de encontrar.

Las comunidades deben delegar la responsabilidad del turismo comunitario en una persona, y establecer los procedimientos en el manejo de grupos, para no depender de una reunión con toda la comunidad para cualquier pregunta o inquietud por parte del operador o delcliente.

La política de recibir la mitad del pago antes del servicio, y si no hay quejas (justificadas o fundamentadas) la otra mitad después del servicio debería ser implementada. Para que siempre se responsabilicen ambas partes de lo acordado, y mejore la calidad de los servicios.

Organizarse como grupo de presión en cada comunidad para exigir a las autoridades locales la mejora de infraestructura de acceso y recolección de basura (no hay nada peor que encontrar en la mayoría de lugares basureros clandestinos).

No puede existir una diferencia entre lo ofrecido & lo recibido, ya que la brecha entre ambos define lo que es la percepción de la calidad o la expectativa. Si se recibe más de lo ofrecido (hoy día en las comunidades es

lo contrario)el cliente se va satisfecho.

La información debe ser coherente, independientemente del tiempo o de la persona. Para que la información no cambie cada vez cuando uno se comunica con alguien. Debe existir un orden, o disciplina en el manejo de la información.

Es importante fortalecer la asociación entre las comunidades, por medio de la Federación Nacional de turismo Comunitario de Guatemala u otra organización, para tener más presencia frente al sector público.

Es necesario que las comunidades piensen menos en donaciones y más como empresarios. El futuro del país no depende de donaciones (ni remesas) sino de la calidad, productividad y habilidad para venderse. El guatemalteco es un emprendedor, no un personaje mendigando en las calles. La gente de las comunidades se ha acostumbrado mucho a recibir sin dar pero no es porque haya nacido así.

I’ve never understood the development of million dollar projects, without taking into account that you have to prepare and love the people involved – it’s not all about infrastructure and training. The reality of sales is that without tourists there isn’t tourism, not here nor anywhere in the world.

To love is also to share; it’s to convey the knowledge of how tourism works.

I have the privilege of working in tourism, community tourism specifically. What I have found is that it is not as nice as it looks in the paintings of Comalapa, nor those of Santiago Atitlan. I have thought about it, and below you will find a list of ideas to improve this service.

In this type of tourism, communities are providers of a service, and this should be clear along with the concept that there are retailers and wholesalers.

Have effective, fast and concise communication, and despite how basic it seems: have phones that work, emails that are reviewed and answered, and web pages that are updated. The information should be consistent, regardless of the time or person involved – so that the information doesn’t change every time one communicates with someone. There must be order or discipline in the handling of information.

Communities should delegate responsibility for community tourism to one person, and should establish procedures for handling groups, so as not to depend on a meeting with the entire community for whatever questions or concerns the operator or customer may have.

The policy of receiving half of the payment before the service, and – if there are no complaints (justified or substantiated) – the other half after the service, should be implemented. This will ensure that both parties are responsible for their parts of the agreement, and improve the quality of services.

Each community should organize themselves as a lobby group to demand improvements to access infrastructure and garbage collection (there’s nothing worse

It is important to strengthen the partnership between the communities, through the National Federation of Community Tourism of Guatemala or another organization, to have more of a presence in the public sector.

Communities need to think less in terms of donations and more like business operators.

The country’s future does not depend on donations (nor remittances), but rather on quality, productivity, and its ability to market itself. The Guatemalan is an entrepreneur, not a person begging in the streets. The people in the communities have become so used to receiving without giving, but it’s not because they were born that way.

As part of this initiative to strengthen the communities, we now have a directory of community tourism available, an office open to the public, and a planned community tourism fair in September 2013 at the premises of Aj Quen in Chimaltenango.

política UNA HISTORIA DE GUERRA Centro de Estudios de Guatemala -CEGHugo ocultó su rostro con una gorra, pero su voz fue clara y resonó por toda la sala de vistas de la Corte Suprema de Justicia, donde los generales José Efraín Ríos Montt y Mauricio Rodríguez Sánchez enfrentan juicio por genocidio y delitos contra deberes de la humanidad.

El testigo protegido declaró que los soldados que ejecutaban las masacres en el destacamento de Nebaj, Quiché, recibían órdenes del comandante Tito Arias, sobrenombre de guerra de Otto Pérez Molina, actual presidente de Guatemala.

El testigo, que fue identificado por la fiscalía como Hugo, laboró como mecánico del cuerpo de ingenieros del destacamento militar Nebaj, Quiché, donde presenció las ejecuciones extrajudiciales del Ejército en 1982, año en que el comandante Tito, entonces de 32 años, fungió como jefe de ese centro militar desde julio de 1982 a marzo de 1983.

Hugo testificó: “Y ellos, los militares, los soldados, a órdenes del mayor Tito Arias conocido como don Otto Pérez Molina, el general Quilo Ayuso y comandantes de la Compañía de Ingenieros coordinaron la quema y el saqueo de la gente, para luego ejecutarla”.

A esas declaraciones agregó que los pobladores civiles eran trasladados hacia Santa María Nebaj, Quiché, y posteriormente al Campamento de Ingenieros donde eran ejecutados y enterrados en una fosa.

Edgar Pérez, querellante de la Asociación Justicia y Reconciliación (AJR), preguntó al testigo protegido si temía por su vida, entonces Hugo dijo que sí y nombró una vez más a Tito Arias y a Quilo Ayuso: “Yo creo rotundamente lo capaces que son ellos y lo feroces que son para asesinar a cualquier persona, estoy totalmente seguro que ellos no se tientan el alma en torturar y desaparecer a otras personas para ellos ocultar su falsa verdad”, subrayó en su declaración.

Hugo también nombró a Juan Chiroy Sal, quien actualmente guarda prisión por la muerte de seis pobladores de Totonicapán el 4 de octubre de 2012, y a los oficiales Vinicio Urías Gudiel y Mario René Reyes Zepeda, subtenientes que integraban la cúpula de oficiales encargados de la Primera Compañía del Cuerpo de Ingenieros, donde él laboró.

por genocidio, dijo que daba “cien por ciento de credibilidad” a la declaración del citado testigo, no obstante refirió que posteriormente analizarán si se puede iniciar una investigación por las declaraciones vertidas contra otros mandos militares.

El fiscal añadió que como Hugo existen otros testigos que “a partir de sus declaraciones entrarán a un programa especial de protección, debido al peligro que pueden correr por su testimonio”.

Danilo Rodríguez, abogado defensor de Ríos Montt, opinó que el hecho que el testigo haya nombrado a Quilo Ayuso, “no le resta credibilidad” al militar que está propuesto por la defensa para declarar en el juicio y refirió que el Tribunal no puede dejar de recibir su testimonio. “Tenemos el historial del general Quilo Ayuso en el área, porque en esos años él no estuvo asignado a esa región, así que si existen objeciones sobre su legitimidad vamos a exhibir su historial militar”, enfatizó Rodríguez. El informe de la Comisión para el Esclarecimiento Histórico (CEH) documentó casos de ejecuciones y torturas que mencionan expresamente al destacamento militar de Nebaj, Quiché, en 1982, cuando Pérez Molina era el jefe de esa unidad militar.

El caso identificado como 3018, registra que el 15 de septiembre de 1982, en el caserío Billalá, municipio de Nebaj, Quiché, “miembros del Ejército de Guatemala capturaron y ejecutaron a Pedro (sin apellido) y Antonio Matón de León. Las víctimas fueron trasladadas al destacamento militar de Nebaj. Horas después los cadáveres fueron encontrados en el caserío Billalá”.

También se detalla que en 1982, dos hombres fueron ejecutados en el parque central de la cabecera municipal de Nebaj, departamento de Quiché, por miembros del Ejército asignados al destacamento de Nebaj: “A uno de ellos lo subieron a una plataforma, donde lo ejecutaron. A la otra persona la ahorcaron y amarraron a un árbol.

El comandante del destacamento amenazó a la población, que había sido obligada a presenciar las ejecuciones, con dar igual trato a quien colaborara con la guerrilla”.

Francisco Cuevas, secretario de Comunicación Social de la Presidencia, dijo a una emisora local que el presidente Otto Pérez no se pronunciará al respecto del testimonio debido a que se trata de una denuncia sin pruebas ni fundamento.

Luego en conferencia de prensa, el secretario general de la Presidencia, Gustavo Martínez, calificó de “error grandísimo” del Ministerio Público al permitir que trascendieran las declaraciones y la “irresponsabilidad con la que manejan el caso”.

Agregó que analizan el “error jurídico” para considerar si presentan acciones legales. “El Presidente no tiene abierto ningún juicio, ni es a él a quien se juzga. ¿Cuál es la razón de mencionarlo en un juicio que se le sigue a dos militares?”, dijo.

Al momento de imprimir la presente edición, el juicio se queda anulado. La corte de Constitucionalidad decretó que las ordenes de la Jueza para retrasar el caso hasta noviembre del 2011 no era algo que ellos pudieran revocar. The protected witness stated that the soldiers that executed the massacres in the unit of Nebaj, Quiche, received orders from commander Tito Arias, his nickname during the war, now Otto Perez Molina, the current president of Guatemala.

The witness, identified by the prosecution as Hugo, worked as the mechanic for the engineer brigade of the military unit of Nebaj, Quiche where the extrajudicial executions of the army happened in 1982. During this period, the commander Tito, 32 years old at the time was serving as the head of the central military, a position which he held from July of 1982 to March of 1983.

Hugo testified, “They, the military, the soldiers and those giving the orders (Major Tito Arias known as Don Otto Perez Molina, the general Quilo Ayuso and commanders from the company of engineers) coordinated the burning and pillaging of the people that were later executed.”

Further statements added that the people were transported to Santa Maria, Nebaj, Quiche, formerly an engineer camp, where they were executed and buried in a pit.

Plaintiff Edgar Perez, from the Association of Justice and Reconciliation, asked the witness if he feared for his life, to which Hugo said yes and named one more time Tito Arias and Quilo Ayuso: “I absolutely think they are capable of savagely murdering any person. I’m totally sure that they don’t care about torturing people, but they say that people have disappeared to hide the truth” he stressed in his statement.

Hugo also named Juan Chiroy Sal, who currently is in prison for the death of six people in Totonicapan on October 4, 2012, and the officials Vinicio Urías Gudiel and Mario Rene Reyes Zepeda, lieutenants that made up the group of charged officers of the First Company Engineer Brigade where he worked.

Orlando Lopez, prosecuting attorney in the genocide trial said that he gave “one hundred percent certainty” to the statement of the aforementioned witness, despite previously

agreeing to an investigation of the discharged statements against other m i l i t a r y controls.

The attorney a d d e d that there were other witnesses like Hugo: “In addition to his statements they will all be entered into a special w i t n e s s protection program due to the danger related to the testimony.”

D a n i l o Rodríguez, Ríos Montt’s defense attorney, spoke to the fact that the witness naming Quilo Ayuso, “is not credible,” and related that the Tribunal should not let this testimony be received.

“We have General Quilo Ayuso’s record, and in those years he was not assigned to that region, which is why there are objections surrounding the legitimacy. We will show his military history,” emphasized Rodriquez.

The report from the Commission for Historical Clarification documented cases of execution and torture that mentioned explicitly the military unit of Nebaj, Quiche in 1982 when Perez Molina was the head of this military group.

The case identified as 3018, reports that on the 15th of September in 1982 in the village of Billala, municipality of Nebaj, Quiche, “members of the Guatemalan army captured and executed Pedro (last name not given) and Antonio Maton from Leon. The victims were moved to the military unit of Nebaj. Hours later the corpses were found in the village of Billala.

The report also detailed that in 1981, two men were executed in the central park of the municipality of Nebaj, Quiche. According to members of the army assigned to the Nebaj unit: “They took one of them up a platform where he was executed. They tied another person to a tree and hanged him.

The unit commander threatened the others, forcing them to witness the executions, and threatened the same to any who would collaborate with the ‘guerrilla’.

them in a hole made by the army machinery.

He remembers most the murder of a 78 year old woman.

Francisco Cuevas, secretary of Social Communication of the presidency said to a local spokesperson that the president Otto Perez is not commenting with regards to the testimony due to a lack of proof or support.

Later in a press conference, the general secretary of the President, Gustavo Martínez, noted the “large error” on the part of the Public Ministry to permit these statements and accused them of “irresponsibility with regards to the handling of the case.”

He added that the “judicial error” is being analyzed in order to consider if the actions presented are legal. “The president does not have access to any trial, nor is he a judge. What is the reason he is mentioned in a trial that is prosecuting two military officers?” he said.

At the time of printing of this editon, the trial has been anulled, and the court of consitutionality has decreed that the actions of the judge to anul the case and thus bring it back to the stage reached in November 2012, are not something that the court can revoke. EntreMundos Magazine stands in solidarity with the victims of genocide who have so bravely stood up and given their testimony. We believe that you cannot just bury your head in the sand.

You cannot just deny what happened.

Nada nuevo acerca de la importancia de organizarse. Para bien o para mal ésta siempre ha sido una opción para lograr de manera más efectiva lo que de otra forma tomaría más tiempo y esfuerzo, o simplemente no podría lograrse y se quedaría en una idea interesante, en un sueño o en buenas intenciones que, aunque buenas, no aportan absolutamente nada.

There’s nothing new about the importance of organizing. For better or worse it has always been a way to more effectively achieve something that would otherwise take more time and effort. To to do something that otherwise could not be achieved at all, and that would remain an interesting idea, a dream or simply good intentions, which, however good they might be, don’t help at all.

Pienso en la primera Feria del Libro en Xela (FLEX), que nació de una conversación entre un pequeño grupo de personas mientras compartíamos un café. ¿Y si organizamos una feria del libro? preguntó alguien, ¡sí! respondieron los demás. Esto fue suficiente para que con fondos limitados, sin ninguna experiencia pero con muchas ganas, y sobre todo con plena certeza de que la ciudad necesitaba un evento como este, a falta de buenas librerías, nos lanzáramos a este primer experimento. Esa tarde estábamos Melanie Forné, del Centro de Estudios de México y Centro América; Pablo Ramírez, de Ciudad de la Imaginación; y yo. Durante los días, semanas y meses siguientes fuimos descubriendo el valor de las redes y alianzas y, sobre todo, la importancia de ir involucrando a otras personas y organizaciones para que participaran y apoyaran este evento.

Este texto será enviado a la revista antes de que la FLEX se lleve a cabo, así que no sé el grado de éxito que logrará, pero tengo la certeza de que pase lo que pase esta experiencia se traducirá en una serie de lecciones aprendidas para la realización de un segundo festival.

Desafortunadamente, la historia de este país nos ha convertido en seres desconfiados, temerosos y dados a las buenas ideas, pero no a las acciones concretas, y mucho menos a las alianzas desinteresadas.Y lo entiendo.

Pocas veces en el país hemos gozado de momentos de libertad que apoyen el ejercicio de una ciudadanía responsable fundamentada en el concepto del bienestar común. Todo lo contrario, históricamente hemos tenido que sufrir las consecuencias de gobiernos centrales y locales que, no sólo han contribuido a que no hayan condiciones para una vida justa y satisfactoria para la mayoría, sino que sistemáticamente han aplastado los movimientos ciudadanos que han exigido el cumplimiento de su mandato.

Esto, unido a la tendencia global hacia el individualismo y el cinismo, hacen que tengamos que hacer un doble esfuerzo por recuperar ese sentido de lo comunitario que debería de definirnos como seres humanos.

Así, en un Estado que no cumple con sus obligaciones, la sociedad civil debe

organizarse y buscar los mecanismos para el logro de su bienestar y el de sus conciudadanos. No hablo en abstracto, hablo de la Guatemala actual, del Quetzaltenango en el que vivimos a diario y en el que compartimos responsabilidades, silencios y alegrías.

“Organizar” significa “dar a las partes de un todo la disposición conveniente”. ¿Cuál es entonces la “disposición conveniente” de las cosas que nos mueven a actuar y a buscar que otros y otras me acompañen en determinada tarea? En nuestro país hay demasiadas cosas que no funcionan adecuadamente, así que las opciones para un trabajo organizado sobran, sólo tenemos que vencer nuestra apatía y unirnos a otros y, si es necesario, invitar a otros a unirse a nuestras luchas. Sólo esto nos dará derecho luego a cuestionar a los demás.

I am thinking of the first Book Fair in Xela (FLEX), which came about from a conversation between a small group of people as we had a coffee.

‘What if we organized a book fair?’ Someone asked. ‘Yes!’ replied another. This simple thing was enough that, with limited funds, with no experience, but lots of enthusiasm, and with the certainty that the city needed an event like this, due to the lack of good bookshops, we launched this first experiment. That afternoon we were Melanie Forné from the Center for Central American and Mexican Studies, Pablo Ramirez, of the City of Imagination, and myself. During the days, weeks and months that followed we discovered the value of networks and alliances and, above all, the importance of gradually involving other people and organizations to participate and support this event.

This article will be sent to the magazine before the FLEX is carried out, so at this point we not know the degree of success that we achieved, but I certain that no matter what, this experience will result in a number of

Unfortunately, the history of this country has turned us into distrustful beings, fearful and although given to good ideas, not given to concrete actions, let alone to forming disinterested alliances. And I understand that.

Rarely has this country enjoyed moments of freedom to enable responsible citizenship, based on the concept of common good.

Quite the contrary, historically we have had to suffer the consequences of central and local governments who not only failed to provide conditions for a fair and satisfactory life for most, but have systematically crushed citizens’ movements and have demanded complete compliance with their mandate.

This, coupled with the global trend towards individualism and cynicism, means we have to make double the effort to regain that sense of community that should define us as human beings

Thus, in a state that does not meet its obligations, civil society must be organized and seek ways to achieve well-being for society itself and for our fellow citizens. I’m not talking in the abstract, I mean the current Guatemala, the Quetzaltenango where we live every day and we share responsibilities, silences and joy.

“Organize” can mean “to develop an appropriate structure.” What then is the “appropriate structure” of things that move us to act and look to others to join us in certain task? In our country there are too many things that do not work properly, so we have more than enough opportunities for organization. We just have to overcome our apathy and join others and, if necessary, invite others to join our fight. Only this will then entitle us to challenge others.

Lugares anteriormente turísticos y tranquilos como Acapulco, Guerrero, en el Pacífico; Torreón, Coahuila, en el norte; Mazatlán, Sinaloa en el occidente, y el puerto de Veracruz en el Golfo de México, se convirtieron en zonas peligrosas donde los narcotraficantes se mezclaban con la delincuencia común, los militares y los policías para secuestrar, robar, asaltar, asesinar y “cobrar derecho de piso” a civiles y bandas rivales. Durante la administración federal de Calderón Hinojosa, cifras oficiales de la Secretaría de Gobernación dan cuenta de 79 mil 956 asesinatos y 26 mil 121 desaparecidos, Ante la violencia y la impunidad –99% de los delitos cometidos en el país se quedan sin castigo, y sólo ocho de cada cien son denunciados de acuerdo a la Comisión Nacional de Derechos Humanos– la sociedad civil se organizó en una búsqueda para sensibilizar a las personas ante la violencia y hacer un memorial de los muertos, quienes diariamente se convierten sólo en cifras.

Las muertes son justificadas por los medios de comunicación y muchas veces la gente termina diciendo que no importa que lo hayan asesinado porque era sicario, porque era narco, porque andaba en malos pasos.

Fue en abril de 2011 que el Colectivo “Fuentes Rojas” pintó de rojo en la Ciudad de México dos fuentes de monumentos de la

capital, para simbolizar la sangre derramada en el país, y en agosto del mismo año comenzaron a bordar pañuelos blancos con los casos de los asesinados por la violencia: un pañuelo, símbolo de la despedida, era la memoria de una persona, plasmada por siempre con hilo rojo para los muertos, y con hilo verde para los desaparecidos.

Varios colectivos de familiares de desaparecidos comenzaron a bordar, sumándose a la iniciativa que sería nombrada “Bordados por la Paz”, y se fue replicando paulatinamente en varios estados de la República, como en Jalisco, Puebla y Nuevo León.

Hasta el 1º de diciembre de 2012 –fecha escogida para montar un memorial a las víctimas por ser el cambio de Presidente de la República y la salida de Calderón– se lograron bordar más de cuatro mil pañuelos no sólo en México sino en Francia, Canadá, Argentina y Japón, por mencionar a algunos países, que tanto en grupos como individualmente se solidarizaron para impedir la normalización de la violencia.

El movimiento ha crecido y sacado lágrimas.

Algunos se han dado cuenta al bordar un caso, que la persona asesinada tenía su misma edad, o era de su ciudad natal, dándose cuenta de que la violencia es atroz, y es algo de lo que nadie está a salvo.

En el grupo de bordados de Puebla, la cuarta ciudad más grande del país, en una ocasión pasó una pareja se detuvo a ver los

pañuelos puestos en el suelo clavados con seguros a una manta tricolor, y encontraron entre los nombres al tío de ella, que había sido asesinado en el estado de Veracruz, en el Golfo de México. También han llegado

Foto: Marlene Martínez los que se acercan y después de escuchar de qué se trata, cuentan su propio caso y piden si lo pueden bordar: un familiar asesinado, un ser querido desaparecido, un fuego cruzado en medio de un enfrentamiento, un secuestro en la carretera.

El movimiento se ha sumado a otras iniciativas mediante bordados solidarios, como jornadas especiales donde se hacen los casos de femicidios, de crímenes de odio o de desaparecidos de algún Estado. El trabajo, que este 2013 cumple dos año, es constante, y mientras la violencia extrema y la inseguridad sigan siendo digeridas sin conmover a nadie, los bordadores seguirán luchando con sus agujas para dar voz a los muertos de una guerra civil disfrazada de estrategia de seguridad.

A Strategy for Security Since 2006, when ex-president Felipe Calderon took office amid a questionable election and declared war on organized crime, violence and insecurity soared across Mexico. Places that were previously touristy and peaceful such as Acapulco (Guerrero) on the Pacific Coast; Torreon (Coahuila)in the north; Mazatlan (Sinaloa) in the west; and the port of Veracruz on the Gulf of Mexico, became dangerous areas where drug traffickers conspired with common criminals, the military and the police to kidnap, rob, assault, murder and “cobrar el piso” (collect dues / taxes) from civilians and rival gangs. During Calderón’s federal administration, official figures from the Ministry of Interior show 79, 956 murders and 26,121 missing people.

Faced with violence and impunity (99% of the crimes committed in the country go unpunished, and only eight of every hundred are reported according to the National Human Rights Commission), members of civil society organised themselves in a quest to raise awareness amongst the population about the violence and to make a memorial for the dead, who become mere statistics on a daily basis. The deaths are justified by the media and, as a result, often people end up saying that it doesn’t matter that a particular person was killed because he was hit man, or a ‘narco’, or because he was walking down a bad path.

It was in April 2011 that the “Red Power” Collective painted red two monuments in Mexico City, to symbolize the bloodshed in the country. In August of the same year they started to embroider white handkerchiefs with stories of those killed by violence: a handkerchief, a symbol of farewell, represented the memory of a person, and was embroidered with red thread for the dead, and green thread for the missing. Several groups of relatives of the disappeared also began embroidering, joining the initiative that would come to be called “Embroidery for Peace”, and was gradually replicated in several states across

The movement has grown and brought tears to many of those involved. Some have realized when embroidering that the person killed was the same age, or was from their hometown, coming to realize that violence is appalling, and is something from which no one is safe.

In the group of embroiderers in Puebla, the fourth largest city in the country, once a couple passing by stopped to see the handkerchiefs lying on the ground atop a multi-coloured blanket, and found amongst the names an uncle of theirs, who had been killed in the state of Veracruz, on the Gulf of Mexico. Others have also visited the group after hearing about it in order to tell their own stories and to ask if the group can embroider a handkerchief for a relative that has been killed, or a loved one that has gone missing; for a gunfight in the middle of a confrontation, or a kidnapping on the road.

The movement has joined other initiatives through its solidarity embroidery, such as special days dedicated to raising awareness about femicide, or hate crimes, or Photo: Marlene Martínez about the “disappeared” in one of the states. The work, which in 2013 reaches its second year, is constant: whilst extreme violence and insecurity continue to be witnessed without moving anyone, embroiderers will the country, such as Jalisco, Puebla and continue the struggle with their needles Nuevo Leon. to give a voice to the dead of a civil war disguised as a security strategy.

Chris Alford Hay muchas ONGs en Guatemala que se dedican al “desarrollo integral”. En esencia, esto significa que la misión de la organizaciónes mejora la mayor cantidad de cosas posibles: generación de ingresos, salud, educación, cuestiones de género, medio ambiente, infraestructura, etcétera.

Esto puede sonar como una buena premisa: los problemas de la pobreza son multifacéticos por lo que necesitamos organizaciones con soluciones múltiples; así explica la lógica. Pero el problema es: ¿Puede una sola (relativamente pequeña) organización de base con personal y recursos limitados hacer frente eficazmente a una gama de temas tan amplia; especialmente cuando cada uno de los cuales requiere un alto grado de conocimientos y habilidades especializados? Además, cuando muchas organizaciones están implementando proyectos en los mismos ámbitos en la misma región, es probable que surjan conflictos de interés y competencia dañina; los cuales sirven como grandes obstáculos al espíritu de cooperación que es tan vital para la exitosa transformación social, económica y/o política.

Una de las primeras iniciativas del Movimiento Tzuk Kim Pop, explica Juan Gabriel Ixcamparij Nolasco (responsable

del programa de los pueblos indígenas del movimiento) fue desafiar esta convención cuando se empezó a trabajar en el altiplano durante los años noventa. Cuando los procesos renovados de paz comenzaron en 1994, los fundadores del movimiento regresaron al altiplano de Guatemala desde su refugio en México con el objetivo de establecer una red de organizaciones dedicadas al fortalecimiento de diferentes ámbitos del desarrollo en la región. Tzuk Kim Pop cuestionó el modelo de desarrollo integral y propuso que las organizaciones deben especializarse en distintos sectores y coordinar su trabajo entre diferentes comunidades con el fin de alcanzar un mayor impacto. En vez de tener una situación en la que cada organización implementa una multitud de diferentes proyectos en los mismos sectores como los demás, y frecuentemente en las mismas comunidades.

En consecuencia, cada una de las organizaciones miembros de la red se especializaron a un solo ámbito (como desarrollo económico, salud, género, juventud y educación bilingüe), a lo que siguen centrándose actualmente, mientras coordinan sus proyectos en las comunidades en la región a través del Movimiento.

Nolasco explica que, aunque el modelo de desarrollo integral sigue siendo fuerte en Guatemala, en los últimos años un número creciente de ONGs ha comenzado a ver las ventajas de un enfoque más especializado, particularmente con la disminución de la cooperación internacional para Guatemala que se ha sentido en los últimos años.

Durante su época pico, esta cooperación tendía a animar más el asistencialismo que el desarrollo de capacidades locales, y la competencia entre las ONGs en lugar de la cooperación; enfoques a los que Tzuk Kim Pop siempre se ha mantenido firmemente en contra.

Una iniciativa política particularmente interesante del Movimiento es su programa Municipio No’j, cuyo objetivo es contribuir a la transformación del estado desde el nivel local mediante el fomento de ciudadanos activos y gobiernos locales responsables y transparentes en todo el Altiplano. Para lograr este objetivo, el programa trabaja con la sociedad civil así como también con las municipalidades. Su trabajo con los y las ciudadanos y los grupos comunitarios (en particular los COCODES, COMUDES, y las autoridades indígenas locales) consiste en enseñarles dónde y cómo pueden exigir a los gobiernos locales, mientras les ayudan a conocer la realidad de las municipalidades y sus limitaciones como instituciones, tanto legalmente como económicamente.

A través de este proceso educativo, el programa trabaja para disipar conceptos equivocados comunes acerca del gobierno (local) – principalmente en los municipios. pues como parte del gobierno, tienen la capacidad y los recursos para resolver todas las necesidades de los pobres y, debido a que no hacen esto, el Estado es siempre malo y corrupto y, por lo tanto, no vale la pena ni el tiempo de involucrarse en ello. Movimiento Tzuk Kim Pop An articulation of the people of the Altiplano committed to social, political and cultural transformation Chris Alford “Desarrollo integral” is something that you see many NGOs dedicated to in Guatemala.

It essentially means that the organisation´s mission is to improve as many things as possible: income generation, health, education, gender issues, the environment, infrastructure and so on.

On the surface, this sounds like a good premise: the problems of poverty are multifaceted so we need organisations with manifold solutions, so goes the logic. But the problem is: can a single (often relatively small, community-based) organisation with limited resources and personnel effectively address such a wide range of issues, each of which requires a high degree of specialised knowledge and skills? Furthermore, when many organisations are all implementing projects in the same sectors in the same region, conflicts of interest and unhealthy competition are bound to arise, which serve as major hindrances to the spirit of cooperation that is vital for successful social, economic and/or political transformation.

One of the first initiatives of Movimiento Tzuk Kim Pop,explains Juan Gabriel Ixcamparij Nolasco (the coordinator of the movement’s indigenous peoples programme) was to challenge this

convention when it started work in the Altiplano during the 1990s. When the renewed peace process began in earnest when the movement’s founders returned from refuge in Mexico to the Western Highlands with the aim of establishing a network of organisations dedicated to strengthening different fields of development in the region. Tzuk Kim Pop challenged that organisations should specialise in different sectors and coordinate their work across different communities in order to achieve a greater impact; rather than each organisation implementing a multitude of different projects in the same sectors as each other, often in the same communities.

Accordingly, each of the network´s members dedicated themselves to a single sector (such as economic development, health, gender, youth and bilingual education), which they continue to focus on today whilst coordinating their projects through the Movimiento in communities across the region. Nolasco explains that, whilst the “desarrollo integral” model is still strong in Guatemala, in recent years an increasing number of NGOs have begun to see the advantages of such an approach, in no small part due to falling international cooperation to Guatemala over recent years. Whilst at its peak, this cooperation often encouraged asistencialismo(hand-outs) more than local capacity building and competition amongst NGOs rather than cooperation; approaches thatTzuk Kim Pop has always stood firmly against.

The reduction in available funding, Nolasco explains, has caused many NGOs to rethink

their strategies, scale back some of their work and collaborate more with one another in order to make best use of their limited resources.

Whilst the members of Tzuk Kim Pop each dedicate themselves to specific sectors, the movement itself is focused on the larger political issues that affect communities in the region, implementing advocacy and policy monitoring strategies around national policies as well as international rights and conventions.

A particularly interesting political initiative is their Municipia No’j programme, which aims to contribute to the transformation of the state from the local level by fostering active citizens and responsive and transparent local governments across the Altiplano.

To achieve this objective the programme works with both civil society and local governments. Its work with community groups and citizens, particularly the COCODES, COMUDES, and local indigenous authorities, involves teaching them where

...Viene de la página 24 que, si bien el estado tiene muchos aspectos negativos, es “lo que tenemos.” Entonces plantea que debemos trabajar con el estado, porque rechazarlo sólo sirve para perpetuar los sistemas de marginación y exclusión social. Además, sostiene que es importante diferenciar entre el gobierno (cuyas políticas mantienen un patrón común de perpetuar las desigualdades existentes y la concentración de poder) y las estructuras del Estado, los cuales el movimiento ve como componentes críticos para la realización de cambios y el fomento de transformación genuina. En consecuencia, Municipio No’j también trabaja directamente con los gobiernos municipales con el fin de fortalecer sus capacidades para cumplir esta función.

Nolasco explica que esta estrategia dual ha podido alcanzar bastante progreso en el Altiplano. Cita algunos municipios de la región que han logrado avances cada vez más significativos hacia la transparencia y la receptividad, especialmente cuando se les compara con las concepciones comunes de las municipalidades. Otros han avanzado en algunos ejes (como la transparencia), pero todavía faltan otros (como la prestación de servicios sociales).

Por el lado de los ciudadanos, Nolasco cree que está fortaleciendo cada vez más la movilización y participación de las comunidades en torno a las cuestiones que les afectan. Ya que las comunidades han estado tomando una mayor conciencia de su rol en la transformación de relaciones sociales, en consecuencia, muchos han venido promoviendo distintas formas de participación en diversos ámbitos, como en la defensa del territorio o en la promoción de los derechos económicos, sociales, culturales y ambientales.

Sin embargo, todavía queda un largo camino por recorrer – particularmente en vista de nuevos problemas y amenazas. La

tendencia más preocupante en este sentido, Nolasco cree (junto con muchos otros en Guatemala), que es la creciente represión y criminalización de la protesta bajo el gobierno actual. Casos prominentes de esto incluyen la detención de Rubén Herrera (un conocido defensor de los derechos humanos en Huehuetenango), el secuestro y asesinato de miembros del Parlamento Xinca, y la masacre de manifestantes K´iche en Totonicapán por el ejército. Parece que este tipo de incidentes están aumentando debido al empeoramiento continuo de la situación de conflictos sobre los recursos naturales en la región. Nolasco estima que en el Altiplano alrededor del 70% de los municipios se encuentran amenazados por la explotación o la expropiación de sus recursos, ya sea por la minería, carreteras, hidroeléctricas o biocombustibles. En la mayoría de los casos, estos procesos de explotación pasan con poca participación de

las comunidades locales - sólo involucran los grandes intereses económicos, y la mayoría de estos son las empresas transnacionales.

Frente a tales amenazas, el trabajo de organizaciones como el Movimiento Tzuk Kim Pop se hará cada vez más crítico.

Como un refrán antiguo del sector de desarrollo dice: “Si me dan un pez, me ha brán alimentado por un día. Si me enseñan a pescar, entonces me habrán alimentado hasta que el río esté contaminado o la costa se embargue para el desarrollo. Pero si me enseñan a movilizarme, en un futuro sin importar el reto puedo unirme junto con mis compañeros e idearemos nuestra propia solución”

Through this educational process the programme works to dispel common misconceptions about (local) government - principally that the municipalities, as part of the government, have the capacity and resources to resolve all of the needs of the poor and that, because they don’t do this, the state is always bad and corrupt and it is therefore not worth the time or the effort

to engage with it. Tzuk Kim Pop maintains the philosophy that, whilst the state has many negative aspects, it is “what we have” and so we must work with it, because shunning it only serves to further perpetuate marginalisation and social exclusion. Further more, they argue that it is important to differentiate between the government, whose policies play a central role in maintaining existing inequalities, and the structures of the state, which the movement sees as critical components for instigating change and fostering genuine transformation.

Consequently, Municipia No’j also works directly with local governments in order to strengthen their capacities to fulfil this role.

Nolasco explains that this two-pronged strategy has been able to make a great degree of progress in the Altiplano. He cites various municipalities in the region that have made significant advances towards becoming more transparent and responsive, especially when compared to common conceptions of local government.

Others have made advances in some areas (such as transparency) but are still lacking in others (such as social service delivery). On the citizen’s side, Nolasco believes that the mobilisation of communities around issues that affect them is growing in creasingly stronger, as communities have become

more conscious of their role in instigating social change and have consequently become more active in promoting different forms of participation in different spheres, such as in the defence of territory or in the promotion of economic, social, cultural and environmental rights.

Nevertheless, there is still a long way to go – particularly in the face of new problems and threats. The most worrying trend in this respect, Nolasco believes, is the growing repression and criminalisation of protest under the current government.

Recently, prominent instances of this include the arrest of Ruben Herrera (a well-known human rights defender of Huehuetenango), the kidnapping and murder of members of the XincaIndigenousParliament, and the massacre of K’iche protestors in Totonicapán by the army. Such incidents seem set to increase due to the deteriorating situation of resource conflicts in the region: Nolasco estimates that in the Altiplanoaround 70% of municipalities are currently threatened by resource exploitation or expropriation, be it by mining, highways, dams or biofuels. In the majority of these cases, this exploitation goes by with little consultation with local communities, only serving the interests of powerful transnational corporations.

In the face of such threats, the work of organisations such as Movimiento Tzuk Kim Pop will become all the more critical. As an old development proverb goes: “If you give me a fish you have fed me for a day. If you teach me to fish then you have fed me until the river is contaminated or the shoreline is seized for development. But if you teach me to organize then whatever the challenge I can join together with my peers and we will fashion our own solution.”

Marcos Julio Rodas UAM HISTORY ANTECEDENTES DE UAM Desde 1994, La Unión de Agricultores Minifundistas de Guatemala ¨UAM¨ trabaja en la consolidación de un sistema social y económico basado en los principios de una producción limpia de agroquímicos (agroecológica), comercio justo y solidario, mediante la unión y coordinación de las asociaciones Micro Regionales de base AMB´s de Huehuetenango, San Marcos, Sololá, Totonicapán, El Progreso y Chiquimula, mejorando las condiciones y calidad de vida de las familias beneficiadas.

COMO OPERA LA UAM Cuenta con una sede central en la ciudad de Quetzaltenango, para realizar sus operaciones administrativas y de coordinación con las asociaciones Micro Regionales de Base mediante profesionales técnicos especializados en distintas áreas de formación.

Las AMB´s y la UAM Las organizaciones Micro-regionales de Base AMB´s en vista de la necesidad de resolver problemas comunes, así mismo consciente que el desarrollo local también se relaciona con problemas que trascienden de su nivel geografico-estrategico y que son de carácter macro, se convirtieron en elementos de la visión estratégica primaria de la UAM, es decir una visión macro de la problemática y de los planteamientos de solución.

Se complementan entonces dos estrategias de trabajo, el desarrollo rural visto desde su planteamiento micro y macro a la

Since 1994 the Asociación Unión de Agricultores Minifundistas (The Union of Smallholder Farmer Associations) or “UAM”, has worked on the consolidation of a social and economic system based on the principles of production which is free of agrochemicals (agro-ecology) and fair and solidarity trade. Through the union and coordination of the Asociaciones Microregionales de Base (Community-based organisations - CBOs) of Huehuetenango, San Marcos, Sololá, Totonicapán, El Progreso and Chiquimula, UAM strives to improve the livelihoods and quality of life of its beneficiary families.

HOW UAM OPERATES UAM has its head office in Quetzaltenango, from which it carries out its administrative and coordination activities in conjunction with the community-based associations and technical professionals specialised in different fields.

THE CBOs AND UAM The Community-based organisations themselves, in view of the necessity to resolve common problems, are aware that local development is also related to problems which transcend their geographicstrategic level and are of a macro nature.

These become the principal elements of UAM’s strategic vision; that is, a macro view of the problems that these CBOs face and of the solutions needed to address them.

UAM´s strategy therefore consists of two complementary lines of work, as rural development is pursued from a micro and macro perspective simultaneously. This dual strategy therefore attempts to weave together relations at different levels in order to enabled a structured approach that is focused on the short, medium and longterm and is able to materialise itself from a macro perspective of the problem and the solutions proposed.

The financing of development operations is supplied by External International Cooperation.

WHERE UAM IS HEADING UAM aims to provide the associated smallholders’ sector with comprehensive financial services which contribute to the development of the productive chain, ranging from production, harvest, daily running, industrialisation and commercialisation of products which generate economic sustainability and families’ social development.

To achieve this, UAM implements development projects focused on production, technology, alternative commerce, financial trading and training which gradually come to contribute to the improvement of the associated farming families’ standard of living. These projects aim to achieve this by means of the provision of financial services, capacity development, economic, administrative and technical sustainability and the provisions of other

appropriate services to meet the needs of associates in an efficient and timely manner.

The strategic plan of 2011-2016 is in place, which includes 7 components: 1. Development of sustainable rural production. 2. Strengthening the Solidarity Economy. 3. Boosting Value Added Chains.

4. Development of Political Impact. 5.

Human Development with Gender Equality.

6. Institutional and Associate-business development directed at strengthening UAM’s associates. 7. Productive and Social Reconstruction (especially against Natural Disasters).

Marcos Julio Rodas, Executive Director of UAM, has held several positions in the Organisation since the year 1994. He was elected by the board of directors in the year 2000 to coordinate UAM (Asociación Unión de Agricultores Minifundistas - Agricultural Smallholders Union Association of Guatemala).

Jon Lambert – Caras Alegres Caras Alegres quiere dar las gracias a Jon Lambert de los Estados Unidos, por ser un voluntario fantástico en el proyecto. Jon vino por primera vez a Guatemala hace 40 años y desde este momento siempre ha querido regresar. Ha trabajado toda su vida con personas y quiere seguir haciéndolo. En Enero de 2013 decidió mudarse oficialmente a Guatemala. Según Jon, aprende mucho de su trabajo en Caras Alegres, porque la gente con quién trabaja tiene tan poco lujo en comparación con la gente de los Estados, pero sin embargo está feliz y satisfecha con su vida.

Con una experiencia en recaudación fondos, vino desde Inglaterra especialmente para asistir a esta asociación de mujeres indígenas en sus esfuerzos para recaudar fondos, Jenny ha ayudado en una variedad de proyectos.

Desde hacer un paquete de recaudación de fondos para voluntarios, traducir para equipos, ayudar en la tienda, construir estufas mejoradas, hasta coordinar la recaudación de fondos para un proyecto de aguas residuales solicitado por una de las comunidades de AMA, Jenny ha logrado más de lo que ella habría podido imaginar. 30 AMA quiere darle las gracias por su fuerte trabajo y dedicación, y espera que la relación profesional no se termina aquí. Guatemala Housing Alliance se esfuerza en trabajar con familias en desventaja alrededor del lago de Atitlan para mejorar su nivel de vida, ayudándoles a reemplazar viviendas seguras y de calidad inferior, así como facilitar becas para los niños que de otra manera no podrían asistir a clases. Al mismo tiempo, tratamos de llegar a otras organizaciones sin fines de lucro que trabajan en la zona para seguir avanzando en el bienestar de las familias a través de la planificación familiar, la nutrición y la atención médica. Manos de Colores Manos de Colores es una variedad de programas para niños basado en el centro de la comunidad de El Nahual. Ofrecemos programas educativos en inglés, español, arte y matemáticas en cinco sitios diferentes en Quetzaltenango: todos los días en El Nahual, así como en cinco escuelas públicas locales durante la semana.

Los voluntarios también pueden ayudar con la construcción de un campo de juego cerca del proyecto, con la contratación de otros voluntarios, la sensibilización acerca de los programas, y con nuestra página web.

Jon Lambert – Caras Alegres Caras Alegres would like to thank Jon Lambert from the USA, for being a wonderful volunteer at the project. Jon first came to Guatemala 40 years ago and he wanted to come back ever since. He enjoyed working with people his whole life and wants to continue doing that. In January 2013 he decided to officially move to Guatemala. According to Jon he learns a lot from his work as a volunteer at Caras Alegres, because the people he works with have so little in comparison with people in the States, but nevertheless are happy and satisfied with their lives. Jon brought an X-Box and a Karaoke set to Guatemala so that the children at Caras Alegres can have a fun activity and distract their minds during the afternoons. Time Bank Xela (BDT) Time Bank Xela is a young organization which tries to realize community development work by connecting people. Safe Passage´s mission is to empower the poorest at-risk children, whose families live in the Guatemala City garbage dump community, by creating opportunities and fostering dignity through the power of education. Manos de Colores Manos de Colores is a variety of programmes for children based in the community centre El Nahual. We offer educational programs in English, Spanish, art and mathematics at five different sites in Quetzaltenango: daily at El Nahual, as well as at five local public schools throughout the week. Volunteers are needed to teach art and/or English in our after-school program; to youth and adults. Volunteers can also help out with the construction of a play field near the project, recruiting ADAFIS other volunteers, rising awareness about the programs, and with our website.
