1 ENOLL: INTRODUCTION The European Network of Living Labs (ENoLL) is the international federation of benchmarked Living Labs in Europe and worldwide. Founded in November 2006 under the auspices of the Finnish European Presidency, the network has grown in ‘waves’ up to this day. Up to this date, altogether four successful Waves have been launched, resulting in 212 accepted Living Labs. The ENoLL international non-profit association, as the legal representative entity of the network, is headquartered in Brussels, at the heart of Europe. What is a Living Lab? A Living Lab is a real-life test and experimentation environment where users and producers co-create innovations. Living Labs have been characterised by the European Commission as Public-Private-People Partnerships (PPPP) for user-driven open innovation. A Living Lab employs four main activities: Co-Creation: co-design by users and producers Exploration: discovering emerging usages, behaviours and market opportunities Experimentation: implementing live scenarios within communities of users Evaluation: assessment of concepts, products and services according to socio-ergonomic, socio-cognitive and socio-economic criteria.
ENoLL is a community of Living Labs with a sustainable strategy for enhancing innovation on a systemic basis. The Association supports the evolution and the wide uptake of the Living Lab paradigms throughout Europe and beyond.

2 WORD FROM THE PRESIDENT Dear friends, 2010 was once again a very busy year, both in terms of operations and in terms of steps forward taken in the establishment of ENoLL legal body. The European Network of Living Labs today is the result of a series of ambitious objectives that have been reached and even surpassed, motivating the community and its members and providing a platform and dynamic network for living labs globally. For a number of years, since 2006, these objectives primarily concerned smaller group of members committed to living labs and open user-driven innovation. Now ENoLL has become a significant network in Europe; establishing a position also globally, first by Waves of Membership, of which the 5th Wave was launched in Ghent in December 2010, and more recently by opening a dialogue with various different actors for example in China, Taiwan and Brazil. Along the way, ENoLL has also enlarged its scope of activities with the support of the newly established ENoLL Office in Brussels. Today, our ambition is no less than to set the worldwide standard in open and user-driven innovation. This does not mean we have decided to change our core values of bottom up processes and open community: it simply means we have decided to transform the way we operate in the interest of offering new services and enhancing our support for the growing number of members – now 212. With the significant growth of the network, the costs for administering the ENoLL Network have grown as well. In order to satisfy new requirements, ENoLL General Assembly felt it was necessary to introduce a new network administration fee for all members for the year 2011 that will provide a stable and predictable source of funds to enable ENoLL to meet its obligations as the network administrator and central hub and thus, to maintain the quality of the ENoLL activities. These fees will enable ENoLL to provide more robust management and quality improvement initiatives. Funding for such activities and initiatives will grow in direct proportion to the overall growth of the network. Lastly, I would like to take this opportunity to thank my colleagues, friends and supporters from the community, our interlocuteurs in the European institutions; our member organisations for their involvement and support; and in particular my colleagues at the ENoLL Council, which I have had the honour to chair during the year 2010. I also want to thank my colleagues in the Secretariat for their extraordinary commitment to ENoLL, their high professionalism and their drive within the Secretariat team. It is by acting together, that we form this dynamic community. 4 ENOLL MEMBERSHIP
4.1 ADHERENT MEMBERS Adherent members are organizations that represent a Living Lab, which was duly selected according to the ENoLL selection process (‘Wave’). During this selection process, adherent member applicants provide ENoLL with a motivated application as a Living Lab. If the organisation meets the criteria set by the ENoLL association, adherent membership is granted to the applying organisation. These members are included in the ENoLL communication channels, and have the right to be present and participate in the ENoLL activities. 4.2 ASSOCIATED MEMBERS Associated members are organizations (mainly companies, universities, cities, departments) which are involved in the object and activities of the association, but who are not selected according to the ENoLL selections process. These members pay the annual membership fee. Through payment of the annual membership fee they get access to the member activities, but no voting rights in the General Assembly. 5 ESTABLISHMENT OF ENOLL Since the first workshop on European Network of Living Labs (ENoLL) governance that took place in Brussels in October 2007, the need of founding an ENoLL Association, financed from membership fees, offering networking services and function as a platform. Finally, 2010 this new ENoLL association is became a reality as ENoLL ASBL was established as a legal entity as an International Non for Profit Association under Belgian law. The founded ENoLL AISBL is a non profit, horizontal organisation, whose mission is to support the evolution and the wide uptake of the Living Lab paradigms throughout Europe. The association has an open structure, with a core of fee-paying members and partners supplemented by more informal networks of policy-makers and individual users/enthusiasts. The Association comprises effective members, adherent members and associated members.

6.2 ENOLL OFFICE As of August 2010, ENoLL Secretariat welcomed a new staff member in the beginning of August as Anna Kivilehto joined the team in the new position of Network Manager at the ENoLL Office. The Office is based in Brussels, at IBBT, and currently employing one person and the Office serves as the official single contact point for queries concerning the network and its activities. In April 2010, followed by the establishment of ENoLL International Non-Profit Association and ENoLL Office, the network published its new website (www.openlivinglabs.eu) and monthly ENoLL Newsletter (e-bulletin). The monthly ENoLL Newsletter has been subscribed by over 500 individuals, and by the end of the year 2011, 8 volumes have been distributed. 7 ENOLL 5 PILLARS OF ACTIVITIES (ENOLL WORK GROUPS) The ENoLL Strategy 2010 included five strategies, corresponding to five key words – Direction, Innovation, Thematisation, Partnership-building, and Internationalisation – and the five ENoLL operational Work Groups. 7.1 DIRECTION ENoLL Strategic Planning Work Group provides ENoLL with a clear strategic direction responding to member needs: •
Constitute the ENoLL Strategy Work Group to analyse and review strategic directions for ENoLL, updating the strategy on a 6-monthly basis.
•
Implementation follow-up
•
Facilitate communication between the activities of all ENoLL Work Groups, to harmonize efforts and coordinate strategies.
•
Use ENoLL meetings as opportunities to interact, listen, learn and enjoy, in order to build the ENoLL strategy bottom-up and respond to the needs and concerns of its members.
•
Promote the adoption of built-in impact assessment approaches in all ENoLL activities in order to validate strategic assumptions and favour the scaling-up / rollout of Living Lab methodologies and services.

7.2 INNOVATION Future Internet, Living Labs and Social Innovation Work Groups aims at making ENoLL itself a Living Lab for open innovation tools and methods: •
Constitute the Future Internet, Living Lab and Social Innovation Work Group to keep ENoLL at the forefront of promoting citizen driven social innovation and behavioural transformations for a sustainable and happier society.
•
Establish strong linkages between ENoLL and networks dealing with innovation from a range of disciplinary standpoints (academic, technology, business, sociology, design, etc), managing a coordinated program of participation in events and conferences.
•
Foster interaction between on-going Living Lab projects in different domains, and pool ENoLL member publications, presentations, videos etc. into a common resource library.
•
Pool ENoLL members’ developments and creativity to support open innovation, participation and governance as well as peer-to-peer technology transfer services (e.g. an ENoLL “Apps store” for sharing common LL platforms and apps, gadgets and widgets developed by members).
•
Support research, projects and actions to integrate the Living Lab methodologies with other current Innovation paradigms and theoretical frameworks. Examples of relevant technologies and how they may be employed for smart buildings, Cities and Regions

7.3 THEMATISATION Thematic Domain Living Lab Work Group aims to strengthen the role of Thematic Domain Networks to clarify the Living Lab contribution: •

Draw up a common regulation for Thematic Domain Networks to allow for clear functioning and allocation of responsibilities and to favour the decentralisation of ENoLL activities.

Set in place a coordinated program for Thematic Domain Network Leaders to manage political and policy links with relevant DGs and Ministries and with key industry leaders, using ENoLL to promote transversal, cross-sector innovation strategies.
•
Give visibility to Thematic Domain Network Leader organisations by hosting ENoLL events and meetings in order to reinforce ENoLL’s presence across Europe and learn from different thematic approaches and cultures.

7.4 PARTNERSHIP-BUILDING ENoLL Policy Coordination Work Group aim is to broaden and deepen ENoLL’s political and funding base in Europe: •
Constitute the Policy Coordination Group to identify the policy impact of Living Labs and promote strategic trans-European alliances among the main Living Lab stakeholder groups: business, government, research and citizens.
•
Map the funding and sustainability structures of ENoLL members and coordinate funding opportunities from different sources to attract public and private investment, including the promotion of innovative approaches such as PreCommercial Procurement.
•
Promote the development of trans-European ENoLL services that can be offered by different partner constituencies e.g. venture capital, open innovation programmes of multi-national industries, NGO support for sustainability programmes, etc.
•
Coordinate the links between national Member State Living Lab networks and funding programmes and ENoLL, and coordinate the promotion of ENoLL objectives across EU presidencies.
•
Create a Work Group to support local/regional/ funds to integrate Living Labs methodologies in their policies, projects and actions and aggregate funding opportunities (LL funding opportunities laboratory) that could help spreading the Living Labs methodology.

7.5 INTERNATIONALISATION Foreign Affairs Ambassadors aim to extend ENoLL to a global reach. •
Clarify the role of non-European Living Labs in ENoLL aisb in order to ensure a more effective participation.
•
Constitute the Foreign Affairs Office with Ambassadors for key global regions: Asia, North and South America, Central and Eastern Europe, Euro-Med, or Africa.
•
Establish links with international organisations (FAO, UNESCO, World Bank etc.) and organise joint events to promote the role of Living Labs in international development programmes.

8 ENOLL EXPANSION – GROWING NETWORK On April 14, 2010 in Valencia, ENoLL announced its fourth wave results. The call for new members had been announced in January and 117 applications were received. The evaluation process, as carried out in previous waves, resulted in 83 accepted new members to the global network of living labs. This increased the number ENoLL living labs into 212, out of which 25 are outside of Europe, now also covering four other continents (North and South America, Africa and Asia). On the 14th of December 2010, ENoLL will open the 5th Wave of Call for Memberships in Ghent (Belgium) in conjunction with the Future Internet Week, supported by the Belgian EU-Presidency.

9.1 WORKSHOP ON SMART CITIES CALL CIP ICT-PSP On the 26, January 2010, a workshop was organised by ENoLL, supported by CO-LLABS, EUROCITIES and APOLLON. The workshop was divided in networking, starting in the morning and Co-creating in the afternoon. The networking sessions started with three presentation: the first one, presented by Mr. Roberto Santoro, focused on the opportunity of co-creating "smart" commons through the Open System of Living Labs Community. Dave Carter showed then the role of Smart Cities as Creative Cities emphasising challenges and opportunities and the need of a real citizen engagement. In the last presentation Dr. Prof. Pieter Ballon offered an overview of the just started APOLLON project (Advanced Pilots of Living Labs Operating in Networks) aimed at demonstrating the positive impacts of cross-border domain-specific Living Lab networks. Participants were given the opportunity to present and discuss their experience and ideas with a view towards development of Call 4 Pilot B proposals. On basis of this session, four thematic domains emerged as a basis for Pilot B proposals. A joint co-creating session was organized in four parallel working groups to elaborate the potential Pilot B proposals. The groups elaborated their proposals focusing on three aspects: ideas that make a city "smart", innovative services to be delivered by Smart Cities based on Future Internet technologies and existing platforms made available by involved Cities and LLs. Finally three succeeded in bidding for this highly competitive CIP ICT Policy Support Programme Call, which received over 40 proposals. 9.2 4TH WAVE AND LIVING LAB BAR CAMP IN VALENCIA On April 13, 2010 European Network of Living Labs (ENoLL) organized a Living Lab Bar Camp in Valencia to warm up the new and older livinlabbers. The stage was open for all spontaneous speeches and presentations, and the Camp gave a sneak preview for the contents behind the news given out the next day. The official Launch Event of the Fourth wave ENoLL members on April 14th was honoured of the presence of Mr Juan Tomas Hernani, General Secretary of Innovation of Spain and Mr Zoran Stančič, Deputy Director-General, European Commission, DG Information Society and Media. The afternoon of the 14th was dedicated to presentation of activities and prospects on Future Internet and living labs. The innovation policies worldwide call for end-user participation; living labs offer not only a platform engaging them, but an eco-system to produce demand-driven services while bridging the gap between ICT R&D and applications on various ICT implementing domains (transport, health, energy, egovernance). Valencia collected several events to be held during the same week. The main conference was for the European Framework RTD Programme “From economical recovery to sustainability”. "Energy Efficient Building (EeB)" PPP, "Factories of the Future (FoF)" PPP, "Green Car (GC)" PPP and "Future Internet (FI)" PPP were launched on that week in Valencia. Side events within the week include meetings of E2B Association, EFFRA, the 4th Future Internet Assembly and other co-located events organized together with the European Commission. 9.3 FIRST LIVING LAB SUMMER SCHOOL The first European Living Lab Summer School was held in Paris at the Cité des sciences et de l'industrie – la Villette on the 25. -27. August 2010. It was initiated by the Ami Community “Learning open innovation and living labs” created at the end of the year 2009. The Summer School was organized by two French living labs (ICT Usage Lab, Integrative Usage Lab) Esocenet and Unbla. It gathered more than 80 participants coming from 24 countries including Canada, Mexico, Taiwan, Senegal and Singapore. During these three days of Summer School, the participants’ enthusiastic interaction produced a landscape of practices and research knowledge as well as a roadmap, contributing to major societal issues in innovation. 9.4 ENOLL COOPERATION WITH OTHER ORGANIZATIONS In September 2010, ENoLL signed a Memorandum of Understanding with Food and Agricultural Organization (FAO) of the United Nations. On the 25th of November ENoLL signed a Memorandum of Understanding on City Administration and Public Service Innovation with Beijing City Administration Information System and Equipment Center (CAISEC) and an agreement of collaboration with the Ubiquitous Network Industry and Technology Development Forum (UNITED).
9.5 LAUNCH OF THE 5TH WAVE AT LIVING LABS AND SMART CITIES-DAY During the Living Labs and Smart Cities –day on the 14th of December 2010, the 5th Wave of Living Labs Call for Membership applications was launched. The event included Pilot B project public launch in the 2010 CIP Call for “Open Innovation for future Internet-enabled Services in “smart” Cities”. These projects have the aim of accelerating the uptake of innovative Internet-based technologies and services in cities. Each of the pilots applies user-driven open innovation methodologies across networks of smart cities, which involve citizens as co-producer of content and services. SMARTiP project ‘Smart Metropolitan Areas Realized Through Innovation & People’ coordinated by the Manchester Digital Development Agency (MDDA) in partnership with Peoples Voice Media and the University of Manchester. EPIC EPIC European Platform for Intelligent Cities will create a pan-European platform for web-based infrastructures and software as service” that enables smart cities to learn from one another and exchange in practical working models in a real life context. PERIPHERIA Peripheria (Networked Smart Peripheral Cities for Sustainable Lifestyles) aims to deploy convergent Future Internet platforms and innovative services for the promotion of sustainable lifestyles and workstyles in and across emergent networks of ‘smart’ peripheral cities in Europe. The project develops the Living Lab premise of shifting technology R&D out of the laboratory and into the real world in a systemic blend of technological with social innovation. 9.7 GNSS LIVING LAB PRIZE Supported by the FP7 project GAINS (Galileo Advanced Innovation Services), the first GNSS Living Lab Prize was established as part of the European Satellite Navigation Competition 2010, aiming at connecting GNSS related ideas and business opportunities to the real life validation settings offered by Living Labs. In this context, Living Labs could provide GNSS Industry with use testing and validation services for new products/services/applications, while, at the same time, paving the way for the potential adoption of the experienced services. From 57 ideas that have been submitted from May to July 2010, three ideas have been selected as winners in the categories energy, health and media and were awarded on 18 October 2010.

The 2nd stage of the GNSS Living Lab Prize called for interested Living Labs to submit proposals for launching pilots for the three winning ideas. This Open Call for Living Labs will select three Living Labs, who will get the opportunity of hosting a "reality check trial" with one of the winning ideas in their own Living Lab environment, with the involvement of relevant user communities and potential future customers. On The 7th of December a Match Making of Living Lab and SMEs took place in Rome in the framework of the ESoCE Net Industry Forum User Driven Open Innovation For SMEs In Advanced Service-product development. SMEs holding a Business idea have chair dedicated Multi-stakeholder Tables to identify practical steps forward for the launch of joint initiatives and to discuss and negotiate terms and conditions for conducting reality checks trials with the ENoLL Living Labs. The conference was organized jointly by the City of Helsinki together with the EU-funded FIREBALL –project, Forum Virium Helsinki, Culminatum Innovation, Aalto University and European Network of Living Labs. The afternoon event was moderated by the ENoLL Vice President Jarmo Eskelinen (FVH) including interventions from Alvaro Oliveira (ENoLL President), Pieter Ballon (ENoLL Secretariat), Petra Turkama (Aalto University, Apollon-project). During the day, the blend of those interested in future internet, user-driven innovation (i.e living labs) in city context-- a growing cadre -- enjoyed the opportunity of meeting and learning from each other; discussing and clarifying common goals and different experiences; hoping to shape concrete strategies for Smart City advancement. The day witnessed the launch of the Connected Smart Cities Network of the core cities of Fireball, namely Amsterdam, Manchester, Lisbon, Barcelona and Helsinki, will continue to work closely with EUROCITIES network and European Network of Living Labs, exchanging best practices and hoping to find new ways forward to boost and sustain the capacity for open innovation, co-production and sustainability to future internet enable services in cities across Europe. The Conference was constructed around two sessions: the morning official part, followed by the afternoon presentations of different Smart City-projects and further moving on to even questioning the overall landscape of the Smart Cities and the sustainability of EUfunded projects. Each Q&A session began with a brief presentation by the moderator, followed by colourful discussion and debate. The event even created a somewhat heated debate on Twitter, by both believers and skeptics. As one of them pointed out: “Biggest takeaway from today is that smart cities, sensors and open data etc are not Internet fads but EU level priorities”. 9.9 ENOLL STRATEGIC COOPERATION WITH CHINA ENoLL President Álvaro de Oliveira was one of the key speakers at the Helsinki Region Innovation Days, held on 13-14 October 2010 at the Finnish pavilion during the Shanghai World Expo devoted to "Better City, Better Life". The themes included user-driven innovation and co-operation between European and Finnish partners and China. During the Forum Virium Helsinki organized session, ENoLL President gave a presentation on “The European Network of Living Labs (ENoLL) – from Policy to Methodology”. After presenting ENoLL evolution as a pillar of the European Innovation System he illustrated the Living Labs international collaboration with the case of the Brazilian Network of Living Labs, which raised enormous interest among the Chinese participants and created the opportunity to strengthen the innovation cooperation with China. The moderator of the day, Jarmo Eskelinen (ENoLL Vice President, CEO, Forum Virium Helsinki) focused on Smart Citizens and Smart Cities. Forum Virium Helsinki’s Smart City Project Area is involved in the development of digital urban services that make travelling and living in the city easier. It focuses especially on ubiquitous technology technologies that are thoroughly integrated into everyday objects and activities.

Furthermore, in November, ENoLL President was invited back to Beijing for developing ENoLL - Chinese strategic relationship in areas such as Urban Living Labs, Smart City services, IoT, and where he met with Vice President of Beijing Academy of Science and Technology (BJAST), the largest local scientific research institute in China, directly belonging to Beijing Municipality and a meeting with MOST (Ministry of Science and Technology in China) including BMSTC (Beijing Municipal Science and Technology Committee). Oliveira also gave a speech at the Global Internet of Things Conference 2010 on the importance of user-driven innovation in smart city environments. 9.10 NEW ENOLL COMMUNICATION TOOLS AND SERVICES During 2010 ENoLL was further improving information access and communications, including a whole new house style (new logos) and the drafting of ENoLL Communication Strategy. ENoLL Portal, was launched in April 2010, with new member profiles, continuously updated news section, including all the basic information on the network. Portal has a own members section featuring repository of official ENoLL documents, funding information and member events. ENoLL Newsletter, during the year 2010, 8 monthly newsletters been launched, featuring highlights, members news, and upcoming events calendar. Currently ENoLL has approximately 500 newsletters subscribers. According to the statistic the click-to-open rate has been well above 30%, which means that of every 10 emails delivered to the inbox, 3 were actually opened and then clicked a link featured in the newsletter (Addemar system benchmark is 25%). ENoLL in Social Media, on twitter ENoLL has around 300 followers, and regular tweets have been launched weekly. ENoLL Slideshare has been popular, with growing amount of views and downloads. Scribd account has also been activated recently with already over 2000 views and 10 followers. ENoLL has also published pictures of all the recent events on Flickr. Including this, ENoLL Vimeo account has been established with the first video of the summary of the ENoLL Apollon Thematic Domain workshop in Ghent). ENoLL Communication Strategy has been approved by the ENoLL General Assembly. The document included the analysis of the current situation, target groups, overall values and objectives for communication. It also describes the different communication tools in use, and tentative action plan (including evaluation). The communication strategy will be regularly reviewed and updated and a detailed evaluation report will be provided during 2011.
