Executive Summary The APOLLON project (Advanced Pilots of Living Labs Operating in Networks) started on 1st November 2009 with a duration of 30 months has as main objective the exploration and exploitation of benefit from crossborder Living Lab (ICT based) networking in four selected domains: Homecare, Energy Efficiency, eManufacturing and eParticipation through Social Media.

The present deliverable, “Establishment of Sustainable thematic domain Living Lab networks” reports the agreements path and organizational settings and establishment for the APOLLON domain networks within ENoLL in the four APOLLON domains.

The APOLLON project is demonstrating in fact the positive impacts of cross-border domain-specific Living Lab networks, by setting up an advanced pilot composed of 4 thematically focused European-wide Living Lab experiments. APOLLON addresses four major domains in which ICT products and services innovation may benefit most from cross-border Living Lab networking. These are: (1) Homecare and Independent Living (2) Energy Efficiency (3) eManufacturing (4) eParticipation.

In each of these domains, a real-life experiment specifically designed to pilots was set up to validate that cross-border domain-specific collaboration between Living Labs, leading to measurable improvements in ICT product and service innovation.

This process is leading in APOLLON to the definition of cross-border domain-specific networks of Living Labs to deliver validated methodologies and tools for this and to ensure that these networks can offer benefit to all relevant stakeholders (in particular to SMEs) in a sustainable way.

This document will report the rationale and the establishment phases of these APOLLON Domain Networks.

Their description and process definition path followed the below track: -

Rational for the establishment of domain networks (“Why the establishing of the domain networks”);

Functions and member’s role (“How these domain networks are organized”);

Sustainability and business model for Domain Network extension after project completion;

D6.6 Establishment of Sustainable thematic domain Living Lab networks In the introduction of this document the inputs and the contribution of the vertical WPs together with the coordination and organizational aspects related to WP6 are reported. An overview of the charters for each Living Lab networks and their foundation principles is also included.

Chapter 1 of this document reports an explanation of the rationale and the strategy together with the initiatives suggested and put in place by WP6 to collect inputs for the establishment path of Living Lab Networks and reinforcing their constitution and ENoLL Community relocation.

Chapter 2 reports some additional activities performed to collect inputs on the Domain Networks establishment; the section include also some example of mechanisms allowing these networks to be able to successfully launch new cross border pilot experimentation.

Chapter 3 introduces the mission, vision and objectives model the Domain Network were targeted and drawn with (based on the information and contributions from the experience conducted in the project experimentations). A dedicated chapter for each Domain is finally describing how Living Labs in the vertical networks and their stakeholders are effectively collaborating together (based on the experience conducted during the APOLLON Project pilots) and the suitable Business Model to allow sustainability of such collaboration, an appropriate organizational model and details for successive agreements with ENoLL for these networks to continue after the project conclusion.

In the Annexes of this document the Survey adopted to collect inputs on the Domain Network characteristics is included together with the results aggregated for each domain (data collected for WP4 were not considered relevant to be represented in reported chart).

Introduction This document reports and describes the agreements and organizational settings path for the establishment of sustainable domain networks within ENoLL 1. This deliverable is part of the Task 6.3 “Action plan for sustainable cross-border Living Lab network�.

The objective of task 6.3 is to ensure the sustainability of a cross-border network of Living Labs (and activities) after the APOLLON project completion. This task is implemented also with the definition of Exploitation and Sustainability actions from cross border network Living Labs experimentations in the project (APOLLON D6.5).

This objective is core part of on of the three levels APOLLON Project operates: the international dissemination and long-term sustainability (together with Living Lab collaboration and SME involvement and the level of common methodologies and tools).

In terms of dissemination and sustainability, the project has as overall objective to inform and network the relevant stakeholders in Europe (Living Labs, SMEs, large enterprises, government agencies) for each specific domain. The project has to ensure dissemination among Living Labs, public organisations, industry and SMEs on a European-wide and even global scale and to create sustainable networks of cross-border Living Labs in Europe, that together can address the common challenges in their specific domain, based on a solid governance model for thematic cross border networks of Living Labs.

These networks of Living Labs were then created based on the establishment of an effective dialog with the communities that represent the global ENoLL Open System namely LL-Domain Network on Wellbeing, Health, Inclusion; LL-Domain Network Energy & Environment; LL-Domain Network Media & Creativity.

The process was performed with interaction between vertical work-packages (leveraging their experience in the pilots conducted during the project) and the activity of dissemination and coordination performed by WP6 as per the relations illustrated in the following paragraph.

Establishment of Sustainable cross-border Living Lab Network task - relation with vertical WPs The establishment of Domain Network and the objective described by this document is directed (as per project task 6.3) to the definition of a Plan for the sustainable cross-border Living Lab network and its constitution within ENoLL after the project conclusion.

As already described, the task aims at ensuring the sustainability of a cross-border network of Living Labs and activities after the APOLLON project completion. This report includes then the result of this activity (deriving from community interaction and animation, events organized within WP6 and initiatives directed to collect inputs and foster cooperation in the domain as described in the following chapters) together with agreements path and organizational settings for sustainable domain networks establishment.

D6.6 Establishment of Sustainable thematic domain Living Lab networks The whole process was designed to build Domain Living Lab Networks to responding to the following two basic functions: -

Spread information and best cases (based on the experience of cross border collaboration experienced in the project);

-

Offer cross-border Living Lab tests as-a-service (from a small number of Living Lab within the Domain Network identified by the process and before the official launch).

To this extent and based on the interaction with different project work-packages the Domain Living Lab networks were designed to operate on the following three levels: -

1st level – free SMEs access level, granting networking for cross border collaboration, first evaluation of SMEs need and expectations for operating in the domain;

-

2nd level – access to Domain Network dedicated Services (i.e. consulting services) by accessing APOLLON Market place gateway (with services description, prices or quotations etc.);

-

3rd level – establishment of specific collaboration for building projects and consortia partnerships.

The following schema graphically represents the principal architecture of the APOLLON Domain Living Lab Networks:

These three levels are detailed described and clarified (in term of processes and business models) in the specific charters and in the overall business model for the Networks.

In addition to these elements and with the action plan defined by WP6 (within task 6.3), the Domain Networks of Living Lab were assigned: APOLLON ICT PSP Project

A governance structure for the suitable activity of the Domain Networks;

A Business Model (ensuring sustainability for each Domain network within ENoLL iVZW);

-

Successive specific agreement(s) within ENoLL (for the concrete establishment and participation of Domain Network members).

On the other hand and for the description of the specific charters each vertical work-package, with the task “Domain Network activity” (tasks 2/3/4/5.5), derived and leveraged the experiment of cross border collaboration in APOLLON Pilots. In such tasks in fact the objective of bringing together Independent Living Labs (also external to the APOLLON Project) and their stakeholders in an active domain network was clearly expressed and was related to the validation of the experimentations conducted during the project (with the support of the adopted methodology and the future implementation of potential additional pilots).

The definition of these domain networks from each WP included and addressed the contextual factors on business, legal, interoperability, user and organisational level. The activity was conducted during the course of the project until the delivery of the Domain Networks at M29 (especially starting by period M18) and was done leveraging dissemination activities and initiatives (from WP6) as well as dedicated workshops and sessions.

The activities conducted by WP6 and the initiatives put in place and described to support the organization and the migration of the domain networks to ENoLL are described in this document together with the activities and the member’s description, the validation requisites and requirements and any legal and interoperability mechanisms provided as input by the vertical work-packages (domain specific).

WP6 supported the description of the organization of the Domain network based on the cross collaboration exigencies underlined by each WP and derived from their experience of collaboration in the APOLLON experimentations (kernel). Based on this information WP6 identified also a suitable Business Model for collaboration and for ensuring sustainability of the Domain Networks.

The final input is included in the second part of this document where the different characterizing elements for the Domain Living Lab Networks are provided and described.

Dedicated agreements with ENoLL (and the Living Lab identified in the Domain Networks by the vertical WPs) are finally envisaged to ensure migration and sustainability within ENoLL of the Domain Networks after project completion (M31).

APOLLON Domain Living Lab Networks Overview According to the process described in the previous paragraphs and the collection of inputs and interaction between the different WPs (based on pilot results on the domains and cross border collaboration experienced) the charters with the following main footprints for Domain Networks were designed.

The Domain Networks are based on a common core (Living Labs) that is references for the overall Domain Network providing also basic networking services (on a voluntary basis). These Living Labs are contributing to the Domain Network by the ENoLL membership (unless ENoLL propose specific treatments or waivers).

The participation to the Domain Network and the ENoLL membership is precondition for these Living Labs to publish their services on the APOLLON Market place, where interested organizations can access and request them for specific project purposes.

Additional regulations or exceptions to this general organization can be foreseen for specific domain according to the following descriptions.

Health, Well-being Domain Network The Health and Well-Being thematic domain network is open to the organisations and individuals that are active or have an interest in this domain.

A core group of senior Living Labs will have a lead position in the network. They will interact closer with each other on the different topics and activities. They will also act as a reference group to the other members of the Living Lab. They will share their knowledge and expertise to assist the other Living Labs in improving their Living Lab activities and set-up in the domain. A set of senior Living Labs will also act as the steering group of the domain network. They will be responsible for drafting the program, defining the topics to be addressed.

The health domain is a complex and challenging domain with a very broad scope. Due to the growing aging population and the rapid increase of health care costs, different types of innovations, including systemic, social and managerial innovations are fundamental and urgent for the aging European society. The main goal is to collectively achieve rapid solutions to given questions and challenges, e.g. the promotion of wellbeing, social networks models and community care, democracy and financial system in collaboration among citizens, administration and private sector.

Active Ageing, Integrated Care and Independent Living are seen as one of the key elements in addressing these challenges.

Living Labs in health & wellbeing can make the difference as they stimulate user-driven innovations and open-innovation collaboration in order to empower the elderly and to enable independent living. This will be a strategic principle within the overall thematic domain of Health and Well-being. Therefore the thematic network of Living Labs in the domain of Health & Well-being will initially focus on the elements that are related to the domains of (e)homecare, ambient assisted living and telehealth.

The healthcare Domain Living Lab network is designed to reply to the specific thematic challenges that are: -

Difference in the ecosystem and regional/country specific organizations

-

Difference rules and regulations

-

Access to vulnerable target groups

-

Need of local visibility and presence

-

Benchmarking and impact measurement on healthcare solutions at economical level.

In such context the scope of the network of Living Labs is to: -

Assemble all those Living Labs that have done projects and have an active interest in the domain (exchange lessons learned and experiences not only to each other, but also to larger community of Living Labs).

Set the benchmark for the other living labs. In the end the objective is that due to these core groups and their experience the other Living labs can evolve to a more mature, focused and specialized living lab in the domain.

Objective of Domain Living Lab Network in healthcare domain: -

Create an environment in which the various partners can share lessons learned experiences;

-

Stimulate active community that helps the Living lab members with useful methods and tools

-

Gather and network different stakeholders in terms of collaboration by setting up joined projects and assemble right partners to doing so.

The healthcare Domain Network offer specific services towards Living Labs and SMEs. Living Labs fare participating free of charge for ENoLL Members; the various activities of the Domain Network (organization of workshops, taskforces etc.) are provided by the Living Lab on a voluntary basis (considered as an investment).

For what concern services to SMEs finally a cost can be claimed to them, considering the research of additional funding an activity that the Domain Network can collaborate to achieve.

Energy and Efficiency Domain Network The Energy and Efficiency Domain Network is open to all Living Labs and organizations active in the domain and is created as subgroup of Energy Efficiency, Sustainable Energy and Climate Change, under the coordination of the Work Group on Thematic Domain Living Labs.

The scope of the Domain Network is centred in the European Commission action Plan aimed at reducing greenhouse gas emissions by at least 20% compared to 1990 levels (or by 30% if the conditions are right), increasing the share of renewable energy in final energy consumption to 20%, and achieving a 20% increase in energy efficiency. Energy Efficiency is the only horizontal domain that addresses all the 5 strategic objectives (Europe for energy efficiency, Integrated Pan-European Market, Assure Europe’s Energy Security, Become the leader in technology and innovation, strengthen the external aspect of the European energy market) and therefore has and will continue to have a crucial role in European policy. Nevertheless, there is great market fragmentation which has resulted in the local lockdown of solutions and products, restricting them to specific SMEs, and also several interoperability issues between member states regarding energy systems and equipment as well as regulatory differences.

Therefore, the Energy Efficiency Thematic Domain Network has a key role to play in the cross-border aspect for energy efficiency, helping SMEs to reach new markets, promote partnerships between SMEs, Universities, Municipalities and Research Institutions and fostering RD&I. The Main challenges addressed by the Domain Network are: -

In this scenario the objective of the establishment of Energy and Efficiency Domain Network is related to the set-up of: -

A sharing community (exchange of knowledge, experiences, best practices etc.) and focusing on identifying proven methods to get Living Labs involved in collaboration

-

An active community able to respond to specific Member’s request by an identified core of Living Labs (and able to create different taskforces that focus on the development of specific Living Lab tools, methods and techniques specifically targeting the challenges of the domain of Energy Efficiency)

-

A collaborative community (promote easy access to the various Energy Efficiency eco-systems all over Europe).

For the achievement of the described objectives the following main services are offered by the Domain Network: -

As far as sustainability is concerned and as part of the ENoLL, the Network is sustained by the annual fees paid by participant Living Labs and within the general framework identified for sustainability.

eManufacturing and Logistic Domain Network The eManufacturing and Logistic Domain Network is open to all the organizations active in the domain and include in its core Living Labs from Germany (SAP Research Future Factory Initiative) and Portugal (Fiapal and Alfamicro).

Challenges of the Domain Network is to establish an infrastructure that serves as robust and common platform to support knowledge exchange from a technical as well as from a business point of view, using methods that are existing for along time such as: APOLLON ICT PSP Project

document and software exchange and download tools to provide the technology - namely the SAP Research MDI prototype to our Portuguese partners;

web conferencing and phone conferencing tools to collaborate regularly on a weekly basis

face to face workshops.

All these different tools help to run and maintain projects that are bilaterally driven but for more complex situations you would need a more sophisticated environment that really fulfils the meaning of a collaboration platform (built in the APOLLON Project).

The objective of the Domain Network is centred on this common collaboration platform that can be accessed by every interested party - mainly SMEs - to establish and run trans-national business partnerships. Both - technical as well as business related aspects should be covered by such a platform to provide these companies a single point of contact to each other and at the same time to give them a high degree of flexibility in order to run their core businesses.

eParticipation and Media Domain Network The Media thematic domain network is open to the participation of all ENoLL members and other interested parties (for interested organizations who promote the use of Living Lab processes for testing new e-Participation products and services with citizens) and is centred on the following core Living Labs: IBBT (Belgium), Issy Media (France) in Issy-les-Moulineaux and Manchester Digital Development Agency.

The Domain is based on the following organizations model: -

A management group (initially set by core Living Labs is operating for promoting, sustain, enlarge and drive the Domain Network)

A manager is supporting the administrative organization of the Network (including regular review of Living Lab ecosystem to identify new potential Members, promote the work and identify new opportunities).

The Network operate within the scope of media new role in e-participation and e-democracy, the new ways of developing user participation as active co-producers of content and services, the new consumer behaviours (coming from new communication networks, devices and notebooks) and Living Lab key role to test alternative business models and media channels in the scenario. The eParticipation Domain is expected then to play a role as: -

To create a network of Living Labs allowing to easily test a new media in different countries with unified data matrix.

D6.6 Establishment of Sustainable thematic domain Living Lab networks The identification of core services (useful to set up new pilots in the domain) are identified together with the processes to make these services available and the methodology for cross border collaboration experiments.

Some these services are: -

Support to facilitate creation of cross-border collaboration and new pilots. This collaborative approach can help speed up the establishment of B2B partnerships, thus contributing to the dissemination of new SME solutions and within a broader market. Also, the co-creation of solutions and the collaboration will allow the widespread adoption of best practices.

Suitable methodology to address potential new pilots and cross-border collaboration;

Identification of success cases and stories to support new pilot establishment;

Promotion of innovative e-Participation projects;

-

Information on calls, tenders and e-Participation related events, conferences and workshops;

Organisation of cross-border meetings and workshops with different stakeholders from the other Living Labs active in the network

A real world setting, involving multiple stakeholders from multiple organisations and their interaction;

Community management (Management of large samples of stakeholders/citizens in the cocreation and validation processes).

The coordination and support to different members is based on development of sustainable governance and collaboration tools and processes for project management, and on the creation of a platform for knowledge sharing, user involvement and collaborative learning both in thematic, domain specific Living Lab experiments, as well as in the whole network level.

An integration framework (e-Participation and media domain) to transfer and integrate several locally tested applications into each of the different Living Labs active in the network is adopted with some different applicable models: -

Service Exchange Model (SME pays the local living lab for a cross border test. The remote living lab is in charge of the test. In exchange the remote living lab can ask the local living lab to realize a test for one of its SMEs);

Fixed price Model (local living lab sets the price for a local experimentation. The price is multiplied

by N -where N = number of cross-border living labs joining the project- for similar tests in foreign Living Labs);

Client exchange model (based on a list of service description from Living Labs, the local living lab offers the service of a foreign living lab to a local SME. The foreign living lab is paid).

1 APOLLON Domain Networks This document reports the planning and the activity performed for the establishment of the Living Lab Domain Networks.

These Networks were firstly based on the following structural identified characteristics: -

The registration and the involvement in networks are open;

-

Each member in the APOLLON Community is free to give its contribution for the network establishment and enlargement;

-

Each member in the APOLLON Community (especially Associated Partners), that has advanced its expression of interest in one of the four APOLLON cross-collaboration domains, is expected to become active member in the related Domain Network and give its specific contribution;

-

The domain network will be transferred at the end of the project to ENoLL and will mainly act as: o

Information point for best cases based on the APOLLON pilot experience;

o

Cross-border Living Lab test-as-a-service providers (from selected Living Labs) for interested organizations willing to conduct pilots in the domains.

These global characteristics summarize the overall logic of the establishment of the APOLLON Domain Networks, a logic based on open participation and free contribution and a sharing approach both on activities and (potentially) on resources.

The establishment of such Domain Networks acted also as validation chance for the developed common methodologies and tools, the project had the objective to identify in its basic principles, concepts and processes.

1.1 Strategy for Domain Living Lab Network establishment In order to establish the four cross-border Living Lab Networks, WP6 team interacted with both other WPs and ENoLL, according to the schema below reported:

Based on the initial communication of recommended toolset and collaboration guidelines (derived from WP1), WP6 team interacted with other WPs to design the networks and in order to reach the expected impacts. This was done by working out governance models and action plans, by organising networking and dissemination events, and by linking with partners (even beyond Europe) to pursue sustainability and scalability.

The contribution from the vertical WPs is considered relevant in order to give the Domain Network all these mechanisms and processes suitable for the collaboration in the domain based on the experience (the pilot) conducted during the project. The current experimentations and the cross-border collaboration of Living Lab in the APOLLON project were considered, as said, the kernel (or the embryo) of the established Domain Network where new pilots can find fertile ground to be established and run (including the current project pilots).

The final establishment of the Domain Network foresees ENoLL interaction and find a host to continue to operate after project completion.

WP6 supported the Domain Network establishment path by proposing proper organizational schemas, defining suitable Business Models for sustainability and coordinating the agreements with ENoLL and the Network Members based also on the requirements and requisites provided by vertical WPs. WP6 collaborated for the definition of the Domain Networks also by identifying and putting in place specific initiatives (for input and feedback collection with Community, awareness of Network establishment and community animation-Member recruitment) as described in the following paragraphs.

The design of the Domain Network, as resulted from this activity done in coordination with Vertical workpackages, was also validated with specific domain Workshop (involving organizations external to APOLLON Project). WP6 coordinated this phase and provided its support to include a design of Domain Network organization and a suitable Business Model to address the sustainability aspects of these networks.

Finally WP6 will coordinate and involve ENoLL for all that practical aspects and facilitating the necessary agreements for the final phase of Domain Network transition after project completion.

1.3 Domain Living Lab Network – Survey In order to collect relevant inputs from potential interested Living Labs for the definition phase of the Domain Networks the dedicated Survey to Living Labs was launched on the APOLLON portal.

The answers were useful to retrieve information about needs and requirements with regard to Domain Networks, to concrete and future projects elaborated by Living Labs in Europe. The survey was designed to support vertical work-packages to define and design these Networks based on the Living Lab already involved and cooperating in the APOLLON Project (or more in general in the four domains). This questionnaire consists of three parts: -

A part describing the Living Lab;

Lab Domain Networks – additional inputs and mechanisms examples for stimulating new cross border initiatives

The establishment of cross-border domain specific networks is one of the general objectives of the APOLLON project framed in the overall scope of demonstrating positive impact, from its advanced pilot composed of 4 thematically focused European-wide Living Lab experiments, to SMEs, at Living Lab Level and to the overall European and worldwide ICT arena.

For this important step of the APOLLON project other additional inputs were then also put in place to understand and design mechanisms and processes on how to stimulate new cross border pilots and experimentation in the four vertical Domains.

2.1 Additional path for Domain Networks establishment:

Expression of Interest and APOLLON Portal The definition of the Domain Network process was activated and supported by contacting all the potential Living Labs and organizations inside APOLLON Community but also through other Communities such as the ENoLL Community or additional dissemination-targets belonging to past dissemination events (during M20 period of the project, before the official Survey was effectively launched).

A first step in the establishment of the Domain Network Establishment was based on the APOLLON portal, where the very first information aimed at giving guidelines to potential interested participants was published in the Community section. This phase was useful to spread the awareness among the contacted organizations on the role of these Domain Networks and the benefits deriving from their participation.

A specific section on the website was added in the Community Section. This section was designed to include all the information for each Domain Network and act as first referring point for all the participants (and also as contact access to join the future Networks once fully running on ENoLL). http://www.apollon-pilot.eu/community/domain-networks

2.1.1 DEFINITION OF WIKI PAGES FOR DOMAIN NETWORK INPUTS To collect inputs on the description of the Domain Network charters a section for the APOLLON project on the Ami-Communities portal was created at the following address: APOLLON ICT PSP Project

The AmiCommunities portal (based on MediaWiki 1.9.3) was adopted to conduct the initial experimentation within the APOLLON project and gather inputs on the requisites and requirements for the final ”shape” of the Domain Networks.

All the Members in the APOLLON Domain Networks were then responsible for the description and the update of the information provided in these pages thus assuring the quality and the effectiveness of the information provided. This tool acted also in collecting Living Labs description, resources, and projects.

2.1.2 THEMATIC DOMAIN NETWORK – MINI SURVEY A general process of information collection from potential future Network organizations was carried out with an early mini survey 3 in the very beginning phase of the Domain Living Lab Network (M19). This tool was useful also to identify (per each domain and the included sub-domains, topics and sub-topics): a. Expectations b. Services potentially available from the Living Lab Network and Commitments for the future participant to take active role in it

2.1.3 APOLLON DOMAIN NETWORKS – LIVING LAB TRACK AT ICE 2011 In the Domain Network establishment process (in the specific the original definition of mechanisms, roles and requirements) a dedicated workshop was also organized at the 2011 edition of the International Conference for Concurrent Enterprising (ICE Conference - Aachen 20-22 June 2011) and was framed in a 2 days track dedicated to Living Labs, Innovating products and Collaborative Networks.

The ICE Conference (International Conference of Concurrent Enterprise) is a premier forum, which enable practitioners, researchers as well as tool vendors to present, demonstrate and share the results and achievements of their work in the broad domain of Concurrent Enterprising.

A specific session during the conference was organized to investigate the foundation and the establishment of APOLLON Domain Networks and Workgroups originating from the identification of resources and assets the Living Labs can make available. This analysis was combined also with the experiences and lesson learnt that pilots and testbed experimentations were able to concretely provide and was expected to raise the awareness of participant organizations in such phase and in the role and the potentialities these constituencies can assume in the project.

A wiki is a website where the creation and editing of any number of interlinked web pages via a web browser is allowed for all the visiting users with a simplified markup language or a WYSIWYG text editor and is used for creating collaborative works. Some permit control over different functions (level of access) and the tracking of the article modifications allow the content of the pages to be created on a collaborative model and based over supervision performed by the community itself.

The approach was intended to demonstrate how and at which level this exchange of experience can be useful for identifying what could be shared among Living Labs players in terms of resources and best practices as well as potential synergies within each Domain Network.

Panellists and participants were involved in this interactive session to analyse how the establishment of these Domain Network could be achieved and what contribution could be envisaged from and to their members.

The defined Thematic Domain Network, resulted from these interactive phases can be described and on a general layer, common to all the four networks.

3 APOLLON Domain Networks, Vision, Mission and Objectives Based on the elements reported in the previous chapters a general page describing the Vision, the Motivation and the Objectives of the APOLLON Domain Living Lab Networks is reported.

This general description recaps the elements, the rationale and the organization models these Networks are inspired to. In addition this general description supports the definition of the dedicated charters for each Domain its Members (and APOLLON vertical WP leaders) identified, described and validate (providing also where applicable information on the resources available to share with participant organizations).

The context of Domain Networks is envisaged on a framework where “the innovation process plays a key role and not only Living Labs and Testbeds but also individuals and SMEs become key innovation players”.

The role of individuals and smaller enterprises become then as important to the innovative process as the big guys.

The main Mission of the Living Lab Domain Networks consists in “generating value through members’ interaction”, supporting and stimulating sharing and co-creation. They are designed to allow all players to launch new initiatives and transform social capital into business and make available all the resources and assets.

The flexible organizations of these networks is inspired to P2P level of the members decisions with a participation to Network activities, in terms of both quantity and typology, that is decided by the member itself on a voluntary basis.

3.1 APOLLON Domian Networks - Overall Business Model The overall business model identified for the APOLLON Domain Networks consider the role of ENoLL as final addressee of these network after Project completion (M29 – April 2012).

The Living Labs participating in the Network (core Living Labs) are ENoLL Members and support the Domain with membership fee (unless ENoLL itself decides for a different dealing for specific organizations);

-

ENoLL will support the Domain Networks for all the administrative functions (such as communications, Member managing, website management etc.);

-

The basic Services for the different Domain Networks are provided by identified Core Living Labs on a voluntary basis (networking and connection services, workshop organization, establishment of task forces and opportunity creation);

The Domain Network services are divided on a three levels of access: o

1st level: networking for cross border collaboration, first evaluation on SMEs needs and expectations for operating in the domain (info on best practices & networking & match making for proposals & basic feasibility);

2nd level: access to Domain Network dedicated Services (i.e. consulting services) by accessing APOLLON Market place gateway;

SMEs access the Domain Network by connecting with core Living Labs. For setting up specific agreements and partnerships for projects a cost can be claimed to SMes.

The description of the overall Business Model is identified in this general part both to underline the role of ENoLL in these Networks (for their running and sustainability aspects) and also to report an overlay background common for all the Domain Networks (unless specific regulation are described Business model for domain).

3.1.1 DOMAIN NETWORK 2ND LEVEL SERVICE ACCESS: THE APOLLON MARKET

PLACE The access of specific Domain Network services is granted by a dedicated platform where these services are described and accessible (based on detailed information and prices or request for quotation).

The service marketplace consumes and exposes services described in the Unified Service Description language. It therefore demonstrates the benefits arising from USDL, especially taking the provider and the customer perspective into account.

APOLLON project marketplace wants to offer an Internet-based platform to the domain networks of Living Labs. In its 1st stage to the domain networks of APOLLON, initially to the manufacturing experiment and then to the other three vertical domains. Service providers (in particular SMEs) often act within tight budget boundaries, especially for investments in market research, for business development or for promotion/marketing. Thus APOLLON project marketplace wants to offer mechanisms that support trading your services across borders in new target markets, In particular when you need to find early adopters and APOLLON ICT PSP Project

APOLLON project marketplace offers help to moderate the processes of finding the right partners, users and future customers to incubate business collaboration.

The main focus of trading in the services industry is on electronic services (e.g. web services for electronic device integration, remote maintenance services) an Internet-based platform or marketplace may also cater for B2B services that require local/on-site interaction (e.g. consulting or set-up of systems).

APOLLON trading platform or marketplace can provide support for: -

Describing a service from a technical and business oriented view;

Describing and publishing the request for a service, help, support...

Offering and selling software / modules via a web channel (web shop)

Finding local partners providing relevant on-site interaction with a user/customer

Finding market-compliant local technical components

The APOLLON Market place will be accessible through ENoLL website where the Domain Network section (transferred by APOLLON project) will be included. This platform is with the APOLLON Knowledge base and the Platform for SMEs involvement among the results the project will transfer to ENoLL after conclusion (April 2012).

3.1.2 DOMAIN NETWORK ANIMATION - LIVING LAB PRIZE In this scenario and in order to animate the activity around the established Domain Network after project conclusion (in addition to the spontaneous activity of accessing resources and practices for projects, pilots and experimentation) the organization of specific Prizes is envisaged.

The Living Lab Prizes for APOLLON Domain Networks are potentially addressed to developers and users, industry (especially SMEs), engineers of research institutes, and development departments but also to new ventures with the scope to submit proposals for Living Lab-related products and services ready to be tested and ideally implemented in the interested Domains.

The Living Lab Prizes in the APOLLON Domain Networks can award the best ideas and give the successive opportunity to conduct “reality check trials� or pilots (in a suitable Living Lab) with the involvement of relevant user communities and potential future customers. The nominated innovators will thus benefit from the validation of their ideas, the user-oriented engineering of their products and services, the development of their entrepreneurial team and the intensifying of their network of industrial relationships.

In this context, the Living Lab Networks can provide the basis for identifying common needs for services and applications, in order to optimise the amount of investments needed for implementing them and foster that process that would become an automatic approach in conducting such kind of experimentations in Living Lab and with the Living Lab Methodology application.

D6.6 Establishment of Sustainable thematic domain Living Lab networks In such context Living Labs can also demonstrate that they can offer the best validation environment for a specific idea, including the most promising prospects for its potential adoption and commercial exploitation and foster that process of sharing resources and best practices and, in one work, make operative and running the Domain Networks.

Additional benefits for this approach can be summarized as following: -

Stimulation of a new wave of entrepreneurship and innovative interaction in the Domain Networks;

Achievement of new services and organizations of trials with Living Lab Methodology adoption and per Domain;

-

Set-up of cooperation within Domain Networks in order to reach that fully operative level of result of a concrete and targeted activity

-

Opportunity of leveraging Living Lab Methodology in terms of collected ideas, to support the internationalisation of local players (by connecting them with potential partners through, for instance, the ENoLL and other stakeholders in the Domain).

3.2 Apollon Domain Network agreement base with ENoLL for

transfer The objective of the agreement with ENoLL with the APOLLON Project in the Domain Network phase aimed at further deepen their collaboration and communication towards the community of Living Labs .

The European Network of Living Labs (ENoLL) is the international federation of benchmarked Living Labs in Europe and worldwide. ENoLL has currently 274 Living Lab members worldwide. The legal representative of the international non-profit association ENoLL iVZW is the ENoLL Office located in Brussels (Pleinlaan 9, 1050 Brussels). ENoLL is managed by a General Assembly of Effective members, an elected Council and elected positions of President, Treasurer and Secretary. The Council has several Working Groups, which are established on the basis of the activities and the projects that the Council wishes to carry out.

As introduced in the first part of this document, an agreement between the APOLLON Project and ENoLL will take place (at for the end of the project) to guarantee the continuation of the Domain Living Lab Networks. The agreement will be based on the following main assumptions: -

The APOLLON Project and ENoLL are working for setting up Domain Networks in order to support the service-product development of business ideas in collaborating cross-border living labs. ENoLL will provide long term sustainability to the APOLLON Project by 1) adopting tools and methodologies delivered by the project the benefit of the whole ENoLL community and the ENoLL Thematic Domain Networks and 2) consolidating the Thematic Domain Networks created by APOLLON. This transfer process will be facilitated by the ENoLL Project WG co-chaired by ENoLL Council representatives and APOLLON representatives.

Both parties will actively promote each other and individual initiatives where seen appropriate.

Both parties will promote each other’s communication channels (such as the web portal, newsletter, social media) where appropriate.

Lastly, both parties agree to include both of the names and logos in any communication, event etc. that will be organized together.

The information about the agreement here reported was originally drafted during M20-M24 of the Project period. There will be however no formal document signed from Project partners and ENoLL for Domain Network Transfer. In order to make the process more efficient in fact an official hand over will take place in the APOLLON Final Event (M31) where the main Project outcomes (including Domain Networks) are showed, advertised and officially final devered to ENoLL.

4 APOLLON Health, Well-being Domain Network chart 4 4.1 Organizational Model The Health and Well-Being thematic domain network is open to the organisations and individuals that are active or have an interest in this domain. Depending on the maturity of the Living Lab with regard to their activities in the domain a core group of senior Living Labs will have a lead position in the network. They will interact closer with each other on the different topics and activities. They will also act as a reference group to the other members of the Living Lab. They will share their knowledge and expertise to assist the other Living Labs in improving their Living Lab activities and set-up in the domain. A set of senior Living Labs will also act as the steering group of the domain network. They will be responsible for drafting the program, defining the topics to be addressed‌ The members of the steering group will be rotating, meaning that each year the composition can change. Preferable, the chairperson of this steering group is the responsible within ENoLL for the domain of Health, as elected by the council members.

4.2 Scope The health domain, understood in its broadest terms, is one of the most significant economic and social fields of activity in developed nations. A broad and inclusive approach to the concept of Health, and wellbeing offers more opportunities for creative ideas and synergies with related fields.

Due to the growing aging population and the rapid increase of health care costs, different types of innovations, including systemic, social and managerial innovations are fundamental and urgent for the aging European society. That is to say, innovations related to the health and social sector are urgent, however they are not sufficient, and hence, we need broader systemic innovations, penetrating various societal and knowledge sectors. There resides a need for new type of systemic and managerial innovations, based on crowdsourcing and open innovation. The main goal is to collectively achieve rapid solutions to given questions and challenges, e.g. the promotion of wellbeing, social networks models and community care, democracy and financial system in collaboration among citizens, administration and private sector.

D6.6 Establishment of Sustainable thematic domain Living Lab networks Active Ageing, Integrated Care and Independent Living are seen as one of the key elements in addressing these challenges. A core element in these concepts is the need to support people to live as long and as healthy as possible independently at home or in their preferred environment, assisted by technology, innovative services and processes and new business models. The focus should be on solutions that are not perceived as stigmatising through co-creation methodologies with future users. Living Labs in health & wellbeing can make the difference as they stimulate user-driven innovations and open-innovation collaboration in order to empower the elderly and to enable independent living. This will be a strategic principle within the overall thematic domain of Health and Well-being. Therefore the thematic network of Living Labs in the domain of Health & Well-being will initially focus on the elements that are related to the domains of (e)homecare, ambient assisted living and telehealth..

The scope of the network of Living Labs is dual. On the one hand the network wants to assemble all those Living Labs that have done projects and have an active interest in the domain. Within this larger group of Living Labs a more core-group of Living Labs will operate. This group will act as a reference group that will interact more closely with each other. It is within this interaction that they will exchange lessons learned and experiences not only to each other, but also to larger community of Living Labs that are member of this thematic network. This core group is necessary to create a solid base, knowledge pool and trustworthy network of Living Labs that have the expertise and ability to set-up cross-border projects and to assist SMEs and large companies in large scale pilots. Important in this selection is the use of a common eco-system approach (see further). This core group will also set the benchmark for the other living labs. In the end the objective is that due to these core groups and their experience the other Living labs can evolve to a more mature, focused and specialized living lab in the domain.

4.3 Challenges Both the establishment as the operation of a network of Living Labs in the domain of Health and Well-Being are confronted with a number of specific challenges. We encounter the following: •

Difference in the eco-system: the Health context is organised very differently in each region / country. This implies that the Living labs are confronted with other type of partners, stakeholders, business models‌ The establishment of similar set-ups in each living labs is therefore not feasible.

However, the network has to offer not only insights in how the local Health and Well-Being is organised, but also a gateway to get access to the different stakeholders that are necessary to setup collaborative living lab projects. In addition, as health is often (semi-public organised it is different for a new actor (SME) to enter the specific market (based on the public, subsidized model). New ways of enabling experiments, outside a complete commercial oriented (B-2-C) business model are also needed.

•

Different rules and regulation: the domain of health is subject to a very complex set of rules and regulations. This does not only differ from country to country but even within countries. Therefore performing projects in this domain does not only require a thorough insight in these aspects but also implies that often specific procedures need to be followed. This offers also a bottleneck in the feasibility for cross-border pilots. Setting up mirror projects or simply transferring one set-up from one context to the other is only possible if it is assessed and adjusted to these local rules.

Access to a vulnerable target group: When performing projects in the domain of Health or WellBeing one is confronted with vulnerable target groups such as elderly, sick and or disabled people.

These groups can not be accessed in the same way that the majority of test-users or participants are reached and involved. Also often this group is difficult to be reached as they protect themselves from society. To access this vulnerable groups you need to have a.o. specific methods, dedicated ‘entry-points’,…. These are often trusted parties. The living labs operating in a network and setting up cross-border projects will have to provide these type of ‘entry-points’.

•

Local ‘visibility’ / presence: Trust is a crucial element in the set-up of projects in Health and Wellbeing. Therefore trusted parties are a key element (see also above). To facilitate this trust local presence is a necessity. This means that the Living Labs have to act as a trusted partiy towards the different actors in the eco-system. Those partners can act as a gateway to the end-users

•

Benchmarking: Finally, projects in Health and Well-Being also are confronted with a specific challenge regarding benchmarking. Measuring the value and impact within Health and Well-Being are also not always on a pure economical level. The societal impact is mostly as equal important. To prove whether a system has impact it is not sufficient to perform eg. an evaluation questionnaire.

To grasp the real value of an experiment it is not only crucial to have access to a good benchmark, but also to create the correct research environment and offer the right instruments.

4.4 Objectives The objectives of a community of Living Labs operating in a network within the domain of Health and Homecare are in general threefold. First it has to be an environment in which the various partners can share lessons learned experiences… Second, referring to this core circle, it also has to be an active community that helps the Living lab members with useful methods and tools. Finally the community should also be ‘collaborative’ meaning that between the different stakeholders there is interaction in terms of collaboration by setting up joined projects etc... We will elaborate more on these levels.

1. A sharing community -

As mentioned before – the network of Living Labs in Health would consist of two layers: a core layer and a larger community. In the first place it is the objective to establish the exchange of knowledge and experiences with regard to Living Labs in the Health and Well-being domain both within and between these layers and Living Labs. Here a specific focus will have to be on operational issues encountered during Living Lab projects and how they were handled successfully.

The network also has to network with Living Labs active in other domains. The chairman of the network will have to play an active role in facilitating this.

Within this knowledge sharing, there has to be a specific focus on identifying proven methods to get Living Labs involved in collaboration with health, well-being service providers. This has not only to be facilitated in an electronic way (knowledge-center, newsletters…) but also has to be the scope of the workshops and specific events.

Beyond the own community, the network also has to act as an ambassador of the Living Lab movement. They will have to promote the Living Labs as a useful and attractive tool for innovation and service development for Health & Well-Being related projects and initiatives..

B. An active community •

First, the network of Living Labs, need to address specific needs of the community with regard to user driven innovation in the domain. These issues (eg. in-house access at vulnerable groups) are than subject of the various activities of the Living Lab (workshops, taskforces…). For this a programme has to be drafted by the steering group in which the focus of the network is decided.

This programme has a timeline for one year and will frame the scope for tackling specific identified needs.

•

Subsequently, based on this need-identification, the network of Living Labs will have to create different taskforces that focuses on the development of specific Living Lab tools, methods and techniques specifically targeting the challenges of the domain of Health and Well-Being. For example on capturing user feedback from elderly people.

•

Thirdly, an important objective for the network is to collaborate & connect with the various stakeholders in the domain. The Health and Well-being domain is in that sense a very specific domain as this is in essence a very closed community, with a very specific eco-system. Therefore the network has to provide the access – both in the different regions and sectors – for the members of the Living Lab network to the local eco-systems.

C. A collaborative community Finally the network of Living Labs in Health has to be a collaborative community. They will have to work together to join forces and by so offer a large platform that can leverage innovation projects and by so addressing some of the main challenges in the domain. This will not only imply that there will be an active cross-border and inter-Living Lab collaboration, but that the members of the network also will set up joined projects. These projects can range from data-exchange for bottom-up innovation to real Living Lab projects over different regions.

The network has to enable an easy access to the various Health eco-systems all over Europe. By so, stakeholders, public and private partners, are able to set-up large-scale, comparative cross-border projects.

Next, the role of the network here is also in identifying local needs (by users, stakeholders…) and from a bottom up perspective defines new projects and assembles the right partners for doing so. The latter element acts also as a matchmaker between SMEs, health services and public organisations. Often one is in search of a solution of a certain need. It is the task of the network to guide these actors – by pointing them to results of previous partners, bringing them in contact with service providers…

4.5 Domain Network Services offered to Living Lab and SMEs Based on the results of pilots executed in the APOLLON project, it is clear that it is not feasible nor possible to establish a, fixed common eco-system installed in every Living Lab in which there are fixed partnerships APOLLON ICT PSP Project

But we have identified the need towards a good system in which the Living Labs could rapidly map the most efficient eco-system based on the project requirements. This would be one of the main services of the network of Living Labs. Due this eco-system mapping the Living lab will be able to identify the required roles and responsibilities needed in the project and connect to the most appropriate actor.

Another key-service that the network of Living Labs needs to offer is a way of exchanging the needs and demands of the various local stakeholders with the other members and by so try to do some matchmaking.

The domain network service offered by the network and its members can be identified on two levels: towards living labs and towards SMEs, public organisations…

4.5.1 TOWARDS LIVING LABS As already mentioned in the scope and objectives the network of Living Lab should acts as a vivid, active and collaborative network both towards its members as to the Living Lab community as a whole. For achieving this, the network will focus on some of the following key-services: 

Sharing tools and methods: This will be done by various means. First of all the network will actively use the knowledge center as developed within APOLLON. The objective is that this will grow as the reference site for the Living Labs. Second, the tools and methods will also be subject of specific workshops that the network will organize.



Exchange information and best practices: Between the members of the Living lab as well as towards the stakeholders, the network will focus on very specific elements that are crucial in the set-up of a (cross-border) Living lab project in health and well-being. It will therefore tackle specific issues such as: ethical issues, privacy matters, the involvement of vulnerable groups, and the interaction with elderly people. This will be done by the creation of specific taskforces that concentrate on these topics. Second, it will also disseminate results of the different projects in which the members are involved. Not only will we focus on the data outcome itself but also on the process, set-up… This will be done through newsletters that will be spread around on a frequent base. This data will also be inserted into the knowledge center (see above).



Involvement of vulnerable groups: Especially with the vulnerable groups it is required to have a partner involved that the users know and trust. The network, through its Living labs member will be able to provide the most suitable actor that can act as the single point of contact (SPOC) or liaison officer that can set-up the relationship with users. This can be the local Living Lab or another specific actor identified through the eco-system mapping. Not only that direct link, but also how to engage them in the activities, will be a key element for the network (see above).



Tracking & monitoring: In the cross-border Living Labs it is a basic condition that all activities are being tracked and monitored. This has to be done on different levels. First of all on the specific project level it is required to retrieve statistics on the use or experience of a certain services. In order to be comparable between set-ups the data has to be interoperable and comparable. This is not only necessary to compare results, but also when services are being transferred. The network of Living Labs will provide tools and methods to support and safeguard this. Second, it is also

D6.6 Establishment of Sustainable thematic domain Living Lab networks important that the Living Labs keep track on what is happening with regard to various aspects of health (on a general level but also on specific domains such as regulation). A kind of basic monitoring of regional data is an important element in identifying needs and by so defining new bottom-up projects. This type of monitoring will also be an activity coordinated by the network.

Objective is to have a general topic list or questionnaire that will be used by each of the members.

By so we will have specific regional data. This will generate opportunities to define new crossborder projects. 

Working towards an eco-system approach: During the cross-border pilots of APOLLON it was clear that within Health the eco-system is a crucial element. It is known that the health system is structured in various different ways within Europe. However, we discovered that each region is organized and structured more differently than expected. In order to set-up cross-border projects the participation of the stakeholders of this eco-system is crucial. Therefore it is necessary to have a good method and process in place that allows the network and the Living Labs to identify rapidly the necessary actors and to engage them actively. The objective is that based on the results of the APOLLON, such approach is being embedded in all of the Living Labs that are within the core-group.

Having this standardized approach will give the network the unique position towards SMEs. They will be able to do a scan of the necessary actors, how they are related to each other as well as their interest. This eco-system approach will be one of the key elements within the network and will not only be distributed amongst the members, but will also be annually revised by one of the taskforces. This approach will also act as a guideline for those Living Labs that are not in the coregroup or have less or no experience in Health Living Labs.

4.5.2 TOWARDS SMES The services towards SMEs are on the one hand being facilitated through the services offered by the network towards its members. On the other hand, in addition to those, the network will also focus on some specific services addressing the needs of the industry or government. There will be a special focus on the needs of SMEs, which are partly different.

•

Analysis of the feasibility / requirement: Especially in health it is extremely important to have a good working set-up, with almost no technical issues, as they are often being used in critical situations. Therefore it is not only necessary to do a good requirement analysis, but also a precheck of the service. The network of Living Labs will offer this requirement analysis (based on the templates developed within APOLLON) in which they will not only look at the technological requirements in detail, but also to social and contextual requirements. This will be done on the level of all the involved partners. By so the impact on the level of the service, set-up… can be assessed much more. This will allow the SME to estimate the feasibility and cost of the project. On the other hand, once this analysis is done and the set-up is being adjusted accordingly, it is still very important to do a pre-test in a real life setting prior to the roll-out to test users. The network of Living Lab will be able to support the SMEs in such pre-test set-up through its members. This precheck is a crucial milestone in the further process of the project.

Support to facilitate creation of cross-border collaboration and new pilots: One of the main services of the domain network of Living Labs is facilitating and guiding SMEs in the cross-border set-up and collaboration. This will be done both actively and passively. Actively the network itself will try to, based on the bottom-up user-centered design approach, create opportunities for crossborder projects in which they will involve SMEs, public organisations… On the ‘passive’ level –the network will assist SMEs that contact the domain network (either directly or via its members) for a specific project or pilot. For the latter, the role of the network is twofold: identifying proper partners with whom a pilot can be set-up and executed and the set-up of the collaboration with other Living Labs itself.

•

Suitable methodology to address potential new pilots and cross-border collaboration: The domain network will offer guidance and consultancy towards the SMEs with regard to domain specific issues (as already mentioned above). Especially in relation to the process of a cross-border pilot as well as on how to capture feedback of users in this context, will be one of the key elements.

•

Identification of success cases and stories to support new pilot establishment: The domain network, with its international dimension, will also organize various workshops and will be present in different events and conferences in the domain. During these events, it will provide a platform for the SMEs to showcase and or demonstrate successful projects. In addition, during the crossborder pilots in which the domain or one of its members is involved, local showcases will be organised. This is not only for promoting the project results, but also to act as a matchmaking event between SMEs themselves as well as towards the other Living Labs and their projects.

4.6 Resources Creating an overview with available resources in the domain network of health and well-being is extremely difficult. Not only are the different Living Labs often project based organised and by so the used technologies… from a temporary nature, but also there is a permanent evolution in the domain. Also the setting and involved eco-system is mostly too project specific. This implies that these settings and collaborations are not often ‘re-usable’ for other type of projects. Due to this and the changing nature of the projects and sector, we do think it is more useful to list the various expertises of the members of the Living Lab. The knowledge center will be the primary channel through which members can describe their expertise and track record. The domain network will use a template covering all the different elements of information that Living Labs have to provide. During the workshops and showcases the Living Labs will also have the opportunity to illustrate their assets. It will be the responsible of the domain network to assure that every member is up-to-date with the latest status of each of the Living Labs active in the field. The newsletter will be one of the main instruments to do so.

4.7 Business Model The domain network of Living Labs on health and well-being will consist primarily of Living Labs that are member of the European Network of Living Labs (ENoLL). Being a member is one of the prerequisite to be part of the core-group. In addition a supporting group will be established. This will be in line with the ENoLL policy on that level. As the domain network of Living Labs will operate from within the European network of Living Labs, the membership of this network is free of charge for ENoLL members.

For what concerns the various activities – this will be primarily done by the different members of the coregroup. They will be responsible for organizing the workshops, establishing the taskforces… This has to be considered as an investment of the Living Labs that are active in this network. Not only will they help themselves and the other Living Labs, but it will create opportunities for new projects. In other words, Living Labs that want to be member of this network will actively have to contribute.

For the events and workshops, this will be done under the umbrella of ENoLL. These events will be organized on a self-sustainable basis: either through specific project contributions or through access fees.

The latter will be kept to a strict minimum and at a very low fee. In order to be able to do so the domain network will try to cooperate and team up with existing domain specific organisations and events.

For what concerns the specific services towards SMEs (such as matchmaking, eco-system analysis…), here the model is dual. Either it is part of the standard assessment trajectory of a Living Lab (eg. finding partners in setting up new collaborative projects) or it is a very specific assignment performed by the Living Lab. For the latter a cost can be claimed to the SME. If necessary, the search for (additional) funding can be part of this exercise. Preferably this is a public-private partnership where it is a collaborative exercise in which the SME also take an active part.

For project acquisition, service delivery… it will always be the participating Living Labs that will jointly discuss how costs and revenues are being handled. The basic principle is that the network will work towards cross-border activities in which both local and remotely Living Labs are active. This is crucial in the referring task each member has.

5 APOLLON Energy and Efficiency Domain Network chart 5.1 Preliminary organizational model The Energy Efficiency thematic domain network is open to the Living Labs that are active in this domain.

Any Living Lab or organization that is a member of ENoLL can be involved in the Energy Efficiency Network.

Also, organizations and individuals that are part of the Ecosystem of a Living Lab which is a member of ENoLL can be associated with the Energy Efficiency Domain Network

D6.6 Establishment of Sustainable thematic domain Living Lab networks The APOLLON Energy Efficiency Domain Network will be part of the Thematic Sub Group on Energy Efficiency, Sustainable Energy and Climate Change, under the coordination of the Work Group on Thematic Domain Living Labs (see Figure 1).

5.2 Scope The European Commission has adopted an Action Plan aimed at reducing greenhouse gas emissions by at least 20% compared to 1990 levels (or by 30% if the conditions are right), increase the share of renewable energy in final energy consumption to 20%, and achieve a 20% increase in energy efficiency. This is the 2020-20 strategy. The role of buildings in reducing greenhouse gas emissions is emphasized, as they represent around 40% of all energy use, through introducing minimum requirements for the energy performance of buildings.

In November 2009, European Union lawmakers agreed that all new buildings would have to comply with energy-performance standards, and supply a significant share of their energy requirements from renewable sources by 2020. The public sector must lead the way through buildings with "nearly zero" energy standards by the end of 2018.

Reducing energy consumption and eliminating energy wastage are among the main goals of the European Union. The European Commission has set five main strategic objectives: 1.

Strengthen the external aspect of the European energy market

Energy Efficiency is the only horizontal domain that addresses all the 5 strategic objectives and therefore has and will continue to have a crucial role in European policy. Nevertheless, there is great market fragmentation which has resulted in the local lockdown of solutions and products, restricting them to APOLLON ICT PSP Project

D6.6 Establishment of Sustainable thematic domain Living Lab networks specific SMEs, and also several interoperability issues between member states regarding energy systems and equipment as well as regulatory differences.

Therefore, the Energy Efficiency Thematic Domain Network has a key role to play in the cross-border aspect for energy efficiency, helping SMEs to reach new markets, promote partnerships between SMEs, Universities, Municipalities and Research Institutions and fostering RD&I. The matchmaking of partnerships and the cross-border support between organizations which are part of the Living Lab ecosystem are the main roles of the thematic network. The main focus of the network will be centred in the sharing of best practices and success cases between Living Labs, in order to promote excellence in the domain network and guidance for new Living Labs joining the network.

5.3 Challenges The establishment of a Living Lab which acts in the area of Energy Efficiency and/or the promotion of crossborder activities between organizations has four main challenges: -

Lack of Interoperability of information systems, to cope with the growing mobility of European citizens, both at the national and international levels, resulting in product and/or solution lockdown, IPR issues, etc.

-

The fragmentation of stakeholders and technological solutions in the energy efficiency market, throughout the value chain, conflict with proprietary solutions, lack of critical mass for SMEs, etc.

-

Local market, legal and regulatory particularities: the domain of energy efficiency health is subject to regulations that differ from country to country. Therefore performing projects in this domain does not only require a thorough insight in these aspects but also implies that often specific procedures need to be followed (e.g. equipment certification). This offers also a bottleneck in the feasibility for cross-border pilots. Setting up mirror projects or simply transferring one set-up from one context to the other is only possible if it is assessed and adjusted to these local rules. Also, different degrees of unbundling of the energy networks lead to totally different business model feasibility, thus requiring local knowledge for cross-border actions to succeed, particularly at business level.

Establishing relations of trust: to support clusterization and gain in momentum, a Living Lab in Energy Efficiency needs to bring together all the stakeholders on its ecosystem, promoting networking in Business-to-Business relationships throughout the value chain of energy services and products at the local or cross-border level. Also, the facilitation of partnerships between RD&I institutions, Universities, municipalities or other stakeholders is the key to allow for an businessfriendly environment of trust at the Living Lab ecosystem level.

5.4 Objectives The objectives of a community of Living Labs operating in a network within the domain of Energy Efficiency are in general threefold. First it has to be an environment in which the various partners can share best practices and success cases; second it also has to be an active community that provides its members with APOLLON ICT PSP Project

B. An active community •

First, the network of Living Labs, need to address specific needs of the community with regard to user driven innovation in the domain. These issues (e.g. energy consumption data anonymity, European Standardization in energy, etc.) are the subject of the various activities of the Network (events, taskforces, etc.);

Subsequently, based on this need-identification, the network of Living Labs will have to create different taskforces that focus on the development of specific Living Lab tools, methods and techniques specifically targeting the challenges of the domain of Energy Efficiency (e.g. best practices for cross-border testing of products and services, national regulatory guidelines, etc.)

•

Thirdly, the Energy Efficiency network needs to be a facilitator for cross-border transfer of technology, research and business, allowing for organizations of distinct Living Labs to establish trust-based relationships (e.g. business, exploration of new markets with innovative products and services).

C. A collaborative community •

The network of Living Labs in Energy Efficiency has to be a collaborative community, striving for the clusterization of organizations in their specific domains. Each Living Lab must have an updated registry of their ecosystem at all times in the Domain Network electronic platform, in order to promote national and cross-border collaboration;

The Network has to enable an easy access to the various Energy Efficiency eco-systems all over Europe. By so, stakeholders, public and private partners, are able to set-up large-scale, comparative cross-border projects.

5.5 Domain Network Services offered to Living Labs and SMEs Based on the survey answered by Energy Efficiency-related Living Labs (see Annex 5) and the APOLLON results in cross-border experiments, the services that the Network will provide to its members are: •

Matchmaking for projects: Living Lab registry, with description of organizations, areas of expertise, portfolio of projects, etc.;

•

Benchmarking platform: Living Labs and their organizations will have a knowledge repository for technologies, services, products, integrated solutions, business models, etc., referenced in order to facilitate matchmaking;

•

Activating the Network: as it is already done by ENoLL, but particularly concerning Energy Efficiency matters, the Network will keep its members up to date with European Calls & Tenders, and important events, in order to promote visibility of the member Living Labs and facilitate partnerships;

•

Engaging the Network: integrated in ENoLL events, the Domain Networks will have their part to play, with thematic domain workshops, roadshows and seminars (e.g. ENoLL Summer School);

•

Advertisement Board: Living Labs which are oriented for product testing and experimentation who which to harbour product or service testing will be able to advertise their availability and terms;

Knowledge Repository: interactive online tool for member Living Labs, allowing for each member to contribute with best practices, record of products and services, academic publications, etc. The Repository will receive inputs when a Living Lab becomes member of the Network, by means of an inventory to be filled by each participating stakeholder in the eco-system (Living Lab, SME, Academic partner or Public Organization) referring core activities, examples of projects and/or pilots established, specific infrastructures, technology platforms (test-beds), tools, methods and techniques. Also, stakeholders providing end-user services or business-to-business solutions will describe their activities and specializations as well as business domains (in order to facilitate matchmaking between stakeholders), cross-border partnerships or international experience cases should also be described; this should be regularly updated by the Living Lab.

5.6 Resources The resources of the Energy Efficiency Thematic Domain Network will stem from those available to ENoLL Work Groups.

5.7 Business Model As part of the ENoLL, the Network is sustained by the annual fees that members pay to ENoLL. The overall Business Model identified in chapter 3 of this document will be adopted.

APOLLON eManufacturing and Logistic Domain Network chart

6.1 Preliminary organizational model The eManufacturing thematic domain network is open to the organisations and individuals that are active in this domain. Actually there are Living Labs from Germany (SAP Research Future Factory Initiative) and Portugal (Fiapal and Alfamicro) involved. These LL's "acquired" local SMEs to run some use cases that all stakeholders agreed to (see figure 6.1).

Initially we also considered a Living Lab from Hungary (Hungarian Vehicle Engineering Cluster) as an active player but due to the economical crisis in 2009 we jointly decided to reduce HVEC's involvement to a minimum so that our hungarian partners can focus their efforts on the tough situation that they faced.

6.2 Scope This work package aims to do a pilot of the cross border network of Living Labs in the manufacturing domain. Thus, this experiment does: •

Advance the state of the art by adapting an SAP Research Middleware for Device Integration (MDI) prototype to support cross-border services and activities

•

Improve collaboration amongst local SMEs and help them build services that are useful to relevant manufacturing use cases of interest to all Living Labs

•

Initiate and improve collaboration amongst selected trans-national SMEs such that they can produce as well as consume each others' services using the platform as a basis

Moreover, potential inter-SME activities will be stimulated that are of benefit to all stakeholders (SMEs, Living Labs, and the local economy).

Together with SMEs the work package will also focus on development of additional, relevant services in the domain. This will enable to assess the methods on involving SMEs as well as the inter-Living Lab collaboration.

6.3 Challenges As usual whenever new business partners get in touch with each other - and even harder when these business partners are coming from different countries - it wasn't easy to establish an infrastructure that serves as robust and common platform to support knowledge exchange from a technical as well as from a business point of view. Using methods that are existing for along time such as: •

document- and software exchange and download tools to provide the technology - namely the SAP Research MDI prototype to our portuguese partners

•

web conferencing and phone conferencing tools to collaborate regularly on a weekly basis

•

face to face workshops

All these different tools help to run and maintain projects that are bilaterally driven but for mor complex situations you would need a more sophisticated environment that really fulfils the meaning of a collaboration platform.

This was identified as THE final goal of the eManufacturing work package to build a platform that addresses any kinds of collaboration requirements that are in focus for SMEs which are seeking for new market opportunities.

Finally we can state: It’s not a challenge to run projects/businesses if you already know each other – THE challenge is to get to know each other and to get to know that you can get/sell great technologies to others that are not just around the corner.

Beside these challenges that are directly connected to the APOLLON project there were challenges that hit our project setup in the beginning and had a strong impact to the WP4 setup as such - namely the economical crisis which did not allow our hungarian partners to stay as an active player with APOLLON but to "reduce" their involvement to a contribution to the final WP4 deliverable explaining the consequences of worldwide economical changes to the business execution for national LL's and SMEs.

6.4 Objective The objective of WP4 is to build such a common collaboration platform as mentioned above that can be accessed by every interested party - mainly SMEs - to establish and run trans national business partnerships.

7 APOLLON e-Participation and Media Domain Network chart 7.1 Organizational model The work of the e-Participation and media strand of the APOLLON project has enabled new links to be made between organisations across Europe who promote the use of Living Lab processes for testing new eParticipation products and services with citizens.

In the case of the e-Participation and media strand, this has involved the IBBT (Belgium), Issy Media (France) in Issy-les-Moulineaux and Manchester Digital Development Agency, Manchester (UK) working together to carry out cross-border pilots of SMEs products.

You are invited to send an expression of interest with a brief profile and an indication of the working groups of greatest relevance.

In the e-Participation and Media domain we have collaborated and organized our work in an informal way, which allowed the different partners involved to contact directly the partners in an easy way. This is one of the strong points explaining the success of the e-Participation and Media domain notably in integrating the SMEs in each phase of the project.

In order to build on the work of the e-Participation and media strand of APOLLON and to develop an eParticipation and Media Thematic Network, the following organisational model is proposed: 1. A management group, initially made up of the three Living Labs from the e-Participation and media strand (IBBT, Issy Media and MDDA), is formed. The work of this group will include: -

Promoting the Thematic Network and the cross-border Living Labs services the Network provides (as proposed in section 4.5 below) to local stakeholders and SMEs.

-

Put in place a revenue-generation model (some ideas are proposed in section 4.7 below) to ensure that the activities Network (in particular the Manager role described below) can be resourced.

-

Review proposed new members of the Network (e.g. by carrying out checks to ensure that the new member can carry out cross-border Living Labs work to an expected standard).

-

Drive the future direction of the Network through surveying demands of local SMEs, responding to national and EU policies and setting up appropriate services as required.

2. A Thematic Network Manager is employed to support the development of the Network. The work of this Manager would include: -

Provide administrative support to the Network.

Regular review of local Living Labs "eco-systems" to identify potential new members.

Identify and develop revenue generation opportunities.

Promoting the work of the Network by acting as its "public face".

7.2 Scope In the last ten years, digital Media have succeeded in transforming the global media landscape. Every part of the industry, from television to movie industry, from newspapers to music has seen the way people consume media content change dramatically. The media creation, promotion, delivery and buying act have all been impacted. Business models are changing so fast that the industry tries more to keep old models than experiment new ones.

D6.6 Establishment of Sustainable thematic domain Living Lab networks Web 2.0 technologies have even amplified this change of behaviour by providing cheaper disseminating technologies allowing a new media to reach millions of readers with almost no capital expenditures.

Media have an important role to play in e-participation and e-democracy as they foster new ways of developing user participation as active co-producers of content and services. They contribute to strengthen the process of open innovation, to maximize impacts in terms of social cohesion.

New telecommunication networks as 3G+, 4G, Wimax, FTTx and new devices as iPhone, Android smartphones, and notebooks generate also new consumer behaviours for the media industry.

Living Labs can be an opportunity for conventional media to test alternative business models and new media channels to get user feedback in early stages. At a time when consumers are overwhelmed with digital contents and when every other media is just one click away, getting consumer attention and loyalty is everyday a bigger challenge. At the European level, thousands of start-ups are created every year and have to develop themselves in this worldwide competition. A successful company can have more than 10 employees after one year and 50 after two years. This gives an idea on the potential employment impact of an environment that helps companies to succeed.

As such, the scope of the e-Participation and Media Thematic Network would be focused on: -

Enabling local SMEs and citizens with new ideas and products for using e-Participation for citizen engagement to gain access to local resources which can be used to test and evaluate those new ideas and products;

Take clients through a structured process for evaluating new ideas and products;

-

Facilitate introductions to useful business contacts locally and across Europe;

-

Showcase new ideas and products at a local and European level;

-

Provide a Single Point of Contact for local stakeholders wishing to use Living Labs methods to improve services;

-

Share best practice across the Living Labs organisations in the e-Participation Domain Network.

Engage users early in the development process of new Media technology in order to better identify their needs and match their expectations

Support the development of local Living Labs “eco-systems” by working with members to identify local organisations who already offer services to support SMEs and bringing them together as a “catalogue” of local Living Labs resources.

7.3 Objective The e-Participation and Media thematic domain networks aims to generate value through members’ interaction, sharing and co-creation. The domain network will allow all players to launch new initiatives and transform social capital into business and make available all the resources and assets. 7.5 Domain Network Services offered to Living Lab and SMEs Identification of core services the Domain Network makes available to interested organizations that want to run pilots.

7. How to find the right stakeholders for a pilot?

8. How to find the right partners for an integration pilot?

9. How to choose the right methods, tools and format for an experiment (and assess needs beforehand)?

7.6 Resources Here is below the place to describe the list of Resources and Services that could be shared among members of the e-Participation and Media Thematic Domain Network (access grant to be discussed case by case or project by project like in any Research Infrastructure). For each Living Lab, the list of resources and services should be described in the following way: the first entry should be the name of your Living Lab and the link to your website followed by your list of resources and services as presented below in a generic way. For example, resources could be specific infrastructures, technology platforms (testbeds), tools, methods and techniques. Services could be scientific services such as conducting an empirical study with your local user communities within your own cultural environment (these kind of services could be used by other regional Living Labs and SMEs in order to better address the EU market).

One of the main outcomes of the Apollon project is the establishment of a validated methodology for cross-border Living Lab activities. The living labs initially involved in the e-Participation and media experiment within Apollon, now at the core of the e-Participation and media domain network, will share this methodology with the new members of the network, providing guidance and assistance where needed.

As a reminder, the three living labs concerned are Issy-les-Moulineaux Medialand in France (www.issy.com), Manchester Digital Development Agency in England (http://www.manchesterdda.com/) and IBBT in Belgium (http://www.ibbt.be/en).

7.7 Business Model The APOLLON approach leverages past experiences and investments to supplement cross-border pilots of best of class methods for setting up, developing and sustainable operation of Living Labs. A main focus will be on SMEs that have or need access to other European national markets and providing the scale needed for pan-European product or even for global service innovation.

The APOLLON project will bring yet another dimension to the traditional Living Lab research, as it focuses on Living Labs operating in cross-border networks. This highlights the need for coordination and support APOLLON ICT PSP Project

Thus special focus will be paid for developing sustainable governance and collaboration tools and processes for project management, and creating a platform for knowledge sharing, user involvement and collaborative learning both in thematic, domain specific Living Lab experiments, as well as in the whole network level.

An integration framework (e-Participation and media domain) In this domain our objective is to transfer and integrate several locally tested applications into each of the different Living Labs active in the network. By deploying the integrated solution in all of the Living Labs we can test more accurately the advantages, best practices and limitations (on an organisational, technical and research level) of cross-border activities within the network.

In the description of our business model we prone for a flexible approach which can be presented as follows: Service Exchange Model The SME pays the local living lab for a cross border test. The remote living lab is in charge of the test. In exchange the remote living lab can ask the local living lab to realize a test for one of its SMEs. Fixed price Model The local living lab sets the price for a local experimentation. The price is multiplied by N (where N = number of cross-border living labs joining the project) for similar tests in foreign Living Labs.

Client exchange model Based on a list of service description from Living Labs, the local living lab offers the service of a foreign living lab to a local SME. The foreign living lab is paid. This is a win-win solution: the local living lab can satisfy a customer, while the foreign living lab gains a new customer.

Before the above models can be put in place, some logistical and management processes would need to be set up, including: -

Writing of standard / template Service Level Agreements (SLA) / "contracts" between cross- border Living Labs in the Network when "handing over" an SME from the local Living Labs to the remote one, and vice versa. The SLAs would need to be generated to ensure that a “quality of service� could be maintained in the Network, that the participating SME can ensure that work is done for them, and that both the local and remote Living Lab are clear on their roles and responsibilities.

Availability of translators to enable SMEs who cannot speak in other languages to use the services of the Network (e.g. an SME from UK which cannot speak French but wants to carry out a pilot in France). The availability of translators could also be an asset and / or revenue generator for the Network, as the translators could offer services to translate user interfaces, documentation, etc. of SMEs products.

8 Conclusions and outlooks This document reported the rationale and the different phases for the development, the design, the establishment and launch of the APOLLON Domain Living Lab Networks, including the final charters whose description came from the contribution of the different vertical WPs (and the experience of the pilot ran in the different domains with APOLLON cross border approach in Living Lab) and the support of WP6.

The description of the Domain Networks as been performed identifying objectives, missions, rationale and main actors (core Living Labs providing Services and show cases) but also, in some cases, potential resources available and the way to best leverage them (to launch new future pilots based on the project experience).

The Domain Networks established will be transferred after project completion (M31) in ENoLL (as natural gateway for these domains to continue operating as planned in the Project DoW) with a specific agreement between the APOLLON Project and the Network of Living Labs.

In order to conclude and evaluate the activity conducted for the establishment (and run) of the APOLLON Domain Living Lab Networks the following Key Performance Indicators (originally identified in the Project Dow) are reported (at the level of this report date – M24).

The indicators are not fully met since they are related to the date of report (October – November 2011). In addition to this, it is expected the APOLLON Final Event to play a key role in the Domain Network organization involvement (considering also that four parallel workshop per domain plus dedicated workspaces are organized). The APOLLON Final event will also be focused on Domain Network as one of the major project outcomes, and will present these results to a wide audience including Open Cities, FIRE Community, Living Labs (considering organizations interested in sixth wave launch) and Eurocities.
