N E W S B RI E F S U.S. ATTORNEY: CITYTIME PROJECT “CORRUPTED TO ITS CORE” More people were charged with fraud Monday in connection with the scandal involving CityTime, the city’s computerized payroll system. U.S. Attorney Preet Bharara and the city Department of Investigation revealed today that more than $600 million in the CityTime project was tainted with fraud. Previously, prosecutors said the fraud had only involved $85 million. On Monday, the authorities revealed indictments against TechnoDyne, a subcontractor based in Wayne, N.J., and Padma and Reddy Allen, two top executives in the company. Authorities believe the Allens have fled to India, and they are working to get the suspects back to the United States. “This scheme to overbill the city appears to have been systemic. Its reach extended across virtually every level of the CityTime project, allegedly involving over $600 million in city funds, more than $40 million in kickbacks and an international network of shell companies and accounts created for the sole purpose of laundering criminal cash,” said Bharara. “In short, today we allege what many have long feared. The CityTime project was corrupt to the core by one of the most largest and brazen frauds ever committed against the City of New York.” City Comptroller John Liu said in a statement, “Today’s announcement unfortunately sheds more light on just how flawed the management of the CityTime project was. According to the indictment ‘virtually the entirety of the more than $600 million that was paid to SAIC was tainted directly or indirectly, by fraud.’ New Yorkers can hope that this will eventually lead to restitution for the hundreds of millions of dollars paid on an outof-control project, years overdue and, ten-fold over budget.” WALCOTT JOINS PUSH TO BRING BACK MID-YEAR REGENTS Schools Chancellor Dennis Walcott is pushing to bring back midyear Regents exams. Walcott has joined together with superintendents from Syracuse, Buffalo, Yonkers and Rochester to petition the state to restore funding for the exams. Regents were given three times a year until last month when education officials cut the tests to save $1.4 million. Superintendents say the move could delay graduation for students. The city says 2,400 school kids graduated in January after passing the mid-year exam. State officials say they’re pushing for funding, but only $7 million of the $15 million needed to pay for the exams has been budgeted.

Obama to give address on Afghan troop drawdown WASHINGTON — President Barack Obama will address Americans from the White House at 8:00 p.m. tonight on the scale and pace of his Afghan troop drawdown, his spokesman said. Obama will take center stage to explain to Americans how many soldiers he proposes to bring home from the war after ordering a 30,000 strong surge into action in 2009. There are a total of 99,000 U.S. troops deployed in Afghanistan. “The president will address the nation from the White House to lay out his plan for implementing his strategy — first unveiled in December 2009 — to draw down American troops from Afghanistan,” Obama spokesman Jay Carney said. A senior U.S. defense official said Obama would “likely” withdraw 10,000 U.S. troops by the end of the year but Carney said purported leaks on troop numbers were mere speculation and many had predated the president’s final decision. “He has made his decision,” said Carney. “I will leave it to the president to make his announcement.” Some analysts expect Obama to chart a glide path, steadily pulling back American forces as he builds up to the planned Afghan security takeover in 2014. Obama will also be expected to explain to Americans that his surge has wrought slow, but significant progress, particularly in southern Afghanistan against the Taliban and foreshadow operations in key eastern districts. White House officials say that since Obama came to office, and poured new resources into a war they argue was under-resourced by George W. Bush’s administration, real gains have been made against Al-Qaeda. In December 2009, Obama laid out a new war strategy designed to disrupt, dismantle and defeat Al-Qaeda, break the momentum of the Taliban and to offer the Afghan government space to move towards a security takeover. “We have made significant progress towards achieving those

goals,” White House spokesman Carney said. “Obviously, the most sensational and significant data point in that progress is the elimination of Osama bin Laden.” “But there has been enormous progress in disrupting and dismantling Al-Qaeda in the AfghanistanPakistan region beyond and below Osama bin Laden.” Obama combined his troop surge announcement with a promise to start withdrawing troops in July 2011, in a signal to wavering U.S. public opinion on the war and to tell Afghan leaders the United States would not stay for ever. U.S. discontent on the war is steadily rising, and Obama will be keenly aware of public opinion as he plots his 2012 reelection race. In a CNN/Opinion Research poll published this month, 62 percent of

respondents opposed the war in Afghanistan in which 1629 American soldiers alone have been killed, according to the website iCasualties.org. War skeptics argue meanwhile that the just less than $10 billion a month cost of the war is unsustainable while the United States struggles with its huge debt burden. The decision on withdrawals comes as the United States has opened a fragile process of outreach to the Taliban, which cautious officials have said is only preliminary in nature. Backers of the surge have said that the Taliban will only countenance serious reconciliation talks if the group’s commanders feel they are under pressure from a strong U.S. military footprint in Afghanistan.

New York same-sex marriage bill tied to other issues By DAN WIESSNER ALBANY — The fate of a bill that would legalize same-sex marriage in New York was up in the air yesterday as it was linked to progress on rent control for apartments in New York City and a property tax cap. The same-sex marriage bill, which would make New York the sixth and largest state to allow gay nuptials, needs only one more Senate vote to pass. Undecided senators have cited concerns over exemptions for religious groups and individuals as the sticking point in negotiations. But a vote on the measure is also being delayed as legislative leaders and Governor Andrew Cuomo, who proposed the bill, have reached an impasse in negotiations over separate issues including rent control and a cap on property tax increases.

Cuomo and Democratic lawmakers favor expanded rent laws, while the Senate’s Republican majority is seeking a simple extension. Emerging from a closed-door meeting with Cuomo, Assembly Speaker Sheldon Silver and Senate Majority Leader Dean Skelos said a “framework” agreement had been reached on the rent laws and tax cap, but refused to offer details or set a date for a Senate vote on same-sex marriage, which passed the Assembly last week. Skelos said he expected the legislature to break for a summer recess today. Silver dismissed the notion that the marriage bill was directly linked to the other issues, and said amendments to strengthen religious protections were under discussion. Gay-rights advocates remained optimistic, noting that the marriage bill’s transformation into a key bar-

gaining chip is a sign that it has a good chance of passage. “People are very hopeful; there are a lot of positive signs,” said Dan Weiller, a spokesman for Empire State Pride Agenda, the state’s largest gay rights group. While only one vote more is needed to pass the measure, most observers believe it needs the support of an additional two or three lawmakers to shield any single senator from becoming the deciding vote. A group of three undecided senators has met privately with Cuomo several times this week. If the bill is passed, it would make New York the sixth — and most populous — state to legalize gay marriage, joining Massachusetts, Connecticut, Iowa, New Hampshire, Vermont and the District of Columbia. Four states have civil unions. Samesex marriage is banned in 39 states.

Michelle Obama meets with Mandela in South Africa By CRAIG JOHNSON First Lady Michelle Obama met with former South African President Nelson Mandela yesterday as part of a weeklong visit to the continent, according to a spokeswoman for the first lady. Accompanying her on her visit with Mandela were a nephew, Avery Robinson, 19, and a niece, Leslie Robinson, 15, children of Obama’s brother, Craig Robinson, according to Semonti Stephens, deputy communications director for the first lady. Obama also was expected to visit other luminaries in the country after arriving in Pretoria Monday night. The first lady’s trip highlights the value of South Africa as a viable partner with the United States in issues other than politics, said John Campbell, who holds the Ralph Bunche chair in African Policy Studies at the Council on Foreign Relations. “What is significant about the trip is that it underscores the fact that South Africa, since the establishment of nonracial (politics) has had a string of credible elections, is a country characterized by the rule of law, and is a democracy,” Campbell said. “Twenty-five years ago I think relatively few of us would have predicted such a happy outcome.” Obama is scheduled to visit several historical sites, including Robben

Certainly before her, Laura Bush made a number of trips to Africa as well and was very well received.” The visit will further raise the profile on the continent of the first lady and the president, whom many Africans regard as a favorite son. “The Obamas as a couple are extremely popular in Africa and obviously 100% well-known there,” Steve Howard, director of African studies at Ohio University, said. “Her husband can’t spend that much time there so they are dividing the

labor, and she is representing them in South Africa, which is a major media market as well.” Howard said Michelle Obama’s visit especially will resonate with the nation’s youth. “It has an enormous young population, probably more than 60% of the population is under 18,” Howard said, “and they have a lot of healthrelated issues, particularly AIDS, and so everything she does there will help bring attention to global health issues.” She is also expected to visit Nobel laureate Archbishop Desmond Tutu as well as Soweto, just outside Johannesburg. In addition to visits with top leaders, Obama will be a distinguished guest at several public events, meet embassy officials and take part in community service projects in both South Africa and Botswana. “The trip is a continuation of Mrs. Obama’s work to engage young people, especially girls and young women, at home and abroad,” the White House said. Her visit to neighboring Botswana on Friday will include attending a tribute to girls overcoming obstacles as well as a luncheon with women leaders. She will also meet with President Ian Khama before retreating to a local game reserve for the weekend. After a safari, she is scheduled to depart from the Botswana capital of Gaborone on Sunday.

Highlights at this year’s event include a debate between National Action Network founder and civil rights leader Rev. Kansas City police say 1970 killing solved KANSAS CITY, Mo. — Police and prosecutors in Kansas City say they have solved the 1970 killing of Leon Jordan, a former police officer and Black political leader. The Police Department released a 900-page report Monday that said the shooting was planned by James “Doc” Dearborn, a leader of a criminal organization, the “Black Mafia,” and that the traditional Mafia also may have been involved, The Kansas City Star reported. Dearborn was killed in a 1985 shooting. Jackson County Prosecutor Jean Peters Baker said the case is now considered closed, and her office does not intend to bring any charges. The suspected mastermind and many witnesses are dead.

“It would be an impossible prosecution at this point in time, given where people are,” Peters said. Sgt. Richard Sharp, who headed the recent investigation, said Jordan, founder of Freedom Inc., had ties to both white and Black criminals and had annoyed them both. In 1965, he punched a legislator with ties to the Italian Mafia, and he and Dearborn allegedly fought over a woman. “It was a lot of the little things that pushed it over the edge,” Sharp said. Dearborn and two alleged associates were indicted for the killing in 1973. When one of the alleged triggermen was acquitted, charges were dropped against the others.

Part One So far, the month of June has been an extraordinarily exhilarating time for me. As I witnessed the diversity or holistic ministry, to which I have been called, implemented before my very eyes, and the love and appreciation accorded me, I had feelings of vindication and euphoric fulfillment. The first event was held on Thursday, June 2, 2011. I received the Brooklyn Without Borders Award bestowed by the Brooklyn Hospital Center (BHC). Other awardees included Mr. Jonathan Weld of Shearman & Sterling, LLP and the immediate past Chairman of BHC who received the Founders Medal; Dr. Shafiqur M. Rahman, MD of the Department of Internal Medicine’s Division of Infectious Diseases at BHC, the Walter E. Reed Medal; Dr. Sumatilal Shah, MD of the Department of Internal Medicine’s Division of Cardiology at BHC, the Walter E. Reed Medal; and, Charles R. Modica, JD, the Chancellor at St. George’s University, the Partner in Health Award. On June 4, 2011, I was honored in another way. It was the

Both are the fifth generation of ministers in our family. On Wednesday, June 8, 2011, I visited a women’s prison in Clinton, New Jersey. On Tuesday, June 14, 2011, I was back at Sullivan Correctional Facility for another awards ceremony. I was still on “cloud nine” from the last ceremony. (See Daily Challenge Articles dated April 27, 2011 and May 11, 2011.) However, this awards ceremony was not about me, or the other awardees. It was really about the organization, Recognizing Inmate Achievements Awards (R.I.A.A.). It was the second anniversary of R.I.A.A. I was impressed by this creative venture, which was conceived and implemented by the inmates. R.I.A.A.’s mission addressed one of the major concerns of inmates as well as those who are involved in prison-related work. Continued on page 5

The danger of free trade agreement By BILL FLETCHER, JR. The Obama administration has been pushing major free trade agreements, including one with Korea and Colombia. Yet, for all of the discussion in the media, it is not always clear what a free trade agreement actually is and what it means for us. Free trade is fundamentally about getting rid of tariffs or taxes on goods that are traded between countries. That may sound fair and equitable but concretely it can have a dramatic impact on a country’s ability to develop an economy. Consider a country that has a very developed economy that decides to trade with a less developed country. The developed country sells manufactured goods to the less developed country and the less developed country trades agricultural items, such as cotton. The less developed country may not have sufficient technology to produce the manufactured goods, either at all or cheaply.

Well, this sounds all well and good, but let’s say that the less developed country wants to develop their ability to manufacture goods. As long as the less developed country is importing cheap, manufactured goods from the more developed country, it will be nearly impossible to develop their own manufacturing sector. Therefore, the less developed country may choose to impose tariffs or taxes on the imported manufactured goods so that they are more expensive and the manufacturing sector in the less developed country has a chance to grow and compete. Sound familiar? It should, this was the basic scenario, which in addition to slavery, contributed to the U.S. Civil War. The South sold cotton to Britain and France and bought cheap manufactured goods. The North was trying to build up its own industry but could not as long as it had to compete with the cheaper goods from Europe. It was in that context that taxes were imposed on manufactured

goods coming into the USA. So, one impact of free trade carried out by developed countries like the USA is that they often undermine the ability of underdeveloped countries to create healthy, balanced economies. Instead the underdeveloped countries are often forced to rely on one or more exports, many times agricultural or mineral. What does free trade mean in today’s USA? For us it represents a changing global economy in which the transnational corporations, seeking the cheapest labor costs, and the fewest restrictions, utilize free trade as a means to not only eliminate certain taxes, but also to eliminate various laws and regulations. The North American Free Trade Agreement, for instance, inhibits governmental bodies at the state/provincial, county, and municipal levels from implementing certain environmental standards that may be judged by those who oversee the terms of NAFTA as hurting the so-called free market and harming

the sale of products of one country over another. Free trade can also mean that companies can quickly relocate to another country with relative ease, generally leaving an economic disaster in their wake. Each time free trade agreements are passed, working people in the affected countries inevitably come up short. There are regular, rhetorical guarantees that the free trade agreement will benefit everyone, but as has been seen with NAFTA, hundreds of thousands of jobs were lost in BOTH the USA and Mexico, and in the case of Mexico, their agricultural sector has suffered catastrophically. The next time you hear about free trade agreements you might want to put your hand on your wallet...and with the other hand, dial your elected representatives and ask them how this can possibly benefit the regular working man or woman.

While mortgage lenders pay millions, Black America loses billions By CHARLENE CROWELL In recent months a series of settlements by the federal Department of Justice signal that charges of discriminatory lending not only have validity, but occur with amazing similarity in different locales. In the past week, a lawsuit against mortgage lending practices in the St. Louis metropolitan area ended with a $1.45 million settlement to resolve charges of discriminatory patterns and practices. Midwest Bank Centre agreed to open a full-service branch in a majority African

American area of the metro. Additionally other terms of the settlement call for $900,000 to increase the amount of lending to majority African American neighborhoods; $300,000 for consumer education and credit repair programs; and $250,000 for outreach to promote their products and services to prospective customers. In a separate but related action, Nixon State Bank, of Nixon, Texas, will pay nearly $100,000 to settle a lawsuit that charged with bank engaged in discriminatory practices on the basis of national origin. cured consumer loans, a violation of the Equal Credit Opportunity Act. If these settlements sound familiar, you’re right. Earlier this year, a similar settlement focused on Detroit and the practices of Citizens Republic Bancorp and Citizens Bank of Flint, Michigan. In this settlement, the banks agreed to open a loan office in a Detroit African American neighborhood and invest approximately $3.6 million in Wayne County. In December 2010, Prime Lending, a national mortgage lender with 168 offices in 32 states, agreed to pay $2 million to end a lawsuit that alleged African American borrowers were charged higher annual percentage rates of interest for prime fix-rate home loans and for home loans guaranteed by the Federal Housing Administration and Department of Veterans Affairs. Terms of this settlement required Prime Lending to begin in 2011 to implement policies to prevent discrimination. Beyond these four DOJ settlements, two additional lawsuits are still pending on behalf of residents in Baltimore, Maryland and Memphis, Tennessee. Both of these cities have alleged that Wells Fargo Bank violated fair lending laws that resulted in a higher number of unnecessary foreclosures in their respective locales. Both cities allege that disproportionate foreclosures and resulting economic losses were caused by steering Black consumers into high-cost, unsustainable mortgage loans. In Brooklyn, New York, eight African American homeowners were awarded more than $1 million in a jury trial against a developer, United Homes. While the defendant already announced plans to file an appeal, plaintiffs maintain that their respective purchases of renovated and

flipped homes were all appraised at inflated values reflected in significantly higher sales prices. It seems ironic that despite a series of laws enacted years ago to prevent these kinds of practices that in 2011, some of America’s lenders seem to be thumbing their noses to fair lending for all Americans. Million-dollar settlements are not enough to compensate communities of color for all the devastating financial harm that their illegal practices have wrought. According to the recently-released 2011 State of the Nation’s Housing by the Joint Center for Housing Studies of Harvard University, nearly half of foreclosure auctions in 2010 were located in just 10 percent of the nation’s 65,000 census tracts. According to the new report, homeownership rate declines for African-Americans (3.8 percent) and Latinos (2.1 percent) have outpaced those for white households (1.5 percent). As a result, these homeownership declines have erased the homeownership gains of the past two decades. CRL’s own research previously found that $350 billion of wealth has been lost to African-American and Latino families due to foreclosures and their rippling effects on neighborhoods. In the 19th Century, newly-freed slaves were promised 40 acres and a mule. In the 20th Century, African Americans were joined by progressive organizations and individuals to fight and win civil rights. In 2011, our silver rights are the issue.

Healthcare law seen aiding employer coverage WASHINGTON — Even though the number of Americans with health insurance through employers has declined, most will continue to get coverage through their jobs after the new healthcare law takes full effect, studies released yesterday said. About 61 percent of nonelderly Americans got their healthcare coverage through employers in 2009, down from 69 percent in 2000, according to a study sponsored by the non-partisan Robert Wood Johnson Foundation. Low and moderateincome families employed by small firms were the most likely to be affected by a loss of employer-sponsored coverage. Julie Sonier, a senior researcher at the University of Minnesota who helped write the report, said the erosion in employer-sponsored insurance in the decade before the healthcare law was enacted underscored the need for action.

expects the healthcare overhaul signed into law last year by President Barack Obama to help small businesses provide medical coverage to employees. “Our results show significant health care cost savings (under the law) to firms with fewer than 50 workers, as well as a small increase in the number of people covered by

their employer-sponsored plans,” the Urban Institute study said. The law includes some tax incentives for small employers to provide coverage and penalties for large employers with employees who receive subsidized medical coverage on state-based exchanges that will go into operation in 2014. “The evidence suggests the Affordable Care Act may have a stabilizing influence on small firm coverage,” the study said. The studies counter a recent report by Chicago consulting firm McKinsey that said about 30 percent of employers will “definitely” or “probably” stop offering health coverage once the state insurance exchanges begin operation, which are to provide a place for small businesses and individuals to shop for health insurance coverage. That report sparked a fresh round of criticism of

Michigan to take over Detroit’s worst schools By DEEPA SEETHARAMAN DETROIT — Detroit’s poorest-performing schools will be placed in the hands of a new statewide authority next year, the latest attempt to turn around one of the worst education systems in the nation. Michigan Governor Rick Snyder announced on Monday that a new authority, dubbed the Education Achievement System, will operate the lowest 5 percent of schools in Michigan. Emergency manager Roy Roberts told reporters that the program will start with about 45 failing schools in fall of 2012 and expand to others the following year. Thirty-four schools are currently eligible for the program, a spokeswoman for the Detroit Public Schools said. Snyder, along with Roy Roberts, emergency manager for the Detroit Public Schools, announced the move at a press conference at a Detroit high school on Monday. U.S. Education Secretary Arne Duncan joined by teleconference. Many details are still being finalized, but local and federal officials stressed the urgency for sweeping reforms in Michigan and in particular Detroit.

“We’re fighting to save the city of Detroit,” Duncan said. “We are all united in a desperate need to get better faster.” The head of Detroit’s teachers union said the group was in agreement with many of the objectives of the program, but important questions about funding and resource allocation needed to be answered. “You can’t argue against the concept, but the devil is in the details,” said Keith Johnson, president of the Detroit Federation of Teachers. “How are they going to do it?” Johnson said his main criticism of the plan was that the union was not involved earlier in the planning stages. Snyder also launched a private fundraising program to

give all Detroit public high school graduates financial resources to attend at least two years of college or a career training school in Michigan. Snyder and Roberts declined to say how much this program would cost. They said they hoped to expand resources to be able to fund four years of higher education. “It is really about reinventing Detroit and doing it as a team effort as a starting point and then taking that success throughout all of Michigan,” Snyder told reporters. Over five years the authority can reach 5 percent of Michigan’s 4,000 public schools, or 200. Principals, teachers and staff will have

direct school control rather than central administrators, Snyder said. Roberts will serve as chair of the executive committee of the system during its startup. “For Detroit to be successful, it depends on having successful schools,” Snyder said. The system will be independent, but established through an agreement between Detroit Public Schools and Eastern Michigan University. Its 11-member board will have seven appointees by the governor, two by Roberts and two by Eastern Michigan. Roberts said Michigan has 92 persistently low achieving public schools, with 45 in Detroit. Weiner formally submits resignation from the House WASHINGTON — Democrat Anthony Weiner, caught sending lewd photos of himself to women over the Internet, on Monday submitted his letter of resignation from the House of Representatives, effective midnight yesterday. Under pressure from President Barack Obama and other fellow Democrats, Weiner announced his resignation last week after being ensnared in an Internet sex scandal, but waited until

Monday before declaring when he would leave. Democrats feared that Weiner had become a political liability to their efforts to win back the House from Republicans in next year’s elections. Once seen as a rising liberal star and likely future candidate for mayor of New York City, Weiner, 46, stood alone last Thursday when he announced he would leave Congress. His wife is a long-

time aide to Secretary of State Hillary Clinton. Weiner’s two-sentence letter of resignation was addressed to New York Governor Andrew Cuomo, who will call a special election to replace the seven-term congressman. Copies of his letter were sent to House Speaker John Boehner, a Republican, and House Democratic Leader Nancy Pelosi. In his letter, Weiner made

no mention of the scandal. He wrote, “I hereby resign as a member of the House of Representatives for New York’s Ninth Congressional District, effective at midnight, Tuesday, June 21, 2011. It’s been an honor to serve the people of Queens and Brooklyn.” Weiner, 46, represented parts of New York City in the House since being first elected in 1998. RABAT - Campaigning for a referendum on constitutional curbs to King Mohammed VI’s powers opened in Morocco yesterday with the main parties urging a “yes” vote in the wake of uprisings elsewhere in north Africa. The group, long seen as Egypt’s best organised political force, gained new opportunities after Mubarak was toppled by a popular revolt and his National Democratic Party was dissolved. Analysts saw the expulsion of Abul Futuh as a proof of simmering disagreements between younger Brotherhood members and its older and more conservative leaders. “This certainly shows the divisions among the Muslim Brotherhood,” said Mustapha al-Sayyid, a political science professor. “The young Muslim Brothers seem to favor Abdel Moneim Abul Futuh becoming a candidate for the presidency while others from the older generation do not want that,” he added. According to Sayyid, the group’s old guard wants to play safely in the election, preferring not to field a candidate in case he lost. Abul Futuh said in a statement that he was “not concerned” with the Brotherhood’s decision to expel him. “I am the candidate of all Egyptians and I am confident that I will get a majority of votes including votes of members from the Muslim Brotherhood led by its supreme guide, Mohamed Badie.” The Brotherhood became the biggest opposition bloc in parliament in a 2005 election, winning a fifth of the seats. Hall said it is clear that if families of murder victims are to ever have justice, The Bahamas must abandon the Privy Council, at least for murder appeals. One of the recommendations the Crime Council made to the Ingraham administration is to resume capital punishment. But various Privy Council decisions over the years have set such a strict standard for the imposition of the death penalty, the government has been unable to carry out the law in this regard.

Tido was convicted of the 2002 murder of Donnell Conover. The 16-year-old was found with her skull crushed, and her body burnt. The Privy Council said while Conover’s murder was “dreadful” and “appalling” it did not fall into the category for the worst of the worst murders and therefore the death penalty ought not apply. “The ruling by the Privy Council raises serious questions as to what is happening,” Hall said. “I understand to some degree the Privy Council has the last word, but certainly my big problem I’m wrestling with is what is the justice system saying to families of victims of murder, and then to persons who do the murder? “It seems that the whole system now is lending its way to criminality. And you feel embarrassed that you served on this thing and [crime] seems to be getting worse.”

OAS to assist officials in St Vincent and the Grenadines to combat trafficking in persons WASHINGTON — The Organization of American States (OAS) will train, on June 21 and 22, 40 consular and diplomat officials from St Vincent and the Grenadines, as well as personnel from the country’s Ministry of Foreign Affairs, Foreign Trade, and Consumer Affairs with the goal of increasing their awareness of the crime of trafficking in persons and strengthening their efforts to prevent it and fight it. Trafficking in persons is a modern form of slavery and a violation of basic human rights involving coercive sexual exploitation, forced labour and involuntary servitude, among others. The OAS program, “Capacity Development to Recognize and Address Anti-Trafficking in Persons within the Foreign Service in the Caribbean Countries,” has been implemented in 12 member states throughout the Americas.

Seven protesters killed in Syria during rallies By KHALED YACOUB OWEIS AMMAN - Syrian security forces shot dead seven people yesterday during clashes in two cities between President Bashar al-Assad’s loyalists and protesters demanding his removal, a leading activist said. The violence followed rallies organised by authorities in several cities in support of Assad, whose 11-year rule has been challenged by a threemonth popular uprising, prompting him to promise reforms on Monday, which were dismissed by protesters and world leaders as inadequate. Activists said people were killed when army and security forces intervened on the side of Assad’s supporters in the city of Homs and the town of Mayadeen in the tribal Deir al-Zor province, 40 km (28 miles) east of the provincial capital, near the border with Iraq’s Sunni heartland. Ammar Qurabi, head of the Syrian National Organization for Human Rights, said Assad loyalists, known as shabbiha, shot at protesters in Homs, Hama and Mayadeen, killing at least seven civilians and wounding 10. “It is difficult to say who started first, but the army’s armored personnel carriers drove through the (anti-Assad) demonstration firing at people. One is confirmed killed but seven more people suffered serious wounds,” a resident of Mayadeen said. Two residents in Homs said security forces fired at protesters who had staged a demonstration to counter a pro-Assad rally backed by secret police and ‘shabbiha’. Witnesses in Deraa said security forces opened fire to disperse several thousand protesters in the city’s old quarter who took to the streets in reaction to a pro-government rally in the Mahatta area which they said employees and army forces in civilian clothes had been ordered to attend. Syria has barred most international journalists, making it difficult to verify accounts from activists and officials. The International Committee of the Red Cross said Syria had agreed to give the humanitarian agency greater access to civilians and areas caught up in the conflict. After Monday’s speech, activists said Syrian forces extended their security sweep near the northern border with Turkey to the merchant city of Aleppo. Central neighborhoods in Aleppo have been largely quiet, with a heavy security presence and the political and business alliance intact between Sunni business families and the ruling hierarchy from Syria’s minority Alawite sect. Syria, a country of 20 million, is mainly Sunni, and the protests demanding political freedoms and an end to 41 years of Assad family rule have been biggest in mostly Sunni rural areas and towns and cities, as opposed to mixed areas. “Road blocks in Aleppo are noticeably more today, especially on roads leading north toward Turkey and toward the east. I saw military intelligence agents arrest two brothers in their 30s, apparently just because they were from Idlib,” a resident of Aleppo, who owns an import business, told Reuters by phone. He was referring to the northwestern province where troops and tanks have been deployed in towns and villages for the past 10 days to quell protests, according to witnesses. ARRESTS Tens of students at Aleppo University were arrested on Monday and 12 people, including a mosque preacher, were detained in the nearby village of Tel Rifaat, halfway between Aleppo and the Turkish border, following protests, witnesses said. Protesters at the university had criticized Assad’s speech, only his third since the uprising, inspired by protests across the Arab world that ousted rulers in Tunisia and Egypt. Speaking at Damascus University, Assad reiterated a commitment to “national dialogue” and promised new laws on the media and parliamentary elections but protesters denounced the speech and Washington demanded “action, not words” from Assad. I am a Beyonce fan. Not her biggest fan. But I dig much of her music. I also am a part of the generation that grew up with Beyonce. I remember the first time I saw the video for Destiny’s Child’s single “No No No”. I remember when they blew up into super stardom. I was there to see the ugly break up of the group and all of the nasty rumors about Beyonce. I was also there when “Crazy In Love” blew and made her an official super star; out shining her time in Destiny’s Child. I was also there to see her grow and mature with the content of her music. Sure she has her make your booty roll ladies singles but she also has singles that touch women on a deeper level. Deep as one can get from a Beyonce single. For instance touching on women giving too much in love and never being reciprocated from the man that they love.

The Queen is back. Well, the queen to some. I am referring to Beyonce Knowles. While it can be argued that she is a queen to some and a toad to others, there is no doubt that the chick is bad. Bad meaning good. So bad that every time she drops an album or a single, we expect for it to be hotter than chicken grease on a June morning. For her not to deliver said hotness would be an atrocity to some. So after months of blogs hyping us up with news of her being in the studio working with hot producers, and finally a release date for a single, we expect that s**t to be hot. Some expect it to be life changing. Yes, there are some people who really feel this strongly towards Beyonce. U.S. releases graphic tobacco warning labels By DEBORAH ZABARENKO WASHINGTON — Dead bodies, diseased lungs and a man on a ventilator were among the graphic images for revamped U.S. tobacco labels, unveiled yesterday by health officials who hope the warnings will help smokers quit. Proposed in November under a law that put the multibillion-dollar tobacco industry under the control of the U.S. Food and Drug Administration, the new labels must be on cigarette packages and in advertisements no later than September 2012. They represent the first change in cigarette warnings in 25 years. Health and Human Services Secretary Kathleen Sebelius and FDA Commissioner Margaret Hamburg were to discuss the nine new

warnings at the White House. Images of the labels were released early Tuesday at http://www.fda.gov/TobaccoProducts/Labeling/CigaretteWarningLabels/default. htm . They show images that may disturb some, including one titled “WARNING: Cigarettes are addictive,” illustrated with a photograph of a man smoking a cigarette through a hole in his throat. Others messages point out the dangers of secondhand smoke to children, tobacco’s causal link to fatal lung disease, cancer, strokes, heart disease and death. More than 221,000 Americas will be diagnosed with lung cancer in 2011, accounting for about 14 percent of all cancer cases, according to the American Cancer Society. Nearly 157,000 men and women are expected to die from lung

cancer this year. Sebelius said their goal is to stop children from starting to smoke and offer adults who want to quit some help. “We have about 4,000 people under 18 who try their first cigarette and about 1,000 of them become permanent smokers. And that’s not good for our country,” she told the CBS “Early Show.” “This is really aimed at making sure kids don’t start in the first place.” The 2009 Family Smoking Prevention and Tobacco Control Act called for cigarette packages to include warning statements in large type covering half of the front and back of each package and graphic images showing the health dangers of smoking. The warnings are also to occupy the top 20 percent of every tobacco advertisement

of companies such as Altria Group Inc’s Philip Morris unit, Reynolds American Inc’s R.J. Reynolds Tobacco unit and Lorillard Inc’s Lorillard Tobacco Co. The anti-smoking group Campaign for Tobacco FreeKids said the images represent a dramatic change from current health warnings. “The current warnings are more than 25 years old, go unnoticed on the side of cigarette packs and fail to effectively communicate the serious health risks of smoking,” the group said. R.J. Reynolds has challenged the legality of mandated larger and graphic warnings in a federal lawsuit. A 1964 surgeon general’s report that linked smoking to lung cancer and other diseases spurred a broad antismoking campaign and health warnings on cigarette packages.

Fitness DVDs, sweaty or serene, heat up cold market By DORENE INTERNICOLA Video may have killed the radio star, but reality TV has been a boon to fitness DVDs, industry experts say. Workout DVDs still flex considerable muscle in an otherwise sagging market, as consumers wanting to shape up look for tough love from a celebrity trainer or try to dance with stars in their living rooms. “We’ve definitely seen an increase in DVD sales over the last few years. I would say that the trend started in 2005,” said Kajsa Vikman, the vice president of marketing and fitness at Lionsgate, the Santa Monica, Californiabased entertainment company. Vikman believes shows like “The Biggest Loser” and “Dancing with the Stars” are powering much of the growth. “Viewers see contestants on TV shows lose weight and feel they can have the same experience at home with these products,” she said. Fitness DVDs are bucking the downward trend of DVD sales generally. The Nielsen Company, which tracks retail sales, said 2010 overall home video sales were down seven percent from 2009, while home video

sales for fitness titles were up seven percent for the same period. Leading the pack is “Jillian Michaels: 30-Day Shred,” an intense workout by the nononsense trainer on “The Biggest Loser.” It tops the current charts. Vikman said it has become the top selling fitness DVD of all time due to its cross-gender, all-ages appeal and what she calls the credibility factor. “Especially with media and pop culture now very focused on health and wellness and being fit,” Vikman said, “People want the opportunity to work out with a top trainer.” They also want to dance with professionals and

celebrities, as in “Dancing with the Stars Cardio Dance,” which Vikman said appeals to older, mostly female, exercisers. Lionsgate even relaunched the Jane Fonda brand, with new offerings from the celebrity whose aerobics started it all. “The audience of baby boomers and up is 99 million people,” Vikman said, “and they’re interested in DVDs.” Serenity is also popular. Yoga has accounted for three of the top 10 fitness DVD retail sales from 2000 to date, according to Nielsen. “Yoga is a very solid performer on DVD right now,” said Julie Cartwright of Anchor Bay Entertainment,

the Beverly Hills, Californiabased company which, along with Lionsgate and Gaiam represents the three largest distributors of fitness home videos. Cartwright said yoga functions both as a workout and a way to cope with life. “Consumers are writing about how it calms them, helps them sleep better ... This is a trend I don’t ever remember seeing before in our industry,” she said. Cartwright said even though more challenging workouts have been seeing a lot of growth, it is not all about developing six-pack abs. Even the no pain, no gain crowd are demanding shorter sessions.

“People don’t have time anymore,” Cartwright said. “There was a time in this industry when the workout almost had to be an hour long to be perceived as credible. That time is over.” Explosive direct sales for the hardcore infomercial workout P90X produced by the Santa Monica-based company Beachbody prompted the telemarketing firm Telebrands to come up with a similar product, Supreme 90 Day, for the retail market. Vikman said the success of P90X has built over the years. “They have the credibility,” she said. “It’s hard core, it works and it’s efficient. P90X is becoming a verb.”

Medicare preventive care use still spotty WASHINGTON — More than five million Medicare recipients have used preventive healthcare services to date in 2011, and U.S. health officials are trying to accelerate that trend to combat crippling healthcare costs. The U.S. Department of Health and Human Services is launching a campaign to encourage Medicare recipients to take advantage of preventive services, includ-

ing mammograms and prostate cancer screenings, in the hopes that early diagnosis and treatment will help save significant costs for the system. The Obama administration’s healthcare overhaul, passed in early 2010, eliminated out-of-pocket costs for recommended preventive services and annual checkups at the beginning of this year. Healthcare costs are a central point of

negotiation between Democrats and Republicans trying to tame spiraling U.S. debt. But the uptake of services has been uneven, with one in six Medicare beneficiaries using at least one free service from January 1 through June 10, according to the Centers for Medicare and Medicaid Services (CMS). “For some services, utilization is slightly higher than in 2010; for some, it is

about the same; and for a few services there is a slight drop,” said Ellen Griffith, a CMS spokeswoman. “All of this supports the need for the multi-pronged public awareness campaign we launched today.” CMS estimates the U.S. could save two-thirds of the $2 trillion it spends on preventable long-term illness by preventing chronic illnesses in Medicare beneficiaries.

But even they couldn’t stop the Senate from passing a contentious measure Monday that will sharply raise the cost of health benefits and pensions for the state’s 500,000 public employees. With protesters dressed in Revolutionary-era garb gathered outside the Statehouse and union members clamoring inside, the pivotal Senate vote came on the same day the Assembly Budget Committee approved by a 7-5 vote an identical version following eight hours of testimony. After days of protest from Democrats, Republicans and union members, a last-minute provision inserted by Senate President Stephen Sweeney (DGloucester) limiting public employees’ access to out-of-state hospitals was weakened hours before lawmakers met Monday. The changes agreed to by Sweeney, shortly before the Senate approved the measure 24-15, would allow public workers to receive out-of-state care at a

Trenton mother pleads guilty in shaken baby incident of 4-month-old son By LISA CORYELL TRENTON - A city woman whose 4-month-old son sustained severe brain damage when she shook him for crying last year pleaded guilty to aggravated assault yester-

day. Kimberly Coleman, 29, of Tyrell Street, will be sentenced to seven years in prison for the assault that caused a series of brain bleeds in the child. “She admitted that while at the Marriott Hotel in Trenton she shook her fourmonth-old child numerous times

because he would not stop crying,” said Casey DeBlasio, a spokeswoman for the Mercer County Prosecutor’s Office. “He’s not 18 months old and he still can’t sit up and he can’t see as a result of the brain damage.” The incident occurred on May 9, 2010. Coleman was staying at the hotel

overnight when she shook the little boy because he would not stop crying. Police were dispatched to the hotel after receiving a call about a child that was not breathing, DeBlasio said. Coleman was arrested and charged with aggravated assault and endangering the welfare of a child. Under the terms of

Coleman’s plea deal she must serve 85 percent of her sentence before becoming eligible for parole. Coleman has been held on $100,000 bail since her arrest. The baby is being cared for by his father, DeBlasio said. Coleman is scheduled to be sentenced on July 29.

Nivea not drunk the night of her crash Over the weekend, it was erroneously reported and rumored that Nivea crashed her car while driving drunk. Well the DUI stuff wasn’t so much true, but she almost lost her life in the horrific crash. The singer said the accident was caused by a downed tree that was poorly blocked off. She said authorities only set up a few “kids’ soccer cones” in front of the tree that was “the size of a house.” She added a bit of caution tape was wrapped around it.

In addition to those conditions, it was pitch black outside. “Once I spotted [the tree]after I cut on my brights,” Nivea, 29, explained, “I was running into it at that the point. It was too late.” When asked if she had some alcohol in her system, she admitted she did have one glass of wine at Toya Carter’s reception on Saturday night. Others vouched for her saying she didn’t seem intoxicated before she left the event. “My friends that I was

with would not have even allowed me to drive if I was drunk,” Nivea said. “There was an ignorant mistake. There was an old bottle [of alcohol] in the back of my car that they found, which is why people were spreading the rumor that it was a DUI.” However, an empty bottle was found in her car, which may cause police to push forward with a DUI charge. She did offer to take a breathalyzer test. Nivea also disputes a report by gossip site Bossip that she got loud with

Atlanta police and cussed them out. She says just the opposite: she was very calm with them and cooperated. But she couldn’t help but be a bit shaken up by the incident. “The tree went through my windshield and almost went through me,” Nivea revealed. She told S2S magazine that had she not moved to check on her child, a branch from the tree would have gone straight through her forehead. She suffered a head injury, but all is well now.

The first step for him is the groundwork, usually in the form of a street single. Before “In Da Club,” the G-Unit General set the streets on fire with “Wanksta,” and before he took fans to the candy shop in 2005, Fif started off with “Disco Inferno.” For his fifth, yet-untitled LP — which he tweeted will now come out in November — things are no different. After blasting his label on Twitter last week, 50 decided to heat up the streets by dropping “Outlaw,” his new Cardiakproduced street single. ‘Hangover’ tattoo lawsuit settled By MATTHEW BELLONI LOS ANGELES — Fans of “The Hangover: Part II” can rest easy: the tattoo on Ed Helms’ face is staying in the film. Warner Bros. has settled the lawsuit brought by Missouri tattoo artist S. Victor Whitmill over the mark on Helms’ face, which Whitmill claimed infringed a copyrighted tattoo he created for boxer Mike Tyson. Terms of the settlement were not disclosed. “Warner Bros. and Mr. Whitmill have

amicably resolved their dispute. No other information will be provided,” Whitmill’s attorney Geoff Gerber said. Sources say the deal was hammered out during an allday mediation in St. Louis on Friday. Whitmill, who created the original tattoo and registered the copyright, sued in April asking that a federal judge halt the release of the blockbuster comedy sequel because it prominently features the tattoo without permission. But on May 24, just days before the film was scheduled to be released, a judge denied

Whitmill’s request for a preliminary injunction. The judge did suggest that she saw merit in the case, even referring to the studio’s defenses as “silly.” In subsequent court filings, Warners said that it planned to digitally alter the tattoo for the home video version of the film if the case didn’t settle quickly. And now it has. A notice of dismissal is expected to be filed shortly, putting an end to one of the odder copyright cases in recent memory. The film, meanwhile, has gone on to earn almost $500 million worldwide.

Facebook to take top spot in U.S. display ad market By ALEXEI ORESKOVIC SAN FRANCISCO — Facebook’s U.S. advertising revenue will total roughly $2.2 billion in 2011, displacing Yahoo Inc. to collect the biggest slice of online display advertising dollars, according to a new study. Facebook’s U.S. advertising revenue will give it a 17.7 percent share of the market for graphical display ads that appear on websites, according to a report released on Monday by research firm eMarketer. Last year Facebook had 12.2 percent share of the U.S. market. The figures underscore the growing clout of Facebook, the world’s No.1 Internet social network. It has seen its valuation soar to

roughly $80 billion in recent transactions for its shares on the private markets and some investors anticipate it could have an initial public offering next year. While Facebook has grabbed the top ranking, eMarketer analyst David Hallerman said the overall market for display ads, which include banner ads, video ads and Web page sponsorships, is growing robustly enough that it is benefiting numerous companies. “It’s not a zero sum game,” said Hallerman, noting that the display advertising market is experiencing rapid growth as both big international brands and small, local businesses increasingly turn to the Web to reach consumers. Internet companies such as Yahoo, Google Inc and Microsoft Corp

are competing for those advertising budgets, while new players such as online coupon company Groupon are offering marketers alternatives to traditional online display ads. Web portal Yahoo will grow its online display business in the U.S. by 13.6 percent this year, eMarketer said. But that will lag the overall U.S. display market’s growth rate of 24.5 percent. The report was also the latest set of data to confirm a sustained weakness in the economy through the second quarter, which has been marked by a sharp slowdown in regional factory activity, soft retail sales and anemic employment growth. “This one report does not change our long-term view in that we still believe the housing market will remain a drag on overall economic activity in 2011 and likely into 2012,” said Tom Porcelli, chief economist at RBC Capital Markets in New York.

But the smallerthan-expected decline in sales was yet another indication that the economy was set to regain momentum in the second half of the year. At issue are terms under which Express

Scripts would pay the largest U.S. drugstore chain for the prescriptions, which were expected to be worth $5.3 billion in sales to Walgreen in 2011. Shares of both companies fell on the news. Walgreen also balked at Express Scripts wanting to be the one to define which drugs are considered branded drugs and which are considered generic.

Walgreen said it would no longer be part of the Express Scripts network as of January 1, 2012. The breakup is part of long-running battle over costs in the lucrative market for prescription drugs, a market that is growing as the U.S. population ages. Defense firms see opportunity in cyber attacks By RHYS JONES LE BOURGET, France — A spate of high-profile online break-ins has given defense firms at the Paris Air Show a new sales pitch: cyber security. Targeted by hackers looking to steal source codes, R&D information and trade secrets, aerospace and defense firms are turning the tables on the pirates and are making security a key sales argument. “We see huge potential to do deals this week because interest in cyber security has soared given recent events,” Paul MacGregor, general manager of Finmeccanica’s UK security arm, Vega Consulting Services, told Reuters. He added that cyber security was now an “arms race,” with defense firms battling to stay one step ahead of the hackers. “Information is now used as a weapon and companies need to defend it at all costs or they themselves could lose out on contracts if they are seen as having weak defenses,” he said. Earlier this month, some of U.S. defense giant Lockheed Martin’s systems — home to sensitive U.S. defense technologies — were hacked, while the Pentagon said that cyber attacks perpetrated by foreign governments could now be considered acts of war. Other recent prominent attacks have targeted entities such as the International Mone-

tary Fund, the Central Intelligence Agency and the U.S. Senate, as well as multinationals Google and Sony. “When you see an airplane coming at you firing missiles, you can see it. This other threat, you have no idea whether they are there or not. That’s why I don’t sleep at night,” Raytheon Chief Executive William Swanson told Reuters. “Our opportunity is to make sure we protect ourselves, protect our products and protect those we offer services too.” Some defense industry insiders believe China-backed hackers are to blame, though China claims attacks are being perpetrated by rogue hackers, not government-backed agents. Military communications contain sensitive information such as locations of aircraft and known faults, meaning it is “absolutely critical” defense companies have the highest level of security in place, Stuart Beattie, a manager at British cyber security firm AEP Networks, told Reuters. “Multiple organizations will be looking at security contracts in Paris to protect against real and current threats,” he said. On the eve of the air show, Louis Gallois, the chief executive of European aerospace and defense group EADS, told Reuters the company would plough hundreds of millions of euros into the creation of its own cyber security business in a bid to tap into what was a huge

third quarter. Walgreen again said it faced continued pressure as government agencies cut back on prescription drug payments. Under the Medicaid program, U.S. states and the federal government pay for a large portion of medical care, including medications, for lower-income Americans. Lately, those agencies have been reducing how much they pay as they try to balance budgets. During the quarter, the company sold its own pharmacy benefits management unit to focus on its retail business, with store remodeling and more food items. A win, then tears for Serena Williams at Wimbledon By STEPHEN WILSON WIMBLEDON, England Returning to Grand Slam tennis after a year out with health problems, Serena Williams opened her Wimbledon title defense yesterday by beating Aravane Rezai in three sets then burst into tears on Centre Court. After serving her 13th ace to close a 6-3, 3-6, 6-1 victory, Williams buried her face in her towel and sobbed from her courtside chair. She was still crying as she left the court, overcome with emotion after enduring a long layoff that included two foot operations and treatment for blood clots in her lungs. “I usually don’t cry ... but it’s just been so hard,” the four-time Wimbledon champion said. “I never dreamt I would be here right now. And then to win. I just wanted to win at least one match here.” Following Williams on Centre Court was Roger Federer, who began his chase for a record-equaling seventh Wimbledon championship by beating Mikhail Kukushkin of Kazakhstan 7-6 (2), 6-4, 6-2 in the wind.

Other winners included three-time Wimbledon runner-up Andy Roddick and Juan Martin del Potro. Among the women, topseeded Caroline Wozniacki made a strong start in her latest bid for her Grand Slam title while former No. 1 Jelena Jankovic lost in the first round, Williams fought through a midmatch slump, then reasserted command over her French opponent in the third set with a big serve and powerful groundstrokes. She showed why she is still considered a title favorite despite her long absence and her No. 7 seeding. “It’s been a disaster year, but I’ve been praying,” Williams said. “To be able to come back at Wimbledon is pretty awesome. I didn’t expect to play. And I didn’t expect to even do anything. So I’m just excited. I’ve never cried with joy for anything.” After losing the second set, Williams took charge in the final set, winning the last five games. “I kept thinking, ‘This is Wimbledon,’” she said. The point of the match came at 3-1, when Williams stretched for a backhand at the baseline and fell over as she hit a winning lob over Rezai at the net. Rezai said

she saw the tears in Williams’ eyes when they shook hands after the match. “It definitely was so emotional for me because throughout the last 12 months, I’ve been through a lot of things that’s not normal, things you guys don’t even know about,” Williams said. “It’s just been a long, arduous road. To stand up still is pretty awesome.” In keeping with Wimbledon tradition, Williams opened play on Day 2 on Centre Court as the women’s defending champion. She strode onto court wearing a cardigan, and played in a classic dress with blue trim. Her fingernails were painted in the Wimbledon colors of purple and green. The 61st-ranked Rezai came out hitting hard, breaking Williams in the first game that lasted nine minutes and going up 2-0. But Williams then won five games in a row and took the set with only four unforced errors. Williams lost the momentum in the second set, and Rezai broke in the sixth game to force a third set. Williams said it was the most emotional she’s ever felt after a victory - and this was only a first-round match. “For me it wasn’t about winning the

match,” she said. “It was about being out there. ... It just really goes to show if you don’t give up, you still have a chance. I guess I proved that I could, that I could. I think that sums it up: I could.” Federer never lost serve, saving all three break points, and won 29 of 31 of his points on serve in the first set. The third-seeded Swiss piled up 53 winners - 37 more than Kukushkin, who was making his Wimbledon debut. Federer, a 16-time Grand Slam winner who lost in the Wimbledon quarterfinals last year, is looking to equal Pete Sampras’ seven titles at the All England Club. “The first match at Wimbledon is never easy really because we don’t get any practice time on Centre Court,” Federer said. “I thought I struggled putting enough returns into play in the first set but I thought he played well. For a set and a half he made it hard for me. I also served really well so I was very pleased with the match.” Roddick served 30 aces - including four in a row in one game - and beat German qualifier Andreas Beck 6-4, 7-6 (6), 6-3 to reach the second round. Del Potro, the 2009 U.S. Open champion, downed Flavio Cipolla of Italy 6-1, 6-4, 6-3.

The 24th-seeded Argentine led Cipolla 61, 1-3 when rain suspended play Monday, then won 11 of the 15 games played yesterday. On Court 1, Wozniacki defeated Arantxa Parra Santonja of Spain 6-2, 6-1. The 20-year-old Dane had fewer winners than her opponent, but made only five unforced errors. Jankovic was beaten by Maria Jose Martinez Sanchez of Spain 5-7, 64, 6-3. The 15th-seeded Serb reached the fourth round at the All England Club last year. The Toronto Raptors hired Casey as their coach yesterday, nine days after the Dallas assistant helped the Mavericks win the NBA Finals. Casey succeeds Jay Triano, a Canadian who became a consultant after the Raptors finished 22-60. Casey was

coach of the Minnesota Timberwolves from June 2005 to January 2007, compiling a 4359 record. Casey said his No. 1 goal is to give the Raptors a “defensive identity.” In Dallas, he said, the coaches even used hockey footage during the NBA Finals to make their point. “Because we felt we were playing too soft against Miami to start the series,” he said.

NEW YORK - NBA owners and players are meeting again in what Commissioner David Stern has called “a very important day in these negotiations.” With the league’s collective bargaining agreement to expire at the end of the month, Stern is placing added significance on this session after the sides met Friday. He says time is running out but believes both parties are doing the best they can to make a deal before June 30. Without one, owners are expected to lock out the players. Owners are anticipating a proposal from the players that would address the economic differences that divide them. Ohio State drops review of players’ car purchases COLUMBUS, Ohio - Ohio State University is dropping its review of car purchases by football players and family members following an Ohio Bureau of Motor Vehicles report that says dealerships made money on 24 of 25 sales. In a report issued yesterday, the Ohio BMV says certificates of titles for 25 vehicle sales by Jack Maxton Chevrolet and Auto Direct to Ohio State players and their families accurately reflected the vehicles’ sales prices. Warriors GM brushes off trade talk, eyes NBA draft OAKLAND, Calif. - The Golden State Warriors have made some splashy moves already this offseason. Just don’t expect another one on draft night. Warriors general manager Larry Riley believes the team will keep the 11th pick in tomorrow night’s draft. He also quieted the growing trade talk surrounding leading scorer Monta Ellis - at least for this week. Riley says multiple teams have inquired about Ellis but it’s “very likely” that the guard “will not be traded on draft night or even through the summer.” That means Golden State will have to find other ways to improve until free agency begins. Thunder try to continue run of strong draft picks By JEFF LATZKE OKLAHOMA CITY - The quick rise of the Oklahoma City Thunder from the depths of the NBA to Western Conference finalists has been fueled by a series of strong drafts. Top scorers Kevin Durant, Russell Westbrook, James Harden and Serge Ibaka all were the product of shrewd firstround choices in recent years, adding a core of young talent. So, what’s next for Oklahoma City when the draft rolls around tomorrow night? The Thunder seem to have their starting lineup and most of their playing rotation in place, and are armed with only one first-round pick at No. 24. That doesn’t mean general manager Sam Presti won’t be examining all his options. “At 24, we can’t be overly selective. We’ll see what’s there, see if someone is there that can fit what we’re trying to accomplish,” Presti said. “I’m sure we’ll have a lot of opportunity when the draft comes around to maybe move up, move back, move out.” Last year, Presti found a way to use a second-round pick and

turn it into the acquisition of Daequan Cook while also moving up into the first round, then dealt the two first-round picks to get center Cole Aldrich at No. 11. If the Thunder stay put, there already are divergent examples of who they could get at No. 24, just from the last three drafts. Ibaka was the No. 24 pick in the 2008 draft, stayed overseas for a season to develop, joined the team as a reserve for one season and then last year developed into a starter and the league’s top shot blocker after a February trade for Kendrick Perkins. Byron Mullens was the 24th pick in the 2009 draft and has shuttled between the NBA development league and the Thunder, playing in only 13 games last season. He and Aldrich struggled to find playing time all season as the Thunder advanced to the conference finals, where they lost to eventual NBA champion Dallas. Any additions this year could face a similar fate. “We played 10 players last year and we return a good deal of them, so I’m not saying that whoever we draft can’t crack a rotation, but obviously it would be unlikely,” Presti said.

“Hopefully we find someone that can be a contributor for us, whether it’s next year or down the line.” Right now, Oklahoma City lacks proven backups at center with Nazr Mohammed a free agent - and at small forward, where Durant ranked in the top five last season with 38.9 minutes played per game. Cook picked up some of the reserve minutes over the second half of the season and would be a restricted free agent if the Thunder give him a qualified offer in the next 10 days. There simply aren’t the gaping holes there were only a few years ago, leaving open the possibility that Presti could choose someone like Spain’s Nikola Mirotic and allow him to continue improving overseas just as Ibaka did. “In terms of what we need to add, I don’t know,” Presti said. “We have to really be thoughtful about what we have in place. Every time you add something, it affects the existing parts as well. As people say, it’s always more art than science. “We just want to try to figure out what the right questions are to ask and hopefully improve on where we are.”

Hawks assess trade interest in Smith By ADRIAN WOJNAROWSKI The Atlanta Hawks have started to gauge trade interest on forward Josh Smith, and Smith isn’t averse to ending his seven-year stay with his hometown team, league sources told Yahoo! Sports on Monday. Smith hasn’t requested a trade, but has privately told league friends that the Boston Celtics, New Jersey Nets, Houston Rockets and Orlando Magic are his preferred destinations should the Hawks decide to move him. “The relationship has run its course,” said a league source with knowledge of the dynamic. There’s been grow-

ing acrimony between Smith and the organization, sources said, largely because of the feeling that Smith has been too convenient of a scapegoat. Smith had one of his most complete seasons for the Hawks, averaging 16.5 points, 8.5 rebounds and 3.3 assists. Payroll is an issue for the Hawks, too, and Smith’s contract which has two years

and $25.6 million remaining - is an attractive target for management to unload, if, for no other reason, than the five years, $110 million left on Joe Johnson’s deal is far more difficult to move. The Hawks have looked to identify veteran players near the end of their contracts, sources said, but have had no serious discussions on trading Smith. “They’re looking for a change,” one Eastern Conference executive said. “They would die to be rid of Joe Johnson’s contract or move Smith, but they won’t give [Smith] away. A win, then tears for Serena Williams at Wimbledon By STEPHEN WILSON WIMBLEDON, England Returning to Grand Slam tennis after a year out with health problems, Serena Williams opened her Wimbledon title defense yesterday by beating Aravane Rezai in three sets then burst into tears on Centre Court. After serving her 13th ace to close a 6-3, 3-6, 6-1 victory, Williams buried her face in her towel and sobbed from her courtside chair. She was still crying as she left the court, overcome with emotion after enduring a long layoff that included two foot operations and treatment for blood clots in her lungs. “I usually don’t cry ... but it’s just been so hard,” the four-time Wimbledon champion said. “I never dreamt I would be here right now. And then to win. I just wanted to win at least one match here.” Following Williams on Centre Court was Roger Federer, who began his chase for a record-equaling seventh Wimbledon championship by beating Mikhail Kukushkin of Kazakhstan 7-6 (2), 6-4, 6-2 in the wind.

Other winners included three-time Wimbledon runner-up Andy Roddick and Juan Martin del Potro. Among the women, topseeded Caroline Wozniacki made a strong start in her latest bid for her Grand Slam title while former No. 1 Jelena Jankovic lost in the first round, Williams fought through a midmatch slump, then reasserted command over her French opponent in the third set with a big serve and powerful groundstrokes. She showed why she is still considered a title favorite despite her long absence and her No. 7 seeding. “It’s been a disaster year, but I’ve been praying,” Williams said. “To be able to come back at Wimbledon is pretty awesome. I didn’t expect to play. And I didn’t expect to even do anything. So I’m just excited. I’ve never cried with joy for anything.” After losing the second set, Williams took charge in the final set, winning the last five games. “I kept thinking, ‘This is Wimbledon,’” she said. The point of the match came at 3-1, when Williams stretched for a backhand at the baseline and fell over as she hit a winning lob over Rezai at the net. Rezai said

she saw the tears in Williams’ eyes when they shook hands after the match. “It definitely was so emotional for me because throughout the last 12 months, I’ve been through a lot of things that’s not normal, things you guys don’t even know about,” Williams said. “It’s just been a long, arduous road. To stand up still is pretty awesome.” In keeping with Wimbledon tradition, Williams opened play on Day 2 on Centre Court as the women’s defending champion. She strode onto court wearing a cardigan, and played in a classic dress with blue trim. Her fingernails were painted in the Wimbledon colors of purple and green. The 61st-ranked Rezai came out hitting hard, breaking Williams in the first game that lasted nine minutes and going up 2-0. But Williams then won five games in a row and took the set with only four unforced errors. Williams lost the momentum in the second set, and Rezai broke in the sixth game to force a third set. Williams said it was the most emotional she’s ever felt after a victory - and this was only a first-round match. “For me it wasn’t about winning the

match,” she said. “It was about being out there. ... It just really goes to show if you don’t give up, you still have a chance. I guess I proved that I could, that I could. I think that sums it up: I could.” Federer never lost serve, saving all three break points, and won 29 of 31 of his points on serve in the first set. The third-seeded Swiss piled up 53 winners - 37 more than Kukushkin, who was making his Wimbledon debut. Federer, a 16-time Grand Slam winner who lost in the Wimbledon quarterfinals last year, is looking to equal Pete Sampras’ seven titles at the All England Club. “The first match at Wimbledon is never easy really because we don’t get any practice time on Centre Court,” Federer said. “I thought I struggled putting enough returns into play in the first set but I thought he played well. For a set and a half he made it hard for me. I also served really well so I was very pleased with the match.” Roddick served 30 aces - including four in a row in one game - and beat German qualifier Andreas Beck 6-4, 7-6 (6), 6-3 to reach the second round. Del Potro, the 2009 U.S. Open champion, downed Flavio Cipolla of Italy 6-1, 6-4, 6-3.

The 24th-seeded Argentine led Cipolla 61, 1-3 when rain suspended play Monday, then won 11 of the 15 games played yesterday. On Court 1, Wozniacki defeated Arantxa Parra Santonja of Spain 6-2, 6-1. The 20-year-old Dane had fewer winners than her opponent, but made only five unforced errors. Jankovic was beaten by Maria Jose Martinez Sanchez of Spain 5-7, 64, 6-3. The 15th-seeded Serb reached the fourth round at the All England Club last year. Also advancing among the women were No. 4 Victoria Azarenka, No. 8 Petra Kvitova, No. 11 Andrea Petkovic and No. 14 A n a s t a s i a Pavlyuchenkova. Men’s winners included No.

15 Gilles Simon and No. 21 Fernando Verdasco. Serena and older sister Venus have won nine of the last 11 Wimbledon titles. Venus, a five-time champion who was off for nearly five months with a hip injury, is in the opposite half of the draw and could face her sister again in the final. Venus next faces 40year-old Kimiko DateKrumm, who is back in the second round at Wimbledon 15 years after she reached the semifinals and three years after coming out of a long retirement. “It was amazing when she came back,” Williams said. “I watched her results. She’s been playing so well. I always root for her actually. But this time I’m playing her, so I will be rooting for me this time.”

The Toronto Raptors hired Casey as their coach yesterday, nine days after the Dallas assistant helped the Mavericks win the NBA Finals. Casey succeeds Jay Triano, a Canadian who became a consultant after the Raptors finished 22-60. Casey was

coach of the Minnesota Timberwolves from June 2005 to January 2007, compiling a 4359 record. Casey said his No. 1 goal is to give the Raptors a “defensive identity.” In Dallas, he said, the coaches even used hockey footage during the NBA Finals to make their point. “Because we felt we were playing too soft against Miami to start the series,” he said.
