HAPPY ANNIVERSARY! WELCOMING REMARKS BY CRA PRESIDENT N. G. SABELNIK Dear CRA Colleagues, Members, Supporters and Friends, This year marks the 40th anniversary of the Congress of Russian Americans. Forty years ago, the CRA was established with the goals of combating Russophobia and changing the stereotyped image of Russian citizens living in the US, preserving the Russian language, culture and spiritual heritage, and representing the interests of Russian Americans in the US at local, regional and federal levels. At that time, CRA founders must have asked the question: will we survive and achieve these herculean goals?

As a nationwide organization celebrating 40 years, we not only survived, but grew and thrived. Thanks to the leadership skills of our past presidents, Eugene A. Alexandrov (one of the original founders of the CRA, and author of numerous CRA publications, including the globally-celebrated biographical dictionary), Edmund V. Pribitkin, Peter N. Budzilovich and George B. Avisov, we have gained respect as a national organization and have positioned ourselves as the recognized voice of Russian Americans - not only in America, but in Russia.

As any captain of a ship will say, when the tides change, the course may alter, but the destination remains. We have survived the Cold War only to be thrust into other battles. We have faced many challenges and have prevailed against all odds. The CRA was instrumental in preventing the closures of Russian language programs at numerous universities throughout the US. The CRA’s work in the struggle in defense of Fort Ross during Governor Schwarzenegger’s plan on closures of state parks proved invaluable.

Our numerous petitions, letters, meetings with government officials, articles in worldwide newspapers and magazines, and TV and radio interviews all proved successful.

The monument to Russians in California and the US gained recognition far beyond the borders of US and Russia, but throughout the world. And, in 2012, the CRA was proud to participate, sponsor and celebrate the bicentennial of Fort Ross in a series of events marking another milestone in the history of Russian America and the CRA. After the fall of the Soviet Union, the CRA added to its repertoire humanitarian aid programs to Russia, helping orphaned, handicapped and underprivileged children. In addi-

С ЮБИЛЕЕМ! Вступительное приветствие президента КРА Сабельник Н. Г. Уважаемые коллеги, члены Конгресса, единомышленники и друзья! В этом году мы отмечаем 40-летие Конгресса русских американцев. Сорок лет назад, основатели Конгресса ставили перед собой цели борьбы с русофобией и изменения стереотипного образа русских, проживающих в США. Кроме того, одной из основных идей было также сохранение русского языка, культуры и духовного наследия, и представление интересов русскоязычных американцев в США на местном, региональном и федеральном уровнях. Сорок лет назад основатели Конгресса должно быть, задавались вопросом: выживем ли мы? Будут ли достигнуты эти титанические цели? И сегодня, празднуя 40 летний юбилей, мы можем смело сказать - мы не просто выжили, но стали успешно действующей организацией общенационального масштаба. Президенты Конгресса Евгений Александров (один из основателей КРA и автор многочисленных публикаций, в том числе всемирно известного биографического словаря), Эдмунд Прибыткин, Петр Будзилович и Георгий Ависов, обладали исключительными данными как руководители, и именно благодаря этому мы заслужили уважение в качестве общенациональной организации, которая сегодня пользуется заслуженной репутацией голоса русских американцев и не только в Америке, но и в России. Наверное любой капитан корабля может сказать, что с изменением течения может измениться курс корабля, но пункт назначения останется прежним. Мы пережили холодную войну, но оказались вовлеченными в другие сражения. Мы столкнулись с многочисленными проблемами, но превозмогли все трудности. Конгресс, к примеру, сыграл важнейшую роль в предотвращении закрытия программ по изучению русского языка во многих высших учебных заведениях по всей территории США, а вклад КРА в борьбу за защиту Форта Росс, внесенного губернатором Шварценеггером в список штатных парков подлежащих закрытию, оказался просто неоценимым. Наши многочисленные ходатайства, письма, встречи с представителями правительства, статьи в газетах и журналах, теле-и радио-интервью, - все это стало залогом успеха. Памятник россиянам в Калифорнии и США получил признание не только в США и России, но и во всем мире. В 2012 году наш Конгресс с радостью принял участие в качестве спонсора в праздновании двухсотлетия Форта Росс в ряде мероприятий, посвященных столь важному этапу в истории русской Америки и КРА. После падения Советского Союза, КРА добавил в свой спектр деятельности про-

tion to helping build orphanages, supporting blind children’s centers, and successfully running a foster family program in Russia, the CRA also sponsored medical teams to Russia and the US. The CRA partnered with other organizations in performing heart, vision and other restorative surgeries on Russian children. As the economic climate in Russia improved, the need for aid diminished and the CRA has once again been faced with our biggest challenge—preserving the Russian language and culture at home in our children. Our educational and youth programs now help and develop leadership and mentorship skills in our Russian American youth here at home. Scholarship programs, once active in the US and turned to aid youth in Russia after the fall of the Soviet Union, have now been refocused on our youth here in the US. Our Russian American youth remain one of our top priorities. Without them, our Russian America, yesterday and today, will have no tomorrow. Without their understanding of their extremely important role, there will be no one to pass the torch to; the voice of Russian Americans will be stilled; but, most importantly, the good names and historical truths of our parents and grandparents will be forgotten, or worse - distorted.

Thus, we again face the question: will we survive? Will we achieve our goals?

I believe we will. I believe it is our duty and responsibility. I believe our children and grandchildren will understand that, if they don’t already.

По мере улучшения экономического климата в России, спрос на помощь в России уменьшился, и, в очередной раз, мы в полной мере столкнулись с нашей самой большой проблемой - сохранением в Америке русского языка и культуры для наших детей. Наши образовательные и молодежные программы теперь ориентированы на то, чтобы помогать и развивать лидерские и наставнические навыки у русско-американской молодежи здесь, у нас дома. Когда-то популярные в США стипендиальные программы, после падения Советского Союза были направлены на поддержку студентов в России, сегодня они снова переориентированы на нашу молодежь здесь, в США. Наша русско-американская молодежь остается одним из наших главных приоритетов. Без нее, для вчерашних и сегодняшних русскоязычных граждан, в Америке не будет завтра. Без их понимания того, насколько чрезвычайно важна их роль, не будет никого, кому можно будет передать эстафету языка и культуры; голос русских американцев умолкнет, но, самое главное, исчезнет память о великих именах России и об исторической правде, о наших матерях, отцах и дедах, или, что еще хуже – эта память будет искажена. Итак, снова встает вопрос: выживем ли мы? Достигнем ли наших целей? Я считаю, конечно, выживем и достигнем поставленные цели. Это наш долг и ответственность. Я верю, что завтра наши дети и внуки поймут нас, если они этого еще не сделали сегодня. С юбилеем все вас, дорогие друзья, и многие лета!

The origins of the Congress of Russian Americans can be traced back to November 1971, when the Ad Hoc Committee of Russian-Americans (also known as the Central Initiative Group) was formed in order to convene a congress of Russian Americans; this group composed the proposal for the future organization. The primary purpose of the Congress of Russian Americans was the defense of Russian interests before the American people and government of the United States. Сoncretely this defense took the form of the struggle against Russophobia; this struggle was to become the primary activity of the Congress of Russian Americans from the time it was formed until the present day.

The organizers saw their main role in this fight in terms of influencing American public opinion using methods that had already successfully been used by other ethnic groups.

The Congress of Russian Americans was created along the same basic lines as existing organizations with similar names such as the Polish American Congress (established in 1944) and the American Ukrainian Congress (established in 1940 and now known as the Ukrainian Congress Committee of America).

By the beginning of 1972 the Ad Hoc Committee of Russian-Americans took the following form: its directors were Eugene Alexandrov (Chairman), Peter Budzilovich, Boris Vanadzin, Very Rev. Alexander Kiselev, Boris Konstantinovsky, Helena T. Fedukowicz,

The main aim of the members of the Ad Hoc Committee set before themselves was to establish local and district chapters, creating the Congress of Russian Americans as a mass organization based on local grassroots entities. Though this administrative work was not complex, it demanded a concerted effort and great deal of time (correspondence, preparation of bylaws, examining and revising various proposals, delineating the structure of the organization). Twenty-one chapters of the future Congress of Russian Americans were formed in 11 states during 1972. The early success of this organizing work led to the decision on the part of the directors at a meeting held on 9 December 1972 to call a founding convention for the 10th and 11th of February 1973.

Those who met in February of 1973 in New York to discuss the work of the Ad Hoc Committee engaged in productive debates about the Ad Hoc Committee’s organizational efforts and effective paths of extending this work. These debates were followed by practical measures and the elaboration of plans for further actions. Following a heated discussion, the bylaws prepared by the Ad Hoc Committee were accepted by the members with only minor changes. It was then decided to incorporate. Elections to the first Board of Directors for a two-year term had the following results: Eugene Alexandrov (president), Wassilij Alexeev, Boris Vanadzin, Boris Vertloogin, Michael Schatoff (vice-presidents), Vladimir Tumanovsky (treasurer), Gennady Klimenko (secretary), Ludmila Andre, Cyril Galitzine, Rurik Dudin, Nicholas Koziakin, Very Rev. Alexander Kiselev, Peter Budzilovich, Helena T. Fedukowicz, Konstantin Kally, George Meyer, and Oleg Pantiukhov.

The success of the convention in the creation of the Congress of Russian Americans was reflected both in the Russian émigré press (Rossiya and Novoye russkoye slovo) as well as in the American press (Sunday News). Even the Ukrainian newspaper Svoboda noted the appearance of this new organization. Aside from using Novoye russkoye slovo (New York) and Russkaya zhizn (San Francisco) as forums for news and events, the Congress developed its own bulletin, at first in the form of a leaflet reporting only

Кроме размещения информации в в «Новом русском слове» и «Русской жизни», у Конгресса был и свой бюллетень, сначала в виде листовки, в которой печаталась текущая информация, но мысль о создании более серьезного печатного органа была озвучена почти сразу после учредительного съезда издателем Игорем Кершей. Впоследствии действительно были созданы как солидный альманах - «Русский американец» - так и бюллетень «C.R.A. News» на двух языках. Менее двух месяцев спустя после учредительного съезда, ко времени инкорпорации, отделы КРА насчитывали около 700 членов. recent activities. The idea for a more serious publication was broached soon after the first convention by publisher Igor Kersha. Indeed, later the Congress of Russian Americans began publishing both a hefty and information-packed almanac, The Russian-American, as well as a bilingual bulletin called CRA News.

Some two months following its first convention, local chapters of the organization united about 700 members. In April 1973 the Board of Directors decided to create a number of commissions to deal with various issues: a commission for work with youth, a commission on information and the press, a commission for organizing new chapters, a commission for the study of the Russian historical and cultural legacy in the United States, a commission for liaison with the federal government, a commission for the protection of human rights, and a number of others.

On 14 April 1973 the articles of incorporation were officially notarized, and on 21 May of that year the State of New York approved the incorporation of the Congress of Russian Americans, which from that moment on became a full-fledged nonprofit corporation with all the rights and responsibilities of such before the law.

The primary target in the struggle against Russophobia from the very beginning was the law establishing Captive Nations Week, better known as PL 86-90. This law, enacted by Congress in 1959 in a form completely unacceptable to Russians of any political stripe, had for many years been an irritant to Russians in America. More than one Russian organization had tried and failed to have this law revised or repealed. Extending the title of “captive nation” to such nonexistent entities as Cossackia or Idel-Ural, this law ignored the first and most significant victim of communism amongst all nations – the Russian nation. Despite the fact that this law has not been repealed even after the fall of Soviet communism, the struggle of the Congress of Russian Americans has not been in vain, because as the absurdity and harm of this law continues to grow more and more apparent there is greater reason to expect that it will ultimately be repealed. But this will only happen under increased pressure from the Congress of Russian Americans and other organizations in the United States, which is why it is so important to keep up the fight and support the efforts of the CRA. In the course of the 1970s and 1980s, the CRA successfully initiated and completed a number of important projects, leaving a significant legacy in the history of the Russian emigration, ranging from the defense of and assistance to dissidents fighting the Soviet

Конгресс русских американцев стал полноправной бесприбыльной организацией, обладающей всеми правами и обязанностями таковой перед законом. Борьба против русофобии вылилась в первую очередь в борьбу против «закона о порабощенных нациях» (известен также как закон 86-90). Закон этот, принятый в совершенно неприемлемом для русских людей виде, уже много лет волновал русскую общественность, и не одна русская организация успела сломать об него зубы. Признав порабощенными такие «нации» как Казакия и Идель-Урал, закон проигнорировал первую и наиболее значительную жертву коммунизма среди всех народов – русский народ. Несмотря на то, что закон так и не удалось отменить, усилия КРА не прошли даром, было обращено внимание общественности и американских политических деятелей на абсурдность и вред данного закона. В течение 1970-х и 1980-х гг. КРА осуществил целый ряд положительных проектов, оставив заметный след в жизни русской эмиграции: от защиты и помощи борцам против советского режима (И.В. Огурцов и др.) до создания памятных книг и ювелирных изделий в честь Тысячелетия Крещения Руси. regime (Igor Ogurtsov and others) to the creation of publications and medals honoring of the millennium of Russian Christianity in 1988. In this manner the Congress of Russian Americans became the leading social and political organization of Russians in the United States for the past 40 years.

Following the collapse of the Soviet Union in 1991, the direction of the CRA’s work underwent an important change: the impoverishment of the Russian people made it necessary for charitable and humanitarian aid programs to move to the forefront of the CRA’s activities. New programs initiated and developed at this time included the restoration of churches, aid to orphans, the disabled, and in particular to sick children. Thanks to the hard work of members of the CRA, funds were raised, doctors and other specialists were attracted to train Russian physicians in new methods and technologies, and medicines and medical equipment were sent to Russia to save lives, heal the sick and improve the harsh lives of disabled and sick children. This work has continued over the past 20 years, and even though the contribution of the CRA is but a drop in the ocean in relation to the overwhelming problems of the ill, infirm, orphans and disabled people of the Russian Federation, nevertheless, every saved life is valuable, every prosthesis, wheelchair and medical drug which brings hope and a new life to the ill is worth all the efforts that members of the CRA take upon themselves in their desire to help the Russian people.

At the same time, the earlier priorities of the CRA have not been forgotten: the CRA continues to help Russian youth in the United States through scholarships for higher education and also continues to make important contributions to the study and preservation of the historical and cultural legacy of Russians in the United States. In 2005, the CRA issued a biographical dictionary of Russians in North America compiled by one of the organization’s original founders, Eugene Alexandrov. This monumental work, the culmination of decades of research, and the only tome of its kind, contains biographical data on both well-known and unknown Russians in the United States and is a highly valuable resource for historians and other researchers. During the budgetary crisis in California (2009-2012) when Fort Ross was in danger of closure, the CRA played a key role in preserving Fort Ross as a California State park. This was a vital step towards ensuring its continued survival: official status and protection are necessary to keep Fort Ross and any other monument from being vandalized and destroyed. Fort Ross is particularly important as a memory site for Russians in the United States due to the Russian settlement that existed there at the beginning of the 19th century.

It is clear from this brief review that the work of the CRA is necessary and brings significant positive results both for the United States as well as for the Russian Federation. Through the efforts of the members of the board of directors, representing in turn several thousands members of the organization, a great and noble cause is being served.

Over 40 years much has been accomplished and much more remains to be accomplished in the future, but only if the membership continues to grow and actively applies its experience and energy for the good of the organization and its goals.

Эта работа продолжается уже свыше двадцати лет, и хотя помощь КРА является каплей в море в отношении проблем больных, сирот и инвалидов Российской Федерации, тем не менее, каждая спасенная жизнь ценна, каждый протез, кресло-каталка, каждый препарат, дающий больному облегчение и надежды на излечение стоят всех тех усилий, которые члены КРА берут на себя в стремлении помочь русским людям. Не забыты и основные направления работы: КРА продолжает помогать и русской молодежи в США стипендиями на обучение, и вносит вклад в изучение культурного и исторического наследия русских в США. В 2005 г. был издан справочник Е. А. Александрова «Русские в Северной Америке», содержащий сведения об известных эмигрантах и являющийся бесценным источником для историков и прочих исследователей. Во время бюджетного кризиса в Калифорнии (2009-2012), когда угроза нависла над памятником Русской Америки Фортом Росс, КРА сыграл ключевую роль в сохранении Форта Росс как парка штата Калифорния, тем самым обеспечив его охрану и официальный статус, т. е. фактически спасая его от возможного разорения и исчезновения. Таким образом, работа КРА является востребованной и приносит ощутимую пользу, как в США, так и в Российской Федерации. Усилиями членов правления, представляющих несколько тысяч членов организации, делается большое и благородное дело. За сорок лет достигнуто многое, и в будущем можно достигнуть еще большего, при условии увеличения количества членов и приложения их сил и энергии на пользу организации и ее целей.

Tatiana De Timasheff, Countess Nicholas Bobrinskoy (b. 1923), humanitarian, is Grand Chancellor of the Sovereign Order of Orthodox Knights Hospitaller of St. John of Jerusalem and works with other organizations helping those in need. Inducted in 2012.

Eugene Alexandrov (b. 1916), geologist, political activist, founder of the CRA and its first president. He is the creator of the biographical dictionary Russians in North America and was editor of The Russian American. Inducted in 2004.

Victor Petrov (1907-2000) was the author of dozens of books and countless articles on Soviet and Asian geographical, scientific, and military issues, but was perhaps best known for works on the history of Russians in China and the United States. Inducted in 1995.

Helena Fedukowicz (1900-1998), served as director of ophthalmic bacteriology at New York University and Belleview Hospital. Her External Infections of the Eye: Bacterial, Viral, and Mycotic became a classic textbook in the field.

Inducted in 1990.

Michael Werboff (1896-1996), renowned portait painter whose works hang in museums, opera houses, and palaces throughout the world.

He was known as the “portraitist of kings� and was an ardent champion of traditional art.

Inducted in 1988.

Mstislav Rostropovich (1927-2007). A major figure in the world of classical music as a cellist and conductor, Rostropovich promoted the works of Russian composers and was an outspoken critic of the Soviet regime. Inducted in 1985.

Alexandra Danilova (1904-1997), “the Empress of the Ballet,” as The New York Times called her, was instrumental in making Russian ballet famous in the US and throughout the world.

Inducted in 1983.

Serge Jaroff (1896-1985), founder and conductor of the internationally known Don Cossack Choir.

Throughout his 60-year career, Jaroff conducted over 9000 choral concerts and revealed to the world the treasury of Russian church music and folk song. Inducted in 1981.

Wassily Leontief (1906-1999), was awarded the Nobel Prize for his contributions to the field of economics.

Leontief devised the input-output technique for determining how different sectors of the economy interact.

Inducted in 1980.

Alexandra Tolstoy (1884-1979), writer, humanist and lecturer who founded the Tolstoy Foundation in New York which directed the resettlement of refugees from Eastern Europe, the Soviet Union, and other parts of the world.

Vladimir Zworykin (1884-1982), the “Father of Television,” in 1928 received a patent for color television and in 1938 the iconoscope and kinescope, the main components of the TV set.

The trend of the CRA activities for the past five years, briefly stated, has been reemphasizing of the work within the Russian American community, and deemphasizing its charitable functions. The CRA has responded quickly and generously with charitable programs such as "Sea Lift to Russia", help to orphanages and needy families in Russia, scholarship program to Russian students at the critical time during the recent upheaval in Russia. Due to improving economy and perceived improvements of living conditions in Russia now, donations to support charity in Russia have decreased. CRA's increased commitment to the needs of Russian Americans has shown some success—as in the example of the recent opening of a new CRA chapter in Los Angeles, CA, and rescuing Russian language programs from closure, such as at De Anza College (San

За последние пять лет Конгресс Русских Американцев поменял основное направление своей деятельности – основным объектом его заботы стала русско-американская община, объем же благотворительных программ сократился. В свое время КРА отреагировал быстро и с большим вниманием на тяжелое положение, в котором оказались наши соотечественники во время переворота в России: были созданы такие программы как «Морской мост в Россию», помощь детским домам и нуждающимся русским семьям, выдача стипендий русским студентам. Со стабилизацией экономики и улучшением жизненных условий в России, пожертвования на благотворительность в России заметно сократились, что отразилось на сокращении там деятельности КРА. Теперь КРА уделяет большее внимание работе среди русско-американской молодежи и русско-американского общества в целом. Такое внимательное отношение к нуждам русских американцев приносит плоды: в качестве примера можно привести открытие нового отделения КРА в Лос-Анжелесе и спасение от закрытия программ русского языка в колледже Де Анза ( Штатный университет в г. Сан-Хозе), в Штатном университете Сан-Франциско и университете в Олбани, Нью-Йорк. Важнейшим аспектом работы с русско-американской молодежью является поддержка и увеличение количества поощрительных программ для выпускников православных приходских русских школ. Выпускники, окончившие школу с отличием, получают грамоту и 50 долларов в качестве поощрительного подарка. Все выпускники получают поздравительное письмо и бесплатное годовое членство в КРА. Подобные подарки получают и отличившиеся русско-американские скауты, представленные к награде соответствующей организацией. Поощряется участие нашей молодежи в общественных мероприятиях в качестве волонтеров, так же Конгрессом разрабатывается программа прохождения практики внутри КРА. Отклик молодежи на предназначенные для нее программы КРА весьма обнадеживает. Требования для кандидатов на получение стипендий из среды русско-американской молодежи были изменены для того, чтобы более соответствовать нуждам потенциальных кандидатов. Для учащихся старших классов школы были разработаны подобные стипендии в 1000 дол. Стипендиальный фонд КРА увеличился на 15 000 дол. благодаря щедрому дару семьи Дерюгиных. Участие КРА в региональных форумах Российских соотечественников стал новым видом деятельности, которому Конгресс посвятил много сил и времени за последние пять лет. The work with Russian American youth encompasses continuation and enlargement of the encouragement program for the graduates of Russian Orthodox Parish schools. The outstanding graduates receive "Gramota" and $50 encouragement present. All graduates receive a congratulatory letter and one year complementary CRA membership. The outstanding Russian American scouts, so recognized by an appropriate program, receive similar gifts. Volunteering by our youth in social events is being encouraged and CRA is in the process of defining an "internship" program for them within the CRA. The response from the young Russian Americans to the CRA programs aimed at them has been very encouraging.

The CRA Scholarship eligibility requirements for Russian Americans have been revised to better suit the needs of potential young candidates.

Similar scholarships of $1000 are being developed for deserving Russian American High School students. The CRA Scholarship Fund has grown by $15,000, thanks to the gift by the Derugin family.

Participation in Regional Russian Compatriots Forums by the CRA was a new activity that CRA devoted time and effort during the past five years.

Он предоставил возможность встретиться общественным деятелям и бизнесменам из разных городов и штатов Америки и обсудить общие интересы и проблемы, почерпнуть из опыта других русских американцев, обменяться информацией. В центре внимания форума были молодежные и образовательные программы. КРА также принимал участие в подобного рода зарубежных форумах.

2012 год прошел под знаком празднования 200-летия Русской Америки, символом которой является Форт Росс. КРА открыл 200-летний юбилей Форта Росс и Русской Америки лекцией и приемом. В праздниках, продолжавшихся весь год, КРА участвовал наряд у с другими организациями, такими, как Общество по сохранению Форта Росс. Этот юбилей привлек к участию важных лиц из России, включая Митрополита Волоколамского Илариона, посла России С.И. Кисляка, глав и представителей администрации Красноярска, Иркутска, Тотьмы и других русских городов и регионов, встречавшихся и работавших с КРА во время их пребывания в Сан-Франциско и районе залива. Празднование было особо радостным, потому что за три года до этого, КРА сыграл решающую роль в предотвращении закрытия Калифорнийского штатного парка «Форт Росс». These forums are held periodically in various parts of the world. The Third Forum of Russian Compatriots of the US held in San Francisco, CA in May, 2010 is a good example of this new activity for the CRA that provided an opportunity to meet community and business leaders from various cities and states of America to discuss common interests and concerns, capitalize on the experience of other Russian Americans, exchange information, with a focus on our youth and educational programs. CRA also took part in such forums held outside of the United States.

The 2012 year was dominated by the celebration of 200 anniversary of Russian America, Fort Ross being its most notable symbol. CRA opened the 200th anniversary of Fort Ross and Russian America with lecture and reception, hosted by CRA. Celebrations continued throughout the year by other organizations like Fort Ross Conservancy with active CRA participation. This anniversary has attracted some notable dignitaries from Russia including Metropolitan Hilarion of Moscow, Ambassador S.I.Kislyak, top city officials of Krasnoyarsk, Irkutsk, Totma and other Russian cities and regions, who met and worked with CRA during their visit to the SF Bay area. The celebration was especially happy one because three years prior to that CRA was instrumental in successfully averting the closure of California's Fort Ross State Park. CRA gathered petitions, not only throughout United States, but South and Central America, Europe and Russia, and wrote countless letters, bringing this to the immediate attention of California's then-Governor Shwarzenneger.

CRA has been and is actively engaged in promoting a petition to the US Congress to declare June 6-12 (to coincide with June 6 - UN Pushkin Day; June 12 - Russia Independence Day), the Russian Heritage Week. The 200 Anniversary of Russian America was a very appropriate timing for starting such a petition. The petition requires 100,000 signatures to submit to the US House of Representatives for consideration. The CRA has been distributing the petition among various Russian and friendly-to-Russians groups for signatures. The petition form has been placed on the CRA Website and can be downloaded from: www.russian-americans.org/Petition_print.pdf.

As CRA does not receive any subsidizing for their programs and operating costs, and therefore, in order to raise funds for programs, besides donations, CRA continues to host upscale fundraiser receptions. These receptions are often held in prominent locations, Petite Trianon, in the past, and the last several fundraisers, were held at the Russian Consulate and the Chateau Bleu, Victorian mansion built at the turn of the 20th century for the Rothchilds. The elegant fundraising receptions include champagne and wine with hors d'oeuvres or buffet lunch, and background music, which includes live classical guitar, violin, harp and flute. A silent auction and an art show help bring in additional funds and allow the guests to enjoy their afternoon or evening, meeting with such special guests as Olympic figure skating champion, Brian Boitano, pianist Ignat Solzhenitsyn, son of Alexander Solzhenitsyn, and Prince Andrew Romanoff, who also displayed his artwork and signed autographed copies of his book.

The Washington Office of the CRA was established in 1984. One of the main reasons for creating the Office was the fact that Washington DC is the hub of all sorts of political activity and of news reports that may be of interest to or may affect the Russia American community.

The CRA and affiliated Russian-American organizations support the Coalition for the National Museum of the American People, endorsed by all the nearly all of the ethnic cultural, historical and educational organizations in the U.S. The museum will tell the story of how Russians and other ethnic, national groups came to America and contributed to the country’s development while maintaining their cultural, linguistic and historical roots. The CRA President and Washington representative have been working with the Museum Coalition Chairman, Sam Eskenazi, who recently met with Vice President Joe Biden to discuss the museum project. The museum project has wide bipartisan support in Congress, which passed a resolution earlier this year to set-up a presidential commission to study establishment of the museum.

The Washington CRA representative attends official functions and cultural events sponsored by the Russian Embassy. These have included attending the Russian National Day reception at the Russian Embassy, the opening of a joint U.S.-Russian WWII memorial at Arlington Cemetery, and taking part in an award ceremony for winners of the Silver Archer competition at the Russian Embassy, honoring the best campaigns and projects by NGO’s that expand political, cultural, economic and social ties between Russia and the United States.

The Washington CRA representative attends conferences and seminars organized by the Kennan Institute, George Washington University and other academic institutions bringing together key administration policy makers, Congressmen and U.S. and Russian scholars. A keynote event , that CRA always supported and often participated in, speaking on it’s humanitarian aid programs in Russia and the US, is the annual World Russia Forum organized by Dr. Edward Lozansky, President of the American University in Moscow. Recent topics of interest have included the future of U.S.-Russia “reset”, the 2012 Russian presidential elections and U.S.-Russia trade relations. The CRA had long advocated the lifting of the Jackson-Vanik amendment and strengthening of bilateral trade ties. Last year, the U.S. Senate passed a Trade Bill rescinding Jackson-Vanik amendment and granting normal trade relations, or PNTR, to Russia, which ostensibly ensures that U.S. companies get all the market-opening benefits of Russia’s entry into the World Trade Organization. The Magnitsky amendment to the Trade Bill, restricting travel to the U.S. of Russian officials allegedly involved in the

death of the Russian anti-corruption lawyer, Sergei Magnistsky, and subsequent Duma legislation banning adoption of Russian children by Americans have strained bilateral ties somewhat. Nonetheless, U.S.-Russia cooperation in global strategic issues such as non-proliferation, counterterrorism and adjudicating “hot spots’ (Syria, Afghanistan, and North Korea) suggest that ties will remain firm and lasting, and are of vital interest to both countries.

The Washington DC office is also sometimes represented by some of our other directors, as in the case of former Washington DC representative Sergei Rogosin and Alexei Tarasov, director from Texas, who attended the recent Inaugural Ball in 2013 after the second term election of President Obama. He is also working in close ties with the United Nations to have CRA representation at UN on Human Rights committee.

Представитель Конгресса в Вашингтоне присутствует на официальных и культурных мероприятиях, проводимых посольством России, таких как, например, посещение приема в посольстве Российской Федерации в США по случаю празднования национального дня России, открытие совместного американско-русского мемориала Второй мировой войны на Арлингтонском кладбище, принятие участия в церемонии награждения победителей конкурса «Серебряный Лучник» в посольстве России, чествование лучших компаний и проектов НПО, способствующих расширению политических, культурных, экономических и социальных связей между Россией и Соединенными Штатами. Представитель Конгресса в Вашингтоне также присутствует на различных заседаниях, конференциях и семинарах, организованных Институтом Кеннана, Университетом Джорджа Вашингтона и другими академическими учреждениями, объединяющими политиков, конгрессменов, а также американских и русских ученых, играющими ключевые роли в сегодняшнем американском и российской сообществе. Известно, что поправка Магнитского к Биллю о торговле, ограничивающая въезд в США российских чиновников, предположительно причастных к смерти антикоррупционного юриста Сергея Магницкого, и последующее за этим законодательство Думы о запрете усыновления американскими семьями российских детей, повлекло известное напряжение двусторонних отношений. Тем не менее, отношения между США и Россией сохраняются прочными в области глобальных стратегических вопросов, представляющих жизненно важный интерес для обеих стран, в том числе таких как нераспространение оружия массового поражения, борьба с терроризмом и вынесения политических решений по таким "горячим точкам" как Сирия, Афганистан и Северная Корея. When difficult times came upon post-perestroika Russia, members of the CRA willingly answered the call for aid and created several programs with the goal of helping needy, sick, and unfortunate children. These programs still exist to this day. The aid offered to those in need is priceless, as priceless as the life of a human being‌ Both grief and a great hope for aid and sympathy lie beneath the laconic words of the list presented below.

Когда в послеперестроечной России наступили тяжелые времена, члены КРА всей душой откликнулись на бед у и создали несколько программ, целью которых являлась помощь малоимущим, больным и обездоленным детям. Эти программы существуют и по сей день. Помощь, оказанная каждому нуждающемуся в ней, бесценна, как бесценна человеческая жизнь… За лаконичными словами представленного ниже списка скрыты большое горе и большая надежда на помощь и сочувствие. Детский сад №15 во Пскове. Этот детский сад посещает около 60-ти детей с тяжелыми нарушениями слуха и речи. Это единственная организация в городе, где подобным детям оказывается квалифицированная помощь. Большинство детей из нуждающихся семей. Средства, посылаемые КРА, используются для приобретения методических пособий, лекарств, витаминов и дополнительных продуктов питания. Программа существует с 2003 г. Сиротский дом «Печора» в Псковской области для детей-инвалидов с различными патологиями развития. Помощь КРА идет на оплату медицинской помощи, лекарств и продуктов питания. Программа открыта в 2009 г. Детский сад для слабовидящих детей «Тополек». В этом детском саду около 75 слабовидящих и слепых детей. С помощью КРА возможным стало приобретение лечебной аппаратуры, очков, а так же посуды, постельного белья и медицинских препаратов. Программа открыта в феврале 2009 г.

Humanitarian Programs

Kindergarten No. 15 in Pskov. This kindergarten accommodates around 60 children with heavy hearing and speech defects. This is the only organization in the city in which such children are offered skilled care. The majority of the children come from needy families. The funds sent by the CRA are used to obtain technical equipment, medicines, vitamins, and additional food products. The program has existed since 2003.

The orphanage “Pechora” in Pskov region for handicapped children with various developmental disorders. CRA funds cover the costs of medical aid, medicines, and food products. The program opened in 2009.

Kindergarten “Topolek” for children with poor vision. There are 75 children who are blind or have poor vision. Through the assistance of the CRA, it became possible to obtain glasses and a vision correction device, as well as dishes, linens, and other medical equipment. The program opened in February 2009.

In 2005, the program “Infants Rescue” was opened for children born prematurely and with underdeveloped lungs. Thanks to the costly medicine “Curosurf,” without which the lungs of a prematurely born child would not develop, many infants were saved.

Over the past five years, more than 10 children from the Pskov region were sent to the Moscow Cardiological Institute for heart treatment. The majority of these were operated on and saved. Several of them were orphans.

The CRA also conducts a program of support for foster families in Russia. Program sponsors from the USA and Mexico help children living in foster families. They offer monthly support, covering the costs of education, textbooks, medical care, clothes, and shoes for the children.

In addition to its medical programs, the CRA awards scholarships for exceptionally gifted students from Moscow, St. Petersburg, and Obninsk. Every year, 10-15 students from underprivileged families and orphanages enrolling in universities have received these scholarships.

В 2005 г. была создана программа «Infants Rescue” для недоношенных детей, родившимся с еще несформировавшимися легкими. С помощью дорогостоящего лекарства “Куросурф”, без которого легкие недоношенного ребенка не раскрываются, были спасены жизни десятков младенцев. За последние 5 лет в Московский кардиологический институт были отправлены более 10-ти детей из Псковской области для обследования сердца. Большинство из них прооперированы и спасены. Несколько прооперированных детей - сироты. КРА так же ведет программу поддержки приемным семьям в России. Спонсоры этой программы и США и Мексики помогают детям, живущим в приемных семьях. Они оказывают ежемесячную поддержку, покрывающую стоимость образования, учебников, медицинского обслуживания, одежды и обуви для детей. Помимо медицинских программ, КРА выдает стипендии для особо одаренных студентов из Москвы, Петербурга и Обнинска. Каждый год стипендии получали от 10 до 15 студентов из малообеспеченных семей и детских домов, поступивших в высшие учебные заведения.

For Russia, the AIDS epidemic is an existential threat. Russia has been experiencing a negative population growth rate for the past twenty years, with the AIDS epidemic claiming 35,000 lives a year not the least of these causes.

There was an AIDS epidemic in San Francisco twenty years ago, so the experience gathered here by doctors of absolutely all specializations is invaluable for humanity as a whole and Russia in particular. It is exactly for this reason the Congress of Russian Americans decided to organize a humanitarian program whose objective would be the sharing of the experience of the doctors of San Francisco and Russian AIDS specialists.

Unfortunately, blindness is a part of the problem connected with AIDS. In some 20 percent of those infected, the immune response is especially weakened, resulting in viral infections of the retina caused by cytomegalovirus (CMV), which belongs to the herpes group.

The virus’s cleverness is that it overcomes the retina asymptomatically, causing neither pain nor redness of the eye. Moreover, the focus of infection is on the periphery of the retina so that it causes the patient no problems. Unfortunately, this center moves slowly but surely to the part of the retina responsible for central vision, and only then does the patient begin to complain of decreased vision. It is however too late to do anything to help, for the virus completely destroys the retina, causing its death. This process takes months during which blindness could have been prevented. Moreover, all those with CMV-inflammation of the retina are at risk of having other organs overwhelmed

by CMV. Scientific studies have shown that in 19 percent of cases, systemic lesion by CMV causes death.

Moreover, the eye is an organ the body supplies with large amounts of blood. Therefore, any infectious agent located in the blood will sooner or later find its way to the eye and cause a focus of inflammation of unique character. For example, a tuberculosis focus differs from that of toxoplasmosis or from a syphilitic focus. Indirect ophthalmoscopy is therefore a convenient means of confirmation of tuberculosis, syphilis, toxoplasmosis, candidosis—all diseases which often accompany AIDS. In developed countries, every AIDS patient is regularly examined by an ophthalmologist. Unfortunately, this does not occur in developing countries, and it does not happen in Russia...

Для России, эпидемия СПИДа – это экзистенциальная проблема. Россия испытывает отрицательный прирост населения на протяжении последних двадцати лет, и непоследнюю роль в этом играет эпидемия СПИДа, которая уносит 35 тысяч жизней в год. Двадцать лет назад и в Сан-Франциско была эпидемия СПИДа, и опыт, накопленный здесь врачами решительно всех специальностей, неоценим для человечества вообще, а для России - в особенности. Именно поэтому Конгресс Русских Американцев (КРА) решил организовать гуманитарную программу, целью которой был бы обмен опытом между врачами из Сан-Франциско и российскими специалистами по СПИДу.

by Professor David Heiden. Dr. Heiden is a professor of the Department of Diseases of the Eye at California Pacific Medical Center and director of the AIDS Eye Initiative of the SEVA Foundation.

Dr. Heiden has come to the conclusion that that it is necessary to teach AIDS specialists certain basic ophthalmological skills, in particular the ability to inspect the eye with an indirect ophthalmoscope, an optical instrument which at present is used only by ophthalmologists.

The CRA approached Dr. Heiden with a proposal to conduct such a program in St. Petersburg in the summer of 2011.

We chose St. Petersburg because the AIDS infection rate there is two and a half times greater than in Russia as a whole.

St. Petersburg attracts the young while the overwhelming majority—up to 80 percent of those suffering from AIDS—are under thirty.

At the moment there are approximately forty thousand people infected with AIDS in the city.

According to official statistics, in 2010 there were 3,307 new cases and 805 deaths connected to AIDS. In eighty percent of cases the infection was due to the intravenous use of drugs, with the remaining twenty percent of infections spread through heterosexual sex.

Drug addicts are the main group of patients and this indicates that the true numbers of those infected with AIDS are significantly higher since these patients, as a rule, ask for help at an advanced stage of illness.

The CRA found Tamara Khizhniak, an ophthalmologist from the Botkin Hospital, who is practically the only ophthalmologist in St. Petersburg with its five million inhabitants who sees AIDS patients. Then in September 2010 we organized an invitation for Dr. Khizhniak to attend the International Opthalmological Conference in Los Angeles, which was dedicated to CMV-inflammation

Слепота, к сожалению - это часть проблемы, связанной с заболеванием СПИДом. Дело в том, что у некоторых больных – их порядка 20 процентов - иммунный ответ в особенности ослаблен, и в результате этого у них развивается вирусное заболевание сетчатки, возбудителем которого является цитомегаловирус (ЦМВ), относящийся к группе вирусов герпеса. Коварство вируса заключается в том, что он поражает сетчатку бессимптомно, не вызывая ни боли, ни покраснения глаза. Более того, очаг обычно возникает на периферии сетчатки, не причиняя больному никаких неприятностей. К сожалению, очаг медленно, но верно движется к той части сетчатки, которая отвечает за центральное зрение, и только тогда больной начинает жаловаться на ухудшение зрения. Однако помочь уже ничем нельзя, поскольку вирус полностью разрушает сетчатку, вызывая ее отмирание. Этот процесс занимает месяцы, в течении которых слепота могла бы быть предотвращена. Более того, все больные с ЦМВ-воспалением сетчатки находятся в группе риска по возможному поражению ЦМВ других органов. Научные исследования показали, что в 19 процентов случаев системное поражение ЦМВ приводит к смертельному исходу. Кроме того, глаз – орган, который организм обильно снабжает кровью. Поэтому любой возбудитель, оказавшись в крови, рано или поздно попадает в глаз и вызывает в глазу воспалительный очаг, который имеет свое “лицо”. Например, туберкулезный очаг отличается от токсоплазмозного очага или сифилитического очага. Таким образом, непрямая офтальмоскопия – удобный инструмент для подтверждения туберкулеза, сифилиса, токсоплазмоза, кандидоза – заболеваний, которые часто сопровождают СПИД. В развитых странах каждый больной, страдающий СПИДом, регулярно осматривается офтальмологом. К сожалению, этого не происходит в развивающихся странах, и этого не происходит в России... Методика предотвращения смертности и развития слепоты у больных СПИДом в странах, где получение своевременной офтальмологической консультации проблематично, была разработана профессором Хайденом. Доктор Хайден - профессор кафедры Глазных Болезней в California Pacific Medical Center и директор AIDS Eye Initiative при SEVA Foundation. Доктор Хайден пришел к выводу, что нужно обучить докторов-специалистов по СПИДу некоторым базовым офтальмологическим навыкам, в частности, умению осматривать глазное дно непрямым офтальмоскопом - оптическим прибором, которым в настоящее время пользуются только офтальмологи. КРА обратился к доктору Хайдену с предложением провести такую программу в Петербурге летом 2011 года. Мы выбрали Петербург, поскольку инфицированность СПИДом в Петербурге в два с половиной раза выше, чем средняя инфицированность по всей России.

38 CRA Medical Programs of the retina. The trip was sponsored by the Jules Stein Eye Institute and the Congress of Russian Americans. It is noteworthy that Dr. Khizhniak was the first ophthalmologist from Russia to ever participate in international ophthalmological conferences dedicated to problems related to AIDS. According to the protocols of Dr. Heiden’s program, we had to choose three young infectious disease specialists not older than thirty-five from hospitals located in different parts of St. Petersburg. Dr. Khizhniak spent half a year a great number of interviews with young doctors and chose three talented AIDS specialists: Dr. Alexandra Yakubenko from the Botkin Hospital, Dr. Olga Nikulin from Tuberculosis Hospital No. 2, and Dr. Konstantin Gorbatenko from the Republic Hospital for Children and Pregnant Women.

A month before the beginning of the seminar, we sent the doctors six lectures on the anatomy and physiology of the eye and the techniques of using the curved ophthalmoscope. Each of the doctors had to present one of the lectures at the first lesson. Three indirect ophthalmoscopes were sponsored by the CRA with the participation of the Department of Diseases of the Eye at CPMC and presented as a gift to each doctor.

The seminar lasted a week and consisted of lectures and practical training with the indirect ophthalmoscopes. A significant portion of time was dedicated to the examination of patients, both outpatients and those in different units of Botkin Hospital. At the end of the seminar all the doctors passed the final examination.

We hope that Dr. Heiden’s methodology will find life in St. Petersburg and that our doctors will hand the baton to their colleagues.

In 2012 we did everything in our power to keep in constant contact with doctors in Russia. We discussed clinical cases and debated diagnoses. This was gratifying and spoke to the initiative undertaken by the CRA in 2011 being correct. During the course of discussions it became obvious that there is a lack of color photographs of the fundus oculi of the patients being discussed. There was a need for a camera mounted in the indirect ophthalmoscope. The unique advantage of this camera is that it is digital, so that photographs can be sent by electronic mail to any point on the planet. This is what we term telemedicine.

The CRA single-handedly purchasing the $10 thousand-dollar instrument for the Botkin Hospital was an impossible dream. And suddenly, as if they were reading our thoughts, the Seva Foundation offered to buy the camera jointly, which was accomplished.

Dr. Heiden, whose ideas about the diagnosis of cytomegalovirus retinitis were implemented last year, decided this time to conduct a study of the diagnosis of tuberculosis using this same methodology. Tuberculosis is a prevalent cause of death among AIDS patients, so early diagnosis and treatment is exceptionally important. And if there is tuberculosis is found during an initial examination by an infectious disease specialist, treatment may be started immediately without waiting for laboratory results.

Петербург привлекает молодежь, а подавляющее большинство – до 80 процентов - больных СПИДом - это люди моложе 30 лет. На сегодняшний день в городе инфицированы СПИДом около 40 тысяч человек. По официальной статистике в 2010 году зарегистрировано 3 307 новых случаев и 805 смертельных исходов, связанных со СПИДом. В 80 процентах случаев инфицирование происходило в результате внутривенного введения наркотиков, а оставшиеся 20 процентов инфекция передавалась гетеросексуальным путем. Наркоманы – основная категория больных, и это говорит о том, что реальные цифры инфицированности СПИДом значительно выше, так как эти больные обращаются за помощью, как правило, в далеко зашедшей стадии заболевания. КРА нашел доктора Тамару Хижняк - офтальмолога из больницы Боткина, являющуюся практически единственным офтальмологом на 5-ти миллионный Петербург, консультирующим больных СПИДом. Затем, в сентябре 2010 года мы организовали приглашение доктора Хижняк на Международную Офтальмологическую Конференцию, посвященную ЦМВ-воспалению сетчатки, в Лос-Анджелесе. Поездка была спонсирована Jules Stein Eye Institute и Конгрессом Русских Американцев. Показательно, что доктор Хижняк была первым офтальмологом из России, который когда-либо участвовал в Международных oфтальмологичеких конференциях, связанных с проблемами СПИДа. По протоколу программы доктора Хайдена, мы должны были выбрать троих молодых, не старше 35 лет, инфекционистов из госпиталей, расположенных в разных концах Петербурга. За полгода доктор Хижняк провела большое количество интервью с молодыми докторами и выбрала троих талантливых специалистов по СПИДу: доктора Александру Якубенко из больницы Боткина, доктора Ольгу Никулину из Туберкулезного Госпиталя №2 и доктора Константина Горбатенко из Республиканского Госпиталя для детей и беременных женщин. За месяц до начала семинара мы выслали докторам 6 лекций по анатомии и физиологии глаза, по технике работы с непрямым офтальмоскопом. Каждый из докторов должен был сделать презентацию одной из лекции на первом занятии. Три непрямых офтальмоскопа были спонсированы КРА при участии Кафедры Глазных болезней в CPMC и преподнесены в дар каждому доктору. Семинар продолжался в течении недели и состоял из лекций и практических занятий по работе с непрямым офтальмоскопом. Значительную часть времени мы уделили осмотру больных - как амбулаторных, так и на отделениях больницы Боткина. В конце семинара все доктора успешно сдали заключительный экзамен. Мы надеемся, что методика доктора Хайдена будет жить в Петербурге, и наши доктора передадут эстафету своим коллегам.

40 CRA Medical Programs It should be noted that Russia is in the list of the twenty-two nations with the greatest incidence of tuberculosis. The Russian Federation is responsible for 38.4 percent of tuberculosis in the European region. (Tuberculosis in the Russian Federation. 2010 Analytical Review. Ministry of Health. Moscow, 2011. ) We planned work at the Tuberculosis Unit of Botkin Hospital and at St. Petersburg Tuberculosis Hospital No. 2. Special emphasis was placed on training new infectious disease specialists to use indirect ophthalmoscopy having to be done with the direct participation of the doctors we had trained the year before demonstrating the methodology.

We successfully implemented our plan. I am not afraid to say that our Eye AIDS Initiative No. 2 was even more productive than No. 1 since we saw the results of the previous year’s efforts. Our young doctors received the essential means of communications of telemedicine. And we are now conducting a joint study on the diagnosis of tuberculosis from the appearance of the fundus oculi. Our plan is to try to make Botkin Hospital a regional center for teaching the use of curved ophthalmoscopy to infectious disease specialists in the Northwest Region of the Russian Federation.

В течении 2012 года мы делали все от нас зависящее, чтобы поддерживать постоянный контакт с российскими докторами. Обсуждались клинические случаи, дебатировались диагнозы. Это радовала и говорило о том, что инициатива, проявленная КРА в 2011 году, была правильной. В процессе общения стало ясно, что очень не хватает цветных фотографий глазного дна обсуждаемых больных. Нужна была глазная камера, встроенная в непрямой офтальмоскоп. Уникальность такой камеры состоит в том, что она – цифровая, и фотографии могут быть тут же отправлены по электронной почте для консультации с коллегами в любую часть света. Это то, что мы называем телемедициной. Думать о том, что КРА может самостоятельно осилить покупку 10-ти тысячной камеры для больницы Боткина, было несбыточной мечтой. И вдруг, как будто наши мысли были прочитаны, Seva Foundation выступила с предложением купить камеру на совместных началах, что и было успешно проделано. Доктор Хайден, идея которого о диагностике цитомегаловирусного ретинита врачами инфекционистами, была воплощена в жизнь в прошлом году, на этот раз решил провести исследование по диагностике туберкулеза этой же методикой. Среди больных СПИДом туберкулез – превалирующая причина смерти, и его ранняя диагностика и лечение исключительно важны. И если, при первичном осмотре инфекциониста, на основании картины на глазном дне, будет выявлен туберкулез, лечение можно назначать сразу же, не дожидаясь результатов лабораторного исследования. Нужно отметить, что Россия включена в список 22 стран с наибольшим бременем туберкулеза. РФ регистрирует 38,4% туберкулеза в Европейском регионе (Туберкулез в РФ 2010 Аналитический Обзор; Москва 2011, Мин. Здрав). Мы запланировали работу на туберкулезном отделении больницы Боткина и во Втором Петербургском Туберкулезном госпитале. Особый акцент был сделан на том, что тренинг новых врачей-инфекционистов по методике непрямой офтальмоскопии должен был быть осуществлен при непосредственном участии тех докторов, которых мы тренировали в прошлом году, для того чтобы продемонстрировать преемственность методики. Мы успешно реализовали наш план. Я не побоюсь сказать, что наша Eye AIDS Initiative №2 была даже более плодотворной, чем №1, поскольку мы видели результаты своего прошлогоднего труда. Наши молодые доктора получили такое необходимое средство общения как телемедицина. И сейчас мы уже проводим совместное исследование по диагностике туберкулеза по картине глазного дна. Наши планы – постараться сделать больницу Боткина местом регионального обучения методике непрямой офтальмоскопии для врачей инфекционистов Северозапада Российской Федерации.

In 2009 Fort Ross, the symbol of Russian America and its spiritual center, was included in a list of state parks to be closed due to financial difficulties in the state. The CRA expressed its concern and dispatched an appeal to Governor Schwarzenegger asking him not to close this California gem. The Congress also organized a collection of signatures for a petition to preserve Fort Ross. The efforts of the defenders of the Fort were crowned with success, and in 2012 Fort Ross marked its 200th anniversary with an array of activities, in which the Congress of Russian Americans vigorously participated.

On 25 July the Congress and the Russian Center of San Francisco organized a reception to open a week dedicated to Fort Ross. It was attended by such high placed figures as the Russian Ambassador to the USA, Sergei Kislyak, the Consul General of the RF to San Francisco, Vladimir Vinokurov, a special representative of the Ministry of Foreign Affairs of Russia for matters of cultural cooperation, Mikhail Shvydkov, delegations from Irkutsk and Krasnoyarsk, as well as representatives of cultural and social organizations from the USA and Russia. The reception was attended by clergy from the Russian Orthodox Church Outside Russia and the Russian Orthodox Church (Moscow Patriarchate). The reception began with a prayer and a blessing delivered given by Yustinian, Archbishop of Naro-Fominsk, and official in charge of Patriarchal parishes in the USA. After speeches of greetings and congratulations on the occasion of the

В 2009 г. Форт-Росс, символ русской Америки и духовный ее центр, попал в список штатных парков подлежащих закрытию в связи с финансовыми трудностями штата. КРА выразил свою озабоченность и выступил с обращением к губернатору А. Шварценеггеру, призывая его не закрывать эту жемчужину Калифорнии. Конгрессом был так же организован сбор подписей под петицией в пользу сохранения Форта Росс. Усилия защитников Форта увенчались успехом и в 2012 г. Форт-Росс отметил свое 200-летие целым рядом мероприятий, активное участие в которых принял Конгресс Русских Американцев.

25 июля Конгресс и Русский Центр в Сан-Франциско организовали прием, открывающий неделю, посвященную Форту Росс. В нем приняли участие такие высокопоставленные лица, как посол России в США Сергей Кисляк, Генеральный консул РФ в Сан-Франциско Владимир Винокуров, особый представитель Министерства иностранных дел России по делам культурного сотрудничества Михаил Швыдкой, делегации из Иркутска и Красноярска, представители культурных и общественных организаций США и России. На приеме присутствовали священнослужители Русской Православной Церкви Заграницей и Русской Православной Церкви (Московский Патриархат). Прием начался молитвой и благословением, которое преподал Юстиниан, Архиепископ Наро-Фоминский, управляющий Патриаршими приходами в США. После приветственных речей и поздравлений по случаю праздника, Президент КРА Наталья Сабельник вручила грамоты Саре Свидлер, исполнительному директору Общества по сохранению Форта Росс и Робин Джой Веллман, сотруднику штатного парка, в награду за их работу по сохранению русского культурного и духовного наследия. Завершил официальную часть небольшой концерт, на котором выступили танцевальные группы из Иркутска и Русского Центра. Прием украсили две выставки: детских работ, посвященных Русской Америке и Православных икон, подаренных Форту Росс представителем Россотрудничества Юрием Зайцевым. Большие торжества прошли на Форте Росс 28 – 29 июля в Дни Культурного наследия. В числе 4000 тысяч человек, посетивших Форт в эти дни были и члены Конгресса Русских Американцев. В понедельник 30 июля, президент КРА Наталья Сабельник приняла участие в межд ународной конференции «Форт-Росс, российско-американские отношения и Двухсторонняя Президентская комиссия», проходившей недалеко от Форта Росс. Особое внимание было уделено Тихоокеанскому бассейну, энергетике, торговле и инвестициям, культурному обмену и созданию совместных

holiday, CRA President, Natalia Sabelnik, presented an award to Sarah Svidler, chief director of the Society for the Preservation of Fort Ross, and to Robin Vellman of the state park service for their work in preserving Russian cultural and spiritual heritage.

The official part of the reception was concluded with a small concert, in which dance groups from Irkutsk and the Russian Center performed. The reception was graced with two exhibits: works by children and dedicated to Russian America, and Orthodox icons, presented to Fort Ross by the representative of Rossotrudnichesto, Yuri Zaitsev.

Major ceremonies took place at Fort Ross on 28-29 July to celebrate the Days of Cultural Heritage. Among the 4,000 people who visited the Fort these days were members of the Congress of Russian Americans.

On Monday, 30 July, CRA President, Natalia Sabelnik, participated in an international conference “Fort Ross: Russian-American Relations and the Bilateral Presidents’ Commission�, which took place not far from Fort Ross. Special attention was paid to the Pacific Basin, energy, trade and investment, cultural exchange and creation of joint organizations for the USA and Russia. Presentations were made at the conference by representatives of the Russian and American Governments, scholars and proprietors of private businesses. Russian Ambassador to the USA, Sergei Kislyak, noted the special relationship between the Congress of Russian Americans, Russia and the USA. The Society for the Preservation of Fort Ross and Chevron corporate representative thanked the CRA for its support and assistance in producing both the jubilee weekend and the conference.

24 августа в Русском Центре Сан-Франциско состоялось заседание круглого стола «Русская Православная Церковь и соотечественники», организованное Отделом Внешних Церковных связей Московской Патриархии и МИД Российской Федерации. В устройстве и проведении этого мероприятия активную роль играла Н.Г. Сабельник, президент КРА.

25 августа, в рамках празднования 200-летия со дня основания Форта Росс и российского присутствия в Америке, на территории крепости было совершено совместное богослужение представителями трех православных юрисдикций, которое возглавили митрополит Иларион (РПЦЗ) и митрополит Иларион (РПЦ МП). Им сослужили иерархи и духовенство Русской Православной Церкви Заграницей, Русской Православной Церкви (Московский Патриархат), Американской Православной Церкви, а так же представители Греческой и Болгарской Церквей. В этот день на ФортРосс прибыли многочисленные паломники из разных стран мира, чтобы помолиться на этой святой, для православных, земле. Президент КРА Наталья Сабельник входила в состав Церковного комитета Форта Росс, подготовившего это торжество. Заслуги КРА в деле сохранения Форта Росс отмечены особой грамотой, которая была вручена президенту КРА от имени Департамента Штатных парков во время праздника.

On 24 August the Russian Center of San Francisco saw a round table discussion “The Russian Orthodox Church and Compatriots�, organized by the Department of External Church Ties of the Moscow Patriarchate and the Ministry of Foreign Affairs of the Russian Federation. CRA President, Natalia Sabelnik, played an active role in planning and conducting this event.

On 25 August, in the framework of the celebration of the 200th anniversary of the founding of Fort Ross and the Russian presence in America, a joint church service was conducted on the grounds of the fortress; the service was performed by representatives of three Orthodox jurisdictions and was headed by Metropolitan Illarion (ROCOR) and Metropolitan Illarion (ROC MP). Hierarchs and clergy of the Russian Orthodox Church Outside of Russia, the Russian Orthodox Church (Moscow Patriarchate), the American Orthodox Church, along with representatives from the Greek and Bulgarian Churches concelebrated with them. This day many pilgrims came to Fort Ross from various countries of the world to pray at this site held holy among Orthodox people.

CRA President Natalia Sabelnik, served on the church committee of Fort Ross, which organized this celebration. The merits of the CRA in preserving Fort Ross are noted in a special award presented to the CRA President from the State Parks Department during the festivities.

The jubilee year was capped off with a grand ball at San Francisco City Hall sponsored by the Renova-Fort Ross Foundation. In addition to celebrating this jubilee, another goal was to draw the attention of outstanding figures of culture, politics and business to the heritage of Fort Ross and to foster further support for this state park. During the festive dinner attended by around 150 guests speeches were presented by Victor Vekselberg, president of the Renova Company, Senator Dianne Feinstein, Minister of Culture of the RF Vladimir Medinsky, Mikhail Shvykov, and Mikhail Margelov. The Ambassador of Russia to the USA Sergei Kislyak read a congratulatory letter from Russian President Vladimir Putin, followed by a similar presentation by former US Ambassador to Russia John Beyrle from US Secretary of State Hillary Clinton. Among the guests in attendance was CRA President Natalia Sabelnik who had headed a campaign to gather signatures in support of Fort Ross and who continues to work closely with Fort Ross and the Renova-Fort Ross Foundation.

CRA YOUTH PROGRAMS Katherine Sabelnik-Snider, CRA member & Young Ambassadors Club

Since its inception, the CRA has been committed to the preservation of the Russian cultural and spiritual heritage, particularly among Russian American youth. With the globalization of Russian businesses and Russia positioning itself as a strong emerging worldwide market economy, the CRA recognizes the importance of focusing its programs on enhancing educational opportunities and youth development.

The CRA continues to support the educational opportunities available to Russian American youth through its scholarship program. The scholarship program provides merit-based scholarships to Russian-American college and university students to develop their bilingual skills. An annual scholarship is available to the CRA members in good standing who have been admitted to or are attending an institution of higher learning. Applicants must show exemplary academics (3.75 GPA or higher) with a major or minor in Russian (e.g. language, literature, history, etc.).

The CRA annually recognizes our Russian American youth who attend community Russian schools by sending congratulatory letter to all graduates, a certificate of achievement and a stipend for gold medal recipients. Furthermore, the CRA provides all Russian school graduates with a complimentary honorary membership for a year to introduce them to the organization and familiarize them with the work that the CRA accomplishes for the community. Additionally, the CRA helps struggling Russian schools by providing a vehicle for donations and finding opportunities to help with their fundraising efforts. Books, furniture, venue, and teacher salaries are imperative in order to provide children with the necessary foundation to promote and preserve their Russian roots.

The CRA acknowledges that school is just a part of a child’s education and also supports extra-curricular activities in the community that exemplify leadership skills. It partners with other Russian-American non-profit and youth organizations, such as the Russian Children’s Welfare Society, St. George Pathfinders, the SF Academy Orchestra, St. John’s Academy, League of Russian-American Women, the Russian Center of SF, Rodina Center, the Russian-American Cultural Foundation, and many more.

The CRA also actively participates, sponsors and donates to other local organizations for their fundraisers and events that bring the children and youth of the community together in celebration of Russian language, heritage and culture. The CRA continues to sponsor and support Russian festivals where youth actively volunteer. For example, the CRA worked with the Russian-American Cultural Foundation in sponsoring anniversaries of notable Russian authors, such as Anton Chekhov and Nikolai Gogol,

where Russian American youth volunteered and participated in performances. Such anniversaries as Fort Ross’s 200th celebration and the War of 1812’s 200th anniversary were also marked by the CRA with receptions and lecture series, where numerous Russian students participated and attended.

Youth leadership programs foster mutual understanding, respect, and civic engagement among young Russian Americans and encourage them to participate and volunteer for community projects.

Various competitions that were sponsored by the Ministry of Foreign Affairs in Russia and offered to CRA youth were received very positively and several of CRA’s young members not only participated, but were awarded trips to Moscow, St. Petersburg and Perm to meet other youth leaders and engage in cross-cultural exchange. The CRA is also working with the Stanford US-Russia Forum (SURF). SURF is a youth program dedicated to bringing students at leading Russian and American universities together to explore policy, business, and economics, and take part in bi-annual conferences at Stanford and in Moscow.

The CRA has made significant steps through their sponsorships for our Russian American youth and educational programs in the US for cross-cultural diplomacy, leadership and education. To further enhance youth educational programs, the CRA established the Young Ambassadors Program and an internship program at the CRA. The Young

A mbassadors Program brings together high school, university and post-graduate students to promote mutual understanding, increase leadership skills, and prepare youth to make a difference in their communities. The CRA internship program offers opportunities for Russian students to actively engage in CRA’s operations, network with business and community leaders, and develop cross-cultural communication skills. For example, CRA interns and Young Ambassadors liaised with community and business leaders at CRA fundraisers, conferences, and events. They were encouraged to volunteer in gathering signatures for various CRA-sponsored petitions, including on the closure of Fort Ross, the closures of Russian programs at various colleges and universities, and the petition to initiate the Russian Heritage Week. The CRA has helped these children develop valuable communication and organizational skills, and exposed them to important business leaders and Russian dignitaries.

Supporting our community’s youth, the CR A continues to endorse and create programs to continue their education, socialization, and commitment to our society. The Congress of Russian Americans is dedicated to improving the lives of our Russian American children and youth, and actively supports initiatives that help our community in cultural, historical and educational programs. The CRA continues to recognize and award outstanding Russian American youth in our community, who actively participate in community events, volunteer in the preservation of their Russian language and spiritual heritage, and build leadership skills for our future and continuation of our organization.

CRA EDUCATIONAL PROGRAMS ZOYA GRADOV, CRA director

Throughout the last five years the Congress of Russian Americans has broadened its sphere of activities, adding to a solid repertoire of various events and programs, a series of lectures on Russian history and culture, performances, and showcasing of books and films. The Congress of Russian Americans took part in 2009 in the 200th birthday celebration of the great Russian writer, N. V. Gogol, as one of the sponsors for the Russian-American Cultural Foundation. On November 1st, the Russian Center in San Francisco presented several scenes from Gogol’s more famous works: The Nose, The Overcoat, Taras Bulba, The Wedding, The Inspector General, and other works. The plays were produced in Russian by young CRA member, Alexandra Sabelnik.

In the framework of lectures on Russian culture, history and literature, the CRA working in close cooperation with the Russian Center, produced an array of activities connected with this theme.

Their production was made possible thanks to the generous support from the Russian Center.

A cycle of CRA lectures devoted to the history of Russia and the Russian emigration was met with great success among the public. One of the lecturers is Professor Kirill Mikhailovich Alexandrov, an historian from Saint-Petersburg (Russia). Prof. Alexandrov has researched the history of the Vlasov Movement and is author of historical works on General A. A. Vlasov. He has presented frequent lectures in San Francisco for a number of years. For example, on 28 February 2010 he presented a lecture organized jointly by the CRA and the Russian Center.

Гоголя в качестве спонсора РусскоАмериканского Культурного Фонда. 1 ноября в Русском Центре Сан-Франциско были поставлены отрывки из нескольких наиболее известных его произведений: «Нос», «Шинель», «Тарас Бульба», «Женитьба», «Ревизор» и др. Пьесы были поставлены на русском языке молодым членом КРА Александрой Сабельник. В рамках лекций по русской культуре, истории и литературе, КРА, в тесном сотрудничестве с Русским Центром, был проведен ряд мероприятий, связанных с этой тематикой. Их проведение стало возможным благодаря щедрой поддержке Русского Центра. Большим успехом у публики пользуется цикл лекций КРА, посвященный истории России и русской эмиграции. Одним из лекторов является профессор Кирилл Михайлович Александров, историк из Санкт-Петербурга (Россия). Проф. Александров - исследователь истории власовского движения и автор исторического труда о генерале А. А. Власове. Он регулярно выступает с докладами в Сан-Франциско на протяжении вот уже нескольких лет. Так, например, 28 февраля 2010 г. в Русском Центре Сан-Франциско состоялась его лекция, организованная КРА совместно с Русским Центром.

Kirill Mikhailovich not only actively participates in the Congress’s lecture cycle, but has written a series of articles for the CRA published in the newspaper “Russian Life”.

Historian A. V. Shmelev presented a lecture on 21 January 2011, “The History of Russians in America, Part I”. Anatoly Vladimirovich Shmelev is curator of the Russian and CIS States Collection and also chief archivist for the Radio Liberty Europe/Radio Liberty Hoover Institute. The lecturer brilliantly described the mosaic of the Russian emigration arriving in America before the Second World War: the early emigration from the western regions of the Russian Empire, Carpatho-Russians from Austro-Hungary and the mass exodus of Russians resulting from the Russian Revolution. All money collected from this lecture was donated to the Museum of Russian Culture. In the future the author plans to present a lecture “The History of Russians in America. Part II; From 1941 to the Present”.

A popular theme among the lecture series is that of history of San Francisco. An interesting report on this topic was presented by Maria Sakovich, historian and granddaughter of Fr. Pavel Sakovich, who organized the first pilgrimages to Fort Ross.

Александров прочел лекцию на тему «История, политика и общественная жизнь в современной России.» Кирилл Михайлович не только принимает активное участие в цикле лекций Конгресса, но и написал ряд статей для КРА, опубликованных в газете «Русская жизнь». Лекция «История русских в Америке, часть I» была прочитана 21 января 2011г историком А. В. Шмелевым. Анатолий Всеводович Шмелев – куратор коллекции России и стран СНГ, а так же ответственный архивист коллекции Радио Свободная Европа/Радио Свобода Гуверовского института. Лектор ярко описал всю мозаику русской эмиграции, прибывших в Америку перед Второй мировой войной: раннюю эмиграцию из Западных областей Российской империи, карпато-россов из Австро-Венгрии и массовый исход русских в следствие русской революции. Весь сбор пожертвований от вечера пошел в пользу Музея Русской Культуры. В будущем автор планирует выступить с лекцией «История русских в Америке. Часть II – с 1941 г. до наших дней». Популярной является тема истории Сан-Франциско. Интересный доклад на эту тему был прочитан Марией Сакович, историком и внучкой о. Владимира Саковича, организовавшего первые паломничества на Форт-Росс. Презентация книги Нины Богдан и Лидии Заверухи «Русский Сан-Франциско» состоялась 16 апреля 2010 г. Авторы рассказали об истории русской эмиграции в Сан-Франциско и своих исследованиях на эту тему. Редкие факты и фотографии из жизни известного русского писателя П. Ершова представила в своем докладе потомок писателя, Алла Ранская, так же прошедшего под эгидой КРА в Золотой гостиной Русского Центра. В ознаменование 200-летия Форта Росс, первого русского поселения на территории Калифорнии, Конгрессом был устроен торжественный прием, открывающий юбилейный год, частью которого было выступление Робин Джой Веллман, сотрудника этого штатного парка. В нем она рассказала об эпизодах из истории Форта Росс, малоизвестных широкой публике.

31 марта 2012 г. прошел показ документального фильма студии Кинохроника «Не только за грехи наши», недавно вышедшего на экран. Из Екатеринбурга на премьеру фильма специально прибыли его авторы – продюсер и режиссер Людмила Коршик и исполнительный продюсер Елена Дубкова. Темой фильма является русская трагедия ХХ века и святитель Иоанн Шанхайский и Сан-Францисский, его роль в сохранении веры и единства среди русских людей, оказавшихся на чужбине. В прошлом году члены КРА помогали в съемках фильма и организовали интервью с теми членами русской общины Калифорнии, США и Австралии, кто лично был знаком со святителем Иоанном. Событиям войны 1812 г. был посвящен вечер, организованный КРА 14 декабря 2012 г. В его программу входила лекция, короткий фильм о французском нашествии на Россию, выставка портретов наиболее значительных участников войны, копия панорамы Бородинской битвы с подробными пояснениями, а так

“Russian San Francisco”, a book by Nina Bogdan and Lidia Zaverukha, was debuted on 16 April 2010. The authors spoke about the history of Russian emigrants in San Francisco and about their own research on this topic.

Rare facts and photographs from the life of the well known Russian writer P. Ershov were presented by Alla Ranskaya, a descendant of the author, also organized by CRA in the Gold Room of the Russian Center.

On the occasion of the 200th anniversary of Fort Ross, the first Russian settlement in California, the Congress organized a formal reception to open the jubilee year. Robin John Wellman, a representative of the state park, made a presentation. On 31 March 2012 there was a showing of the recently released documentary film “Not Only for our Sins” from the Kinokhronika studio. The film’s authors, producer and director Ludmila Korshik and assistant producer Elena Dubkova, came from Ekaterinburg to San Frnacisco for this special première. The theme of the film is the Russian tragedy of the XX century and the Holy Hierarch John of Shanghai and San Francisco and his role in preserving the faith and unity among Russian people in foreign lands. Last year, CRA members assisted in the filming and also organized interviews with members of the Russian community in California (USA), and Australia who were personally acquainted with Archbishop John.

An evening organized by the CRA on14 December 2012 was dedicated to the memory of events of the War of 1812. The program consisted of a lecture, a short film about the French invasion of Russia, an exhibit of portraits of the most significant participants of the war, a copy of the panorama of the Battle of Borodino with detailed explanations, and also an exhibit of Orthodox icons from Sofrino, a gift from Rossotrudnichestvo.

Around 100 people attended the evening at the Russian Center. A special group of guests, the men’s choir ”Slavyanka”, supplemented the short film with the famous song “Borodino”, words by Russian poet, Mikhail Lermontov. A reception was held after the lecture. Entrance to this evening was free of charge, but donations were welcome, and the CRA gave all proceeds to the Museum of Russian Culture.

The CRA supports and participates in similar types of activities, not only in San Francisco, but throughout the USA: San Diego, Los Angeles, New York, New Jersey, Florida, and Chicago.

We should not ignore the work of our CRA chapter in Chicago. In the past five years this comparively small branch has conducted annual programs devoted to Russian history and culture, taking place in the church hall of Protection Cathedral, de Plaines, Ill. Lectures were presented either by CRA members or by friends of CRA on the following topics: “A. I. Solzhenitsin”, “Famous Russian Americans – Igor Sikorsky, Vladimir Zvorykin, Vladimir Ipat’ev, Sergei Rachmaninov”, “Russian Settlements in Alaska and California”, “In memory of Deacon Rostislav, president of the Chicago branch of CRA”, “ History of the Cathedral of the Protection of the Most Holy Theotokos. 1942 – 2012”.

же выставка православных икон из Софрино, подаренных Россотрудничеством. Вечер, проходивший в Русском Центре, посетили около 100 человек. В дополнение к короткому фильму специальный гость вечера , мужской хор «Славянка» исполнил знаменитую песню «Бородино» на стихи Михаила Лермонтова. После лекции состоялся прием. Вход на вечер был бесплатным, но пожертвования приветствовались и КРА передал собранную сумму Музею Русской Культуры. КРА поддерживает и участвует в подобного рода многочисленных мероприятиях, проходящих не только в Сан-Франциско, но и повсюду в США – в Сан-Диего, Лос-Анжелесе, Нью-Йорке, Нью-Джерси, Флориде, Чикаго. В заключении хотелось бы особо отметить деятельность Чикагского отдела КРА. В течение последних пяти лет это небольшое отделение проводило ежегодные программы, посвященные русской истории и культуре. Они проходили в церковном зале Покровского собора в г. Де Плэйн, штат Иллинойс. Лекции читались либо членами КРА, либо друзьями КРА на следующие темы: «А.И. Солженицын», «Знаменитые русские американцы – Игорь Сикорский, Владимир Зворыкин, Владмир Ипатьев, Сергей Рахманинов», «Русские поселения на Аляске и в Калифорнии», «Памяти Ростислава Диакона, президента Чикагского отделения КРА посвящается», «История собора Покрова Пресвятой Богородицы. 1942 – 2012».

Конгресс Русских Американцев занимает особое место в ряду организаций русскоязычных соотечественников в США: это безусловный лидер, на которого равняются и с которого берут пример другие. За период времени между 35-летним юбилеем Конгресса Русских Американцев и его сорокалетней круглой датой КРА выступил организатором нескольких значимых мероприятий для русскоязычной общины США. Третий Форум российских соотечественников в США состоялся 28–29 мая 2010 года в Сан-Франциско. Организацией и проведением форума занималась президент Конгресса Русских Американцев Сабельник Наталья Георгиевна при помощи членов правления и членов КРА. Форум прошел в дружеской обстановке и впервые объединил российских соотечественников разных волн эмиграции: начиная от эмигрантов, покинувших царскую Россию по религиозным убеждениям, эмигрантов «первой волны» революционного периода и до более поздних — «второй» и «третьей» волн эмиграции. Делегаты форума, приехавшие в Сан-Франциско из разных штатов США, приняли участие в работе пяти тематических секциях форума: по сохранению русского языка, СМИ, культуре, бизнесу, российскому историческому наследию. Лидеры русскоязычной общины США обсудили вопросы консолидации зарубежной российской общины, сохранения ее этнокультурной самобытности, сохранения русского языка и укрепления связей с исторической Родиной. Соотечественники с большим удовольствием ознакомились с работой русскоязычных организаций Сан-Франциско и посмотрели великолепный концерт художественных коллективов Сан-Франциско в Русском культурном центре. В резолюции Третьего форума соотечественников выражена благодарность организаторам Форума - Конгрессу Русских Американцев и лично Наталье Сабельник за огромную работу по подготовке и проведению Форума. Весной 2012 г. свое семидесятилетие праздновал «Новый Журнал», старейшее русскоязычное издание. В связи с празднованием своего юбилея «Новый Журнал» провел международную конференцию «Русская эмиграция на пересечении XX – XXI веков». В этой конференции, проходившей с 27 по 28 апреля в Колумбийском университете в Нью- Йорке, приняли участие члены правления КРА во главе с президентом Конгресса.

The Congress of Russian Americans retains a special place among organizations of Russian speaking compatriots in the USA: it is undoubtedly a leader, by which others are measured and which they take as an example. During the period between the 35-year jubilee of the Congress of Russian Americans and its 40-year anniversary, the CRA organized a number of significant activities for the Russian speaking community of the USA. The Third Forum of Russian speaking compatriots in the USA was held on 28-29 May, 2010, in San Francisco. The organization and production of the forum was lead by the president of the Congress of Russian Americans, Natalia Georgievna Sabelnik, with the assistance of directors and members of the CRA. The forum took place in a friendly atmosphere and for the first time united Russian compatriots from the various waves of emigration: beginning with emigrants who left Czarist Russia because of religious convictions, emigrants from the “first wave” of the revolutionary period, and also the more recent “second” and “third” waves of emigration. Delegates of the forum arriving in San Francisco from various states of the USA, participated in the work of five thematic sections of the forum: preservation of the Russian language, media, culture, business, Russian historical heritage. Leaders of the Russian speaking community in the USA discussed issues surrounding the consolidation of the Russian community outside of Russia, preservation of its ethno-cultural identity, preservation of the Russian language and strengthening of ties with their historic Motherland. The compatriots took great pleasure in becoming acquainted with the work of Russian speaking organizations in San Francisco and attended a grand concert given by artistic groups of San Francisco at the Russian Cultural Center. The Third Forum of compatriots adopted a resolution in gratitude to the organizers of the Forum, the Congress of Russian Americans and personally to Natalie Sabelnik for her enormous efforts in preparing and producing the Forum.

In spring 2012 the oldest Russian language publication, “The New Journal”, celebrated its seventieth year. In connection with celebrating its jubilee “The New Journal” conducted an international conference, “Russian Emigration on the Crossroads of the XXXXI Centuries”. Members of the CRA lead by the Congress’s president participated in this conference, which took place 27-28 April at Columbia University in New York.

The main event between the two jubilees of the Congress, was the celebrations surrounding the 200th anniversary of Fort Ross, the southernmost Russian colony on the American Continent, which was held at Fort Ross and San Francisco 25-30 July 2012.

More than 12 large events, dozens of exhibits, cultural festivals, conferences, lectures, meetings of ethnographers and church services took place on the occasion of the 200th anniversary of this former Russian settlement. The Congress of Russian Americans made its substantial contribution to the jubilee celebrations.

The formal opening of the festivities in honor of the 200th anniversary of Fort Ross took place on 25 July at the Russian Center; this was organized jointly by the Congress of Russian Americans and the Russian Cultural Center.

During these events, Yuri Zaitsev presented from Rossotrudnichestvo to Sarah Sweedler, president of the Fort Ross Historic Association, 12 icons for the chapel in the commemorative park.

The official part of the program was concluded with a concert of young dance groups, guests from Irkutsk, and from the Russian Cultural Center in San Francisco. The sailor’s dance “Yablochko”, performed by the five-year-old Nikolai, the youngest of all the compatriots in our dance group of Americans, brought the greatest applause.

On 24 August 2012, the Russian Center hosted a round-table discussion “The Russian Orthodox Church and Compatriots” organized by the External Church Communications Department of the Moscow Patriarchate and the Ministry of Foreign Affairs of the Russian Federation. The task of organizing this undertaking lay on the shoulders of the president of the Congress of Russian Americans, Natalie Sabelnik, and her volunteer assistants.

This event coincided with the 200th anniversary of Fort Ross and the five-year anniversary of the resumption of canonical unity within the Russian Orthodox Church.

Центральными мероприятиями между двумя юбилеями Конгресса стали торжества по случаю 200-летия Форт-Росса – самой южной русской колонии на американском континенте, которые состоялись в Форт-Россе и Сан-Франциско с 25 по 30 июля 2012 года. Более 12 крупных мероприятий, десятки выставок, фестивалей культуры, конференций, лекций, встреч этнографов и церковных служб состоялось по случаю отмечаемого 200-летия бывшего русского поселения. Конгресс Русских Американцев внес свою достойную лепту в проведение юбилейных мероприятий. 25 июля в Русском культурном центре в Сан-Франциско состоялось торжественное открытие праздничных мероприятий в честь 200-летия Форт-Росса, организованное Конгрессом Русских Американцев совместно с Русским культурным центром. Собравшихся приветствовали генеральный консул России в Сан-Франциско Владимир Винокуров, представитель Россотрудничества в США Юрий Зайцев, заместитель мэра Красноярска Виктор Шевченко, президент детско-молодежной организации «Краеведческий клуб «Иркутск-Форт-Росс»» Вадим Шахеров, президент Конгресса Русских Американцев Наталья Сабельник. Вела торжественное собрание президент Русского Центра Зоя Лю-Чоглокова. В ходе мероприятия Юрий Зайцев от имени Россотрудничества торжественно передал президенту исторической ассоциации «Форт-Росс» Саре Свидлер 12 икон для часовни в парке-заповедникe. Официальная часть завершилась концертом, в котором выступили юношеские танцевальные коллективы гостей из Иркутска и коллективы Русского культурного центра в Сан-Франциско. Матросский танец «Яблочко» в исполнении 5-летнего Николая, самого молодого соотечественника в танцевальной группе американцев, вызвал шквал аплодисментов.

Bishops, clerics, representatives of groups of compatriots from Canada, Australia, New Zealand, Mexico and the United States of America gathered for the round table. The First Hierarch of the Russian Church Outside of Russia, Ilarion, Metropolitan of Eastern America and New York, opened the planning session of the gathering.

During this forum, conducted in an atmosphere of mutual understanding, the Episcopate, those in Holy Orders, diplomats and representatives of organizations of compatriots addressed issues connected with the support of the Diaspora in North America and Oceania. A press communication was adopted as a result of their efforts.

On 25 August, Illarion, Metropolitan of Volokolamsk, headed the Divine Liturgy at Fort Ross, at the spot of the first Russian settlement in California. The Chairman of the Department of External Church Communications presented to Holy Trinity Church an icon of the Holy Hierarch Tikhon, Patriarch of All-Russia. The Liturgy was followed by a procession around the walls of Fort Ross.

Representatives of the Congress of Russian Americans participated in various activities organized according to the Ministry of Foreign Affairs of Russia, Russian-Cooperation, and the Russkiy Mir Foundation. CRA president, Natalie Sabelnik, represented the organization at congresses and forums of compatriots in Moscow, Saint Petersburg, Peru, at assemblies of Russkiy Mir in Moscow, at the “Russian Forum” in Washington.

CRA directors and members traveled to forums for young compatriots in Moscow and Saint Petersburg. All this is indicative of the great respect which the Congress of Russian Americans now enjoys. This is the organization, of which you and I commemorate its fortieth anniversary.

25 августа митрополит Волоколамский Иларион возглавил Божественную литургию в Форте Росс, на месте первого русского поселения в Калифорнии. Председатель ОВЦС передал в дар Троицкому храму икону святителя Тихона, Патриарха Всероссийского. По завершении литургии состоялся крестный ход вокруг стен Форт-Росса. Представители Конгресса Русских Американцев принимали участие в различных мероприятиях, организованных по линии Министерства иностранных дел России, Россотрудничества и фонда «Русский мир». Председатель КРА Наталья Сабельник представляла организацию на конгрессах и форумах соотечественников в Москве, Санкт-Петербурге, Перу, на ассамблеях «Русского мира» в Москве, на «Русском форуме» в Вашингтоне. Члены правления и рядовые члены КРА ездили на форумы молодых соотечественников в Москву и Санкт-Петербург. Все это – показатель большого уважения, которым сегодня пользуется Конгресс Русских Американцев. Наша с вами, организация, чей сорокалетний юбилей мы отмечаем.

March 2013, San Francisco, CA - On the invitation of the Consulate of the Russian Federation in San Francisco, the CRA President, Natalie Sabelnik met with the new Consul General, Sergey Vladimirovich Petrov, who recently took the place of Vladimir Nikolaevich Vinokurov. Consul General Petrov promised full support for CRA and it’s projects, especially the 40th Anniversary, and was impressed by the conference “Russian America: yesterday, today, tomorrow” planned to be held in line with the last weekend of July at Fort Ross, celebrating “Cultural Heritage Days”, as well as the conference of “US-Russia Business Council” in Sonoma. Visiting dignitaries, such as the Ambassador of the Russian Federation, Sergey I. Kislayk, representatives of “Russkyi Mir”, RF Ministry of Foreign Affairs, Federal Agency for the CIS, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo), various city administrative heads from Russia, as well as the US and others are expected to attend. Travel arrangements, including flights, hotels and tours can also be made through www.gettorussia.com Congress of Russian Americans encourages all members and friends to sign the petition addressed to the US House of Representatives to officially recognize and observe Russian Heritage Week, during the days from June 6 through June 12. Russian Heritage Week is an appropriate time to recognize the enormous contributions that Russian Americans have made to the US and the world throughout our history, including generals, philosophers, economists, and Nobel Prize-winning scientists, writers, composers, musicians, dancers, choreographers, filmmakers, actors, composers, painters, sculptors and atheletes, Russian Heritage Week will be an officially recognized time to salute the Russian American community and to recognize and express appreciation for the contribution of Russian culture and heritage in enriching the lives of the people of the US and the world. A minimum of 100,000 signatures is required to be put on the ballot for review. We urge you to gather the necessary signatures or send yours to CRA for inclusion in the petition.
