Scope of Work:
E Contractors was the awarded General Contractor for the Ismaili Jamatkhana located at Harvest Green just off the Grand Parkway. The project involves the construction of a 32,000 square foot facility consisting of various components such as a TPO and standing seam metal roof, structural steel, MEP (Mechanical, Electrical, and Plumbing) systems, site work, and an intricate face brick facade. The project also included over 9 acres of concrete parking, play area and walking trail for the congregation to enjoy.
The project began in early 2021, approximately a year into the COVID-19 pandemic, and faced challenges such as material shortages and longer lead times. Despite these obstacles, the E Contractors team demonstrated agility in their approach by carefully planning and prioritizing their procurement process.
To ensure efficient execution, E Contractors initiated communication with both the owners and the design team representative. This allowed them to establish a critical path schedule, which helped identify the most crucial tasks and their dependencies. By understanding the priorities within the procurement process, E Contractors aimed to mitigate any potential delays or disruptions caused by material shortages.
The construction project encompasses various elements, including the installation of both TPO and standing seam metal roofs, structural steel, complete MEP systems (including mechanical, electrical, and plumbing installations), site work, construction of a face brick facade, fountain, courtyard, complex drywall ceiling and lighting. Each of these components requires careful coordination and expertise to ensure successful completion.
Overall, E Contractors displayed their proactive and adaptable approach to address the challenges posed by the pandemic and the associated material shortages. By effectively managing the project and collaborating closely with stakeholders, they aimed to deliver a high-quality 32,000 SF facility within the established timeframe and budget.

Scope of Work:
E Contractors was selected as the General Contractor for the construction of a Maintenance Facility, which encompassed several aspects of site development and building construction. The project spanned an area of 15.5 acres and involved the creation of various structures, including Offices, Shop-Vehicle Storage, and an Equipment Storage Shed.
The site work comprised several significant components such as concrete driveways, concrete parking lots, asphalt and concrete paving, concrete curb and gutters, landscaping, security fencing, sliding gates, concrete walks, and the connection of buildings to utility systems.
The overall scope of work included earthwork activities, such as excavation and grading, as well as the installation of various paving materials. Additionally, the project encompassed the construction of security fencing, site lighting for enhanced visibility, and concrete foundations for the buildings.
The buildings themselves were constructed using a preengineered metal building structural frame and roofing. The exteriors featured a combination of masonry veneer on metal studs, pre-finished metal wall panels, and exterior sheathing. The buildings were equipped with aluminum windows and a storefront system, allowing natural light into the interior spaces. Inside, the construction involved drywall partitions, hollow metal frames, and doors made from pre-finished wood.
Further interior finishes included ceramic tile and vinyl composition flooring, as well as painting and the installation of casework, such as cabinets and shelves. The mechanical systems, including heating and cooling, relied on a forced air DX system. Plumbing systems were also installed to meet the facility’s requirements, and security and electrical systems were implemented as specified in the Contract Documents.
Overall, E Contractors undertook a comprehensive construction project involving site development, building construction, and the installation of various systems and finishes to create a functional and wellequipped Maintenance Facility.

E Contractors starts every project with our pre-construction process that engages all project stakeholders to plan the permitting cycle, staging areas, scheduling reviews, and discuss anticipated long-lead items. Through this process, our proposed construction team will ensure all communication and deliverables are met.
Our project schedule is created with Critical Path Methodology (CPM), ensuring all items are completed as efficiently as possible.
We start by making the complex safe for construction. E Contractors will mobilize by installing a temporary fence with a privacy screen to assure the project site is safe and secure as needed. We then identify any existing overhead electrical power poles and install overhead flags per the Occupational Safety and Health Administration (O.S.H.A.). We then install environmental controls as listed in the project documents. Other construction preparations will include placement of an on-site job-site trailer, site storage, and installation of a designated construction entrance.
Our E Contractors' construction team will engage the key subcontractors for the preplanning and preparations of the
commencement of construction. Once initial coordination meetings have occurred, we then prepare for the first phases of construction, holding coordination meetings weekly with all key stakeholders to mitigate any unforeseen circumstances. Owner and client will be updated weekly with our construction progress schedule. As we progress throughout the construction lifecycle, our quality control team will prepare QC inspections to assure that the construction provided meets or exceeds the construction documents and expectations. As we bring the project to a close our E Contractors' representative will walk through with the owner to understand any punch list items and coordinate with our trade partners to bring the construction to a successful completion.

Injury & Illness Prevention Plan © Revision Date: April 2020 • Timetables for conducting hazard correction At E Contractors USA LLC, pre-accident investigation planning is a team effort between the safety committee and the Safety Manager. Nevertheless, there are some key steps to help ensure an accident investigation will accomplish its goal of preventing future incidents. See Figure 1 for an outline of the general steps of an accident investigation. REPORTING ACCIDENTS E Contractors USA LLC will investigate all lost-time injuries. Any fatality, or the hospitalization of three or more employees, must be reported to OSHA within eight hours. Effective January 1, 2015 any accidents resulting in hospitalization, amputation, and eye loss must be reported within 24 hours (amputations do not include avulsions, enucleations, degloving scalping, severed ears, or broken/chipped teeth.) Employees will report all accidents and near-miss incidents that result n personal njury, property damage, chemical spills, or other emergencies to the assigned supervisor at the time of the event. In addition, emergency medical services, the fire department, and hazmat services will be immediately summoned as needed. IMMEDIATE ACTION SECURE ACCIDENT SCENE The first action to take at an accident scene is to prevent further injuries and make the area safe. Administer first aid (or ensure it is administered) or summon appropriate emergency responders as necessary. Sometimes, an investigation can begin while the victim is being assisted by emergency responders. However, the priority is always taking care of the victim, and usually investigations don’t begin until emergency response is completed. Material evidence will most likely not be in its original location, but effective interviews can shed light on the scene at the time of the accident. At this point, gathering as much pertinent information as possible for later analysis takes priority over determining the cause of the accident, but the top priority should always be the safety and well-being of workers and the public. PRELIMINARY INVESTIGATION It is important to start the investigation as soon as possible. Significant elapsed time between the accident and the investigation can lead to a deterioration of evidence and undermine the accuracy of the investigation. PROJECT MANAGEMENT COORDINATION SYSTEMS
E Contractors adapts to each client’s needs, assuring construction management is streamlined for both the general contractor and the client. We have diverse experience with PMCS capabilities, major software packages, CAD coordination, electronic filing, and transmittals.
Any schedule can be accelerated without reduction in services, materials, and workmanship with proper planning and sequencing. We begin by establishing a non-accelerated construction phase schedule as a baseline. If acceleration is desired or needed by Frassati Catholic High School, we revise the schedule by adjusting the sequencing and manpower requirements. These requirements are identified in the trade package proposal requests so that trade contractors are aware of the accelerated schedule plan. With this information, the trade contractors can plan for the appropriate level of manpower and supervision needed to ensure quality and workmanship.

QUALITY
THREE-PHASE QUALITY ASSURANCE PROGRAM
To remain compliant with the required standard of quality established in the contract documents, we developed a Quality Assurance Program comprised of all construction operations, including both on-site and off-site activities, coordination of quality control measures that include monitoring of source materials and fieldwork.
E Contractors utilizes a Three-phase Quality Assurance Program, which was adapted from the US Army Corps of Engineers Three-Phase Inspection process.
Our Supervisors conduct and implement the following Quality Control procedures for each definable feature of work:
PHASE 1: PREPARATORY PHASE
Prior to the start of each separate definable segment of work or prior to the start of work where a change in a construction operation is defined by E Contractors, a coordination meeting is held between the E Contractors Supervisor, supervisory and quality control representatives of all appropriate subcontractors.
The purpose of the meeting is to ensure there are no misunderstandings regarding the quality and technical requirements of the contract.
E Contractors’ Supervisor and the subcontractor’s superintendent(s) will be on-site at all times during performance of the work being conducted and will have the authority to effectively resolve any Quality Control issues that may arise internally or with the client.
Should any issues arise beyond the control of the Supervisor, management at headquarters will be summoned to intervene and bring all issues amicably to an end between all parties.
At a minimum, the following items are reviewed at the quality assurance meeting:
• Contract requirements
• Shop drawings and submittals
• Adequacy of previous operations
• Availability of required materials and equipment
• E Contractors' Quality Assurance inspections and tests
• Customer’s Quality Assurance inspections and tests
• Familiarity and proficiency of E Contractors' and Subcontractor’s workforce to perform the operation to required workmanship standards

E Contractors’ Supervisor chairs the preparatory coordination meeting, the results of which are documented by separate meeting minutes prepared by the supervisors and attached to the Daily Quality Assurance Summary Report.
PHASE 2: INITIAL INSPECTION
Upon completion of a particular scope of work, prior to the start of a new or changed operation, E Contractors' Supervisors and the Subcontractor’s Superintendent(s) meet to review the adequacy of the work accomplished.
The subcontractor is responsible for scheduling the initial inspection in a timely manner so that the work is not delayed or hindered.

At a minimum, the following items will be checked at the initial inspection meeting:

• Conformance to Contract Drawings, Specifications, and the accepted Shop Drawings
• Submittal of the representative sample of work
• Adequacy of materials and articles utilized
• Adequacy and results of inspection and testing methods
• Adequacy of safety and environmental precautions
Once approved, a representative sample becomes the baseline of quality by which ongoing work is compared for quality and acceptability.
To the maximum extent, approved representative samples of work remain visible until all scope of work in the appropriate category is complete. It is during this inspection that all issues with non-compliance work is resolved.
Initial Inspection is repeated if deemed necessary. Results of the inspection are documented and prepared by the Supervisor and attached to the daily quality control summary report.
PHASE 3: FOLLOW-UP INSPECTION
Daily inspections are performed to ensure continuing compliance with contract requirements, including:
• Control testing until completion of the particular scope of work.
• Record inspection results in the QC documentation.
• Conduct final follow-up inspections
• Correct all deficiencies prior to the start of additional scope(s) of work
• Deficient work is clearly explained on the Daily Report under Items of Concern and noted on the Items of Concern Punch List
PRE-FINAL ACCEPTANCE INSPECTION
When the work is completed, the Project Manager conducts a Pre-Final Inspection and prepares a list of deficient or incomplete items (Punch List) discovered during the inspection.
The Punch List is transmitted to the subcontractors for correction of the deficient or incomplete items.
Following correction of the deficient or incomplete items, the Project Manager will notify the client representatives and the E Contractors Program Manager for determination on when the Final Acceptance inspection can be conducted.
PUNCH LIST
During Pre-Final or Final Acceptance inspections, work that is found to be incomplete or in non-conformance with the contract requirements are identified on a Punch List.
The Punch List will be distributed to client representatives and Subcontractors, as well as posted on site where the non-conformance work occurred. Pre-Final Punch Lists are normally cleared within seven (7) working days.
FINAL ACCEPTANCE INSPECTION
Once E Contractors has completed all items on the Punch List (generated from the Pre-Final Acceptance Inspection) a request for Final Acceptance Inspection on a definite date is requested.

SAFETY MANAGEMENT PROGRAM
SAFETY PROGRAM
E Contractors has a strong commitment to provide a safe workplace and to establish policies promoting high standards of employee health and safety, while delivering to the client a high-quality completed project. In keeping with our commitment, it is the company’s intent to maintain a Positive Safety Program. Our employees and subcontractors will conduct both themselves and their work in a safety manner consistent with good construction and industry practices. Responsible for achieving our safety goals are our site superintendents, project managers, and the safety manager, with the support of company management.
With these objectives in mind, our program consists of:
• Furnishing each jobsite with a safety package, enabling the site supervisor to maintain a positive safety program regarding weekly site safety meetings, safety inspections, accident/incident prevention, proper personnel training, practicing work habits consistent with our industry and trade, maintaining housekeeping above an acceptable level, and monitoring tools and equipment.
• Adhering to OSHA requirements with written policies in hazardous communication procedures.

EXEMPLARY SAFETY RECORD
At E Contractors, we take safety very seriously, and as a result, we only have had one claim since inception eleven years ago, which was a minor back injury that did not result in any loss in working hours.
This project will require diligent management of job-site safety analysis, traffic control and temporary fencing. Human interaction and adherence to a strict safety protocol is invaluable. E Contractors uses Procore to manage safety inspections and citations. Weekly safety meetings are held with our subcontractors and variety of topics are shared from accident prevention, back safety, construction equipment dangers, etc. Here is a sample of topics found in our Procore library of Safety topics.
