KEY AGREEMENTS

Key deposit for shelters/pavilions is $25/booking Deposits can be made in the form of cash, check or card You will receive the deposit back once keys have been returned If keys are lost, stolen or damaged, the key deposit will be forfeited All keys need to be picked up at 910 Forest Street, Monday - Friday 8am - 4pm

If you do not pick up keys during office hours, no keys will be available for your reservation.

CAN I RESERVE AN ICE RINK OR PLAYGROUND?

Pavilions, Shelters, Owen Park Bandshell, and the Phoenix Park Great Lawn and Labyrinth are all reservable Nearby playgrounds and ice rinks remain open to the public during park hours

WHAT PAVILIONS CAN BE RESERVED DURING THE WINTER?

Neighborhood Park warming shelters that can be reserved during the winter season are Boyd Park, Demmler Shelter, Mitscher Shelter, Oakwood Shelter, Pinehurst Shelter, Putnam Heights Shelter, Roosevelt Shelter, and Sam Davey Shelter Open for Reservations beginning December 10

ARE THE OWEN PARK BANDSHELL AND AMPHITHEATER RESERVABLE?

The Owen Park Bandshell and Pavilion are both reservable The Bandshell is most often used for Public Events For Bandshell Reservations, please call the Parks Administrative Office at (715)839-5039 Pavilion reservations can be made online

IS ALCOHOL ALLOWED AT MY EVENT?

Intoxicating liquor, beer, and wine are allowed only in Carson Park, Lower Mt Simon Park, Riverview Park, and Rod and Gun Park With prior city approval, alcohol may be permitted at Phoenix Park Alcohol is not allowed in Owen Park or the Neighborhood Parks For full details, including alcohol permit fees, please visit our Alcohol Policies page

ARE RESERVATIONS REFUNDABLE?

Refunds can be issued for cancellations within 5 business days prior to the event, minus a $7 Administrative Fee Refunds will not be issued due to inclement weather For our full refund policy, please visit our Parks Information Reservations page

HOW DO I PLAN A PUBLIC EVENT IN AN EAU CLAIRE CITY PARK?

IS CAMPING ALLOWED OVERNIGHT IN EAU CLAIRE CITY PARKS?

No overnight camping is allowed in any Eau Claire City Park Parks are only available for use during operation hours Monday-Sunday from 4AM -11PM

IS FISHING ALLOWED AFTER HOURS?

Anglers are only able to fish our Eau Claire City Parks during park hours For a listing of recommended fishing locations, please visit our Boat Docks and Landings page Please note that there are no internal combustion engines allowed in Half Moon Lake

IS PLASTIC CONFETTI PERMITTED?

Due to the harm that it causes to our local wildlife, plastic confetti is not allowed in any of our Parks

CAN I BRING A GRILL?

Most Community Parks and a few Neighborhood Parks have grills available for your Park Reservations Due to City Ordinance 9 76 110, igniting or maintaining a fire or open flame is not allowed except if fully contained in metal grills in picnic areas or fire rings installed by the City

EAU CLAIRE DOG PARKS

The City of Eau Claire has three off-leash recreational areas where citizens may responsibly exercise their canines without leashes A daily pass can be purchased at the dog parks. Annual passes for City and Non-City residents can be purchased at the Customer Service Office in City Hall. For more information, call 715-839-4923.

OTTER CREEK OFF-LEASH DOG PARK

4503 House Road, Eau Claire, WI 54701 This facility is located at the intersection of Gateway Drive and House Road.

SUNDET PARK OFF-LEASH DOG PARK

4703 Robin Road, Eau Claire, WI 54703. This facility is located off Hwy 53 at Melby Street, intersection of Robin Road and Runway Avenue

SOUTHWEST OFF-LEASH DOG PARK

1000 Ferry Street, Eau Claire, WI 54703 This facility is located off of Clairemont Avenue and Menomonie Street, to Ferry Street Follow Ferry Street to end.

DOGGIE SWIM FEST AT FAIRFAX POOL!

Prior to draining the pool for the summer season, the pool opens one last time as a safe place for dogs to swim! Vendors from the Eau Claire area are present Fairfax Pool will be open exclusively to the canine crowd for this special event (sorry, no people in the pool on this day).

Applications for events are due at least 30 days in advance of your event Events that are new, or require City Council approval, are due 60 days in advance of your event

To reserve your space, please complete a Save the Date Form Once your date is reserved, complete the full application for event approval and permit

WHAT QUALIFIES AS A SPECIAL EVENT?

Your event is a special event and requires a permit if it is a scheduled gathering, on city property, the public is invited, and it meets any one of the following criteria:

Over 100 people are expected to attend

Food/concessions will be served or sold

Merchandise or others items are to be sold

An admission/entry fee is charged for participation or inclusion

Donations are accepted

Street closures are needed

Tents over 250 square feet will be put up

Alcohol will be served or sold

Alteration of park operation hours requested

AMAZING EAU CLAIRE CLEAN-UP

Saturday, April 19, 2025 - 9AM - 12PM

Volunteers work throughout the City of Eau Claire picking up trash and preparing flowerbeds Register online OR fill out the paper registration form on our website.

PARK PRIDE

If your family, group or organization is looking for an opportunity to take an active role in keeping Eau Claire beautiful, there are several ways you can volunteer:

1. Adopt-a-Park, Adopt-a-Trail, Adopt-a-Flowerbed: Volunteers pick up litter, report vandalism, weed flowerbeds or help with special projects.

2. Park or Trail Clean-up: This is a one-time cleanup of a park or trail area.

YOUTH SPORTS COACHES

Parks and Recreation relies on volunteer coaches for several youth sports; baseball, flag football, soccer, and t-ball. If you have any experience in any of these sports, consider sharing your knowledge and time as a youth sports coach. You will be asked to complete an application before you begin coaching, which includes a background check. INCREASE

Classes offered in partnership with the Eau Claire Area School District ECASD residents pay a materials/supply fee for activities identified with this symbol. This is the second fee listed Non-school district residents must pay the full program fee (first fee)

RESIDENT VS. NON-RESIDENT

Your family is considered "Residents" if you pay your property taxes to the City of Eau Claire. If you pay your property taxes to the City of Eau Claire, you are eligible to take the City Resident Discounted Fee Your family is considered "Non-Residents" if you pay your property taxes to a Township or do not live in Eau Claire If you pay your property taxes to a Township, you will have to pay the full Program Fee.

REFUND POLICIES

A full refund will be issued for any program cancelled by Parks and Recreation (Not subject to Administrative Fee).

A full refund is available if Parks and Recreation makes changes to the original program schedule and you can no longer participate (Not subject to Administrative Fee)

A refund will be issued for a program if Parks and Recreation is notified of your cancellation 72-hours prior to the start of the program Refund subject to Administrative Fee

All program transfers/cancellations must be done by emailing recreation@eauclairewi gov with the participant's name and classes to be cancelled (Cancellations subject to Administrative Fee).

Refunds will not be issued for Fairfax Pool Memberships or EC RecPass Punch Cards

Youth Leagues - 75% of the program fee may be refunded up to the first day of program (Refund subject to Administrative Fee) No refunds after schedules have been completed. Refunds will not be issued for Adult Athletic Team registration fees after schedules have been completed (Refund subject to Administrative Fee)

Shelter/Pavilion reservations are eligible for a refund if the cancellation is received 5 business days prior to the event (Refund subject to Administrative Fee)

If your account is credited with a refund or an overpayment is made, you will be issued a credit card refund (please allow up to 10 business days for processing) or check in 1-2 weeks. Patrons are not allowed to leave credit balances on their accounts.

SCHOLARSHIP PROGRAM RENEWALS

Patrons will be asked each calendar year to verify their eligibility for the Scholarship Program Upon renewal, Patrons must show Proof of Address, ID, and Proof of Assistance (sorry, no FoodShare cards are accepted, letters only) Patrons who live within the City of Eau Claire City Limits and pay property taxes to the City of Eau Claire are eligible Patrons who reside in Townships are not eligible

1ST DAY ATTENDANCE POLICY

First day attendance is required for all sessions of summer school partnership programs with a $0 ECASD resident cost First day no shows will be removed from the class to accommodate waitlist additions. If your family schedule has changed prohibiting your child from attending the program, please email recreation@eauclairewi gov so we can remove your child from the roster If you need to cancel your child's registration, please allow at least a 72-hour cancellation notice

WAITLISTS

If classes are full, patrons are encouraged to join the waitlist in the event that an opening occurs. If your children are taken off the waitlist, our Recreation Administrative Office will either call or email the number and/or email listed on your account Patrons will typically have 24 hours to respond If we do not hear back from you, your child will be removed from the waitlist and the next child on the waitlist will be contacted.

SCHOLARSHIP PROGRAM GUIDELINES

Families will be asked to reapply for the scholarship once each calendar year.

The Eau Claire Parks and Recreation Scholarship Program provides discounted scholarship rates for ECPR youth programs and Fairfax Pool memberships for qualifying youth and families. Recipients must live within the limits of the City of Eau Claire. Scholarship applications must be submitted to the Recreation Administrative Office via email at recscholarships@eauclairewi.gov or in-person Monday - Friday from 7:30am - 4pm at 915 Menomonie Street.

ELIGIBILITY: Any resident living within the City of Eau Claire boundaries currently receiving Federal, State, or Local assistance are eligible. If the address at which you live is located in a Township, different county, or different city you will not be eligible for the program. The following must be submitted when applying for the scholarship:

OR Proof of ECASD Free Lunch Program:

Provide a letter for each child who qualifies/receives free lunch through ECASD. These letters are mailed out by ECASD upon approval for free lunch.

AQUATICS

LEVEL RECOMMENDATIONS

It is not recommended to enroll your child in a sequence of levels throughout the summer See class descriptions to determine which class is appropriate to enroll your child in. It's best to make sure your child is comfortable in the level they are in before enrolling in the next level.

PARENT/CHILD AQUATICS

(Ages: 6 Months - 4 Years) An adult is REQUIRED to participate in the water with each child.

PARENT/CHILD LEVEL 1

Prerequisites: 6 months of age before the first class

Goals: Familiarize children with water, teach swimming readiness skills, build safe habits for aquatic environments, educate parents on how to safely supervise and enjoy the water with their children

PARENT/CHILD LEVEL 2

Prerequisites: 6 months of age before the first class AND confidently explore the water with support

Goals: Learn when and how to safely enter and exit the water, develop breath control, gain comfort with a feeling of buoyancy, learn arm and leg actions for swimming, and continue building safe habits for aquatic environments, including the expectation of parent supervision and what to do in an emergency. Provides parents with safety information and techniques they can use to help their children in the water

PRESCHOOL AQUATICS

(Age: 4-5 Years): A parent is NOT required to attend.

OTTER

Prerequisites: 4 years of age before the first class

Goals: Learn when and how to independently enter and exit the water then travel 5 yards, develop breath control, experience and gain comfort with buoyancy on the front and back, practice beginner arm and leg action on the front and back, prepare to safely participate in aquatic activities, learn how to recognize emergencies and call for help All skills can be completed with support by the instructor

SEAL

Goals: Begin to independently float, glide, and travel 3 body lengths, perform previous skills for longer lengths of time or longer distances, explore deeper water, prepare to safely participate in aquatic activities, and learn how to recognize emergencies and call for help All skills can be completed with assistance by the instructor

DOLPHIN

Goals: Gain increasing independence and endurance while swimming, floating, and gliding; explore treading water, learn more about safely participating in aquatic environments, learn how to safely respond once help is on the way All skills should be completed independently

RED CROSS LEARN TO SWIM

(Ages: 6-15): Begin Learn to Swim with Level 1 unless otherwise recommended by a swim instructor.

LEVEL 1

Prerequisites: 6 years of age before the first class

Goals: Orient children to the aquatic environment, teach basic aquatic skills, prepare children to safely participate in aquatic activities, and learn a new safety topic each class Skills that are focused on: traveling at least 5 yards, bobbing 5 times then safely exiting the water, gliding on front supported at least 2 body lengths, and rolling to a back float for 5 seconds with assistance

LEVEL 2

Goals: Begin to independently float, glide, and move through the water. Perform previous skills for longer lengths of time for longer distances, explore deeper water, prepare to safely participate in aquatic activities, and learn a new safety topic each class Skills that are focused on: learn to float without support for 15 seconds and swim about 10 yards continuously independently.

LEVEL 3

Goals: Perform previous skills for longer lengths of time or longer distances, introduction to the front crawl, elementary backstroke, headfirst entries, develop water competency, and learn a new safety topic each class Skills focused on: front crawl for 25 yards, swimming the elementary backstroke for 25 yards, survival float, and jumping into deep water from the side and treading.

LEVEL 4

Goals: Perform previous skills with greater proficiency and build endurance, introduction to the back crawl, breaststroke, sidestroke, butterfly, and turning at the wall Learn a new safety topic each class Skills focused on: breaststroke for 15 yards, back crawl for 15 yards and introduction to butterfly: swim 15 yards.

LEVEL 5

Goals: Perform previous skills with greater proficiency and build endurance. Introduction to flip turns on front and back, perform a long shallow dive, surface, and begin swimming Learn a new safety topic each class Skills focused on: front crawl for 50 yards, elementary backstroke for 50 yards, breaststroke for 25 yards, and the back crawl for 25 yards.

LEVEL 6

Goals: Stroke refinement for greater efficiency and effectiveness over longer distances. Focus on personal water safety and the skills necessary to become a Water Safety Instructor or Lifeguard Learn a new safety topic each class Skills focused on: swimming 500 yards continuously using any 3 strokes, demonstrate all six swimming strokes for 50 or 100 yards, demonstrate various survival techniques for 10 minutes, and demonstrate treading water without arms using multiple kicks

Artists will learn and practice hand-building skills to create 3D works of art using air-dry clay and Sculpey polymer clay Projects are taught in a way that allows for exploration and individuality so your child may create exactly what they desire All work will be painted and sealed before being taken home

Your favorite painting class is back in action! Students will complete a canvas painting, experiment with watercolor techniques, and explore printmaking We will have a sidewalk chalk party to try out “chalk painting” as well!

Youth Volleyball "Bump, Set, Spike!"

Introductory youth volleyball program. Instructors will guide the young athletes through drills and exercises designed to improve their skills, teamwork, and overall understanding of the game The program emphasizes sportsmanship, physical fitness, and having fun while learning Sessions will include a mix of instruction, practice, and scrimmages on the last day to give participants a wellrounded experience Participants are asked to provide a water bottle, gym shoes, and knee pads Volleyballs are provided

Basketball Instruction

This is the perfect introduction to basketball for youth in a fun, recreational atmosphere This is an instructional basketball program designed to introduce and teach the basic fundamentals of the sport Players will participate in a variety of drills, including passing, dribbling, catching, and shooting. Tennis

All instructional classes will follow the USTA (United States Tennis Association) Recreational Tennis Curriculum The USTA program includes performance objectives, skill drills, and fun games on the courts Students need to bring their own tennis racquet The USTA tennis curriculum is designed to bring kids to the game by utilizing smaller racquets, slower and lighter balls, shorter court dimensions, and modified scoring

Red Ball tennis instruction is focused on developing the ABCs (agility, balance, and coordination), all while forming the skills necessary to serve, rally, and score Participants will play fun games and learn how to make contact with the ball while improving hand-eye coordination and self-confidence

Players utilize control, spin, and positioning to their advantage while also being able to consistently rally and cooperate with a partner Balance, transferring weight, and ground strokes are incorporated into this instructional program

Skills incorporated into Green Ball instruction include playing games and sets, grip, body position, forehand stroke, backhand stroke, service and scoring Players will learn how to hit with direction, develop volleying techniques, strategies for playing at the net, and improve coordination

Pickleball is similar to badminton and tennis It involves playing on a court with the same dimensions as a badminton court with a hard paddle and plastic whife ball Lessons will follow a curriculum of instruction and league play experience Equipment will be provided or you can bring your own

This skills camp will get players warmed up for flag football season Experienced high school and ECPR flag football coaches will guide athletes through skills, drills, conditioning, and games.

Soccer Instructional Program

Session 1 - Location: Eau Claire Soccer Park (No Class Week of 6/30-7/3)

The youth soccer instructional program is especially designed for children with limited soccer playing experience Participants will be introduced to the basic skills of soccer such as passing, receiving, and playing related soccer skill games. Players must provide their own shin guards.

T-Ball Instruction

The T-Ball instructional program is designed to teach beginning baseball fundamentals No games will be played Players are responsible for providing their own gloves Bats, balls, and batting tees will be provided

Outcomes: Instructional Programs: Introduce a specific sport to learn fundamentals; Build confidence through participation; Improve physical fitness.

Leagues: Build on the outcomes of the instructional programs; Learn sportsmanship and how to be a good teammate; Gain further knowledge of the rules of a specific sport.

S.P.O.R.T.S.

Through participation in our S.P.O.R.T.S. programs, players will also learn about Sportsmanship, Perseverance, Optimism, Respect, Teamwork, and Service as integral parts of the Youth Sport Experience.

UNIFORMS

Players enrolled in leagues will receive one t-shirt uniform. If a replacement is needed, please notify the league supervisor. A $5 replacement fee will be charged per shirt. Flag Football jerseys will have a higher replacement fee.

HOW ARE TEAMS FORMED?

Players are assigned to teams through an evaluation process by elementary school or geographical location when possible

WHAT ABOUT TRANSPORTATION?

Parents are expected to provide transportation for their children Carpooling requests are secondary to evaluation results Our primary focus is to ensure quality organization of teams

For all youth programs with an age requirement, the child must be of the required age as of the first day of the program For all youth programs with a grade requirement, the child must be going into the required grade during that season All age and grade requirements are set to provide a safe and enjoyable league experience for all participants; therefore, exceptions cannot be made Thank you for your cooperation
