Village sewerage hits funding snag Murray Simpson

The gospel according to Jessie Kate McIntosh

For Northern Rivers musician Jessie Vintila the gospel is something worth singing about. The singer-songwriter first fell in love with the uplifting musical style nine years ago and is now hoping to start a weekly gospel choir in Tweed. Jessie said anyone was welcome to join, adding choirs helped provide safety in numbers. ‘It brings back the tradition of singing together, which is lovely way to connect with other people and enjoy making music, without the pressure of getting up on a stage,’ she said. Jessie started her first gospel choir in her hometown of Denmark in

Western Australia, which went by the name ‘The Serious Rebels’. As the granddaughter of freethinking atheists, starting a gospel choir marked somewhat of a departure for Jessie. ‘I felt quite rebellious starting a Sunday morning gospel choir in their town,’ she says. ‘I’m not religious either, but I am very open to spirituality and find this music incredibly uplifting.’ Jessie has been performing since the age of two, when she began singing German nursery rhymes at her mother’s folk gigs in Germany. Growing up she studied classical and jazz flute and performed alongside her mother and grandfather – a professional opera singer – at folk festivals across WA. She currently fronts the Northern Rivers-based folk/pop four-piece ‘The Lucky Wonders’.

The band was well received on a 40date national tour last year and was one of six local acts selected to take part in Arts Northern Rivers’ industry brokerage program, which aims to provide professional development and industry networking opportunities. After a hiatus to concentrate on other musical projects, Jessie says she is now looking forward to getting back into gospel and has already started a weekly choir in Byron Bay. ‘I’m so excited to be getting back into gospel singing. I still think it’s one of the best musical highs there is,’ she says. Jessie plans to run the Tweed choir on Tuesdays from 11am, or on Monday evenings, depending on which time gets the most interest from the community. Tweed villages of Mooball and Burringbar will be carrying the can for a while yet after Tweed Shire Council deferred a start to their long-awaited sewerage scheme for four months. In a heated debate at Tuesday’s council meeting, the deferral was opposed by councillors Warren Polglase and Phil Youngblutt who demanded an immediate start, saying villagers had waited ten years for the scheme and overflowing septics were causing environmental damage and endangering the local platypus population. The hitch has been in a funding grant from the NSW Office of Water under the country towns water supply and sewerage program which was to have contributed up to $2.8 million of the $9 million project. But the Office of Water has told the council there is no money available till June 2014 and successful applications for funding may not see a cent till 2018.

Six months to process The Office said it was currently taking six months to even process a funding application. The council narrowly (with a 4-3vote) overturned a motion from Cr Polglase for an immedate start and opted for a deferral till July by which time it is hoped the funding application would be complete and the availability of funding would be known. The council’s director of community resources David Oxenham said a letter from state water minister Phillip Costa made it clear if the council went ahead and called tenders without the minister’s approval then the council would not be eligible for the funding grant.

But Cr Polglase said the letter did not amount to much. ‘Mr Costa won’t be around in two weeks [after the state election],’ he said. Mr Oxenham warned a deferral might lead to a cost blow-out in the scheme. The council first approved the sewerage scheme in February last year but, more than a year later, not a sod has been turned.

Further delays Tenders have been received and assessed but cannot be awarded till the council gives the final go-ahead. Mr Oxenham said further delays would be badly received in the community; contractors may have to increase their prices and they may not have the resources or key personnel available if work does not start till July. What’s more, the loan funding has been obtained for the project and drawn down and interest will be paid on it during the four-month delay. Mr Oxenham said there was a good chance of the grant funds not being available and even if they were, by the time they were received in 2018, the $2.8 million asked for may be worth only $2.4 million in today’s terms. Council general manager Mike Rayner said villagers had been levied about $300 a year for the past ten years in anticipation of the scheme. But this only covered a small proportion of the cost and reticulation would still cost $70,000 per tenement – a cost to be carried by the ratepayers in general. That was why it was felt important by the staff to make a pitch for the grant funds. Grant money is also being sought continued on page 5
