showing a slug of sand coming around Wategos and the Pass, and this will eventually replenish Clarkes Beach. ‘The southerly swell transport system has finally fired up after a few years of negligible south swell, and hopefully if this continues sand will continue to build up. ‘However it will not rebuild the steep dune escarpment and this will need to be addressed by other coastal management strategies in consultation with NSW government agencies and other stakeholders’, she said. A spokesperson for Reflections Holiday Park, who manage the

ig swells have chipped further into Byron Bay’s Clarkes Beach, leading Council to close beach path access. Stormwater pipes were exposed and mature trees and coastal vegetation fell into the ocean. The beach was already severely depleted of sand from previous storms, and Council staff said on July 22 they cleaned up some beach debris, including trees and branches. The public are asked to stay clear of the eroded and unstable sand dunes, and to only use access paths that are open, to get onto the beach. Council’s coastal and biodiversity

co-ordinator, Chloe Dowsett, said, ‘There is a very steep drop from the top of the dunes to the beach, and we have repaired or closed some access paths to make sure that no one gets hurt. ‘We have also lost more of our concrete access path that was installed for people with mobility devices like wheelchairs. ‘Reflections [Holiday Parks] is also working on the area of Clarkes Beach near the holiday park, to ensure access paths that are not safe are closed, as well as removing rubbish and debris’. The long-running dispute over the Terrace Reserve caravan park in Brunswick Heads has ended up in the Land & Environment Court, with NSW government-run Reflections Holiday Parks (RHP) commencing proceedings against Byron Shire Council. In a case that some local residents say should have been brought to public attention by the Council months ago, RHP has launched the action over the ‘deemed refusal’ of its new activity application to operate the park. The Echo understands that the activity application was submitted by RHP last year and includes a proposed change to the park’s boundaries. In a statement to The Echo, Byron Council said it would contend in the case that the application ‘should be refused because insufficient information has been provided to enable a proper assessment of the proposed activity’. Council’s legal counsel, Ralph James, said that the two parties took part in a conciliation conference last week before Senior Commissioner Susan Dixon. ‘Marsdens lawyers appeared on behalf of Council,’ Mr James said. ‘The conciliation conference did not resolve the matters in dispute, and it was adjourned to Wednesday August 19, 2020 for mention.’ RHP put a somewhat different spin on the proceedings. ▶ Continued on page 5

New youth production tackles eco-anxiety Aslan Shand The conversation for young people has moved on from ‘is climate change real?’, or ‘how do we slow or stop the impacts of climate change?’ to ‘how do we adapt?’. The need, not only to mitigate against climate change, but also to work out how it is going to impact young people’s futures, has been driven home over the last few years. Drought, the Black Summer fires, floods and now a global pandemic; the predicted outcomes of climate change are taking place. ‘Young people across the region are grappling with the worry and uncertainty of how climate change will impact on their future,’ said Byron Youth Theatre (BYT) director, Lisa Apostolides. Looking at ways to increase young people’s resilience to climate change, The Joyality Project and Byron Youth Theatre have come together to create a regional partnership called the ‘How on Earth’ project. Through a $30,000 grant from the NSW Department of Planning, Industry and the Environment, the How

Leader training At the heart of ‘How on Earth’ is The Joyality Project’s youth leader training, to support participants to develop personal strategies for well-being, action on, and adaptation, to climate change impacts. Ecopsychologist and director of the Joyality Project, Dr Eshana Bragg, said, ‘Our Joyality trainings

and workshops are based on the symbiosis of personal and planetary well-being, and the joys of community, nature connection and taking positive action, even in the darkest of times’. Twenty youth leaders will go on to provide support for peers in their community and co-facilitate ‘How on Earth’ school and community workshops at the end of 2020 and into 2021. An original theatre performance also named How on Earth is currently in development by Byron Youth Theatre. It is based on interviews by Ms Apostolides with

cast members about their experiences of eco-anxiety and climate change. The performance has been choreographed by past BYT member Ebony Webb. antisocial activities. These include leaving spilt food, cigarette butts and alcohol bottles in the community buildings that they have been permitted to use. According to the Community Gardens president, Melody Edwards, there have also been times when anger has flared in heated arguments between campers, and occasionally with those growing their food there. ‘We are not trained in dealing with mental health issues’, she said. ‘Nor do we have the time to do our supervision tasks when we are having to help stressed allotment holders, or scared mothers and children who feel unsafe in the children’s garden, owing to the loud angry arguments happening nearby,’ Melody said. The volunteers are also reportedly left to re-sort the rubbish that is left in the garden’s bins by the campers. Melody acknowledged that the issue of homelessness and itinerants was complex, and that a compassionate whole-of-community approach was needed.

Photo Jeff Dawson However, it was not appropriate for the garden’s volunteers to be given the entire task. ‘We fully encourage this, and are certainly willing to assist, but not to carry all the load’, Melody said. ‘We have been told by campers that, even though there are Council signs saying NO Camping, the rangers have told them that, unofficially, they will turn a blind eye to continued camping here’.

a blind eye” to illegal campers in Mullumbimby, or anywhere else’, a Council spokesperson said. ‘Our enforcement team operates seven days a week, patrolling across the Shire, including the area near the Mullumbimby Community Gardens, issuing fines where and when necessary. ‘With respect to rough sleeping and homelessness – Council is one of the most progressive in NSW in relation to the employment of Public Space Liaison Officers, who are working with people who are homeless to connect them with NSW agencies and organisations that can help them’.

Headed by Thomas Mayor, the Statement was the result of the hard work of many Indigenous leaders, and calls for truth, treaty and most importantly, a voice that speaks directly to parliament, and is not bound to the government of the day. Once enshrined in the Australian Constitution, the truth telling can continue and the treaty making can begin. On Saturday July 25, Byron Bay residents launched a local support group for the Uluru Statement, under the umbrella of the Northern Rivers supporting group. If Black Lives Matter, surely we should all support the adoption of this plea to the Australian people. We had nearly 5,000 people in this area turn out for the Black Lives Matter march. Can we expect some of you to also support the Uluru Statement from the Heart? Saturday’s event was held in Byron’s Anglican Church,

Thomas Mayor addressed the gathering. Since the presentation of the Uluru Statement on 26 May, 2017, Thomas has been travelling Australia talking about what this means, not only for Indigenous Australians, but more broadly about how important it is for this country to be able to move forward and heal. He has also written a book on the subject: Finding the Heart of the Nation: The Journey towards Voice, Treaty and Truth. Thomas graciously spoke to our small group for nearly an hour and

answered several questions by members. He has twice visited and spoken in our area, and he encourages us to take initiative and to take action at all levels, big and small. He said, ‘We need our supporters to take the time and have the courage to have conversations with the unconverted. Help us build this movement’. Thomas mentioned that in the near future, there would be an opportunity to take a short online advocacy course to develop skills to teach people how to tell stories, promote awareness, and advice on how to handle objections. This is important, as when

the time is right, a referendum will be held, and the more aware people are of this Indigenous issue, the better. Through its adoption, we stand to gain many thousands of years of wisdom, learning the truth, and sharing our cultures in the future of this great country. Historic Byron rail turntable removed for bus terminal Hans Lovejoy An historic rail turntable dating back to 1904 has been removed to make way for a bus terminal in the rail corridor. According to documents supporting its removal, it replaced an earlier one built in the late 1800s. The purpose of a turntable is to reverse the direction of trains on a single line of track. There has been little, to no, community input into the location of the project, which is headed by Transport NSW. The Echo understands the project came about after lobbying from former GM Ken Gainger, and mayor Simon Richardson. A Transport for NSW spokesperson told The Echo, ‘The turntable was assessed in a Statement of Heritage Impact which was provided to the Office of Environment and Heritage (OEH). ‘Proposed plans were approved by Heritage NSW for the interchange whereby the structure was to retain some elements of the turntable for heritage interpretation. The remainder of the materials were to be removed’. They continued, ‘These plans were displayed in the community as part of the Review of Environmental Factors between May 23 and June 6, 2019. Some sections of the rail track have been removed during the works, but will be reinstated once the pavement has been completed, and will be visible as part of the works’. Byron Bay Historical Society (BBHS) president, Donald Maughan, said that

Photo www.byronbayhistoricalsociety.org.au the society was aware of the removal of the turntable at the bus interchange, ‘although the BBHS was not consulted about its removal’.

BBHS not consulted Mr Maughan said, ‘The turntable was last used in the early 1960s; the mechanism was decommissioned and removed, then the base structure buried, using tailings from the sand mining company’. He said that he was on site with the heritage architect during the some of excavation of the site, and that the heritage architect has captured photographs of the turntable and survey drawings of the site. Mr Maughan said he is supportive of the project. ‘It was not possible to retain the buried turntable substructure, as it would have impacted on the integrity of the pavement at the interchange. ‘Transport NSW are also working on a structural restoration of the iconic water tower, which was in serious disrepair, and in danger of

collapsing. ‘The water tower was used to top up water of the steam trains. ‘State Rail are also reinstalling some of the track in the interchange precinct. ‘Additional to the saving of the old water tower, and acknowledging the existence of the turntable, State Rail have been negotiating with BBHS to relocate the Green Frog into the Bus interchange precinct’.

Historical memorabilia ‘This iconic Green Frog Simplex rail motor is possibly the most significant piece of historical memorabilia relating to the development of Byron Bay. ‘The rail motor is currently stored in a shed just east of the rail crossing at Belongil, and is maintained by Brian Parks, whose family have been associated with driving and maintaining the engine since the 1920s. ‘The Green Frog was brought to Byron Bay in 1923 to replace the draft horses that

were used to tow rail carriages of passengers and freight from the old jetty (built in 1888) into town when the twice-a-week coastal steamer from Sydney arrived in the Bay. ‘When the old jetty was decommissioned in the mid 1920s, and the new jetty built in 1928, a new rail line was constructed to connect the new jetty’. Mr Maughan said, ‘The Green Frog carried on in its role of welcoming passengers and freight to the Bay. ‘After the 1954 cyclone, when significant damage was done to the new jetty, with the loss of the Bay’s fishing fleet, and the loss of the two big cranes, the coastal shipping service was discontinued. ‘The Green Frog was then repurposed to service the needs of the Andersons meat works (abattoirs), Zircon sand mining company and Norco’s freight movements to the railway station for on-shipment to Sydney. ‘When whaling commenced in the Bay in 1954, and ended in 1962, it was also used for transporting the whales from the jetty to the whaling station. ‘The Green Frog was eventually decommissioned in the late 1960s, and then given to the BBHS to be saved as a reminder of Byron Bay’s industrial past. ‘BBHS is in negotiation with State Rail to possibly relocate the Green Frog into the bus interchange, and to acknowledge its role in the development of “The Bay”, and once again symbolically fulfil its original purpose of

being there when travellers arrive to our town, and be there to see them depart, as it did when it first came into service in 1923’. Mr Maughan said that he believes that the state rail restoration work around the bus interchange will add to the presentation and amenities of the town, ‘and to educating the newly arrived visitors to some of the Bay’s early industrial history development’.

Masterplan co-chair Mr Maughan is also cochair of the Byron Bay Town Centre Masterplan team, ‘a group of diverse community members who are working with Council to give community input on projects in the development of the

town centre’. He says, ‘The team worked closely with Council staff on the redevelopment of the railway park and are in the process of reviewing plans to develop the adjacent rail corridor’. Mr Maughan added, ‘While the masterplan team have no authority to develop policy or set budgets, they do have a very good working relation with Council and staff, and give critical and constructive feedback to Council’. The transport interchange – along with the town’s mini-bypass – has been opposed by many Butler Street residents, who say their views were ignored over the projects and their neighbourhood’s amenity will be diminished.

Two new COVID-19 cases at Byron Central Hospital With the rest of the country keeping a close eye on the health situation in Victoria and parts of NSW, local health workers are continuing to test people who suspect they might have COVID-19. Two people – a couple aged in their 60s – tested positive at the Byron Central Hospital last week, say Northern NSW Local Health District (NNSWLHD) staff. Its chief executive, Wayne Jones, says, ‘The couple had recently returned from Sydney and their cases have been associated with a series of funeral gatherings and a church service attended by a woman in her 40s from the Fairfield area, in Sydney. He said, ‘NSW Public Health

Unit is conducting relevant interviews and contact tracing. The couple are currently self-isolating at home.’ Mr Jones said health services are encouraging anyone with even the mildest of symptoms to come forward for testing to help contain community spread of COVID19. The symptoms of COVID-19 include fever, cough, sore throat, runny nose, headache, loss of smell and taste. ‘Even if minor symptoms develop, please seek testing and self-isolate,’ said Mr Jones. Local clinics are located at The Tweed Hospital, Byron Central Hospital, Lismore Base Hospital and Grafton Base Hospital, or other GP or pop up clinics in the region.

In a brief statement, public relations officer Kimberly Rigby said: ‘Reflections is trying to work through, with Byron Shire Council, our dispute over the licence at our Terrace Reserve Holiday Park. ‘We hope to resolve this through working with Council with the guidance of the Court. The first meeting was very positive.’ Michelle Grant, a member of the Brunswick Heads Progress Association, and the convenor of the Foreshore Protection Group, said the key issue in the case was not a lack of information, as Council contended, but the attempt by RHP to change its boundaries. She said, ‘That’s why they need to talk to the residents who have been involved in the foreshore protection campaign for 20 years’. She added, ‘But they didn’t come to us at all. This case was launched in October last year, but we only heard about it by chance. I can’t understand why you wouldn’t inform some of the key stakeholders in this dispute that this case was happening.’

Byron Bay is set to become the set of a new production when the shooting of the television series, Nine Perfect Strangers, comes to town. Locals are not unfamiliar with the TV production process, as last year many parts of the Shire were used as a backdrop for the latest edition of Sea Change. The series, produced by Nicole Kidman’s Blossom Films and Bruna Papandrea’s Made Up Stories, in conjunction with Endeavor Content and the US streaming company Hulu, has been adapted from Australian author Liane Moriarty’s best-seller. Ms Kidman said, through her publicist, that she was thrilled to be able to make

Nine Perfect Strangers in Australia. She said, ‘It is a great opportunity for me to give back to the community that nurtured me through so much of my career.’ The series will star Kidman, US actor Melissa McCarthy, as well as Australia’s Asher Keddie and Samara Weaving. Another Australian, Samantha Strauss, has joined the writing team. Last week, Kidman, her husband Keith Urban, and their children made news headlines for sidestepping mandatory hotel quarantine on arrival in the country. Landing in a private jet, their entourage were allowed to head straight to

their home in the Southern Highlands to isolate. The Echo understands that similar rules also apply to other members of the Nine Perfect Strangers crew, as discussions with the federal government, Screen NSW and the NSW government health authorities has led to an agreement whereby all international and out-of-state cast and crew members will serve a 14-day quarantine under strict government guidelines in a fully-contained facility.

Fully-contained Executive producer Kidman and her core team have been authorised to establish an isolated

production hub, under full police-supervised isolation at her property, to allow pre-production to continue remotely through quarantine. This is similar to arrangements made by governments to support football clubs to train and prepare for matches. The production of Nine Perfect Strangers, which will begin shooting in August, is touted as injecting $100 million into the Australian economy. There are other projects looking at filming in the area in the near future, both local and international, however, other than Nine Perfect Strangers, none of these have been publicly announced.

Local News Homeless numbers are up, and it’s homelessness week Paul Bibby The Byron Community Centre (BCC) has reported an increase in people asking for help at its outreach services, as the economic impacts of COVID-19 continue to be felt across the Shire. With the country to mark Homelessness Awareness Week from August 3, community worker Ianna Murphy said there was a particular need to acknowledge those without a fixed address this year. ‘During COVID the isolation of homelessness was depressingly obvious to me as a community worker on the ground,’ Ms Murphy said. ‘The usually overcrowded and bustling streets of Byron were left deserted, and although a refreshing change for locals, those members of our community with nowhere else to go were left out to stand out’. Byron Community Centre community workers report that while some requirements for obtaining temporary community housing have eased, that the overall number of homeless people has increased. ‘The easing of some requirements that are

COVID-19, and we are still seeing the same numbers, if not more.’ While Byron has a longterm rough sleeping demographic, it also has a large transient homeless population, which has appeared to remain prominent during COVID-19.

Cycle, running track for Cavanbah Centre Former Byron Council A federal government grant to the Byron Bay Cycle Club will see a 508-metre circuit created at Byron Bay’s Cavanbah Centre on Ewingsdale road. Council say works, estimated at $250,000, started on Monday July 27, and will take around four weeks to complete, weather permitting.

Old school surf culture ‘It was really great to have a purpose, and to give the team something to work toward, during what was otherwise a difficult time for our industry’. Using inspiration from

Belongil Creek entrance şżĕŕĕĎ Ɛş ſĕĎƖĈĕ ǖ şşĎĶŕī Earthmoving equipment has been deployed to manually open the Belongil Creek mouth on July 25 after Council say they tried unsuccessfully the previous day to scrape the sandbank back to the water level. Phil Holloway, Director Infrastructure Services, said, ‘Water levels in the creek reached 1.25m, causing flooding and inundation in parts of the Belongil catchment. With more rain predicted over the weekend water levels were expected to get higher, prompting Council to open the sandbank that was blocking the creek mouth’.

Byron CBD at risk Mr Holloway said as result, Byron Bay’s CBD ‘was particularly vulnerable’.

‘Belongil Creek is an ICOLL, an intermittently closed or open lake or lagoon, which opens to the ocean. When the sandbank closes the entrance to the creek, water levels build up and heighten the risk of flooding in the Belongil catchment. ‘The management of ICOLLs, like Belongil Creek, are complex because any opening to the ocean can cause a fish kill because the sudden rush, or drawdown of water, can quickly strip the water of oxygen’, Mr Holloway said. There was a terrific announcement of $2.28 million in road funding for some of Byron’s worst roads by two odd bedfellows last week – the non-elected local Nationals representative and the Greens mayor. It was odd because the elected local NSW Greens MP, Tamara Smith, wasn’t invited to join the celebrations. Nor was she mentioned by either of them as they gushed over each other on location in Tyagarah. We’ll get to that later. The Council press release reads, ‘Grays Lane will now be sealed to the boundary of the Tyagarah Nature Reserve and raised to reduce flooding. A 700m section of Seven Mile Beach Road at Broken Head will also be sealed from the Broken Head Reserve Road intersection to the Kings Beach carpark’. Wahoo! Yet what wasn’t mentioned was that this funding appears tied exclusively to plans of management (PoMs) for these areas. They were quietly adopted by NSW Parks and Wildlife late last year. PoMs are handy documents because they provide the go ahead to increase tourism and development, for example. A Council staff member took the rap for not inviting Ms Smith to the announcement, despite Ms Smith providing Council a PR comment and ‘supporting the government at the request of Council for the funding’. There is yet to be reply from the mayor as to whether he apologised to his Greens counterpart for the lack of an invitation. What is confusing, dear reader, is that the Greens mayor isn’t particularly aligned with the values of the NSW or federal Greens. That’s created conflict within the local Greens Party. Instead, he appears right at home with the ideals of the National Party. The Echo asked Mr Franklin if he had ever invited Tamara Smith to a funding announcement. He replied, ‘It is appropriate that significant government funding is announced by a member of the government. She has other funds over which she has discretion – like the Community Building Partnerships Program for example – which it is appropriate for her to announce’. Meanwhile Ms Smith told The Echo, ‘In the 16 years my Nationals predecessor [Don Page] was in opposition, he was invited by the then Labor government to attend state funding announcements. Maybe it’s misogyny?’ From Franklin’s reply, it appears his strategy at the next state election (he failed at the last one in 2019) will include bombarding the public with a narrative that the Greens were never elected. While it seems to lack grace, it fits perfectly with the continual erosion of political discourse, which leads to nowhere good. We want good, right? Hans Lovejoy, editor

e would never dream of accusing Scott Morrison of being relieved by the onset of the second wave of COVID-19, but nonetheless it has postponed a nagging problem for him. It has been clear for weeks that the stimulus measures implemented by the government could not simply be shut off. This was the original idea, but circumstances – and mainly pressure from just about all the stakeholders – made it impossible. However the manner and extent of the maintenance of JobKeeper and JobSeeker in particular has developed into a brawl over all fronts: economic, medical and political. And as Treasurer Josh Frydenberg faced his self-imposed deadline last week, the prospects were not propitious. But then COVID-19 came galloping back, rampant in Victoria, and then crossing the Murray into New South Wales. And there were ominous signs of resurgence in the other states and territories. So extending and rejigging the handouts became a no-brainer. Kicking the can down the street, maybe? Sooner or later a real decision will have to be made, but the later the better – there will be plenty of time to prepare the voters for the inevitable, and it is more than likely that there will be other distractions to divert their attention when it happens. And for the moment, the money will keep flowing. Once again, the spin doctors revised the original schedule. The idea was to make it all part of an economic update – but not, Frydenberg insisted, a mini-budget – on Thursday. But given the numbers on debt, deficit, unemployment and general misery were not promising, it was broken into the good news – to be delivered by Morrison on Tuesday and assiduously leaked to the morning papers before then – and the bad news, the grim statistics were left for Frydenberg on Thursday; a traditional day of mourning. Actually, some were not as grim as we had feared from Frydenberg’s diligent softening up process. Last financial year’s deficit may indeed look eyewatering, but it is not unprecedented – we only go back 70 years, a mere biblical lifetime. But then, next year’s deficit is predicted to more than double, so the records will keep tumbling. Debt will also continue to soar. However, given that it was soaring anyway

over the first seven years of the coalition, we can regard that as business as usual. And just about all the economic indicators are on the downward slope, no surprises there.

And that’s where the real uncertainty is festering. The headline figure is Treasury’s estimate of 9.25 per cent in the December quarter, but even the most credulous of the Pollyannas know that it is really much higher than that. The realists are saying 15 per cent out of work and that, crucially, it will get worse – much worse – before it gets better. As JobKeeper tapers off and becomes harder to access, the numbers will rise to well over one million jobless next year, and the prediction of zero net wage growth will not help. The more pedantic economists are already saying that this is not recession – it is full-on depression, and they don’t just mean the mental angst of isolation and social distancing. And even the ever sanguine ScoMo was stretching for ebullience in the manner of a drowning man grasping at straws. JobKeeker will be maintained for at least eight months, which should keep employers, if not actually happy, at least placated. But it will need to be reassessed, and the rates will taper off over time. Any serious hope that it will trigger an investment boom is clearly fanciful. And there is an expectation that a large majority of the nearly five million workers currently on the list will be removed from it. But unfortunately that does not mean that they will all be back in productive jobs. We don’t know how many companies will close, but the likelihood is quite a few – bankruptcies, which had stalled, will resume with renewed momentum. As a result, a lot of the employees propped up by JobKeeper, will lose

their jobs altogether and move seamlessly over to JobSeeker – and the unemployment queue. And although JobSeeker will be above the abject poverty line of NewStart, it will still mean a large step down, not only in actual income but in self-belief – the confidence that is essential to power any putative recovery. JobSeeker, at the propped up rate, is scheduled to close with the calendar year, and although Morrison says he is leaning towards some kind of replacement, it is unlikely to be a cause for celebration. The current regime will end as soon as the Christmas decorations have been repacked, and even before then, the times will be tougher. The gratuitous cruelty of mutual obligation, forcing victims to spend their meagre dole payments chasing non-existent job vacancies, is to be inflicted anew. If there is to be welfare, there must also be punishment – well, for the poor and the powerless. Morrison and his fellow politicians will happily absent themselves from their own well-paid jobs – attending parliament is too risky, too difficult. But of course, we are all in this together. So where will it all end? Obviously, none of us knows, and somewhat alarmingly there are signs that the government is preparing to acknowledge this and simply give up the battle. The talk last week was all about learning to live with the pandemic – even with a vaccine – the virus cannot be eliminated, outbreaks will recur. And that being the case, we might as well stop struggling and resume the faltering economic model we were muddling through a year ago. Morrison is having one more go at prevarication. But after JobKeeper officially shuts down in March, it may be simpler to go straight to capitulation. And even if COVID-19 can be brought under control, it is a safe bet that in the near future another virus will emerge, another infection will invade our seagirt borders, and the whole process will start again… or perhaps not; maybe next time we will cut straight to the chase and save the money. We could go back to traditional coalition values: looking after mates, bashing unions, states and media, and fantasising about delivering a budget surplus. Now that would really be back to normal.

Letters Here we go again There is yet another proposal to establish a retirement village on rural land at Ewingsdale. The previous proposal was sensibly rejected as being an inappropriate use of the land, and to preserve the current R5 zoning for Ewingsdale (noting the intended development site is currently RU2). This time, prior to acquiring the land, the development company, Ingenia, is undertaking a limited community consultation with the directly affected community. That is, residents who own property adjacent to the land surrounding Higgins House in Ewingsdale through to William Flick Lane. Last Tuesday evening they held an information evening to gauge community response. It is fair to say that all of those attending were dismayed that, yet again, this was a proposal for high density living. Potential purchasers seem undeterred by the current zoning and want to build small lot, high density housing for retirees. They suggest this allows over 55s to ‘age in place’ – a deliberate misuse of the term which, in aged care, means bringing the services to the people in their homes as they ‘age in place’. That said, the main issue is that there appears to be a lack of a deterrent for potential purchasers and developers to seek to re-zone the property. In their paraphernalia, Ingenia reference the unique nature of Ewingsdale in a tokenistic way. If they

genuinely held the unique environment of Ewingsdale in high regard, they would have a completely different proposal, in keeping with the acreage living that reflects the existing community. It is clear, and in contrast to Ingenia’s proposal, that other developers in the area (Figtree and Scenic Vista) have developed sensitively. Cynically, the developers are seeking to use the promise to develop the long overdue roundabout at Ewingsdale Road and McGettigan’s Lane as a carrot to entice some local residents to support the development. This is largely tokenistic as the responsibility for decent road amenities clearly lies with Council, with funding support from state and federal grants. on the NSW coast over the last week or so have been impacted by surging tides. Certainly a horrific experience for anyone. Also the erosion at Main Beach, Byron Bay last week once again has seen Council busy with machinery. They are engaged in what seems to be a never ending cycle of rearranging grains of sand to reconstruct pathways and the beach in the fleeting image of its former glory; only for it only to be washed away again at the next surging tide. The machinery returns. The tide returns. Etc. I’m assuming there has to be, both metaphorically and literally, a time to draw a line in the sand and say enough is enough to the costs. Often, the number of people impacted is miniscule to the whole population but the costs of restoration and/ or legal action are not miniscule when it is local councils having to foot the bill. All this results in less money for the benefit of the rest of the community. Surely it is time for a wider and more comprehensive discussion on planned retreat so that money can be used for the greater good, rather than on those who have ignored decades of warnings only to build on at-risk land and then cry loudly it is someone else’s fault. It was encouraging to read in last week’s Echo that Australians want drug law reform not more drug war. Equally disheartening was the news that the NSW Labor opposition will not deviate from the current law and order approach. The war on drugs began a century ago in response to racial anxieties, and while expatriate Chinese opium smokers were its first target, the pursuit of a drug free society has subsequently been the means by which to persecute and demonise any number of groups. Yet as cracks appear in the edifice of prohibition globally, the objectives of Australia’s drug war remain most uncertain. It seems to have become a war fought largely for its own sake; an institutional virus. How else to view the legally sanctioned indecent assaults – aka strip searches – of young women by police officers at Byron Shire music festivals; the 148,363 people arrested in Australia for possessing illicit drugs in 2018 (the latest available data), the overwhelming majority (91 per cent) of whom were in possession of small quantities for personal use; the drug testing of drivers – without reference to impairment of driving ability – under the guise of ‘road safety’; and the Federal government’s recent (but currently mothballed) initiative to drug test certain Centrelink clients? Homeless housing I was sad to hear that homeless people have been moved on from Brunswick Heads – where can they go? Bruns at least had toilets and water on tap – very necessary for those sleeping rough. I have long been telling anyone who would listen that we have an empty train line south of the Byron Bay intersection and that the

state government is scrapping old train carriages. Why not bring those old train carriages up and park them on the line, with bush either side, thus out of sight of those who do not care for their fellow homeless human beings. The only cost would be to provide a few facilities, like a water supply and toilets, shower and laundry facilities. It may need some supervision for resident safety reasons, but may well provide the temporary accommodation sadly lacking for Byron’s homeless. Yes, I know a number will have mental illness, and/or addiction problems, but surely those problems cannot be addressed when people are living outside in all weather. If they have some sort of roof over their head, then support agencies could reach out to them. Maggie Borger Byron Bay

Yet another scandal Another coalition government, another pork-barrelling scandal, it shouldn’t surprise anyone. This time Gladys Berejiklian and accomplice, porkbarrelling supremo John (pork) Barilaro, are being accused of allocating the vast majority of $250 million in the ‘Stronger Communities Program’ designed to assist councils after mergers, into coalition-held seats, prior to the 2019 election. Emails obtained under the Freedom of Information Act, show that the Premier, (Gladys) had direct oversight into the granting of $90 million (a third of the entire scheme) to Hornsby Council, which hadn’t even amalgamated. The fact that former Liberal Federal Minister Phillip Ruddock is now Mayor of Hornsby Council is probably just a mere coincidence? The Stronger Communities Fund was set up to compensate local councils that were forced into amalgamation, but Western Sydney mayors in Labor-held seats are claiming to have missed out on funding completely, and to not even have known about it. Another ‘coincidence’ occurred in Barilaro’s own electorate where local councils that, again, weren’t impacted by amalgamation received $4 million. ▶ Continued on page 12

he Independent Planning Commission (IPC) for the NSW government, who will make the final decision on the Narrabri Gas Field development, have heard hundreds of concerns over the last week about the plans to drill 850 coal seam gas (CSG) wells in and around the Pilliga State Forest in the northwest of NSW. Public hearings into new developments have, historically, taken an average of two days. The Narrabri Gas Field public hearing has been extended from five to seven days. This is indicative of the level of public interest in and concern about this contentious development.

Experts object Numerous Australian experts Australia, in the fields of waste management, water management, extreme disaster management, ecology, economics, and climate science have addressed the commission; all strongly object to the plan to drill the CSG wells, citing extensive scientific data and information relating to the future direction of our nation. They claim that Santos Ltd, the mining company seeking approval for the gas field, have failed to address multiple issues related to the development. They argued that Santos has not clearly mapped the aquifers under the forest, that detailed field surveys of flora and fauna have not been done, that they have grossly underestimated their ability to manage the enormous amount of salt waste from the project, and that they have not taken into account the increasing fire risks in the Pilliga Forest owing to climate change, and have not included the latest data collected from the disastrous Black Summer fires of 2019 and 2020. Facts were presented to the commissioners by experts in finance and economics that demonstrated that claims of ‘NSW running out of gas’, ‘prices being lowered for the consumer upon approval’ of further gas extraction, and that ‘unconventional gas is an economically viable fuel to transmission into renewables’ were unsubstantiated claims generated by the gas industry. The critical state of the health of our Earth was laid out by Professor Penny Sackett, former Chief Scientist to

Australia, who now works for the Climate Change Institute. Professor Sackett told the IPC that if we approve any new fossil fuel developments in Australia, we will not meet our Paris Agreement targets to keep global temperatures at, or below, 1.5 degrees.

Gas demand decreasing The IPC heard from experts that the demand for gas in our country is decreasing, while the economic and environmental costs to produce gas are increasing. They highlighted that owing to advances in renewable energy technology the costs of sustainable energy practices are decreasing as demand increases. There are 70 existing CSG wells in and around the Pilliga Forest. A third are capped, a third are inactive, and a third are active. From this small number of wells there have already been multiple toxic spills from polluted waste water used in the extraction process. One example cited is the known spill at the well site at Bohena Creek. The efforts to rehabilitate this spill zone have failed. Ecologist David Paull, a resident of Pilliga Forest, stated that ‘the toxic water, which has seeped into the clay bed, has created irreversible damage to the surrounding ecology.’ Santos Ltd bought the lease to mine in Pilliga Forest from Eastern Star Gas in 2011.

Manipulation of process The process by which the existing 70 wells were approved to drill into an area of high cultural significance to the Gamiliaraay people, a recharge zone for the Great Artesian Basin (GAB), and an area of unique Australian flora and fauna, is contentious. Eastern Star Gas was chaired by former Deputy Prime Minister, John Anderson. Historically the Pilliga was presented by mining advocates as useless ‘scrub’ that had already had a level of disturbance from logging and other mineral extraction. Therefore, they argued, there was little value in the area. It has been alleged that a small number of traditional owners were mobilised by Eastern Star Gas and paid an undisclosed amount of money to sign off on mining of their Country, while the majority of Gamiliraay Elders and their families were unaware of the deal.

Gone forever

Crisscrossing the last remaining woodland forest of its kind in NSW, (which is an island for wildlife in an ocean of agriculture) with mining roads and well pads will be like cutting up a Persian rug, said ecologist David Milledge, from Landmark Ecological Services, to the commissioners. The delicate interconnectedness

of the entire weave will be destroyed forever. A final decision is expected in early- to mid-September.

The proposed gas project by Santos at Narrabri is possibly going under the radar during this time of COVID-19. However, it is a vitally important issue in determining Australia’s response to climate change. Also at issue is the high risk to the water of the Great Artesian Basin. There are a lot of myths and misinformation being put about. One is that gas is better for reduction of greenhouse gases than coal. In fact it is as bad, or worse, than coal. The fugitive emissions produced (by the wells) if planned gas projects go ahead will make Australia’s Paris targets impossible to achieve. Another myth is that more gas will decrease domestic gas prices. Despite a tripling of gas production since 2015, gas prices have not decreased, it is not Santos’ intention to decrease prices. Australia is now the biggest gas exporter in the world. This gas extraction will not help domestic supply. If you are concerned about this, the last chance to make a submission to the Independent Planning Commission is now 10 August. We can still make a difference. Asren Pugh’s letter of last week, in which he vilifies The Echo and the Australian Vaccination Network (AVN) makes me wonder whether his ancestors were involved in the infamous ‘Book Burnings’ of past centuries when those who ‘knew better’ decided the ordinary man should not be exposed to certain kinds of information. His strident use of language like ‘anti-vaccination propaganda’ in relation to the AVN ad placed in The Echo and his comment that ‘The anti-vaccination movement is built on fear and conspiracy’ makes me feel that he has more than a touch of the Barnaby Joycetype politician, doing God’s good work. I am not anti-vaccination. What I am against is people shutting down debate and freedom of speech, and the right to decide what I do with my body. There is a strong push from Big Pharma and Bill Gates, the self-appointed expert with no medical background, for ‘cradle-tothe-grave’ vaccination for all. As Mr Pugh has stood for public office for the Labor party, I am concerned that this is a platform of said political party, as readers may remember Paul Spooner from Country Labor in recent history being outraged that AVN had been able to hold an information night at a local hall. As for AVN being, ‘a dangerous organisation’, it was the Labor Party under Julia Gillard that ushered in fracking as a great ‘transitional energy source’, and apart from the ongoing polluting from fracking, the Labor Qld Premier continues to champion coal for our choking planet through her relentless support of Adani, one of the most dodgy organisations on the planet! There is much information, regarding the negative

CHESS by Ian Rogers Three weeks ago this column covered the first court victory by an organisation trying to copyright the broadcasting of chess moves. World Chess had sued a small French website which had provided commentary for the 2018 world title match and had been awarded 50,000 Euros after the website, ArtDesEchecs.fr – which no longer exists – offered no defence in court. World Chess chief Ilya Merenzon and his lawyer publicised this court victory widely and threatened further suits. To be prevented from showing the moves freely looked likely to be a major backward step for chess. However, Art des Echecs was, it turns out, not a French site at all but one created by Alexander Andreychenko and registered in Belgorod, Russia. The Russian website had existed only fleetingly, paying a French Grandmaster to commentate on just four of the 12 World Championship games. Merenzon has strongly denied that an associate of his set up the Art des Echecs site solely to be a target of legal action.

The revelations may have put paid to Merenzon’s plan to begin more lawsuits, which will be a relief for chess fans who are used to following their favourite commentators in their own language from sites such as Chess24.com and Chess.com. SOAPBOX HOW NOT TO ENJOY YOURSELF: MEET THE ANTI-MASTURBATION LOBBY What was Chrissie Amphlett’s mum thinking when her daughter sang ‘When I think of you, I touch myself’? That would have to be a confronting song for any mum to hear her daughter sing. ‘Chrissie! Sing mummy that lovely touching song again – your nanna loves it.’ Except for me – I reckon I’d be proud. In fact, I’ve just put it in my will as the song I want them to play at my funeral. I want a choir. I want the whole damn congregation to sing it. And Auslan interpreters. Masturbation, and in particular, female masturbation is still taboo. I mean you don’t rock up to work going ‘sorry I’m late – had a big morning masturbation sesh’ then go hit up on the hand sanitiser. For these fundamentalist Christians, self-stimulation is one sure way to lose your key to the promised land. ‘Make sure she has never raped her sin cave’ declares one meme… ‘It is never ok to marry a masturbator.’ For this crew, the sound of one hand praying is the sound of eternal damnation. As one of the meme’s informed me: ‘You need two hands to climb God’s staircase’. Of course the masturbator in me thought, but you only need one hand to guide you down the slippery slope to hell. Students from Lismore TAFE Creative Design and Ideation Faculty collaborated with patients to produce a range of artworks that reflect unique and personal stories of sickness and healing. Bruno Kortenhorst presents Boundlessness, a collection of photographs that explore the boundaries between inner and outer worlds, and are informed by Kortenhorst’s lifelong interest in meditation. Created

while on retreat in the desert at Uluru and Kata Tjuta, Kortenhorst uses an analogue pinhole camera that does not have a viewfinder. The process is intuitive and experimental, and the results have a dreamlike quality. Artist and art history lecturer Geoff Tolchard presents a series of drawings completed during lockdown. Tolchard uses animals as a metaphor for tolerance and hope. With the increasing depletion of nature, and the call for more conservation, his drawings can be seen as ‘single frame stories’. Artist, designer and photographer Michael Stiegler, recently returned here, after living and working in New York uses unconventional mixed media works to comment on excess in contemporary culture; portraying vulnerability, desire, anxiety and lust for consumption in a modern world. In On Orchard, ugliness and beauty coexist in his work, as they do in reality. His works combine art, fashion and photography with an energetic street appeal. Garrett Kato had a huge 2019; playing sold-out shows with folk singer-songwriter Damien Rice, his first co-headline tour of Europe and the UK with Riley Pearce, and a tour of North America with household name Ziggy Alberts. So when this platinum award winning Byron Bay-based producer went into iso, it was the perfect time to record some new tunes. The Canadian born Garrett Kato – who was busking five gigs a week in Byron, before having his songs become box office hits after being picked up for the soundtrack of Bad Moms, has just released his new track Permanently. It’s a bit of a sonic evolution for Garrett with glimmers of lo-fi RnB threaded throughout his signature song writing rooted in folk. It was self-written, recorded, produced and mixed at Garrett’s home studio in Byron Bay. The song is available everywhere today via Nettwerk Music. Garrett remains hopeful about the easing of restrictions internationally, and recently announced an upcoming UK and Europe tour with Pierce Brothers, in Jan / Feb 2021. Multi-award-winning screen directors Daina Reid (The Handmaid’s Tale, Romper Stomper) and Kay Pavlou (Race to London, Who Do You Think You Are?) will be the special guest presenters for Screenworks’ 2020 Online Directing Intensive, presented in partnership with the Australian Directors Guild. Thirty years yum! Eve Jeffery Byron’s favourite cookie spot is celebrating its 30th anniversary this year. They started out in 1990 selling cookies at the local markets, and were called Pickles, Pies and Petticoats! With interest for the ‘cookies from Byron Bay’ growing, the company renamed itself the Byron Bay Cookie Company (BBCC), and the rest is history. The Rinoldi family has an even longer history. Established in 1878, the Rinoldi family started as pasta manufacturers. In addition to owning the Byron Bay Cookie Company, Rinoldi also own a flour mill located in Young, in country NSW. The Young Roller Flour Mill is Australia’s last surviving co-op flour mill. Rinoldi purchased the Byron Bay Cookie Company seven years ago this month and, pre-COVID, they always loved to travel to Byron whenever the opportunity presented itself. Marketing manager, Emilie Emond, says the cookie gift shops

in Byron are beautifully managed by Cynthia who has been with the Byron Bay Cookie Company for 18 years. ‘Cynthia started in the bakehouse and moved into a retail role when our first shop opened, over 10 years ago. Cynthia loves interacting with customers and is also in charge of online orders’, he says. Emilie says that pre-COVID they had customers travelling from as far away as Brisbane just to purchase cookies in Byron. ‘We also had regular overseas visitors who take back souvenirs for their friends and family, and Byron locals have always been fond of the popular factory seconds, which are essentially cookies that are not fit for sale because they are slightly broken (but still undoubtedly delicious!). Customers love that our cookies are always crammed with generous chunks of chocolate, nuts or fruit. Biting into a Byron Bay Cookie is always an indulgent experience.’ The Byron Bay Cookie Company

– we definitely saw an increase in online traffic and sales, with customers keen to shop for themselves or to send cookies to a loved one.’ As well as the much loved core line, they are always working on developing new flavour profiles, taking inspiration from local and global flavour trends. ‘The launch of our first vegan cookie in 2019 was very positively received, allowing us to convert new cookie lovers along the way. We’re also well known for our gluten free range which has a bit of a cult following. ‘Our cookies are still made in Byron Bay, in the Arts and Industry Estate, on Brigantine St. We will be celebrating our 30th by releasing new packaging for our core range of individually wrapped cafe cookies. Each flavour will feature a different illustration, inspired by the Byron lifestyle.’ Post-lockdown Emilie says they are beyond pleased that both shops are open to the public again. ‘We look forward to welcoming you in store for a cookie and a locallyroasted coffee!’

they have to be picked slightly underripe, and they don’t ripen any further, which means they never get the chance to develop their sweetness. The best place to find a full-flavoured strawberry is at the farmers markets. The drastically reduced transport time from farm to market allows the fruit to be picked when it’s fully ripe and at peak sweetness. Local strawberry grower David Montgomery has been pursuing the perfect tasting strawberry for almost 30 years, and as his customers will attest; he’s nailed it. David starts with organic rootstock, which he grows in organic potting mix, and then waters with pristine local spring water. The fruit is grown in a custom-made netted area on his property that he is constantly refining and improving to create the ideal growing conditions. He picks the day before market, and is meticulous in his selection of fruit. On a recent visit to his farm, he asked us to taste two identical looking strawberries. One was beautifully sweet, the other nice, but not quite as good. A slight discolouration on the calyx was the cause of problem he explained, and said although many growers would sell this fruit, it would never make it to his stall.

‘I want people to come back next week. So if I… upset them in any way – and that can mean just one strawberry in the box that’s not quite right – that can mean the difference between them walking in next time, or not walking in at all.’ Monty’s strawberries are at the New Brighton and Mullumbimby Farmers Markets during the local season from July to December.

They are offering small group guided e-bike tours of the Byron hinterland and National Parks. Steve is originally from England and Iva is from the Czech Republic; they met in Bondi and moved to Mullumbimby in 2015. They are both passionate about electric bikes as a low carbon alternative form of transport, and a way to get people back to nature. ‘We love their ability to make people fall in love with cycling again,’ says Steve. According to Steve, everyone is totally excited by how easy it is to ride up hills on an e-bike and the possibilities of longer

but have never been to. ‘Riding through the rainforest in Mount Jerusalem is simply breathtaking’ said Steve. Tours start and finish in Mullumbimby, with locally sourced lunches included and pick up/drop off from Byron Bay available. ‘Looking after our guests is our top priority,’ says Steve. ‘We carry a full first aid kit and are first aid trained, we make sure the bike is set up right for you and we provide a full briefing on safe riding.’ For groups over five in number they have two guides. They have a registered COVID safety plan and make sure the bikes are cleaned and disinfected between rides. Steve is also happy to support the less confident riders through some of the more challenging sections of the rides, where his background as a therapist often comes in handy. The Tweed Byron and Ballina Community Transport (TBBCT) is still operating through the COVID-19 pandemic. TBBCT clients can still call to book a trip, if their transport needs are essential eg, medical appointments that can’t be undertaken by Telehealth.Trips into Queensland can take place for medical appointments. TBBCT is unable to provide transport for people with flu-like symptoms, or who suspect they may have contracted COVID-19. Call your GP for advice. TBBCT is still taking on new clients and accepting referrals through My Aged Care. They can also assist callers with CHSP and community transport inquiries. TBBCT offices are not accessible to visitors at the moment, but calls are welcome, during office hours 8.30am–4.40pm, Monday to Friday on 1300 875 895.

Cancer transport Cancer Council NSW’s Transport to Treatment (T2T) is made up of a volunteer driving force. Many of those drivers were over 60, and T2T had to stand down 91 per cent of their drivers as COVID-19 struck. Putting a call out across the Northern Rivers for drivers that are not in a risk category they have been able to train 19 new drivers, and keep their service going. ‘Cancer never stops, not even for a global pandemic. We needed drivers desperately, or put simply; some cancer patients would not be able to access their life-saving treatment,’ said Northern NSW Community Lead, Caitlyn Feldmann. ‘We still have a need for three to five drivers in Ballina/Lismore, and five drivers in Tamworth, so if you’re in

these areas, under the age of 60 and have some spare time you’d like to spend helping people in need, please reach out to your local Cancer Council office.’ If you would like to volunteer for, or donate to, Cancer Council NSW go to their website: cancercouncil.com.au.

Repair Café Mullum Got something that needs fixing? The Repair Cafe Mullumbimby is back. They are opening their doors on Saturday, 6 June from 9am til 12noon. Dog trainers Brunswick Area Responsible Canine Owners (BARCO) need more volunteer trainers to support increases in demand. Training takes place on Sunday morning. People will have personal experience in training dogs. They also need to be happy working with dog owners, as BARCO is really about teaching people to train their own dogs.
