he newest addition to the EGI City by the Sea, the Cebu Blue Ocean Academy, Inc., was inaugurated last May 23, 2015 at the EGI City by the Sea Compound in

Looc, Maribago, Lapu-lapu City. The inauguration program started at around 11:00 AM. Among those present in the inauguration were Lapulapu City Mayor Paz Ragasa, represented by Brgy. n accordance with the By-Laws of the Kiener Hills Mactan Condominium Corporation (KHMCC), the Corporation Code, and Master Deed with Declaration of Restrictions of the Kiener Hills Project, unit owners of the KHMCC met last May 8, 2015 for their Annual Meeting. Previously, last March 25, 2015, a Notice of Meeting was sent by the Corporate Secretary

to unit owners along with proxy and nomination forms for possible elected trustees and an exhortation for all to update their accounts. Unfortunately, the ownership percentage of bona fide interest for purposes of the Annual Meeting did not reach a quorum, so that the unit owners decided to meet among themselves to discuss what next best to do. Roughly 65 more up-to-date paying units

T

here appears to be no end to violence. Anywhere in the world, there is strife, killings, genocide. Even in the name of religion. Those who embrace terror as a means of domination, lord it over those without protection or inadequate arms. Unfortunately, today, those who want to live in peace become unwilling victims of those who live by the barrel of guns and lethal instruments of destruction. We live today in a world of insecurities and strife. Afraid that our neighbor next door could become better and may surpass us. Mired in our own selfishness and pride, we claim much more than we deserve and covet the greener pastures in our neighbor’s backyard. And, risk the wick of anger and righteousness to quickly go out! There is so much wisdom in peaceful negotiation, dialogue and diplomacy. We’ve learned a lot of this in wbs.ug history. War, unless inevitable, should be the last resort. Human lives matter. Many a way to war had been averted through peaceful negotiations. Destruction to life, property, human progress and civilization itself are fruits of war. When people are insecure about each other, they start doubting each other and maintain hidden agendas to promote selfishness and self aggrandizement. In the case of nations or a group of people, they build a wall around their greed, covet what belong to others and learn to believe as “truths” what they often recite as though a mantra of lies. teaches peace as a gift of the Holy Spirit. Christ used to greet his The Bible disciples with “Peace be with you.” And, to distinguish the kind of peace he gives, he qualifies this by saying that this peace comes from above; not as the world gives, but as it comes from the Father. This peace is not ephemeral but lasting, sincere, and true. It is not the kind of peace where peace is being talked about at the table but everybody knows that there is an arms race behind the false curtain of double-dealing and double-talk. When can man trust his fellow man and be not afraid of his own shadow? Every rational creature knows his own limits. He does not push that beyond what he is capable of. Imagine all the people living life in peace. You may say I’m dreamer, He adheres to a set of moral principles, the most evident of which is the rule of justice: do good and but I’m not the only one. avoid evil; give to each one his just due. Whenever I hope someday you’ll join us, justice is breached, the rule of the sword takes over. and the world will be as one.

The BBL : A VIEWPOINT

T

he Bangsamoro Basic Law (BBL) is now a national issue and a household topic of discussion. In various fora and many a discussion group, foremost in the mind of discussants is what makes this different from the law creating the Autonomous Region in Muslim Mindanao. Many are intrigued by the

similarity of circumstances: at the time that the Philippine Government was talking peace then with the MNLF, the splinter group that was the MILF was around, outside of the MNLF and fighting the government. Now, it is the MILF the government is talking with, outside the MNLF, the BILF which is fighting the government like the MILF

once was, the indigenous peoples of Mindanao and the Abu Sayaff. Can the fractious Muslims unite or be expected to turn against their own brothers? It appears that even fellow Muslims would not want to be a part of this new region supposed to supplant the old Autonomous Region of Muslim Mindanao, as surveys show. But it seems to be a priority of this administration, spending 54 billion pesos just to get the program off the ground, hoping that the BBL would be its legacy for future generations. The vestiges of a Marcos era have to be erased at all cost, even at the cost of realism and the judgment of history. We blindly move forward without a clear sight of the enemy, hoping that our assumptions and our strategy will work. We depend too much on the popularity of the “Aquino name.” The trouble with this “wait and see” attitude is that what is hoped as a peace legacy could bomb out to be a future ignominy. We are rushed to hastily approve the BBL, leading to a plebiscite. Students of the law, however, inform us about many constitutional infirmities in the proposed BBL. Nothing comes out of a hasty decisionmaking! The pros and the cons should be carefully weighed first before small nation like ours gets divided. There is so much at stake here; giving in to

much, if not all, of the MILF demands is nothing closer than surrendering national sovereignty and the aspirations of a multi-cultural people to favor a vested interest. And, it could spark a hurried, if not premature, demand from peoples wishing autonomy for themselves. The question is what makes the MILF special? Already, the House of Representatives have approved the proposed law, after a breakfast meeting with the president. This reminds us of Malacanang getting its way through ways not-too-noble when it had the Reproductive Health Bill approved into law. The problem with this approach is the usual “raising of the handin-surrender” passive attitude. Anyway, what Malacañang wants, Malacañang gets by hook or by crook! The problem is our lack of independence here. Lastly, there is the question of Mamasapano. Is the ceasefire only for agents of the law of the Philippine government? Are not the MILF subject to the same agreement? What is good for the gander is also true for the goose! And, why are the camps of the MILF and the BILF contiguous so that the houses of Marwan and Usman were located therein, apparently for protection and their safety? There are more questions uncovered by the PG (Philippine Government) and the MILF Panels brokered by Malaysia that gave birth to the proposed BBL. are

After a few messages from selected individuals, the ribbon cutting commenced, which symbolizes the official inauguration of the school. It was then followed by the blessing of the building which was administered by Fr. Allan Robrigos. Afterwards, it was followed by a lunch fellowship at the Café Aquarius, served by the Cebu Blue Ocean. The said company is lead by Mr. Injun Kim as the principal stockholder and incorporator with its President, Mr. Reuben Aslor. restaurants; namely; Café Aquarius and the Zodiac, as well as other amenities which include a bar, swimming pools and picnic grounds.

the By-Laws of the project. The Board had to play a “balancing act” for the unit owners caught in the web of business interests between SDR and Pacific Concorde all this time. In this role of neutrality, it had often to take the blow for unit owners. It is now good, of course, that conscious unit owners are awakened and would like to have an active role in the running of the affairs of the condominium project. The Administration, despite its need for funds, reported on accomplishments for the year that was.

INNOVATION and PROGRESS by:

W

hy do people innovate? Or why and when did they come to the idea of innovation? As it is recorded in our history, the first Homo Sapiens were nomadic and relied solely on Mother Nature for survival. But due to the difficulties of looking for food or hunting for animals with their bare hands, out of necessity, they made use of simple stone tools to help them do their work easier and more efficiently. Thus, the dawn of innovation began with this invention of stone tools. In the same way, it was out of necessity that people were able to “invent” agriculture because nature could not keep up with the growing population’s demand for resource. Eventually, they were also able to invent tools for this practice to produce larger yields to satisfy the need and demand for food at that time. This pattern of events that led to innovations did not just stop with the production of basic needs. Due to the continuous increase of populations, it became an absolute necessity to “invent” a governing body that will take care of the welfare of the entire community; someone whom the people will follow to ensure peace and stability within their group. Thus, again, out of necessity, governments were made in order to uphold peace and stability within the community. Fast forward to our modern times, there are numerous breakthroughs in medicine since there is always the need for a cure for

illnesses. And since new types of sicknesses and diseases come and go, there is always a need to “invent” new cures for those diseases. However, when we speak about the development of human society, we cannot also avoid mentioning the evolution of the tools of war. Have you not ever wondered how warfare began from bare hands, to simple stone or steel weapons then eventually evolved into the ever destructive nuclear missiles? Why do people even think of creating such monstrosities? If we look clearly into our history, developments of weapons of war are products of certain “necessities” as well, albeit, some less reasonable than others. The Nazis created stronger weapons since they saw it as a necessity to

After a great deal of destructions, countless measures were developed through innovation to repair the damage that has been done by their predecessors. This would then lead to another period of peace where innovation would once again be for the benefit of all until such a time came when someone would once again abuse the instruments made by innovation for selfish purposes. This is the never ending cycle that innovation comes to grow and develop. In a sense, it is by passing through great adversities, maybe even dangers that innovation itself has evolved exponentially. It starts out as means to help make living better, then someone will use it for a different purpose. Then someone will try to make something that can counter the threat that the earlier imposes, and when it is all said and done, a new innovation is created for the purpose of attempting to repair the damage that was done, and again, try to make life better. After some time, the cycle will once again repeat itself, “forcing” people, through their instincts to survive, to innovate and make things that would help them counter certain threats or repair the damage that has been done by those threats. So what am I trying to point out? These very few excerpts from our history all point out that innovation is a product of necessity. As we can see, innovations and technologies were created to provide the needs of the people. Our need for energy led to the discovery or the invention of modern day electricity. Our need for a more efficient method and faster means of communication led to

Innovation becomes dangerous if and when it is applied for selfish, unreasonable conquests. In earlier times, it was applied to make life easier and better. But due to the selfishness and pride of a few people, innovation became a threat to mankind itself. But, all is not lost; the cure for

All the great dangers that were faced by our world were made possible through innovation as well. The benefits and dangers of innovation are two sides of the same coin. One cannot hope to attain the benefit of one side and avoid the dangers of other. But the dangers and benefits of innovation still share a certain aspect, that can never be taken away from them; they would always try to answer a certain need. From the basic need of food, shelter and clothing, to desires for power, security, and even dominance; all have been certain wishes which innovation has strove to answer. In short, Man’s endless needs and desires, good and bad alike, provided the lifeblood for the continuous development of innovations. As the world progresses, the needs and desires of man will undoubtedly increase. But then, even if what they want to achieve is different from what they have aspired for from the past, these needs and desires will always be answered by one solution: innovation. And as new innovations are produced, progress comes with it. Thus, one may say that progress in itself, is a by-product of man’s needs and desires. So as long as man continues to have more needs and desires, he will continue to innovate, and that, in turn would enable the world to continue to progress. Just as the late founder of Apple, Steve Jobs, said: “Stay hungry, stay foolish”, meaning to say, that as long as we continue to desire and need for more, whether big or small, innovation will undoubtedly continue to grow and develop to satisfy whatever those things we need and desire may be.
