EMILY Scully, the principal of Darver N.S, says that the financial difficulties that her school is experiencing is by no means an exception and is in fact the norm for many many schools across the country. Last week Emily sent an email to parents telling them of the dire financial situation the school found themselves in. In the email parents were asked to send in toilet rolls and hand towels with their children due to a chronic shortage of money in the school.
The ‘worrying’ situation was raised by Sinn Féin TDs Pearse Doherty and Ruairí Ó Murchú in Leinster House last week after an email was sent to the school’s parents that put the blame for the
school’s cash crisis firmly at the door of the government.
The email said government grants have not increased sufficiently in line with rising costs and the school has now reached a point where they are ‘unable to continue covering the cost of certain basic consumable items used daily by pupils.’
The school which has 71 students and six teachers, is housed in an old building. According to Emily, the heating system is outdated and electricity costs have doubled since last year. Although she didn’t want things to come to this she felt she had to stand up for her school and her pupils by outlining just how bad things had gotten.

“Nothing changes if nothing changes,” states Emily. “The parents of the children in the school are fantastic and they are very good when it comes to helping out and contributing to our own fundraisers but we need help from the government and we need it now. We reached out to the government to tell them just how bad things were in the school and when that happens we are automatically referred to the Financial Services Support Unit, or the FSSU, which is a dedicated support service for schools funded by the Department of Education and Youth. We have to go through that process now and hope that we get an advance on our Capitation Grant.
“Even if we do get that we are still going to be struggling. The capitation grant was set at €224 per pupil and in fairness it was announced in the budget that it will go up to €274 but that still doesn’t compare favourably to secondary schools who get €375 per pupil for their grant. It costs us
the same to pay for light and heat as it does for a secondary school so I’m at a loss to understand why we get so much less.
“And I know that this isn’t just a me problem. I conducted a survey among national school principals around the North-East asking a number of questions in relation to how they are coping financially with regards to running their schools. 28 out of 37 prinipals came back and said they were under severe to moderate financial strain due to inadequate government funding coupled with rising costs. Also in relation to the cost of living grant - we received this last year in 2024 but it wasn’t allocated in the budget this year so we aren’t actually receiving it at all which is a big issue as it really helped schools out at this time of the year last year when we were waiting for our next grant to come through.
“We are fixing things ourselves at a local level and we are extremely fortunate to have such a tight knit community here in Darver who do

everything they can to help but we really need meaningful support from the government now. The most important people in the school are the children and we just want to do right by them, which is why I have brought this issue to light. We are hoping that we get an early release of the Capitation Grant which will help fix issues in the short term but that is just kicking the problems down the road for a short while,” explained Emily.
“We are a developed country with a surplus and I really think we should be doing better for our children. I don’t want to be the one who is out here giving out but I honestly have no other options. We are at a stage now where we need help. We have

a fantastic education system in Ireland and great teachers just like the ones I have in my school but they are going above and beyond to bridge the gaps in the system. Imagine what we could do if we were adequately resourced,” she added.
The issue of the
schools financial problems were brought up in the Dáil last week by Sinn Fein TD for Louth Ruairí O Murchú. The Louth TD said the principal sent the email to parents ‘as a last resort’ and those parents contacted his office.
Minister Christopher O’Sullivan said it was ‘a
very unusual circumstance’ and ‘extraordinary’.
He said: “I certainly would have said it is not the norm around Ireland for parents to be asked by the school to bring in toilet rolls and other essential supplies”. He said Department
of Education officials had made contact with the school and it has been referred to the financial services support unit, FSSU.
The minister said: “The Department is committed to offering all available and appropriate supports to schools, which may include an advance in capitation grant funding or other measures”.
He said: “I agree that the increase in capitation has been too long coming, but it is here now. The capitation rates have been increased in this budget and I hope that will relieve some of the pressure on many primary schools in particular”.
Deputy Ó Murchú said the new Minister for Education needed to be made aware of the situation.
He said: “This school is not only dealing with increased electrical and energy costs but also with an old heating system, which is a legacy issue. If that one thing was dealt with, it would remove a huge portion of the cost. This is a really good school that people say very good things about. I have been contacted by the school and brought it up with the Taoiseach previously.
“We really need to ensure that we deal with the issues at Darver NS now and ensure there is sustainable funding into the future. We need to do that across the board in our educational system,” concluded ó Murchú.
QUEEN’S University Belfast and Dundalk Institute of Technology (DkIT) have announced a major new partnership that will establish Dundalk Institute of Technology as a University College of Queen’s University Belfast. The collaboration will catalyse economic and social development within the Dublin-Belfast corridor and enhance higher education, research and innovation provision for the region.
The Governing Body of DkIT and the Senate of Queen’s University Belfast have formally approved the development of the strategic partnership. It is anticipated a formal agreement will be signed in December 2025, with the aim of having the new University College fully operational for the start of the 2026 academic year. Students enrolling from September 2026 would graduate with a Queen’s University Belfast Degree or Postgraduate qualification.
The partnership will see DkIT embedded within Queen’s academic and quality assurance frameworks, ensuring students in Dundalk receive the same standard of education and award as

those studying in Belfast. The Institute will retain its financial, staffing and governance autonomy, consistent with the collegiate model through which St. Mary’s University College and Stranmillis University College operate in partnership with Queen’s. The Institute will continue to play a vital role as part of the Technological Sector in Ireland, to include the delivery of essential educational provisions such as apprenticeships.
The partnership will: Expand high-quality undergraduate and postgraduate provision in the North-East region.
Integrate DkIT’s academic
programmes within Queen’s academic framework, with shared quality assurance and programme approval.
Work to establish a Joint Research and Innovation Centre (Hub) on the Dundalk campus, with yet to be agreed lead projects in areas such as health and life sciences, energy and sustainability.
Create new opportunities for student mobility, skills development, and shared learning across the island.
Support enhanced research collaboration, industry partnerships, and access to new funding opportunities.
Contribute to the competi-
tiveness and strategic development of the Dublin–Belfast Corridor.

Speaking on today’s announcement she said: “Vaping and the use of single use vapes is an epidemic amongst some of our young people. I welcome the approval by Government of Minister Murnane O’Connor’s plans. It is particularly important that we crack down on the range of flavours
and colours available. This is what makes disposable vapes so attractive to young people, and I am glad we are clamping down on it.
Under the plans products such as nicotine patches which is often referred to as snus, will also be regulated, something McGreehan believes is ‘pivotal’ in combatting nicotine addiction in young people.
“The ever-evolving supply of nicotine induced products is extremely concerning. Our young people have
never been so exposed to nicotine as they are today. It is pivotal that we are proactive on this front and do not get left behind. Legislation to restrict the colours and images on packaging is at an advanced stage of drafting. That legislation will also ban point-of-sale display among other measures. The legislation comes as recent statistics from the Healthy Ireland survey show that vape usage is highest among younger people.
Legislation to ban single use vapes will be introduced in the Dáil by Minister Murnane O’Connor before Christmas, something McGreehan hails.
“I would like to place on record the importance of the work my colleague Minister Murnane O’Connor has done on this. She is proactive, passionate, and keen to deliver this legislation. It will save many children from being exposed to and hooked on nicotine.
“Fianna Fáil is driv-

ing tougher nicotine controls to protect children and stop addiction before it starts,” she concluded.

ONE thing people may have noticed in Dundalk and indeed throughout the country has been the lessening sight of escooters on the streets. This has been something which has been planned and plotted since they appeared on the roads. There has been legislation which has been brought in which has brought escooters into line.
From 20 May 2024, e-scooters were mandated to meet new safety and technical standards and are now officially legal to use under the Road Traffic and Roads Act 2023 and accompanying regulations.
For thousands of commuters, delivery workers and urban travellers, this marks the end of a long period of confusion; and the beginning of a more regulated era for micro-mobility in Ireland.
Until last year, e-scooters operated in a legal grey zone. Technically, they were classed as “mechanically propelled vehicles” under the Road Traffic Act 1961, which meant that riders needed tax, insurance and registration; none of which were realistically available.
Despite that, their popularity exploded. Across Dublin, Cork and Galway, e-scooters became a
common sight on cycle lanes and pavements, though Gardaí could — and sometimes did — confiscate them.
Recognising that the law was badly outdated, the Government introduced the concept of a “Powered Personal Transporter” (PPT) in the 2023 Act. This new vehicle category provides a legal home for e-scooters, along with clear rules on how, where and by whom they can be used.
WHAT COUNTS AS A LEGAL E-SCOOTER?
The regulations set strict technical limits to determine which scooters qualify as legal PPTs;
To be road-legal, an e-scooter must:
Have a maximum continuous motor power of 400 watts or less; Be designed for a top speed of no more than 20 km/h; Weigh no more than 25 kilograms, including the battery; Have wheels at least 200 millimetres in diameter; Be fitted with front and rear lights, reflectors, brakes, and a bell; Display a manufacturer’s plate showing its speed, weight and power output.
Anything faster, heavier or more powerful than these limits is still illegal for public use.

In simple terms, the law distinguishes between light commuter scooters and larger, high-powered devices that behave more like mopeds.
WHO CAN RIDE AND WHERE?
Under the new rules, riders must be at least 16 years old. There’s no requirement for a licence, insurance or tax provided the scooter meets the legal criteria.
E-scooters can be used on roads, cycle lanes and bus lanes, but not on footpaths, pedestrian zones or motorways. The rules mirror those for bicycles in most respects: riders must obey traffic lights, signals and general road regulations.
Carrying passengers or goods
is strictly prohibited, and the use of a mobile phone while riding is also banned.
At night or in poor visibility, riders must ensure their lights are switched on; another feature that’s now legally required for all compliant scooters.
From May 2024, Gardaí gained new powers to enforce the rules. Any scooter that doesn’t meet the PPT standards can be seized on the spot. Riders who break the law, for example by using footpaths or exceeding speed limits, can face on-the-spot fines or prosecution.
According to the Road Safety Authority (RSA), enforcement will focus on “education first,” but
repeat offenders and reckless riders can expect penalties. The RSA has also urged e-scooter users to wear helmets, though helmets are not mandatory under the current regulations.
The legalisation is being hailed as a milestone for sustainable urban mobility. Local authorities are now able to license shared escooter schemes, paving the way for rental fleets similar to those in Paris, Lisbon and London.
The Department of Transport has said that legalisation will “unlock a safe and regulated framework for e-scooter use, while supporting greener modes of transport.”
However, the move comes with safety concerns. E-scooterrelated accidents have increased sharply in recent years, often involving unregulated models or riders using pavements. Road safety groups have welcomed the new framework but warned that enforcement and public awareness will be crucial.
For anyone thinking of buying an e-scooter, the message is simple: check before you ride.
If your scooter can exceed 20 km/h, weighs more than 25 kg, or has a motor stronger than 400
watts, it is not legal to use on Irish roads. Such scooters may only be used on private land with the landowner’s permission.
When riding, keep to cycle lanes where possible, stay visible, signal turns clearly, and avoid weaving through traffic or pedestrians. The same rules of courtesy that apply to cyclists now apply to e-scooter riders too.
E-scooter legalisation marks a shift in Ireland’s approach to transport. With the government’s emphasis on reducing emissions and congestion, micro-mobility options like e-scooters and ebikes are seen as part of the solution.
Still, challenges remain. The rollout of public rental schemes, the need for safe infrastructure, and public education will all determine whether the new rules succeed.
For now, the message from officials is clear: ride legally, ride safely, and stay within the rules.
After years of limbo, Ireland’s – and Dundalk’s e-scooter riders finally have clarity but with that freedom comes responsibility.
So when you wonder why there is a lot less e-scooters around Dundalk, it is because they are now regulated to make things safer for us all.






SIXTEEN-year old Carla McDonnell has won the 2025 World Youth Entrepreneurship challenge in New York. The prestigious event celebrates innovation, cross-cultural collaboration and youth led business leadership on a global scale.
Carla, a St Louis fifth year student, started her project as a TY student in the Louis with the support of her Business teacher Roisin Mallon. She named her invention ‘Vax Chill’ which she created as a solution to preserve vaccines and reduce wastage in rural farms. She received $5000 to help continue developing her product.
The talented student from Newtown in Darver grew up on a farm and used her knowledge and experience to help create the
invention that will be of invaluable assistance to many farmers around the country.
Carla’s road to New York was a long one having first won a regional heat before winning the Irish National finals in Croke Park earlier this year while representing Foróige Ireland. Having qualified for the World Finals in New York, Carla was up against 34 student entrepreneurs from 13 countries across the Network For Teaching Entrepreneurship (NFTE).
Over the course of three days, students participated in workshops, coaching sessions and networking opportunities designed to strengthen their entrepreneurial mindset and global perspective.

“We are all immensely proud of Carla in the school and we congratulate her on an amazing achievement. She started this journey last year as a TY student with the support of Roisin Mallon, her business teacher, and she has gone on to Croke Park and now New York where she has come out ahead of people from all over the world. She grew up on her parent’s farm and this was a passion project for her.
“She has shown great innovation and has learned so much. She has also received support from DkIT who we are delighted to have a great relationship with here in the school,” stated Michelle.

FIVE of Louth County Council’s parks have once again been recognised with the prestigious Green Flag Award, the international quality benchmark for public green spaces.
The awards were presented by An Taisce - The National Trust for Ireland at a ceremony held at Maynooth Campus on Wednesday, 12th November, where 128 Irish parks, gardens, greenways, and wildlife sanctuaries received Green Flag status, an increase of eight sites compared to last year.
Among them are five Louth County Council-managed parks: Aisling Park, Dundalk; Blackrock Community Park, Blackrock; Icehouse Hill Park, Dundalk; St Dominic’s Park, Drogheda; St Helena’s Park, Dundalk.
Additionally, Green Flag Community Awards were presented to Dromiskin Heritage Park and Ginnety’s Pond Nature Park, both of which are maintained by Dromiskin Tidy Towns.
DEPUTY Ruairí Ó Murchú said the news of the two men’s deaths ‘heaps tragedy upon tragedy’, coming so soon after the loss of five young people who died following a crash in Dundalk.
The Sinn Féin TD said the communities in Louth and Meath are ‘once against devastated at the horrendous loss of life’ after the accident between a lorry and a bus.
Deputy Ó Murchú said: ‘My heart goes out to the families and friends of Paul Conway and Wesley O’Reilly who lost their lives in the accident on Monday. Both men left their families in the early morning to go to work, fully expecting to return home to their loved ones.
“Their deaths are widely felt in the communities where they lived and worked and, coming so soon after the crash that claimed the lives of five young people near Dundalk recently, heaps tragedy upon tragedy”.
