INTRODUCTION:

Thousands of independent filmmakers reside in the Mid-Atlantic region With the landscape of film and media stretching beyond the traditional major film hubs, this region stands on the cusp of pioneering a new path in cinematic excellence. Specifically, the DMV area has the potential to stand alongside established visual media hotspots such as Los Angeles, New York, and Atlanta.

Local decision-makers have taken several recent actions toward positioning the DMV as a respected industry competitor

Governor Wes Moore kicked off January 2024 by appointing members to the newly formed Maryland Entertainment Council, drawing experts from top industry companies, including Netflix and CAA Tasked with examining the state's film, television, and entertainment landscape and providing strategic recommendations,

the Council reflects the state's increased focus on this sector The genesis of the Council can be traced back to 2023, with legislation redefining the Film Production Activity Income Tax Credit, overseen by the Maryland Department of Commerce Complementing these efforts, County Executive Angela Alsobrooks revealed a $5 million investment to transform an abandoned high school into a state-ofthe-art film studio and soundstage Prince George’s County’s commitment to the arts further materialized through the inception of an annual film festival in 2022, adding to the over 20 festivals that already bring visibility to the region's cultural scene.

Yet within this promising environment, there is still a huge need among creative professionals and industry influencers in the DMV for a dedicated platform that cultivates connections and professional growth Currently, networking and learning opportunities in this region are often sporadic and grossly insufficient to meet the burgeoning ambitions of filmmakers and other creatives

The solution is to establish a centralized grassroots film industry hub in the DMV to undergird the strategies and activities occurring at the state and local levels.

This vision document expands on the concept of establishing a centralized film industry hub in the DMV that will convene filmmakers and creatives and coalesce academic institutions, educators, advocacy groups, government agencies, media companies, studios, networks, streaming platforms, and relevant businesses

Overview

Currently, DMV film groups and coalitions work in isolated environments in neighborhoods, cities, counties, and states This makes it difficult for these groups to collaborate, share educational resources, and exchange information across all channels. This reality has caused many independent filmmakers and creatives to become isolated and frustrated because they perceive a lack of community and non-existent or disjointed support

To enable independent filmmakers and creatives to capitalize on this critical time, we must build a strong, viable community to provide them with increased exposure and access to education, specialized training, dedicated initiatives, and collaborative opportunities through one centralized hub

Case Study: DMV FaithBased Filmmakers

Recognizing an opportunity and critical need, DMV Faith-Based Filmmakers launched a grassroots monthly networking forum in 2022 to fill the gap. The networking events successfully brought together hundreds of filmmakers and creatives, even from as far as New York and North Carolina. Our Industry Insiders Summit, held in 2022 and 2023, was attended by over 300 people

Our events encompassed a wide range of engaging activities, such as producer and director panel discussions, actor appearances, pitch practices, screenings, and table reads, all designed to provide valuable opportunities for creative alignments and sharing of industry insights Our efforts resulted in an active community of creatives who applied the knowledge they received and established lasting relationships Since 2022, our community has collectively completed nearly 20 films, with more projects in development and production.

By launching a new slate of monthly networking forums, workshops, and summits, DMV Faith-based Filmmakers will provide independent filmmakers and creatives with regular, ongoing opportunities to convene and to engage directly with industry panels These discussions aim to be a conduit for knowledge transfer, skill enhancement, and the sharing of invaluable best practices In addition, we seek to deliver comprehensive education and training across the spectrum of film production, as well as provide vital resources that are essential for our community to thrive in the ever-competitive entertainment sphere
