The National Disability Insurance Agency has released updated lists for National Disability Insurance Scheme participants, with changes impacting what supports they can receive under NDIS funding. In this Disability Support Guide, we’ll explain what NDIS-funded supports are, what items are not funded, how the changes may affect NDIS participants and what to do now.

Born prematurely on Christmas Eve 1998, Payge Hollis entered the world under extraordinary circumstances. She was delivered via emergency C-section after her identical twin sister tragically passed away in utero due to twin transfusion complications. Weighing just 550 grams, Payge spent more than three months in the neonatal intensive care unit (NICU), facing significant medical challenges.
Her early days were marked by the realities of extreme prematurity — a grade 4 intracranial hemorrhage, low oxygen saturation, multiple cardiac arrests and numerous blood transfusions. Doctors warned her parents, Leanne and David, that she might never walk, talk, or live independently.
However, Payge had other plans . . .
Now 25 years old, Payge is the face of Disability Support Guide (SA/WA) and a rising star at Diversity Models. She has defied expectations at every turn — graduating from a mainstream high school (with a modified program), learning to drive and, most recently, moving out on her own in March 2024.
“It’s a challenge living on my own, but I have help from my family and my support workers. It’s another step forward for me to achieve my dreams,” Payge shared.
“It was really hard finding work because people only saw my disabilities, which was really disappointing,” she said.
“It was a long time before I got a job, which made me sad. When I was 20 years old, I did get a little job at a supported disability coffee cart. This boosted my confidence and skills and now I work as an administration and project officer at a disability organisation called Parent-to-Parent QLD.”
Beyond her career, Payge is a passionate self-advocate, championing the rights of people with disabilities. She is a member of Loud and Clear QLD, a self-advocacy group for individuals with intellectual disabilities based on the Sunshine Coast. She also serves as Queensland’s representative on the Our Voice Committee, advising the Inclusion Australia Board.
Her advocacy has led to incredible opportunities, including questioning NDIS Minister Bill Shorten on critical disability issues and attending Parliament House on the International Day of People with Disabilities 2024.
Most recently, Payge embarked on a new adventure: modelling. She joined Diversity Models, an agency dedicated to representing people with disabilities.
“My experience so far has been thrilling and super fun. I want to build my confidence and this is helping me do just that,” she said.
She credits Monique Jeremiah, founder of Diversity Models, for creating an inclusive platform that gave her the opportunity to grace the cover of this guide — and inspire others to embrace their potential.
“We should be seen, we should be heard and we should be respected,” she said.
“My disability does not define who I am. When I have a dream, I don’t give up. I try hard, I work hard and I achieve great things!”

Disability support advisors, such as plan managers or support coordinators, can help you to use your funds wisely and achieve your goals as a National Disability Insurance Scheme (NDIS) participant.
Advisors are people who work with you to ensure the best outcomes through connecting with both formal and informal means of support to identify where you need assistance.
Plan managers assist NDIS participants with managing their funding and make sure that the participant’s NDIS plan is being implemented and that funds are being used effectively. Plan managers are also able to watch out for the new NDIS guidelines and ensure that budgets are being spent in compliance with reforms to the system.
Support coordinators can put you into contact with the right providers and understand more about your NDIS plan in order to build your capacity and manage your plan independently as you participate.
Whereas a plan manager would focus on financial planning and the support coordinator would focus more on the day-to-day delivery of support services, a case coordinator may tend to prioritise and help participants work towards a long-term support plan.
Some providers can offer independent assessments to ease your journey through the NDIS, whether through referrals to other specialists, learning more about how you are affected by your disability and how you can use assistive technology or, alternatively, determining what your support plan should look like.
In each state and territory, the Department of Education is responsible for the day-to-day supervision of students. This includes employing appropriately trained staff, providing learning aids, organising transport for school activities, adjusting the school curriculum and ensuring the school buildings are easily accessible. However, some supports may be covered through the NDIS. You may receive education supports through your NDIS plan if you need assistance with self-care at school, specialist transport, portable equipment or specialised, intensive, support when transitioning between schools.
Finding employment can help you develop new skills and gain a sense of independence or community participation. An employment support advisor can offer career advice and help you plan an employment pathway so you can work towards your employment goals. To help with some basics, employment services may assist with writing your résumé or finding other professional development opportunities. They may also support you by finding on-the-job training or support your employer to assist you in your work.
Intervention support is an umbrella term for all the different supports available to help you gain or regain your independence and increase your participation within your community. These supports could include strategies to prepare you for employment, such as assistance in looking for a job, training and skill building or support in finding community activities that interest you. Intervention support plays an important role in helping you live a fulfilling life and achieve your goals.
To ensure that the National Disability Insurance Scheme (NDIS) remains sustainable, the government has committed to getting it ‘back on track’ through making some significant changes.
As of October 2024, what is considered an NDIS support has changed and lists are available online that can help you to determine if you’re allowed to spend your money on certain kinds of support services.
Now, 36 categories of goods and services are ‘NDIS supports.’ NDIS supports are the services, items and equipment that can be funded by the NDIS.

The National Disability Insurance Agency (NDIA) has identified 15 types of supports that will not be funded under the National Disability Insurance Scheme (NDIS), in addition to sexual services and sex work, alcohol or drugs.
A full list of supports not funded by the NDIS can be found online via the following QR code.
Depending on your situation, the NDIS may cover some non-NDIS-funded supports with written authorisation. These are known as ‘replacement supports’ and you can apply for a replacement support online or over the phone by calling 1800 800 110.
When you call or apply online, you will have to provide information about the replacement support, like what it is, how much it costs and which NDIS support or supports you want to replace in your existing plan.
