LETTER FROM THE CEO
On behalf of our team and board leadership, we are honored to share the Downtown Detroit Partnership’s Annual Report. From the very start of 2024, the DDP was deeply engaged in shaping the city’s future and our work further cemented our leading position as the steward of Downtown Detroit. We were called upon -- again and again -- to be that balanced partner, visionary, organizer, place maker, champion, and more.
We began last year with a grant from The Kresge Foundation to conduct a Peer Review of the I-375 Reconnecting Communities project. This multi-year, multi-million-dollar initiative will have long-term implications for Detroit, and we embraced the responsibility of ensuring that all voices are heard and that the project remains in the best interests of businesses and residents alike. Our commitment to equitable outcomes continued through our leadership on the I-75 Cap initiative, reinforcing our role as a key player in shaping Detroit’s infrastructure and mobility strategies. We have an opportunity to lead the nation in addressing past harm, honoring cultural legacies, and building a more connected and progressive city.
Our influence was equally prominent during some of Detroit’s biggest moments of the year. We played a pivotal role in hosting the record-breaking 2024 NFL Draft, which shattered expectations and positioned Detroit as a premier destination for national events. Our involvement extended to the annual Detroit Grand Prix, Detroit Homecoming, and the historic Detroit Tree Lighting, which drew unprecedented crowds and underscored the city’s growing momentum as a hub for culture and community engagement.
One of the year’s most significant developments was the City of Detroit’s tripling of our parks and public space stewardship, increasing from six to 18 spaces. This expansion marked a historic milestone and affirmed DDP’s expertise in public space management.
Now fully into the new year, the DDP’s role remains as crucial as ever. With upcoming public-sector leadership changes, we will take the lead in engaging, educating, and reinforcing the key issues that impact Downtown Detroit. Since 1922, we have been the constant the city needs, a bridge between administrations, advocating for businesses, supporting public safety, and maintaining continuity in policy and development.
As this report demonstrates, when the DDP is called upon, we always answer the call. With our proven ability to create meaningful dialogue and execute challenging assignments, and with the support and commitment of our Board of Directors and our incredible team, we stand ready to embrace the opportunities and challenges ahead.

What a year 2024 was! From landmark events to vibrant public spaces, Downtown Detroit is thriving thanks to the those who dedicate their time and energy to make it clean, safe, and welcoming. On behalf of the Board of Directors, it is an honor to support the Downtown Detroit Partnership, led by my friend and colleague Eric Larson. The dedication of this talented team has helped shape our Downtown and made it a premier destination. As we look ahead to 2025, the best is yet to come.
A special thank you to former Detroit Police Chief and DDP Board Member James White and new Detroit Police Chief and Board Member Todd Bettison for their leadership and guidance in ensuring the public’s safety. Their efforts allow major events like the record-breaking NFL Draft and Annual Tree Lighting to be successful and secure. Detroit is setting a national standard for urban safety.
Downtown’s success is also driven by the Downtown Detroit Business Improvement Zone (BIZ). Since its inception in 2014, the BIZ has become a national model in supporting the business community and supplementing much-needed services to keep parks and public spaces clean, well-maintained, and inviting. BIZ Ambassadors display warmth and hospitality, often serving as the first friendly faces to welcome visitors. When you see them in their bright yellow uniforms, be sure to say hello and thank them!
Detroit’s growth continues with investments in infrastructure, business development, and community initiatives. From new residential and commercial projects to expanded public spaces, our urban landscape is evolving. Major employers are deepening
their roots and creating jobs, and affordable housing and small business support is ensuring inclusive progress.
After years of restoration, Michigan Central officially reopened, marking a major milestone in Detroit’s innovation ecosystem. Once a symbol of decline, the historic train station has been reimagined as a hub for mobility, technology, and entrepreneurship. Spearheaded by the Ford Motor Co., Michigan Central is a beacon of Detroit’s resurgence and future innovation.
Of course, no reflection on Detroit is complete without acknowledging our sports teams! The Tigers and Lions electrified the nation this year. While we haven’t seen the World Series or Super Bowl wins (yet!), momentum is building. The Pistons and Red Wings continue to play their part, ensuring Detroit remains the greatest sports town in the country.
Detroit’s future has never been brighter. The excitement and pride in our city are undeniable, thanks to our many partners that invest their passion, talent, and vision into making Detroit the best it can be. STRATEGIC DIRECTION
The Downtown Detroit Partnership launched an extensive initiative in 2024 to develop a new strategic plan that builds on the organization’s successes and charts a path forward that will enable DDP to deliver on its mission of cultivating economic and social impact in Downtown Detroit and creating a vibrant and sustainable Downtown that unifies our city and strengthens the region and the state.
This process began with interviews and listening sessions with the staff, Board of Directors, community partners, funders, and members. A strategic planning task force composed of leadership team and staff members analyzed this input to inform the discussions and the development of the strategic plan. The opportunities identified for 2025 and beyond were crystallized into six long-term goals that will provide a roadmap for DDP, while DDP continues to adapt to changes in the ecosystem and respond to new opportunities.

WE MAKE HOLIDAYS HAPPEN TOGETHER
For more than 20 years, DDP has produced the annual Detroit Tree Lighting presented by the DTE Foundation. This year’s family-friendly event attracted a record-breaking 115,000 attendees to Campus Martius Park. That same night, DDP unveiled its CHALET 313, a unique two-story heated lounge with panoramic views of the 66-foot Michigan-grown Norway spruce Christmas Tree, beautiful cityscape, and The Rink at Campus Martius Park presented by Visit Detroit, named #1 ice rink in the nation. In the spirit of celebrating the holidays, the DDP also collaborated with community partners to host the annual Motor City Kwanza Kinara Lighting also held at Campus Martius Park and supported Menorah in the D in Cadillac Square.

When it comes to large-scale events the DDP works to create an action-packed experience for all. In 2024, the activities kicked off with the Tigers Opening Day Official Tailgate held at Grand Circus Park, just weeks before the record-breaking NFL Draft hosted in the heart of Downtown in Campus Martius Park and surrounding areas. The DDP produced Draft Day in the D to accommodate the crowds that descended upon Downtown Detroit, offering fans a free experience of the NFL Draft complete with video walls that livestreamed the draft. It also featured live music, food trucks, vendors, beverage stations, and more. The excitement and momentum continued into the Detroit Grand Prix race weekend, which included a free concert and Small Business Straightaway in Cadillac Square and Campus Martius Park. Additionally, the DDP produced more than 1,200 free programs and events throughout its summer, fall and winter programming season.

DDP convened local leaders through several signature events, including the DDP Annual Meeting that featured Roger Penske, Daniel J. Loepp, and Mike Tirico. It also hosted Fall Forum: A Real Estate Update, which provided a snapshot of Downtown development, investment, and growth. DDP also produced Party in the Park, a summer fundraiser that benefits the parks; and celebrated its 40th Detroit Aglow, its annual fundraiser. Additionally, DDP helped make a variety of community-related meetings and events happen, including the Downtown Job Fair; Faith & Blue Breakfast, gathering safety and faith leaders; and hosted three I-75 Cap Community Visioning Sessions in partnership with City of Detroit and Michigan Department of Transportation (MDOT).

The DDP works to ensure that every part of the organization represents the communities it serves, including the Board of Directors, team, partners, and vendors. DDP prioritizes inclusivity in all areas of programming including events, placemaking, park design, and infrastructure and mobility planning. DDP’s Diversity, Equity, and Inclusion efforts ripple through all aspects of the organization through its DEI Committee, which works closely with all team members to consider and view the organization’s work through a DEI lens. Overall, DDP is intentional about creating safe, clean, and welcoming environments for all to access and enjoy.

Since 1922, understanding what the Downtown needs to grow and thrive has been the crux of DDP’s mission. In recent decades, the organization has focused on enhancing Downtown’s parks and public spaces, with Campus Martius Park serving as a key catalyst for both commercial and residential growth. In an historic announcement, the City of Detroit expanded the DDP’s stewardship of Downtown parks and public spaces to 18 locations, tripling its previous agreement. Also, the DDP led the effort to produce the I-375 Peer Review with partners at The Kresge Foundation. DDP also worked with local partners to hold three Community Visioning Sessions that informed the preferred design alternatives for the I-75 Cap. Further, during DDP’s Fall Forum: A Real Estate Update, the DDP shared its annual Downtown Development and Community Report, which included total investments nearing $3 billion.

Downtown Detroit continues to grow in exponential ways including commercial and residential developments, population, and number of visitors, to name a few. The DDP is proud to have a front row seat and a direct role in this transformation. From creating a more connected community through a static wayfinding system, a safer community through column lighting along the Detroit People Mover on Larned Street as well as Park and Witherell Streets. And an informed community through digital information kiosks around Downtown and in every city council district neighborhood, each initiative supports growth. Always looking to evolve, new for 2025, the DDP is focusing efforts to meet the needs of the growing small business community. For thousands of people, Downtown Detroit is home. For others, it is a workplace, or weekend destination. Whatever calls you Downtown — the DDP’s goal is to ensure that it is clean, safe, and welcoming. The nationally recognized neighborhood watch program, Project LighthouseTM; connects Downtown patrons to a network of safety partners that can help 24 hours a day, 7 days a week. There are 18 Project Lighthouse locations throughout Downtown that are identifiable via their Project Lighthouse logo visible via window clings in Downtown merchant’s businesses.

A Banner Year for DDP Parks & Public Spaces
The Downtown Detroit Partnership (DDP) had a landmark year in 2024, bringing national recognition to Downtown’s parks and public spaces while expanding its stewardship to 18 public spaces across the city. Campus Martius Park secured its third consecutive win as USA Today’s #1 Public Square, and the parks played a major role in the record-breaking 2024 NFL Draft, which drew the largest attendance in the event’s history.
As a global leader in place management, the DDP continues to be a model for urban parks, offering innovative and diverse programming that enhances the experience of local, regional, national, and international visitors. Through strong partnerships with the City of Detroit, the Downtown Detroit Business Improvement Zone, and corporate and philanthropic sponsors, DDP remains committed to creating vibrant, inclusive, and accessible spaces for all.

HISTORIC RENEWAL AND EXPANSION
In 2024, DDP renewed and expanded its agreement with the City of Detroit to manage and operate 18 public spaces – tripling its previous oversight and reinforcing its pivotal role in shaping the heart of Detroit. The newly extended contract, running through 2039, underscores the enduring partnership between the DDP and the City of Detroit and our dedication to maintaining world-class urban spaces that serve as year-round destinations for residents and visitors alike.

TIGERS OPENING DAY
The Tigers Opening Day Tailgate Party at Grand Circus Park, presented by Miller Lite and Bally Sports Detroit, was a roaring success. Thousands of fans gathered for live music, food trucks, giveaways, and interactive activities, including appearances by the Detroit Tigers Energy Squad and Paws. The event also spotlighted local small businesses, strengthening Detroit’s entrepreneurial ecosystem.

NFL DRAFT
Detroit shined on the national stage as the 2024 NFL Draft drew a record-breaking 775,000 attendees. “Draft Day in the D” featured live entertainment, local vendors, and fan activations that energized the city and can serve as a model for future host cities. Extensive media coverage reinforced Detroit’s reputation as a premier event destination, boosting the local economy and setting a new standard for future largescale events.

DETROIT TREE LIGHTING
The 21st annual Detroit Tree Lighting, presented by the DTE Foundation, captivated over 115,000 attendees at Campus Martius Park, with millions more tuning in via live broadcast. Headline performances included Alex Sampson, Southern Avenue, and Thornetta Davis, alongside dazzling ice-skating exhibitions. Due to high demand, Winter Sponsor-Land expanded, featuring corporate activations from Lexus and Carhartt. New amenities such as beverage stations, hot cocoa, and lightup swag enhanced the festive experience.

GRAND PRIX IN THE PARKS
The Chevrolet Detroit Grand Prix, presented by Lear, brought highspeed excitement to Downtown. Cadillac Square hosted a free concert featuring ILLENIUM, while the Small Business Straightaway in Campus Martius Park highlighted local artisans and vendors. Race fans gathered at Campus Martius Park to watch the competition on giant video walls, immersing themselves in the thrill of the event.

CHALET 313
November marked the debut of CHALET 313, a stunning two-story heated glass lounge at Campus Martius Park. Designed and styled by Gardner White, the lounge features cozy seating, a lively bar, and breathtaking views of the rink and skyline. Supported by Michigan Economic Development Corporation, William Davidson Foundation, and the Downtown Development Authority, CHALET 313 quickly became a must-visit winter destination.

WINTER MARKETS & CADILLAC LODGE

#1 RINK IN THE USA

Cadillac Square transformed into a festive hub with the return of the Downtown Detroit Markets and Cadillac Lodge. Local vendors showcased specialty gifts, while the Lodge offered a warm retreat with plush seating, board games, and roaring fireplaces, drawing thousands throughout the holiday season.
The Rink at Campus Martius Park presented by Visit Detroit was named the nation’s #1 outdoor ice-skating rink by USA Today. To enhance the experience, DDP invested in a brand-new rink, dasher boards, and chiller, ensuring top-tier amenities for skaters of all ages.


GIVING MACHINE
2,100+ donations facilitated to charities
These unique vending machines facilitated over 2,100 donations and 100 percent of donations made through the Giving Machine went to local and global charities, including five Detroitbased charities: Focus: HOPE, Catholic Charities of Southeast Michigan, Zaman International, Jewish Family Services of Washtenaw County, and Pope Francis Center.
DETROIT LIONS “WE WANT MORE” CELEBRATION
In honor of the Detroit Lions’ NFC North Championship title, DDP hosted the “We Want More” activation at Campus Martius Park. Fans enjoyed giveaways, interactive experiences, and a “Call Dan” phone booth, demonstrating the strong partnership between DDP and the Lions.

CORPORATE PARTNERSHIPS
DDP’s strong corporate network fuels its ability to deliver high-quality programming. Companies like Lexus, Carhartt, Chick-fil-A, and Dave & Buster’s engaged with DDP events to elevate their brand presence. Presenting sponsors such as Corewell Health, Gardner White, and EY, played a critical role in sustaining over 1,200 park programs in 2024.

CARHARTT OFFICIAL OUTFITTER PARTNERSHIP
Detroit-based Carhartt became the official outfitter of the DDP Parks and Public Spaces team, ensuring staff are equipped with the right seasonal gear to maintain and program 18 public spaces throughout the city.

PARTY IN THE PARK
DDP’s annual fundraiser, Party in the Park, brought together over 300 guests for a garden party at Campus Martius Park. Featuring a VIP champagne toast by Moët & Chandon, a Kendra Scott jewelry pop-up, and live entertainment from the MGM Grand Detroit main stage by the Dan Rafferty Band, the event raised vital funds for park programming.

RENTAL PROGRAM
DDP’s rental program welcomed over 30 major events at Campus Martius Park, Cadillac Square, Grand Circus Park, and Capitol Park. Highlights included the PistonsStockX partnership announcement and film shoots for brands including Aerie, Pure Michigan, and Kroger.


CommunityCentered Programming
MOVIE NIGHT IN THE D

Over the summer, Movie Night in the D, presented by Capital One Café, made its return with themed programmatic add-ons before each family movie. A key highlight was the series’ first-ever Spanish-language screening, Pirates of the Caribbean: At World’s End, in collaboration with the Michigan Hispanic Chamber of Commerce.

THURSDAY BEACH PARTIES
Thursday Beach Parties at Campus Martius Park presented by Wana Brands were expanded in 2024, featuring themed monthly events that attracted a diverse audience. These included a Jimmy Buffett cover band, LGBTQIA+ DJs, specialty cocktails, Drag Queen bingo, small business pop-ups, giveaways, mechanical bull riding, and corporate partner activations, creating a unique and engaging experience for attendees.

JUNETEENTH



Juneteenth 2024 brought a series of events celebrating African American culture and history. Capitol Park hosted the debut of Stories of Us, an exhibition featuring 10 largescale sculptures created by 11 local artists, each reflecting aspects of the Black experience in America. The park also welcomed a Juneteenth celebration, including a Detroit Hustle Session and a Black-owned business pop-up, offering an immersive cultural experience. Meanwhile, Movie
Night in the D at Campus Martius Park launched on June 19 with a free outdoor screening of The Color Purple, honoring Juneteenth with an African dance and drum performance, as well as a poetry reading by Michigan’s Poet Laureate, Nandi Comer. These events provided Detroiters with meaningful ways to commemorate the holiday.
Community-Centered Programming (continued)
PRISMATICA
The interactive art installation Prismatica returned to Detroit in 2024, this time illuminating the 800 block of Washington Blvd. Originally showcased at Beacon Park, this stunning exhibit featured rotating prisms that transformed the urban landscape with vibrant colors and mesmerizing light patterns, offering residents and visitors an immersive public art experience.

GRAND CIRCUS PARK
At Grand Circus Park, communitycentered programming flourished. The weekly Bourbon Garden featured live music, local vendors, and bourbon tastings, creating a lively social atmosphere. Additionally, the annual Grand Circus Gala, organized by the Grand Circus Park Conservancy, has raised over $1 million since 2014 to support park improvements, security, and programming.

BEACON PARK
In partnership with the DTE Beacon Park Foundation, the DDP continued to provide year-round activities and activations, from community gatherings and fitness programs to art installations and live music. The park was a hub for major events, including Draft Day in the D, a three-day festival welcoming football fans with a live stream of the NFL Draft, music, vendors, and food trucks.

Fall brought the return of Cider in the City, featuring college football watch parties, hayrides, donuts, and more. The year concluded with Winter Gold, a dazzling holiday lighting display that transformed the park into a festive wonderland.


Citywide Engagement and Special Events
The DDP Parks Team played a key role in supporting community and charitable initiatives, including the Better Cities Film Festival, Sk8 to Eliminate Cancer, Little Wings Learn to Skate, and Michigan Humane. Residents, students, employees, and visitors also enjoyed DDP’s signature recurring programs, such as Downtown Street Eats, Workout Wednesdays, and the Summer Markets at Cadillac Square.
DDP’s parks were at the heart of major citywide events, including the Detroit Free Press Marathon and Detroit Jazz Festival, while also playing a role in securing the 2027 NCAA Final Four. Through strong partnerships and a commitment to excellence, DDP continues to elevate Detroit as a leader in urban placemaking, ensuring its parks remain vibrant, inclusive destinations.

The DDP provides metrics, actionable information, and analysis to help Downtown stakeholders benchmark progress, make informed decisions, and drive investment throughout the urban core of the city. DDP provides contextual information related to the current state of Downtown including real estate, business climate, demographics, quality of life, environment, and more. Through the Downtown Datascape, DDP’s online clearinghouse for data and analysis, DDP stakeholders can access these data as well as its Downtown Detroit Dashboard, 3D Interactive Map, Perceptions Survey Stakeholder Insights, and Metrics on Downtown Detroit. The DDP also performs tailored, bespoke analysis and research on timely issues for partners and stakeholders.


Perceptions Survey
The DDP, in collaboration with the Downtown Detroit Business Improvement Zone, conducts the Downtown Detroit Perceptions Survey every two years, to gauge people’s attitudes and perceptions toward Downtown Detroit across a range of topics including safety, cleanliness, inclusivity, entertainment and transit options and more. Since 2018, this survey has included a representative sample of Detroiters and a consistent group of questions to allow for rigorous, longitudinal results which can be measured for growth. In addition to the representative sample of Detroiters, the survey is shared with other Downtown stakeholders, including Downtown employees, Southeast Michigan residents, DDP partners and others. The 2024 survey included more than 1,000 individuals and was conducted by Michigan State University Office for Survey Research. This was the seventh survey to date.

In April, the 2024 NFL Draft brought a national viewing audience and hundreds of thousands of visitors to experience Detroit and its Downtown firsthand. This provided a unique opportunity for the DDP to capture visitor perceptions of Downtown Detroit while they were here, supplemental to the Downtown Detroit Perceptions Survey. In addition, DDP partnered with Michigan State to survey a sample of 1,000 people from across the nation to ascertain what effect watching the draft on television had on their perception of Detroit. In our national survey, we asked 997 people, “On a scale of 0-10, how would you rate your perception of Downtown Detroit”? For those that watched (or attended) the NFL Draft, the perception of Downtown Detroit was 50% more favorable than it was for those that did not watch. According to Nielsen, the NFL Draft was watched by 53.6 million viewers in the United States. This is an incredible impact and could materialize into a large number of future visits and possible residents.

Residential Growth
The growth in residential units in and near Downtown has continued, with major new projects coming online. In 2024, the Residences at Water Square brought 500 new units to the riverfront. That project alone represents a 9% increase in the number of residential units in the Downtown neighborhood. The Perennial Corktown project is one of several developments that have come online in the active Corktown neighborhood.

Downtown Visitors
The steady rise in visits to Downtown Detroit reflects a period of stability, suggesting that Downtown is regaining its role as a popular destination, with expectations of continued growth. In 2019, there were 36 million annual visits. While this number is not quite back to pre-pandemic numbers, it still indicates there is significant recovery.

From 2020 to 2024, Downtown Detroit saw a 115.6% increase in visitors. The total annual visits rose from 14+ million in 2020 to nearly 31 million in 2024. Visits in 2024 remain about 15.8% below pre-pandemic levels, but looking at the larger picture, this context underscores both the impressive rebound and the remaining gap to full recovery. Additionally, the average Saturday visits saw a 154.4% increase, going from 52,987 in 2020 to 134,904 in 2024. This steady rise highlights Downtown’s increasing popularity and the ongoing demand for the area.

The office market is also rebounding post-pandemic, showing steady growth in market rent per square foot. After a slight dip in 2021, rents increased to $25.28 per square foot in 2023, reflecting renewed demand. BUSINESS IMPROVEMENT ZONE
The Downtown Detroit Business Improvement Zone (BIZ) is a public body that aims to create a vibrant Downtown that is clean, safe, and welcoming through a variety of services made possible through the commitment and contributions of Downtown Detroit property owners. The BIZ is funded through a special assessment paid by owners of assessable property within the BIZ boundaries. The financial contributions of these owners have allowed the BIZ to serve the Downtown community since 2014. The BIZ’s second 10-year qualifying period began April 15, 2024.
The BIZ contracts with the DDP, and is governed by a volunteer board of directors, to ensure the
services are maintained daily without interruption and to fulfill its strategic vision for Downtown Detroit. The BIZ plays an incredibly pivotal role in the ongoing growth and success of Downtown Detroit for the benefit of Downtown property owners, businesses, residents, employees, and visitors.
Additionally, the BIZ serves as a conduit to the City of Detroit, hosts networking events, and provides timely information to Downtown businesses and property owners. The team also works diligently to provide critical information and connection points for all BIZ stakeholders through an exclusive quarterly newsletter.

ANNUAL DOWNTOWN BIZ ASSESSMENT
In close coordination with the City of Detroit, the Downtown BIZ calculates the annual special assessment for Downtown Detroit properties within the Downtown BIZ boundaries. In 2024, property owners paid more than $6 million through the assessment of 581 parcels.
Park and Street Landscaping
Improving green spaces and streetscapes
From 2014 through June 2024, when Downtown property owners first voted to authorize an assessment for a ten-year term, $51.6 million was contributed to care for the Downtown community. Since inception, there has been a nearly 99 percent timely assessment collection rate, which demonstrates the strong commitment from property owners.
BIZ FISCAL RESPONSIBILITY AND TRANSPARENCY
A minimum of 80% of the approved budget is spent directly on projects and services, with no more than 20% for administrative expenses.
BIZ Board Meetings are all open to the public in accordance with the Open Meetings Act.

LEVERAGING BIZ INFRASTRUCTURE THROUGH STRATEGIC PARTNERSHIPS
The infrastructure of the Downtown Detroit BIZ is strategically leveraged by the DDP to benefit neighborhoods and partners around the city but outside of the Downtown BIZ boundaries. This strategy reduces overhead expenses and allows for efficient service to BIZ partners and special events, for a fee.

Nearly 90 percent of BIZ Ambassadors are Detroit residents whose hard work and pride in their roles does not go unnoticed. From long-time Detroiters to visitors from around the world, people often share how this team of professionals positively impacted their experience in the city as well as their overall perception of Detroit.

SAFETY
The BIZ partners with the DDP to enhance Downtown safety measures through collaboration with public and private safety professionals and the daily efforts of the BIZ Safety Ambassador Outreach Team. These Ambassadors connect individuals homeless and unhoused individuals with vital social services, support the Project LighthouseTM neighborhood watch program, and maintain direct communication with the Detroit Police Department for swift emergency response when needed.
All BIZ Ambassadors are CPRtrained, and AEDs are strategically placed in the BIZ headquarters, Ambassador vehicles, and key Downtown parks, including Campus Martius Park and Beacon Park. These AEDs are registered in PulsePoint, a public registry with more than 180,000 devices, ensuring rapid access in emergencies.

DATA
Data is critical to making key strategic decisions for an expanding community. The Downtown BIZ, in collaboration with the DDP, has a team dedicated to analyzing and tracking key data, metrics, and trends within the Downtown. Creating a Connected Downtown
STATIC WAYFINDING SYSTEM
In 2024, DDP installed 32 static wayfinding systems throughout Downtown Detroit to enhance navigation and provide a sense of place for those unfamiliar with the area. The system employs a “park-once” approach, highlighting distances between destinations. Phase one was an approximate investment of $850,000, funded by the Detroit Downtown Development Authority and the Downtown Detroit Business Improvement Zone. DDP looks to complete the final phase over the next few years.


I-375
Revisioning the I-375 connector highway is a once-in-a-lifetime opportunity to enhance Downtown and offer new opportunities for our community by creating a contiguous, activated space. The I-375 project has the potential to reconnect and reinvigorate Detroit, and the DDP is committed to convening stakeholders and working with the City of Detroit and MDOT to see that vision through.
Through a grant from the Kresge Foundation, the DDP worked alongside the Michigan Department of Transportation (MDOT) and the City of Detroit over the past year to provide a balanced voice within the community and advocate for a truly reconnective design through the peer review and community feedback process.
DDP released its I-375 Peer Review Report in the fall of 2024, which includes design evaluation and collaboration, construction mitigation, and opportunity assessment sections.


I-375 Peer Review Report
IOpportunity outlines the possibilities that can be realized when the removal of the highway is understood as a catalyst for the reconnection, repair, and restoration of a walkable urban core.
Evaluation provides a detailed summary of the Peer Review of the MDOT 2023 Preferred Alternative design, and 2024 refinements developed by MDOT in response to updated traffic counts and Peer Review feedback.
Through our engagement, the DDP aims to bring together business, philanthropic, and government partners to create a plan that is walkable, connected, and sensitive to the project’s reparative, historical, social, economic, equitable, and mobility aspects.
Mitigation provides a framework of construction impact considerations and related strategies to help minimize environmental and economic impacts on the local residential and business community.

I-75
The Kresge Foundation awarded DDP a grant to oversee a Vision and Alternatives Analysis to support the I-75 Overbuild Project in Downtown Detroit. The project explored freeway-capping options between Cass Avenue and Brush Street within the MDOT-owned I-75 right-of-way. Through a robust and meaningful community engagement process, the DDP conducted three community visioning sessions in coordination with public partners to garner public input during the planning phase. Based on the input received, a communitypreferred alternative was selected, and a feasibility study will be conducted in 2025.


SUPPLEMENTAL LIGHTING PROGRAM
DDP continues to build on the success of the winter lighting program with additional attractions and décor around Downtown and throughout DDP-managed Parks and Public Spaces. DDP worked closely with the City of Detroit, the Detroit People Mover, and the Downtown Development Authority on a collaborative permanent lighting project along the guideway columns. Sixteen columns were enhanced with programmable lighting fixtures along Larned and Park/Witherell that equally brighten each side from the top to the sidewalks. These enhancements were designed to complement and be coordinated with other lighting and thematic elements across Downtown.
Ongoing Parks & Public Spaces Projects with the RAP Program
In 2022, the DDP was awarded a $13,740,000 grant from the Michigan Economic Development Corporation (MEDC) Revitalization & Placemaking Program (RAP). This past year, DDP and its partners have focused on readying the projects for construction. These projects will continue to strengthen and expand Downtown’s already welcoming and inclusive environment for people of all ages, races, and incomes.
The RAP award brought together the DDP, Bedrock, Greektown Neighborhood Partnership, Detroit Paradise Valley Conservancy, and Karp and Associates to expand Downtown’s public spaces and mixed-use developments. The main goal of the Detroit proposal is to attract residents and visitors to the city’s core. This would in turn transition the Downtown community from a place dominated by “work” to a destination that boosts the “live” and “play” dimensions of the economy.

CAMPUS MARTIUS PARK (Downtown Detroit Partnership)
Campus Martius Park is known as Detroit’s gathering place and some recent updates further ensure a welcoming (and warm) environment, no matter the season. As part of the RAP grant, DDP upgraded critical infrastructure to ensure the Rink at Campus Martius Park presented by Visit Detroit can continue to accommodate the growing number of skaters. The $2.5-million project included a new ice rink and chiller system.
In addition, in November, the DDP opened CHALET 313, a stunning, two-story heated lounge designed and styled by Gardner White. The glass-enclosed lounge offers a unique experience for visitors to the park with 360-degree views of the ice rink, the towering Christmas tree, and dazzling Detroit skyline.


CAPITOL PARK
(Downtown Detroit Partnership)
The centerpiece of the historic neighborhood between Woodward Avenue and Washington Boulevard, Capitol Park is a vital public space. In 2024, the DDP completed the final design and construction drawings as part of the master plan that will including new electrical infrastructure, landscaping, shading elements, and lighting. This will further support economic development and quality of life in the surrounding area while enhancing the park’s ability to serve as a destination for events and programming. The construction of this $3.4-million project began in January 2025.


GRAND CIRCUS PARK
(Downtown Detroit Partnership)
The DDP continued the momentum to bring the $16-million master plan for Grand Circus Park to life. In 2024, DDP finalized plans for early phases of construction, focusing on relocating two historic statues inward to the park, and creating new accessible entryways, walks, and pathways to promote pedestrian circulation and safety. The remainder of these phases will focus on connectivity along Woodward Avenue with upgraded electrical infrastructure, new landscaping, and open spaces. In addition, DDP completed a pilot traffic study to evaluate proposed infrastructure changes to the areas in and around Grand Circus Park that include the public road rights-of-way. Results will inform future phases of the plan. The RAP grant supports foundational improvements that will bring immediate benefits while paving the way to meet the long-term vision for the park. When fully complete, Grand Circus Park will be a destination that entices people to enter and strengthens the connection between the park and surrounding area. It will create a true community asset that better serves current residents, supports the attraction of new businesses and residents, and promotes circulation, visitor spending, and economic potential.
RANDOLPH PLAZA
(Greektown Neighborhood Partnership)

The project will transform Randolph Plaza from a concrete slab into a world-class public space complete with new brick pavers, planters, and other landscaping to separate the plaza from the street; a café zone with outdoor seating and dining infrastructure; decorative lighting; and bicycle parking. In addition, the project will transform the portion of Macomb Street that currently dead ends into Randolph Street into an integrated part of the new, expanded plaza. The Macomb Street portion will become a courtyard-like venue that will be equipped for concerts, street markets, and other programming. Construction of this project began December 2024.

The project will transform the park and plaza within Paradise Valley to create a safe, inviting public space that will support the development of a thriving, African American-led residential and entertainment district. Specific improvements include new grading, replacement of the current concrete with new pavers, new stairs and railings, a new stage, new landscaping, new light poles, new furnishings, a new sound system, public art, and signage. Phase 1 was completed in April 2024 with the final phase in 2025.

The project will transform the gateway alley—which sits right next to the main Gratiot Avenue entrance to Paradise Valley and runs through the district—into a safe, art-filled, walkable space modeled on the successful Belt project just a block away.
DDP launched a pilot vacant storefront design program in the spring of 2024. 12 buildings participated in the program and worked with DDP to select a design and color scheme to enhance their property while marketing the space.
RECYCLING GRANT
With support from a Michigan Department of Environment, Great Lakes, and Energy (EGLE) recycling grant, DDP continued to promote recycling with Downtown parks and public spaces and during major events. After a successful pilot in 2023, through strategic placement of temporary recycling bins during summer programming and major events, DDP identified permanent dual recycling/trash systems that will be placed in DDP parks spaces in 2025.
SAFETY
Safety is a priority for the DDP in our efforts to make Downtown a welcoming, desired destination for businesses, employees, residents, and visitors. At the forefront of our strategy is the strong collaboration we facilitate and maintain among safety professionals in the public and private sectors.
Public safety is essential for maintaining strong property values and fostering a vibrant community. The Downtown Safety Program, a collaboration with the BIZ and DDP, focuses on keeping Downtown clean, safe, and welcoming for all. This initiative involves regular meetings for Downtown’s public and private safety professionals, a robust social service network, and the involvement of property owners, businesses, and other stakeholders.


The program’s success is recognized nationally, thanks to the collaboration with the Detroit Police Department (DPD) and other key partners. Core elements of the Safety Program include:
• Facilitating communication among safety professionals and stakeholders
• Leveraging crime deterrence and enforcement technologies
• Supporting education and training for BIZ Ambassadors and other stakeholders
• Curating and sharing safety-related data
• Incorporating safety-focused design elements in public spaces
• Advising on policy based on best practices and lessons learned
• Promoting the “See Something, Say Something” philosophy

2024 Milestones
• Successful and safe large-scale events, including the 2024 NFL Draft, Detroit Grand Prix, and Detroit Tree Lighting.
• Supported the Live6 Alliance in creating a CompStat plan in partnership with Wayne State University and collaboration with community patrols.
• Introduced Placer.ai data to the safety community to help compare visitor numbers with safety-related data and to help inform deployment strategies across public and private safety professionals.
• Successful installation of AEDs and in-house CPR training.
• Provided supplemental training for current and new Downtown BIZ Ambassadors, including crowd management, opioid overdose response, and active assailant training.

SAFETY COMMITTEE
A monthly meeting of about 50 public- and privatesector professionals, including the Detroit Police Department (DPD) and other agencies, to review crime data, share information, and strategize.
• Project LighthouseTM: A nationally Department of Homeland Security (DHS) recognized Downtown neighborhood watch program with 24/7 security presence, ongoing collaboration on security/safety updates, real-time communication via shared radios, and visible messaging and branding throughout the Downtown community. The program was trademarked in 2024 and has 19 active member locations.
• CompStat: Monthly crime data analysis by the Wayne State University Center for Urban Studies, reviewed during Safety Committee meetings for awareness and to strategize about crime prevention.


DOWNTOWN BIZ AMBASSADORS
This group of professionals is Downtown’s most visible and consistent presence and who show up every day to keep it clean, safe, and welcoming for all.
• Training: Ambassadors serve as the “eyes and ears” and are often called upon to be first responders. The team is trained in safety and mental health first aid, CPR, crowd management/deescalation, Stop the Bleed, and active assailant response. They report issues and are dialed into Project LighthouseTM communications channels.
• Safety Outreach Team: Connects individuals in need to existing resources and support services. The team also tracks interactions to address the community’s evolving needs.
TECHNOLOGY
The DDP leverages a variety of technological tools and solutions to support Downtown safety initiatives, including Project Greenlight, Evolv (portable weapons detection system), and live event monitoring.

LIGHTING AND PUBLIC SPACE DESIGN
Our effort to enhance safety through strategic placement of planters, trees, and bollards. Plus, decorative winter lighting and year-round architectural lighting to improve visibility and the perception of safety.




EVENT SAFETY STRATEGY
• Incident-free events are critical to attracting residents and visitors to the DDP’s programming. For each event, updated emergency response plans are developed, and tabletop exercises are conducted with key partners.
• Monitor public communications, including social media, and conduct safety sweeps with canine units before events.
• Establish emergency command centers and conduct after-action reviews to improve future event safety.

STAKEHOLDER COMMUNICATION, EDUCATION, AND ENGAGEMENT
ENGAGEMENT
• Neighborhood Kickoffs: seasonal meetings with DPD and community members to discuss safety strategies and address concerns.

MGM GRAND DETROIT
DDP’s hosted its 2024 Annual Meeting on Thursday, February 22 at MGM Grand Detroit. NBC sportscaster Mike Tirico provided an inspiring keynote address highlighting the importance of sports and how Detroit was uniquely poised to host the 2024 NFL Draft. Tirico continued the program with auto industry leader and racing legend, Roger Penske. Penske emphasized that teamwork and partnership were critical components to Detroit’s progress. The pair were joined by then DDP Board Vice Chair Daniel J. Loepp who added the importance of the Downtown business community rallying together to help the city grow. CAMPUS MARTIUS PARK
On Thursday, August 15, the DDP hosted Party in the Park, a fundraiser to benefit DDP-managed parks and public spaces. More than 300 guests attended the garden party, which also celebrated Campus Martius Park being named the #1 Public Square in the country by USA Today’s 10Best Reader’s Choice Awards. The VIP Pre-party presented by Moët & Chandon featured a champagne toast. A Kendra Scott Jewelry pop-up boutique was onsite, and 20% of all sales were donated to the DDP. Before leaving with a complimentary flower bouquet by local farmers, guests enjoyed premium networking, live entertainment by the Dan Rafferty Band, and ice cream by Milk & Froth. FALL FORUM: A REAL ESTATE UPDATE

On Tuesday, September 17, the DDP hosted its annual Fall Forum: A Real Estate Update at the Cambria Hotel Detroit. Attendees included a diverse set of real estate, civic, and business leaders who were among the first to receive DDP’s 2024 Downtown Detroit Community and Development Update. DDP CEO Eric B. Larson shared an exciting update on Downtown growth and investment, including more than $2.7 billion in projects under construction, and nearly $5 billion in the greater Downtown. Four panelists joined Larson to discuss the event’s theme: mobility, connectivity, and innovation in Downtown Detroit: Tosha Tabron, Kresge Foundation’s Director of Originations + Social Investment Officer; Deena Fox, AECOM’s Managing Principal and Strategy+; John Sivills, City of Detroit’s Lead Urban Designer; and James Fidler, DDP’s Urban Evolution Strategist and founding principal of City Form Detroit.

FAITH AND BLUE BREAKFAST

CENTRAL MICHIGAN UNIVERSITY’S DETROIT OFFICE
The Fourth Annual Faith and Blue Breakfast was held on Friday, October 11 at Central Michigan University’s Detroit office. The breakfast is cohosted with the Detroit Police Department (DPD) to bring together faith leaders, the community, and local safety officers to strengthen collaboration and unity among the groups. DPD Commander Matthew Fulgenzi told attendees that property crime is down 12 percent in the Downtown area, and overall crime in the Third Precinct is reduced by 10 percent. The DDP was honored to be presented with a Certificate of Appreciation by the Detroit Police Department’s Third Precinct for our ongoing partnership and commitment to convening and collaborating faith and law enforcement groups. The Faith and Blue Breakfast is a unique way for community leaders to make connections that will hopefully evolve into future partnerships.

The magic of the holiday season came alive in Downtown Detroit on Friday, November 22, at the 21st Annual Detroit Tree Lighting presented by DTE Energy Foundation and produced by the Downtown Detroit Partnership. More than 115,000 attendees gathered in Campus Martius Park for this annual tradition of holiday fun and festivities for the whole family. After a collective count down, the crowds watched as Detroit’s Christmas Tree, a 66-foot Michigan-grown Norway spruce, was illuminated with more than 25,000 shimmering LED multi-colored lights. The evening festivities included energetic entertainment on the MGM Grand Detroit Main Stage and a spectacular lineup of live figure-skating performances on The Rink at Campus Martius Park presented by Visit Detroit. The 2025 Annual Tree Lighting will be Friday, November 21.

On Monday, November 25, the DDP hosted its 40th annual Detroit Aglow presented by Amazon with more than 500 guests at MGM Grand Detroit. In honor of the four decades of this cherished tradition, the event theme was Aglow for 40 Years: Celebrating Connections. Detroit Aglow connects public, private, and philanthropic leaders; celebrates the DDP’s work over the past 12 months; and kicks off the holiday season in style. Each table appoints a “Master Chef” to carve their turkey, and the carver gets to take the chef’s coat home. The evening’s traditional Thanksgiving dinner was accompanied by live entertainment from The Next Generation Funk Brothers. Funds raised at Detroit Aglow strengthen DDP’s mission to cultivate economic and social impact in Downtown Detroit by connecting people, places, and parks, and developing programs that engage and benefit all. ADAPTIVE MOGO GROUP RIDE
In September, MoGo hosted a 70-person inclusive group ride along the Detroit Riverwalk and Belle Isle, including the new Uniroyal Promenade. The ride focused on taking a relaxed pace in order to be approachable for riders of all abilities. Adaptive MoGo riders, including people on tricycles and tandems, rode alongside Boost bike riders as well and enjoyed the stunning views passing under and then across the MacArthur Bridge to Belle Isle.

ACCESS PASS
An important part of MoGo’s mission is to ensure that bikeshare is equitable, affordable, and accessible to all. Since it launched in 2017, MoGo has offered the Access Pass, a $5 annual pass reserved for individuals who receive state benefits through MDHHS. In 2024, 54% of Annual Passes that were sold qualified for the Access Pass discount.

DETROIT GRAND PRIX
For the second year, the Chevrolet Detroit Grand Prix presented by Lear roared through the streets of Downtown Detroit, bringing an estimated crowd of 150,000 visitors to Downtown from May 31 to June 2, 2024. Fans enjoyed free access to more than half of the event’s footprint in Hart Plaza, Spirit Plaza, the Detroit Riverwalk, and Jefferson Avenue.
The Detroit Grand Prix continued to focus on sustainability and community engagement in 2024. In 2023 it became the first-ever motorsports event worldwide to earn gold-level certification from the Council for Responsible Sport in 2023, and it continued that legacy in 2024.
The 2024 Grand Prix generated an all-time high of more than $100 million in total spending across Wayne, Oakland, and Macomb counties and an economic impact of $37 million, according to an independent study.
Celebrating its 10th year in 2024, the annual PwC Grand Prixmiere presented by Chevrolet, held in


Campus Martius Park and Cadillac Square on the Friday of Grand Prix weekend, raised hundreds of thousands of dollars for five Detroit-area organizations, including Detroit 300 Conservancy.
In 2025, the Grand Prix will build on this positive momentum with three days of world-class racing and entertainment, May 30-June 1 in Downtown Detroit. Tickets for the 2025 Chevrolet Detroit Grand Prix presented by Lear are on sale now at DetroitGP.com.
DDP X DGP HISTORY
Winning INDYCAR team owner, DDP Board Member, and Detroit visionary Roger Penske served as the chairman of the host committee for Super Bowl XL in the Motor City in 2006. Following the success of the Super Bowl, Penske and the DDP teamed up to build on the positive momentum in the city and bring the annual national sporting event to Detroit. With Penske and the DDP spearheading some key improvements and renovations to Belle Isle, the Grand Prix made its return in 2007. Detroit Grand Prix is a wholly owned subsidiary of DDP.

While DDP’s core business focuses primarily on the Downtown, the organization is uniquely positioned to support initiatives that generate an even broader geographic impact. One such initiative is Detroit Homecoming, a program executed by Crain’s Detroit Business to leverage local and expatriate talent and ideas. DDP serves as the fiduciary partner and Eric B. Larson, DDP CEO, also chairs the Detroit Homecoming Host Committee.
The goal of Detroit Homecoming is to produce an intellectual and emotional experience for expatriates to reconnect with and reinvest in Detroit. It remains a dynamic catalyst for engagement and economic investment to benefit Detroit, reconnecting more than 1,000 expatriates with the city and inspiring their participation in various corporate, civic, and philanthropic developments totaling over $1 billion.
