SIYANCUMA LM: Siyancuma municipality bought two tractors, a cherry picker, a TLB and a refuse truck as they still await the delivery of the sewage lorry. They said that their aim is to improve service delivery. The South African Constitution states that municipalities have the responsibility to make sure that all citizens are provided with services to satisfy their basic needs. Municipalities must make sure that people in their areas have at least the basic services they need. There are a large number of services that they provide, the most important of which are services like water supply, sewage collection and disposal, refuse removal, roads, street lighting, to name but a few. These services have a direct and immediate effect on the quality of the lives of the people in the community. For example, if the water that is provided is of a poor quality or refuse is not collected regularly, it will contribute to the creation of unhealthy and unsafe living environments. Poor services can also make it difficult to attract business or

industry to an area and will limit job opportunities for residents. It is possible for a municipality to improve and expand the delivery of services by improving their own ability to do so. By improving a number of skills municipalities may be better able to deliver services effectively and efficiently from inside. Better communication between the municipality and citizens will help council determine the needs of the community and whether they are being met. Improved financial planning will help find the best possible ways to use available funds. Better technical skills will improve delivery of a particular municipal service. The most important factor to consider is the level or standard at which the service is provided. The choice of the level of a particular service is influenced by affordability as well as community needs. When municipalities make decisions about the level of services, they should seriously consider the long-term viability of providing a service at that level.

R350 GRANT REINSTATED VS. POST OFFICE CLOSURES ❑ Corné van Noordwyk NATIONAL: While the whole SA welcomes President Cyril Ramaphosa’s recent announcement that the special Covid-19 social relief of distress (SRD) grant of R350 has been reinstated until March 2022 and extended to include unemployed caregivers already receiving child support grants, the closure of 130 post offices across South Africa will have an immense impact on the distribution of these grants. Several institutions are calling on the South African Social Security Agency (SASSA) to provide plans on how it will ensure the uninterrupted payment of grants due to possible adverse effects of the closure of

post offices as well as the damage to infrastructure during the riots. The Democratic Alliance (DA) represented by Bridget Masango MP - DA Shadow Minister of Social Development, in a media statement that was recently released stated: “While the timing of the extension of the R350 grant has raised eyebrows – just before an election while the DA and civil society has been calling in vain for such action – we are pleased that there will be a relief for the poor and vulnerable. They furthermore said in the statement: “The DA will make sure to keep a close eye on the disbursement of the R350 and other social grants by SASSA as situations where poor South

Africans are stripped of their dignity in hours-long queues and vilified with watercannons cannot be allowed again.” The continuing impact that the ‘lengthy-Covid19-lockdown’ has on South Africa and its citizens, has left millions of South Africans without jobs and without a hope of finding employment in the near future. The recently released Household Affordability Index also indicated that South Africans dependent on grants are often unable to afford an average household food basket that provides nutritious meals for their families. Many South Africans will, therefore, have no hope for survival without a social grant.

CELL C DEACTIVATES TOWERS IN THREE PROVINCES - SHIFT TO MTN ROAMING CONTINUES

NATIONAL: Cell C customers in the Eastern Cape, Free State and Northern Cape will roam on MTN’s network at no extra charge. Cell C has deactivated 34 percent of its physical radio access network while migrating prepaid and Mobile Virtual Network Operator (MVNO) customers to roam solely on MTN (its partner network). While such a move would raise eyebrows about the stability of the network, Cell C is seemingly billing this as a good thing for customers. As Cell C views it, the disruptions caused by the pandemic these past 18 months meant data habits and requirements of customers have changed for good. “The outlook isn’t all doom and gloom. While the pandemic has certainly highlighted how deep the digital divide is that exists between those who can and cannot afford the stable access to the internet; Cell C has been working around the clock to improve the quality of connectivity for communities, as well as making sure that this access is affordable,” they said. “Cell C will no longer own and build expensive network infrastructure but has agreed to partner with the bigger network mobile operators to provide its customers with

access to a quality network. The partner mobile network providers will continue to invest in network rollouts, and we will roam on that network. This gives Cell C the ability to focus and invest in developing innovative product and service offerings to customers that they can now access using their quality connectivity. It is a win for Cell C customers as they can expect the best overall experience,” adds Douglas Craigie Stevenson, CEO at Cell C. “Our roaming agreements with network partners provide us with access to network capacity to deliver the best value offers for our customers. We are rolling out plans that not only see prices reducing but also offer packages that ensure customers get the most out of their connectivity,” notes Simo Mkhize, chief commercial officer at Cell C. “With the Eastern Cape, Free State and Northern Cape Next now roaming, next up are the citizens of the North-West, Limpopo, Western Cape, Kwa-Zulu-Natal and Mpumalanga. They can look forward to the same ease of connectivity as Cell C continues to transition customers onto its partner network, MTN over the next six months,” the release concludes.


DROUGHT IN WESTERN, NORTHERN AND EASTERN CAPE DECLARED NATIONAL DISASTER ❑ Agri Western Cape NATIONAL: Agri Western Cape welcomes the National Drought Disaster classification, as issued by the National Disaster Management Centre. In terms of Section 23(1) (b) of the Disaster Management Act, 2002 (Act 57 of 2002), the drought that is still rampant in the Western, Northern, and Eastern Cape has been declared a national disaster. This statement follows various recommendations and information provided by provincial disaster management centres. “Agri Western Cape would like to thank the

Western Cape Disaster Management Centre and the Western Cape Department of Agriculture (WCDoA) for their input. Agri Western Cape looks forward to the extent and format of support to the drought-stricken areas,” says Jannie Strydom, chief executive officer of Agri Western Cape. Certain parts of the Western Cape are enduring drought conditions for the seventh consecutive year. Producers in the Matzikama district, as well as the Central and Little Karoo, have not had any significant rain thus far this year. “Agri Western

Cape trusts that these areas will receive support. The type of aid that will be provided is not yet clear, but drought relief in the form of animal feed and pasture seeds will be welcomed. In certain areas, a holistic approach to water security must also be considered,” says Strydom. In April this year, the WCDoA supported 1 115 farmers in critical and extremely drought-stricken areas with animal feed donations worth R12,2 million. IEC POSTPONED THE VOTER REGISTRATION WEEKEND NATIONAL : IEC accepted Moseneke’s recommendations and will file an urgent court application to postpone local elections. IEC chief officer Sy Mamabolo said that the electoral commission had, after deliberations, resolved to accept Moseneke's recommendations. Mamabolo announced the decision during the meeting

which was attended by all the IEC's commissioners. It informed political parties that it has (1) resolved to postpone the registration weekend scheduled for 31 July & 1 August to a date still to be determined and (2) resolved to approach the Court for a postponement of the election to date seemingly towards the end of February 2022.

Die antwoord is sekerlik “nee”. Ek dink nie ’n vrou wat geboorte geskenk het, sal ooit vergeet dat sy ’n kind in die wêreld gebring het nie, selfs al is die kind nie meer daar nie, selfs al moes sy hom dalk opgee, selfs al het dié kind haar later verwerp of teleurgestel. Die Here sê: “Selfs al sou so iets kon gebeur, Ek sal jou nie vergeet nie. Ek het jou naam in my handpalms gegraveer.” Hy het ons gemaak, vir ons die lewe gegee, sy lewensasem in ons ingeblaas en Hy sal ons nie vergeet nie. Hoe gerusstellend is dit nie. Dit kan dalk vir jou voel asof almal van jou vergeet het. Almal gaan aan met hulle eie dinge, gee aandag aan hulle eie mense, jaag hulle eie doelwitte na en jy is vergete, alleen, eensaam, weggegooi. Dink daaraan dat jou naam in Sy handpalms geskryf staan en dat Hy aan jou dink, dat Hy jou nader trek met daardie Hand, dat Hy daardie Hand op jou skouer en om jou hart sit en sê: Ek sal jou nooit vergeet nie. Sy liefde vir ons is sterk. “U liefde vloei soos ’n rivier oor ons hele lewe”, sê Ps. 36:8 in die Boodskap. Niks kan daai rivier van liefde, van onthou, van aandag stop nie. Letterlik niks kan ons van sy liefde skei nie. Wie (wat) kan dan teen ons wees of ons onderkry? “Swaarkry, probleme, vervolging, hongerpyne, ’n tekort aan klere, gevare, of dalk geweld? Nie een van hierdie dinge nie!” (Rom 8:35, Die Boodskap) Nie een van hierdie dinge nie, want Hy sal jou nie vergeet nie, jou naam is op sy hand geskryf.

THE CHINESE TECH MOUSETRAP

TIPS FOR COPING WITH JOB LOSS ■ JUDY BRYANT Just Money suggests ten tips for dealing with job loss: Draw up a budget: Make some tough decisions and prioritise necessities rather than nice-to-haves. Paying a home loan or rent, groceries, electricity, children’s education are essentials for most people. Gym subscriptions, and takeaways can be dispensed with, although you will still need connectivity for job searches and interviews. Factor in tax: If you are due a tax pay-out, allocate it when planning your budget. Use this money to trim your debt, or to pay for your household costs. Talk about your situation: Don’t feel you have to handle all this on your own. Discuss the situation with your spouse and get your family on board. Inform your bank manager, financial advisor, and creditors. You are not the first person to experience job loss, and financial institutions have options in place. Apply for unemployment benefits: Work with your former employer and register online, or visit your nearest unemployment centre, to ascertain the benefits you can claim. Ensure you have the correct documents at hand, such as your ID, previous pay slips, and a letter from your former employer. More tips in next week’s edition

It became apparent over the weekend that on 6 July 2021 wouldn't be a happy day for Chinese tech stocks. Although yesterday's bloodbath was fully expected, it was still brutal. Both Naspers and Prosus fell by around -6%. In Hong Kong, Alibaba fell 2.8%. And Tencent? That was down -3.6%. Year-to-date, Tencent is down -1.8% which is hardly the type of return that anyone would be happy with. Naspers is down around -8%, Prosus -18% and Alibaba 11%, so it's been pretty horrible across the big names. To give an indication of how painful the story has been for Chinese tech companies compared to other Asian growth stories, Sea Limited (a tech conglomerate headquartered in Singapore) is up by more than 37% this year. There's a lot of cheese in the Chinese tech market. Some believe it is a trap for investors. Unfortunately, the Chinese Communist Party (CCP) is flexing its substantial muscles when it comes to control over the country's tech ecosystem. Big tech companies do all kinds of things that authoritarian governments don't approve of, like give people access to information and new products, while connecting them with the rest of the world. The rot began in early November 2020, with the shocking news that the IPO of Ant Group (the payments business incubated within Alibaba) had been pulled by Chinese authorities. Jack Ma had been highly critical of the CCP and the Chinese banking system, which doesn't win you any friends in high places. After Jack Ma literally disappeared for a while,

reminiscent of the average Bond movie plot, he magically resurfaced and began a process of repairing Alibaba. Things quietened down for a while. I felt brave enough to buy the Alibaba dip last week, as the underlying business is still strong in my opinion. Of course, my timing was spectacularly unlucky. As the news broke over the weekend of China's clampdown on ride-hailing app Didi, a company that listed in the US just days prior, it became clear that the problems are back. Arguably, they never went away in the first place. Tencent is the latest casualty, although in this case the issue relates to a blocked merger rather than a truly damaging ruling like the removal of an app. Tencent planned to merge the country's two most important videogame streaming sites: Huya and DouYu. "Huya" sounds like the sound emitted by most local asset managers yesterday, who suffered a kick in the gut of a 6% drop in the NaspersProsus stable. The biggest issue, but also the biggest opportunity, is that investor sentiment has cooled towards China. The read-through for Naspers and Prosus isn't promising. Luckily, those companies are so busy trying to create a convoluted corporate structure that people barely have time to consider the genuine business risks in the portfolio. For the likes of Alibaba, the debate will rage on about the extent of the Chinese risk discount that should be applied to these companies. It's going to be a bumpy ride.

WHEELS “For South African buyers, particularly family men, bakkies are more than simply vehicles. For many it is a status symbol that makes them stand out. The current generation of the Triton was introduced locally in 2019, less than six months after the world launch. Since then it has been hailed as a highly competent offering in the bakkie segment, and one that caters to the needs of discerning buyers. “With a bakkie-building pedigree that stretches well over 40 years, Mitsubishi managed to enhance and refine the current Triton in such a way that it has found favour with commercial and leisure users, as well as – of course – dads who recognise quality and value when they see it,” explains Campbell. The clothes maketh the man and in this respect the styling of the Triton gives it a rugged yet well-groomed and attractive appearance. Some of its most striking exterior features include Mitsubishi’s “Dynamic Shield” front design, which incorporates a high hood line and beefy-looking headlights. At the same time sculpted body curves with contrasting sharp lines, extended wheel flares and bright accents create the impression of strength. The Triton also comes in fashionable colours

such as Sunflare Orange, Diamond White Metallic and Graphite Grey Metallic. Discerning fathers don’t only want to look good though, they also want to travel in comfort and the interior of the Triton offers just that. It has a modern and robust feel to it, with frame surroundings for the switch panel and air outlets. A high-quality look is created by soft pad materials and stitching on the floor console, armrests and parking brake. In addition a tilt and telescopic adjustable steering column, a multifunction leather steering wheel with audio and cruise control, Bluetooth with handsfree voice control, a touch-screen radio/CD and MP3 player, dual-zone automatic airconditioning, electric windows, USB and accessory sockets, leather seats, an electrically adjustable driver seat and a chromatic rearview mirror ensure that any trip in the Triton is an enjoyable experience. Apart from good looks inside and out, the Triton also boasts the latest in active safety and driver assistance systems, as well as a very capable 4WD system that

delivers impressive off-road performance. Any father will agree that the safety of his family members is of paramount importance. The Triton addresses this by providing a high impact-safety cabin structure and a host of safety features that include seven airbags, side-impact protection bars, a collapsible steering column, ISOFIX child seat anchors, active stability and traction control (ASTC), an anti-lock braking system (ABS), electronic brake-force distribution (EBD), a brake assist system (BAS), speed-sensing door lock and a high-mounted rear stop lamp. Fathers with an adventurous spirit will appreciate the Triton’s Super-Select II 4WD system, delivering optimum traction and handling characteristics for any surface, no matter how challenging. With ground clearance of 220 mm, approach and departure angles of 28 degrees and 23 degrees respectively, and a 25-degee ramp breakover angle, there are very few places the Triton won’t be able to go. Dads might be tough, but they have big hearts. At the heart of every Triton beats Mitsubishi’s tried and tested 2.4L MIVEC turbodiesel engine, mated to either a sixspeed automatic transmission with Intelligent Shift Control or a six-speed manual transmission. Clever dads will be impressed by performance figures of 133 kW at 3 500 r/min and 430 Nm of peak torque at 2 500 r/min.

The annual Fortress Bonsmara Commercial sale took place digitally this year on the 6th of July. The auction was a success with the average achieved on the bulls was R45 360. The most expensive bull was sold for R115 000. BKB Louwid hosted the auction with Jan Moster as the auctioneer.

'n Goeie totaal van 22 bulle is vir 'n gemiddelde prys van R50 545 verkoop, met die duurste bul (Lot 2) van Bonheur Brafords wat verkoop is vir R85 000. Die koper was Pieter le Roux van Stella. Die 4 duurste dragtige verse is aan Thiele Estates vir R25 000 verkoop en verkoper was TJ de Jager van Ladysmith.

Vrystaat Landbou (VL) bly waaksaam oor die onteieningswetsontwerp as die belangrikste beleid om die onteiening sonder vergoeding ideologie te dryf. Dit was die reaksie van Vrystaat Landbou na onlangse berigte dat die EFF en ANC nie kon saamstem oor die wysiging van artikel 25 van die Handves van Regte in die Grondwet nie. Volgens Francois Wilken, president van Vrystaat Landbou, moet die burgerlike samelewing hierdie ontwikkeling nie as die einde van die bedreiging van eiendomsreg in Suid-Afrika beskou nie. “Die onteieningswetsontwerp bly die grootste bedreiging en is tans besig om wet te word. As hierdie wetsontwerp afgekondig word, kan alle bates deur die staat onteien word.” Wilken het verder gesê dat die afwesigheid van ‘n betroubare grondoudit aan politici vrye teuels bied om die grondkwessie te misbruik. “Trevor Manuel, voormalige minister van finansies en voorsitter van die Nasionale Ontwikkelingsplan-komitee, het verlede week tydens ’n betrokkenheid by die Sentrum vir Ontwikkeling en Onderneming verwys na ‘n getuienis-gebaseerde studie van die Buro vir Ekonomiese Navorsing om die Nasionale Ontwikkelingsplan (NOP) te evalueer en het verklaar dat slegs 67% van die 2030grondhervormingsdoelwit wat in die NOP gestel is, behaal is en goed op dreef is om die beplande doelwit te bereik”

. Hierdie feite word ongelukkig geïgnoreer in die politiese nastrewing van ideologiese doelstellings, wat beduidende onsekerheid in die landbousektor veroorsaak. Volgens Wilken is die Vrystaatse been van die Onteieningswetsontwerp openbare verhore nou al twee keer uitgestel weens Covid. Die portefeuljekomitee van Openbare Werke wat die verhore hanteer, het gesê dat die laaste oorblywende provinsies, naamlik die Vrystaat en Noord-Kaap, uitgesluit word weens die oorweldigende steun van die wetsontwerp in die huidige vorm. “Alhoewel Vrystaat Landbou reeds ‘n skriftelike voorlegging gedoen het, ondersteun deur 80 000 ondertekenaars en die komitee op nasionale vlak toegespreek het om die wetsontwerp te verwerp, sal ons daarop aandring dat die provinsiale verhore ons saak sal uithoor waar ons lede hul persoonlike vrese en kommer kan uitspreek om ‘n gaping in ons wetgewing vir onteiening (van enigiemand se eiendom!) sonder vergoeding te laat.” Enigiemand wat steeds die Onteieningswetsontwerp wil teenstaan, kan hul insette op Vrystaat Landbou se webwerf (https://vrystaatlandbou.co.za/stopexpropriation/ ) aanteken. Hierdie insette sal aan die parlementêre paneel wat die provinsiale openbare verhore hou, oorhandig word.
