Eastern Cape 2019 crime stats: 'Police losing war in a brutal, violent society' ■ rnews.co.za The 2018/2019 Eastern Cape crime statistics highlight what a brutal and violent society we are living in, where we are haunted by the fear of the criminal element and our general feeling of the lack of safety, the Democratic Alliance (DA) in the Eastern Cape. "We are losing our moral values and basic humanity. There is no longer respect for human life, with people engaging in senseless and brutal crimes. Criminals clearly no longer fear being caught," said Bobby Stevenson (MPL), DA Eastern Cae Shadow MEC for Safety and Security. "We need to rebuild the pillars of society, and this means a new form of partnership policing. "We need a collective effort from SAPS, the community, businesses, security companies and the municipalities to rebuild effective community police forums that can take back control of our streets.“ Stevenson said that murder has continued to rise, up a staggering 3.9% (up from 3,815 to 3 965), meaning on average close to 11 people are being murdered each day in the province. "The Eastern Cape has five of the top 30 stations in terms of murder, with Mthatha 6th on the list, with an increase of 13.1% (from 160 to 181); Bethelsdorp at 15th, up 12.6% (from 127 to 143), Lusikisiki at 16th, up 30.9% (from 97 to 127) Kwazakhele at 20th, spot up 4.8% (from 104 to 109) and Ngcobo 23rd, up 15.7% (from 89 to 103)," Stevenson described. "The wave of gender-based violence sweeping through the province is also clearly reflected in the stats, with sexual offences up an unacceptable 7.9% (from 8094 to 8731). That's 24 sexual assaults a day! "Lusikisiki is the fourth highest police station in the country in terms of sexual offenses, with a 40.5% increase in reported cases (from 210 to 295).“ He said that gangsterism continues to terrorise the Northern Areas with the Gelvandale and Bethelsdorp stations second and third when it comes to attempted murder in the country. "Attempted murder in the province increased by 3.3% (up from 2232 to 2305). "Other violent crimes are all on the increase, with assault with the intent to inflict serious bodily harm, up 4.3%; common assault, up 6.9%; common robbery, up 8.8%; and robbery with aggravating circumstances, up 0.7%," Stevenson said "There was a total of 68,416 contact crimes recorded in the Eastern Cape the last financial year. "That’s roughly eight people affected by a contact crime every hour! "It is clear the police are failing in curbing crime and the public have lost faith in the police’s ability to protect them.“ Stevenson also said; "The vigilantism that is boiling away beneath the surface will explode, unless we have more effective policing in this province. "We need a society where order prevails over chaos."

Van der Westhuizen sê die eerste ding wat ‘n produsent moet doen is om homself, sy gesin en sy werkers te veilig. Daarna kom samewerking met die groter gemeenskap. Strydom sê georganiseerde landbou fokus nie net op produsente se veiligheid nie, maar ook op dié van plaaswerkers en die hele landelike gemeenskap. “Almal moet in ‘n veilige omgewing lewe. Elke misdaad is te veel, elke moord is te veel,” sê Strydom. Vorster sê die werkloosheid-probleem is reusagtig, omdat mens nie kan ophou honger wees nie. Van der Westhuizen sê dié probleem is baie groter as misdaad. Dit sluit maatskaplike uitdagings, rehabilitasie en opleiding, jeugontwikkeling en bemagtiging in. McKay sê die Eyes and Ears projek betrek plaaswerkers by die insamel van inligting oor potensiële misdaad. Hy sê mense word bemagtig met inligting en opleiding. Verder noem hy dis noodsaaklik dat mense opleiding ontvang oor hoe ‘n misdaadtoneel behandel moet word, en wat hulle regte en verantwoordelikhede in ‘n noodsituasie is. Geldenhuys sê die Overberg is gelukkig dat die munisipaliteit doeltreffende kommunikasie tussen departemente het. “Die WesKaapse Premier, Alan Winde, is baie streng. Hy het die opdrag gegee dat munisipaliteite dit moet doen. Hopelik hoef ons nie te bloei nie. Dit alles kan teruggevoer word na voorkoming,” sê hy.Strydom sê landelike veiligheid is krities. “Landbou se vermenigvuldigingseffek in die Platteland is reusagtig. Produsente sal nie in die Platteland belê as hulle nie veilig voel nie. Hy moedig alle produsente aan om betrokke te raak. Die Agri Securitas fonds het geld beskikbaar om gemeenskappe te help om hul veiligheid te verbeter, want daar is kostes hieraan verbonde. McKay erken dat veiligheidskoste nie voor in die tou staan nie, maar dat produsente nie moet wag totdat iets gebeur voor hulle daaraan aandag gee nie.

NSFAS 2020 APPLICATIONS CYCLE OFFICIAL OPENING ■ YOLISWA SOBUWA ( Sowetan Live ) Government has set aside more than R80bn for the next three years to ensure that prospective students from poor and working-class families have access to higher education and training. Minister of higher education, science and technology Blade Nzimande said this on Monday as he announced the official opening of the National Student Financial Aid Scheme (NSFAS) 2020 online application. The 2020 application cycle will run for a period of three months and will close on November 30. Nzimande also announced that Dr Randall Carolissen has agreed to continue as NSFAS administrator. “I have decided to approve a second phase of administration from August 2019 to August 2020. Despite a number of areas that require improvements in the management of NSFAS and the student funding system, DR Carolissen has done a tremendous job in improving the functionality of the system,” Nzimande said. He said in 2019, NSFAS funded close to 45% of the undergraduate student population at public universities. “It is gratifying to note that comparing the 2008 cohort of university students who received NSFAS funding with the general cohort of undergraduate students starting in that year, the NSFAS cohort outperformed the national cohort by moiré than 10% . I am proud that we are making a critical difference in the lives of young people from poor and working-class backgrounds,” Nzimande said. Nzimande said they are committed to ensuring that student funding system is effectively managed and implemented across universities and TVET colleges and that students are able to fully access the funding that government has made available.

In hierdie konteks sê dit dat ons moet konsentreer op die ewige lewe eerder as om al ons energie te spandeer op aardse besittings. Ek sien egter mot en roes op ander plekke ook in ons lewens, waar onbenullige dinge jou siel verniel, dinge wat geen ewigheidswaarde het nie, en definitief ook nie waarde het in ons dag tot dag lewe nie. Hoewel, dit lyk my daardie mot en roes oorheers alles. Hoe kwaad is ons (ja ek ook) nie oor ons landsvlag nie, maar is dit die mot en roes werd? Ons kom sommer in opstand teen vriende en familie omdat ons nie saamstem nie. Dis mot en roes wat ons verniel. Werkverwante stres is mot en roes wat ons vernietig, en die politiek torring elke garinkie wat jou siel aanmekaar hou uit. Is die lewe hier en nou dit werd? Wat my by die punt bring waaroor ek die afgelope paar dae tob. 'n Paar vriende is in die afgelope paar jaar oorlede aan ongeneeslike siektes, en 'n paar wat ek ken worstel nou daarmee. 'n Kennis gaan een oggend werk toe en sterf aan 'n hartaanval, nog een sterf in 'n ongeluk. Nog een hoor die tyd wat oor is, is kort. Nou is my vraag vir jou en my: As ons hierdie tyding kry, gaan ons nog so besig wees met die mot en roes? Gaan ons nog ons liggame vernietig met 'n swak lewenstyl? Gaan ons nog so vassit met almal oor nonsens? Gaan ons steeds vir die familie nee sê as hulle vra vir 'n bietjie van ons tyd? Gaan ons steeds net alles bymekaar maak vir die toekoms en ophou om NOU te lewe? Kyk, 'n Ford Mustang skree vir my as hy verby my ry, maar dis maar net mot en roes. Spicy Chakalaka Mince Buns INGREDIENTS 1 Large onion, finely chopped 30 ml (2 Tbsp.) Sunflower oil 600 g Lean beef mince 15 ml (1 Tbsp.) Rhodes Quality Tomato Paste Sachet 500 ml (2 Cups) Rhodes Quality Mild & Spicy Chakalaka 8 Hamburger Buns Softened butter for spreading 8 Cheddar cheese slices 250 ml (1 Cup) Grated mozzarella cheese

METHOD 1. Fry the onion in the oil until soft and golden. 2. Add the beef mince and brown lightly. 3. Add the Rhodes Quality Tomato Paste and the Rhodes Quality Mild & Spicy Chakalaka. 4. Simmer for 20 minutes or until slightly thickened. 5. Slice the hamburger buns in half and place the bottoms on a baking sheet lined with baking paper. 6. Butter the buns. 7. Add a slice of cheddar cheese to each bun and top with a spoonful of the Chakalaka mince. 8. Top with grated mozzarella cheese. 9. Close the buns and brush the tops of the buns with a little butter. 10. Bake in an oven that has been preheated to 180°C for ten minutes or until the cheese is melted and the buns heated through. 11. Serve hot.

SA pioneers connected car strategy ■ BRYAN TURNER Vodacom has announced a partnership with Toyota and Altron Netstar to connect every Toyota car to the Internet. The solution is South African-engineered and pioneers connected driving in the global market, in terms of standardising the offering across the entire range of cars. “From the 1st of September, every Toyota and Lexus model sold will be connected,” says Kerry Roodt, General Manager of Marketing Communications at Toyota South Africa. “This includes Wi-Fi connectivity and 15GB of data. This enables the app to work wherever the driver is situated, so they don’t need to be near the car to use the app.” Those who don’t want the 15GB of data will still be able to use the features of the connected car, without the Wi-Fi hotspot, free of charge. Andrew Kirby, President and CEO of Toyota South Africa Motors, says: “For any mainstream brand, we are a first to introduce this technology as standard across all models, whether it be a Land Cruiser or an Etios. This is not cheap technology; it is a significant investment on our part that we were ready to make. “Our collaboration with Toyota has been a global first,” says Mteto Nyathi, chief executive officer of Altron Group. “We needed to make sure we met the global standards, as well. Anyone who knows Toyota’s standards knows that they’re high. We’re excited because now we’ve made this high-quality technology that can compete in the global market.” “This is important when you consider where we’re

If the WiFi runs out, the car can continue running applications like linked GPS maps and car tracking free of charge.” This partnership marks the start of a longer-term vision to enable a more connected society by paving the way for the expansion of broadband access to as many South Africans as possible. Vodacom’s partnership with Altron Netstar and Toyota is the first step towards a more connected future, where autonomous cars will become a reality.

■ Bruce Swain MD of Leapfrog Property Group It seems no matter whether you're talking to industry professionals in the boardroom or friends around the braai that confidence in the property market is low. We're finding that people are hesitant to commit to buying, anxious that they won't get their price if they're selling, landlords needing to forego an annual increase on rental prices, and the like, because residential property in South Africa seems to be flatlining. It’s definitely tough out there, but luckily it’s not all doom and gloom. In fact, purchasing a property has been made significantly more accessible with many banks now extending the threshold for 100% loans to qualified buyers, and in some cases even 105% loans to cover the registration and transfer fees. This, together with the interest rate that was lowered last month, we see the tide turning, particularly for buyers. The reason for this “lending generosity” is simply competition between the banks. Every lender is looking to secure a portion of the country’s mortgage lending market, which is estimated to be valued at around R980bn. Another reason for qualified buyers to smile is that, together with 100% loans being granted, we’re also seeing more affordable property on the market, particularly in the segment up to R2.5m, higher approval rates and historically low interest rates.
