For some people, the month of June symbolizes a time for marriage. Though for our industry, June signifies the arrival of the highly anticipated Annual Supplier Directory in your mailbox.

While on the subject of success, it’s obvious that in all

facets of society, technology has brought about change at lightning speed. Those businesses that adapt will be the ones to survive and flourish.

One particular area of technology to support your business is discussed by contributing writer, Brian Anderson. Brian makes the case that using DVR technology can offer a company savings while also providing another tool to maintain safe operations.

Online presence is a dominant feature in any business model. According to Jesse Lubar, of OMG Tow Marketing, AI is changing the playing field. Wild and Wonderful Experiences

Just about any towman will acknowledge the practical value of teamwork. It’s way safer and easier to work together with fellow towers, rather than handle a recovery solo. In fact, many jobs just couldn’t get done without a skilled team of operators.

That’s also the case with the staff at American Towman. Putting together a magazine requires integrating a multitude of details. Ditto for our show staff, who work long hours both before and during the events to make sure everything

runs smoothly. And we keep others’ needs in mind, and share our experiences at the event, and often afterwards through our magazine. (Note feature in this issue on AT’s ShowPlace-Las Vegas.)

For instance, Emily Oz, our talented host of American Towman TV, occasionally invites me to sit in during her interviews with show attendees and participants, which often lead to magazine features. I provide her with story leads as well.

We came up with a new idea for a broadcast and feature series on “Wild and Wonderful Towman Experiences” after we heard one from a tower who had to remove a car in the red zone at an apartment complex. After he impounded the vehicle, the police called him right back, and asked him to check the backseat. There he was shocked to discover a sleeping baby! The infant was safe and sound, and soon safely returned to the distraught parents.

Vote to Rescind

California Truck Emission Waiver

The Towing and Recovery Association of America (TRAA) is closely monitoring a new development affecting towing and recovery companies nationwide. On April 30, the U.S. House voted 231 to 191 to rescind the EPA’s 2023 approval of California’s zero-emission truck mandate. The measure, H.J.Res.87, now moves to the Senate.

TRAA notes that members may recall Congressman Kevin Kiley discussing this issue during February’s Hill Day, warning of increased equipment costs and reduced availability under California’s Advanced Clean Trucks (ACT) rule. The House also voted to repeal an EPA waiver for California’s low-NOx rule, which targets diesel pollution. Critics say these regulations burden families and small businesses; supporters cite health and environmental benefits.

Towing Companies Face Tougher Rules in Allentown, PA

Allentown City Council has approved sweeping changes aimed at curbing predatory towing practices. The newly passed ordinance adds protections for vehicle owners, requiring private towing companies to register their trucks, post visible signage with business information, and report all tows to police within 30 minutes. Tow operators must also release a vehicle on-site if the owner pays at least half the towing fee. Violators face fines of $500 or the full towing charge—whichever is higher.

Councilman Santo Napoli, who championed the bill after hearing complaints of residents paying up to $700 to retrieve vehicles, called the situation “simply unacceptable.”

The ordinance also mandates clear signage for private parking spaces. However, the rules do not apply to vehicles blocking driveways or parked in designated spaces.

Indiana Cracks Down on Predatory Towing

Starting July 1, Indiana will implement new regulations aimed at preventing predatory towing practices, especially those targeting commercial vehicles. The reforms, passed under House Enrolled Act 1390 after months of legislative backand-forth, include rate caps, transparency requirements, and tighter oversight of towing companies working with law enforcement.

Rep. Jim Pressel (R), who led the bill, said Indiana ranks highest in the nation for predatory towing. A report by the American Transportation Research Institute confirmed the state logged the most incidents among commercial carriers between 2021 and 2023.

The new law mandates itemized invoices, bans hidden fees, and ensures access to personal belongings. It also gives the Indiana Attorney General’s Office authority to handle complaints

from carriers and requires quick vehicle release upon partial payment. While towing association leaders acknowledged bad actors, they cautioned against overregulation. Rep. Bob Morris (R-Fort Wayne) voiced concerns about conflicting language in the bill but said he’s open to continued discussion.

PA Tow Company Accuses Borough of Discrimination

A Pennsylvania towing company is pushing back against what it calls discriminatory practices by Shenandoah borough officials, hiring legal counsel to demand fair treatment. Talk of Town LLC, owned by Ruth Williams, has long requested a fair towing rotation at council meetings. The company’s attorney, Joseph P. Nahas Jr., addressed the council, claiming a 2024 ordinance unfairly excludes the business from towing assignments.

The ordinance requires tow companies to have heavy-duty equipment—which Talk of Town lacks—significantly limiting their opportunities. According to Nahas, the company has received only six towing assignments since its founding in 2020.

He alleged the ordinance was crafted specifically to sideline Williams, the only female-owned towing company in the borough, and called it a

“pretextual” rule rooted in bias. Nahas said he has evidence of discriminatory intent and urged the borough to adopt a traditional rotation system and pay $40,000 in lost revenue to his client. The council considered repealing the 2024 ordinance but ultimately tabled the motion. Nahas asked the borough to act fairly moving forward.

TIA Urges Industry to Stay Alert as Congress Eyes Cuts

As Congress pushes forward with a sweeping budget reconciliation package, the Tire Industry Association (TIA) is alerting tire professionals of potential impacts—both direct and indirect—on their businesses. The House is considering over $1 trillion in spending cuts, including reductions to Medicaid and food assistance, which could affect customers and local economies.

More directly, the House may vote to overturn new tire emissions standards introduced by the Biden administration. The outcome could influence manufacturers, shop owners, and distributors across the country.

TIA also announced a new tool to support the industry’s fight for the right to repair. A QR code is now available for shops to easily report issues when vehicle data or diagnostic tools are blocked by manufacturers. The data

will be used—anonymously—to make the case on Capitol Hill.

“This is about protecting our ability to serve customers,” said Roy Littlefield IV, TIA VP of Government Affairs. “We need your input.”

Missouri Towers Warn of New County Rules

Tow operators are raising serious concerns after Jackson County, Missouri, passed a new ordinance aimed at curbing illegal towing. The new rules require towing companies or independent operators doing significant business in the county to obtain a license—originally proposed at $1,000 annually, plus $250 per truck. After strong opposition, the county lowered the fees to $500 and $100 per truck. Even with revisions, towers say the financial burden is still too high and fear the penalties are overly harsh.

Tow operators would face a 45 to 90-day license suspension for violating towing laws, city ordinances, or having an active bench warrant. A one-year suspension applies if an ordinance is violated twice within 12 months, and a two-year suspension is issued for operating while a license is suspended. Some tow operators argue against these penalties as too severe.

“You’re risking an entire business for one small error,” said Jared Innis,

President of the Missouri Tow Truck Association. “Right now, you could have one driver make a small mistake, which technically violates an ordinance with no intention to fraud anyone or do anything wrong,” said Innis, “but you’re technically in violation which makes them pull the entire business license for 45 to 90 days, essentially putting them out of business.”

“This puts good operators at risk,” one tower said. “We want fair rules—not ones that shut us down.”

TRAA Announces Leadership Changes

After 12 years of service, Cynthia Martineau is retiring as Executive Director of the Towing and Recovery Association of America (TRAA), effective July 2025. Cynthia has been a key figure in the association’s success and leaves a lasting impact. Also stepping down in July is Elizabeth MartineauDupuis, TRAA’s Director of Education, who is focusing on her family’s growing tree service business.

Bruce Bender of Ohio has been named the new Executive Director. A familiar face in the industry through his work with the Towing and Recovery Association of Ohio (TRAO), Bender brings years of experience and a deep understanding of TRAA’s mission.

“Bruce has the knowledge and experience,” said TRAA President George Kuntz. “He comes highly recommended by Cynthia.”

Cynthia and Elizabeth were honored as lifetime honorary members and presented with gifts during the Annual General Membership Meeting in April.

Towman’s Family Alleges Police Stonewalling

The family of Richard Rodriguez, a 32-year-old towman from Freeport, NY, claims police are stonewalling the investigation into his death to protect the other driver—whose mother is a retired Suffolk County police officer.

Rodriguez was struck and killed on April 15 while loading a disabled SUV on Sunrise Highway in Bay Shore. The driver, 38-yearold Anthony Licalzi of Massapequa, lost control and crashed into the median. He was not injured and faces no charges.

Rodriguez’s attorney, Philip Gurevich, says Suffolk County detectives have provided no updates in over two weeks. He alleges a witness saw officers give Licalzi a ride home and retrieve his dry cleaning. Gurevich later confirmed Licalzi’s mother retired from SCPD in 2023.

Rodriguez’s sister says Licalzi violated New York’s “Move Over” law. “We demand transparency,” she wrote on Instagram.

The police declined to comment on Licalzi’s connections but said the case remains under investigation.

Weighty Matters

A Technical Guide to Tow Truck Labels and Ratings

In 1965, a lawyer named Ralph Nader emphasized automobile safety in his book “Unsafe at Any Speed” that focused on alleged defects of the Chevrolet Corvair. The following year, Congress held extensive hearings on automobile safety which resulted in popular support to pass a federal law that made manufacturers responsible for the safety of their products.

Field Editor Terry Abejuela has 40-plus years of light-duty towing and recovery experience. He is also a light-duty Level 1 instructor for the California Tow Truck Association.

As a result, Title 49 Part 567 of the US Code of Federal Regulations was passed that required cab and chassis manufacturers to certify that their vehicles are manufactured to a condition where it meets all Federal Motor Vehicle Safety Standards (FMVSS). The National Highway Traffic Safety Administration (NHTSA) issues and enforces these standards to ensure vehicles sold in the United States are safe, and also to reduce vehicle crashes. When President Lyndon B. Johnson signed the National Traffic and Motor Vehicle Safety Act on September 9, 1966, he noted

that while 29 American soldiers had died in Vietnam over the Labor Day weekend, 614 Americans died in automobile accidents during that same period.

GETTING LABELED

The incomplete vehicle certification label is a representation by the manufacturer that the bare cab and chassis meet all applicable FMVSS and is a compliant vehicle. This certification process involves extensive research and analysis including thorough evaluations of compliance, payload capacity, and weight distribution, all before the final labeling state. The label itself must be affixed to the hinge pillar, door latch post, or door edge next to the drivers seating position.

If none of these locations is practical, there are other acceptable locations that may require approval of the NHTSA Administrator. The location must be easily readable without moving any part of the vehicle except the outer door. The lettering must contrast in color to the background of the label, (usually black lettering on a white background).

This certification label must include the manufacturer’s name, date of manufacture, Gross Vehicle Weight Rating (GVWR), Gross Axle Weight Rating (GAWR) for both the front and rear axles, Vehicle Identification Number (VIN), and the type of classification of the vehicle. The ratings must be listed in both kilograms and pounds, and not be less than the sum of the unloaded vehicle weight, rated cargo load, and 150 pounds times the number of designated seating positions.

Most, if not all, labels will include the Original Equipment Manufacturer (OEM) tire and rim size, as well as the Pounds Per Square Inch (PSI). The label may also include the Gross Combination Weight Rating (GCWR). The label must be permanently attached in such a manner to prevent removal without defacing the label.

TOW TRUCK RELEVANCE

become a final stage manufacturer. The towing equipment distributor will use the Incomplete Vehicle Document (IVD) from the cab and chassis manufacturer to complete the installation of the wrecker or car carrier body. They will affix a final stage certification label somewhere close to the cab and chassis manufacturer’s white label. These labels usually have black lettering on a yellow background.

It is the responsibility of the tow truck operator to know the ratings information provided on these labels, and ensure that the cab and chassis is not overloaded. The first step is to weigh the completed cab and chassis to determine the Gross Vehicle Weight (GVW) and Gross Axle Weight (GAW) for both the front and rear axles of the tow truck. The tow truck should be weighed with all equipment normally carried on the truck and a full tank of fuel. The tow truck can be weighed at any commercial scale for a fee. Once you know the GVW and GAW, it can be compared to the manufacturers Gross Vehicle Weight Rating GVWR and Gross Axle Weight Rating GAWR to determine the payload.

Example of a typical tow truck:

GVWR = 15,000 lbs.

GVW = 11,000 lbs.

GVWR Payload = 4,000 lbs.

GAWR (Front) 7,000 lbs.

GAW (Front) 5,000 lbs.

GAWR (Front) Payload = 2,000 lbs.

GAWR (Rear) = 11,000 lbs.

GAW (Rear) = 6,000 lbs.

GAWR (Rear) Payload = 5,000 lbs.

IMPORTANT ARITHMETIC

The GCWR is the maximum combined weight of the tow truck and the towed vehicle. This rating only applies when the brakes can be applied on the towed vehicle. In light-duty towing, though, the operator is normally not able to apply the brakes on the towed vehicle, so the truck is limited in GCWR to the GVWR of the truck. This means if a tow truck has a GVWR of 15,000 lbs. and the GVW is 11,000 lbs. the combination of the tow truck and towed vehicle cannot exceed 15,000 lbs. The tow truck would be limited to towing vehicles that weigh 4,000 lbs. or less. In contrast, with towed vehicles where the brakes can be applied, such as towing a trailer that has its own brakes, the combination can weigh up to the GCWR.

The payload amount that is determined during this process may not actually be the safe towing capacity for the tow truck, as it may overload the Safe Steering Load (SSL) or the towing equipment lift and tow ratings. The SSL is specific to towing and is not included in the certification label. The SSL is determined using a formula once the tow truck has been completed. The maximum lift for the wheel lift, or conventional tow sling, in order to maintain safe steering and braking, must be limited to an

amount that would not reduce the curb weight of the front axle of the tow truck by more than 50 percent.

OPERATOR RESPONSIBILITY

The cab and chassis manufacturer and towing equipment distributor are required by law to provide the ratings for the equipment in order to ensure the operator of the equipment has the information required to operate the equipment safely. Understanding certification labels and ratings isn’t just about compliance—it’s about safety, reliability, and ensuring that every tow operator is equipped to perform at the highest standard and make informed decisions that protect both their equipment and the people who rely on it.

The Do’s and Don’ts of Pulling Together

Working with body shops can present challenges, but patience and open communication can help build strong relationships and retain valuable accounts. Keeping in mind the competitive nature of the industry, towers should take the necessary steps to satisfy shops and accounts. Despite towers’ complaints about how vehicle deliveries don’t always go smoothly, there are several ways to facilitate cooperation among tow companies, repair facilities, and body shops. Cutting to the chase, following are some issues of contention, and steps that can be taken to minimize issues.

DISPATCH DUTIES

A tow operator’s delivery must be a professional process that begins in the dispatch office. Dispatchers and call-takers play important roles that will ultimately

lead to non-confrontational contacts. It starts with obtaining information and details specific to the reason a vehicle is being towed, followed by the party’s name and direct phone number. The tower likely will initiate a follow-up call to advise of their arrival. The practice of calling ahead is not only common courtesy, but also gives shop personnel a “heads up” as to where the vehicle should be parked.

Prior to delivery, calling to say, “I’m on my way with So-and-So’s car—where would you like it parked?” provides them plenty of advance notice, and is just good customer service. Unless instructed otherwise, the operator should remain on the street, outside the facility until receiving directions for offloading. A pre-drop conversation may indicate an alternate plan.

EASY ACCESS

Wheel lifts and carriers can’t easily navigate all entries or paths due to their overall length. When casualty vehicles are delivered to a shop, most of them don’t run and aren’t easily moved. In addition, vehicles without keys, or those with AWD, increase offload difficulties. Dropping vehicles unannounced may block access to shop entries or other travel paths, creating ill-will with shop managers.

Where possible, drop vehicles on the property’s high-side, so shop personnel can easily roll it in neutral gear. To prevent rollaway, shift the vehicle’s transmission into Park, or in gear, and apply the E-brake. Also, contact the shop’s service writer and politely ask them to place a wheel chocks or wood blocks to prevent rollaway. Letting them handle this task reduces a tow company’s liability.

OPERABLE VS NON-OP VEHICLES

Delivering vehicles in running condition is a tower’s friend and a welcome situation for shops. For vehicles with simple mechanical problems, or a dead battery, shop technicians can attach a jump pack, start the vehicle, and drive it to a preferred location. Some running vehicles have issues, though, such as overheating, the potential of post-collision fire, or fluid

and oil spills. When towers operate a towed vehicle, they’re subject to blame. (And here’s a simple reminder: Don’t forget to leave the keys, and include a note on the company invoice.)

As for non-running vehicles, they are best parked out-of-the-way, to ensure easy access to travel paths throughout the facility. The same goes for vehicles with crash damage. Determine the best location for movement in and out of the shop. If a second tow is needed, make sure another tow truck or carrier has the same access. When shops use floor jacks or GoJaks to move vehicles, leaving the vehicle atop jackstands or wooden blocks eases movement later on.

BRAKING NEWS

One unlucky tower coasted a nonrunning, vintage Rolls Royce, only to crash it into a block wall, because the non-running engine didn’t power the brakes. When brake issues are present, never drive or coast vehicles to their desired location. Write “No Brakes” as a visual warning on the driver’sside window in yellow crayon. Also, attach a handwritten note to the steering wheel, with notation on the invoice explaining the “no brake warning” to shop personnel.

BATTERY BASICS

Disconnecting the battery lessens the potential of fire in vehicles involved in fender benders or dramatic collisions. A pinched or abraded wire poses the potential of fire should a

short circuit occur. Best practices indicate that operators disconnect vehicle batteries as a means to prevent fire. However, disconnecting a vehicle’s battery may also eliminate a vehicle’s technically advanced presets to seats, radios, mirrors, etc., including expensive spiking of electrical modules and computers. Always refer to company and manufacturer’s protocols.

For high-dollar, collectible, or specialty vehicles experiencing mechanical issues, don’t jumpstart, prime, run, or drive them, in order to avoid starting a fire or causing damage. For operators not trained in hybrid, electrical, and vintage systems, there are too many possibilities leading to potential disaster. Vehicle bodies made of fiberglass, aluminum and composites have soft panels, doors, fenders and hoods. Especially on exotic cars, prevent indenting soft surfaces, and never push against fragile body panels.

SECURING STUFF

When vehicles are being restored or repaired, inspect for loose parts. As an example, another vintage Rolls Royce Silver Wraith was loaded rearward atop a carrier. While on the way to a specialty facility, the irreplaceable sunroof flew off the vehicle, landing in the middle of

freeway lanes. Although the roof was loosened prior, during restoration, it was deemed the tower’s fault as he failed to check loose parts. When engines or transmissions are removed from vehicles, be sure the starters, bell housings, and drive shafts are properly secured.

LOCAL LAWS

Not all city, municipal, or vehicle codes allow commercial trucks to double-park, or offload vehicles in a center turn lane. Doing so could end up with a costly parking citation. The same goes for an unoccupied tow truck that’s running, with no operator in sight.

Where offloading is allowed by local laws, the truck can remain running during the process of offloading. However, don’t simply park, set the brake, and run into the shop to get a PO number, leaving the running truck unoccupied. This is an easy invite to theft.

EV CONCERNS

For electric and hybrid vehicles, body shops likely won’t have a dedicated fire-safety surround for parking or storage. Due to the possibility of post-delivery fire, they may not want the vehicle at their shop. Call ahead to the shop’s manager to alleviate the chance of an argument, and obtain instructions, or if the tow company should take it to another, safer location. It’s always a tough decision when tow yards don’t have fire safety ◀

SAFE STORAGE

When a vehicle is towed from an accident scene, and upon advice of the motorist’s insurance agent, another effective way to provide good customer service is being aware that delivering to an unadvised shop might be difficult. Suggest taking the vehicle to the tow yard to hold it for their insurance company. If the customer is in direct contact with their agent, the operator can speak directly to the agent to describe the vehicle’s condition.

Based on hundreds of tow operator comments seen online, towers certainly will go out of their way to accommodate the requests of their customers. Be aware of locations where vehicles are to be parked before vehicles are delivered. Shops that demand towers to move vehicles multiple times creates friction with towers. If possible, towers should go to the shop’s office to deliver a friendly, personal inquiry.

When a shop orders the tow, it’s best to know before the vehicle is

delivered where the vehicle is to be parked. For vehicles damaged by collision where tires and wheels are ripped away, non-steering, non-rolling vehicles are problematic to offload, especially when being delivered by flatbed carriers. Also difficult to load and offload are vehicles transported by tow dollies. Because tow truck dollies add upwards of two additional feet in width, getting into tight spaces is difficult.

AFTER-HOURS DELIVERIES

While it makes sense towing it to the company’s yard for secured storage, the process of offloading, reloading, and then offloading it again at the shop means triple the possibility of damaging the customer’s car, not including possible damage by others in the yard overnight.

Leaving vehicles after-hours isn’t a good practice due to the high potential of risk. Vehicles parked outside closed businesses could fall victim to content theft, vandalism, fire, or even the car getting stolen. If the shop is reaching closing time, perhaps hold the tow request until the following morning. As an option,

the car could be taken to the tow yard and delivered the next day under agreement between the shop and tow company for storage pay.

PAYMENT PROCESS

When delivery is made, tow operators typically provide the company’s invoice denoting work completed. At that time, request that the shop be prepared to cut a company check, an insurance check, a purchase order, or make payment for services rendered. If the vehicle was delivered after-hours, a tow company representative may call for payment, or a tow operator may return to collect payment. In advance, thank them for payment.

COMMUNICATION SKILLS

Tow company personnel who take the time to build relationships with shops and understand their needs are far more effective in maintaining valuable accounts than those who prioritize efficiency over customer service, potentially driving away loyal clients with a negative attitude. True to maintaining any business, some days don’t go as well as they should. Good dispatching practices, accurate details, and calling ahead to advise of arrival are proven practices designed to make delivering to body and repair shops less stressful. There’s a valuable lesson learned from one tower who remarked, “I found shops in the area that we deal with here, and we treat them with courtesy. But act like a jerk and you’ll get it back tenfold!”

Instead, when the delivery game is played by both sides who practice communication, detail and service, it builds stronger relationships that promote professionalism, good faith, and above all, awardwinning service. And for shop owners who might be reading this narrative, towers are there to serve and extend an invitation to, “Help us help you!”

Righting a Mobile Home— Right on the Reno Freeway

Transporting a mobile home on a highway is a common sight, but one in particular proved to be unusually uncommon. On March 10, the driver hauling a mobile home on a trailer was going too a little too fast for the curved on-

ramp entering the 80 freeway near downtown Reno, NV. The whole rig suddenly toppled off its tow hitch ball right into the middle of the highway, blocking all the lanes of afternoon rush-hour traffic.

The Nevada Highway Patrol works with Cal-Nevada Road Services on a regular basis, and their wreckers were located just a few miles away, so four of them arrived on scene in a scant 20 minutes.

Given the bulk and position of the mobile home, however, the pickand-roll recovery required three hours in all, due to the difficulty of inserting 24-inch wide synthetic straps underneath. To overcome

this challenge, Cal-Nevada used several 24-inch airbags to raise the home off its side.

Cal-Nevada’s Cliff Osborne manned a Peterbuilt 753 35-ton Century at the front of the trailer, while the other three Peterbilt wreckers surrounded the home to provide additional lift and also anchoring winch lines to the A-frame. ◀

Winch lines had to be chained to the A-frame for lifting and anchoring.
The hardest part was inserting lifting straps underneath the downside of the mobile home, which required the use of airbags.
The synthetic straps used were 24 inches wide, in order to distribute the load during lifting.
With the ensuing traffic snarl during rush hour, good cooperation with the Nevada Highway Patrol was essential.

“It’s not real heavy,” Cliff pointed out. “But you have to be careful not to damage the structure of the mobile home. We used so many trucks in order to spread out the load.”

After the crew carefully rigged the mobile home, they gingerly raised it off the roadway. Once the wandering home was rotated past the tipping point, the wrecker positioned on the opposite side caught the roll to prevent slamming onto the trailer.

That done, the mobile home was transported to a staging area to secure it on the trailer, and then the driver resumed hauling it to California. But probably not goin’ too mobile on the rest of the way.

The driver was unhurt, and his tractor truck wasn’t damaged, so once the mobile home was righted, he was able to proceed with his tow to California.

According to the National Highway Traffic Safety Administration (NHTSA), nearly six million vehicle crashes occur annually on the nation’s roadways. Additionally, according to the American Automobile

Association (AAA), nearly 30 million calls for roadside assistance occur each year. These numbers demonstrate that thousands of first responders and tow operators are on the scene of traffic incidents 24 hours a day, seven days a week, and 365 days a year.

Handling a roadway incident presents many risks. Unfortunately, motorists are often unaware of these dangers, and are more concerned about getting to where they are going than looking out for the safety of first responders and tow operators.

Although not all state authorities agree on the precise definition of first responders, in actual practice they

Success at a roadway incident is best achieved when towing and recovery operators are recognized as first responders or emergency responders. Their job is much more than simply "clearing scenes" or "removing disabled vehicles." They are integral to the safe and efficient management of traffic incidents (note sidebar on “Cooperation is Key”).

Without their specialized skills, abilities, and equipment, crash scenes and disabled vehicles would remain hazards, impeding traffic flow and creating further safety risks. They operate in inherently dangerous environments, often under high pressure and time constraints. Their work directly impacts public safety and the efficient restoration of roadways.

Operating safely on roadway incidents requires all first responders to work closely together to complete the

necessary tasks safely and efficiently to facilitate the quick return of the flow of traffic to normal. These tasks are completed by working together under the concept of Traffic Incident Management (TIM).

Traffic Incident Management refers to the systematic, coordinated process of detecting, responding to, and clearing traffic incidents efficiently and safely. It involves multiple stakeholders, including first responders (police, fire, EMS),

towing & recovery operators, transportation agencies, and others. Through a national consensusbuilding process, the National Traffic Incident Management Consortium (NTIMC) brought together the major national organizations representing traffic incident responders and developed the National Unified Goal (NUG) for Traffic Incident Management (TIM).

The NUG is a national policy aimed at improving the ◀

management of traffic incidents on U.S. roadways. It focuses on three key objectives:

• Ensuring the safety of emergency responders working at traffic incident scenes.

• Reducing the time needed to clear incidents to minimize traffic disruptions and secondary accidents.

• Enhancing communication and coordination among all responders involved in traffic incidents.

Implementing the goals of the NUG requires that each first responder agency work towards the strategies defined by the NTIMC. Key strategies include recommended practices for multidisciplinary TIM operations and communications; multidisciplinary TIM training; goals for performance and progress; promotion of beneficial technologies; and partnerships to promote driver awareness. These strategies can be easily implemented through the following programs:

• TIM Partnerships and Programs. Traffic Incident Management partners at the national, state, regional, and local levels should work together to promote, develop, and sustain effective Traffic Incident Management Programs.

• The importance of local, regional, and state TIM committees— TIM committees bring together stakeholders from various agencies and organizations that collaborate to improve the management of traffic incidents. TIM committees operate at local, regional, or state levels and play a crucial role in ensuring efficient and safe traffic incident management.

• The purpose of a TIM committee is to enhance coordination and communication among responders. In addition, develop and implement standard operating procedures ◀

Cooperation is Key

Mike Milewski is a volunteer firefighter with the Jefferson Township Volunteer Fire Company, and also the owner of Milewski Towing & Recovery Service in Scranton, PA. Recognizing the need to bring his two specialty skills together, Mike often provides the fire company with junked vehicles to use for rescue training and encourages his tow operators to participate in the training. By training together, the two organizations better understand each other’s needs at a crash scene and work more efficiently together.

Mike also encouraged both organizations to challenge themselves during training for the more difficult incidents. Rather than just having two automobiles involved in a crash scenario, what if one of the vehicles is a much heavier vehicle? Or what if one of the vehicles was on top of another, and additional towing resources are needed to assist in the rescue operations to stabilize or remove one of the vehicles from the other?

Training as Mike had visualized was conducted on October 25, 2022. The Jefferson Township Volunteer Fire Company hosted a rescue training drill and invited several other neighboring departments to participate. Milewski Towing & Recovery Service provided several towing vehicles and arranged the use of a school bus to complete the scenario. The situation called for the school bus crashing on top of an automobile, and the resources of the tow vehicle were needed to extricate the trapped victims.

This training would prove to be invaluable at an actual incident scene that occurred on March 16, 2025. At 6:20 p.m. that day, the Jefferson Township Volunteer Fire Company was dispatched for a reported crash involving a school bus and a tractor-trailer. Units arriving on the scene found a school bus positioned with its front end on top of the trailer, and on top of a load of pipes, creating an unsteady environment. There were 20 occupants on the bus, and the driver was trapped due to damage to the front end of the bus.

Jefferson Township Volunteer Fire Company called for additional rescue resources and a heavy towing vehicle to assist in the rescue operations. During the operations, the heavy tow vehicle was necessary to stabilize the school bus so that the victims could be removed and extrication of the driver completed safely. Fortunately, all injuries were minor and all victims have recovered.

Shortly after the incident, the Jefferson Volunteer Fire Company, along with the other responding fire and EMS agencies, and the Milewski Towing & Recovery Service personnel, met to conduct a post-incident (PIA) analysis of the crash scene operations. They also involved the 911 dispatch partners, who also had a vital role in communications during the event. The PIA examined every stage of the incident, from dispatch to termination, and helped identify successes, areas for improvement, and opportunities to enhance coordination. Opportunities like this help refine the incident operations and strengthen the relationships between responding agencies. By working together, the public is better served and protected.

By training together, the fire/rescue personnel and the towing & recovery personnel understood the challenges of a complicated crash scene and were able to smoothly work together just as they had been trained. The Jefferson Township Volunteer Fire Company and Milewski Towing and Recovery Services skillfully demonstrated how interdisciplinary collaboration and cooperation can lead to success in these types of incidents.

JOINING SERVICES

TIM responders should also receive multidisciplinary National Incident Management System (NIMS training). Training together has several benefits.

Joint training helps establish clear communication protocols and ensures that everyone understands their roles during an emergency. This minimizes confusion and speeds up operations.

Obviously, emergency scenes, especially on busy highways, can be dangerous. Training together equips towing & recovery operators with knowledge about first responders' procedures and safety measures, reducing risks for everyone involved.

Quick and efficient removal

of vehicles and debris reduces traffic congestion and the likelihood of secondary accidents. Collaborative training helps both towing & recovery operators, and first responders work more seamlessly to achieve this.

First responders and towing & recovery operators can share expertise and techniques during training, leading to better overall performance during real incidents. Regular training fosters strong working relationships and mutual respect, which are invaluable in high-stress situations.

PRACTICAL PROGRAMS

Here are a couple of examples of successful training programs that foster collaboration between towing & recovery operators and other first responders:

• National Traffic Incident Management (TIM) Responder Training Program: This program is designed to improve responder safety, ensure quick clearance of incidents, and promote effective communication among all parties involved, including tow operators. It provides multi-disciplinary training to enhance coordination during highway incidents. TIM training can be completed as an inperson class or online through the Federal Highway Administration (FHWA), the Responder Safety Learning Network, and other sources across the country (note sidebar).

• Fire Service Collaboration with Towing & Recovery Operations: This program emphasizes joint training between fire departments and towing & recovery operators. Quite often, fire departments will contact local towing & recovery operators to gain access to junked vehicles to use in training. Why not make this training a joint exercise to learn from each other? The training can cover activities such as vehicle rescue techniques, handling new vehicle technologies (like electric or hybrid

vehicles), and large vehicle rescue scenarios. The goal is to ensure safe and efficient roadway clearance. These programs highlight the importance of continuous learning and collaboration to improve safety and efficiency at incident scenes. As part of the first responder community, towing & recovery operators play a crucial role in managing emergency scenes, particularly on roadways, and collaboration with first responders like police officers, firefighters, and paramedics is vital for ensuring safety and efficiency. By working together, towing & recovery operators and other first responders can save lives, protect public safety, and keep traffic moving smoothly. It's a partnership that makes a big difference.

A Sure Bet for Tow Pros

Kicking off American Towman’s event series for 2025 was The AT ShowPlace - Las Vegas. This premier gathering for towing and recovery professionals took place from April 23 to April 25 at the South Point Hotel, Casino & Spa. It was a prime opportunity for industry leaders to converge in a vibrant city, but more important, experience a comprehensive showcase of cutting-edge towing equipment, innovative technologies, and enlightening business seminars. In addition, there were several hands-on demonstrations featuring towing techniques to enhance operational efficiency and highlight safety standards.

With a focus on fostering professional growth and networking, the American Towman ShowPlaceLas Vegas 2025 boasted a large array of exhibitors and experts, offering attendees a chance to explore the latest trends and developments in the towing industry. This event stands as a key resource for professionals seeking to expand their knowledge and forge meaningful connections within the towing community.

There were more than 160 booths packed with the latest in towing tech, as well as carriers, wreckers, and recovery gear. Seminars provided deep dives into topics such as DOT compliance, optimizing insurance, and managing company challenges.

Towers elevated their business acumen and sharpened skills.

It wasn’t all work and no play, though, as towers enjoyed happyhour mixers, such as Calitri’s Cigar Smoker and the tasty Cactus Feast. South Point’s 160,000-square-foot convention space was packed with attendees who engaged in postsession fun and industry networking. The event took over the entire Exhibit Hall, turning it into a towing business mega-center.

Someone once said that you can’t stop the waves, but you can learn to surf. Considering the current pace of change in online marketing, the

timing’s right to grab a board and start paddling out. Today, the likelihood of business success is less about strength or even experience, and more about the ability to adapt to change.

At one time, the towing business was primarily built on relationships and word of mouth, but today, for most towing operations, that’s no longer enough. The flood of competition driven by the motor clubs, and their need to cover every inch of roadways across this vast country, are making it difficult for even the most seasoned operations to keep pace. Markets are now saturated with an abundance of listings for towing companies, making it hard for the motoring public to differentiate good from bad, from the well-equipped and experienced versus fly-by-night operations. Throwing AI (Artificial Intelligence) into the mix and its impact on these searches highlights the need to have a strong game plan in order to be competitive.

The good news is that there are a limited number of reference points for AI to use when looking for a towing company. For a quick tip, identify these reference points, and then build out a business on each, making sure a tow company is listed properly, and has positive reviews, images, videos, and a narrative, along with an appealing look.

Of course it is Google that is still being used for the majority of towing searches, but new apps and utilities such as Chat GPT, Gemini (Google’s AI) and others are beginning to hijack some of that traffic. Tow companies that have used these powerful widgets know they’re pretty amazing.

If a tow business doesn’t appear there—or worse, if a competitor has better reviews and more optimized information—a customer is lost right from the getgo.

Search visibility isn’t just about being online; it’s about being found first. And with the rise of AI, the criteria for that visibility is constantly evolving. AI doesn’t just look at keywords—it looks at context, reviews, and content accuracy, and it even measures intent. Collectively, it’s a game changer.

A tow manager doesn’t need to be a tech expert to keep up. ◀

But do take the time to do some homework, and then take some smart steps to ensure a tow business isn’t invisible to AIdriven systems.

When using Google Ads, the platform’s AI chooses who sees company ads, when, and where. Smart bidding strategies and responsive ads—where Google automatically tests combinations of headlines and descriptions—mean AI is actively optimizing a tow manager’s budget in real time. However, these systems perform best when backed by a strong foundational presence, accurate location and contact data.

Work Truck Solutions’ Q1 2025 Commercial

With possible tariffs adding pressure to recently recovered supply chains, the commercial vehicle authority Work Truck Solutions has released its Q1 2025 Commercial Vehicle Market Analysis. It highlights ongoing market adjustments as new inventory stabilizes amid uncertainty surrounding emissions standards and international trade.

New commercial vehicle inventory remained largely stable, with the average number of trucks on-lot per dealer showing no change quarter over quarter, following a 24.1% yearover-year (YoY) increase. Despite this, movement, or sales, per dealer declined by 11.1% compared to the previous quarter, though it remains up by 9.1% YoY.

New work truck and van prices softened almost imperceptibly, declining 0.7% quarter-over-quarter (QoQ), but edging up 0.4% compared to the same period last year. Meanwhile, Days to Turn (DTT) continued rising, increasing by 12.4% from the previous quarter and 65.4% YoY, reinforcing the trend of slower vehicle movement.

When comparing the current environment to the early stages of COVID, there are similarities. At the beginning of the pandemic, business owners did not immediately react with aggressive purchasing when faced with a looming inventory shortage; it took several months for demand to truly accelerate. Now, with a potential trade war threatening the automotive supply chain, we’re seeing a similar pattern of cautious buying behavior. However, as concerns over tariff impacts continue, it’s likely that businesses will be proactive and pull purchases forward that

were planned for later in the year.

The used work truck and van market continues to adjust, with inventory levels showing modest quarter-over-quarter growth (up 3.7%) while flat year-over-year. While the number of used work trucks sold per dealer remained unchanged from the previous quarter, year-over-year sales increased by 10.0%.

Used commercial vehicle prices remained unchanged QoQ, with a slight year-over-year decline of 6.3%. The price trend aligned with the modest increase in mileage of used vehicles, up

1.6% quarter-over-quarter and 5.2% YoY. Meanwhile, DTT saw an uptick of 5.8% from Q4 2024, but decreased by 1.8% year-over-year, suggesting continued demand for used vehicles despite elevated new truck inventory.

The battery electric vehicle (BEV) work vehicle segment experienced notable price shifts, with new BEV final prices increasing by 11.4% quarter-over-quarter and 6.1% year-overyear. In contrast, used BEV truck prices declined by 9.2% quarter-over-quarter and 17.08% year-over-year, reflecting shifting demand dynamics in the commercial EV sector.

“The commercial vehicle market continues to rebalance, with new commercial vehicle inventory holding steady over the last two quarters and pricing showing minor fluctuations,” said Aaron Johnson, CEO of Work Truck Solutions. “However, ongoing trade tensions may well introduce new supply chain challenges, similar to those seen during the pandemic. Dealers who successfully navigated inventory shortages in 2020 by adopting digital merchandising strategies are in a position to thrive again. The ability to showcase available vehicles efficiently, connect with buyers online, and optimize inventory visibility has proven to be a timeless advantage— one that will continue to serve the industry through any market disruption.”

Johnson further noted that external factors, including interest rate changes, economic forecasts, and ongoing shifts in government policy surrounding low-emission vehicles, are impacting purchasing behavior.

“Business owners and fleet operators are being very strategic about their approach to low-emission vehicles,” Johnson added. “Many are seeking out tools to help them with these evaluations, weighing use cases and business needs, such as those associated with delivery vehicles, against costs and ROI.”

Compact Kestrel Work Truck Targets First Responders

Morgan Olson has introduced the compact Kestrel work truck, designed to the growing demand for smaller, more efficient service vehicles for first responders and tow operators. This Michigan-based manufacturer, known for its offerings in the step-van segment, positioned the Kestrel as a versatile alternative for vocations ranging from roadside service to emergency response. The Jeep Gladiator-based model is smaller than the company’s traditional step vans, but incorporates the same build standards aimed at durability and longevity.

Founded in 1945 and headquartered in Sturgis, Mich., Morgan Olson is said to supply nearly 70% of step

vans on the road in North America. The company is a business unit of J.B. Poindexter & Co., and has expanded its product lines in recent years to serve a wider range of vocational markets.

The Kestrel offers several configuration options, including left- and right-hand drive, as well as four-wheel drive. Customizable cargo access and and upgraded interior feature “automotive” levels of cab comfort.

In addition to utility applications, Morgan Olson said the Kestrel’s development considered feedback from law enforcement agencies, fire departments, roadside operators, and other first responders who need fuel-efficient vehicles suited to urban and suburban environments. The company said enhanced safety features and its established nationwide service infrastructure support the vehicle’s deployment across both domestic and international markets.

The Beekeeper

Keeping the Hive Safe and Sound

Protecting the hive is one of the main missions of a beekeeper, and Bill Salazar of Royal Coaches certainly fits that description. With a fleet of 60 tow trucks located in three Socal offices, he certainly has a lot of “worker bees” to care for. (The company’s eye-catching mascot, developed by his daughter Victoria, is a feisty-looking bee sporting a tow hook for a stinger.)

So, when it came time to add a new wrecker to his hive, Bill decided to give his Vulcan V30 a special treatment.

Mounted on a 2024 Kenworth T380, and powered by an upgraded 360hp Cummins L9 turbodiesel, this setup is an efficient and versatile

platform for a wide range of towing jobs, along with a tight turning radius for maneuvering in a congested urban setting. Miller Industries designed this mediumduty wrecker, and when paired with the standard 6,000 poundrated steel L-Arms, it can handle everything from passenger cars to medium-duty trucks.

Since putting the truck into service this year, Bill has grown to really appreciate the extra grunt of the Cummins turbodiesel, its torque divvied up by a six-speed transmission. His operators often tow heavy loads, such as motorhomes, travel trailers, and tractor-trailer swaps, up and over the steep grades of the Grapevine and Cajon passes well-known in the Socal area.

As part of two-month redesign of the graphics, Marcos added a more reflective material for better nighttime visibility, and to give the bees’ eyes a “wow factor.”

As for Bill’s custom touches, this truck was specially built by Tori Baatz and crew of Tow industries, West Covina, CA. Given the heavy traffic on the highways of the Los Angeles area, Bill added lots of extra lighting to ensure high-visibility for roadside safety.

The vivid graphics enhance the visual impact as well, painted and wrapped by Marcos Sierra of RetroSpec Printing in La Verne, CA. Bill says Marcos has become one the most sought-after designers and wrappers of Southern California. What sets him apart is the use of vibrant colors and bright outlines, along with meticulous

fitment that wraps around the doors to eliminate any cutlines. Also, the bee mascot’s eyes are even more intense now due to the use of a highly reflective material.

Another custom touch includes a low-mount rack for rigging equipment. Bill is not only a secondgeneration company owner, but also a hands-on operator, and likes to keep items more accessible for quickclearance jobs on busy freeways.

Moreover, when the boom is fully elevated and extended, the end extends well past the tailboard of the truck. This translates to a more effective recovery ability and leverage when the wrecker needs to reach out over a guardrail on the side of the highway, or upward elevation on a hillside.

Royal Coaches handles these types of jobs on a regular basis, so another useful option on the Vulcan V30 is the

hydraulic rear stiff-leg style jacklegs, which keep the wrecker stable during lifting recoveries. Bills says he’s now running the wrecker eight to 10 hours a day, making it one busy bee!

After the vinyl wrap was initially applied, Bill and Marcos took the truck out into the sun for the first time, and they agreed that the lettering for Royal Coaches would stand out better in white.

AT Academy Kudos

Iwas recently speaking with 2023 Towman of the Year Ron Myers, discussing a few of the issues pressing upon the tow industry. He mentioned how he attributed his Pine Tree Towing’s growth to the seminars he had attended at the American Towman Academy.

“When I got back from a show, I felt I had a leg up on my competitors,” Ron pointed out. “I implemented several things I got out of those seminars.”

Naturally, I was pleased to hear this. This magazine and our expositions have been a fulcrum of industry intelligence that is shared to every tow business owner who wants to read AT or listen in at the Academy. Both the magazine and the shows have featured our industry’s best writers and presenters who impart from experiences an invaluable knowledge.

It wasn’t the first time that tow bosses said they attributed their success to AT’s Academy. I first met Baltimore towman Malik Stuckey at an Academy seminar during our show at Chicago’s Navy Pier over 20 years ago. Our Baltimore seminars had gotten him hooked and enlightened, and he flew to the Chicago show for even more illumination. Malik recently wrote an article for AT on securing police contracts. He attributes his success to American Towman. I suppose a lot of

hard work also had something to do with his company’s ascent.

I also heard comments similar to Malik’s and Ron Myers from Michigan tow boss, Bill Beyer. He’d returned from Baltimore itching to implement something he had learned from a seminar, and was sure it would give him a competitive edge.

The Academy has been an industry treasure as an intelligence bank for 35 years, recently spawning online webinars, offering towmen everywhere easy access, and the convenience of participating at their desks, tablets, or smartphones.

RVs from Illegal Storage Lot Finally Towed Away

Dozens of RVs illegally stored on a lot in Wildomar, California have been removed after months of complaints from nearby residents. The trailers, once part of a homeless encampment in the City of Industry, were moved to the property earlier this year without permits.

The City of Wildomar, armed with a court warrant, had the RVs towed away. Neighbors like Jessica Hume celebrated the action, saying they had endured months of transient activity, property damage, illegal parking, and theft.

In describing the relief when code enforcement arrived, Hume said, ”It was like Christmas morning,”

Mayor Ashlee Dephillippo thanked residents for their patience, assuring them the RVs were safely relocated to a secured lot. Qiu said some trailers were moved to San Bernardino County and is now awaiting recovery options for those towed.

ARA Responds to Controversial Contract

The American Recovery Association (ARA) has responded to member concerns over a newly issued contract from Chase Bank, calling the agreement “unacceptable” and urging members not to sign without legal counsel.

According to the ARA, the contract imposes unreasonable insurance requirements, maintains outdated rates that fail to reflect rising costs, and omits compensation for standard services like flatbed and dolly fees—essential tools for many recovery agents.

“This contract is not in step with the needs of the agents who serve Chase,” the ARA stated. “Nor does it reflect the direction our industry must move toward to remain viable, professional, and safe.”

“This is a moment for unity,” the ARA concluded. “The strength of our collective voice is how change begins.”

Towman Dies After ThreeVehicle Crash

A tow truck driver from Mississippi was involved in a deadly three-vehicle crash in an area just south of Jackson, Mississippi. When deputies arrived, they found a tow truck partially submerged in a nearby pond. The driver of the tow truck, identified as Rico Funchess, was pulled from the vehicle by bystanders. Despite efforts by paramedics to revive him, Funchess was later pronounced dead.

Authorities say Funchess had been hauling another vehicle on the rollback when the crash occurred. The drivers of the other two vehicles involved sustained little to no injuries.

Lieutenant T.J. Picou of the Rankin County Sheriff’s Department described the recovery process as complex and time-consuming due to the size and weight of the tow truck.

“The tow truck alone weighs about 18,500 pounds without any load,” Picou said. “With a vehicle on the bed and the truck submerged in mud, it’s a lengthy and difficult recovery.”

President Donald Trump signed an executive order titled “Enforcing Commonsense Rules of the Road for America’s Truck Driver,” aimed at reinstating English language proficiency enforcement and reducing regulatory burdens on truckers.

The order instructs the Federal Motor Carrier Safety Administration (FMCSA) to rescind a 2016 guidance that relaxed enforcement of the English requirement for commercial drivers, originally codified in 49 CFR 391.11(b)(2). This guidance followed a decision by the Commercial Vehicle Safety Alliance to remove English violations from the list of out-of-service criteria. Trump’s order requires FMCSA to restore these penalties within 60 days and issue new inspection procedures.

The executive action also calls for a review of how states issue commercial driver’s licenses (CDLs) to foreign citizens, looking for irregularities or fake credentials. Additionally, it directs federal agencies to identify ways to improve working conditions for American truck drivers by easing unnecessary regulations.

Towman Dies After ThreeVehicle Crash

A tow truck driver from Mississippi was involved in a deadly three-vehicle crash in an area just south of Jackson, Mississippi. When deputies arrived, they found a tow truck partially submerged in a nearby pond. The driver of the tow truck, identified as Rico Funchess, was pulled from the vehicle by bystanders. Despite efforts by paramedics to revive him, Funchess was later pronounced dead.

Authorities say Funchess had been hauling another vehicle on the rollback when the crash occurred. The drivers of the other two vehicles involved sustained little to no injuries.

Lieutenant T.J. Picou of the Rankin County Sheriff’s Department described the recovery process as complex and time-consuming due to the size and weight of the tow truck.

“The tow truck alone weighs about 18,500 pounds without any load,” Picou said. “With a vehicle on the bed and the truck submerged in mud, it’s a lengthy and difficult recovery.”
