Zero-emission mandates, new underride rules threaten operations for an oft-overlooked segment
It seems regulators are determined to make tractor-trailers heavier and more expensive, regardless of the consequences for heavy-haul fleets.
In addition to the zero-emission vehicle mandates coming out of California that champion substantially heavier and more costly electric tractors, the new Federal Motor Vehicle Safety Standards for rear-impact guards (RIGs)—which fleets must comply with beginning July 15—makes these devices bulkier, and the National Highway Traffic Safety Administration is considering side underride protection that would add up to 800 lbs. per trailer, all of which reduces payload capacity and fuel efficiency.
Fortunately, National Tank Truck Carriers is doing its best to educate tank operators and protect them from further margin-crushing commands. The association recently hosted a webinar outlining the impact of RIG rule changes on bulk haulers and organized a committee of tanker manufacturers and carriers to formalize their position on the detrimental impact side guards would have on tank truck fleets. “Clearly, modifying a tank trailer, whether it’s a petroleum, dry bulk, or 407 tanker, is going to be very different than a dry van or flatbed, especially considering this entire argument was originally designed to stop bicycles and Vespas in Europe.” Ryan Streblow, NTTC president and CEO, said May 6 during NTTC’s 2024 Annual Conference (full coverage coming in the next issue of Bulk Transporter). “Now we’re talking about trying to stop a four-door pickup truck from going underneath.
“This is going to impact us way different—at a far greater cost—than a dry van.”
Unfortunately, policy makers typically aren’t considering specialty trailers when evaluating the efficacy of new devices, said John Freiler, Truck Trailer Manufacturers Association vice president of engineering, who led NTTC’s Rear Impact Guard Rule Changes presentation in March. “Mostly, people are considering dry van things,” he said. “That’s what people think of when they think about a big rig. They’re not thinking about a cargo tank. And so a lot of times they’re ignoring the cargo tank sector.”

In this case, the added weight required to meet the new FMVSS 223 and 224 standards, which require RIGs to “provide sufficient strength and energy absorption to protect occupants of compact and subcompact passenger cars impacting the rear of trailers at 35 mph,” is negligible, many OEMs already are producing RIGs to this specification, and operators are not obliged to retrofit existing equipment, Freiler said. But side underride mandates would come with serious repercussions for bulk haulers, leading NTTC to categorize its opposition of side underride protection as a Tier III strategic legislative priority. And discussions about further underride requirements are ongoing in California and the U.S. Congress.
That’s why NTTC lobbyist Britton Mullen, and this magazine’s editor, are urging industry stakeholders, including for-hire and private tank fleets and their suppliers, to express their concerns regarding underride cost and weight increases to their elected officials and NHTSA, which still is accepting comments on its Side Underride Guards Advanced Notice of Proposed Rulemaking (ANPRM), despite the original comment period ending last July.

Quantix absorbs Houston-based Space City Services
Quantix isn’t wasting any time.
One week after announcing its acquisition of CLX Logistics, the chemical supply chain services company revealed Tuesday it now owns Space City Services’ bulk transportation business, which includes 200 tankers for hazardous and non-hazardous chemicals and waste materials, and a rental fleet of 800 roll-off boxes.
The deal closed April 1, according to Chris Ball, Quantix president and CEO. Terms of the transaction were not disclosed.
Space City is Quantix’s 11th pick-up under private-equity owner Wind Point Partners.
“It’s a good deal for us,” Ball told Bulk Transporter. “The first liquid trucking company that we purchased [as A&R Logistics in February 2020] was First Choice Logistics in Chicago, and they had a waste business, so we’ve got that waste business in the Midwest, but we didn’t have one anywhere else. Now we do, and working inside plants is such a big piece of Space City’s operation. And we provide in-plant services in other segments of our business, where we’re loading trucks and railcars, and moving cars and containers, so this is a nice extension of the in-plant work that we already do.”
When Bulk Transporter visited Space City’s Houston-area headquarters for our November cover story, Space City founder Rob Thomas reported the company generated $16.5 million in revenue in 2020—and grew by $10 million annually each of the last three years. The carrier runs 128 tractors, and more than 1,200 total pieces of equipment, and employs nearly 200 people between four sites serving Gulf Coast customers.
The 28-acre Houston terminal includes a 35,000-sq.-ft. building with offices, seven double-wide shop
bays, a parts room, and a separate building for renewing the boxes that already are receiving Quantix logos.
Thomas is expected to remain with the company during integration, Ball said.
“We’re excited about this,” he said. “It’s a great business, it’s really well run, and like most of our acquisitions, we don’t buy these businesses to slash and burn things.”
Thomas echoed Ball’s excitement in a news release.
“We’re thrilled to continue providing our services to our current customers while bringing even more value through Quantix’s powerful suite of transportation, export, packaging, and warehousing services,” he said. “Our customers are
at the heart of everything we do, and pursuing this next chapter with Quantix means all of our customers benefit from our shared commitment to provide high-quality services and solutions.”
A&R rebranded as Quantix in 2021 after the first six acquisitions under Wind Point—which continues to fuel the company’s expansion.
“Rob and his team have built an impressive business with a strong reputation in the chemical transportation space,” said Konrad Salaber, Wind Point managing director. “Space City’s work in the chemical waste market will help cement Quantix’s position as the leading one-stop supply chain services solution.”

Heniff opens Total Clean facility in Charleston
Total Clean, a subsidiary of Heniff Transportation Systems, recently opened a new tank cleaning facility in Charleston, South Carolina.
While the wash rack is now open for business, Total Clean will soon break ground on property improvements to expand the facility with the addition of a full-service maintenance operation and additional tank wash services, the company added.
“The expansion of our network within the Charleston market is a great opportunity for our company and our many customers,” Bob Heniff, Heniff founder and CEO, said in a news release. “The new facility perfectly complements our current trucking and ISO services.”
The new facility is located at 7101 Bryhawke Circle in North Charleston, northwest of the Charleston International Airport, approximately 15 miles from the Port of Charleston, and 3 miles from Interstate 26.
CLI Transport adds AI-powered dispatching
CLI Transport, the dedicated fuel hauler for Sheetz convenience stores, recently selected Gravitate’s artificial intelligence -powered supply and dispatch solution for supply optimization, logistics automation, and auto-dispatch and -generation.
“For several years, we’ve been exploring options for alternative dispatch solutions to satisfy our dynamic needs as a growing company,” Eamonn Clarke, CLI director of petroleum distribution, said in a news release. “The market lacked compelling choices until Gravitate emerged. It was in 2023 that we began to seriously consider their offering. Trimac Transportation recently acquired Feldspar Trucking, a Spruce Pine, North Carolina-based company that specializes in the bulk transportation of feldspar, sand, clay, and minerals crucial to the ceramics and glass industries. Feldspar was founded as Norris Trucking with one truck in 1967. “We are thrilled to welcome Feldspar to

who crosses the Fred Hartman Bridge; and the entire enterprise is expected to serve as a blueprint for Sprint’s operations going forward. “The goal is to use this site as a template for adding these entities and bulk liquid services and developing into a provider of holistic supply chain solutions to our customers,” Noworatzky said.
Sprint Transport, which had 65 trucks and 160 tank trailers in 2013, now runs 200 trucks and 750 tank trailers.
“And as we do that, we want to replicate this format across our other locations.”
Sprint only moved into its new home, and established Sprint Logistics, the group’s ISO tank container depot, in December 2023, and it’s already winning business from chemical shippers, tank operators, and container lessors, who combined to fill the depot with 550 tank containers at one point in April. The group expects to complete Phase 1 of its Sprint Rail endeavor in Lake Charles, Louisiana, in the second quarter, and introduce a new rail-to-truck transloading business in La Porte later this year.
“We’re not done yet,” Noworatzky vowed.
“Customer needs drive our growth. And in nearly every instance, that expansion comes from customers asking, ‘Can you do this?’ and our response is always, ‘Yes.’ Then we figure it out and hire subject-matter experts to deliver exceptional results.”
Sprint’s new Logistics operation, which already had 550 tanks on site at one point in April, boasts two new Toplift Ferrari reach stackers for trailer chassis transfers.
Family-backed service
Sprint traces its roots to Sprint Sand & Clay, the mining company Joe Swinbank and his family formed in 1982. The family founded Sprint Transport in 2010 and continues to manage an array of businesses that work together where possible, as with the synergistic services today’s Sprint transportation companies supply. “That has worked for Sprint for 40 years, so we’re going to stick with the winning formula,” Noworatzky said.
Swinbank continues to attend weekly meetings and provide valuable insight. The family also empowers leaders with decision-making autonomy and capital support, allowing them to seize new opportunities, like ISO tank services, without delay. “I said, ‘I’m seeing a trend and want to pursue it,’ and they said, ‘OK,’” Noworatzky said. “By moving quickly and being innovative, we’re going to beat our competition.” And he expects to maintain a leading position with a deeply ingrained culture of goal-oriented guidance, customer and employee transparency, and people-first accountability.

Extra-mile assistance also includes inventive problem-solving, bespoke remedies, and dedicated services and equipment. “We’ll re-spec or reconfigure our trailers,” Sprint CFO Jason McCreight said. “We’ll go out to a customer’s loading rack and modify our procedures or provide different loading options. We’re always looking for creative solutions.”
And many customers and employees are seeking family-owned stability amid persistent private-equity disruption, added Noworatzky. “People like a family feel,” he said. “They want to know they’re not just a number.
“We focus on building strong relationships with our customers and retaining our drivers. As a people-focused company, I carefully evaluate our customers, rates, and lanes, and ask, ‘Will this keep my drivers happy, provide them with a good paycheck, and deliver excellent service to our customers?’”
“At the end of the day, that’s my goal.”
Transport prosperity
That people-centric approach already is working for Sprint Transport, which grew from 65 trucks and 160 tank trailers in 2013 to 100 tractors and 400 tankers in 2018 and 200 trucks and 750 trailers this year. The company also has “almost tripled” its 2018 revenue of $26.6 million in the last six years, Noworatzky said, crediting mutually beneficial partnerships for enabling expansion in good and bad times.
“We have a history of building longterm relationships, where we recognize we’re all in this to provide for our families and earn a living,” he said. “But
we’re committed to doing so in a fair and honest way, and never taking advantage of any situation. That has been reciprocated by our partners.”
Sprint leaders also track trends to stay ahead of market changes and work closely with key customers to strengthen bonds.
For example, in 2014, crude oil transport still accounted for 40% of the carrier’s revenue but, recognizing the volatility of oilfield work, they steadily migrated to chemicals, which now account for 95% of revenue. “Rather than investing in more oilfield equipment when business was good, we used the momentum to buy more chemical trailers,” Noworatzky said. And Sprint maintains a large trailer fleet because most of the trailers are leased out to support customer operations, like batch processing. “That allows them to continue making products without the upfront capex of buying trailers,” he said.

hour, load, or percentage based on the type of work they perform and length of hauls they run. And the new building’s signage already is helping Sprint swell its driver ranks. “We’ve hired more drivers in the last 90 days than we did all of last year combined,” Noworatzky said.
“It’s working.”
Equipment excellence
Running well-maintained, late-model equipment works, too, helping Sprint maintain a low turnover rate.
The carrier primarily runs Freightliner sleepers and daycabs with Detroit DD15 engines, DT12 automated manual transmissions, advanced driver assistance features like adaptive cruise control and lane-departure warning, and Paragon’s HydraChem Aux Series compressor with pump, hydraulic cooler, and auxiliary hydraulics. Sprint took delivery of 25 new Freightliner tractors last year—all to support fleet expansion—and ordered 25 more for 2024. Robert Sandlin, Sprint Transport director of maintenance, aims to trade in trucks at five years and 500,000 miles, but pandemic-related supply chain struggles extended cycles. “We should be back to where want to be in another 18 months,” he predicted.

maintains a 78% clean-inspection rate by performing extensive preventative maintenance every 45 days, Noworatzky said. “What Robert brought to Sprint [from Sentinel Transportation] is proactiveness with our trailer preps, resulting in basically zero rejections, and advanced, in-depth, and thorough PMs on all our equipment.” OEM software helps technicians diagnose issues, and extended warranties cover most major repairs, Sandlin added.
“Freightliner was a great partner for us during Covid, and over the last several years, when truck procurement was the most difficult we’ve seen,” Noworatzky said. “They went above and beyond to take care of us.”
New tractor technology includes digital dash displays, Isaac Instruments electronic-logging devices (ELDs) and fuel efficiency coaching, and Lytx forward-, driver-, and side-facing cameras that detect unsafe behaviors, like drivers holding cell phones or passenger vehicles unexpectedly changing lanes.

stainless steel, which reduces pitting and increases corrosion allowance. “Of all the things our industry has tried over the years, that’s one that is going to stick with us for a long time,” Noworatzky contended. Trailers feature Betts Industries ground-level vapor recovery and Hendrickson air-ride suspensions with zero maintenance damping (ZMD), and air disc brakes. Tire pressure control systems are spec’d on select trailers.

“We’ve had leadership from all the big ISO operators in here within the last several months,” said Prejean, who came from the tech industry last summer. “It’s exciting.”

moves toward an ideal operating capacity. “We want to expand and grow,” said Chris Lavan, Sprint Logistics director of business development, who arrived in January, bringing 25 years of experience with ISO shippers and operators, including stops at INEOS, Hoyer, Stolt, and Den Hartogh. “We have the potential to operate the biggest and best facility around here. But we cannot overextend ourselves at the expense of our customers.
“We have the nicest facility, but if we opened the floodgates to everybody, we wouldn’t be able to handle the volumes right now. So we’re cautiously approaching the market to make sure we maintain our service quality.”
Sprint Logistics doesn’t want to operate a storage yard, leaders emphasize.
Instead, Prejean elaborated, the goal is to drive “pull-through” revenue for Sprint Transport by turning tanks more frequently, preferably with a higher ratio of loaded tanks. Currently, the company trucks ISOs in and out, typically 25 at a time; inspects, stores, and cleans the tanks as needed, then sends them on their way. “That whole turnaround will take two to four days when we’re really running and gunning,” Prejean predicted. And when that happens, ideally within the next 12-18 months, he said, Sprint Logistics will be a top-five customer for Sprint Transport.

we do for ourselves,” he said. “So it’s all about pull-through with all these other entities.”
Synergistic site
Sprint’s new La Porte headquarters ties all its business entities together.
The site features an eight-bay, 12,400sq.-ft. tank wash, which is the group’s second Trident location; a 12-bay, 19,800sq.-ft. truck and trailer maintenance facility; an 18,100-sq.-ft., four-story office with a 2,500-sq.-ft. assembly area on the fourth floor; rail access via La Porte Rail and Terminal, which is co-owned by the Swinbank family and another partner. “Logistics and Rail emerged after we recognized the strategic potential of this location,” McCreight said. “Its proximity to the port, and the synergies we knew we could leverage for our customers made it a perfect fit.”
Those synergies include beneficial business for Trident and Sprint Transport, and one central location for collaboration, Prejean added. “We have all our leadership in one spot,” he said. “Josh doesn’t have to track me down at some depot in New Orleans to ask how things are going. And being here, in close proximity to each other, has increased the velocity of our learning curve for how we do all this.”
Sprint Rail, led by industry veteran Beau Maida, director of rail business, operates as a Class 3 railroad, with two locomotives currently moving 30 cars in and out of the La Porte Rail and Terminal facility every day for Chemours, Kuraray, and Foremark. When Phase 1 of the Lake Charles rail project is complete, the
location will boast the capacity to store 700 cars next door to the newly expanded Sasol chemical complex. “Our goal there is to have a one-hub location where all loaded cars go from Sasol directly into our facility without passing through another railroad, because we border their site,” Noworatzky shared. “We can manifest and build their trains, and ship them out to their customers, and all inbound cars will come through us, so we can bring them into Sasol’s facility as needed.”
The challenge, Lavan reiterated, is to maintain elite service levels while growing combined offerings with customers who “check all the boxes.”
“At every location, I’m trying to figure out which of our entities make sense, and we may end up securing more locations for ‘supersites’ like La Porte that can provide services across all modes of transportation,” Noworatzky said.
Expanding operation
Sprint’s five-year plan includes further expanding Lake Charles to store up to

The 18,100-sq.-ft., four-story La Porte HQ building serves as a central location for all Sprint’s companies and provides plenty of office space for training and other activities.
2,000 tank cars, working toward moving cars in and out of Houston-area plants in cooperation with Union Pacific, and fully integrating rail to complete Sprint’s intermodal capabilities. “This will allow Sprint to move seamlessly from rail to truck or ISOs for imports, exports, and everything in between,” Noworatzky said. They’ll also be able to help shippers all over the country move products by train to La Porte, where Sprint can truck them to their final Gulf Coast destination.
“That opens up a whole new game for ISO tank salespeople to promote our business,” Lavan said.
Leaders also intend to continue adding Logistics business—still a small piece of the overall operation now that boasts “big growth potential,” McCreight said— while increasing their understanding of the complete bulk supply chain and further embedding themselves with customers as a “one-stop shop” through future services, like barging, deep-water vessel access, and on-shore tank farm storage. “We just want to make sure we do business with the right partners who understand our culture and share our values,” Noworatzky said.
And with La Porte as the keystone, Sprint’s growth is “limitless,” he added.
“The key is sustaining the infrastructure, with our personnel and back-office support, to ensure we can keep pace with our vision and our customers’ needs,” McCreight concluded. “That’s always been the goal.
“You have to be nimble and respond quickly as new opportunities arise.” BT

Industry veteran satisfies customers with tailor-made tank trailer maintenance, modification services

HOUSTON—Mark Holloway dreamed of building an accessible MC-331 demonstration trailer for driver training and emergency response education for 23 years. Augie Quintero, founder and president of AJA Tanks, helped him realize that vision in 2022, custom upfitting a Mississippi Tank Company liquid propane gas (LPG) trailer to create an “awe-inspiring” cargo tank worthy of the showroom floor.
He also surpassed all expectations with singular customer service after the sale.
Holloway, the director of supply chain operations at AmeriGas, last year lined up classes for the Houston Fire Department training academy, Railroad Commission of Texas, and Texas A&M Engineering Extension Service but fell seriously ill and entered the hospital before those events, leaving him unable to attend. So Quintero stepped up to ensure Holloway’s prized tankers didn’t go down, too.
“Augie himself led those trainings because he knew how important they were to me,” Holloway reflected in appreciation.
Individualized attention and special-order spec’ing are only two of the many tank trailer maintenance and repair services offered by AJA Tanks, which Quintero opened in 2017 after a lengthy career with stops at Polar Service Centers, Vantage Trailers, and DSI Transports (now a part of Trimac). The shop, which is R-stamp certified and Railroad Commission licensed, also performs inspections; trials new equipment;
replaces frames, axles, and suspensions; provides storage, pickup and delivery; and much more.
“Augie is consistent in his performance, disciplined in his quality assurance, competitive in his pricing, and he stands behind his work,” Holloway said. “And when you’re spending money, it’s not about how much you spend, it’s how you spend it—and if I’m going to spend my money, I want excellent value.”

“A lot of people will only do business with you because they know you, if they like you, and think you’re a good person, with the honesty and integrity they appreciate, and believe they can take that to the bank.”

at San Jacinto College, he went to American Trailer (which Trimac purchased two years later) and Houston Trailer, which changed hands multiple times during his tenure, with Penske, Pentron, and finally Polar Service Centers in control. He moved to PSC’s new building east of Houston in 2000 and served as service manager until 2012, when he left to establish Vantage Trailers’ service department.
That fateful decision proved both unfortunate, and fortuitous.
Soon after he arrived, Quintero learned Vantage nearly closed its doors a year earlier. So when business began to slow down a few years later, he started to seriously consider chasing his dream of self-employment. “I could see the tell-tale

signs,” he recalled. “They were having problems.” Only two years later, in April 2019, Vantage declared bankruptcy, and Dragon Products acquired its assets and designs.
But Quintero came out on top with help from family and friends.
“Relationships are important to us because issues are going to arise, and if you don’t have a genuine connection, or emotional bank account, to draw on, it’s tough,” said Taylor Craigen, vice president at Jack Olsta Co.—an AJA customer and supplier—who met Quintero while he was at PSC, now part of Depot Connect International.
“Augie has always done great work for us. That’s why we keep going back to him.”
Entrepreneurial excursion
Quintero takes care of employees, too. So when he shared his entrepreneurial plans with Vantage staff, many were on board. “He got the muster to start his own business, so he asked me if I wanted to go with him,” said Lorenzo Butanda, AJA general manager. “Saying yes was the best decision I ever made.” Seven cargo tank mechanics, including shop foreman Abel Contreras, answered the same way, so they opened AJA Tanks on April 6, 2017, in a leased shop in Northwest Houston.
The new business owner made the anxiety-inducing decision to finance the endeavor with his 401(k), and wife Deborah, who wanted to retire from her job as a criminal defense attorney, worried about insurance coverage. “But she knew how important this was to me, so she gave me her blessing,” Quintero beamed. She also helped file the requisite

paperwork and register the name, an acronym for Augie and his sons, Jacob and Austin.
With help from another friend, Quintero obtained a loan through then-family-owned Vision Financial Group (now a division of Civista Bank) and purchased his current 7-acre location on Cutten Road, where AJA moved in February 2019. “It was a fixer-upper,” he said. After renovations and parking lot stabilization, the site now features 13,000 sq. ft. of office and shop space, 12 bays, and a separate building with live-in security. He also installed two water tanks and dedicated plumbing for hydrostatic testing.
“We’re more efficient because we don’t have to move tanks around as much,” he said.
The operation now employs 17 people, but the journey hasn’t been slosh-free. In addition to surviving Harvey and a global health scare, the group had to overcome the stigma associated with Vantage’s demise and reaffirm relationships with key vendors, including parts distributors and trailer manufacturers.
“It’s been exciting,” Butanda said.
“There have been difficulties, but there’s always something different going on, or a task that needs addressing. It keeps us on our toes.”
Specialized service
The shop stayed busy last year, with nearly 500 trailers rolling through, and managers maximize mechanics’ time by keeping plenty of parts and components in stock thanks to direct relationships with OEMs and partners like Jack Olsta, which also

sends used trailers to AJA for inspection and refurbishment. “They’re a good group of guys,” Craigen said. “They shoot straight with you, and they get equipment in and out of their shop in a timely manner.”
Holloway agrees wholeheartedly. AJA’s attention to detail, customer understanding, and cost-effective approach transformed his demo trailer into a show-stopping tool that looks like a working MC-331 rolling down the road. “I really wanted to open up the trailer, make it inviting, and have all the working parts visible, so people could touch, feel, and discuss, and you could get out of the classroom and talk about container design, baffles, piping, pumps, or whatever, and use that information to consider mechanical build and integrity, and then, in the next training, emergency response,” Holloway said.
“Augie and his team delivered on that promise in every aspect.”
AJA also pilots new equipment and accessories for Propane Transport International (PTI), the transportation division for AmeriGas, which the company then rolls out to other shop partners. “Aguie’s always been willing to be that business partner who says, ‘Absolutely, we’ll collaborate with you.’” That’s why AJA also is one of a select few shops that assists with PTI’s ongoing refurbishment program, which aims to examine, improve, and revitalize 80 of its 400 LPG trailers every year. And AJA is uniquely qualified to work on all PTI’s propane vessels because of its Railroad Commission license.
“There aren’t a lot of places in the Greater Houston area that can work on LPG tanks,” Craigen confirmed.
AJA was installing a custom heat tube in a new Etnyre asphalt trailer, as well as overfill and telematics systems, on the day Bulk Transporter visited. The DOT-certified shop also provides HM-183 cargo tank inspection and testing, and all manner of vintage and modern chemical, petroleum, and foodgrade tank trailer modifications, including jacket replacement, barrel restoration, sandblasting, and painting.
“We do a little bit of everything,” Quintero affirmed.
His shop is the only one that works on PTI’s 18,000-gallon portable storage units, and AJA also domiciles trailers so PTI drivers can drop off tanks for annual inspections and pick up prepped units without delays.
Intimate enterprise
Running a small-scale, family-owned operation with big-job capability comes with benefits and challenges. Quintero was happy to escape the corporate world and secure greater control of critical decisions, including how he takes care of AJA employees with flexible scheduling and open-door approachability. “Bigger companies don’t have the work environment we have,” Quintero maintained.
They don’t deliver the same caliber of service either, customers insist. Large, nationwide operations, where trailers lots often are “stacked three deep,” routinely run at maximum capacity to the detriment of customers, Holloway contended. Quintero understands one size doesn’t fit all, he added, and

a small business unlocks the freedom and flexibility to offer personalized service and informed price points.
“We’re very particular about the way we want things done, so we spend a lot of time in shops educating folks on expectations,” Craigen said.
“Augie understands and always meets those expectations.”
He’s also able to keep a closer eye on his people and trailers, boosting quality and safety. Employees probe tanks with gas meters before pulling them into the shop and reroute suspect units to wash racks. Meters are bump tested daily and recalibrated every 180 days, and AJA keeps meter sensors and filters, and personal protective equipment (PPE) in plentiful stock. The shop also purges propane trailers with nitrogen blankets and uses blowers to circulate fresh air when confined-space entry is necessary.
“I tell my guys, I don’t care if your mom told you she checked that tank, you better do it, too,” Quintero emphasized.
Challenges include finding skilled welders, keeping up with large operations on pay and benefits, and managing the escalating cost of business.
“We were at about $80 an hour on labor when we started in 2017,” Butanda shared. “But that has steadily increased to cover our operating costs, so we’ll hit $115 per hour in May.” AJA also reports more fleets are handling small jobs themselves, or holding off on recommended services, even if that keeps
trailers in the shop longer and delays inspections. “I get it,” Butanda lamented.
“It’s the economy, and people are trying to save money where they can, so if they have a shop, they’re doing more of that work.”
Keeping the faith
Quintero is optimistic business will pick up after a slow start this year. He typically sees more propane trailer work in the summer, when heating demand decreases, and increased spending after election cycles turn. Growth initiatives include expanding trailer storage through ADQ & Sons, and trailer leasing through Q Tank Lease. His plans don’t include opening new AJA locations. “I want to be able to have my hands and eyes on every trailer we work on,” Quintero said. “That’s very important.”
So is keeping AJA Tanks in the family. Austin now works in the shop, and Quintero hopes he eventually runs the business, with help from Butanda, Contreras, and their loyal staff. “A lot of people count on me,” Quintero said. “They put their faith in me, and followed me here, so I want to take care of them.”
He also intends to keep caring for customers—whatever their needs may be.
“It’s been a fantastic relationship with them, and it all started with trust and integrity,” Holloway summarized. BT

Bulk haulers across North America rely on Mauston for critical repairs and maintenance— now more than ever

The 40-acre campus features nine buildings, 22 service bays, six production bays, and three fabrication bays; 50 employees, including many technicians with 20-plus years of experience; and over $3 million in parts inventory—a combination of assets and capabilities that attracts customers from across the U.S. and Canada. “We have been repairing trailers here since 1962,” said Barrett, the general manager in Mauston for the last 23 years. “We have an exceptional reputation. We’re known for doing the tough jobs, the big jobs, and the hard jobs, so people have come to rely on this location. If it’s something outside the

“They know we’ve got the engineering backing, OEM parts, and skilled labor for the work.”
The work keeps coming, too—more every day.
Wabash partners with fleets, distributors, and dealers, and often ships OEM parts and components directly to end users who are trying to control maintenance costs while running equipment longer amid record inflation. But tank fleets of all sizes still count on Mauston for the critical services they can’t perform themselves. “Since the coronavirus, it’s been harder to find skilled mechanics and welder/fabricators, so it’s been difficult for carriers to outfit their shops with employees,” Barrett said. “And so a lot of times they’re working more on the tractors and sending trailers our direction.”
The industry veteran recently spoke to Bulk Transporter about tank trailer production and maintenance, parts availability, and Wabash’s ongoing effort to improve trailer functionality and durability; and shared three tips to help tank fleets keep equipment on the road for decades to come. “It’s not just the initial price you pay for the equipment up front,” he said. “It’s also the cost of maintenance over the lifetime of that product. That all comes into play. And as the prices increase on this equipment, our customers have an expectation that it will last longer, and to Wabash’s credit, it does.
“We’re building a better product today than we built 10 years ago.”

Parts supply and innovation
In response to customer demand and Covid-induced supply chain disruptions, Mauston manufacturers more of its own tank parts and components than in pre-pandemic times as well. “Covid was a gamechanger,” Barrett said. “We had to get creative for a few years in locating parts, procuring them, manufacturing our own parts, and doing whatever it took to get customers’ equipment back on the road.”
Parts availability and lead times are “much better,” he said. But Wabash, which produces approximately 3,500 tank trailers per year, continues to expand its vendor group and “near-source” wherever possible, allowing it to quickly dispatch parts and parts assemblies to customers, and even competitor facilities.
Wabash continuously enhances its trailers, too, Barrett said.
The OEM introduced sanitary tank trailers with Acutherm intelligent thermal management technology two years ago. It also now offers chemical, corrosives, farm-pickup, food-grade, and DEF trailers with the “latest and greatest” systems, including roll stability and anti-lock braking (ABS), Hendrickson air-ride suspensions and tire inflation systems, GPS tracking, and third-party telematics integrations.
“Wabash leads the pack when it comes to innovation, experimentation, and technology implementation,” Barrett asserted.
Total tank trailer maintenance
Mauston leads the way in customer cooperation.
In addition to supplying parts, repairing trailers, and assisting dealers with warranty work, the facility conducts tank trailer tests and inspections for regional and national customers—and often serves as shops’ information technology department when diagnosing issues with “smart” sensors and systems. “I get calls all the time from people who say, ‘We want to put a new ABS system in, can you guys program it for us?’
Because A, they don’t have the skill, or B, they don’t have the equipment,” Barrett said.
“It’s a challenge. That’s why a facility like ours stays busy.”
To help reduce the frequency of calls, Barrett offers the following tips for tank trailer maintenance:
• Establish a preventative maintenance program—and stick to it.
“You really need a good preventative maintenance schedule,” he said. “Fleets should have a good schedule, they should follow it, with a good, thorough checklist, and not just pencil whip it but actually perform every item on the list.”
• Check trailer lights, wiring, and assemblies—religiously. “If air lines are fading, replace them,” Barrett recommended. “Don’t wait for them to leave you stuck on the side of the road. Check your fittings and make sure they’re clean, dry, and greased, in the junction boxes and all the connections. The more proactive you are on lights and wiring, and the accessories that go with them, the fewer headaches you’ll have.”
• Inspect every trailer—even “non-code” tankers. “Code tanks that are hauling hazardous chemicals need tests and inspections performed on an annual basis,” he explained. “But there are a lot of tanks that don’t haul hazardous chemicals, and don’t require regular HM-183 cargo tank inspections, so many people don’t inspect the inside of those tanks. That’s a mistake. They should still have a schedule for looking inside tanks for corrosion, cracks, and anything that potentially could be a problem.” Fleets who follow that advice will keep trailers rolling long after Barrett retires.
“Even though I’ve been with this company for 41 years, I’m still super excited about the direction we’re going and culture we are cultivating,” he concluded. “That is going to help us continue to grow and produce better equipment that goes up and down the road safer. Our families travel these roads, too, so we want our customers to get their trailers where they need to go as safely as possible.” BT

Eagle Transport Corporation recently promoted Misty Richardson to terminal manager in Selma, North Carolina. Richardson joined the Selma team as a billing clerk in 2018. By the end of her first year at Eagle, she transitioned to dispatcher and became Selma’s operations manager in September 2022.
Eagle Transport recently added Tom Tingle as terminal manager in Roanoke, Virginia. Tingle boasts more than 30 years of experience in the trucking industry and currently holds a CDL with tanker and hazmat endorsements. Before joining Eagle, he was a manager at Suburban Propane, and he spent the majority of his career working in LTL for Yellow and Wilson Trucking.
Jeff O’Connor plans to retire from his position as chief operating officer at Heniff Transportation Systems effective May 31. As part of the planned leadership succession, Scott Templeman, who currently serves as Heniff president, will replace O’Connor; and Steve Lowman, current senior vice president of operations, will succeed Templeman. Templeman joined the company in October 2002 and Lowman arrived from Superior Bulk Logistics in December of 2019.
Lucas Oil Products recently promoted three executives to key roles. Deidra Colvin will serve as chief revenue and strategy officer after previously serving as chief strategy officer, Shane Burns is moving up to senior vice president of global sales after previously serving as VP of national sales, and Andy McMillian is rising to VP of national sales after previously working as Lucas Oil’s national sales director.

The National Motor Freight Traffic Association recently appointed Cara Walls as director of cybersecurity. Walls joins the organization with over a decade of experience in cybersecurity leadership for highly regulated entities such as Coyote Logistics, UMB, H&R Block, and New York Life. In her new role, she will lead cybersecurity initiatives focused on enterprise networks, systems, and assets—such as trucks—used to support the global supply chain and the U.S. transportation industry.
The Propane Education & Research Council recently hired David Walters as the new director of autogas business development. He brings more than 25 years of expertise in business development and sales leadership in the energy industry, including a focus on hydrogen and RNG. Most recently, he served as national sales manager at Atlas Copco Compressor, where he oversaw product integration across multiple North American regions.

Former National Tank Truck Carriers chairman Robert “Bob” Schaupp died April 15 at the Rennes Health and Rehab Center in De Pere, Wisconsin. He was 95 years old. Schaupp, who also served as president of LCL Transit and chairman of the board for P&S Investment Company—which includes LCL Bulk Transport—rose to NTTC’s top position in 1990. His son, current LCL Bulk president John “Hans” Schaupp, followed in his footsteps as NTTC chairman in 2012.
Born on February 25, 1929, in Wausau, Wisconsin, Bob was a dedicated and influential figure in the trucking world. He joined LCL Transit Company in Green Bay in 1957 and played a pivotal role in its growth and success. Under his leadership, LCL in 1983 became P&S Investment, which includes six operating companies: LCL Transit, LCL Bulk, HFCS Transport, Stellar Express, LDS Express, and St. Joe Express.
