With no relief from load shedding and rolling blackouts on the near horizon, an increasing number of Sectional Title (ST) schemes are making plans to install generators, solar panels and other equipment to keep the lights on. Many are also having to look at additional tanks and booster pumps to secure a steady supply of water when council pumping stations are also affected by load shedding and the mains water supply dries up. “However,” says Andrew Schaefer, MD of leading national property management company Trafalgar, “trustees must make sure they follow the correct procedures before purchasing such equipment for their schemes. And the first step is usually to explain to owners why considerations regarding noise, fumes and aesthetics mean that the best option for most sectional title schemes is a single large generator (or solar power plant) to serve the whole complex.” Those owners who think it might be a better idea if each of them had their own portable generator, he says, may need to be reminded that the Sectional Titles Act and rules prohibit owners from doing anything that is likely to be a nuisance to other owners and from making aesthetically displeasing changes to the exterior of their units – and that the trustees are required to uphold these rules, so there is a possibility of serious friction over individual installations. “In addition, unless owners have an exclusive use area where they can operate their own generator or put their own solar panels, they will each need to get the per-

mission of every other owner in the scheme for their individual installation.” In most instances, the owners will quickly agree that a single installation is best, but since it will constitute an “improvement to common property”, the trustees will still have to proceed to the next step, which is get their formal go-ahead in terms of the Sectional Titles Act. “This will need to be a unanimous resolution if the owners feel that the installation would be a luxurious improvement, but only a special or majority resolution if the installation is regarded as a non-luxurious or necessary improvement,” Schaefer says. “And these days, the general feeling seems to be that a generator is a necessary improvement, especially if it is needed to

power the lights on the common property and electrically-driven security gates, doors, cameras, fencing and alarm systems.” Turning to water supplies, he says that many apartment blocks have already experienced problems with very low water pressure and in some cases no water supply at all for several days due to load shedding. “And since it is really not practical to resolve these problems by means of individual installations, we suggest that any scheme that has experienced them, or expects that they might, should immediately call in an expert to assess what additional water storage tanks and booster pumps their complex may need, and make provision in their next budget.”

How to choose an agent you can trust Not all estate agents are created equal. So just how do you tell which ones you can trust to do a world-class job? In answering that question you will need to look both at the estate agency and the individual agent. For most people, selling a property means selling one of your biggest assets. The first leg of the annual Hero Challenge Summer Series, (criterium road racing for cyclists), took place at the Somerset Lakes lifestyle estate in Somerset West on Saturday 14 March. The event was a great success, with a number of high profile international and local professionals competing for top honours. Local families came out to support participants, enjoying the scenery and adrenaline rush. In the elite mens’ category, Brad Potgieter of

Europcar SA took first place, with JC Nel of Team Bonitas second, and Potgieter’s teammate, Ryan Gibbons in third. In the elite women’s category Heidi Dalton of Team Activate/ Demacon took first place, Cherise Stander of Team RECM second and Candice Neethling of Team Freewheel Cycology / Pam Golding third place. The race was the first of a number of sport and recreational activities, dubbed ‘Lake Living Events’ to be hosted at the estate this year.

Alternative funding for auction buyers Property auctions are becoming a popular method of selling and buying property in South Africa.

However, often the time taken by banks to approve loans hinders time-sensitive property auction transactions, and makes it difficult for buyers to secure the transactions. As a result, more buyers are turning to alternative lenders who are able to provide flexible finance solutions in just a couple of days. It can take up to three months to arrange a deposit from traditional lenders, which is far too long for buyers who have to abide by the auction houses’ stringent and contractually binding deadlines. This is according to Gary Palmer, CEO of

Paragon Lending Solutions. Palmer says time is of the essence for investors attending auctions, as buyers need to know how much capital they have available, and need fast access to this capital. He says auction houses require a deposit and commission to be paid immediately, and usually the remaining balance to be secured by a bank guarantee within 30 to 40 days. He says they have seen an increase in the number of potential buyers approach Paragon for a facility secured by other properties in order to have the comfort of knowing that they have the facilities to buy at auctions. The lengthy approval process of the banks due to tough lending criteria jeopardises the buying power of property buyers attending

auctions. In order for buyers to have the peace of mind of knowing that funding is available when required, they need to ensure they have the facilities available to move on transactions in the quickest possible time without any complications. Alternate lenders understand that property auction buyers need to move quickly to secure transactions, or they will risk losing out on valuable deals. They are able to process applications quicker and provide clients that have assets available with financial solutions as well as a formal bank guarantee within seven days, he says. “We have also seen an increase in the number of sellers at auctions seeking traditional bridging finance once their properties are

sold at auction. Sellers can obtain up to 80% of the net equity in the property prior to transfer. This works well as the sellers can have immediate liquidity to buy other properties or to invest funds into their business.” Palmer says investors should consider their options carefully before attending a property auction, and discuss their requirements with a finance specialist to determine the best way forward. Despite resistance from the banks, he says local property investors should not be deterred from securing finance for property auction sales against their assets, as they can continue to grow their business and increase their buying power which will allow them to buy more properties when opportunities arise.

So says Shaun Rademeyer, CEO of SA’s leading mortgage origination group, BetterBond Home Loans, who notes: “SA landlords are quite understandably cautious when letting their properties to new tenants because legislation such as the Prevention of Illegal Eviction (PIE) Act and the Consumer Protection Act make it very difficult for them to dislodge those tenants even if they default on their rent or damage the property. “And to limit their risk, the first thing most landlords or managing agents will do now is draw a credit report to establish whether the prospective tenants have a history of paying their bills on time and in full, and whether they have any current major debts outstanding or debt judgments against their names.” Thus a blemished credit record can become just as big an impediment to renting a property as it is to obtaining a home loan with which to buy a property, he says, and prospective tenants may need to work just as hard as prospective buyers to clean up and improve their records, even if they have a good income and can put down a big rental deposit. Some suggestions for doing so include the following: ) Be in charge. Stay on top of your accounts and instalments and make sure you make all the payments early or on due date every month. This

may sound basic but it’s the simplest way to show that you manage money well and are responsible about meeting your credit obligations. Remember it is not enough to make the payments “sometime” during the month they are due, because if they are not paid on or before the actual due date they will show up as late payments. ) Get ahead. Don’t just pay the minimum balances due on your accounts each month. Bring down the debt load you’re carrying by upping your monthly payments – which can also save you interest – and then systematically apply any spare cash you have to paying those accounts off completely. ) Don’t create new debt. Seek out and accept any offer of new credit very sparingly, in order to keep your credit-utilisation rate to the mini-

mum. What landlords want to see is that your monthly income is not currently mostly committed to debt repayments, and that you tend only to use credit for serious purchases, like a car to get to and from work. ) Don’t max out your credit or store cards. To demonstrate that you can use credit responsibly, you must keep your spending on cards under control and not just run them back up to the limit every time you have made a payment. If you can’t do this, it is better not to have them. ) Keep track. Check your own credit report at least once a year – and more if you are working on improving your credit score. Consider what it will look like to a prospective landlord and what more you can do to improve it.

Demand for housing continues to grow The demand for residential property continues to hold up well despite the current slow rate of economic growth in South Africa, according to the latest statistics from BetterBond Home Loans. These show, says CEO Shaun Rademeyer, that the total number of home loan applications submitted to the banks by BetterBond was almost3%upyear-on-yearattheendofFebruary, indicating a similar increase in the number of offers to purchase being made by prospective homebuyers. The BetterBond figures also reveal that the average home price paid in the year to end-February was R939 000, or 5,89% more than in the previous 12 months – but that the average approved bond size rose by only 5,69% over the same period and that the total value of formally granted bonds rose by only 3,2%, he says. “And this is underlined by the fact that the average percentage of purchase price required as a deposit rose from 16,96% to 17,12%. “In other words, the average buyer had to spendconsiderablymoreofhisorherownmoney to acquire a home in the past year – and that makes the increase in demand even more significant.” Rademeyer says further analysis reveals that this demand has primarily been driven by existing homeowners with sufficient equity in their current properties to fund the deposits and costs associated with the purchase of their next homes. “In the first-time buyers’ sector, our figures show that there has been a 6,4% decline in the

‘‘

number of applications submitted over the past 12 months, in the face of a 4,85% increase in the average home price to R654 000 and an increase in the average deposit required from 8% to 8,52% of purchase price.” Nevertheless, he says, first-time buyers still managed to account for an impressive 40,2% of the 37 300 home loans formally granted through BetterBond in the past 12 months – and 31% of the total value of loans granted. “This is surprising, in that first-time buyers are generally younger people with lower disposable incomes and less latitude in their budgets to absorb the sort of steep food, fuel and electricity price increases experienced in 2014 while still trying to save a deposit for a house. “But it is also extremely encouraging, because healthy demand from first-time buyers is what creates the knock-on effect that enables the real estate market to expand. “It also underlines the excellent timing of the Transfer Duty changes announced in last month’s national Budget.” In terms of these changes, Rademeyer explains, there will be no transfer duty payable now on any pre-owned home priced at less than R750 000. “The vast majority of first-time buyers – and many repeat buyers – will thus no longer have to worry about paying this tax in addition to the other cash amounts they require to purchase a property. “And that, combined with static interest rates and the drop in fuel prices since last year, should help to boost first-time buying again in the coming 12 months.”

Road test: Opel’s exciting new Adam FRANS LE ROUX In general, when people talk about German car manufacturers they tend to focus on the big three, Mercedes Benz, Audi and BMW that have long been seen as global benchmarks. These brands not only claim to represent the latest technology, but are keen to convince owners that nothing will go wrong during their life-cycles. Enter the fourth, forgotten son Opel. It has not had the sales successes of the other three, or enjoyed the same public attention over the past couple of years. The 90s were their glory years, which saw them producing some solid cars, like the Opel Astra 200iE, for example. Of late things have been looking up for Opel. Under the careful guidance of General Motors, the brand has seen an increase in sales as well as the introduction of some exciting new models to their line up. The Opel Adam is one of those arrivals which is sure to turn heads. It is brand-new from the ground up, featuring the company’s brilliant little three-cylinder engine and a slick-shifting six-speed manual gearbox. I was recently privileged to sam-

ple a bright yellow Adam for a weekend. Like them or loathe them, twodoor cars are sporty. The new Adam features striking good looks for a tiny city runabout. It sure is appealing, with the large Opel emblem positioned right in the middle of the blacked-out grille. Two circular indicator lights at the front sit beneath the angled headlights and a sloping roofline adds to the Adam’s sporty appeal. At the rear the sexiness continues. Two foglights are visible on each side of the car while the bootlid opens at a slight touch of the Opel emblem. This attention to detail fascinated me and was the feature I showed most of my friends as a sort of party trick. The Adam has loads of customising options too. A two- tone paint scheme, matching dashboard inserts and funky colour coded wheels, complete the rather attractive hatchback looks. Step inside and you’re greeted by an unfamiliar interior, although the quality and feel of the materials are certainly German. The tri-star aluminium steering wheel fits snugly in your hands, while the front seats are wonderfully supportive. A quality multimedia infotainment system is operated from a central interface touch screen. You can

Audio and cruise control are adjusted from the steering wheel. I found the cup holders tucked away in strange, almost unreachable area. Driving the Adam was another pleasant surprise. With its tiny 1 000 cc three-cylinder turbocharged mill, I wasn’t expecting a thrilling drive and the specs don’t promise much: 85kW/170Nm mated to a sixspeed manual box. When you jump in and move off, you really start enjoying the Adam’s trump card: its refined engine, without the expected off-beat three cylinder feel. The power figures are not at first impressive on paper, but when you get onto the road, you can’t help but fall in love with what technology has provided us in recent times.

Less than a decade ago, these same power figures could be found in a 2,0l four-cylinder VW Polo or Golf. Today, thanks to the turbooomph and a extra cog in the gearbox, you don’t just get better performance but diesel-like fuel consumption as well. On my trip to Rawsonville the Adam returned close to 17km/F, which is why downsizing in the motor industry is so popular. If your road is saddled with corners, the Adam is up to the challenge too. With its small body and low centre of gravity, the Adam is a revelation when the roads get twisty. I would like to think that if you opt for the OPC style 17 or 18-inch wheels, grip levels would increase even more. Along with that, the ride would firm up too. Rivals in this niche market include the likes of the Alfa Romeo MiTo, Audi A1, Citroen DS3 and the Fiat 500. If it’s the fun factor you are

after, the Adam comes closest to the DS3 and Fiat 500. In terms of price and performance however, the Opel trumps the rest. The Adam starts at R189 900 for the 1,4 petrol model, rising to R 232 900 for the top-spec Glam model. I personally think the Jam (which I tested) offers the perfect balance between sporty looks and fuel economy, though I would opt for any of the 17-inch wheel options to complete my Adam’s striking looks. Opel includes a comprehensive five-year/120 000km warranty and roadside assistance, coupled with a standard three-year/60 000km service plan. The Adam is certainly a gamechanger for Opel. It proves that there are still quality cars offering real good value emerging from their stable. Keep a look-out for even more exciting new models such as the beloved Corsa and the newly added Mokka.

Ferrari California T charges into South Africa QUICKPIC

With a new turbocharged V8 engine, a 49% increase in torque and a 15% reduction in in fuel consumption, the Ferrari California T epitomises elegance, performance, versatility and exclusivity: characteristics that have distinguished every California model since the 1950s. The updated California T features a revised body design to match its new engine’s boosted performance, with a holistic sports driving experience maintained at the exceptionally high level one expects from a Ferrari. Available now from the newly-renamed Scuderia South Africa chain, which unveils new premises country-wide to herald a new era for Ferrari in Africa, the California T boasts striking standards of innovation while retaining signature features such as the successful 2+2 concept, a refined cabin and, of course, the retractable hard top (RHT), which transforms it from a chic coupé into a sleekly sophisticated Spider in a mere 14 seconds. The model brims with a host of new solutions, not least of which is its eight-cylinder turbocharged engine. Maranello’s engineers have created an entirely new power unit which delivers superb levels of performance, blistering acceleration and the most exhilarating soundtrack any turbo has ever yielded. This is also the first time virtually zero turbo lag has been achieved on an engine of this type, guaranteeing instantaneous response to commands and, as with naturally-aspirated power units, and a torque curve that steepens across the whole rev range, thanks to Variable Boost Management. The direct-injection, 3 855 cm³ turbocharged V-eight is mounted low in the chassis in a midfront position, from where it produces 412 kW at 7 500 r/min, which translates into a specific power output of 107 kW/litre – highest in its segment, along with maximum torque of 755 Nm, figures which explain the T’s extraordinary acceleration in the 0 to 100 km/h sprint,

which it reaches in just 3,6 seconds. As in Formula 1 this season, a turbo is used to cut fuel consumption and CO2 emissions. Compared to the outgoing model, fuel consumption is down by around 15 percent despite 52 kW more power and a 49 percent increase in torque. Emissions drop to 250 g/km over the combined cycle, which equates to a 20 per cent reduction in the CO2/kW ratio (0,6 g/kW). The California T’s engine also benefits from several other solutions used on the single-seater, not least the compact, low-inertia twinscroll turbines used to ensure ultra-sharp throttle response. Expert Scuderia methodologies are also used in the plant for certain phases of engine production, particularly at the casting stage. One major challenge involved in the design of the California T was to guarantee it a typically intense, exhilarating Ferrari engine sound. This was achieved through meticulous design work and the use of special manufacturing techniques for essential components, such as

the flat-plane crankshaft and the three-piece cast exhaust manifold and turbo housing. The engine produces a powerful, engaging sound during both the intake and exhaust phases, becoming even more potent as engine speed increases. This the first time a result of this kind has ever been achieved with a turbo engine. The California T delivers true sports-car dynamics as well, thanks to reduced steering wheel activity and improved steering response to driver input, courtesy of a new steering box and suspension set-up. New springs and latest-generation Magnaride dampers (with increased response times) combined with body motion accelerometers, reduce roll and pitch for more precise handling while still guaranteeing a really comfortable ride. The California T also has the latest evolution of the F1-Trac traction control system for maximum acceleration out of corners, thereby underscoring the sportier side of its personality. The California T’s architecture, controls and new eight-cylinder engine ensure consistently intense driving pleasure in challenging

driving conditions as well as making the car fun to drive even in more relaxed situations, very much in the Grand Tourer tradition. The CCM3 carbon-ceramic braking system is also extremely efficient, with new composite discs and pads. The brakes are integrated with the ESP 8.0 premium system that controls the high performance ABS that will deliver a 100km/h to standstill braking distance of just 34 metres in ideal conditions. Considerable attention was paid to the design, maintaining the outgoing model’s overall dimensions while ensuring that the California T has a new, individual personality. The sleek proportions were penned by the Ferrari Styling Centre in collaboration with Pininfarina and are very much in keeping with the Ferrari front-engined tradition. The shape of the California T’s flanks is inspired by the 250 Testa Rossa’s famous pontoon-fender styling, with the front wing line stretching back towards the compact, muscular rear, bringing an aerodynamic sleekness and movement to the sides. The rear benefits from meticulous aerodynamic research, resulting in a new triple-fence diffuser. The California T’s cabin was designed to be as ergonomic as possible and exudes a sense of warmth and craftsmanship, with luxurious Frau semi-aniline leather trim. The interior space is flexible, so that owners can make the most efficient use of the boot capacity even with the top down, thanks to the opening between the luggage compartment and rear seats. The human-machine interface includes the Ferrari steering wheel with ts integrated controls, while the Turbo Performance Engineer (TPE) takes pride of place between the two air vents in the centre of the dash. The TPE display boasts a capacitive touch-sensitive surround to scroll through screens with information on making the most of the new engine’s performance. The California T also features a new infotainment system with a highly intuitive, highresolution 6,5-inch screen, featuring both touch-screen and conventional controls.
