Local Rawson branch takes top award Late last year, the Rawson Property Group’s Somerset West franchise took the National Chairman’s Award in the 2014 competition – one of the group’s most highly respected awards. This franchise was taken over by Johann van der Merwe in 2005 and has since 2009 been under the management of his son, Schalk van der Merwe, who also owns the group’s Strand and Gordon’s Bay franchises. At the annual awards function held last year at Grand West Casino in Goodwood and attended by some 700 estate agents and franchisees, Tony Clarke, managing director of the Rawson Property Group, announced that the Somerset West franchise raised its turnover above R250 million and in 2014 had doubled the number of sales that it made in 2013. His franchise’s success, said Johann van der Merwe, could in part be attributed to the new system under which his sale partners now operate. During 2012 his team had adopted a model which gives access to four dedicated in-house admin support staff, whose task it is to process much of the clerical work – thereby freeing up the sale partners’ time to concentrate on client service. This new system has been described by Clarke as “ground-breaking”. Van der Merwe, like other franchisees in The Rawson team in Somerset West recently received the Rawson Group’s Chairman’s Award. the Rawson group, has supported his team by providing them with services that give the sales partners a freer hand in their primary task. He has placed particular emphasis on the accumulation of stock, a key factor to success in an era where stock shortages are now a major challenge to many sale partners. At the annual awards function, Clarke explained that the Chairman’s Award is given to a franchise who, in the management’s view, is seen to be operating in a truly customer-orientated service-minded fashion. While it is not possible, he said, to win the award without achieving a high turnover and a good profit margin, other factors, particularly client satisfaction and staff morale, are also taken into account. “To win the Chairman’s Award,” said Clarke, “the franchisee must not only be competent and a good leader but also able to foster and grow his staff. In short, the winner of this award is the sort of franchisee which we would like to see the other franchisees emulating.”

The second oldest residential estate in the Western Cape and arguably one of the most scenic, Erinvale Golf Estate in Somerset West, is twenty years old this year and demand for homes is stronger than ever according to Loretta Diab, manager of Seeff’s Somerset West office. The sought-after estate, although still undervalued by about 15 to 20% according to Diab, now boasts a new record price, R23 million for a luxury home in Buzzard Close that sold late last year. This takes the top end price significantly up from the previous high of R17 million achieved in August 2012. Surrounded by the Hottentots Holland Mountains, the 155 ha estate sits in an elevated position affording residents spectacular mountain and vineyard views as far as the Strand coastline. What adds to the attraction for buyers is that, rather than a traditional golf estate, Erinvale is more like a village with beautiful gardens and oak-lined lanes with privately situated homes that range to spectacular millionaire homes, says Diab. Since the estate is fully built up, smart buyers are now renovating and extending quite extensively, creating new multi-million rand houses, she adds. While the standard of building is high, there is no uniform building style and home owners enjoy architectural individuality, the golf course as their front garden and an enviable lifestyle. The high security estate is positioned amidst two world-renowned wineries, Lourensford and Vergelegen, and the Helderberg Nature Reserve with direct access for residents. This makes the land very valuable. Yes, you have to make your monthly payments, but you can also make withdrawals – a feature that has become quite standard across banks in South Africa, and offers a great financial opportunity for people who know how to use it wisely. “The danger of using your bond to finance other things is when you’re borrowing long- term finance for short term gains,” says van Alphen. “For example, I’d never advise buying a car with your bond and paying it off over twenty years. Your car won’t last twenty years, and the interest you pay over that time will add up to more than if you’d taken a more expensive loan over a shorter period of time.” “But,” he points out, “paying that car off over five years at the lower interest rate your bond offers is a very smart option if you have enough equity in your bond and the discipline to stick to the timeline.” According to van Alphen, equity is the key to being able to use your mortgage for low-interest finance. “The way you can withdraw money from a bond has changed a little,” he explains, crediting the National Credit

Act for recent legislation designed to help prevent consumers from getting in over their heads in debt. “You used to be able to draw down the difference between the total bond granted and the amount left to pay. Now,” he says, “you can only withdraw the amount you’re in advance – any extra money you’ve paid in above and beyond your minimum payments.” As a result, if you want to use your mortgage to finance other things, you need to start paying off as much as you can as early on in the loan process as possible. This will increase your equity over time and grow the amount of money you can withdraw for other purposes. Of course, there is also the option to negotiate with your bank to increase your total bond amount. “You can increase your bond several times over the years,” van Alphen reveals, “but it’s only really advisable to do this when you plan on using the money to increase the value of your property.” He points out that banks are reluctant to increase mortgages in order to finance unrelated things, as they don’t want the value of your loan to outweigh the value of your property. According to van Alphen, the best way to take advantage of the low interest rates of your bond is to use your equity as an alternative to taking out a short term loan, but to ensure that you pay the money back into your bond over the same term that loan would have stipulated. After all, there’s no point in paying less interest if you’re going to be paying it for four times as long. “Using your mortgage is a great way finance things,” van Alphen concludes, “but you have to be smart about it and you have to be disciplined.”

The successful Bain’s Vallei residential development at Wellington has attracted much of the Wellington-focused property limelight in the last few years, because it was the first of the new-era developments to be launched. But equal success, says Tertius Joubert, franchisee for the Rawson Property Group at Wellington, whose team is involved in most major Wellington developments including this one, is now being achieved at another development, Val du Charron. Together, he says, Bain’s Vallei and Val du Charron today make up about 15% of his franchise’s turnover – and his sales currently make Rawson Wellington the front-running property agency in town. Val du Charron is sited in Berg en Dal off Church Street, but is within walking distance of the centre of the village. All its units are designed in Cape vernacular style that sticks successfully to the accepted norms for this type of design – white plastered walls, steeply sloping roofs, straight-line gables and stoeps with small pergolas. The development is enclosed as a gated village and plot sizes are 450m² on average. Although this is a plot- andplan development, the plots are sold separately to the homes at prices of around R430 000 each, leaving the buyer free to use an own building contractor. At Val du Charron the Rawson Property Group has been mandated to sell 14 of the homes. These have floor areas of 150m² to 170m² and all enjoy views of the Hawequas Mountains. “What you are getting here,” said Joubert, “is real value for money: the prices of R1 295 000 to R1 495 000 would in many Cape Peninsula suburbs be two or three times as high – and that is not an exaggeration. In addi-

tion, these homes offer real quality: all have double garages, three bedrooms, two bathrooms, aluminium framed windows – and the buyers have a wide choice of floor finishes, like carpeting or tiles.” Joubert is predicting that his team will have achieved a complete sell-out by the end of this year. The buyers have to put down only a 10% deposit (and this is negotiable) and the homes are handed over within five months of registration. Asked what attracts the type of buyer he deals with in Wellington (apart from the obvious value for money factor), Joubert said that

an increasing number of people today are looking for the relaxed rural lifestyle that Wellington can offer and if this (as in Wellington’s case) is in the Winelands it is considered a definite bonus. Another big drawcard for Wellington, he said, is that it has an exceptionally low crime rate. Although it would be not quite true to say that it is totally crime-free, what crimes do occur tend to be in the petty crime category. “Wellington is a town which, once lived in,. is always loved. People move from here only with the greatest reluctance,” he said..

Transfer duty and the 2015 Budget From1Marchpurchasersofimmovable properties will be paying very different transfer duties when acquiring immovable property than those applicable before 28 February. The motivation from the fiscus for the quite radical proposed changes, is to provide relief to middle income households. If a property transaction is not subject to VAT, a purchaser is usually liable (subject to certain exemptions) to pay transfer duty to SARS in terms of the Transfer Duty Act No 40 of 1949, based on a sliding scale, depending on the value of the property purchased. Transfer duty rates and brackets were last adjusted for the 2011 tax year. The effect of the changes to the transfer duty rates announced in the Budget on 25 February is that after 1 March, purchasers will pay less transfer duty acquiring immovable property with a value up to approximately R2,3 million than they would prior to this date. For properties with a value over R2,3 million, purchasers will pay progressively higher transfer duty from 1 March. Properties with a value below R600 000 currently attract no transfer duty, and from 1 March, this threshold will be increased to R750 000. Transfer duty on properties purchased for R1,5m and R2,2m respectively prior to 1 March is R37 000 and R93 000 respectively, but this will reduce to R30 000 and R81 000 respectively, from 1 March. Transfer duty on properties purchased for R5 m and R10 m respectively prior to 1 March is R317 000 and R717 000 respectively, but this

will increase to R387 500 and R937 500 respectively, from 1 March. While the adjustment to the rates and brackets will certainly substantially assist middle income households and no doubt boosttheresidentialpropertymarketinthe R2,3m and below price range in particular, it is not anticipated that the fairly substantial increase in rates in the upper price bracket will have any major effect on that market, given the different income brackets of those purchasers. Purchasers of residential properties in the upper price bracket after 1 March will obviously benefit further when purchasing properties directly from developers and other VAT vendor sellers, after the transfer duty rates are increased for higher valued properties. Conversely, there will be a greater difference between the transfer duty rates and VAT applicable to properties below R2,3m, after 1 March. Many industrial and commercial properties are owned by VAT vendors and sales of such properties attract VAT rather than transfer duty, so the adjustment to the transfer duty rates will not have such an impact on non-residential properties. Transfer duty is a minor source of revenue for the fiscus, and the adjustments proposed should have very little effect on total revenue collected from this source, given the averaging effect that the amended rates and brackets have across the spectrum of prices.Theresidentialpropertyindustryin the lower and middle income category will no doubt be delighted following the Budget announcement on the adjustments to transfer duty.

Jaguar F-Type R Coupé sets SA land speed record MOTORPRESS The Jaguar F-Type R Coupé is officially* the fastest production vehicle in South Africa. On 28 February, at the Upington Airport, in the Northern Cape, a small group of Jaguar employees gathered to watch the 405 kW supercharged V8 coupé being driven into the record books. The event was the culmination of just over six weeks of planning, and saw Jaguar tapping into its heritage; recalling the 40s and 50s, when it famously set numerous European land speed records with the XK120. “Not only do we say that racing is in our blood – we go out there and prove it,” said Richard Gouverneur, managing director of Jaguar Land Rover (JLR) South Africa and sub-Sahara Africa. “Aside from being inspired by our history of racing and land speed records, we also wanted to show off the innovation, performance and safety of our vehicles. A car that’s capable of reaching 300 km/h safely is many times safer at legal and safe speeds.” At the hands of Dawie Olivier, national aftersales manager at JLR – and racer with more

than two decades of rallying and circuit racing experience – the F-Type R Coupé reached speeds in excess of 300 km/h on the 4 900 metre runway at Upington Airport. For the record to be official, two runs have to be completed in both directions while timekeeping officials from Motorsport South Africa measure speed over a one kilometre distance. On the uphill section of the F-Type’s record-setting run it achieved a speed of 288,33 km/h, while the complementing downhill run saw it crack the magical 300 km/h mark with an officially-measured speed of 301,03 km/h. The land speed record comprises the average of the two runs, and now sits at 294,68 km/h – beating the previous record of 287,63 km/h set in 2002, with Mike Griffiths behind the wheel of a Porsche 911 GT2. “The F-Type R Coupé is limited to 300 km/h, but we chose not to remove the speed limiter, even though the regulations make provision for us to legally do so. The car that we used is exactly as customers can buy it off the showroom floor,” said Gouverneur. “Ultimately, we ran out of space to go even faster – however this was the safest venue to illustrate the potential of this vehicle.”

The 2015 Chevrolet Trax small SUV has received the highest possible 5-star Overall Vehicle Score for safety as part of the National Highway Traffic Safety Administration’s New Car Assessment Program in the United States. The rating was given to both front- and all-wheel drive models. The award further cements Chevrolet’s commitment to put safety and quality first. And places the Trax among the safest in the quickly expanding small SUV segment in Sub-Saharan Africa. “The Trax is the perfect example of Chevrolet’s commitment to putting state-of-theart technology and class-leading safety fea-
