NO DEFINITE PLANS FOR SECOND STATE HOSPITAL

Hospital upgrade on the cards DELIAH BRINKHUIS The dire conditions at the Helderberg Hospital will hopefully improve once the provincial health department implements plans to upgrade the facility later this year. However, the building of a new hospital in the Helderberg is yet to be approved, with the department confirming that this is a long-term plan. Last year DistrictMail published a series of articles that highlighted the need for improved services and conditions at the hospital. The articles traced the last days of Willie Abra-

hams (42) in the hospital’s emergency ward. Abrahams, a cancer patient, was seen wandering around the hospital for five days. On the third day, a visitor photographed him lying on the floor, blood pouring from his mouth. Two days later he died in the emergency unit. Abrahams was never placed on the hospital’s filing system or admitted to a ward. Siviwe Gwarube, spokesperson for newly appointed provincial health minister, Dr Nomafrench Mbombo, says the planned hospital is a priority, but remains a longterm goal with no set date. The department is, however, hopeful that a clinic, which is cur-

rently under construction in Lwandle and set to open in October, will bring much needed relief. She cites a lack of available space at the Helderberg Hospital as a challenge for effective treatment of patients, saying that a demand for services at the hospital has increased over the last few years, particularly last year, with almost 4 000 patients visiting the emergency unit in December last year. “In December, the emergency unit experienced a particularly steep rise of patients: the numbers presented was a total of 3 956.” These patients are from all over the Helderberg – 36% from Strand, 16% from Macassar, 15% from Gra-

bouw and 12% from Lwandle. “The rest came from Somerset West, Gordon’s Bay, Sir Lowry’s Pass, Eerste River and elsewhere,” she says. According to Gwarube, the existing building was not designed to handle the growing number of patients, or complexity of current patient illnesses. The absence of 24hour community clinics in the area also contributed to the influx of patients to the hospital’s emergency unit last year. “In 2014, the ward’s headcount increased by 20%, the in-patient days by 24,5% and the outpatient visits by 20%. At the same time, the facility’s infrastructure and the staff establishment remained unchanged,” she

says. As a short term intervention, a 14bed overflow observation ward will be built between the current casualty ward and administrative building. Its construction should be completed by December. “This will help greatly with the decongestion and improved flow of patients in the emergency unit,” she says. The Lwandle clinic, which is being built at an estimated cost of nearly R30 million, will comprise two floors with a 1 500 m² floor plan. Gwarube says construction of a new emergency unit and overnight facility at Helderberg Hospital is estimated to start in July 2016.

Garden Village residents Elton Bruintjies (22) and Zamile Magwaza (30) allegedly threatened and robbed a 21-yearold of his cellphone and money while holding a knife to his neck. After investigation, the victim’s belongings were found in the suspects’ possession, they were arrested and detained at Pollsmoor Prison. Bruintjies appeared in court yesterday (4 March). The outcome of the case was not known at the time of going to print.

Armed robbers hit watch store Yet another Somerset West store has fallen prey to the scrupulous acts of brazen armed robbers. This time the target was a watch store, Time Watch Specialists, in Somerset Mall last Friday (27 February) at 09:40. The robbers made off with a batch of expensive watches. The incident is one of many in a long

string of robberies which has plagued Helderberg businesses since June last year. In January, the Vodacom store in the Helderberg Village was hit by three armed men – the same store saw a foiled robbery in December last year. Somerset West police spokesperson Sergeant Suzan Jantjies confirms they are investigating a case of business robbery. “Four armed men entered the store,

threatened the store staff, demanded goods and fled the scene with expensive watches of an undisclosed value,” she says. “No shots were fired and no injuries were reported.” No arrests have been made. Police are appealing to anyone with possible information on the incident to phone Somerset West Police Station on 021 850 1344.

Three people appeared in the Strand Magistrate’s Court for the illegal possession and transportation of crayfish on Friday 27 February. The police’s K9-unit responded to informationofavehicleallegedlytransportingcrayfish from Hawston on the evening of Wednesday 25 February at 22:00. The white Honda CRV SUV was spotted on the N2 opposite Lwandle and the vehicle was stopped.

Upon searching the vehicle, 13 bags filled with crayfish tails were found. The three occupants, aged 20, 34 and 43, from Steenberg, Grassy Park and Woodstock, were arrested. The crayfish tails were counted by officials from the Department of Agriculture, Forestry and Fisheries. It amounted to 5 578 units, valued at R2 million. The vehicle was also seized. The outcome of the court appearance was not known at the time of going to print.

Shopping mall for Gordon’s Bay DALEEN FOUCHÉ A brand new shopping mall – valued at R50 million – is in the pipeline for Gordon’s Bay. Construction ,set to start in April, is expected to take 12 months. In recent months, this is the third big development project for Gordon’s Bay on which DistrictMail is reporting. Renovations to Krystal Beach, formally Vila Via, started early last year. It is expected to be completed at the end of April. DistrictMail recently reported that the rejuvenation of the hotel will bring a much needed boost to the local economy. A R27,75 million upgrade for the Mountain View shopping centre in Gordon’s Bay is also on the cards. The new “mini-mall”, which will be situated on the corner of Faure Marine Drive and The Waterway,willofferundergroundparkingand

two levels with shops and restaurants above ground. News of the planned development has been welcomed by locals. Danie Miller, chairperson of the Gordon’s Bay Business Forum, says the development is good news for Gordon’s Bay. Resident Di Nosworthy says a shopping mall would be a great asset for the Gordon’s Bay area. “People underestimate how Gordon’s Bay has grown; we are no longer a village,” she says. An anchor tenant, a coffee shop, restaurant and line stores will populate the mall. The mall will offer 4 200m² leasable space. Nosworthy says the area can only benefit from having a big anchor tenant, a few fashion houses and fast food joints. “Currently we have to drive to Strand to get fast food.” Jacques Nortier, project co-ordinator, says negotiations with possible tenants will start

now. Planning of the mall has been in the pipeline for quite some time, with provincial environmental authorisation being granted in 2013. Town planning was finalised in January. Approval was on condition that the developer also upgrades the stretch of Faure Marine Drive in front of the mall. The island in the middle of Faure Marine Drive will be extended and the bridge, just past the site, will be doubled. The mall, dubbed Gordon’s Bay Village Market, is being developed by Sam Kokbel, a South African developer who is currently also developing a mall in Angola. Nortier says only a few objections were received during the public participation process. To minimise activity around the mall, for residents living in Lancaster Road, delivery trucks will use the road only to enter the premises. “They will circle the mall and exit through Wildeboom Road, which will be extended to join Faure Marine Drive.”

Measures to reduce congestion TASMIN CUPIDO Relief from heavily congested roads in the Helderberg is on the horizon, as the City of Cape Town plans to implement various interventions to ease the recent increase in traffic volumes in the area. The City’s transport department has confirmed it is considering upgrading a number of intersections to ease the flow of traffic. However, the implementation of these plans depends on available funds. Since the beginning of the year, Helderberg residents have raised concerns about traffic congestion on Strand, Gordon’s Bay and Somerset West roads during and after peak hours. They have also questioned the cause of the increase in traffic and why traffic officers are not more visible during these periods. The City says they have received reports of increased congestion on Beach, Main, Fagan, Broadway and Broadlands Roads in Strand and Gordon’s Bay, as well as on Main, Irene, Dummer, Lourensford and Victoria Roads, and in front Somerset Mall on the R44 in Somerset West. Some residents shared their experiences on the DistrictMail Facebook page. Lisa-Marie Bodington wrote: “Everywhere you go, you get stuck in traffic. The N2, from Victoria Road, is horrific – no matter what

time of day and in both directions. There are so many more housing complexes going up and more people moving to Helderberg. What is going to happen in a few years?” Natasha Swanepoel believes the sudden increase in traffic congestion can be attributed to an influx of people from other provinces, while Rory Currin describes the situation as “madness”. It seems the City has heeded residents’ cries for the alleviation of the traffic nightmare, acknowledging there has been a significant increase in traffic volumes to and from the Helderberg Basin. As far as the Mayoral Committee member for Transport, Brett Herron, is concerned, the number of new housing developments in the area is the main reason for the increase in vehicles on the roads. “We have received requests for the upgrading of roads at several intersections. However, we have a limited budget available and do the best we can within these limits,” he said. Eight intersections are being considered for intervention. These improvements include creating two right-turning lanes at the N2 and Victoria Road intersection, with the inside lane sharing movement with straight-going traffic, and extending the right-turning lane of the R44 into the N2 towards Strand. Lane marking changes – to increase turning capacity – are also earmarked for the

Main/Dummer, Main/Victoria, Main/Gordon, Main/Adries Pretorius/Bizweni and Old Stellenbosch/ Main intersections. At the N2/Hlati intersection, the department is considering the installation of a right-turning phase, as a result of limited gaps to turn. However, Herron could not provide an implementation date for these traffic interventions. Meanwhile, City Traffic Services has undertaken to patrol and monitor the situation, and liaise with the transport department should long-term solutions be needed. Traffic Services spokesperson Richard Coleman says two teams of seven traffic officers each have been deployed in the Helderberg. “There are two teams: two inspectors with six officers deployed for each team,” he explains. “Officers patrol during the peak hours in the morning and afternoon, as well as respond to complaints with enforcement operations in the area.” Coleman adds that they are prepared for load shedding periods in the Helderberg, with the recent installation of 10 uninterrupted power supply (UPS) systems at the major traffic intersections. “We have requested an additional 12 UPS systems for the Helderberg area. “Traffic officers or OUTsurance points-men assist with the regulation of traffic at the intersections that do not have a UPS system installed.”

DEMANDING SERVICES: Residents of Lwandle and Nomzamo joined in a peaceful march on Wednesday (25 February) to hand over a memorandum with grievances to the City of Cape Town. The memorandum highlighted service delivery issues with water, toilets, waste removal and housing. The City of Cape Town has 15 days to respond to the memorandum. ‘Copper thief’ in court Verron Oostendorp (40) will appear in the Strand Magistrate’s Court again on Friday 13 March. Oostendorp, a Somerset West resident and owner of Jumbo’s Towing Services, was arrested on 4 August last year at Helderberg Scrap Metal in Strand. Copper cables with an estimated value of R20 000 were found in his possession. He was granted R1 000 bail at his first court appearance on 5 August.

Die rioolstorting is gestop deur ’n laspyp wat die gebreekte pyp uitskakel. Maar die

pyp is al drie keer sedertdien weer beskadig, wat verdere rioolstortings veroorsaak het. Die nuutste insident het op Saterdag 28 Februarie plaasgevind. Volgens rdl. Dave Venter loop die stelsel oor wanneer die pompe, wat die riool deur die laspyp stuur, afgesit word om die diesel te vervang. Venter sê hy het self Saterdag by die pyp gestop en die amptenare ontbied. “Daar was toe nog nie veel riool gestort nie.”

Die probleem met die pomp is nou oorbrug, sê Venter. Om enige verdere stortings te voorkom, word die laspyp nou verleng en onder die sypaadjie begrawe. Die plaveisel is reeds oopgekap en die kontrakteur is besig om die sloot diep onder die sypaadjie te grawe. “Ek is oortuig dat dit die probleem sal oplos, omdat die laspyp diep onder die sypaadjie begrawe word.” Venter sê die langtermyn oplossing vir die probleem is om die pyp tot agter die nuwe

Eagle Bar eviction on the roll DALEEN FOUCHÉ The City of Cape Town has initiated the eviction process of more than 60 people squatting behind the Eagle Bar building in Rusthof. Last year, DistrictMail reported on failure of an initiative to turn Eagle Bar into a skills development centre for the Rusthof community in 2006, and that the dilapidated building is illegally occupied by micro businesses and several families squatting at the back. They have no access to water or sanitation. According to a recent report to subcouncil 8, 60 people currently live behind the building. Included in the number are 16 children. An eviction notice has been drafted and will be handed over to the illegal occupants, who will have two months to vacate the property. The report states that if occupants fail to do so, legal steps will be taken.

The City is currently investigating the possibility of finding alternative accommodation for the occupants. “For the City to institute eviction proceedings against occupants, the City will have to satisfy the court that proper processes were followed regarding the relocation of the would-be homeless occupants,” the report states. The former Helderberg Municipality bought the building at R325 000 in 1999. It was initially used as a business centre, with Rusthof residents being the beneficiaries. But this initiative was short-lived, as the businesses failed to pay rent. Garreth Bloor, Mayoral Committee member for Tourism, Events and Economic Development, says the leases of businesses were cancelled in October 2002 and an eviction order was granted in March 2003. But this was never executed. According to the report, the City must now consider whether to use the building or sell it.

Mail A life or death situation The provincial health department is remaining mum on plans to build another state hospital in the Helderberg. This week it announced plans to temporarily improve the conditions at the crippled Helderberg Hospital. But these plans will only be implemented in the next couple of months, so residents will just have to accept current conditions at the facility. With new housing developments sprouting like mushrooms across the Helderberg Basin, one cannot help but question whether the current infrastructure – especially as far as health care is concerned – can handle the influx of new residents who will be settling in the area. It is imperative that local and provincial authorities take account of the mounting concerns about health care facilities, before giving any further housing developments the nod. The already over-utilised Helderberg Hospital cannot even cater to the needs of those currently residing in the Basin at present. The approval of another hospital in the Helderberg could literarily mean the difference between life or death.

Ditch megacities and bring back the hub for good governance Crime in the Helderberg is getting worse and shows no sign of improving in the next few generations. Any thinking person knows that it is a highly complex problem with many causative factors. The obvious remedies are a government with honesty, skills and a commitment to education, and discipline and punishment for all offenders – from the president to the labourer. Next, we need to consider a drive to make certain that all churches

preach the social gospel of community involvement, which includes parishioners joining numerous suburban branches. Then we must work towards reapplying the welltried methods of corporal and capital punishment to any individual breaking the law. One short-term improvement would be to move from a megacity to self-governing cities such as Helderberg, Bellville and Durbanville. The present megacity system

does not work. It is too large, impersonal, inefficient and understaffed, notwithstanding the incredible efforts of many people. The hub management model makes much more sense than the unwieldy impersonal megacity. The hub is an excellent move in the right direction for survival and progress for the next four generations.

The post read: “This Congolese man, Paul, just saved me a medical bill, possibly my unborn child and a trip to Europe . It happened at the Somerset Mall parking lot: a guy was reversing at full speed and didn’t look in his rear view mirror. Paul ran in between me and the car (I was standing at my trolley with my back to the car), swung himself on-

De Hoop spog met top 10-prestasie Laerskool De Hoop is aangewys as die sewende beste skool in die Wes-Kaap vir die assessering van wiskunde en moedertaal van gr. 3- en 6-leerders. Dit is onlangs aangekondig by die provinsiale onderwysdepartement se prysuitdeling aan die skole wat die beste in dié eksamens gevaar het. Die eksamens, wat bekend staan as Litnum, word deur ’n onafhanklike organisasie ingestel en geassesseer om vas te stel wat die gr. 3- en 6-leerders se moedertaal- en wiskundevaardighede is. Wynand Cillié, hoof van die skool, sê hy is baie trots op die leerders en die onderwysers wat

die prestasie moontlik gemaak het. Hy verduidelik dat verskeie faktore die prestasie nog meer noemenswaardig maak. Onder die 10 topskole is De Hoop die enigste skool wat meer as 1 000 leerders het en die laagste skoolfooie het. “Ander skole onder die top 10 se skoolfooie vergelyk met privaat skole s’n.” De Hoop is ook die enigste dubbelmediumskool onder die top 10. “Ons is baie trots op ons toegewyde personeel wat die prestasie moontlik gemaak het. Dit is lekker om erkenning te kry vir harde werk en ons hoop om die prestasie volgende jaar te herhaal.”

Shavathon for Cansa at Mall a big success The Cansa Shavathon held at Somerset Mall on Saturday 28 February was a huge success with R20 115 collected and almost 400 people shaving or colouring their hair or donating money to the cause. Susann Breytenbach, sustainability unit manager, CANSA Southern business unit, said they were thrilled with the support they received from Helderberg residents.

She also thanked Somerset Mall and Radio Helderberg for their assistance in making the event so special. She explained that the money collected would stay within the community and would be used to train volunteers and for the dayto-day running costs of the organisation.

Saving oneself poor by avoiding risk Confucius said: “Only the wisest and stupidest people never change.” They say the only constant in life is change. This is nowhere more apparent than in the world of investing, where things change daily. How must the average investor cope with this kind of uncertainty? Any rational thinking investor trying to manage their own money using the overload of information freely

available is likely to go crazy. This is probably why so many investors who take responsibility for their own finances prefer the perceived safety and control of a money market account. Unfortunately, cash has its own risk. I am not referring to splitting your investment between several banks to avoid bankruptcy, but rather the inflation risk of hold-

ing cash. Best illustrated using a cash-flow

analysis: Investment: R1 000 000 Income required: R60 000 Interest rate: 7% Inflation rate: 5% The tabled cash-flow clearly illustrate the erosion of capital to provide for an inflation-linked income. The solution is quite simple: ither reduce the income required or invest more appropriately in some growth assets to generate a higher return. Massive mackerel shoals reported along False Bay Massive shoals of mackerel were spread all along False Bay from Sea Point to Struisbaai on Saturday and a number of smaller boats reported excellent catches one mile off the Strand slipway. Johan Badenhorst reported good catches of mackerel but was unable to venture further to locate bigger fish under the shoals. This month should still bring yellowtail, kob and geelbek into the usual venues. The stiff south-easter could however cool the water down if it continues to blow so strangely. Most boats fishing on the Simon’s Town side of the bay were unable to go to sea due to the wind. Last Thursday local boatman Gareth Beaumont and his crew on “Tyler” managed to tag and release two striped marlin on the 45 Mile Bank at Struisbaai and also reported plenty of yellowtail. On Wednesay and Thursday last week local spinner-men casting from Blake’s Beach and surrounding reefs caught and released a number of leerfish up to 73 cm. It’s good to hear that most of the experienced anglers are setting a good example by immediately releasing most of the leerfish.

FISH ’N CHIRPS

All leerfish Lichia amia (or garrick) under 70 cm are undersize and must be released so that they Art Ridgway can reach sexual maturity, which occurs when they are three years old and 70 cm long (from the tip of the nose to the middle of the forked tail). The odd elf is still being caught on bait and spinners, but the big shoals of elf have not shown up this year yet. Now that the south-easter has suddenly dropped, fishing should be more pleasant this weekend. During the past weekend a number of small boats that braved the south-easter at Hangklip had good catches of geelbek and a few kob. In Kleinmond a boat that fished just outside the river mouth had good catches of mackerel and yellowtail. A few belman have been caught locally on prawn and worm. In this lull they should be caught on light tackle. Yellowtail spinner-men must bear in mind that from now on the yellowtail often pass

the Rooi-Els ledges due to all the bait fish which are on our side of the bay. When the northerlies blow, the odd geelbek can also be caught on the ledges very early in the morning. On Saturday morning all the boats went to the Five-Mile Bank to look for yellowtail, but did not find any. Three boats did manage to find some yellowfin tuna between 10-13 kg there. Some boats went to the Mouth and others to the Skipskop area. Some small kob and smallish redfish were caught at the Mouth. The crew on Cavalier managed to find a big shoal of kob in the 4-9 kg range in the Skipskop area and called all the boats to get their share. Ian Viljoen on Cavalier managed to land a 9 kg kob, biggest of the day, while Daniel Hughes on Relentless landed a red steenbras of 6,24 kg. Pirates win thrilling match against Battswood Helderberg Pirates Baseball Club’s fighting first team beat Battswood 6-5 in a thrilling game played at Chucker Road on Saturday. Pirates started with Daryn Chalmers on the mound who, despite a knee injury, did well to restrain Battswood but some sloppy fielding allowed runs to leak throughout the first five frames, which left Pirates trailing 5-0. Chris Lambert followed Chalmers on the mound and tied Battswood up to some cunning pitching, with six strike outs, two walks and only one hit off his pitching stint. Pirates left their batting rally

a little late but strung some runs together and with the runs progressively adding up, Chris Lambert hit in the tying run in what would have been the penultimate frame. This forced Battswood to put their star pitcher Lyle Maritz on the mound, despite the former SA pitcher suffering from a hamstring strain. This change stinted Pirates’ batting rally and forced the game into an extra innings after both teams failed to score in the 9th frame. Pirates mustered up their characteristic tenacity and got runners onto bases in the top of the

10th frame with Ian Griebenow hitting in Chris Lambert for potentially the winning run. Pirates then held Battswood off with Lambert striking out the first batter, the second batter was caught at third base by Keagan Kingwill and Lambert struck out the final batter for Pirates to win. The Masters side beat Westridge Yankees 13-10. All three junior sides also travelled to Battswood. The high spirited u. 10s beat their opposition 25-17. John Dobson, the DHL Western Province coach, said Sir Lowrians gave a good account of themselves, especially on the physical side of things, revealing that his charges had made 180 tackles against “a very committed, physical and organised Sir Lowrians team”. Youth rugby tourney plans takes shape Plans for the first ever DistrictMail Macassar Youth Rugby Sevens Tournament, to be held at the Macassar Rugby Club on Saturday 28 March, are well under way. The draw for the tournament will be held at the Macassar Rugby Club’s clubhouse on Wednesday 18 March at 18:00. The tournament is for u.11 and u.13 players only, as is being planned and organised by the Macassar Youth Rugby Club (MYRC) with assistance from the Macassar Rugby Club seniors and the Macassar Rugby Club’s supporters. The MYRC ,which this year celebrate their 10th anniversary, will run the tournament under the auspices of the Western Province Rugby Union, who will also supply the referees for the tournament.

Members from the WP Junior Executive Committee as well as a number of WP players will be in attendance on the day. The MYRC have already arranged for security on the day to ensure the safety of everyone at the tournament. Score Energy Drinks will be selling Bashews soft drinks at reduced prices during the tournament and will also be staging an u.7, u.8 and u.9 mini tournament between 08:00 and 09:00. The u.11 and u.13 tournament will kick off at 09:00 sharp and should end at around 16:00, to be followed by a prize-giving function. aties het Saterdag op die Charles Morkel-stadion die tweede Xtreme Sewes gewen met ’n naelskraapse sege van 29-28 oor hul sogenaamde tweedespan, Victoriane. In die kwarteindrondte het Maties met 24-24 gelykop gespeel teen Hamiltons, waarna Hammies onttrek het weens te veel beserings. Maties het later hul halfeindstryd net-net met 14-12 teen UWK. gewen. Victoriane, op hul beurt het CPUT Wellington met 15-0 en Young Peoples met 27-21 geklop op pad na die finaal. In die hoërskole-afdeling het Paul Roos koning gekraai deur verlede jaar se kampioene, Hoërskool Tygerberg, met ’n reuse telling van 46-5 te klop – en dit nadat Paul Roos met 29-0 teen die Helderberg Rugbyklub-Akademie gewen het. Tygerberg het in die ander half-

eindstryd HS Strand se B-span, die Arende met 24-7 gewen. In die laerskool-finaal, het Gene Louw verlede jaar se kampioene Lochnerhof naelskraap met 22-17 geklop. In die halfeindstryd het Gene Louw vir Macassar Jeugklub met 27-5 geklop en Lochnerhof vir Hermanus met 22-10. Die toernooi is welbekend vir die groot prysgeld wat die wenners van elke afdeling kry: R50 000 vir die klub-wenner en R25 000 elk vir hoërskool- en laerskool-wenners. Dit is nou die tweede agtereenvolgende jaar dat Maties met die R50 000 prysgeld wegloop. Ian Campbell-McGeachy, direkteur van Sewes Rugby by Maties, het die afgelope twee seisoene vir talentvolle spelers van alle klubs geleentheid gegee om vir die Maties Sewesspan te speel. Dié seisoen het hy vir twee spelers van die plaaslike Strand-klub Living Legends, Christopher Jo-

sephs en Patrick van Wyk, uitgenooi om by Maties aan te sluit. Beide spelers het vir Maties uitgeblink in die finaal. Die eindstryd was ’n perfekte einde vir albei van CampbellMcGeachy se spanne. Na die wedstryd het hy gesê: “Ons het hard gewerk en dit wys dat wat ons van die veld af doen werk; ’n mens sien dit ook in ons wedstryde.” Hy het bygevoeg dat hierdie ’n perfekte geleentheid was vir die spelers om te sien dat die strukture wat hulle in plek gesit het werk, en van ’n hoë standaard is. Die bestuur van Helderberg RVK wil graag almal wat tot die sukses van die tweede Extreme 7’s toernooi bygedra het, bedank: die borge, die klubs, die skeidsregters, die spelers, die organiseerders, noodhulp en die gewaardeerde ondersteuning. Helderberg reis hierdie naweek na Kraaifontein om deel te neem
