Man detained after ‘riotous’ incident at shop Somerset West police arrested a man at a clothing store in Sir Lowry’s Pass for riotous behaviour on Wednesday 11 March. According to a security officer, a security company responded after the alarm at the clothing shop was activated. PROPOSED OFF-LEASH AREAS READY FOR COMMENT IN APRIL

Dogs could run free in some parks DALEEN FOUCHÉ New off-leash dog walking areas in the Helderberg are being considered by the City of Cape Town. Ward 84 councillor Stuart Pringle says there are currently no offleash dog walking areas in the Helderberg, except the two offleash beach areas in Strand and Gordon’s Bay. On Strand Beach, the off-leash area is from Caymen Beach up to Greenways, and from Greenways up to the swimming pool. In Gordon’s Bay, the off-leash area stretches from Harbour Island up to the Hendon Park border. According to Johan Middleton, councillor for Gordon’s Bay, this is a very appropriate offleash dog walking area because it has the added bonus of dogs pro-

viding activity and security in an area that could potentially attract criminals. Pringle says City officials are currently working on a proposal for new off-leash sites. In ward 84, one of the proposals includes a part of the river frontage of Radloff Park. Another proposed park is Struben Park in Struben Street. Pringle says this park is already fenced in, which makes it a good candidate for an off-leash dog walking area. In ward 15, Neil Aggett Park is a possibility, according to Councillor Benedicta van Minnen. Another possibility is the big park in Irene Avenue. Van Minnen says this park will be fenced and, once this is done, the park could be a potential offleash dog walking area. No new areas are currently be-

ing considered for Strand and Gordon’s Bay. According to Pringle the proposed new off-leash areas will be published for a public participation process next month. Residents will then be able to give their input and propose more or different off-leash areas. Pringle says this initiative is an attempt to let the community use and occupy the public spaces to make them safer and easier to manage. A good example of this is the mountain bike track at Southeys Vines, Pringle says.The City is also looking at helping the community with food gardens in Garden Village and at the park on the corner of New and Drama streets. Pringle invites the community to come forward with new ways to use public spaces in creative and innovative ways.

Two robbers will spend the next 15 years behind bars after they were found guilty of business robbery and sentenced in the Somerset West Magistrate’s Court last week. Tulani Limani (33) and Siyabonga Mgontshawa (34) were found guilty of robbing Markham in Somerset West on 26 September 2012. According to a provincial police statement, five armed men entered the store at 09:45, threatened staff and demanded the keys to the safe. “Inside the safe, the robbers took cellphones, cash and vouchers. They fled the scene in a white Toyota Conquest on the N2, in the direction of Khayelitsha,” says provincial police spokesperson Captain FC van Wyk. “During investigation, Detective Warrant Officer James Robertson positively linked two of the five men to the business robbery. A third suspect could not be linked and the case against him was withdrawn.” Somerset West Police’s station commander, Colonel Mary-Ann Williams, praised the police officer for his excellent investigation, which eventually led to the successful conviction of the guilty men.

Last week’s policing meeting at which the dangerous N2 Hell Run was to have been discussed was postponed to 9 April.

It was to discuss crime on the Cape Metro’s main routes, especially the N2, R300 and Baden Powell, where numerous attacks on motorists have occurred. On 7 January, Macassar resident Julius Jantjies sustained serious head injuries after a cement block was hurled through the windscreen of the car he was driving. He and a colleague were on their way to Sea Point at about midday when a man on the side of the road threw the block at the car, just before the R300 off-ramp. Jantjies was in an induced coma for a week, after which he had to undergo several reconstructive operations to his face. His dad, Julius Sr, says he’s grateful that his son is alive. Julius, however, lost sight in his right eye and will have to undergo additional reconstructive surgery on his skull in October this year. Julius sr is elated that his son will be able to celebrate his 28th birthday with his family at home this Friday, when he visits for the weekend. Jantjies says his son has recovered remarkably and will be discharged from hospital on 27 March. Shaun Veldsman, well-known rugby referee, has also recovered from his ordeal on the Hell Run. Veldsman was stabbed at the N2/BadenPowell off-ramp at 21:00 on 21 February after officiating at a Vodacom Super Rugby match at Newlands. Problem taxis ‘not unique to Somerset West ‘ – City DALEEN FOUCHÉ The Somerset West Main Road is becoming increasingly dangerous because of taxis stopping on the red line. This is according to Wesley Kinnear, a Somerset West resident who drives down the Main Road between The Lord Charles Hotel and the Somerset West CBD on a daily basis. Kinnear says taxis stop on the red line to pick up and drop off

passengers and block the road at certain points. “Taxis also turn back into the road without paying attention to cars coming up from behind.” According to Kinnear, the two most prominent places where he has seen this happen is across the BP petrol station and at the Old Stellenbosch Road intersection. He says this is also a problem across the Somerset West Town Hall. Kinnear, who has approached the City of Cape Town’s traffic de-

partment several times, says he is at his wits’ end with traffic officers who do not seem to act against traffic offenders, especially taxis on the Main Road. “I have never seen a taxi being pulled over for stopping on a red line.” The DistrictMail sent several questions to the City of Cape Town regarding this situation. CRIME DISCUSSED: A police imbizo was held in Sir Lowry’s Pass on Monday this week to address crime in the area. The imbizo, steered by the head of the Khayelitsha Cluster, Major General Johan Brand, was held in response to the crime wave in the area in recent weeks, which claimed five lives. Still no school for Grade 1 learner DELIAH BRINKHUIS The end of the first school term is looming, and Nahum Titus, a Grade 1 learner, has still to find a school. Melody Titus, Nahum’s mom, turned to the Western Cape Education Department (WCED) after not being able to secure a place for her son at two Strand schools. She, however, says she has been sent from pillar to post since the start of the school year and has so far been unsuccessful in finding a school for her seven-year-old son. The single mom from Strand applied to Hendrik Louw and Loreto Primary Schools at the beginning of the year, after a sudden change in her financial situation forced her to find

an alternative school to Somerstrand College, a private school, where he had attended Grade R last year Hendrik Louw is within walking distance of their flat in the Strand CBD. Titus was turned away as the school had already had its full intake of Grade 1s for the year. She then turned to Loreto Primary, where she received the same answer. Since then Titus has spent her days communicating with officials at the WCED’s Kuilsriver offices, but has yet to find a school where her son can start his school career. “Nahum hasn’t experienced the excitement of his first school day,” she says. Being a working mom, she has been forced to leave him with friends during the day. Titus is worried that her son, who she says

is a bright youngster, will lag behind if he is not accommodated at a school this year. “I am becoming despondent and it is so important that Nahum gets into a school soon,” she says. Jessica Shelver, spokesperson for the WCED, had not responded to an enquiry on Nahum’s situation by the time the newspaper went to print. Several queries sent to Shelver and WCED spokesperson Paddy Attwell on the outcome of the department’s annual snap survey to address overcrowding at schools have remained unanswered since 5 February. In January this year, DistrictMail reported that most primary schools were unable to accommodate all their Grade 1 applications, resulting in a number of learners being placed on waiting lists. Macassar Primary was at the top, with 116 Grade 1s who could not be accommodated; Dr GJ Joubert - 70; Nomzamo Primary - 53; Hendrik Louw - 50; Christmas Tinto - 40; Gordon’s Bay - 35 and Beaumont - 32. This week Shelver confirmed that the department requested mobile classrooms for schools to accommodate learners, but was unable to confirm how many Grade 1s still had to be placed. “Grade 1s will be accommodated where we can find place. While this process awaits approval, we asked principals to place learners and make space available.” Shelver said the WCED increased teaching posts by 676 last year. “Some of these [posts] are saved for situations such as this,” she said. She added that

VERGELEGEN PLEIN TO HOST A VARIETY OF STORES

Checkers centre opens next week A brand new shopping centre in Somerset West is set to open for business on Thursday 26 March. The Checkers Vergelegen Plein, on the corner of Old Sir Lowry’s Pass and Bizweni Roads, has been underconstruction since last year. It is a development by Shoprite Holdings. Sarita van Wyk, spokesperson for the Shoprite Group, says the 6 000 m² centre will offer 350 free parking bays.

Checkers will be the centre’s anchor tenant and will boast an instore bakery, butchery, fish shop with sushi bar, fruit and vegetable department and hot and cold delicatessen and coffee bar. It will also feature the Checkers Wine Route, offering more than 80 South African and 50 international wines. Vergelegen Plein will also be home to a Checkers Liquor Shop, which will include a range of single malt whiskies from around the

world in The House of Fine Whisky. Other shops in the centre include Woolworths Food, Clicks, a coffee shop, a home industry shop, a speciality kitchen store, a hair and beauty salon, animal specialist store, gift shop, fast food outlet, biltong shop and various ATMs. Checkers branch manager Naomi de Beer and her team invites the community of Somerset West and the rest of the Helderberg to visit the supermarket.

Mail Parents must look after their children The plague of senseless killings and violence currently affecting teenagers in the Helderberg and other Western Cape suburbs is a serious cause for concern. There have been too many incidents of teenagers killed in Macassar, Sir Lowry’s Pass and Kuils River reported about in the media and the violence among young people appears to be on the increase. The youth seem to be running free and wild, and are doing just what they want. It seems that in too many instances parental care and guidance or even knowledge of where their children are, what they are doing and who their friends are, is sadly lacking. It’s high time parents who don’t know where their teenagers are, opened their eyes and started taking responsibility for their children and taking care of them. Teens who become entangled in a violent lifestyle grow old quickly – way beyond their actual years – and start to distance themselves from the parents, family and friends. The police and teachers cannot be held responsible for the behaviour of other people’s children – this task falls squarely on the parents.

Keep your dogs away from our ducks Hopefully the man who walked his dogs near the Dianthus Dam, where the wild ducks live, on the afternoon of Sunday 8 March will be reading this letter. One of his dogs, a Husky cross-breed, took off after three little ducks. One of the ducklings had hurt a leg and was looked after by residents in Seascape Mews, until he could be reunited with his family. Another duck was killed by the dog. Our Monday was rather a sad day. Hopefully people reading this, would consider nature and put their dogs on leashes when passing the dam. Surely we should all know our dogs and their habits?

Abandoned by the system This is the true story of a person and family of colour who should have prospered with the advent of South Africa’s new democracy in 1994, but have instead been abandoned by the system. Peter, a waiter, had progressed to manager and worked at wellknown hotels such as the Mount Nelson and Van Riebeeck in Gordon’s Bay. His wife, Megan, has a diploma in catering and a long-service record with a clothing firm in the Somerset Mall. Then disaster struck: He lost a leg through diabetes and because he had to be on his feet all day, he lost his job too. After having lived in a house at Wesley Street for about nine years and faithfully paying his rent (for the two-roomed flat for his family of five), his wife lost her job as well. Their three very promising children, today 18, 16 and 14, then had to walk to Rusthof High School, a 15km walk in rain and sunshine, branded with the stigma of parents not being able to pay school fees. It then also became a battle between Peter and the school principal to get the academic records of his children. Peter’s treatment at the Strand, Gustrouw, and Eerste River clinics and hospital was appalling, despite some outstanding individual staff members. This worsened his diabetes so

much that today he is blind in one eye, while the other receives irregular treatment at an eye clinic. His other leg is also deteriorating and may be of little use in the future. With no money for taxi fares Peter has had to hobble on crutches from Strand to Gustrouw for his treatment or medicine or for his Sassa grant. Meanwhile Megan got some temporary work in the Strand or at Somerset West Mall. She now works as a temp at a well-known national chain store in the Mall, starting at 03:00, Sundays included, when she works until 22:00, for R2 000 a month. Two years ago the building in which they lived was sold and the new owner threatened to eject Peter for non-payment of rent. A lengthy court battle resulted and with the help of the University of Stellenbosch’s legal services it ended in an agreement to pay the backlog and rent. During this time other residents were evicted, which resulted in Peter’s water supply being cut off in August 2013. All other residents have since gone, resulting in regular illegal entries and copper and all other available fittings being stolen. Imagine lying awake at night as a disabled person having to protect your family and trying to be the watchman for this building? Their situation is desperate,

but the government, which professes to take special care of disabled people, women and children, has turned a deaf ear to Peter’s plight. He hobbles to both political parties’ offices with no result. Sassa hassles him by stopping his meagre allowance for a month or two, to check up, or reprocess, his claim to receive the allowance, with the result that he did not received the allowance this December. My title for this article is, “Abandoned by the system”. Their survival would not have been possible without Good Samaritans chipping in; without it, the Daniels would have been on the streets months ago. The “system” is in the first place national, provincial and local government and businesses, exploiting staff by taking them on as temporary workers at low salaries; entrepreneurs such as shops allowing them to pile up debt; landlords doing terrible things; even people walking by, thinking it is Peter’s own fault, and not reaching out to help. People of the Strand, yes, people of Helderberg – the system includes you! We are all guilty of being selfish, of looking the other way, of abandoning our fellow human beings. Yes, we are all part of the system: Shame on us!

IN MEMORIAM: Mogammad Zain Fanie (64) passed away after a period of illness on Monday 9 February. The Strand resident was a former Mathematics teacher at Gordon High School and Madrassatu Rajaa High School. He also lectured Mathematics at the University of the Western Cape and served the community as treasurer of the Strand Moslem Council for four decades. He is survived by his wife, Zainab, three daughters and seven grandchildren.

Understanding investment risks This week all investors’ eyes and ears will be focused on Janet Yellen, Governor of the US Federal Reserve, when she announces the decision on whether to raise US interest rates in June.

The reason for this is that US interest policy directly or indirectly affects all global asset prices. Thus, Yellen sits with the unenviable task of normalising the US interest rate policy in a world that has become accustomed (addicted) to cheap money. Just like any addiction, taking away the “fix” will be painful. As a long-term investor, prepare for increased volatility, but understand that volatility is not risk. Unfortunately the financial services industry measures risk as volatility of return, creating the mistaken belief that risk and volatility are synonymous. Risk is quite simply losing your money permanently. There are really only three ways to lose your money permanently. Number one – and my personal favourite – is the Ponzi scheme, named after the gentleman who first conned investors, Charles Ponzi. Once you have fallen for a Ponzi scheme, your money is permanently gone.

Number two is overpaying for an asset. All assets have an underlying intrinsic value attached to them. However, at times an asset may trade well above its intrinsic value, which will result in permanent loss of capital for any investors who overpaid. Number three is investing in a business that goes bankrupt. Apologies to any investors who have succumbed to any of these three, but it should not be that hard to avoid the aforementioned pitfalls. How most investors lose their money is not through the above, but through irrational decisions taken during periods of temporary loss of money associated with market volatility. The market crashes, the investor panics and sells. The money is gone! And this is why risk and volatility have mistakenly become synonymous. Don’t avoid volatility; counter-intuitively this is when the best investment opportunities often present themselves. Investing is simple, but not easy, and it can at times be very uncomfortable. The secret is patience and a cool head.

The 17th World Golden Oldies Cricket Festival will take place in and around Cape Town from Sunday 22 to Saturday 28 March, with several games scheduled for play at Radloff Park. The first World Golden Oldies Festival took place in Auckland, New Zealand, in 1984. Since then, the festival has been held every two years at destinations including Perth, Sydney, Wellington, Harrogate, Vancouver, Colombo, Brighton and Cape Town (1998). The 17th festival has attracted more than 50 teams; joining the festival this year is former West Indian fast bowler Joel Garner (an Ambassador for Golden Oldies cricket), wily former Australian leg-spinner Bob Holland and South African internationals, Alan Dawson, Steve

Palframan, John Commins and Dave Rundle. The festival patron is former SA test player, Mike Procter who, though not playing, will be part of the activities. Each team will play three games during the week and, in the true spirit of golden oldies cricket, there are no trophies as teams play for bragging rights only. Heavy lifters descend on West Workout Gym A pure RAW Powerlifting Competition will be held at West Workout Gym at Fountain Square in Somerset West on Saturday 21 March. This is the first competition of the year, with the squat, the bench press and the deadlift disciplines all to be performed. The Pure RAW Federation allows wrist wraps for the bench press only and a belt on all lifts if needed. This gives development lifters an even playing field to compete against sea-

Pirates end season with a ‘mercy rule’ win The senior and junior Helderberg Pirates Baseball Club’s sides played their last games of the season last weekend, to end in strong positions in their respective leagues. The first senior side beat Devonshire 11-1 by mercy rule in the seventh frame. Pirates tallied up runs from the first innings and continued their momentum into the seventh innings, with big hits from Garth Uys and SP Griebenow to put the 10-run mercy rule into effect. Devonshire struggled to hit Pirates’ pitcher Chris Lambert, who continued his excellent form. Unfortunately, Lambert’s one errorthrow allowed Devonshire to score their only run in the game, preventing him from his first ”shut-out” game of the season. This win cements Pirates third place on the Promotion League log with Grassy Park Crusaders overall winners. The juniors “newbie” u-10 side lost 14-15 to Devonshire, while the u-12s lost 7-9 to Devonshire. Despite this loss, this newly formed team finished second in their league. Massive mackerel shoals still roam False Bay waters Although March is generally considered as one of the best times of the year for fishing, the recent run of huge shoals of mackerel that have returned to the Cape waters is unusual. When mackerel shoals are located, they provide great fun and action if shoals are constantly chummed alongside the boat. During the past weekend good catches of mackerel were caught one mile off shore in the Strand area. A number of small boats also had full quotas of elf and kob from the Poort and Melk Bay areas. Last weekend good catches of yellowtail

were boated around Cape Point and on Sunday good shoals of yellowtail were seen, and several shot by spear fishermen off Dassen Island. They also reported masses of krill close to the shore at Yzerfontein, where they observed two whales in the vicinity. Alan du Plessis, skippering Lynx on Sunday, caught a number of longfin tunny and a 50kg yellowfin from the Canyon area. Further afield Gareth Beaumont, fishing on Tyler on the Alfa Banks off Struisbaai, had a good catch of yellowtail and hooked and lost a black marlin. Local shore anglers had good catches of

TRANSATLANTIC RACERS: Five inflatable boat racing teams from the Helderberg will compete in the 2015 Transatlantic race from Friday 20 to Sunday 22 March. The race covers a distance of about 400 km from Strandfontein on the West Coast to Melkbosstrand. On day one, competitors cover 160 km from Strandfontein to Velddrif, passing the Oilfants River mouth, Lamberts Bay and Elandsbaai, before finishing in Velddrif. Day two starts in Velddrif and covers about 155 km, with checkpoints at Paternoster, Mykonos and finishing at Yzerfontein. On day three, the longest single stage, competitors start in Yzerfontein and finish at Melkbosstrand, 80 km later. This year’s race has attracted record entries from 40 boats and 12 jet skis. Local teams competing are: Marc Gleed and Wiltas Leeuwner (Brent Oil Racing, Infanta); Pieter Groenenstein and Nicol Parr (Valuemax, Infanta); Johan Niemand and Arno du Toit (Strandfoam, Infanta); Michael van Geems and Shaun de Lange (Oloffbergh, JKT Transport Infanta); and Francois van Wyk and Gert Gouws (Marlow Trio Transport Gemini).

SWCC all guns blazing to win A win for Somerset West in their two-day match against Elsiesrivier/Northlink College, which resumes at Radloff Park on Saturday, will gain them promotion to the WPCA 1 C Division next season. The visitors are currently on 25/2 and 69 runs behind the home team’s first innings, so SWCC will be going all out for a win. The hosts won the toss and sent the visitors in to bat. Elsiesrivier/Northlink were bowled out for 71, with Francois Killian again leading the attack with figures of 13-3-22. He was well supported by Dean Vincent and James Wilshere who each took two wickets. SWCC got off to a poor start with 39/5, but Jacques Fourie (67*) and Donovan Martin (37) resurrected the innings with a partnership of 73 runs before Martin was out. Fourie batted superbly to take the score to 165 before the last wicket fell, ensuring a 94-run first innings lead. SWCC took to the field again with 12 overs remaining in the day. Elsiesrivier/Northlink College suffered an early setback as one of their openers left the field with a suspected hamstring tear.

The SWCC second team are well placed for a win in their final two-day game of the season against Avondale. SWCC won the toss, batted first and scored 152. Skipper Clive Andrews top scored with 29 runs, followed by Arnand Swart (28). Avondale went to tea on 101/3, but PierreHenry Hurn turned things around with a brilliant bowling spell of 6/69, to help bowl Avondale out for 179. Morné Snyman weighed in with 3/42. SWCC finished the day on 105/4 in their second innings, with Daniel Pieterse top scoring with 33 runs and Sean Davies (23*). SWCC fourth team recorded a three-wicket win over Hanover Park at Radloff Park.

On Friday evening, they travelled to Durbanville for a Nitebash match, where the A-side was knocked out in the semi-finals by Sunningdale. On Saturday they hosted the Northern Bears Academy and beat them by eight wickets. SWCC’s u-15 travelled to Ottomans and lost by five wickets.

Primary school footballers vie for youth tourney title Macassar Football Club has organised the first-ever primary schools football tournament to be played in Macassar this weekend. Teams from Firgrove, Macassar, Marvin Park and Oklahoma primary schools will participate in the tournament, which will take place at the Macassar Sports grounds on Friday 20 and Saturday 21 March. There will be an under-10, under-12 and under-14 boys’ division, as well as girls’ division. Sixteen teams and 240 players will participate on the day.

Bonteheuwel had a steady start to their innings, but opening bowler Christo Southey struck in rapid succession to take two quick wickets and put Bonteheuwel on the back foot. The visitors, however, recovered well and for a while fought back bravely. But wickets continued to fall regularly and day one ended with the

visitors on 165/9 – still 40 runs behind the home team – and with only six overs remaining in their first innings. The best bowlers for Helderberg were Southey and Thomas with two wickets apiece. Helderberg’s fourth team beat Blue Downs by 33 runs on Saturday. Helderberg won the toss and decided to bat, scoring 121. The top scoring batsmen were Eugene Vermeulen (28) and Nico Janse van Rensburg (16). Blue Downs battled against some brilliant bowling and only managed to score 88.
