NATIONAL DAY OF VENEZUELA CELEBRATED ROMANIA

On 5 July 2012 at the residence of Bolivarian Republic of Venezuela Embassy in Romania a special reception destined to mark the National Day of Venezuela was hosted. The reception had gather representatives of diplomatic corp accredited to Romania, mass media and a delegation of Institute of International Relations and Economic Cooperation headed by professor dr.Anton Caragea. H.E Z. Coromoto Prieto de Rodriguez, Venezuelan Charge D`Affairs had underlined the importance of the 201 anniversary of independence of Venezuela, ″ a period that is underlining our necessity and responsibility as a people of vanguard, as people of Venezuela to make the necessary efforts in the process of independence initiated 201 years ago to be recognized as part of our long struggle of our people to obtain the recognition of our rights to self-determination and dignity ″ Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation had warmly appreciated the efforts of Venezuelan Embassy in Romania under the mandate of H.E Z. Coromoto Prieto de Rodriguez to make known to romanian public the ideals of Bolivar and Bolivarian revolution and the plight of Latin America and appreciated that 5 July is a turning point and an important date for any Romanian freedom and dignity loving. Also professor dr.Anton Caragea express his appreciation for receiving a new Venezuelan art piece as a sign of RomanianVenezuela excellent relations. The 5 of July Venezuela reception was highly praised by everyone present for the extraordinary amicable atmosphere.

ROMANIA-VIETNAM DIALOGUE On 20-th of July 2012 the working meeting between a delegation of Institute of International Relations and Economic Cooperation, lead by professor dr. Anton Caragea and a delegation from Socialist Republic of Vietnam, lead by Ambassador Vuong Thua Phong, Vice-Chairman of Commission for External Relations of Communist Party of Vietnam had taken place. Opening the working meeting, Professor dr. Anton Caragea had extended his gratitude towards the Embassy of Socialist Republic of Vietnam for hosting and organizing this working dialogue and bid official welcome into our country to Vietnamese delegation. Professor dr. Anton Caragea had emphasized, in his speech, the Romanian side openness towards friendly dialogue, consistent and productive towards Vietnam, expressing his interest in expanding bilateral economic exchanges and fostering political and cultural dialogue between the two countries. The visit of a Vietnamese delegation at the highest level is for us a source of excitement, furthermore as Romania is seeking to re-ignite the long economic and political cooperation tradition towards Vietnam and is considering Vietnam as a privileged partner in this world region, stated prof.Anton Caragea . Answering to comments made by Professor dr. Anton Caragea, H.E. Ambassador Vuong Thua Phong, underlined that Vietnam is also interested in political, cultural and economic cooperation with Romania and the encouragement received during his visit are extremely important in re-launching the bilateral dialogue. The meeting had continued with a large area of issues raised in open dialogue between Professor Dr. Anton Caragea and Ambassador Vuong Thua Phong, Vice-Chairman of Commission for External Relations. The issues varied from main developments in Europe and South-East Asia and the main humanity problems up to date. The long and open dialogue, full of substance, was considered as extremely useful for the parties and the desire to continue this dialogue in the next period was underlined by the parties.

KAZAKHSTAN HOSTS RECEPTION TO HONOR THE STRATEGIC RELATION WITH ROMANIA On 12 of July 2012 the Embassy of Republic of Kazakhstan in Romania had organized a public reception to celebrate the landmark of 20 years anniversary of diplomatic relations between Romania and Kazakhstan. The celebration was attended by intellectuals, public figures, business community leaders, clergy and high level political personalities come to present homage to the strategic relation between Romania and Kazakhstan. In only 20 years from establishing diplomatic relations Kazakhstan had rapidly become the main trading, economic and political partner for Romania and the Central Asian region. Amongst the main highlights of this strategic relation we can present: Romanian support for Kazakhstan chairmanship of OSCE in 2010, the romanian support for Astana`s bid as organizer of EXPO 2017 and the gigantesque conference held on 23 may 2012 when the Romanian academic and diplomatic elite had express publicly the support for the strategic partnership between Romania and Kazakhstan. All this important landmarks where presented in the framework of July 12 receptions, reception perfect organized by the Kazakhstan Charge D`Affairs- Talgat Kaliyev in an amicable and warm atmosphere. A testimonial of the feelings of admiration and high standing of Kazakhstan in Romania was the presentation (at the indication of Professor Dr. Anton Caragea, Director of Institute of International Relations and economic Cooperation) by Mayor Nicolae Ontanu, on behalf of people of Bucharest of the main municipality honor, the medal SUPPORTER OF HUMANITY for H.E. President of Kazakhstan –Nursultan Nazarbaev. This is a new indication that Romania-Kazakhstan relations are based furthermore on admiration and friendship among our nations appreciated professor dr.Anton Caragea. In the end of this special night of friendship H.E. Kazakhstan Charge D`Affairs Talgat Kaliyev received warm congratulation from the attending participants for a perfect reception and a key moment in expressing Romanian-Kazakhstan long term commitment for a strategic partnership.

ROMANIAN SUPPORT FOR CYPRUS EU PRESIDENCY

On 4 of July 2012 the taking office protocol and presentation meeting between Prof. Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation and H.E. Kalliopi Avraam, Ambassador of Republic of Cyprus in Romania had taken place. Prof.dr.Anton Caragea express his heart felted congratulation on the occasion of beginning of mandate of Mrs. Kalliopi Avraam , appreciating that between Romanian and Cyprus there is a long history of cultural, economic and political cooperation and a large area of common interests , designed to forge a good understanding between the two nations . The Romania- Cyprus relationship has the ability to become an example of building an economic and cultural exchange area between East Mediterranean region and Romania. Now it is an auspicious moment for reconstructing and rebuilding the framework of dialogue and friendship between Romania and Cyprus, as the level of bilateral expectations is greater and the political and economic will for this favorable expansion of activities is clearly marked. H.E. Kalliopi Avraam had expressed here appreciation for the encouragement`s offered by prof.dr.Anton Caragea and had stated that the vision of a economic, politic and cultural special relationship between Cyprus and Romania is a common shared vision. This year is especially important for the bilateral relation as Cyprus is having European Union Chairmanship and is interesting in searching ways of cooperating with Black Sea region and supporting the Republic of Moldova aspiration for EU integration. The dialogue had continued on concrete aspects and analyses of economic, political and cultural bilateral relations and on ways of fostering this dialogue on to the future. The main topics had concentrated on increasing the bilateral trade volume, expanding tourist liaisons and fully exploiting Cyprus special tourist potential and organizing information trip for Romanian mass media and Romanian tourism enterprises interested in being present on Cyprus tourist market. The amicable dialogue concentrated also on the possibility of organizing academic and political events destined to mark Cyprus mandate as European Union President, hosting a bilateral Business and Trade Forum and a book exhibition about Cyprus. The dialogue led the foundations of a successful diplomatic mandate and fostering the relations between Romanian and Cyprus and constitutes a promise for re-launching a romanian diplomatic action towards Cyprus and supporting Cyprus to have a successful mandate at EU Presidency.

ROMANIA AND MALAYSIA: SEARCHING FOR NEW COOPERATION OPPORTUNITIES

On 27 of June 2012 a friendly meeting between Prof. Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation and H.E. Mohd Fareed Zakaria , Charge D`Affairs of Malaysia in Romania had taken place. Prof.dr.Anton Caragea express his heart felted congratulation on the occasion of Malaysia appointing a new ambassador in Romania , appreciating that Malaysia could be an important economic and political partner for dialogue for Romania in Asia. Appointing a new ambassador to Romania, preparing the visit of minister of foreign affairs and marking 55 years of independence of Malaysia are all important moments in bilateral diplomatic calendar appreciated professor dr. Anton Caragea. The Romania- Malaysia relationship has the ability to become an example of building an economic and cultural exchange area between Romania and Asian region. Now it is an auspicious moment for reconstructing and rebuilding this framework of dialogue and friendship between Romania and Malaysia stated professor dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania. ″

IRAQI PARLIAMENTARY DELEGATION VISIT TO ROMANIA A delegation from the Parliament of Iraq visited Romania between 18 and 20 June 2012. The Iraqi delegation, headed by Mr. Mansour Abdulrazaq al Tameemi, representing the Commission for Regions and Governorships of Iraq Parliament held, on 19 June 2012, a meeting with professor dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania. In the opening statement professor dr. Anton Caragea had express his optimism regarding democracy in Iraq, as the parliament is an essential part of the democratic process. Welcoming in Romania a delegation of Iraqi parliament is a sign that: the Parliament of Iraq is becoming more relevant and more important on international affairs arena, stated professor dr. Anton Caragea. Also, professor dr. Anton Caragea had conveyed his warm welcome to such an impressive Iraqi parliamentary delegation, representing important provinces such as Basra, Kirkuk, Diwala and capital Baghdad. On his turn, the Iraqi delegation highlighted the main evolutions of Iraq, the road for stabilization of the country and marked a clear desire to restore the traditional economic cooperation between Romania and Iraq. Concrete economic opportunities and projects for Romanian side had being presented at the meeting, as well as a frank evaluation of the realities of the two countries. The Romanian-Iraqi dialogue held under the auspices of Iraq ambassador to Romania, H.E. MOHAMMED SAEED AL SHAKARCHI was extremely important in results and the Iraq parliamentary delegation had expressed his appreciation for the amicable gesture by Romanian side in declaring Iraq ambassador as BEST AMBASSADOR FOR 2011. At the meeting was present, at the invitation of Professor dr. Anton Caragea and the Deputy Catalin Nechifor on behalf of Budget, Finance and Banking Committee of Romanian Parliament.

The main topics had concentrated on increasing the bilateral trade volume, expanding tourist liaisons and fully exploiting Jordan special tourist potential and organizing information trip for Romanian press and tour operators interested in being present on Jordanian tourist market, cooperating in presenting Jordan leisure real estate opportunities and relaunching the cultural exchanges. The dialogue led the foundations of a successful diplomatic mandate and fostering the relations between Romanian and Jordan and is constituting a promise for re-launching a romanian diplomatic action towards Jordan in the nearest future.

SUMMER DIPLOMATIC TRIP IN THE HEARTLAND OF ROMANIA: HATEG The 2012 summer diplomatic trip was held on 6-9 July 2012 bringing ambassadors to the special place, world recognized as a perfect tourist destination, the heartland of Romania: Hateg –Retezat County. At the invitation of Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation a group of ambassadors and their families where invited to attend the regular DISCOVER ROMANIA program. As usually the diplomats were selected in recognition of their efforts in the previous year to strengthen the bilateral cooperation between their countries and Romania. The diplomatic trip was managed by the renamed ecotourism and mountain team of WILD TIME lead by the leading conservationist Gabriel Paun. The travel route in the Discover Hateg beauties theme trip, had concentrated on discovering the natural protected area`s (who`s World Goodwill Ambassador is professor dr. Anton Caragea starting from December 2011) but also to historical areas in which the Romanian people was born from the mist of times. The ambassadors group has a perfect guide in the perfect team of WILD TIME travel agency lead by ecotourism expert Gabriel Paun and the manger of the WILD TIME team Mrs. Raluca Nicolae. The WILD TIME team had carved a program in full accordance with his motto: live nature in harmony. We must emphasize that WILD TIME has being chosen as official partner for public diplomacy for 2012/2013, in recognition of their exertions and professionalism in forging the eco friendly tourism concept in Romania. The diplomatic trip had concentrated in uncovering rare beauties areas such as: Hunedoara Cave, Morii River Natural Reservation, Retezat Natural Park, the former capital of roman Dacia province: Sarmizegetusa Regia, Densus Church (the oldest Christianity Church in Central and East Europe), Hunyadi Castle from Hunedoara, Cheile Butii area, Lainici Monastery, founded by Caragea family, the Carpathian buffalo reserve, ceramic peasants factory`s, objectives from Ramnicu Valcea etc. ( see next page)

Among the most special and treasured moments of the diplomats trip we can highlight : the special subterranean meal taken in Hunedoara cave where the ambassador core had enjoyed a special treatments with kindle lights and natural food products along the shore of a submerged river, the meeting with regional authorities in the heart of Retezat Natural Area, attending the rare event of delivery of a buffalo baby born in Natural Reserve and the ambassadors visit to Caragea family historical legacy: Lainici Monastery, where professor dr.Anton Caragea had presented special moments in the family and Romania`s history. The trip was a success in combining useful meetings and pleasant times, the ambassadors who taken part in the diplomatic trip had express their gratitude for the rare opportunity to discover a region so beautiful and rich in landscape and scenic spots. The ambassadors who taken part in the diplomatic trip hold the unique privilege to reconstruct the road of discovery taken by Prince Charles of Great Britain in his Retezat trip and also they fallowed on the footsteps of famous travel documentary crew: Wild Carpathians. Professor Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania expressed his determination to make the new diplomatic trip for this summer in the Bucovina area, in order to further support the regional development and to enhance international recognition for Romanian tourism.

HATEG: THE HEARTLAND OF ROMANIA LANDMARKS OF VISIT BY PROFESSOR DR. ANTON CARAGEA AND AMBASSADORS GROUP The Table of Silence “Masa tăcerii” The Table of Silence is one of the three sculptural components from Targu-Jiu, made by Constantin Brancusi along with The Gate of the Kiss (Poarta Sărutului) and The Endless Column (Coloana infinitului), which constitutes an homage to the hero soldiers fallen during the First World War. The Table of Silence (Masa Tacerii) is made in limestone and it has the following dimensions: panel diameter 2,15 meters, thick 0,43 m and the leg is 2 m in diameter and 0,45 m thick. According to the exegetes of the Brancusian art, the Table of Silence represents the table around which gather the soldiers before confronting their enemy. At the same time, the chairs stand for the time disposed in hourglasses. Some make an analogy with The Last Supper of Leonardo da Vinci. This table creates a poetic visual metaphor where visual and conceptual ideas are realized. The Table of Silence is a silent space to let people reflect, talk and express themselves. Silence is the condition necessary for listening. The Gate of the Kiss - “Poarta Sărutului” The Kiss Gate (Poarta Sărutului) is the second element of the Monumental Ensemble triptych in The Central Park of Târgu Jiu. Technically speaking, it is 5,13 m high, 5,45 m long and the pillars have 1,69 m width. This time, the material used was Banpotoc travertine and in order to achieve the Gate, Brancusi was helped by two stone carvers: Ion Alexandrescu from Bucharest and Golea from Dobrita. It‟s significance is very simple: the Kiss Gate makes the transition to another life, and the motif on the pillars stands for the eyes looking inside. “The Bolii Cave ” Bolii Cave is a natural breakdown, accessible along its entire length, one of the few caves of its kind in the country. The name probably comes from the Bolia family who had from the 15th century land properties and forests in the area. The cave begins where Jupaneasa Creek is lost in the Jurassic limestone package through a spectacular portal of 20 meters at the base and 10 meters high. The main gallery of the cave is generally of large dimensions, sometimes expanding into real spacious rooms. Some drain formations appear in the high places and on the ceiling of the gallery. At the exit of the cave the creek it‟s named Galbina. In the ‟60s the cave was decorated with crossing bridges over the creek but they were destroyed over time. There were installed culverts to facilitate the safe crossing of the underground hole.

HATEG: THE HEARTLAND OF ROMANIA LANDMARKS OF VISIT BY PROFESSOR DR. ANTON CARAGEA AND AMBASSADORS GROUP Densuş Church The Densuş Church (also known as St Nicholas' Church) in the village of Densuş, Hunedoara County, Romania is one of the oldest Romanian churches still standing. It was built in the 7th century with additions made in the 13th century on the site of a 2nd century Roman temple, with some materials from the Dacian Sarmizegetusa fortress. It has a stone tower above the naos. Inside the church there are 15th century mural paintings that show Jesus wearing Romanian traditional clothes. It is considered that on the setting of the present day church, there was once a Dacian temple dedicated to Zamolxis, upon which the conquering Romans built a temple dedicated to the god Mars. After the Roman administrative withdrawal, the temple became a Christian church, and sermons were held there. Its present form dates from the beginning of the 12th century. Considering its tradition, it dates from the 4th century AD, and is considered the oldest church in Romania and South East Europe, and historically its present form dates from the 12th century. Sarmisegetuza Regia Sarmisegetusa Regia was the capital and the most important military, religious and political center of the Dacians. Erected on top of a 1,200 m high mountain, the fortress was the core of the strategic defensive system in the Orăştie Mountains, comprising six citadels. Sarmisegetusa Regia was the capital of Dacia prior to the wars with the Roman Empire. It should not be confused with Ulpia Traiana Sarmizegetusa, the Roman capital of Dacia built by Roman Emperor Traian, which was not the Dacian capital, located some 40 km away. Sarmizegetusa Ulpia was discovered earlier, was known already in the early 1900s, and initially confused with the Dacian capital. This inevitably led to inaccuracies regarding Dacian wars and Dacians military system based solely on insufficient information. Several hypotheses have been advanced to explain the origin of the name Sarmisegetusa. The most important are the following: • ‘The citadel built of the palisades on mountain peak’ from ZERMI (*gher-mi, mountain peak, top cf. *gher „stone‟, „high‟) and ZEGE-T (*geg(h)t) • ‘City of warm river’ from ZARMI ‘warm’ (derived from Sanskrit gharma ‘warm’) and ZEGET „flow‟ (derived from Sanskrit sarj, bactrien harez; sarjana, harezâna „flow‟), the city being named after the nearby river Sargetia • ‘The palace that illuminates the world of life’ from "ZARMYA" ‘palace’ (Sanskrit harmya „palace‟), ZEGETH „world of life‟ (Sanskrit jagat, jigat „go‟, „mobility / world of life‟) and "USA" „illuminaing‟ („enlightening‟, „burning‟)

HATEG: THE HEARTLAND OF ROMANIA LANDMARKS OF VISIT BY PROFESSOR DR. ANTON CARAGEA AND AMBASSADORS GROUP “Cetatea de Colţ” also known as The Jules Verne Castle The castle was built in the early XIV th century by the local ruler Candea. When he later switched to Catholicism changed his name to Kendeffy. The castle is in the Suseni village, Hunedoara county road DJ 686. It inspired the novel "The Carpathian Castle" by Jules Verne. Now, it is in a state of increased degradation, being practically a ruin. To get to it, you need to climb. It takes about 30-40 minutes, but the feeling and the view from there is incredible. Retezat National Park Retezat National Park was established in 1935, being the oldest Romanian national park in our country. It has over 20 highest mountain peaks over 2,000m in Romania. The mountain range gurgles with streams and has more than 80 glacial lakes. Here we can find the largest glacial lake in Romania - Bucura (8.8 ha), the highest peak in the Retezat Mountain - Peleaga (2,509 m. high) and the deepest glacial lake in Romania - Zanoaga (29 m deep). Traditional grazing activities are still practiced by local people. Nucsoara Meadow Botanical reserve, protected area of 4th category, with a surface of 20 ha, on the range of Nucşoara village, Sălaşu de Sus communa. Represents an artefact of ancient hydrophilical associations with the Peudedanum rochelianum endemism. Special landscape aspect due to the populations of Narcissus stellaris. Lolaia Waterfall Lolaia Falls is a spectacular natural attraction located at 1050 meters altitude in the north of the park and is accessible to visitors all year round by a passage called Carnic. This includes 90% of tourists who visit the park annually. Most of them did not know that a 5 minutes deviation from their route could bring about the special beauty of this waterfall where the ecotourism potential was compromised by the manner in which the attraction was flagged and highlighted. Tourists can reach the area by train up to a station called “Ohaba de sub Piatra” or “Subcetatea”. From the station there are buses that go to Carnic. Vehicle access is allowed all year round to Carnic. From here you are only 20 minutes away on foot to the waterfall.

ANTON CARAGEA AND AMBASSADORS GROUP Visit Lainici Monastery It was constructed during the reign of Ioan Caragea Voievod between 1812 and 1817. The exterior of the church has been divided into two separate registers by a frieze built of brick having the shape of a semicircle. The paintings, which were done in fresco, have been well preserved in the porch. The tower has the shape of a square and serves as a belfry too. The church was renovated in 1984. There have been constructed also modern outbuildings and facilities in the eastern and southern parts of the monastic complex, whereas the old ones have just been restored. An art collection that incorporated icons, liturgical objects and old printed books is also accommodated within the monastery. In 1990 commenced the construction of a new church. Construction activities have also been initiated on two monastic outbuildings: one of them has been designed for the members of the monastic community, and the other one has been designed for the administrative offices and for the library of the monastery.

NURSULTAN NAZARBAEV, PRESIDENT OF KAZAKHSTAN Kazakhstan as the Great Connector By Nursultan Nazarbayev, President of Kazakhstan Kazakhstan is developing relationships with the BRICS members and exploring the potential for trade partnerships and greater cooperation to achieve common objectives A decade after its creation, the concept of the BRICS, bringing together Brazil, Russia, India and China – and, since last year, South Africa – has become a reality in world politics and economics. An optimistic forecast made by Goldman Sachs analysts in 2001 has exceeded all expectations. Over the past 10 years, the BRICS countries‟ contribution to world gross domestic product has reached $10 trillion, equivalent to 80 per cent of the G7 economies. According to the World Bank, Brazil, Russia, india and China will be responsible for nearly 30 per cent of world production by 2015. Today, even in troubling economic times, the BRICS „fantastic‟ five continue to show impressive growth rates, in contrast to the debt-stricken leading economies of the world. Dynamic developing countries can become a key driver of global growth. By combining efforts, they should make a major contribution to the world economic recovery. I believe that Kazakhstan, as one of the top three rapid-growth economies in the world in 2011, is ready to contribute to this process. Over 20 years of independence, we have built an effective economy that has grown twelvefold. We are one of the few countries able to provide for ourselves and, in equal measure, to develop the export potential of our economy. Increasing political and trade links It is noteworthy that Kazakhstan borders two of the main „bricks‟ of the BRICS group – Russia and China. These two countries are also our key political and trade partners, and we have signed strategic partnership agreements with both of them. Our trade ties with India and Brazil are also gathering pace. Last year, Kazakhstan‟s trading turnover with the five BRICS countries amounted to over $46 billion. In my view, one of the most promising areas for Kazakhstan-BRICS cooperation is the exciting potential to work together on global food and energy security issues. It is more important than ever that we are pursuing a policy of openness and leveling the different paces of economic growth through mutually beneficial economic integration. ( see next page )

NURSULTAN NAZARBAEV, PRESIDENT OF KAZAKHSTAN As a country, Kazakhstan supports the aspirations of the BRICS members to diversify the global economic system and to build a more transparent, democratic and multipolar world. Unfortunately, the formats of the G20 and the G8 have shown little effectiveness. It is worrying that the international community has yet to start discussions on developing a global anticrisis plan. I propose to radically expand the number of participants in search of solutions to the global crisis. I propose that we call the new communications platform the „G-Global‟ project. At our initiative, a new functioning mechanism for the global financial system and a single world currency are now being developed. Located in the heart of Eurasia, Kazakhstan understands and shares its responsibility for the sustainable and progressive development of the entire continent. From the beginning, Kazakhstan decided to harness its vast natural resources to improve the living standards of all of its citizens. Education and social welfare have always been top priorities for our development. As a result, since 1994, average income per capita has increased twelvefold. The literacy rate in Kazakhstan is 100 percent, while the unemployment rate remains consistently low. Since ancient times, Kazakhstan has been a crossroads to the world as part of the Great Silk Road. Traders speaking multiple languages traversed our territory for centuries carrying gems, spices and gold from the bazaars of Asia to the marketplaces of Europe. Today, Kazakhstan also enjoys harmonious relations between its more than 130 ethnic groups and 40 religions – a feature based on history, but also a reflection of our commitment to inter-ethnic and inter-religious relations. We have set up the Assembly of the People of Kazakhstan, an effective institution for the interaction of the various ethnic groups that make up the population of our country. International congresses of the leaders of world and traditional religions are held regularly in the country. Kazakhstan supports BRICS members‟ aspirations to diversify the global economic system and to build a more transparent, democratic and multiple worlds In 2010 Kazakhstan proudly chaired the Organization for Security and Cooperation in Europe and hosted the group‟s first summit in 11 years in our capital, Astana. This year, Kazakhstan is heading the Organization of Islamic Cooperation and is hoping to create better understanding between predominantly Muslim nations and the rest of the world. (see next page)

NURSULTAN NAZARBAEV, PRESIDENT OF KAZAKHSTAN Advancing international cooperation We have developed a carefully balanced foreign policy – open to working with many countries – and have created new organisations to foster cooperation, including the 24-nation Conference on interaction and Confidence-Building Measures in Asia. Thanks to our economic successes, Kazakhstan has transformed itself from an aid-receiving to a donation-providing country, offering assistance to Kyrgyzstan, Afghanistan and Somalia. International rating agencies have steadily upgraded Kazakhstan. The World Bank ranks us among the top 50 countries in which to do business. Just like the BRICS economies, ours, by careful design, is modernizing and diversifying from its early reliance on oil into agriculture, manufacturing and telecommunications. As the leader of the country, which celebrated the 20th anniversary of its independence last year, I have always called upon world leaders for an open dialogue and a joint effort to build a fairer global financial architecture and strengthen global peace and security. Twenty years ago, a far-reaching decision to voluntarily renounce the world‟s fourth largest nuclear-missile arsenal and shut down the Semipalatinsk nuclear test site laid the foundations of our success story. We put forward and implemented the idea to establish a nuclear weapons-Free Zone in Central Asia. Addressing the Global nuclear Security Summit in Washington in 2010, I once again stressed the importance of using this experience as we seek to expand the number of nuclear weapons free regions in the world. Moving forward together I am confident that through strong political will and collective commitment we will find a joint solution to the most pressing issues facing the world today, for the benefit of all humankind. I am convinced that the recovery of the world economy and its new trajectory of growth will herald a large and systemic transformation. Today, countries with the fastestgrowing economies have a real opportunity to become the driving force that pulls the global economy out of the crisis. On the occasion of 20 years of diplomatic relations between Romania and Kazakhstan the BUSINESS ADVISER newspaper published a file titled ROMANIA-KAZAKHSTAN: 20 YEARS OF DIPLOMATIC RELATIONS . A new international recognition of the constant exertions of Romanian diplomacy in tireless promoting peace and development on international arena has come with the nomination of Professor dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation as MAN F THE YEAR 2012 for his diplomatic achievements and international activity. The decision was taking in consideration, according to Mr. C.A Mitchell the Chief of Governing Body of United States Institute of Biographical Research , ″ the opinion of prominent business, media resources, universities and organizations around the world″ and the decision was taken ″ after a careful global evaluation.″ Among the reasons for this high honor we can count the powerful diplomatic action promoted by Professor Dr. Anton Caragea towards Central Asia region and especially towards Kazakhstan and Tajikistan, the important stance taken of Seoul Nuclear Security Summit in the favor of establishing an International Bank for Uranium Resources and a batch of proposal to safeguard nuclear security and prevent nuclear terrorism and the promotion of a nuclear free world. Finally, the unabated work in promoting reform of Organization for Security and Cooperation in Europe ( OSCE) and in promoting a New Helsinki Agreement destined to insure a Europe of peace, real democracy and the promotion of human rights have being all taken under consideration. ″ The honor is not dedicated only to me, but to immutable faith in peace and direct democracy and to Romanian efforts in promoting these concepts across the world.
