AGKAYKAYSA PARA OTONOMIYA: THE 2019 CORDILLERA UNITY GONG RELAY by: Jaemie de Castro Ruiz-Chua

July 9, 2019 -- The kick-off of the Cordillera Unity Gong Relay is celebrated at the Kalinga People's Gymnasium in Tabuk City. The activity started with a ceremonial tree-planting at the Provincial Tourism Compound participated by DILG Assistant Regional Director Araceli A. San Jose, DILG Kalinga Provincial Director Mayer Max G. Adong, LGOO V Johnny L. Mauting together with the different heads of office from Kalinga and CAR regional line agencies.

This year, Kalinga is the Host Province of the Cordillera Month celebration with its officials led by Governor Ferdinand Tubban, Vice Gov. James Odiem and Congressman Allen Jesse Mangaoang, the Department of Public Works and Highways (DPWH - CAR) as chair of the Infrastructure Development Committee and host agency headed by Regional Director Tiburcio L. Canlas and the Department of the Interior and Local Government (DILG - CAR) headed by Regional Director Marlo L. Iringan as lead agency of the gong relay.

The gong relay was conceived by the Regional Development Council through the efforts of then DILG Regional Director John M. CastaĂąeda.

His initiatives allowed the symbolic gong to travel from one province to another. This year’s theme is "CAR @ 32: Building One Greater Cordillera." THE CEREMONIAL GONG. The gong

After the tree planting, all attendees were directed at the People's Gymnasium for the opening ceremonies. The event started with a cultural ritual officiated by Hon. Michael Karel C. Sagguiyao and representatives from the National Commission on Indigenous Peoples (NCIP)with traditional rituals followed by a program which was spearheaded by the Province of Kalinga with its officials led by Vice Governor James E. Odiem and Congressman Allen Jesse C. Mangaoang and the members and officials of the Regional Development Council - CAR led by Vice Chairperson Milagros A. Rimando and the Infrastructure Development Committee of RDC-CAR chaired by the Department of Public Works and Highways-CAR Regional Director Tiburcio Canlas, this year’s host committee and agency.

The opening message was given by Vice Chairperson of the Regional Development Council (RDC-CAR) and Regional Director of the National Economic Development Authority (NEDA - CAR) Milagros A. Rimando (left photo).

According to her, Kalinga is considered as the northern regional hub for tourism and has the highest rate of education improvement and 88% of its roads are paved. She also mentioned that in the past two years, the region has the highest growing economy and has progressed more. Also, poverty incidence decreased to 13.8%. In closing, she enjoined everyone to be part of peace and development and continue to be part in the quest for autonomy.

The dignitaries were asked to strike the gong before transporting it to Flora, Apayao for the second leg of the relay.

The contingents from Kalinga and Apayao gathered at the Sta. Marcela municipal arch for the beating of the gong. DILG Apayao Provincial Director Marvin A. Basquez warmly welcomed the DILG personnel and Kalinga contingents during the relay. Before heading to the venue of ceremony, the sectoral committee on environment conducted a tree planting at the Elias K. Bulut Sr. People's Park in Flora. DILG-CAR ARD Araceli A. San Jose planted a seedling at the designated plot, assisted by Flora Municipal Mayor Rodolfo Juan Sr. and staff, representative from the Apayao DENR-EMB and Provincial Science and Technology Director of the Department of Science and Technology - Apayao Engr. The celebration continued with an Isnag cultural performances and DILG ARD Araceli A. San Jose gave the closing remarks.

As the sun rises, the contingents are back on the road to transport the gong to the province of Abra. The relay passed through the Kalinga-Abra Road where the turn-over took place at the highway boundary of Balbalan, Kalinga and a simple ceremony took place at Licuan-Baay, Abra, where Apayao Vice Governor Remy N. Albano turned over the ceremonial gong to Abra Vice Governor Ronald S. Balao-as.

After the short ceremony, all delegates travelled to Bangued for the formal event and program where Abra cultural presentations were showcased.

Benguet

On July 11, 2019, the unity gong travelled from Abra to the province of Benguet. The relayers traversed the Ilocos Sur-San Emilio-Cervantes-Mankayan Road.

The ceremonial turn over was held at the Mankayan municipal hall and the delegates were warmy welcomed by Benguet provincial dignitaries headed by Governor Melchor Diclas.

Guests were also entertained by a cultural presentation after the beating of the gong.

Afterwhich, the caravan continued to travel passing though Halsema Highway for the formal turn over by the Abra officials to Benguet officials at the Provincial Capitol in La Trinidad.

Baguio City

BAGUIO CITY -- On July 12, 2019, the gong was transported to the City of Pines. It was

received by the city contingents at the boundary of La Trinidad and Baguio City and was transported to the Baguio City hall flag pole area for the program and cultural presentations.

Vice Mayor Faustino A. Olowan warmly welcomed the participants and the representatives from the City Information Office related to the crowd what transpired during the gong relay in the provinces.

Afterwards, Benguet Gov. Melchor Diclas and officials initiated the striking of gong as a sign of formal turn over to the city.

" The real meaning of this gong relay does not only to stop at our goal to achieve autonomy but our pursuit for better lives for the people of the Cordillera... better life meaning more schools, concrete provincial, city, municipality and barangay roads, livelihood projects and equal opprtunities for everybody... an opportunity to enrich and sustain our culture. Let us continue to work as one for a one, better and great Cordillera for the progress of our region and the hapiness of the Cordillerans."

Mountain Province

The unity gong journeyed to Mountain Province on July 12, 2019 and Baguio City officials facilitated the ceremonial turn over of the gong at the welcome arch in Sinto, Bauko.

The formal turn over and program was held at the Mountain Province Multipurpose Hall in the capital town of Bontoc. Apart from the turn over ceremony, the Department of Science and Technology - Mt. Province through its Provincial S&T Director also awarded ceremonial checks to its Community-Based beneficiaries for S&T-based projects. HAGIYO Ifugao

On July 13, 2019, once again, the unity gong is back on the road to be turned over at the highway boundary of Bontoc, Mountain Province and Banaue, Ifugao at Mount Polis before heading to the Ifugao Provincial Capitol in Lagawe for the formal turn over and program. The Ifugao leg was led by Gov. Jerry Dalipog together with the Ifugao heads of office and representatives.

Arriving at the Ifugao Provincial Capitol in Lagawe for the formal turn over and program, Gov. Jerry Dalipog warmly welcomed all relayers to the province and the ceremonial beating of the gong was facilitated by the relaying province.DENR-CAR Regional Executive Director Ralph Pablo also joined the event. Ifugao cultural presentations were showcased and everyone participated in the community dancing.

On a sunny Sunday at the provincial grounds, RD Iringan in his speech said, "... the mere fact that we are all gathered here on a non-working day and supposed to be spending time with our families, is a firm testament that we are one in supporting the Cordillera's quest for autonomy..."

Cordillera Heritage Night and Culminating Activity

July 14, 2019 -- Finally, to complete the loop of the relay, the gong is transported back to Kalinga, being the host province of this year's 32nd Founding Anniversary. A cultural presentation was performed by the indigenous people of Kalinga and traditional indigenous food were served. Models from the different provinces also showcased their local fabrics through a Cordillera Weave fashion show.

KAY GANDA MO, CORDILLERA! -- The Cordillera Heritage Night held at the Kalinga People's Gym was full of entertainment making one leave in awe with the different display of cordillera colors.

This was headed by the Kalinga Cultural and Tourism Events Committee.

The presentations were played in songs and dances depicting the life cycle of Cordillerans including portrayals in arts and weaving.

Everyone was entertained by Pasil’s “Pakidum”, a musical play depicting Kalinga’s life cycle, how transformation takes place amidst conflicts among sub-tribes. Exhibits on artistic works, traditional pottery, weaving, beads and painting were displayed for interested attendees to purchase. Congressman Allen Jesse C. Mangaoang enjoins everyone to continue to embrace and promote the rich culture and heritage of the region that has united each and everyone to build a Cordillera with common affections.

The culminating acitivity on the 15th of July 2019 started with a civic parade attended by the different heads and representatives of the regional line agencies. According to Kalinga Governor Ferdinand B. Tubban during the Heritage Night, the community should count the region's gains and blessings like our cultural identity and most importantly the blessings of peace and prosperity which should pass on to the future generations of the Cordillerans.

The celebration of the Cordillera Month for the year was a success. In the attainment of Regional Autonomy, the people of the cordillera will always remain steadfast and continue to be a source of pride and inspiration.

2019 NEO TOWARDS AN EFFECTIVE AND EFFICIENT GOVERNANCE

SUBIC BAY FREEPORT ZONE – DILG CAR headed by RD Marlo L. Iringan spearheaded, in coordination with the Local Government Academy (LGA) and the League of Municipalities of the Philippines – Benguet Chapter the conduct of the Newly Elected Officials’ Orientation Program: Leaders for Effective and Efficient Governance at the Segara Hotels on August 20-23, 2019. The activity was attended by 134 newly elected and re-elected city and municipal mayors, vice mayors and some local functionaries and Sangguniang Bayan Members in the Cordillera. Participating guests also include Brigadier General Henry M. Doyaoen with two former rebels. DILG CAR deemed it necessary to call both the mayors and vice mayors in order that they can understand not only their respective responsibilities but also the duties and functions of each other which could lead to more harmonious relations and better teamwork between the two key officials of the LGUs.

DILG Sec. Eduardo M. Año was represented by Undersecretary for Local Government Marivel C. Sacendoncillo during the event. According to Secretary Año, “The people have spoken and have chosen you to become their leaders. Pinili nila kayo sapagkat naniniwala sila na may kakayahan kayong maging instrumento ng pagbabago. Naniniwala rin sila na kayo ang kanilang pag-asa upang maging maayos at maunlad ang kanilang mga buhay. “

The three-day activity covered various important topics where the officials learned from. Usec Sacendoncillo gave a lecture on Executive Order 70 and said that DILG and LGUs will be the hub in doing the different programs under the task force through the Retooled Community Support Program (RCSP) which is the primary platform of the entire National Task Force – Ending Local Communist Armed Conflict (NTF-ELCAC).

She said the mayors are the Team Leaders of the city/municipal-level RCSP Team and are expected to be always on top of the situation. She also reminded the participants to always uphold the values of being Matino, Mahusay, at Maaasahang mga lingkod bayan.

Anna Liza F. Bonagua; f) Cities and Municipalities Competitiveness Index by Ms. Julie P. Lucas of the Department of Trade and Industry- Mt. Province; and g) Operation L!sto Preparedness Protocols for LGUs by LGOO V Ralph Kevin B. Brett.

Through a Talkshop, the participants were also given the opportunity to interface with the Directors of the Oversight Agencies (DBM, COA, CSC and DILG) and the DILG Family (PRO-COR, NAPOLCOM, BFP and DILG). The Philippine Councilors League (PCL) in coordination with the DILG-CAR City/Provincial Offices, has successfully conducted the PCL elections. The DILG City and Provincial Directors or their representatives acted as chairpersons of their respective committees on elections with the Secretary of the Sangguniang Panglungsod, in the case of Baguio City charter elections, and Sangguniang Panlalawigan, in the case of provincial federation elections, and one interim officer of the federation who have no intention to run as HUC/Provincial federation officer, as members. DILG-CAR CHAMPIONS WHOLE-OF-NATION APPROACH THROUGH VARIOUS PARTICIPATORY GOVERNANCE ACTIVITIES

On July 23, 2019, DILG CAR led an Organizational Meeting and Orientation of Clusters on Ending Local Communist Armed Conflict (ELCAC) at the Nene Pimentel Hall, Baguio City. The activity was attended by heads of office and representatives of different government agencies of the five clusters of the Regional Task Force on ELCAC which the DILG leads and co-leads. Also in attendance are the Provincial Directors of DILG-CAR. Assistant Regional Director Araceli A. San Jose in her Opening Remarks said that the use of whole-of-nation approach ensures harmonization and synchronization of efforts of all stakeholders to achieve lasting peace and sustainable development.

Meanwhile, a continuation of said activity was furthered involving the heads of office and representatives of the different government agencies of the Regional Task Force on Ending Local Communist Armed Conflict (RTFELCAC), in a holistic Regional Planning Workshop at Venus Park View Hotel, Baguio City. The event was graced by the National Security Council and Vice Chairman of the ELCAC National Task Force Sec. Hermogenes Esperon Jr., Cabinet Officer for Regional Development and Security and DBM Acting Secretary Janet B. Abuel, Baguio City Mayor Benjamin Magalong and Governors Ferdinand B. Tubban of Kalinga and Eleanor Bulut-Begtang of Apayao. DILGCAR RD Marlo L. Iringan together with ARD Araceli A. San Jose, Division Chiefs and staff of the Local Government Monitoring and Evaluation Division and Local Government Capacity Development Division also actively participated in the activity.

The two-day event aimed to capacitate the member agencies on strengthening effective strategies in the fulfillment of their task to end insurgency guided by the wholeof-nation approach as per Executive Order #70.

All participants were united in crafting multi-agency and multi-sectoral strategic plan to ensure that all agency mandates are mainstreamed, to champion in leading the region to counter insurgency through the effective, timely and efficient delivery of programs, projects and activities to support the whole of nation and whole of government approach among agencies, stakeholders and communities. Outputs were presented and deliberated upon on the second day of the activity. Representatives of the 12 key clusters of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) presented their strategic plans in order to provide timely delivery of quality basic services and undertake peace and development works in the 47 Communist Terrorist Group (CTG) affected barangays.

START STRONG, FINISH STRONGER -- DILG CAR representatives together with other thousand participants, joined the Fun Run for Resilience on July 6, 2019 in Baguio City.

The event is a kick-off activity and part of the month-long celebration scheduled activities of the Civil Defense Cordillera in partnership with the different regional line agencies. Said event aims to boost the awareness of everyone and enjoining all towards building a resilient Cordillera community. The National Nutrition Council (NNCCAR) conducted a weight management progress monitoring activity last July 29, 2019 at the Nene Pimentel Hall, Baguio City.

The NNC Representatives measured the body weigt, height and waist line of each personnel present. This activity is in support to the observance of the National Nutrition Month celebration.

KIANGAN, IFUGAO: FIRST TO UNDERTAKE CBMS ROUND 4 By: Gyda H. Namingit

T he Municipal Government of Kiangan in coordination with the Department recently

conducted the Community- Based Monitoring System Accelerated Poverty Profiling Module 2(Data Processing, Digitizing and Poverty Mapping). It was held on July 15-19, 2019 at the Municipal Development and Planning Office (MPDO), Kiangan, Ifugao.

The CBMS Module 1 (Data Collection) training was conducted last January 28-February 1, 2019. After the training, the LGU proceeded immediately with the data gathering using the CBMS APP and 2017 Household Profile Questionnaires (HPQ) and Barangay Profile Questionnaires (BPQ) Version. The survey started on February 1, 2019 and ended on April 15, 2019. The LGU was able to do the complete enumeration of the 3360 households for 3 months, with a good quality output.

The LGU will be conducting the CBMS Community Validation on the 1st week of September 2019 and it hopes to finish the two big documents or plans (CLUP and CDP) by December 31, 2019.

Municipal Mayor, Hon. Raldis Andrei A. Bulayungan expressed his appreciation on the benefits of implementing the CBMS. He said that the system is a very good tool in the proper identification of the programs, projects and activities(PPAs) and appropriate interventions to be given to the citizens of Kiangan.

Jose Albert Aguana said that the CBMS plays a vital role in planning. He said that they will be using the CBMS data as inputs in the formulation of their development plans and poverty reduction programs. He is happy that as per initial report, the poverty incidence of Kiangan has improved by 10.33%. The poverty incidence decreased from 54.92% in 2016 to 44.59% in 2018. This means that the

BAGUIO CITY'S 2020-2022 CADAC PLAN OF ACTION CONDUCTED By: Joan-Ana J. Dumalsin

On August 20, 2019, members of the City Anti-Drug Abuse Council (CADAC) chaired by Mayor Benjamin Magalong met with officials of 15 barangays at the Baguio City Police Office conference hall for a workshop to formulate the city’s anti-illegal drugs campaign action plan for the next three years.

The activity was coordinated and conducted by the City Mayor’s Office through the City Social Services Division (Barangay Affairs Office) that serves as CADAC’s Secretariat in collaboration with DILG-Baguio City Field Office headed by City Director Evelyn B. Trinidad. The ones invited were the Punong barangays with the top five most functional Barangay Anti-Drug Abuse Councils (BADACs) and ten least functional barangays. Said planning was able to gather the issues and concerns which were provided with recommendations and solutions that will be incorporated in the CADAC Plan for 2020-2022. During the workshop, the participants were divided into three groups and asked to answer three questions: WHAT WENT WRONG WITH THE CITY’S FIGHT AGAINST ILLEGAL DRUGS?; WHAT WENT RIGHT?; AND WHAT ARE YOUR SUGGESTIONS TO IMPROVE THE CITY’S FIGHT AGAINST ILLEGAL DRUGS?

The problems identified are the lack of

evidence-based information, alleged apathy of some barangay officials, non-attendance of drug surrenders in rehab programs and others. Those that are going well include the simultaneous conduct of anti-illegal drugs operations, monitoring of transients and visitors in the barangays, community participation, and others. On the other hand, suggestions from the participants include the development of handbook in handling drug surrenderers, policies on the mandatory participation of

surrenderers to community-based rehabilitation program of the city, provision of more CCTVs in the barangays, provision of greater budget for BADAC activities, more information and education campaigns on illegal drugs, livelihood opportunities for drug surrenderers, conduct of more trainings, installation of street lights to discourage illegal-drug transactions, and more. The inputs taken from the workshop will be collated by the CADAC Secretariat and integrated in the City’s Peace and Order and Public Safety Plan for 2020 to 2022.

DILG – IFUGAO JOINS CELEBRATION OF 121ST PHILIPPINE INDEPENDENCE DAY By: Gyda H. Namingit

DILG Ifugao joins the country and the Regional Office in celebrating the 121st Philippine Independence Day held at the Provincial Capitol Plaza, Lagawe, Ifugao. The Guest of Honor and Speaker (GOHAS) in the celebration was BGen Henry M Doyaoen of the Armed Forces of the Philippines, Commander of the 503rd Infantry Brigade, 5ID, based in Barangay Calanan, Tabuk City, Kalinga.

In his message, he addressed the people of Ifugao to support and participate in the whole-of-nation approach to end armed conflict not only in the Province of Ifugao, but in the whole Cordillera Administrative Region. He encouraged the AFP and PNP in the security sector, together with the peace partners in the local government units and other national government agencies to continue to work together to bring the local communist armed conflict in Ifugao to its end.

One of the highlights of the activity is the formal surrender and oath-taking of regular members of New Peoples' Army and hand-over of firearms and explosives. Four (4) members of the NPA surrendered and six firearms and some improvised explosive devices were handed over to the Philippine National Police (PNP) and received by PCol Superintendent Romeo T Mangwag. The four former rebels also had their Oath of Allegiance or Panunumpa ng Katapatan sa Bansang Pilipinas in front of the community. They promised not to return to the other side of the government but to follow government rules and regulation, live in peace and enjoy the freedom that they deserve. Another is the awarding of Certificates of Commendation to the AFP and PNP for ensuring peace and order during the May 13, 2019 National and Local Elections.

The Provincial Government of Ifugao together with the Ifugao Provincial Peace and Order Council (PPOC) acknowledged and recognized the dedicated and committed service of the law enforcement agencies that resulted to zero (0) untoward incidents.

The activity was participated in by the department heads of the Provincial Government of Ifugao, municipal governments, heads of the different National Line Agencies and private organizations in the Province of Ifugao. Meanwhile, the Regional Office posted an Audio Visual Presentation in its official Facebook and website pages in commemoration of the Independence Day.

Our country remain as one of the most vulnerable and exposed to disasters per world risk index data. But more than these studies, what we have experienced in our region from the By: Jaemie deCastro Ruiz-Chua past years are testaments to our vulnerability.

Since disasters are becoming more complex, frequent and unpredictable in terms of occurrence, scope and magnitude, working hand-in-hand in disaster management is practiced. It is with this that the local government units are the first responders in the occurrence of calamities based on the Philippine Disaster Risk Reduction and Management Act of 2010.

Aside from Republic Act 10121, Republic Act 7160 or the Local Government Code of 1991 also states that LGUs have the responsibility to undertake rescue operations, provide immediate relief assistance, set-up and manage evacuation centers at the first instance of disaster events. With the LGU’s proximity to the communities, their role in disaster operations is very significant. It is with this that the use of Operation L!sto manual become their basis during, before and after disaster.

According to La Trinidad, Benguet Municipal Disaster Risk Reduction Management Officer Yoshio P. Labi (left), they were able to make comparisons on the different versions of the manual which helped them craft their disaster plan and procure necessary equipment. All these are incorporated in their Annual Investment Plan.

Meanwhile in Bontoc, Mt. Province, culture comes into play through “Ugugfu,” which is the equivalent of bayanihan. It is a cultural practice of the Ifontoks (people from Bontoc) to come to the aid of anybody needing assistance, per account of Bontoc Mayor Franklin C. Odsey (top right). He also added that " in the municipality, implementation of it is a mixture of culture, respect for the elders and science -- science because Operation L!sto contains planned protocols to guide us in decision-making."

Different participatory activities and/or projects are also anchored in the program such as the development of a Teacher Training Material conceptualized by Ms. Amelia R. McClure (right), a volunteer from the US Peace Corps Boston, Massachusetts. Said project is for schools to continue to implement L!sto independently. She also added that Operation L!sto provides very clear directions on what families can do which has a manageable amount of instructions to folfollow. Ms. Elvernice S. The DILG Ifugao has successfully conducted the Operation L!sto Provincial Convergence and Disaster Resilience Dialogue on July 11, 2019 at the JME Event Venue, Bolog, Kiangan, Ifugao. The activity was participated in by the Provincial Government officials, Municipal Mayors, Provincial and Municipal Disaster Risk Reduction and Management Officers, Chiefs of Police, Municipal Fire Marshals, Municipal Local Government Operations Officers and other partner agencies like Philippine Information Agency, Ifugao Sate University, Armed Forces of the Philippines(54thIB), Philippine National Police, Bureau of Jail Management, Bureau of Fire Protection,and National Police Commission.

“Our goal for zero casualty every disaster could be achieved if all will work together and follow the disaster guidelines specifically the Operation Listo Manual,� said PNP PD PCol Romeo T Mangwag in his welcome remarks. He said that as vanguards of tranquility and order, it is very important to work on individual roles and collectively work out for the common vision - zero casualty.

Highlights of the activity were the launching and turn-over ceremony of the Enhanced Operation Listo Manuals to the local government units and sharing of LGU best practices in the implementation of Operation Listo and disaster preparedness. Members of the Ifugao Provincial Management Coordinating Committee and the technical persons of DILG-Ifugao served as resource speakers during the activity.

From August 19 to September 5, 2019, the DILG-CAR rolled-out the use of the Development Live (DevLive) App to the citizens of the 13 Municipalities of Benguet, the pilot province in CAR. A free mobile Android application, it is designed to gather citizens’ satisfaction feedback on the quality and implementation of local infrastructure projects under the Assistance to Disadvantaged Municipalities (ADM) and Assistance to Municipalities Program (AM).

The province of Benguet was chosen based on the criteria that the pilot rollout shall be conducted to the province with the highest number of completed and ongoing ADM and AM projects, with good internet access and with no more than 20 component municipalities.

In the Municipality of Itogon, a citizen said, “It’s good that we have this DevLive application now to help us report and feedback real-time on the implementation of local projects here in our Municipality. It will help us watch over the contractors and ensure that what our community gets is at its best.”

In one press briefing, DILG Secretary Eduardo M. Año said that the mobile application facilitates public views in terms of progress, timeliness, and effectiveness of local infrastructure projects in real time. He also urged the public to participate in governance by installing and using the DevLive app.

The launching of the app is part of the DILG’s aim to promote Civic Technology for Governance Innovation and citizen engagement in improving public service delivery as it believes that effective and timely feedback is a critical component of the successful performance management that shall be used in conjunction to existing mechanisms used for reporting and monitoring the implementation of local infrastructure projects.

It is expected that the DevLive app will be rolled-out to other LGUs by 2020.

DAGYAW BAGUIO CITY: AN OCCASION FOR BAYANIHAN, PARTICIPATION AND ENGAGEMENT By: Hazel G. Bandas

On September 10, 2019 at the University of Baguio Gymnasium, held the Dagyaw: Open Government And Participatory Governance Regional Townhall Meeting For Cordillera Administrative Region. It was the fourteenth leg of a series of 16 events across the country which aims to provide an avenue for productive, valuable, sincere and visible engagement between government and its people. It also aims to provide a platform for regular citizens to clarify “issues of the day” and raise local concerns through direct interfacing with senior government officials, provide a venue for citizens to access a one-stop-shop of frontline government services and national programs down to the region and gather stakeholder inputs for the co-creation of the Philippine Open Government Partnership (PH-OGP) National Action Plan 2019-2021.

For CAR, the keynote speakers were Department of Budget and Management (DBM) Undersecretary Janet B. Abuel and Department of the Interior and Local Government Assistant Secretary Roosque B. Calacat. For the issues closer to home, the speakers were Department of Environment and Natural Resources (DENR-CAR) Assistant Regional Director Augusto D. Lagon for the topic on Environment; Department of Public Works and Highways (DPWH-CAR) Regional Director Tiburcio L. Canlas for the topic on Build, Build, Build and Department of Tourism (DOT) Assistant Secretary Roberto P. Alabado III for the topic on tourism.

In the event’s welcome remarks delivered by DILG CAR Regional Director Marlo L. Iringan, he said that he believes that activities like this town hall meetings and face to face interaction with people is equally productive and is important to know the issues and concerns of the constituents for the government to improve its services.

He also encouraged the participants to actively participate in the discussion and share their issues, concerns and recommendations to achieve the objective of the activity. “By interacting with one another, we will have enlightenment, and enlightenment will give understanding, and with better understanding we will have better engagement with one another.”

Further, DILG Asec. Calacat shared in his keynote that Dagyaw will not stop at the Regional level. It will go down to the Provincial, Municipal and down to the Barangay level to continue the sharing of engagement and engaging people together. He said, “In this Dagyaw, I would like you to know that your presence today is a testament of openness and willingness to take part in shaping the government -- that is open participatory, inclusive and sensitive to the needs of the people. The DILG under Executive Order Number 24 is already aware in making sure that people in the grassroots level are included in sharing the agenda of our government now. May we all embody the spirit of Dagyaw, the spirit of Bayanihan, the spirit of conversation. May this platform inspire us to become partners for change.”

On the other keynote, DBM Usec Abuel said “We come from different social, political, and ethnic groups. We are of different gender, age groups, and religions. But, we are all Filipinos. Bayan bago ang sarili—Dagyaw reminds us of our share as citizens in achieving our common vision of a good quality of life, to actively work together in nation-building, and to exercise our rights and roles as responsible Filipinos, whether as public servants or private citizens.”

During the townhall forum moderated by Asec. Ana Maria Paz B. Rafael, the attendees raised various concerns on environment, road concreting, rehabilitation of Baguio, Tourism, standard and quality of equipment and others.

In closing, Regional Director Irene B. Gahid of DBM CAR said that the Dagyaw: Open Government and Participatory Governance was fruitful. “Topics from the three agency’s projects in the region have been presented and highlighted, issues and concerns have been discussed and settled, and everyone had the opportunity to communicate and interact with each other through the Open Forum. I encourage all of you to engage your ideas and sentiment for the improvement of the public services provided by the government.” The back to back activity engaged a total of 796 participants from the different sectors of society in the morning activity for the Dagyaw Townhall Meeting.

The afternoon activity was participated in by 100 CSOs for the Open Government Partnership (OGP) Regional Workshop for the Co-Creation of the 5th National Action Plan.

The Government Services fair which was also a part of the morning activity was participated in by CAR Regional Government Agencies such as the Department of Agriculture (DA), Department of Social Welfare and Development (DSWD), National Commission on Indigenous Peoples (NCIP), Pag-IBIG (Home Development and Mutual Fund), Philippine Information Agency (PIA) headed by Regional Director Helen R. Tibaldo who also served as Master of Ceremony, Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), Department of Health (DOH), Department of Budget and Management – PhilGeps (DBM), Department of Tourism (DOT), Department of Environment and Natural Resources (DENR), Presidential Communications Operations Office (PCOO) and the Department of the Interior and Local Government (DILG).

The successful activity is a partnership between the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM) and Presidential Communications Operations Office (PCOO) through the Philippine Information Agency CAR, pursuant to Resolution No. 02-S2019.

USEC SACENDONCILLO CONDUCTS ROAD CLEARING ACTIVITY IN BAGUIO CITY AN EYE SORE NO MORE. An onsite validation on road clearing was conducted by the Undersecretary for Local Government Marivel C. Sacendoncillo together with DILG-CAR Regional Director Marlo L. Iringan and DILG Baguio City Director Evelyn B. Trinidad last September 20, 2019.

In the interview conducted by PTV Cordillera, Usec Sacendoncillo said that she is very pleased to note that public spaces were generally cleared and recovered such as roads and sidewalks. She added that LGUs have until September 29, 2019 to clear the roads per directive of President Rodrigo R. Duterte before the DILG will assess their compliance as embodied in the guidelines of DILG Memorandum Circular No. 2019-121.

LGUs who are not able to abide will be given a show cause order from Secretary of the Interior and Local Government.

Also, to ensure that all Provincial Governments in the region are compliant with the directive, RD Marlo L. Iringan conducted an on-site validation in all capital towns including Tabuk City together with the validation team composed of members from the Philippine National Police, Bureau of Fire Protection, accredited Civil Service Organizations and the local media through the Philippine Information Agency - CAR. All Provincial Directors also conducted an on-site validation as well as LGUs within their area of responsibility to comply with the deadline in the clearing operations of public roads and streets.

According to the assessment and validation result, "CAR has three (3) non-compliant LGUs which shall be given show cause orders," said RD Iringan.

Nevertheless, despite these non-compliant municipalities, CAR is among the highly compliant regions nationwide together with regions II, III, VI and XII. #Jaemie deCastro Ruiz-Chua

ROUGH ROAD NO MORE. This local access road leading to Lacdag-Maliten, Mt. Province far from the capital town, has been improved through the 2018 Assistance to Municipalities (AM) program.
