his year has proven to be particularly challenging yet rewarding for the Department of the Interior and Local Government (DILG).

The COVID-19 pandemic has spawned a crisis, unprecedented in complexity and scale , that threatened to hamper the delivery of government services.

Despite the risks, the Department continued to pursue its mandate of promoting peace and order, ensuring public safety, and further strengthening local government capability, while responding to thousands of complaints and providing real-time updates to the public through various communication platforms.

We worked tirelessly with National and Regional Line Agencies to find ways to contain the COVID-19 pandemic and manage the social and economic problems it brought on.

The Department’s most notable contribution to the national strategy against COVID-19 in taking the lead in detecting, contact tracing, isolating, and facilitating.

The Department also monitored the establishment of Regional Emergency Operation Centers and emergency help centers, and assisted constituents in filing necessary legal actions against uncooperative local officials, all while coping under the new normal.

Allow this report to serve as a source of motivation as we continue to effectively carry out our responsibilities and duties.

I am gratified by the exceptional work being done by DILG CAR personnel, and I look forward to continuing to work with our stakeholders and other RLAs to serve the public.

he COVID-19 pandemic has brought immeasurable challenges to our government but our collaborative efforts provide us the resilience we need amidst difficulties. We thank everyone for their tireless efforts, now and always.

We are grateful to our local government units (LGUs) for consistently providing exceptional service and demonstrating outstanding commitment, flexibility, and perseverance during the height of the pandemic. We thank them for their unending support to the Department’s priorities and strategies.

In dealing with the pandemic, our government is taking a whole-of-society approach. It is local government-led, nationally enabled, and peoplecentered. All hands, hearts, and efforts must be on deck.

We recognize the importance of our LGUs now more than ever. They are at the forefront in addressing the challenges of the pandemic and stepping up to provide quality services to their constituents especially so in these trying times. We encourage them to ensure good governance by being transparent, accountable, and responsive to the needs of our people, and to encourage and provide a conducive atmosphere for people’s participation in collective decision-making process.

Let us continue to live by our quality policy of Stepping Up to the Challenges and Changes through Excellent and Sustainable Strategies.

for Returning Overseas Filipinos Amidst the Pandemic

The establishment of the DILGOverseas Filipino Workers (OFWs) Desk Officers is in response to the advisory from the Inter-Agency Task Force for the Management of Emerging and Infectious Diseases (IATFMEID) enjoining all LGUs to allow the unhampered transit of repatriated OFWs and other Returning Overseas Filipinos (ROFs) who underwent 14-day facility-based quarantine and are about to return to their respective home residences.

The DILG-CAR coordinated with LGUs concerned to ensure the safe arrival of the 1,657 ROFs to their residences. This is through the collaborative efforts of DILG, Overseas Workers Welfare Administration (OWWA), Department of Transportation (DOTr), Philippine Coast Guard (PCG) and Local Manning Agencies (LMA).

As shown on the left side, these are the breakdown of numbers of ROFs in CAR who were provided various assistance.

Road clearing refers to the set of interventions by local government units intended to cause the removal of road and sidewalk obstructions, including but not limited to, the enactment of enabling ordinances, conduct of road inventories, physical removal of road obstructions without prejudice to the property rights of the affected stakeholders, crafting and implementation of displacement plans, rehabilitation and maintenance of cleared roads, and creation of a grievance mechanism as defined and provided for in DILG Memorandum Circular 2020-027 dated February 7, 2020.

The DILG issued on October 27, 2020 Memorandum Circular No. 2020-145 titled “Continuation of Road Clearing” providing for the guidelines for all local government units in the continuation of road clearing in their respective localities. The issuance highlighted that road clearing is a year-round activity that requires sustained effort and implementation.

The Department commended the Punong Barangays for their zealousness in the continuous conduct of road clearing operations in their respective barangays despite the COVID-19 pandemic to ensure the safety and accessibility of roads pursuant to Sec. 4 (ll) of Republic Act 11494 or the Bayanihan to Recover as One Act providing for the “Regulation of traffic on all roads, streets and bridges, and access thereto”.

The road clearing is a monthly compliance monitoring in the barangays which will continue by calendar year 2021.

Full Disclosure Policy: Matino, Mahusay at Maaasahang Pam The Full Disclosure Policy (FDP) reflects the Department's commitment to increase transparency and accountability in local governments.

One of the FDP’s primary goals is to promote honest, transparent, and orderly management of public funds to help minimize, if not completely eliminate, corruption and misuse of public funds, and to raise public awareness about available public funds and the amount allotted for development projects in their communities.

Full compliance means that all the fourteen (14) required documents are uploaded in the FDPP within the posting period while compliance is the total of those LGUs with Full Compliance and those that have not uploaded all of the said 14 documents within the given posting period.

In light of the COVID-19 pandemic, the Department adjusted the timelines to allow sufficient time for the LGUs to comply with the Full Disclosure Policy. As the country was declared under state of calamity in CY 2020 due to the COVID-19 pandemic, the Barangay Assemblies (BA) for the 1st and 2nd semesters were conducted in accordance with the policies and guidelines issued by the Inter Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) and in compliance with the enacted local ordinance/s in line with the implementation of community quarantine in the locality and adherence to minimum public health standards. For the 1st Semester of BA, the theme was “BARANGAY: Kaagapay sa Matiwasay at Ligtas na Pamumuhay”.

Specifically, the guidelines for the 2nd Semester of BA were issued through DILG Memorandum Circular 2020-137 dated 15 October 2020 which provides for the conduct of BA in October and November 2020 with the theme, “Barangay Bayanihan sa Panahon ng Epidemya Para sa Kaligtasan ng Mamamayan”.

DILG Extends Hands through the ‘BODBA’ The Department provides Barangay Official Death Benefit Assistance (BODBA) to qualified beneficiaries of deceased barangay officials who die during their incumbency.

In order to fully assist beneficiaries, the Department developed and implemented the ‘Barangay Information System – Death Benefit Claims (BIS-DBC)' online system in 2018.

The BIS-DBC portal facilitated the manual processing of claims, beginning with the qualified beneficiary's application at the DILG Field Offices; endorsement to the DILG Regional and Central Offices, respectively; submission of the list to the Department of Budget and Management for fund allocation; and finally, back to the DILG-Field Office via channels, for the distribution of checks to the claimants.

The death benefits provided to beneficiaries of deceased barangay officials who die during their term of office amount to: (a) PhP 22,000.00 for Punong Barangays; and (b) PhP 12,000.00 for Sangguniang Barangay Members, Sangguniang Kabataan Chairpersons , Barangay Treasurers, and Barangay Secretaries.

The ‘Dagyaw’ 2020: Open Government and Participatory Governance Regional Town Hall Meetings is anchored on the objective of the National Task Force Against COVID-19 to ensure people-centered, clean, technology-enabled, and responsive governance in addressing COVID-19 and to restart social and economic activities.

The conduct of the regional “Dagyaw” served as an avenue for the people to voice their questions, complaints, and recommendations in an organized forum for constructive engagement.

The Dagyaw series of virtual dialogues were made possible through the combined efforts of various government agencies led by DILG, DBM, and the Philippine Information Agency (PIA) in close coordination with Cordillera Network (CORDNET), Alay sa Kapatid Foundation (AKAP), and Child and Family Service Philippines, Inc. (CFSPI).

It brought together government officials, representatives from Civil Society Organizations (CSOs), the academe, and the stakeholders to share their knowledge, recommendations, and programs and projects for their respective sector.

Youth in Nation Building The campaign on Federalism was rebranded to Constitutional Reform, tagged as “CoRe”. The CoRe advocacy campaign seeks to advocate the amendments of certain economic, social and political provisions of the 1987 Philippine Constitution and make the same more attuned and responsive to the changing needs of the Filipino people. Thus, to reach a wide dissemination of the merits of the constitutional reform agenda of the Administration, the Department continuously strived to educate more people with the goal of making them fully understand and appreciate the need to adopt the proposed amendments.

The Department launched the “CORE YOUTH SUMMIT 2020” with the theme “Angat Probinsya, Angat Pamilya” intended to showcase the talents, knowledge and skills of the youth through songwriting, essay writing, shortfilm making, poster-making and debate contests.

The youth summit aimed to promote awareness on Constitutional Reform and engage the youth in the current government’s situation. It also provided them an avenue to showcase their craft by highlighting the youth’s significant role in nationbuilding.

DILG Cordillera recognized the youth representatives of the Region (CAR) on November 21, 2020 for winning in the National Constitutional Reform (CORE) Youth Summit 2020. The following were given recognition through virtual awarding ceremony:

Youth in Local Governance and in Nation Building Republic Act No. 10742 or the Sangguniang Kabataan Reform Act of 2015 recognizes the vital role of the youth in nation-building and promotes and protects their physical, moral, spiritual, intellectual and social well-being, inculcates in them patriotism, nationalism and other desirable values, and encourages their involvement in public and civic affairs.

The Department, in its thrust to fully implement the said Act, shall consistently monitor the compliance of LGUs specifically, with Section 25 on the creation of the Local Youth Development Office (LYD) Office which shall be headed by a LYD Officer.

Intensifying Advocacy on PADS Policies Executive Order No. 66, or the Institutionalization of the Philippine Anti-Illegal Drug Strategy (PADS) directs all government agencies to formulate strategies and implement programs that address the nation’s drug use problem in accordance with their respective mandates. As the lead agency of the Inter-Agency Committee on Anti-Illegal Drugs (ICAD) Advocacy Cluster, the Department plays a crucial role in the advocacy and education campaigns against illegal drugs and criminality and in the effective implementation of the Community-Based Rehabilitation Program.

The event also recognized the outstanding Civil Society Organizations for their exemplary efforts and roles in complementing the national government’s anti-illegal drug programs amidst the pandemic, as well as local government units for their relentless effort in eradicating the drug menace with drug prevention programs from 2017-2019.

Council for the Restoration of Filipino Values of Mountain Province

The Council for the Restoration of Filipino Values (CRFV) - Mountain Province Chapter, a non-profit and non-government organization, contributed to the prevention of illegal drugs to drug-affected barangays especially during the pandemic by conducting various PPAs such as music lessons, continuous IEC on illegal drugs through radio guesting and music, dance and arts, composition of drug free song against illegal drugs, online concerts, online battle of the bands and battle of the dance animation participated by youth, and home visitation of drug surrenders.

Shalom Kalinga is a group of various workers of Christ whose work centers on, but not limited to, the propagation of biblical teachings, discussing social issues, public concerns and other matters that affect social and moral life of the people of Tabuk City, Kalinga.

Preventing and Countering Violent Extremism The Philippine National Action Plan on Preventing and Countering Violent Extremism (NAP-PCVE) is intended to strengthen Filipinos’ resilience against violent extremism and to prevent citizens from becoming involved in harmful activities in the future, whereas the NAP-chemical, biological, radiological and nuclear warfare (CBRN) is intended to increase knowledge and promote public awareness of CBRN threats and risks.

In accordance with this, DILG-CAR rolled out the NAPC-PCVE with a total of 191 barangays in the region: 63 barangays in the provinces of abra, Apayao, Kalinga, and Mountain Province as identified by the Department, Armed Forces of the Philippines, and Philippine National Police, and 128 barangays in the City of Baguio as identified by the Regional Office.

The activity was held on November 26-27, 2020 via Cisco Webex.

Former Rebels Get New Beginnings The Enhanced Comprehensive Local Integration Program (ECLIP) aims to facilitate the reintegration of Former Rebels (FRs) into society by providing a comprehensive package of assistance tailored to the FRs' and their families' specific needs.

Under the ECLIP, provinces/HUCs that have expressed the need for such facility may be allocated funds for the construction of ECLIP Halfway Houses. The ECLIP Halfway Houses serve as the temporary shelter of FRs while they are being profiled and/or their assistance processed. In the Cordillera, two were constructed in the previous years: 2018 (Mt. Province) and 2019 (Kalinga).

In 2020, the Abra halfway house was completed while those of the other provinces and the City of Baguio are still on-going.

Except for the Province of Benguet and four of its municipalities (Kibungan, Tuba, Bakun, and Buguias) which were not able to submit their GPB, all of the LGUs in CAR met the March 31 deadline.

CMGP Year-End Program Implementation Review As a result of good governance of the provinces in the implementation of governance reforms on Local Road Management (LRM) and Public Financial Management (PFM), the following provinces were given recognition by DILG-CAR. Special Award: Provincial Government of Mountain Province for efficiently monitoring the physical and financial accomplishment on the implementation of CMGP projects resulting to timely submission of quarterly report on physical and financial accomplishment of project implementation.

Digital Governance Awards “Digital Governance Awards” or eGovernance Awards for local government units aims to encourage the effective and efficient utilization of information and communications technology (ICT) in enhancing local governance especially in the delivery of basic services.

It also aims to showcase best practices of LGUs by integrating ICT in their governance processes to inspire other LGUs to participate.

The winners were judged by the criteria on Innovative Management (30 points); Impact (30 points); Extent of ICT Adoption (20 points); and Replication Potential and Sustainability (20 points).

Baguio City’s e-Contact Tracing Baguio City’s e-Contact Tracing under the Best in COVID-19 Pandemic Response (G2P) Award Category landed 3rd Place under the city level category during the national virtual awarding held on December 10, 2020. The G2P is a special category that recognizes the LGUs who were extremely adaptable to the unprecedented circumstances caused by the COVID19 pandemic. It awards the timely delivery of ICTenabled services, quick thinking, innovation, and resourcefulness.

The e-Contact Tracing of the city comprises an aggregate of E-Systems serving as surveillance tracker, support package as well as an automated analytics device. The case-base surveillance tracker captures symptoms, demographics, risk factors and exposures, records of laboratory results and links to confirmed cases, treatment and response, and monitoring through contact tracing followup program.

Continued Certification to ISO 9001:2015 “Continuous improvement of internal administrative systems and processes...”

The validity of DILG CAR’s ISO 9001:2015 certification was reconfirmed anew by the Certification International Philippines Inc. (CIP), the certifying body of the organization, based on the outcome of the first surveillance audit of the Quality Management System (QMS) on July 17, 2020.

The audit assessed the maintenance of the QMS, its good points and areas of conformity that enable it to address the organization’s risks and opportunities as well as support the achievement of its performance objectives and customers’ needs and expectations.

The Certification was awarded on

March 15, 2019 and is valid until May 14, 2022 with the scope in “local governance improved through the provision of technical assistance and administrative services, oversight function, and rewards and incentives to LGUs” and such validity is subject to satisfactory results of the annual surveillance audits.

It outlines a framework for improving quality and a vocabulary of understanding for any organization looking to provide products and services that consistently meet the requirements and expectations of customers and other relevant interested parties in the most efficient manner possible. “Overcoming Adversities toward The Year-End Program Review and Analysis (PRA) was conducted on December 9, 2020 and attended by all Regional Office and Field Operating Units’ regular personnel as well as personnel under contract of service.

The FY 2020 Regionwide Physical and Financial Accomplishments were presented by the Regional Planning Officer Fe S. Binay-an and Budget Officer Iris B. Esden. After which gaps and/or issues were also presented.

Regional Operations issues and concerns were also discussed.

For the afternoon session, the CMGP awarding was witnessed by all participants. Also, the 2020 TOPs guidelines were presented.
