With the Department’s relentless implementation of its key programs, projects and activities (PPAs), the first quarter started strong and steady.

On top of the continuing implementation of our programs, we were able to manage our focus on the compliance to the ISO 9001:2015 certification requirements.

Such has been a testament to our earnest desire to improve our systems and processes for a more effective and efficient delivery of services to our clienteles. It is only fitting to give credit to the entire team for a job well done.

While awaiting for the passage of the General Appropriations Act which would have given the green light for the implementation of the 2019 priority PPAs, we still provided prerogative on the deliverables which we were not able accomplish for the last quarter of 2018.

Anent to this, we were able to assist our local government units (LGUs) to complete the requirements for the release of funds for our Assistance to Municipalities (AM) for 2019, particularly the municipalities that have not yet complied with the following: Good Financial Housekeeping (Full Disclosure Policy); functionality of the local development council; and public financial management, which we encourage our LGUs to work hand-in-hand with our Provincial Offices for assistance in order to speed up the accomplishment of the needed documentary requirements.

Futhermore, we are rigorously monitoring the timely completion of our locally funded projects (infrastructure) to ensure that specifications are

met in accordance to the needed standards, so that the Cordillerans will immediately benefit from them.

These and much, much more, DILG CAR was able to do through constant dialogue and consultation with the local government together with the unceasing guidance and encouragement from our Field Operating Units (FOUs).

As we brace ourselves to the challenges we encounter as public servants, I enjoin each and everyone to be steadfast in providing quality service to the community. Let us all maintain our passion for the things that we do.

DILG-CAR VIES FOR QMS 9001:2015 CERTIFICATION

The Department of the Interior and Local Government - Cordillera Administrative Region (DILG-CAR) was able to pursue its application for the certification of ISO 9001:2015 by the Certification International Philippines, Inc. (CIPI), through an External Audit conducted covering 25 quality procedures (QP) and 12 Systems Procedures (SPs).

With its continuous improvement in the delivery of PPAs, the external audit covered all clauses of the 9001:2015, and its main objective is to evaluate and determine

conformity of the management system to specified requirement for certification. Said audit started in the different Provincial anhd Highly Urbanized City Offices before the conduct of audit validation at the Regional Office.

The external auditors, Mr. Michael Jordel Matondan and Mr. Paul Timothy Hupanda, were able to point out four minor non-conformities which will be ironed out by the team. Nevertheless, the agency was recommended for ISO 9001:2015. certification.#

DILG-CAR congratulates ARD Araceli A. San Jose for being declared as DILG's Best Quality Management Representative (QMR) and for her promotion from CESO V to CESO IV.

The Best QMR award is based on the recent Quality Management System (QMS) Audit that the different DILG Regional Offices have rigidly gone through to further improve processes and procedures.

The QMR is a vital function in ensuring that QMS is properly implemented which qualifies a Regional Office for ISO 9001:2015 certification.

LEGAL OPINION Proper application and interpretation of the THREE CONSECUTIVE TERM LIMIT RULE of elective officials to hold the same position pursuant to Sec. 43b of RA 7160 .

Section 43(b) of RA 7160 “No elective officials shall serve for more than three (3) consecutive terms in the same position. Voluntary renunciation of the office for any length of time shall not be considered as interruption in the community service for the full term which the elective officials concerned was elected.”

KAPANGAN FOLKS BENEFIT FROM LGSF-AM PROJECT Kapangan, Benguet – The Department of the Interior and Local Government – Cordillera Administrative Region (DILG-CAR), through the Local Government Support Fund - Assistance to Municipalities program (LGSFAM), subsidized the rehabilitation of the local access road along Sitio Bileng, Barangay Sagubo, Kapangan Benguet with an amount of Php 1,467,200.00 catering to 240 beneficiaries.

The concreting of the 306 meters rough and muddy road aims to bring numerous conveniences to the locals in their daily living such as access to health care facilities and transportation of products.

Lauding the support and cooperation of the Municipality of Kapangan, the completion of the upgraded infrastructure has also eased the walk of children going to school and other residents travelling to the municipality.

5 FRs Given ECLIP Grant

The DILG Mountain Province Enhanced Comprehensive Local Integration Program (ECLIP) Committee granted financial assistance to five Former Rebels (FRs) amounting to Php 562,000.00. Said grant covers the provision of livelihood assistance and firearm remunerations.

During the awarding ceremony, Provincial Director Anthony Manolo I. Ballug briefed the FRs and the other attendees on the ECLIP. He explained that it is the Provincial Government that spearheads the implementation of the ECLIP with the assistance of the DILG, PNP, and AFP and discussed the purpose of the financial assistance.

Provincial Governor Bonifacio C. Lacwasan, Jr. encouraged the FRs to convince other rebels to resurface since the government is

willing to provide financial and other assistance such as scholarships.

Each of the FRs gave a message of gratitude to the government, especially the ECLIP Committee for their efforts in processing the necessary documents and for the opportunity to be reintegrated to the mainstream society.

The ECLIP, formerly CLIP, is a program geared towards the attainment of a just, comprehensive, and lasting peace through the provision of complete package of assistance to FRs who have expressed their desire to abandon armed struggle and become productive members of the society.

As per recent data, there are 1,959 FRs provided with financial assistance and 40 halfway houses established nationwide.#

INAUGURATION OF 2017 CMGP PROVINCIAL ROAD

The turn over and inaugural ceremony for the completion of the Buluan-Mawigue-Allangigan-Caglayan Provincial Road was held on March 29, 2019 in Conner, Apayao, attended

by Mayor Leonardo Dangoy who represented Provincial Governor Elias C. Bulut Jr. together with DILG Apayao Provincial Director Marvin Vasquez who represented DILG Regional Director Marlo L. Iringan, Apayao LGUs and DILG-Apayao personnel.

The project had improved the unmaintained Provincial Road passing thru the Barangays of Buluan and Mawigue through the DILG FY 2016 KALSADA Program. In 2017, the same was provided funding through the CMGP Program with a project amount of P58,280,172.79 to cover the road length of 3.068km

The paved road can now provide an easier access for the residents in the transport of their crops to the nearest market. Main crops in the locality are corn, banana, and seasonal fruits like rambutan, lansones and dragon fruits.#

LGCDD CONDUCTS POST MONITORING AND EVALUATION ACTIVITY

M

onitoring and evaluation are crucial steps to be undertaken in order to assess that the projects implemented and activities conducted are able to achieve set targets.

It is with this that the Local Government Capacity Development Division (LGCDD) conducted a post activity monitoring and evaluation of LGCDD conducted trainings and activities and briefing on other LGCDD related programs, projects and activities (PPAs) on February 26 to 27, 2019 at the Palm Grove Resort, Asin, Tuba, Benguet.

Said activity was attended by 24 participants composed of Cluster Heads, Program Managers and Focal Persons from Abra, Apayao, Benguet, Ifugao, Kalinga and Mountain Province together with members of the LGCDD and Local Government Monitoring and Evaluation Division (LGMED) of the DILG - CAR. The activity aims to provide an

avenue for the Regional and Provincial Focal Persons, Cluster Heads and Program Managers to efficiently and effectively manage the implementation of DILG PPAs particularly those under the LGCDD.#

Topics discussed were updates on Performance Challenge Fund (PCF), status of Locally Funded Projects (LFP). The Philippine Development Plan (PDP), Sustainable Development Goals (SDG), Local Development Council (LDC) Functionality, CDP review of Baguio City, endorsement of Request for Authority to Purchase Motor Vehicle, DRR related matters on typhoon Ompong and Quality management System (QMS) were also tackled.#

8M DILG LGSF-AM EVACUATION CENTER PROJECT TURNED OVER TO ITOGON

The evacuation facility located in Keystone, Ucab, Itogon, Benguet funded under the Department of the Interior and Local Government – Cordillera Administrative Region (DILGCAR) through the Local Government Support Fund - Assistance to Municipalities (LGSF-AM) program was turned over to the Municipality of Itogon on March 21, 2019 through a ceremonial turn over activity.

This was attended by members of Itogon LGU officials headed by Mayor Victorio Palangdan, Municipal Local Government Operations Officers (MLGOOs) Ceasar U. Ating and Cheryl Rose Cardenas, DILG Benguet Provincial Director Rufina T. Fegcan and the Regional Program Management Team (RPCT) of the AM Program.

Initially, the project was funded under the FY 2017 Assistance to Disadvantaged Municipalities (ADM) program with an amount of Php 5,623,000.00. It was then fully completed last February 13, 2019 through the FY 2018 AM with an additional funding allocation amounting to Php 2,900,000.00.

The then unfinished facility served as the processing center of recovered remains after the onslaught of typhoon Ompong in September 2018 that hit the Municipality. Mayor Palangdan expressed his appreciation for the assistance provided and is looking forward to more collaborations with the DILG that would benefit their constituents. PD Rufina Fegcan responded saying that, full support will be provided for future partnerships on projects and programs for the community.

Through the DILG LGSF-AM Program, municipalities are able to access government support funds that would help them implement as well as subsidize projects identified in their Local Development Investment Plans (LDIP) given that, they are compliant with the requirements of the Good Financial Housekeeping, Local Development Council Functionality and Public Financial Management System for fund access and allocation.#

DILG-CAR CONDUCTS SubayBAYAN ROLL OUT The government is seen as a catalyst to champi on transparency in local governance. Through the unwavering efforts to address such, the Department of the Interior and Local Government (DILG) launched the SubayBAYAN or Subaybayan ang Proyekto ng Bayan project. Said platform is the official portal of the Agency in the monitoring, reporting and bringing to the public the progress of the implementation of all Locally-Funded Projects (LFPs) administered by the Office of Project Development Services (OPDS). The roll-out was facilitated by OPDS PMED Chief Engr. Cheryl Flores and ISA Starin Vasquez at the Ridgewood Hotel, Baguio City on March 11-15, 2019.

The training aims to capacitate the LGUs with the required knowledge and skills in using the system. The participants were trained on the following:

* Roles, functions and limitations of Data Encoders;

* Review, validation and approval of data processes in the SubayBAYAN; * Timeline and cut-off time on the generation and submission of data; * Interpreting data on the dashboards; * Understanding the link of the Subay-BAYAN to the Facebook and the how to “like” and “share” articles in the portal; * Posting and moderation of comments in the SubayBAYAN and its Facebook account; and * Upgrading of future enhancements of the system.

Moreover, this training aimed to draw comments and feedback from participants on the applicability of the design of the system leading to possible enhancement in the next version/s of the system.#

MANKAYAN DILG-CMGP PHASE II PROJECT HOLDS GROUND BREAKING

Ground breaking rites commenced for the road upgrading and improvement of Guinaoang-Suyoc-Gambang Provincial Road (Phase II), funded by the DILG Conditional Matching Grant (DILG-CMGP) worth Php 39,679,431.27 contracted by Rodekom General Construction & Enterprise. The ceremony was graced by Benguet Provincial Governor Crescensio Pacalso, Mankayan Vice Mayor Dario S. Banario, DILG Benguet representative Engr. Genesis C. Deloeg, LGU functionaries and Barangay Taneg constituents headed by PB Augusto Calixto.

Also, Vice Governor Florence B. Tingbaoen, Board Member Jim Botiwey and Punong Barangay of Gambang, Bakun Virgillio C. Acquisio, were the dignitaries who joined the ceremony.

According to Benguet Provincial Engineering Office representative Sleigh Estigo, the scope of work for the phase II unpaved farm-to-market road measuring to five kilometer, covers concrete pavement, slope protection and cross drainage which is expected to be accomplished after 196 working days. Gov. Pacalso said that the project contractor should be capable of executing the provided plan of work. He also added that the improvement of the road will assure efficient delivery of vegetables to the trading centers.

The said project surely brought good news to the residents in the barangay. According to Ms. Fernalyn Itchiok (right picture), a mother of three, the poor state and rugged road affects them and their neighbors and they eagerly look forward to the road improvement.

The DILG-CMGP program aims to develop the capacity of the LGUs on Local Road Management and Public Financial Management. It also provides fund support for the repair, rehabilitation and improvement of provincial roads and bridges which covers provinces that comply with the Good Financial Housekeeping (GFH) of the Seal of Good Local Governance (SGLG) of the agency.#

LUBO-ONG SUSPENSION FOOTBRIDGE INSTALLED

IT TAKES TWO HOURS FROM BARANGAY BOKIAWAN TO BARANGAY LUBO-ONG because there are no other means of transportation to reach the place but through walking along tiny dikes of rice fields with caution to avoid accident. According to Punong Barangay Paul Duging, Barangay Lubo-ong has the least number of population among the 9 barangays which has 978 people and 179 households. The Barangay Council was very glad that their barangay is one of the beneficiaries of the Assistance to Municipalities (AM) program of the Department of the Interior and Local Government (DILG).

The construction of the Lubo-ong suspension footbridge was listed in the Annual Investment Plan (AIP) 2018 of the Barangay. Punong Barangay Duging said, the project is very important to them because it connects the residents to Sitio Balat, Mt. Polis and Banaue. It is also the walkway of the children from the identified sitios going to Poblacion wherein the Luboong Elementary School is located. Due to the absence of access to the other barrios, enrollees in school decreased because of

the problem of the walkway. Some parents already transferred their children in Banaue.

The project was completed in February 18, 2019. Its project facilitation and implementation were through the initiatives of the municipal and barangay governments and DILG-Ifugao.The laborers of the project were all from Barangay Lubo-ong. Their relentless efforts during the project construction are not that easy especially in the hauling of materials.

The elders helped, too, through bayahinan.

Residents are very grateful to DILG through the AM project. According to PB Duging, promises were given to the community to install a footbridge in their sitio after three typhoons wreaked havoc but nothing was provided. The suspesion bridge was able to come to reality through the Agency.

The Assistance to Municipalities is designed to address the rising public expectations regarding the delivery of services by providing the local government units (LGUs) with financial subsidy to fully realize their devolved service delivery functions. These programs are funded under the Local Government Support Fund. (LGSF). #

EASE OF DOING BUSINESS Republic Act No. 11032 also known as the Ease of Doing Business (EODB) law, is expected to minimize the number of complaints on delayed government transactions. Through RA 11032, the ease of doing business will now be simpler as a result of more improved systems and procedures of both national and local government services. The law specifically aims to reduce processing time, cut bureaucratic red tape, and also eliminate corrupt practices.

The law covers business-related transactions (and other transactions specified by the Act) from all government offices and agencies including LGUs, government-owned or controlled corporations and other government instrumentalities, whether located in the Philippines or abroad. This law is in line with the administration’s commitment to increase competitiveness and ease of doing business. It also requires all local government units to devise a unified business application form for the issuance of business permits, clearance, and other types of authorizations, as well as set-up a one-stop-shop to facilitate all business transactions.

BUSINESS ONE-STOP SHOP (BOSS)

–To put up a business, one needs only to visit one facility. The law orders local government units to put up a “one-stop-shop” or a facility that puts zoning office, business permit and licensing office, the Bureau of Fire Protection, and treasury office in one location. LGUs are also required to set up the one-stop business facilitation services and use online unified business application forms.

AUTOMATED ELECTRONIC SYSTEM – local government units are also mandated to automate their business permit and licensing systems.

They should also put up an electronic business one-stopshop within 3 years of the law’s enactment.

ZERO-CONTACT POLICY – A new feature is the provision in the law that states that, save for the “preliminary assessment” of the business application and submitted requirements, “no government officer or employee shall have any contact, in any manner, unless strictly necessary with any applicant or requesting party concerning an application or request.” The provision is designed to eliminate corruption in agencies that process business applications.

As part of DILG-Benguet’s continual physical fitness, wellness, and sports program, the personnel led by PD Rufina Talusig-Fegcan trekked Mt. Kalugong located in La Trinidad, Benguet. The trekking is only one of the several activities that help in the overall wellness of the workforce, to enable them to effectively balance work and personal concerns.#

DILG-CAR JOINS THE 2019 WORLD WATER DAY CELEBRATION

In support to the advocacy of the World Water Day 2019 celebration, DILG CAR representatives joined the Department of Environment and Natural Resources - Environment Management Bureau (DENR-EMB) of Cordillera together with the different line agencies during the Plogging (jogging while picking up trash) activity last March 22, 2019 along the Bued River, Kennon Road.

The activity started at 7:00 A.M with team members divided into two different routes. Course A, where DILG CAR representatives belong plogged from Camp 1 and ended at Camp 3 (14 km) and course B is from Camp 6 to Camp 3. The agency was given a Certificate of Appreciation and a message of thanks from Regional Director Ma. Victoria V. Abrera of DENR-EMB. Access to available and sustainable management of water and sanitation for all, is one of the endeavors in achieving the Sustainable Development Goals by 2030. DILG -CAR LAUNCHED RADIO PROGRAM DUBBED "DILG-CAR AT Your Service"

In the pursuit of strengthening the Agency's public information of the Agency's programs, projects and activities, DILG-CAR and DZEQ Radyo Pilipinas Baguio City converged through a radio segment to further educate constituents with the Department's advocacies. The live radio program is aired every 1st and 3rd Tuesday of every month.

Listeners and viewers are encouraged to interact thru text message, phone call and FB comments for queries and suggestions.

DILG Baguio City Conducts 1st Barangay Assembly

The DILG Baguio City conducted its 1st Barangay Assembly headed by City Director Evelyn B. Trinidad held at Baguio Country Club Village Elementary School Function Hall with Country Club Village as the showcase barangay. Said activity is in support to Republic Act No. 7160 upholding the year's theme "Barangay Natin, Sama - Samang Paunlarin!"

The 106 participants is composed of barangay residents, official (elected and appointed) and PNP station Commander and staff. It was an avenue where the barangay officials were able to showcase their Annual Budget Plan for the year, accomplishments, plans and other proposed ordinances for the general welfare of the barangay.

During the assembly, CD Trinidad discussed topics on anti-illegal drug in relation to barangay functionality, peace and order, solid waste management, transparency and accountability in compliance to the Full Disclosure Policy, Federalism and the community's vital role in the implementation of the Agency's programs, plans and accomplishments. Futhermore, Barangay Country Club Village is one of the declared drug- free area in the city wherein collaboration amongst the constituents and barangay leaders are evident reflection on good governance.

A planning and implementing unit of government policies, plans and activities in the community and beneficiary of programs and projects. With the strengthening and proliferation of the Seal of Good Local Governance (SGLG), the program will now cover the barangays with the Agency's aim to assess one barangay per municipality and city in CAR on the SGLGB. For the barangay to qualify, it needs to pass the core areas and any of the essential areas as per DILG MC No. 2018-194 dated November 6, 2018.

DILG-CAR will be conducting the roll out of the program in second quarter of the year inviting City/Municipal Local Government Operations Officers (C/MLGOOs), Cluster Heads, Regional, Provincial and HUC Focal Persons. The roll out aims to capacitate the participants in the implementation of the program and are expected to start the data gathering, validation and certification within the 2nd quarter, online data entry on the 3rd quarter and announcement of results on the 4th quarter.

in the Local Government Code sections 3(h) and 3(m) and LGC of 1991 sections 16 and 17, Atricle II Sec. 5 of the 1987 Philippine Constitution, and Republic Act 6975.#
