n the bustling coastal haven of Goa, the 54th International Film Festival of India (IFFI) on November 20 witnessed India increasing the incentive for foreign film production in the country to 40% of the expenses incurred with an increased cap limit of Rs.30 crore (exceeding $3.5 million). The incentive also has an additional 5% bonus for Significant Indian Content (SIC). “This paradigm shift in incentivizing film production serves as a testament to India’s commitment and support for artistic expression and reinforces our position as a preferred destination for cinematic endeavours”, he said while announcing the revised incentives. This one move is expected to catapult India into the realm of filmmaking on the global stage and promises to give it new wings so it can soar high. The Indian film industry is on the cusp of transformation under the leadership of Union Minister for Information and Broadcasting, Youth Affairs & Sports, Anurag Singh Thakur. At the heart of this vibrant cinematic carnival lies the Film Bazaar, celebrating its 17th year as the beacon of convergence between creativity and commerce. Inaugurating the Film Bazaar at the Marriott Resort in Goa, Minister Thakur hailed it as a haven for filmmakers, producers, and storytellers globally. He emphasized that the Indian media and entertainment industry, with its staggering 20% annual growth rate, stands tall as the fifth-largest and most globalized industry worldwide. This year’s Film Bazaar selection is an eclectic mix of diverse narratives— from fiction to documentaries, horror to animation—showcasing universal themes like diaspora, patriarchy, climate crisis, and nationalism. The Minister unveiled a refreshing addition, the “Book to Box Office” segment, seamlessly adapting 59 literary works into cinematic masterpieces. This new facet, aligned with the Prime Minister’s call for ease of doing business, stands a testament to India’s embrace of innovation in storytelling. The Minister also spearheaded a pivotal shift by enhancing incentives for foreign film production, offering a lucrative 40% coverage of incurred expenses,

with a heightened cap of Rs. 30 crores. This move aims to attract big-budget international projects, reaffirming India as a preferred cinematic destination. Anurag Singh Thakur’s visionary initiatives extended to nurturing young talent, as he announced a recruitment drive for the ‘75 Creative Minds of Tomorrow.’ This platform, rooted in the Prime Minister’s vision, champions budding filmmakers from remote corners of India, providing a gateway to their creative expressions. Recognizing the transformative role of original content creators, the Minister unveiled the Best Web Series (OTT) Category, accentuating the festival’s evolution. Inclusivity remained a cornerstone, with IFFI showcasing films from 40 remarkable women filmmakers and ensuring accessibility for differently-abled delegates across all venues. Moreover, the Minister highlighted legislative advancements, such as the Cinematograph (Amendment) Bill, 2023, broadening the legal framework to encompass copyright protection and combat piracy. In his closing remarks, the Minister envisioned IFFI as a beacon of cultural exchange, echoing India’s journey as it approaches its 100th year of Independence. His aspirations for IFFI transcend a mere event, envisioning a legacy that continues through Amrit Kaal. Under Anurag Singh Thakur’s stewardship, IFFI emerges not just as a festival but as a catalyst propelling the Indian film sector into a realm of boundless creativity, global resonance, and inclusive storytelling—a testament to India’s vibrant cinematic spirit.

T

he International Film Festival of India (IFFI) 2023 has emerged as a transformative platform, heralding a new era for India’s cinematic prowess on the global stage. This grand cinematic rendezvous, a collaborative effort between the Ministry of Information & Broadcasting, the National Film Development Corporation, and the State Government of Goa, holds a special place as a cornerstone in propelling India’s film industry onto the world map. As a catalytic force driving the nation’s cinematic evolution, the inaugural of 54th edition of the festival once again served as a platform for India to announce sweeping revisions to its filming incentive guidelines on November 20.

17

Acknowledging the pivotal role incentives play in economic growth, job creation, tourism, cultural promotion, and global reputation, Union Minister for Information and Broadcasting Anurag Thakur announced the revision of existing incentive scheme at the inaugural of the 54th edition of IFFI in Goa. He announced that the incentives for Live Shoots and Animation/ Visual Effects/Postproduction Services have now been significantly increased up to 40%, capped at $3.5 mn (or upto $4 mn with state incentives per project. This will place India amongst the countries offering the highest film incentives, signifying a substantial leap that positions India favourably among contending countries.

and Postproduction.

Furthermore, the proposed revisions aim to streamline processes and encourage investments by distinguishing between Live Shoots and Animation/Visual Effects/Postproduction Services. These include a simplified application process, exemptions from prior permissions for specific services, and an additional 5% bonus for projects incorporating Significant Indian Content.

At the heart of IFFI 2023 lies a bold vision to catapult India as a sought-after filming hub, showcasing its multifaceted cultural heritage, breath-taking landscapes, world-class post-production facilities and manpower, and unrivalled storytelling capabilities to a global audience. However, recognizing the necessity for further incentives to allure high-value projects, the government has embarked on a strategic endeavour to elevate India among the most sought-after filming destinations worldwide.

The grand reveal of India’s revised filming incentive guidelines becomes a defining moment, poised to redefine India’s stance in the global film industry. These revisions represent a pivotal step towards positioning India as the foremost choice for major overseas productions, marking a transformative journey in the nation’s cinematic landscape.

The resounding success of recent Indian films, most notably the epic RRR directed by the acclaimed SS Rajamouli, has played a pivotal role in elevating India’s global recognition. RRR’s triumph at prestigious international awards ceremonies such as the Golden Globes and winning an Oscar stand as a testament to India’s evolving cinematic prowess and cultural storytelling.

The existing incentive schemes entailed reimbursements of up to 30% of qualifying expenditures incurred during filming within India, with an imposed cap of Rs 2 Crore. While these incentives yielded benefits, their limitations became evident in deterring larger-scale projects and inhibiting the growth potential of sectors like Animation, Visual Effects,

Union Information and Broadcasting Minister, Anurag Thakur, inaugurated the event, emphasizing its significance in shaping India’s cinematic landscape. With applause filling the air, the festival embarked on a journey celebrating innovation, storytelling, and global collaboration. On the occasion, Thakur said “the Indian media & entertainment industry, with an annual growth rate of 20%, is hailed as the fifth-largest and most globalized industry in the world”. This year, the Film Bazaar has a newly curated “VFX & Tech Pavilion” which intends to make the filmmakers aware of the latest innovations, to explore the possibilities of storytelling by not just the traditional way of “taking the shot”, but also “creating the shot”. At the heart of Film Bazaar are its core elements—the Co-Production Market, Work-in-Progress Lab, and Book to Box Office—facilitating partnerships, sparking innovative projects, and embracing diverse cultural narratives. The Co-Production Market, established in 2007, facilitated international collaborations. The Creative Minds of Tomorrow, a brainchild of Thakur, is fostering innovation among young talent. This initiative is witnessing exponential growth, stimulating creativity and ideation among India’s youth. Film Bazaar will prove to be a nurturing ground for 75 talented young cinematic professionals from various disciplines.

The video library platform, the Viewing Room, shows 190 submissions, a few submissions from which will be selected for the Film Bazaar Recommends (FBR). “The Work-in-Progress Lab is where filmmakers show the raw beauty of their work. 2018: Everyone is a Hero

Unveiling the Story Behind India’s

Oscar Entry

Jude Anthany Joseph, the acclaimed director behind the stirring Malayalam film ‘2018: Everyone is a Hero,’ reveals the emotional journey and challenges behind crafting a narrative born from personal strife and hope. As the film earns its place as India’s official entry in the Oscars’ Foreign Film category, Jude shares with Pickle the inspiration that propelled him to bring a tale of humanity’s triumph during the Kerala floods to the silver screen - Watch Jude’s film in the Indian Panorama section Your film ‘2018: Everyone is a Hero’ has been chosen as India’s official entry for the Oscars’ Foreign Film category. Can you share the inspiration behind creating this movie? In 2018, during the devastating Kerala floods, I experienced a personal ordeal where my house was inundated, my car lost, and my family dispersed across different parts of Kerala. During those trying times when I was cut off from communication, an NGO called Bodhini approached me with a request. They asked if I could create an inspirational video offering hope to people in distress—a video that I myself desperately needed. It was then that I stumbled upon news clippings and videos from the flood aftermath, showcasing a story of humanity prevailing over the disaster. Witnessing people uniting to help each other, irrespective of religion, politics, or status, I felt compelled to share this narrative with the world through my filmmaking. That was the spark that ignited ‘2018: Everyone is a Hero.’

40

What were the challenges you faced while making a film centered around such a sensitive and unprecedented subject? Convincing the team to embark on this uncharted territory was the most challenging aspect. Fear loomed large among the crew as no one had ventured into such a subject before. Technicians would initially commit but then disappear. To overcome this, meticulous planning and creating miniature sets were crucial in persuading everyone involved. Filming amidst a huge crew, heavy equipment, and simulated adverse weather conditions presented its own set of hurdles. However, with an exceptional team, we managed to complete the shoot in 104 days. How did you feel about the movie after its completion and release? After wrapping up the shoot and the editing process, I held strong belief in the movie’s potential success at the box office. Witnessing the final cut, my confidence

appreciation has been incredible, and I’m immensely grateful to each person who watched and loved the movie.

How was the audience’s reaction to the film upon its release?

What are your thoughts on the film being selected as India’s official entry for the Oscars?

I remember being present at the first-day, first-show screening. The overwhelming response from the audience, with people standing and applauding, moved me to tears. The emotional outpouring continued with viewers expressing gratitude, hugs, and heartfelt thanks for making the film. With each subsequent screening, the movie gained more traction and emerged as the all-time highest-grossing film in Malayalam cinema. The audience’s

It’s an honour to represent India at the Oscars. I express my gratitude to the Film Federation of India, especially Ravi Kottarakkara sir, for their support and making this possible. I firmly believe in the potential of our film to bring the Oscar home this time. The movie has touched hearts, resonating with the audience, and I am hopeful that its universal message will captivate the jury at the Oscars.
