IN BRIEF NHRC to collect facts on Kishenji killing New Delhi, Nov 28 (IANS) Taking note of allegations that Maoist leader Kishenji was killed in a staged shootout, the National Human Rights Commission (NHRC) Monday said it will collect facts about the incident. In a statement issued here, the NHRC said it has asked its Director General (Investigation) to collect facts on the Nov 24 shootout. “The National Human Rights Commission has taken cognizance of a complaint alleging that Maoist leader Koteshwara Rao alia Kishenji was killed in a fake encounter in West Bengal,” the statement said. Kishenji was killed in a gunfight with security forces at Burisole jungle in West Midnapore district of West Bengal on Nov 24. Rights activists have alleged he was tortured and killed in captivity and it was later shown as a shootout death.

Rajasthan government’s nod to third national park Jaipur, Nov 28 (IANS) The Rajasthan government Monday gave its nod to the proposal of declaring Kumbhalgarh and Tatgarh-Raoli areas of the state as a national park to house excess tigers from the Ranthambore National Park, an official said. The park, covering an area of 509 sq km, will be Rajasthan’s third one after Ranthambore and Keoladeo national parks in Sawai Madhopur and Bharatpur districts, respectively. It is being planned to accommodate the growing population of tigers in Ranthambore and prevent territorial fights among them. The park will be developed after clubbing together sanctuary areas of Kumbhalgarh and Tatgarh-Raoli, a senior forest department official told IANS. He added that the forest department had sent a proposal to the state government regarding this and it has been approved in the cabinet meeting Monday.

Talking to reporters in the national capital, Kejriwal said there was no misappropriation of funds. Delhi Police registered a first information report (FIR) against Bedi Sunday after a court here ordered so, on the basis of a complaint by petitioner Devinder Chauhan alleging that Bedi misused donations by big corporates to her NGO. "The court order has no evidence attached, there are two allegations of cheating against Vedanta Foundation and Microsoft," Kejriwal said. Bedi, who was also present, did not say anything in her defence and Kejriwal presented the case on her behalf.

"Vedanta has written a letter to us, and they have rejected all allegations. Microsoft will also be sending such a letter soon," he said. "How can a third party allege cheating when the two parties working with each other have no complaints," he added. Kejriwal called it a conspiracy and said the case was filed against Bedi because she was fighting for the Janlokpal bill. "The FIR has been registered not because of any cheating or fraud, it is because she demanded a strong Lokpal bill," he said. Apex court notice to SEBI on Sahara companies' plea New Delhi, Nov 28 (IANS): The Supreme Court Monday issued a notice to the securities and exchange regulator and the central government on a plea of two Sahara group companies which challenged a Securities Appellate Tribunal (SAT) award directing them to refund Rs.17,400 crore collected from investors. The court also questioned the companies and said: "Show us your total net worth. How they have applied Rs.19,000 crore. Let them show the application of funds." An apex court bench of Chief Justice S.H. Kapadia, Justice A.K. Patnaik and Justice Swatanter Kumar extended till Jan 9 the date for the two companies -- Sahara India Real Estate Corp and Sahara Housing Investment Corp -- to refund the money collected through optional fully convertible debentures.

Fast-start Finance: The collective commitment by developed countries at CoP 15 in Copenhagen to provide new and additional resources to the tune of $30 billion for the period 2010-2012. Green Climate Funding: At CoP 16 in Cancun, developed countries agreed to channel up $100 billion per year by 2020 to help developing countries fight climate change. REDD: Reducing emissions from deforestation and forest degradation in developing countries. It was first introduced in CoP 11 in Montreal. CDM: Clean Development Mechanism offers developed countries' investment in clean projects in developing countries to meet their emission targets. Emission intensity: The carbon emissions of a country per unit of its Gross Domestic Product (GDP). In mathematical terms, total carbon emissions in a year divided by the country's GDP is equal to carbon intensity. Historical Responsibility: A term used to mean that till now almost all the accumulated GHGs in the atmosphere are a result of emissions by developed countries. Principle of Equity: Every person in the world should have an equal carbon space in the atmosphere. Common but differentiated Responsibility: Recognising that developed countries are principally responsible for the current high levels of GHG emissions in the atmosphere as a result of more than 150 years of industrial activity, there is a heavier burden on developed nations to cut emissions. Technology Transfer: Developing countries have been demanding that rich countries provide to them technologies that are more energy efficient and help them in reducing emissions. The intellectual property rights issues are a bone of contention as rich countries do not want to do away with the IPRs.

UNFCCC: The United Nations Framework Convention on Climate Change came into existence at the UN Environment Conference at Rio De Janeiro, Brazil, in 1992. Better known as Earth Summit, the conference sought to reduce greenhouse gas emissions. With 194 members, the UNFCCC has near universal membership. CoP: The Conference of Parties is an annual meet of UNFCCC members. The first CoP was held in Berlin in 1995 and the Durban meet is the 17th. Kyoto Protocol: Born at the UN climate meet in Japan's Kyoto city in 1997, it is the only existing regime that introduced legally binding emission targets on rich countries and voluntary cuts for the developing world. It came into operation in February 2005 and it ends 2012. As many as 192 countries are party to it while the US is yet to ratify it. Greenhouse gases (GHG): The six gases responsible for causing global warming -- carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons and sulphur hexafluoride. IPCC: The Intergovernmental Panel on Climate Change was created in 1988 in an effort by the UN to provide the governments of the world with a clear scientific view of what is happening to the world's climate. It came out with its first assessment in 1990 and the fifth one is due in 2013. Bali Action Plan: The 2007 climate conference in Bali culminated in the adoption of the Bali Road Map, which consists of a number of measures essential to reach a secure climate future. Adaptation: Measures need to be taken at the global and local levels in order to reduce the impacts of climate change. Anthropogenic Emissions: Emissions caused by human activity. Mitigation: Reduction of greenhouse gases in the atmosphere.

Heat but no light likely at Durban climate talks The stage is set for the annual UN summit on climate change starting Monday at Durban in South Africa but Indian officials and experts are pessimistic about the prospects of a breakthrough that can bring the rich and poor countries on board on the critical subject of global warming. The United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties 17 (CoP) summit from Nov 28 to Dec 9 is likely to seal the fate of the Kyoto Protocol - the only legal regime that calls for emission cut by developed countries but expires in 2012. According to Indian officials, nothing comprehensive is expected at the Durban talks, which will see negotiators from 194 countries party to the UNFCCC trying to carve out the best deal for their governments and people. The bone of contention between developed and developing countries remains on climate financing, transfer of energy efficiency technology, the second commitment period of the Kyoto Protocol and legally binding emission cuts. Sunita Narain, director general of the Centre for Science and Environment, said not much is expected in Durban, except the usual shadowboxing. Deepening Euro zone crisis is also expected to cloud the talks as developed countries have failed to provide promised climate funding to poor countries to take measures to combat climate change. Developed countries have committed $30 billion as fast-start financing by 2012 and $100 billion per year by 2020 for developing countries. India's former key negotiator Prodipto Ghosh told IANS: "There is no new money coming from rich countries and they have been repackaging existing funds to help developing countries adapt to climate change and curb emissions." Seen group wise, the European Union is ready for a second commitment period for the Kyoto Protocol but with a rider that the US should also agree to it and developing countries like India and China should commit to bringing down emissions. We do not need to be preached about the pain of climate change," Narain told IANS. AG: When you started your career, Sufi music was not that popular in India. How has the journey been so far? TR: It has been good and I’ve really enjoyed myself so far. Though they’re all catchy in their own way, their sounds and styles are poles apart. So what is it that binds them together? Tochi Raina’s musical styling, of course! Primarily a Sufiyana Sangeetar, Tochi Raina is a self-made singer and composer, who is now creating a new set of fans for himself (that of Bollywood music) at a very quick pace. With a calm tone of a humble person, Tochi, in a brief chat with us talked about the variations that he has as a singer and also about his journey in the music industry so far… wide, and I have always been given a lot of creative freedom to put in my own style as well. I do a lot of research beforehand and develop my voice to do justice with the songs that I am to sing. Also, the idea to bring in new concepts by the directors makes the entire transition very easy for me, which is why it has been relatively easy for me to immerse myself to different styles of music. AG: Tell us about your new project, Band of Bandagi TR: Deepika Bagaria from artistaloud.com is a good friend of mine and she convinced me to become a part of the website. She also understood the fact that I wanted to make my voice be heard. I waited for about two and a half years before I got on board so that I could make my style different, and successfully mix filmy and Sufiyana Sangeet. There are two types of Ultra Violet rays (UV rays) that can harm the skin - UVA and UVB. For a long time sunscreens were meant for nothing more than protection against sunburn and cancer risk, which is mainly caused by part of the sun’s ultraviolet rays known as short-wave UVB radiation. Long-wave UVA radiation, which accounts for 90 percent of the UV light that reaches the earth, was always thought to be harmless. But now we know that it definitely affects the skin. Among

other things, it causes the skin to age prematurely, a process known as photoaging. The characteristic signs include wrinkle formation, decreased elasticity of the skin, pigment spots and lowering of the body’s immune function. Since the body gives no warning of excess UVA radiation, as it does for UVB radiation by developing sunburn, the effects accumulate unnoticed and only become apparent after years.A broad-spectrum sunscreen is designed to protect you from both UVA and UVB rays.

One should look for a sunscreen labelled Broad-Spectrum with an SPF of 30 and above and contains ingredients such as avobenzone, mexoryl, titanium dioxide or zinc oxide for UVA protection. One must also look for a PA++ or a PA+++ on a sunscreen. PA ranking refers to the amount of protection the sunscreen offers from the UVA rays, since SPF just ranks protection from UVB rays. PA rankings are listed as PA+, PA++ or PA+++ with the more plus symbols signifying more protection from UVA rays. Sunscreens are available in many forms, including ointments, creams, gels, lotions, sprays and wax sticks. The type of sunscreen you choose is usually a matter of personal choice. Creams are best for individuals with dry skin, but gels are preferable in hairy areas, such as the scalp or male chest. Gels works well for oily skin or when sweating. Lotions help dry skin and sprays work best on the body. Creams typically yield a thicker application than lotions and are best for the face. There also are sunscreens made for specific purposes, such as sensitive skin and for use on babies.

Sunscreen should be applied properly to all sun exposed areas (in a concentration of 2 mg/cm 2), and allowed to dry completely before sun exposure. It should be reapplied every 2 hours, and after swimming, vigorous activity, excessive perspiration, or towelling. Your skin is effectively protected if 2 mg/cm 2 layer of sunscreen has been applied. This literally means ½ teaspoon (~3ml) to each arm, to the face and the neck. More than a teaspoon (~6ml) is needed for application to each leg, the chest and back. One ounce, enough to fill a shot glass, is considered the amount needed to cover the exposed areas of the body properly. Mumbai, Nov 28 (IANS) Veteran sports journalist S. K. Sham passed away on Monday. He was 71 and is survived by his wife. Sham, a former president of the Mumbai Press Club, was a sportsman himself and later served as a prolific sports journalist for over four decades. "Sham was one of the founding members of the Press Club, Mumbai. He served the club with dedication through the years," said Gurbir Singh, president of Mumbai Press Club. Sham was a footballer, playing on the wings in younger days in school and college. He joined Mumbaibased Free Press Journal in the 1950s, under the then sports editor, Late Ron Hendricks. In his career as a sports journalist, spanning more than 50 years, Sham covered cricket World Cups, Test matches, India's cricket tour of Australia in 1985-86, the Asian Games in Delhi in 1982 and the Seoul Olympic Games in 1988.

New Delhi, Nov 28 (IANS) Boxer Vikas Krishan (69kg) withdrew from the final bout at the Olympic test event in London due to a painful left wrist and settled for silver. The 2010 Asian Games gold medalist, who was experiencing discomfort in the wrist after the semi-final bout, decided to forfeit the summit clash against Qiong Maimaitituersun of China.

Vikas had advanced to the last round after beating Azerbaijani boxer Ismet Eynullayev comprehensively in the last four. According to femalefirst.co.uk, the 23-year-old's new album "Talk That Talk" debuted at number one Sunday, while her last album "We Found Love" still is on charts. In January, Rihanna scored a chart double in Britain when "Loud" was the country's biggest selling album and "What's My Name", her song with rapper Drake, was the most popular single.
