Welcome to this, the Winter 2016 edition of The Communicator. As your newly appointed Chief Executive Officer, I am thoroughly excited at the opportunity to lead this Council into what promises to be prosperous and rewarding times. DC Mallala has faced a number of challenges throughout 2015, not least of which included the Pinery Fires which devastated the greater Adelaide Plains region. The departure of our former Mayor and Chief Executive Officer in late 2015 also presented its challenges in terms of stability and leadership. However while it is important to reflect on the past, it is equally important to acknowledge the significant inroads that we as a Council have made over the course of the past six months, and include:• Stability at the helm through the appointment of a new Mayor and CEO who share the same vision; • The establishment of a governance framework (Governance Advisory Panel) for the Council which demands good governance practices from both elected members and staff; • Branding – an initiative to change the Council name to a name that better reflects our entire region; • Preparation/finalisation of the Annual Business Plan & Budget for 2016/17; • Advancement of the Two Wells township growth expansion with stage 1 works nearing completion and forward planning on the retail, educational and recreational hubs underway; • Ongoing delivery of Council’s Capital Works Program; and • Implementation and commissioning of the Mallala CWMS. While we have much to be proud of, the focus of our chamber and our staff continues to be on reconnecting this Council with our community, built on principles and values of integrity, honestly and trust. As we seek to capitalise on the enormous opportunities that present such as the International Bird Sanctuary, growing our food bowl which in turn brings employment and investment to our region, as well as population growth, my focus will be on engaging with our community along this journey. We will be commencing work on our Strategic Plan 2016-2020 shortly and that is where your views and aspirations for our region’s future will be heavily encouraged so as to shape our direction moving forward. In closing, I would like to acknowledge our elected members and staff for their support during my early months with Council and look forward to continuing to forge relations with our community and for the betterment of our community as we grow and prosper.

Communicator Latest News 2016 Supplementary Election of Mayor The District Council of Mallala recently conducted its Supplementary Election for the position of Mayor. Two nominations were received being those of Marcus Strudwicke and Tony Flaherty. Ballot packs were posted to electors between 9 and 15 February 2015. Voting closed at 12 noon on Monday 29 February 2016, and the scrutiny and count commenced at 1:00pm at the Mallala Council Chambers. At the conclusion of voting, Mr Tony Flaherty received 788 1st preference ballot papers, while Mr Marcus Strudwicke received 620 1st preference ballot papers. Overall, four informal ballot papers were received. 1412 ballot papers were received in total. On 3 March 2016 the formal results were received from the Electoral Commission of South Australia, with Deputy Returning Officer, Leeanne Redpath, declaring that Mr Tony Flaherty has been elected to the position of Mayor of the District Council of Mallala. Mr Tony Flaherty expressed his excitement and aims for the future saying, “It’s a good feeling, and I really want to try and right the damage that has been done”. The newly named Mayor also stated, “My main aim is to develop that mutual respect between everyone.” Council’s Acting CEO, Mr James Miller said, ‘On behalf of Council I warmly welcome Tony Flaherty and look forward to working closely with him over the ensuing period as we continue to lay the foundations that will take the District Council of Mallala forward’.

What’s in a name?

The District Council of Mallala has entered into a rebranding process in an effort to better connect the district for the future by proposing to change it’s name to one that is reflective of the whole district. Organisational Branding is one of the Acting Chief Executive Officer, James Miller’s, five key platforms for the period of January – June 2016 and within this plan is a review of Councils name/identity. Through initial community feedback by residents groups and recent media it has highlighted the need to review the Council’s name/identity and to investigate the implications this may have. Council endorsed at its meeting on the 21 March 2016 to initiate public consultation to gather community feedback on changing the name of Council to Adelaide Plains Regional Council. The proposed rebranding will see the current logo remain unchanged but will instead focus on renaming and as a first step, the council will be inviting members of the community to have a say. Mayor Tony Flaherty said “A Council name reflects who we are as a district and as a community, the current name does not do this holistically. The process of changing the Council’s name provides an opportunity to connect communities across the district, to bring a sense of association to the area and to positively promote the corporate and community image. It allows the Council to have a refreshed visual identity that more clearly expresses the council’s status.’’ “I am looking forward to seeing the public getting involved in this process when we open it up to the public for consultation,” Mr Flaherty said. Further information about the renaming process and the 12 week public consultation will be announced in the coming weeks via the local newspapers and website

Comments, in writing or online, will be received until 5pm Tuesday 5 July 2016 and should be forwarded to District Council of Mallala, PO Box 18, Mallala SA 5502 or alternatively by facsimile 8527 2242 or email info@mallala.sa.gov.au. There will also be an opportunity for community members to ask questions or make verbal submissions in relation to the Draft Annual Business Plan at a public hearing to be held on Monday 11 July 2016 at the Mallala Council Chambers, commencing at 6.30pm.
