Welcome to this, the Winter 2016 edition of The Communicator. As your newly appointed Chief Executive Officer, I am thoroughly excited at the opportunity to lead this Council into what promises to be prosperous and rewarding times.

DC Mallala has faced a number of challenges throughout 2015, not least of which included the Pinery Fires which devastated the greater Adelaide Plains region. The departure of our former Mayor and Chief Executive Officer in late 2015 also presented its challenges in terms of stability and leadership. However while it is important to reflect on the past, it is equally important to acknowledge the significant inroads that we as a Council have made over the course of the past six months, and include:• Stability at the helm through the appointment of a new Mayor and CEO who share the same vision; • The establishment of a governance framework (Governance Advisory Panel) for the Council which demands good governance practices from both elected members and staff; • Branding – an initiative to change the Council name to a name that better reflects our entire region; • Preparation/finalisation of the Annual Business Plan & Budget for 2016/17; • Advancement of the Two Wells township growth expansion with stage 1 works nearing completion and forward planning on the retail, educational and recreational hubs underway; • Ongoing delivery of Council’s Capital Works Program; and • Implementation and commissioning of the Mallala CWMS. While we have much to be proud of, the focus of our chamber and our staff continues to be on reconnecting this Council with our community, built on principles and values of integrity, honestly and trust. As we seek to capitalise on the enormous opportunities that present such as the International Bird Sanctuary, growing our food bowl which in turn brings employment and investment to our region, as well as population growth, my focus will be on engaging with our community along this journey.

We will be commencing work on our Strategic Plan 2016-2020 shortly and that is where your views and aspirations for our region’s future will be heavily encouraged so as to shape our direction moving forward.

In closing, I would like to acknowledge our elected members and staff for their support during my early months with Council and look forward to continuing to forge relations with our community and for the betterment of our community as we grow and prosper.

Communicator Latest News 2016 Supplementary Election of Mayor The District Council of Mallala recently conducted its Supplementary Election for the position of Mayor.

Two nominations were received being those of Marcus Strudwicke and Tony Flaherty.

Ballot packs were posted to electors between 9 and 15 February 2015.

Voting closed at 12 noon on Monday 29 February 2016, and the scrutiny and count commenced at 1:00pm at the Mallala Council Chambers.

At the conclusion of voting, Mr Tony Flaherty received 788 1st preference ballot papers, while Mr Marcus Strudwicke received 620 1st preference ballot papers. Overall, four informal ballot papers were received. 1412 ballot papers were received in total.

On 3 March 2016 the formal results were received from the Electoral Commission of South Australia, with Deputy Returning Officer, Leeanne Redpath, declaring that Mr Tony Flaherty has been elected to the position of Mayor of the District Council of Mallala.

Mr Tony Flaherty expressed his excitement and aims for the future saying, “It’s a good feeling, and I really want to try and right the damage that has been done”. The newly named Mayor also stated, “My main aim is to develop that mutual respect between everyone.”

Council’s Acting CEO, Mr James Miller said, ‘On behalf of Council I warmly welcome Tony Flaherty and look forward to working closely with him over the ensuing period as we continue to lay the foundations that will take the District Council of Mallala forward’.

What’s in a name?

The District Council of Mallala has entered into a rebranding process in an effort to better connect the district for the future by proposing to change it’s name to one that is reflective of the whole district.

Organisational Branding is one of the Acting Chief Executive Officer, James Miller’s, five key platforms for the period of January – June 2016 and within this plan is a review of Councils name/identity.

Through initial community feedback by residents groups and recent media it has highlighted the need to review the Council’s name/identity and to investigate the implications this may have.

Council endorsed at its meeting on the 21 March 2016 to initiate public consultation to gather community feedback on changing the name of Council to Adelaide Plains Regional Council.

The proposed rebranding will see the current logo remain unchanged but will instead focus on renaming and as a first step, the council will be inviting members of the community to have a say.

Mayor Tony Flaherty said “A Council name reflects who we are as a district and as a community, the current name does not do this holistically. The process of changing the Council’s name provides an opportunity to connect communities across the district, to bring a sense of association to the area and to positively promote the corporate and community image. It allows the Council to have a refreshed visual identity that more clearly expresses the council’s status.’’

“I am looking forward to seeing the public getting involved in this process when we open it up to the public for consultation,” Mr Flaherty said.

There will also be an opportunity for community members to ask questions or make verbal submissions in relation to the Draft Annual Business Plan at a public hearing to be held on Monday 11 July 2016 at the Mallala Council Chambers, commencing at 6.30pm.

Our Council Newsletter is moving to digital. Not only is this cost effective but it also reduces our collective carbon footprint, which is good news for the environment.

Mallala CWMS - Reminder for Applications to Connect

Please note that the expiry date of the waiving of the application fees for connecting to the Mallala CWMS is fast approaching. From 20th July 2016 the $214.00 application fee will apply.

Once approved you will still have a time-frame to connect and when all connections are achieved there will be many benefits to the township of Mallala.

Emergency Management Natural Disaster Assistance Scheme

Funding has been made available under an agreement between the South Australian and Australian Governments to assist primary producers located within the defined area (Disaster Area) who suffered direct damage as a result of the Pinery bushfire on 25 November 2015, and are now re-establishing their primary production businesses.

Recovery Grants for Primary Producers affected by the Pinery Fire

A recovery grant up to $10,000 (GST-exclusive) is intended to provide short term targeted assistance by reimbursing clean-up and reinstatement costs.

This grant is not intended to replace the need for insurance or to compensate for loss of income suffered as a result of the bushfire. The grant is not available for repairs to housing, to repair or replace non-business assets, or to cover costs which have been or will be reimbursed through an insurance claim.

Primary Producers may apply for only one grant. All claims for assistance will be assessed on a case by case basis. Definitions of “Disaster Area” and “Primary Producer” appear at the end of this document.

The Benefits of Identification

As from early July each year Dog Registration Renewals will be sent out to dog owners. As you are aware, registration tags are now being sent out with the renewal notice. This process change was well received last year and made the registration process for the dog owner a lot easier. It has removed the need for the dog owner to attend the Council office to register their dog and collect the tag.

Dogs “wandering at large” are a potential risk to the community and the local council is responsible for their management. In most instances if the dog is registered it can be returned to its owner. It also assists identification if your dog is micro-chipped, wears a collar with registration disc and has a nametag with your mobile phone number.

For those who are either unable or do not wish to attend a Council office to pay their registration fee, alternative registration payment options are as follows:

If you find a stray dog:

1. Online Via Council’s website www.mallala.sa.gov.au; or 2. Telephone 1300 538 833.

PLEASE NOTE: These payment facilities will not be available after 31st August each year. After this date dog owners must attend one of our Council offices to make payment.

The relevant registration fee must be paid before the registration tag is valid. If the indicated fee has not been paid to Council by the due date (31st August each year) the dog will be considered to be unregistered and a $20 late fee will apply.

Detail about how to pay via these methods can be found on the back of your renewal notice.

All current rebates for Microchip, desexed, greyhound (registered with the Greyhound Racing Association), guide dogs, trained and working dogs will remain the same. Temporary Concession Card Holders will need to show their Concession Card each year.

Why Register my Dog? Registering your dog provides Council with a description of your dog, identifies you as the owner and lists contact information. If your dog is wearing a collar and the registration disc and becomes lost it can be quickly reunited with you. It is a legal requirement that all dogs over the age of 3 months must be registered with your local council. Penalties apply for unregistered dogs.

Registration Fees Provide: • An identification system for all registered dogs allowing lost and injured dogs to be quickly reunited with their owners.

• Maintenance of a Council pound • Human resources to administer the Dog and Cat Management Act. • Equipment, fencing, bag dispensers and other material for Council maintained dog parks

Any person who finds a wandering dog should notify the council in which the dog was found as soon as possible.

If it is not reported, the council cannot reunite the dog with its owner. Some people mistakenly keep the lost dog rather than notifying council. This makes it all the more difficult for the owner to find their pet. If a person keeps a stray dog and fails to notify the council, they may be guilty of “theft by finding” which is a serious criminal offence.

Dog pounds and shelters are required to meet the standards determined by the Dog and Cat Management Board.

Although they are often not as comfortable as the home to which the dog is accustomed, they do offer adequate and appropriate facilities for the short term holding of dogs. It is more efficient, cheaper and much better for the dog to be returned to its owner than taken to the pound.

If you lose your dog : If your dog is lost or missing, the time for action is now. Contact your local Council, your neighbours, your local vet, plus other pet services and visit the RSPCA and Animal Welfare League shelters. You may also consider conducting a letterbox drop in your area, telling your neighbours, putting a notice in the local shop window or placing an advertisement in the Lost and Found section of the local paper. If unclaimed and the owners cannot be contacted, most councils will give the dog to an animal shelter for re-homing. If the dog is not fit for re-homing due to poor health or poor temperament, it may be humanely euthanased.

GRANTS SA INFORMATION SESSIONS Grants SA opens in June 2016!

The Department for Communities and Social Inclusion (DCSI) has simplified access to four of its grant programs. The Charitable and Social Welfare Fund, Multicultural Celebrating Diversity one-off grants, Volunteer Training grants and Volunteer Support Fund will provide $3 million of one-off funding to community organisations in 2016-17 to support local projects that strengthen communities across South Australia.

The Department for Communities and Social Inclusion is making it easier for community organisations to apply for one-off grants by bringing its grant programs together through one easy application.

Community organisations will be able to apply for grant money with one application form, one set of guidelines with simpler reporting requirements.

Ageing in Style Expo Organisations and service providers will showcase their goods and services at the Ageing in Style Expo for seniors to be held in the Mallala Institute from 10:00am1:00pm on Thursday 18th August.

This is the third year the Seniors Collaborative Action Project (SCAP) will be using the Ageing in Style Expo ‘roadshow’ to provide access to information about aged care services and other goods and services that are available to enhance quality of life and independence for older people.

Using a collaborative approach to maximise resources, SCAP held an Ageing in Style Expo in each of the four council areas (Barossa, Light, Gawler and Mallala) covered by the SCAP during 2014 and 2015 and is doing it again in 2016.

Goods and services on display at the Expo will include: aged care home support and home care services, residential aged care, arts and crafts activities, recreation activities, assistive technology and mobility equipment.

“There have been a number of changes to the Aged Care system in Australia since 2012”, said Collaborative Project Officer, Debra Anderson. “The most significant happened on 1st July last year with the introduction of ‘My Aged Care’ call centre and web site, which is the way new aged care clients now have to access the system. The Expo provides people with an opportunity to find out about these changes and about what is available locally so they are more informed about the services they need to maintain their independence and well being.”

The SCAP is one of 12 Collaborative Projects funded in SA to provide ‘sector support and development’ through the establishment of a regional structure that actively engages with services that support the Commonwealth Home Support Program target group (frail older people aged 65+ and frail older ATSI people aged 50+, and their carers).

The SCAP is auspiced by the Barossa Council and is managed through a structure of an Executive Committee and regional Working Groups.

A free Devonshire Tea will be provided.

The Local Government Association SA partnering with Regions SA has implemented the LGA Regional Youth Traineeship program that was announced by the Minister for Regional Development, Hon Geoff Brock as part of the State Government’s $10M Jobs Accelerator Fund.

The Minister announced that the two year $2M program would assist unemployed young people (17-24) to enter the workforce through traineeships in Local Government.

The program will provide for up to two years and fill positions across each SA Regional Council, Anangu Pitjantjatjara Yankunytjatjara (APY), Gerard Community Council, Maralinga Tjarutja, Nipapanha (Nepabunna) Community Council, Outback Communities Authority and Yalata Community Council.

The LGA Regional Youth Traineeship Program aims to assist unemployed young people in regional areas to participate in the labour market through paid full time work or education and training or combined learning and work and achieving a Certificate III level qualification. The Program is designed to create sufficient incentive for Councils to continue employing these trainees following the conclusion of the funding period.

The District Council of Mallala is pleased to have on board Sean Murphy who has been engaged in the role of Technology & Communications Trainee for the next two years. Sean is a local youth currently living in Two Wells.

Waste & Recycling Mallala Waste Collection Service FREQUENTLY ASKED QUESTIONS & ANSWERS Letters were sent out to residents that are not currently paying the waste levy for a Kerbside Collection service. The letter was sent to properties including vacant land to provide an opportunity to receive the Kerbside Collection service.

If you own multiple properties please check which property the letter is referring to.

Why have I received this letter?

Your property has been identified as not paying the waste levy and the letter is advising you of this. Council is providing you with an opportunity to have the waste levy applied to your property to receive the Kerbside Collection service. * The letter you have received is not a tax invoice or a bill; it is an advisory letter only.

I already pay my rates why do I need to pay extra?

The waste levy is a separate fee on your rates notice and is excluded from general rates. This fee specifically funds the Kerbside Collection service which is a user pays system.

What gives Council the authority to charge this levy?

The Local Government Act, Section 133, provides Council to raise revenue for the broad purposes of the Council’s activities through a general rate, which applies to all rateable properties, or through differential general rates, which applies to classes of properties.

In addition, Council can raise separate rates for specific areas of the Council or service rates or charges for specific services.

All land within a Council area, except for land specifically exempt (eg. crown land, Council occupied land and other land prescribed in the Local Government Act 1999 – refer Section 147 of the Act), is rateable.

When was this levy identified?

In 2013/2014 an extensive review was conducted and Council’s Basis for Rating, is as follows: i). Utilising land use as the basis of differential rates; ii). Having three differential rate categories being; a. industry/commercial land uses; b. residential, vacant land and other land uses; c. primary production land uses; iii). Introduction of a waste service charge; and iv). Utilising a fixed charge rather than a minimum rate.

With the change to the rating structure Council introduced a charge to the users of the collection service. This was implemented as a service charge for the waste collection to recover costs of the dedicated service provided to specific properties.

I don’t have or want a garbage collection, what do I need to do?

You don’t need to do anything. With no response on your behalf Council will note that you do not require a kerbside collection and as such the levy will not be applied to your property.

I have been getting my waste picked up in the past with out paying the levy why do I need to pay it now?

Until recently Council have been unaware you were placing bins out for collection with out payment of the levy and these bins have been inadvertently emptied.

The waste levy specifically funds the Kerbside Collection service and this is a user pays system.

What if I put my bins out for collection with out paying the levy?

There is nothing to stop you placing bins out for collection with out paying the waste levy.

HOWEVER Council will identify properties paying the waste levy by providing stickers to these properties for placement on their bins. Commencing Monday the 15th of August 2016 any bin with out the appropriate sticker on it will be assumed to come from a property not paying the waste levy and will not be emptied.

I want to have a waste collection service but am not paying the waste levy, what do I need to do?

Fill out an “Application for Waste Levy Form”, which is available from either Council office’s in Mallala or Two Wells or available on the District Council of Mallala website. This application form is to be returned to Council by the 18th of June 2016. Your request will be processed and the levy will be included on your 2016-17 rates. When you receive your first rates instalment for 2016-17 financial year there will be stickers for placement on your bins, as well as an information sheet. You must have the stickers on your bins before Monday the 15th of August 2016. After this date any bin with out the appropriate sticker on it will not be emptied.

Who has approved the use of stickers on my bins?

A report was prepared for Council detailing the number of properties not paying the waste levy. This report was tabled in the May 2016 Council agenda.

The recommendations for the new user pays sticker system was indorsed at the Council meeting held in May 2016.

Environmental South Australian Grey Plovers Two Grey Plovers (a medium size, long- legged bird about the size of a small pigeon), fitted with tiny satellite transmitters in November last year (2015) at Thompson Beach, have been tracked leaving Thompson Beach to their breeding grounds in a remote Russian island named Wrangel Island in the Arctic Circle, having flown 13,000km in three months.

Before leaving Thompson Beach on the 14th and 24th of March, the Birds known as CYA and CYB have spent most of the southern summer close to Thompson Beach roosting on the beach, claypans and backlagoons and flying out to feed at low tide on the extensive mudflats lining the coast.

After flying over islands in the Philippines, CYA clocked up 7340km on a flight to Taiwan, where the bird spent just under two weeks, before arriving at tidal flats of the Jiangsu coast of the Yellow Sea, near Dongtai city.

CYB, landed on the Chinese mainland at the start of April and had short stays in Hangzhou Bay and Laizhou Bay, before spending six weeks at Bohai Bay which is a known staging area for shorebirds to complete their migration to breeding grounds in the Arctic.

CYA & CYB in Russia - 7 June 2016 Lightweight, solar-powered satellite tracking devices are revolutionizing the study of birds. Understanding the paths and countries visited helps our understanding and also strengthens the conservation work being undertaken globally along the migration route, called the East-Asian Australasian Flyway.

Though not fitted with a transmitter, the movements of another local bird, a Bar-tailed Godwit, flagged AKK, has already previously made headlines. Banded in 2012 when it was resighted by Global Flyway volunteers, in China in 2013 and again in 2014, and after a 20,000 kilometre plus round-trip was seen back at Thompson Beach in November 2014, and back in China in 2015. In their lifetime of ten to twenty years or more, shorebirds can fly the same distance as from here to the moon and beyond.

As well as banding studies being undertaken by the Friends of Shorebirds South East and the Victorian Wader Study Group, www.vwsg.org.au, volunteers from Birdlife Australia and Birds SA also monitor local shorebirds and habitat as part of a National Shorebird 2020 programme.

The shorebird banding and tracking programme is part of shorebird research supported by the Natural Resources Adelaide and Mt Lofty Ranges and the Australian Government as part of the Samphire Coast Icon Project. The stretch of mudflats, saltmarsh and saltfields north of Adelaide and in Gulf St Vincent are a nationally and internationally important shorebird area being conserved through the South Australian Government’s proposed Adelaide International Bird Sanctuary and the already established Upper Gulf St Vincent Marine Park.

African Boxthorn Control

GAZANIA PLANTS Did you know that Gazania’s are now a declared pest plant?

In January 2015, Minister Ian Hunter, Minister for Sustainability, Environment and Conservation, declared an additional 24 plants including Gazania. Gazania is now prohibited from sale and land owners must control the plant on their properties. There are however exemptions for three cultivars – Double Gold, Sunset Jane and Montezuma.

Over the coming years Council’s Horticulture Services will endeavour to control Gazania’s on Council owned land and land under it’s care and control. Major infested areas include the coast, road sides and reserves throughout Lewiston.

Extensive African boxthorn control has been undertaken in the Lower Light Estuary Marine Park Sanctuary Zone. Using a tractors to pluck the boxthorns out of the ground an estimate 70,000 medium to large boxthorns covering roughly 26 hectares has been removed. The ongoing control of this infestation will be required for years to come and ongoing efforts by all those upstream will greatly assist in the long term management of the site.

The Light River Estuary has a high ecological value and supports numerous rare and threatened flora and fauna species. These works have been coordinated by the Council hosted NRM Coast Estuary and Marine Officer.
