Cotswold Voluntary Wardens Deer Parks / Beer & Deer The Warden’s work party spent two sessions in early March at Stone near Berkeley in the Severn Vale, at the request of the County Council. Using wood supplied by Amey we installed four new stiles and a footbridge over a stream, on various footpaths.

The nearest pub is the Salutation Inn at Ham http://www.the-sally-at-ham.com/ which has a new landlord and having won the regional has just won the national competition for best Real Ale Pub of the Year. (CAMRA – the Campaign for Real Ale.) A few years ago the Old Spot in Dursley also won regionally and nationally.

Close by to the Salutation are the kennels for the Berkeley Hunt hounds and Berkeley Castle, as featured on the TV’s “Country File” recently. The deer park for the Berkeley estate is on pleasant undulating ground running from Ham to Stone; there are footpaths running through the deer park.

We’ve now finished laying the long hedge previously mentioned, on the Badminton estate at Luckington. This is at Allen Grove Farm shown on the old map the editor illustrated last month’s article with. You can see the streams forming tributaries to the

River Avon. These now only flow after heavy rain in the winter – as we experienced.

Nearby at Cherry Orchard is the footpath / bridleway entrance to the Badminton deer park. Cherry Orchard is so named because cherries were grown there for the estate. To walk from Luckington, take Cherry Orchard Lane into the deer park – this is still the Gloucestershire / Wiltshire boundary.

Walk straight across the park to Little Badminton, then re-enter the park to reach Great Badminton adjacent to the kennels for the Badminton Hunt hounds. Return to

Luckington via the above-mentioned Allen Grove Farm and you will reach a nice pub in Luckington called “The Ship,” which does good food.

A third deer park in the vicinity is Dyrham Park on the main A46 road to Bath. This is run by the National Trust with parking, a stately home and access to the park.

A shorter walk from Luckington is to the church – and half-a-mile each way alongside the stream to the hamlet of Brook End. Hancock’s Well is still marked by a tree, a plaque and a horse trough at Brook End, on the main road.

Another job for the Wardens last month was clearance of the bramble and some overgrown trees and bushes in Wottonunder-Edge churchyard. The Cotswold Way long-distance path passes through here.

The copy date for this edition of the Advertiser is too early for me to give you the Warden’s Countryside Walks schedule for April, however, the Cotswold Lion free newspaper will be available from the Tourist Information office in Church Street by the time you read this, which will list the walks from April through to September.

Dear Reader, BST, three wonderful letters that I think we have all been looking forward to: British Summer Time.

Isn’t it just wonderful that the air has changed and the days are longer? The songbirds in the morning with their dawn chorus are fantastic - and I have just celebrated a birthday (although they seem to come round too quickly, now.) To those of you who were kind enough to send me a card, thank you very much.

I do hope that you enjoy the new format of the Advertiser. Financial Advice Funding a decent income Whenever you start thinking about retirement planning, it is worth starting off by working out how much income you think you are likely to need. Generally, few people need as much income in retirement as they did when they were working; the mortgage might be paid off, children are likely to have left home, and your general day-to-day expenses may have fallen.

Nevertheless, the anticipation of increased leisure time might spur you to make ambitious plans for travel or family, and all these expectations have to be considered if you are to set realistic targets.

Once you have calculated how much money you will need in retirement, you can then work out where it will come from.

For example, in addition to your basic state pension (£113.10 for a single person or £5,881 a year for 2014/15), you may have money coming in from Individual Savings Accounts (ISAs), rental income from a second property, or even some paid employment.

Having made your plans, you should have a clearer idea of the income you will need to generate from pension savings.

You may already have started to save through a workplace or personal pension scheme; however, although existing pension savings should be taken into account, it is likely you will need to continue

to build them over your remaining working years. Just to give you an idea, a pension fund valued at £100,000 will buy a 65-yearold individual an annual income of about £6,116, with no built-in guarantees. If you wish to retire earlier than that, the cost will be even higher. The amount you need to save could, therefore, be considerable.

You can invest up to 100% of your annual earnings in your pension savings, subject to a maximum of £40,000 (for 2014/15), and tax relief is available on the contributions.

There is also a maximum limit on the overall size of the pension portfolio you

can generate - although at £1.25m for the current tax year, there are relatively few people who are affected.

Nevertheless, your savings don’t all have to be locked away in a pension plan. If you need, or would prefer, some flexibility over access to your savings, Individual Savings Accounts (ISAs) can be a useful addition to your plans - subject to your personal tax position - and you can save up to £15,000 into an ISA during the current tax year (rising to £15,240 for 2015/16).

Puddle Ducks What a lot of fun we are having at Puddle Ducks this term!

We have been enjoying our journey through Jolly Phonics and the wide range of activities each letter presents us. Our afternoon pre-school sessions are also going well with the children becoming experts at changing for PE and are responding very well to the slightly more structured routine.

The importance of sharing a story with a young child cannot be underestimated and we were very lucky when the lovely ladies at the Tetbury WI surprised the children with an amazing story sack based on the





classic book “The Tiger who came to Tea”.

We used it immediately and all thoroughly enjoyed it. Story sacks are a great way to bring stories to life using toys and props whilst reading or remembering a book, drawing the children in to become part of the story itself. We send our grateful thanks to the WI for giving us what will become a much used resource.

It is also that time of year again when we bring in the incubator to hatch our own eggs in time for Easter. The whole process is always exciting from putting the eggs in, candling them to watch the development inside the eggs and, if we are lucky, being there for the hatching. This year we have decided to hatch ducks and I hope to bring news of a healthy batch next month.

Whilst on the subject of ducks, our lovely, cuddly Dilys Duck has been missing-inaction for some time now and we would really like to track her down and bring her home. Can we please ask all Puddle Ducks, past  and present, to check at home and see if she is hiding there? Dilys has been with us  since we opened and is a much loved   member of our team. Please help to find her!



The Civic Society’s role in Neighbourhood Planning A Neighbourhood Development Plan is a new way of helping local communities to influence the planning of the area in which they live and work. Many hundreds are now in course of preparation and some are already adopted. The Town Council is now preparing a Plan with its main constraint being that it must comply with the CDC’s local Plan strategy. It has also to be approved by independent examination and adopted through a public referendum.

The Society has already, as part of the making of the Plan, put forward many draft objectives, specific policies and proposals - all accompanied by reasoned statements of justification. So far, these mainly relate to the operation of the Town Centre in all respects, together with wider issues concerning transport, cycling and connectivity.

Tetbury Woolsack Day The show’s on the road for a terrific Tetbury Woolsack for 2015.

The power of Facebook and local media is amazing and due to a very welcome message from Malc Philby at Tetbury Hardware and the article in the Advertiser last month regarding the need for volunteers to help organise this year’s event, I am pleased to say that a number of people have come forward to volunteer to help run things. We have had our first gettogether and the enthusiasm is massively encouraging. However, we still need more volunteers to fill exciting roles on the day, so please do come forward.

The website www.tetburywoolsack.co.uk has been updated for this year’s event and the application form for runners and stalls is

available for completion. We have received a number of stall applications and the first runner application arrived this week; thank you, Mike Collins.

Great support from the Royal Oak, The Snooty Fox, Michelle at Quality Alterations and Jennifer at Cotswold Wealth together with CDB Building Services and a host of individuals are making this a wonderful community event. Our own Tourist Information Centre is also working hard to get things moving. Many thanks to you all.

The French Market and the Fun Fair are sorted and together with the booked entertainment, things are in place for a great free day out for the whole family.

Regarding the Races, there will be the normal classes of Men’s and Ladies individual races complemented by a Men’s Team Race and a Ladies Team race. A mixed team race completes the set with additional races for younger people. I understand that a number of 2014 winners are set to defend their titles, Martin Holloway for instance may like to beat his last year’s time of 52.5 seconds and perhaps the Priory Gym team will challenge the Royal Oak who recorded a time of just over three minutes in the men’s team race. Competition for places seems to be already hotting up.

Teenager Tom Gardner from Tavistock in Devon has won a bike designed to his own specifications from the charity Jole Rider.

The first Bike Draw organised by the education charity, one of the UK’s largest bicycle recycling organisations, raised over £1,000 and the money will go to Jole Rider‘s “Bikes4Africa” programme and will be used to deliver bikes to Africa, enabling more than 100 children to get to school.

Tom Gardner, 13, was at WOMAD last July when his mum, Lucy, bought a Draw ticket at Jole Rider’s stand for the chance to win a customised bike, built by the charity to the winner’s own specification. He’s chosen a white mountain bike with red wheels and red features. The bike has been built from a combination of new and recycled bike parts at Jole Rider’s base, The Bike Shed in Tetbury, by Graeme Richardson, a member of the charity’s team.

The now newly powder coated Giant aluminium frame was previously donated to Jole Rider and has been fitted with new parts and personally badged with Tom’s name.

All proceeds will go to support the charity and each supporter who takes part in the draw will receive a Badge-A-Bike virtual gift, normally costing £60, every December. This edition of the Advertiser comes out right in the middle of Holy Week, as we move towards the joy of Easter Day. I love the way our hymns tell the story, as the days pass. On Palm Sunday, we had our procession when we remembered Jesus entering Jerusalem – and we sung: “Ride on, ride on in majesty”. PLANNING YOUR ESTATE? DON’T LEAVE IT TOO LATE! There’s a natural reluctance for younger people to think about death and getting older. You are in all likelihood forging ahead just getting on with life, perhaps climbing up the career ladder, buying a house, settling down with a partner and having children.

It’s a fast-paced world we live in and thinking about the future is often put on the back burner. After all, talk of wills, inheritance tax (IHT) and estate planning seems far removed from your day-to-day life.

But they are a vital part of financial planning and wealth preservation.

Getting your affairs in order could save you and your family a great deal of money and heartache.

Have you thought what would happen if the unspeakable was to happen and you died tomorrow? Have you, for instance, got sufficient life cover in place to take care of the loved-ones you leave behind?

But that’s not the only reason to take out life insurance. Many younger people are income rich and capital poor. Yet buying extra life insurance, beyond the amount that covers the mortgage, could provide a legacy for your heirs to fall back on.

Life insurance also enables you to donate money to charity via your estate, while ensuring that your chosen heirs do not lose out. You can take out life cover equal to the amount you are going to donate, and this is paid to your chosen beneficiaries – again free of IHT. If you have excess income you could also consider gifting away some surplus

income to avoid a potential IHT liability. After all, it makes sense to prevent an IHT liability before one is triggered and if income, which you don’t need, is gifted into a trust, it falls outside of your estate for IHT purposes.

Changes to the pension rules could also trigger unwanted IHT. New rules that came into force in April 2014 limit the amount you can invest in a pension each year to £40,000. If you start to redirect your retirement savings over and above the £40,000 limit into savings vehicles, such as ISAs or unit trusts, they will form part of your estate (not the case with pensions).

It is therefore important to consider the IHT implications when funding for your retirement.

A core part of any estate planning is making sure that you have an up-todate will in place. If you are a parent have you named a guardian in the event of your death? If you think your mother or sister will automatically receive custody of your child (or children) you are mistaken.

Also, have you ever considered what would happen if you were affected by serious illness, disability or mental impairment in the future?

Many of us are living longer, but this means that there is a greater chance that you may need someone to look after your finances when you are older in the event that you can’t.

This is why people should consider appointing a relative or trusted family friend as an attorney who could step into the breach. It is just as important for those who are fit and healthy and of sound mind to have proper plans in place for the future.

It is not just your own estate affairs that you need to consider. If you are

expecting to inherit large sums of money it is worth checking that your parents or grandparents affairs are set up to mitigate as much IHT as possible as wealth is passed down through the generations.

Some level of IHT may be unavoidable but there are ways to ensure that you are covered for any IHT liability that comes your way. Parents, for instance, could take out a whole-of-life assurance policy. The policy can be transferred to the beneficiary, say a son or daughter, who then pays all future contributions on their parents’ behalf. When the plan pays out, they will have a sum of money to pay the IHT liability.

Talk of estate planning is not the cheeriest of subjects and it is easy to put something off that doesn’t affect you today, or even in the near future. But it is a vital part of financial planning and once dealt with you can rest easy that the loved ones you leave behind will be looked after.

St Mary’s Playgroup We have been busy having fun in the run up to Easter, encouraging the children to explore with ‘messy play,’ as well as focusing on their motor skills, such as cutting out shapes. The children have just loved having big trays of rice put out to explore with (spooning/tipping/weighing with pots and spoons) and we plan to continue along this vein with exciting activities such as making ‘ice-cream shop play dough’, painting with tractors and planting seeds in sensory trays.

We have also been talking about our mothers and making cards ready for Mothering Sunday. In further preparation for Easter, we’ll be looking at spring animals and flowers to add to our new, beautiful display. We are pleased to report that preparations are now underway for the 2015 Tetbury Summer show,

Which will take place, as usual, on the recreation ground on Sunday 9th August, with the gates opening at noon. A colourful parade led by the City of Bristol Pipes and drums will take place from Market Place, down Long Street and into the ground via the Dolphins Hall entrance to arrive at around 1.00 pm.

Tetbury Summer Show but a good holiday project for the family. A more traditional arrangement consisting of three flowers with additional foliage might prove more popular but if you really want a challenge try “Anything goes, Hot, Hot, Hot!” So start thinking about these and maybe try out a few ideas over the next few weeks.

The adult cookery section has always been popular and we have revised some items to offer new challenges. So, if you have always entered a rice pudding, it is time for a change as this has been replaced by a bread and butter pudding. The savoury flan has gone and is replaced by a savoury quiche. The syrup tart has also gone, replaced by a lemon tart. However, men can take some comfort as the entry that generally attracts strong interest, if not rivalry, “Cake made by a Man” remains.

Another element of the Summer Show that always draws strong interest is the fun Dog Show that takes place at 2.00 pm. For many years this has been judged by Cyril from the George Veterinary Group - and while the practice still continues to sponsor the event, unfortunately Cyril will be away this year and is handing this task to a colleague.

Tetbury Camera Club The speaker at a meeting in mid-February was Peter Brogden (of Just Ltd, located at Hook near Swindon: www.cameraclean. co.uk). The subject of Peter’s talk was the cleaning of sensors in digital cameras with removable lenses. This could have been a rather dry, very technical matter, of interest only to the more fastidious among us, but Peter injected a degree of humour and passion into his talk that brought the subject alive and made it very interesting.

It was a very “soft” sell, but no doubt many members will have tested their sensors for dirt and dried oil in the manner he suggested in the days following his presentation. (His website contains a lot of very useful information, including how to check for dirt on a sensor.)

The second half of the evening comprised the showing of digital images brought along by members on the night. The origins of the event lay in comments by a past speaker to the effect that some very successful images just do not fit into the normal mould. Her own images fell outside the normal parameters but were nevertheless much admired.

Others have also encouraged a less formulaic

approach. To pursue this non-conformist angle, members were asked to let their imaginations rip. The only requirement was that they liked the result. Although billed as a competition, the volume of images produced prevented this and, in any event, it would have been very difficult to produce any ranking, such was the diversity of the offerings.

Mike very expertly led us through the minefield of choosing the right optics and described the difficulties. However, his images which accompanied his talk showed the rewards.

The second half of the meeting comprised a photographic quiz, set by David Calvert and Tony Banks. This was a light-hearted event, the prize expected to be the task if setting the quiz next year.

The following meeting comprised the annual battle with Stroud Camera Club.

The judge was Brian Swinyard. The pleasing aspect was that, after a couple of years of losing, we won. Cirencester is next and hopes are high.

At the time of writing we have had quite a long cold spell... ... with hard frosts night after night, but the snowdrops are out and the forecast is for a much milder period. Here in my hospital I have been over-wintering twenty-four hedgehogs since the end of October and seventeen are now awake, so there is a chance that the wild hedgehogs could start to wake early this year. If you know or suspect that you have a hedgehog hibernating in a shed, greenhouse or other enclosed area, make sure you put out a bowl of water and some dry cat biscuits and leave the door ajar at dusk if you are able to. As soon as you see any sign of activity, leave the door open at night so the hedgehog can go and feed and find a place to breed and call home for the summer.

St Mary’s Primary School Religious Education Week We have had another exciting term at St. Mary’s – we started off with a week focusing on Religious Education. The children learnt all about different celebrations, stories and symbols of the major faiths of the world.

Children in Year 5 and 6 designed and made their own prayer flags, children cooked exotic dishes from other cultures and we had yoga and meditation in the hall.

Some of our Year 5 and 6 children spent part of their week interviewing people from the community about their faith.

The conclusion we came to was that religion affects many people’s lives in varied ways but everybody commented on the importance of following Christian values and trying to be a good person.

Outdoor Learning We wrote last month about the development of outdoor learning at St. Mary’s and the proposed outdoor classroom and ‘Forest Schools’ area. The Outdoor Classroom which has been funded by various local grants was completed and

Here is their report: On the 23rd February 2015 twelve of St Marys School’s pupils were tasked with a question: ‘How does religion affect the lives of people in Tetbury?’

We had until the 27th February to come up with an answer. On the first day, we brainstormed questions and found contact details for the people we wanted to interview.

We had to email and phone the people ourselves and make arrangements to meet them. On the second day, some of us went to interview members of the public out on the streets of Tetbury. We also interviewed people from Open The Book, Revd Poppy Hughes, Elaine Wright from St Michaels Church, Mrs Bird, Miss Collinson, Mrs Royle and two head teachers - Mrs Woolley from St Marys and Mr Mackay from SWR. After a week of interviews

opened in March. It was installed by a local company, All Out Play, who specialise in outdoor play, playgrounds and classrooms and it was funded by generous donations from The Feoffees, Tetbury Lions, The Jack Lane Trust, the Adam Philby Trust and money from the Active Together grant from Gloucestershire County Council. We are hoping that the classroom and ‘Forest Schools’ area will benefit all groups in the community over the years as an area for outdoor learning and play.

Sport The children have also been participating in lots of sporting activities. The netball team won the netball league tournament at Sir William Romney. Our A team played our B team in the final and the A team are now through to the next round. We also did extremely well in the cross country with several of our runners achieving medals.

Dhiraj Scouller really stood out for special mention as he won by miles and got a gold medal! All of the Year 5 and 6 children and Reception children attended the dance festival at Sir William Romney too which was a brilliant afternoon. Well done everyone!

One Man in a boat!

It is not everyone who has the courage to sail round Britain largely single-handed.

But for Keith Essam it was a retirement challenge to be tackled.

He described to us on the19th of February how after careful research he bought ‘Leila’ (a four-berth Twister 28) in Essex and sailed it to Cardiff in May 2012. Completing courses to fill gaps in his knowledge, he fitted the boat with technical modifications and optimised its storage capacity.

On the 5th of March we moved on from a very live sea to the Dead Sea. Peter Berry, a self-confessed lover of photography with a fetish and fascination for steam trains, shared his passions with us by describing his two-week adventure in Jordan and Syria in 2001.

Starting in Amman, he had travelled down to the Dead Sea then up to Damascus with a group of fellow enthusiasts, mainly on privately-hired steam trains. Peter successfully recreated pictures of these trains, well-positioned, such as those taken many years ago. He also showed us well-

Tetbury Theatre Group Peter James’ book “Dead Simple,” adapted

by Shaun McKenna was the subject of our trip to see a matinee at Malvern Theatre on February the 14th.

As usual we had an excellent journey there, smoothly driven by Colin from Andy James coaches. It was bright and sunny all the way, although upon arrival the weather had changed and was quite miserable and misty. How appropriate to the nature of the play. There were thirty-eight members of the group on the coach and we had ample time for shopping and for lunch, before the start of the performance.

The play centres around a “stag night prank gone wrong” which leaves the Groom stranded in a coffin buried underground in Ashdown Forest, the friends who put him there killed in a subsequent accident involving their transit van and a lorry – and his life in the hands of a rather child-like young man who has found a walky-talky amongst the crash debris. The plot becomes very twisted and at times is quite gruesome, but is lifted by some excellent one-liners and dark humour.

The cast, who come mainly from the soaps, gave a very competent performance however one of the biggest stars of the show was the set. Divided into three, the sitting room of a flat, Ashdown forest with the buried coffin back-lit and open

to our view and with the remainder of the stage being used for various other action sequences, the lighting and sound was superb. The huge floodlights facing the audience and the crashing sound of twisted metal as the truck hit the transit van was particularly well-staged and memorable.

Awesome.

This play – recommended by one of the group members, was an enthralling two hours, including the interval. Great fun. It was also very pleasant to leave the theatre into a bright and sunny afternoon.

Theatre Group AGM The AGM was held on Friday February the 27th with thirty-five attendant members and five committee members in place. Jean Corcoran as chairman gave a résumé of the ten play visits of the last year and of the Christmas visit to the RSC Stratford.

At this point Jean announced that after six years in the role she would be stepping down and she received sincere thanks for her dedicated committee service and a floral bouquet as a small gesture of appreciation for all her excellent work.

Treasurer Lin Tanswell presented the accounts which show a healthy balance despite a reduced take-up to recent events and despite the number of registered members also having fallen slightly of late, announced there would be no change to the £8 subscription fee per household. We continue to invite readers of the Advertiser to make contact with any committee member to obtain details from us if they have an interest in joining the group.

Don’t walk barefoot, especially in the garden - and try to avoid sitting with your legs crossed. Cut or file your toenails regularly – see a professional at least once a year for advice. Get corns or hard skin treated by a professional. Seek treatment from your GP if foot blisters or injuries do not heal quickly.

Hanging baskets in the centre of town add a wonderful splash of colour in summer.

The idea of hanging baskets and trailing plants in a garden is not a new concept.

It is believed to stem back over 3,000 years, taking inspiration from the Hanging Gardens of Babylon.

Dolphins Recreation Centre Good News for the Dolphins Hall!

The Trustees and relevant sub-committees have managed, through careful saving and spending, to update the facilities in the kitchen. We now have a new doubleoven gas cooker, a new large larder-fridge and a stainless steel work bench. These will enable users to more easily provide food at functions. Bookings for the hall can be made through our web-site, www. dolphinshalltetbury.co.uk Also, with a help of a grant offered to Charities to fund a project to increase income, we have provided seven new car parking places. These will give the Dolphins Recreation Centre an instant annual income without any outlay and will help to maintain services.

The new front car park is in place and we have already received applications from residents to take up places, available from the week commencing the 16th of March. One of the conditions from CDC planning was that the surface needs to be porous, which is why we have chosen compressed gravel. This softer look, rather than tarmac, has also found favour with nearby residents. If any resident

The trustees have also approved the resurfacing of the Hampton St. car park and we expect this work to be done by the end of April. This is a well-used car park for both sports clubs and play park users, who will all benefit from the drier surface.

Many thanks to all those who participated in the litter-pick, which took place on the recreation ground on the 8th of March. It was well attended and the rec. is now in good shape in preparation for the Easter holidays.

For 2015, Tetbury Classic Car Show moves to an exciting new venue at Sir William Romney School.

The show, on Sunday the 6th of September will feature an eclectic collection of classic cars. Last year’s event had a wonderful mix of vehicles ranging from Stanley Steam cars to Ferrari 360 Mondiales, Hillman Imps to Rolls Royce Silver Ghosts, classic pre-war MGs to 1950’s American boulevard cruisers.

Tetbury Rail Lands Trust Valentine’s night was celebrated in the Goods Shed with an exhibition of Nicola Clarks’ paintings entitled “A Night of Love”.

The artwork spanned from schooldays, through Art College and beyond, and Nicola and Jim Westman sang romantic songs accompanied by Karina on the keyboard. The setting reminded you of a boudoir, with a chaise longue, red heart covered tablecloths, Valentines’ cards and loads of candles and roses - but the temperature reminded you of a walk in fridge! It was still very successful. We had a good crowd and aided by a nice glass of wine and some choice nibbles nearly everyone stayed all night.

We’ve just heard that Becky’s bid to win a cinema for Tetbury was unsuccessful. Her entry was so amazing, especially the film “Tetbury needs a cinema” that we were hopeful of winning. It gave us all a big lift and made us even more determined to get the Art Centre open. Becky is undeterred and is already planning new ways to raise money.

Tetbury WI Poetry was the topic at our March meeting. Di Alexander gave a talk on the Dymock poets. The village is quite local as it is in a corner of west Gloucestershire. A group of poets lived here in the summer of 1914 including Rupert Brooke, Wilfred Gibson and Robert Frost. Apart from connections with poetry,

Dymock and Kempley are famous for the profusion of daffodils at this time of year.

We held a draw to find who would receive the Denman Bursary. This is money we give to a member every two years to fund a course or activity at Denman College, a country house owned by the WI. We also held a 50/50 raffle so that we can donate to the ACWW, a charity supported by the WI. Our recent fifth New Members’ Evening was attended by fifteen new members who were able to meet the committee and, more

importantly, each other. These evenings have become an annual fixture since our group has been growing continuously.

On April 13th Jeremy Field, a surgeon, will speak. He operates on hands and so his talk is called “Hands”. He likes to engage with his audience and we look forward to this evening at 7.30 pm at the Dolphins Hall and we welcome visitors.

Brendan Hewett is a British Wheel of Yoga teacher whose experience has been gained while providing a weekly Yoga class for work colleagues who encounter demanding physical, mental, emotional and spiritual stresses in their working life. He believes in the need for regular structured practice, and provides sessions in Nailsworth and Malmesbury.

The question often arises: “How is it that there are not more men that find mixed Yoga sessions meet their needs?” Brendan finds that in delivering sessions to mixed groups, a different approach to strength and flexibility for physiological gender differences can be required - as is the type of emotional stress that impacts in daily occupations across the gender divide.

In providing archetypes for students of the discipline to relate to, there can, again, be gender-based differences that are more effectively worked with amongst men or women as separate groups, but which mean those groups go together less easily.

This has led to Brendan forming weekly sessions specifically for men, in order to address the more masculine aspects of physical, mental and spiritual well-being in men’s daily life and work.

Avening School Sports, Healthy Eating and Hot Cross Bun tasting!

There has been so much activity in the run up to Easter. As always, sport has been a big part of this half term, with our football teams playing against other local schools in a number of tournaments. All our footballers have made the School incredibly proud with their enthusiasm and fantastic performances. Our Cross Country squad took part in the district races in Cirencester, with many children beating their personal best and, in particular, a huge “Well Done!” must go to Keira from Y3 who brought home a bronze medal! A fantastic effort from all of our sports stars.

Healthy Eating is something our School works very hard to promote and support, so we were absolutely thrilled to hear that we have been awarded Healthy School Status. Our School Council have played a big part in coming up with ways to improve healthy eating in School. The first thing they did was to meet with our amazing School Cook, Mrs Maidment, to request that more fruit be served with dessert at lunchtime. As a result of this, individual fruit pots are now available to children, as well as bowls of fruit to which children can help themselves.

Brownies from the Tuesday unit have had their first taster sessions of archery, run by Kate Frusher and her Mum (our Division Commissioner). The girls did very well and even enjoyed sticking the arrows to their heads – luckily the whole set is designed as an introduction to the sport and has suckers instead of sharp points! As only half could try archery the rest made cake pops as an early mothers’ day treat. Hopefully some mums managed to get one as most were consumed before they left the Malt House. It was a very messy evening as the girls got stuck in, literally!

Having set the Brownies the challenge of designing their Community badge over the last holiday the leaders now have a very tricky job of judging them and choosing the winning design. They seem to have some very talented Brownies and will be showing off their different skills at their talent show at the end of term.

Thursday Brownies had a prickly visitor, when Mary Hinton brought a hedgehog to their meeting as part of their Friend to Animals badge.

They also had a go at

making animal habitats and homes – they recycled boxes and produced homes for guinea pigs, rabbits, fish and even a whole forest for wild animals – luckily no spiders in sight this time! To finish the badge they are having an outing to the Cotswold Wildlife Park during the Easter holidays and are hoping to see the giraffe they adopted last year. The girls made lemon-scented shower gel to give to their mums and had a competition to design and make the best card for Mothers’ Day – putting in lots of love and effort. They were lucky to have local author Mick Ponting as the judge and he declared Lucy, Kira and Amelia the winners and presented them with books.

Once a year we have to pay our annual subscriptions to Girlguiding and this gives us the opportunity to add up our membership numbers. Currently we have 130 girls – this is the highest number we have had for 10 years and is only possible thanks to the 17 adult volunteers who run the units and activities.

What an amazing man Oscar Wilde was. It seems impossible that 120 years later The Dolphins Dramatic Society is performing his masterpiece “The Importance of Being Earnest (1895).” It will run from the 21st to the 23rd of May. The play was written at the height of his fame and was first performed at St James’s Theatre in London on the 14th of February, 1895. He produced four society comedies in the early 1890s, which made him one of the most successful playwrights of late Victorian London.

It encourages all of us to understand the other characters in the play as well as our own, to practice different ways of delivering the same sentence, and to constructively criticise each actor’s performance which really does get the very best out of everyone. Oscar Fingal O’Flahertie Wills Wilde was born on 16 October 1854 and attended university at Dublin and then at Oxford - he read Roman and Greek History and Philosophy, known as “The Greats.” After university, Wilde moved to London into fashionable, cultural and social circles. He tried his hand at various literary activities: he published a book of poems, lectured in the United States and Canada on the new ‘English Renaissance in Art’, and then returned to London where he worked prolifically as a journalist. Known for his biting wit, flamboyant dress and glittering conversation, Wilde became one of the best-known personalities of his day.

We are having a busy time, as usual!

This week, for instance, Monday we had a walk around Woodchester led by Eileen Ind. She was on home ground and so was able to make the walk really interesting.

Lunch was held at the Halfway Café.

Thursday evening we had our monthly meeting in the Village Hall. Our speaker was Toastmaster Tony Rance. He’s had a long career and encountered many interesting people including members of the royal family, so had lots of amusing anecdotes to tell us, about what had happened at various functions and weddings he had presided over!

Plans were discussed about the arrival of the W.I. Centenary Baton in Avening on Sunday 22nd March. We are having

a cheese and wine buffet in the evening and the following morning transporting it ceremoniously to Tetbury, to arrive at 9 o’clock! Gwyneth our President will be guarding it with her life, overnight.

Friday, to finish our week, we have a friendly skittles match with the Sheepscombe W.I. in Painswick.

In February we had a visit from a potter at our meeting. During his talk he made a bowl and a pot on his potter’s wheel. These have been fired at his studio and are ready for collection now – we’re really keen to see how they have turned out.

One of our members, Mrs. Di Wall has been chosen to represent us at the Centenary AGM in the Royal Albert Hall in June. Five other members have been ‘having a go’ at golf at the Minchinhampton new course.

We are taking part in the County Quiz competition, the first round is being played on April 1st at Box and our spring Fun Quiz is being held on Friday March 27th at Avening Social Club.

We’re raising money for local charities, including Avening School, who need new books for their refurbished library.

Lastly, apologies, but due to a problem with our computer we were unable to send a report in for last month’s magazine. All this new technology, perhaps we would have been better off with a well-trained pigeon?

History of Tetbury Society The HOTS meeting on 5th March was, as usual, very well attended.

The attraction was not the AGM which Chairman Jane Haines dealt with most expeditiously, getting approval for the reports and accounts with the officers and committee re-elected – no, we had all come to hear Dr. Alison Brookes from the Corinium Museum tell us about the ‘Tetbury Roman Coin Hoard’.

She began by explaining that the owner of the land on which the coins were found did not wish details of the location to be disclosed and she must honour that wish.

However the site is on a farm that is fairly near Tetbury on which other Roman items have been found. The hoard was found by the owner using a metal detector that he had just received as a family present. There were 1,440 coins that had been buried in an urn known as New Forest-ware in 3rd Century AD. The silver content of the coins is very low – they are virtually bronze.

Fortunately the coins were not fused together, so the British Museum staff could extract them without damaging the urn, although the top and handle are missing.

There was a second larger urn found alongside which is made of Severn Valleyware, containing nine coins, two of which were fused together. Both urns would have

been used for storage of food etc. and smaller one perhaps for wine or oil.

were buried, although the metal itself would have had other uses.

The coins were made over the period AD 260 – 276 and they had obviously been much used before they were hidden, so it is only possible to ‘read’ a few of them. The clearest was made in the time of Victorinus, who was emperor from AD 269-271.

Alison finished by bringing us up to date with the Roman Gravestone that has recently been excavated near Tetbury Road Cirencester. She told us the latest interpretation the experts are giving to the inscription but said there was still uncertainty.

There are 3,000 known Roman Coin Hoards so the Tetbury Hoard is far from unique.

It is not known why coins were buried in such a way, but the owner probably intended to retrieve them. It could be a ritual, particularly if buried in a grave, but it also could have been political. In AD 260 the Roman Empire split into two factions (Central and Gaulle) and there was also high inflation, which means there was possibly unrest - and these bronze coins may not have had much value when they

How to Choose a Special Day

For some events we must take pot-luck.

My brother had the good fortune to be born on Midsummer’s Day - surely the perfect birthday, half way between two Christmases - whereas my sister’s Trafalgar Day birthday was fitting for the first-born of my father, then serving in the Royal Navy.

My parents’ choice of wedding date has always struck me as the romantic ideal: 21st March, the first day of spring, subtler and wiser than Valentine’s Day. If a Valentine’s marriage ends in divorce, that day is forever blighted with a reminder of rejection.

When my grandmother asked my mother what she wanted for her 10th birthday, she said “A baby brother”, and my grandmother duly obliged, albeit on New Year’s Eve definitely a duff date for a birthday.

Writing this month’s column in the run-up to my parents’ 62nd wedding anniversary, I’ve been thinking about how we choose and mark the days we wish to celebrate.

Young by Name Unlucky for Some Some coincidences are less fortunate. My Scottish husband, born on St David’s Day, landed a lifelong association with the wrong nation’s patron saint.

On our school trip to Windsor Castle, my Greek friend Bill (short for Vasilios) realised he had the same birthday as Prince Charles when the resident band struck up “Happy Birthday to You.” Now, when the National Anthem airs on BBC Radio 4 on the morning of HRH’s birthday, I immediately think of Bill. Sorry, Sir! For my first marriage, I thought I’d chosen a good date for my wedding: the 4th of August, the same day as my sister’s. I’d not have done this had I known my new husband would die ten years later, tinging my sister’s future anniversaries with sadness.

Marrying for the second time, I picked a date with no prior associations: the 2nd of April, inadvertently providing the opening joke for the best man’s speech: “When Gordon told me he was getting married on 2nd April, I thought he was a day late”. (He had been a confirmed bachelor until then.)

A Celebration Every Day But who needs birthdays and anniversaries anyway? The best things in life are worth celebrating all year, any year. We may, for example, look forward to lionising the Lions (publisher of the Tetbury Advertiser) when they turn 100 years old (the organisation, not the individuals!) in 2017, but we don’t have to save up our gratitude till then.

By the same token, on any day of the year, when I see my parents walking down the street, still holding hands after nearly 62 years of marriage, I throw metaphorical confetti. So today I wish them and everybody like them a very happy unanniversary, and may there be many, many more.

On the evening of Wednesday 4th March we started our program for 2015 With a demonstration by Max Hale of “Water soluble oil paints using a Palette Knife technique.” The first thing that we learned was that the title was not entirely accurate: the paints are “water-mixable” forming an emulsion rather than being “water-soluble.”

Strictly speaking, the knives used are painting knives rather than palette knives, because they have a cranked handle, so that paint can be applied without dragging your knuckles across the painted surface.

Max prefers to paint from life and avoids as much “fiddling with detail” as possible.

These paints are dry to the touch in ten days and water can be added to make a thin glaze, for example to tint previously applied paints for shadows. We were advised to mix or adjust colours ourselves to give a more personal result, rather than to just use the colours straight from the tubes. Also, we should not use too much white paint as it can give a chalky finish.

For the demonstration, Max was working from a picture with objects in front of a window. He first drew rough outlines on the surface previously primed with an acrylic paint that dries quickly using

Tetbury Art Society a brush and a fairly dry paint. After this initial rough drawing, the brush was put away - mixing the use of palette knives and a brush does not work, we were told.

He then applied the dark areas with a knife.

The knife was dipped in water to help the paint flow. Using palette knives uses a lot of paint - Max says “Be brave!”

starts to come alive. Finally, he spent some time lightening here, darkening there, sharpening a few edges, developing, balancing and smoothing to produce the finished picture.

Sir William Romney’s School Parent Teacher and Friends Association (PTFA) is looking for more people to help in its fund-raising efforts. The PTFA so far has raised £2,500 and is currently working towards upgrading the DT catering department – but if more people were to become involved, it could run bigger and better events.

It already organises a 100 Club lottery as well as student events such as movie

evenings, discos and quiz nights, but, as PTFA chair Debbie Powell explains: “If just 10 people from each year group signed up to 100 Club, we could make a £720 profit.” The PTFA was started in April 2013

by Debbie and two other mums, vice-chair Lisa Williamson and treasurer Emily Lucas.

“We are all busy mums, but we would be very grateful for any help or ideas. After all, it’s our children who ultimately benefit from the money raised.”

the driver and members of his pit crew. This will be a rare photo opportunity to get up close and personal with such a vehicle - but clearly you will not be able to touch!

We are now in the final few weeks before the start of the 2015 Wacky Races event, which takes place on Bank Holiday Monday the 4th of May this year. The more important earlier date is of course Friday 17th April as that is the closing date for competitor entries, unless the limit of twenty-five is reached sooner. We now have twelve carts entered and we know of another four under construction, so only nine places remain as far as we know, but it could be much less.

Much emphasis of course is placed on safety - and we must once again extend a huge amount of appreciation to the Duchy Home Farm who are providing us with a significant number of straw bales. These not only serve to protect the drivers in the event of any mishap but also act as a barrier

The Chipping car park will, as usual, double as the pits area for the various Wacky Race teams and will also feature a bouncy castle, a hog roast and refreshments. It’s bound to be busy all day. Down on the Millennium Green there will be the Big Pan, ice creams and a mobile café. for the public watching the event and should therefore not be regarded as seats!

Without these straw bales, and indeed the kind permission of the Feoffees who allow us to use the Millennium Green, it would be impossible to hold this event.

Following the scrutineering of each vehicle, qualifying sessions will start at around 10.30 and conclude at 1.00 pm for a lunch break. At 2.00 pm Rev. Poppy Hughes will bless the course and racing will commence, each competitor taking two timed runs the aggregate of which will determine the final finish place. But it is not all about speed, as a trophy will be awarded to the wackiest cart with a support team in appropriate costume - and of course each driver will receive the coveted Wacky Race medal.

The Royal Oak, which made a significant contribution to the 2014 event, will be setting up a bar area and as a special feature this year, will be selling a special “Wacky Races Ale”. This will be available from around two weeks before race day and of course on the day itself - and it is important to note that every pint consumed will be helping to swell the amount of money we can donate back to the youth of the town.

Having donated nearly £5,000 in three years back to Tetbury, there is no doubt this is a major fundraising event. Volunteers will be walking around with collecting buckets and selling programmes on the day and we ask that you give generously to support the event. Tetbury Town Football Club Even though the football season is drawing toward a close, coaches and players continue to work hard on the training ground and the willingness to learn. Club spirit shown throughout all teams is now being rewarded by performances on the pitch.

It’s always pleasing to receive feedback and praise for the hard work the coaches and volunteers at Tetbury Town Youth Football Club give, week in, week out. Here are just a few I have heard over the past month. ‘…….it’s amazing to see the hard work and effort my son’s coach gives him……’ ‘…….one very happy boy…….’ ‘……a big thank you, your approach is pleasing….’ ‘…..since winning player of the match, he has never stopped smiling. Thank you…..’ ‘……such a friendly atmosphere, we were made very welcome….’

At Tetbury Town Youth Football Club we offer football to all of the following, boys and girls welcome for all ages.

Tiny Tigers (aged 3 to 6) are continuing to develop the first football skills which will help them move forward with a solid base for the future. A mix of structured drills and fun games always ensure every child has a smile on their face. Training is Saturday mornings at the recreation ground, 10.30am start.

Tetbury Town Under 7’s are a very friendly team with emphasis on having fun! They train and play games Saturday mornings at The Rec from 10:30 until 11:30, practicing basic football skills such as dribbling and shooting, passing, defending and positions on the pitch. The players enjoy their first steps into team football (5-a-side) which serves them well as they continue their development through Tetbury Town FC. Tetbury Town Under 8’s In what has been a very enjoyable season, the under 8’s have reached the end of their league campaign but will be playing in the “Challenge Shield” flexible cup competition against rivals from the Cotswold league. The group stages will consist of two matches on 18th April at Severnside, Berkeley, followed by the final / play-off games on 2nd May.

Tetbury Town Under 12’s finishing just below half way in the North Wilts league, the under 12’s are now into a run of ‘competitive’ friendlies. Training is held Wednesday Evenings at The Recreation Ground, 6.15pm start.

Tetbury Town Under 9’s this recently formed team enjoy training sessions Saturday mornings at the Rec where they have taking well to the new skills being coached and applying into friendly fixtures.

Tetbury Town Under 10’s enjoying their football in the Cotswold Youth League; recent performances have been very pleasing for the coaches. The hard work and good attitudes the players give at training and the teamwork shown on match days has made for some entertaining games.

14’s team struggle at the wrong end of the table. However, things are most definitely on the up! New players bring new enthusiasm, which can only bring better results and final league position. Training is on a Wednesday night, 7pm at Preston Park and any new faces are more than welcome.

Rodmarton Primary School News As my first term at Rodmarton Primary School comes to an end, I have been reflecting on the many events that have taken place.

The pupils have enjoyed a wide range of exciting opportunities and one of which was a visit to London. Class 2 had been learning about the Great Fire of London and enjoyed a guided tour which included a walk to Pudding Lane and a visit to All Hallows Church. Class 3 visited The Victoria and Albert Museum to enrich their learning of life in Victorian Britain. More closer to home, our youngest pupils in class 1, visited Rodmarton Manor and Sudelely Castle to support learning in their topic entitled Frogs and Fairies! These first hand experiences really bring learning to life and are memories which the children will hold well beyond their school years.

At our recent celebration morning, the children were very proud to share with their parents the work that they had completed over the term. It was great to see so many parents attend and to hear their positive comments about the vast range of high quality work that the pupils had produced.

On Thursday 5th March we took advantage of World Book Day to unveil our wonderful new school library. The library has been relocated to our Eco Pod and is proving to be the perfect place to read quietly and take time to reflect.

Easter service in St Peter’s church. This gave the children a chance to reflect on the meaning of Easter through music and verse. We ended the day with a celebration assembly followed by an Easter egg hunt in the grounds around the school.

We recognised Red Nose Day with the children coming together in their houses to compete in “The Great RED-marton Bake Off!”The produce was then sold after school with proceeds going to Comic Relief.

I am delighted to have joined the Rodmarton community. Our School really is a fantastic place to learn. The team of staff are hardworking and committed to achieving the very best outcomes for all our pupils and it really is a pleasure to work here.

John Andrew Holmes Now that spring is here you might be thinking of getting out and about more.

Did you know that you can apply for some bus passes at Tetbury Library? If needing an Age Related Bus Pass, you can drop in with ID showing your date of birth and address and we will take care of the rest. If you require a Disability Bus Pass, you can pick up forms from the library but will then need to make an appointment with us to have your application processed. If you have basic knitting skills, perhaps you would like to knit a Twiddlemuff to help our dementia community? Twiddlemuffs are a knitted hand muff with interesting bits and bobs attached inside and out. They have been designed to provide stimulation for active hands, whilst promoting increased flexibility and brain stimulation. Design and knit one in time for the Gloucestershire Skills Dementia Development conference on 19th May (there will be prizes awarded to the top three designs!) after which, all Twiddlemuffs will be distributed to homes and hospitals. More details and knitting instructions are available from the library.

Tetbury Police Museum We will have had our first “Don’t Go Into The Cellar” theatre company presentation by the time you read this and we sincerely hope tickets sales will have covered the cost of the “Singular Exploits of Sherlock Holmes” production. We will not be able to put on more such shows and special workshops for children if we don’t get the support.

We will shortly be mounting our “Early History of Policing in Gloucestershire” display, so do please pop in and see it.

We also hope to have more material and artefacts on display soon if accommodation within the building can be made available – watch this space for further updates.

Now some more from our Cold Case Files: Rail Crash Remembered, 1928: part 2 In the last few seconds preceding the crash, driver Harry Aldington bent helplessly over the controls. After the train the train overturned, he found himself up to his armpits in coal from the tender. He had survived the crash unhurt. He heard his fireman, Frank Want, calling his name and dragged himself through a hole in the engine and began to help those trapped, until the flames made this impossible. Then he made his way to the Charfield signal box, where signalman Henry Button was gazing at the scene of carnage and destruction.

“What is the meaning of this lot? You have the distant signal off!” shouted Aldington.

“Impossible!” replied Button.

Aldington now faced the prospect of fighting to save his reputation, or living with the knowledge that he had caused the death of sixteen people. Could he have mistaken a red light for a green one?

At the inquest it became apparent that responsibility for the crash was being levelled at him.

Aldington explained to the coroner that it was foggy in patches as he approached Charfield, and that he expected “Fog Men” to be out. Fireman Want supported this view, which was confirmed by other drivers on the line at the time. Want said that he had also seen the distant signal at green, and had said to the driver: “Right away, mate”. But signalman Button’s records and timings showed that the distant signal had been red for danger and that no fog men had been required, as he had been able to see the regulation distance.

The jury said: “We are satisfied to say that signalman Button was not at fault and that his signals and apparatus were in good working order. We are satisfied that in spite of conflicting evidence about the fog, it was

not necessary to call out the fog signalmen.

We are unanimously of the opinion that the collision was caused by the negligence of driver Aldington in passing the signals when at danger.”

Sir Seymour Williams, the coroner, said that he must interpret the verdict as one of manslaughter against Aldington, and committed him for trial on that charge on bail. However, when Aldington appeared at Gloucester Assizes, the case did not proceed, and he was discharged.

For more than 20 years after the crash a woman in black visited the graves; no-one knew who she was.

Tiggers Spring Term is going to be an eggs-citing time at Tiggers @ Tetbury this year!

Firstly we are welcoming our day old chicks that the children will care for until they are ready to go outside into our purpose built chicken enclosure and then we have the much anticipated arrival of “Spirit” and “Peaches” our two miniature horses, who will be living at Tiggers in their specially adapted stables and paddock area. Keep a look out for our annual open day to come and see these animals onsite.

Caring for animals is very beneficial for children and encourages their altruistic behaviour - empathy and caring for others.

As well as educational benefits from interacting with pets, there are also the following health benefits:

• The encouragement of greater fitness and higher levels of physical activity.

This is especially important in view of the worrying increased trend of child obesity.

The development of a more stable immune system (particularly between the ages of five and eight).

• The provision of comfort during recovery from illness or injury and rehabilitation.

• The reduction in the incidence of hay fever and asthma, with less likelihood of children developing allergies to animals if they are exposed to pets during their first year of life.

Local Schools and playgroups will be welcome to come and visit the animals for a grooming and petting session.

Leighterton School This term started with a sticky success in the form of the “Pancake café” organised by the PTFA. It was such a “flipping” success that we ran out of pancakes! Without the fundraising activities of these supportive volunteers, many of the opportunities and events we are able to offer the children would not be viable, as well as all the resources they provide and treats for the pupils too. So far this academic year they have funded theatre visits, a visit from the “Life Education Bus”, painting aprons, new materials for outdoor learning, including the installation of raised beds, children’s discos, subsidies for school trips, as well as topping up our supply of iPads, and providing extra funds for English and Maths resources and so much more – the list is endless. They are always eager and enthusiastic trying out new ideas for fun fundraising as well as the old tried and tested certainties too. Our children benefit greatly from all they provide for us.

Sport has been high on the agenda throughout this term, as well as science and musical activities. As well as input from local coaches within our PE curriculum for gymnastics, hockey, rugby and swimming, sports activities after school have included rugby, football, cross country and netball – with competitions in all of these disciplines too. Some of our Y4 pupils were also lucky enough to attend the “Big Bang” Science fair in Birmingham – again organised as a cluster of small schools to share the experience as well as the cost!

Annual Newsletter from Tetbury Town Council 2015 It has been an exceedingly busy year with plenty of new and part-finished projects to get our teeth into.

Last year we commemorated all those who went from Tetbury to serve in the First World War; we also remembered all the very important work that was done by the Americans at The Malt House.

It is always a great pleasure to visit various organisations and groups and to meet both young and older residents of Tetbury and to hear their stories and we are very lucky to live in such a beautiful town. We all need to appreciate and take care of both the people and the iconic buildings which make up this wonderful place.

Tourism is always an issue of how we can generate more foot fall and place ourselves very firmly on the map.

With this in mind, we are going to host a Town Crier Competition in the town on September 19th and we hope this will become a permanent fixture alongside other events like the Woolsack Day, Wacky Races, the Summer Show and the Heritage Weekend - to name but a few.

We have a lot of building work in progress and we need to make sure that the town’s infrastructure can cope with what will be a lot more traffic. We already have issues with regard to parking - and we need to make sure that we are a “welcoming” town for all those who visit us.

Everyone in the town does a lot of fundraising, quietly and without recognition. I would like to thank all of them and their brilliant work to support people and projects in the town. It would be lovely to see the Goods Shed near completion this year and they are to be commended for the fund raising they have done to date. The Dolphins Hall has created more parking spaces, a much needed revenue for the Hall. Please support these exciting projects with all their forthcoming events.

Burial space is always an emotive subject and we are looking at what can be achieved and hope to come back with an answer in the near future.

FINANCE AND SCRUTINY REPORT 2014-15 Our Council Tax amount for this year was £248,611 and once again this allowed us to invest in Tetbury.

The objective behind our Budget is to provide support for our community, both in monetary support terms and by funding physical maintenance and improvement to those town assets for which we are responsible.

How successful were we in doing this?

We made grants totalling £18,000 to local organisations, so that they could continue their important community work.

Organisations such as the Dolphins Hall Trust, the Youth Pod, St Mary’s School, Tetbury Guides, The Monday Club and Tetbury Cricket Club all benefited from our funding, so that they in turn could invest in their activities for the community. Tetbury in Bloom and Christmas in Tetbury also received grant funding from us.

We are responsible for a number of ‘Green Spaces’ around the town and we employed an additional gardener in the summer months to cope with the high level of work required. This allowed us to maintain these areas to a good standard. We also carried out a number of emergency tree works in various areas where trees had fallen, or were deemed to be dangerous.

In order to develop the Goods Shed into a worthwhile community asset, we obtained Planning Permission for its development and set aside £50,000 from our reserves to get things off the ground. We also have been successful in obtaining money from developers in and around the town to fund this work.

For the first time in many years we have set aside funds from reserves to maintain and improve our Council Offices and an ongoing programme of works has been put together to protect the building from undue wear and tear. All the urgent work has been completed, including an unplanned roof repair over the Council Chamber where a large hole had exposed the building to the elements.

The economy of the town centre is important to us and this year we provided £12,000 to both fund our Tourist Information Centre and promote the town as a tourist attraction, in order to maintain employment in the shops and hotels in and around the town.

Our reserve hold funds for the future provision of Burial Grounds and Allotments, but identification of suitable land where development is possible is proving difficult despite us having the funding to proceed.

Our reserves remain healthy and with prudent spending we can continue to invest in our town and its people.

HERITAGE AND REGENERATION A committee is only as good as the people who work on it. That statement may seem simplistic, but there is a mountain of truth behind it! The success of this year’s Heritage and Regeneration is down to the diversity of the committee members and first, I should like to thank my Vice Chair Councillor Tina Stevenson who I can always count on for support and common sense. It is Jenny Hunt the Deputy Clerk, however, who takes the minutes and collates the information and the figures, which really makes sense of our meetings and then who acts, turning our thoughts into reality. Thank you Jenny.

“Heritage and Regeneration” almost seems a paradox. How can you have one without being at the expense of the other? Well this year it’s been good to have some Councillors who have a lot of knowledge of the Heritage of our town, as well as some who have a new outlook on our wonderful town; truly, the best of both worlds. The good thing about our committee is the fact we have members of the public who come and sit with us (sometimes they even stay and come back!) - and who help us and give us direction from grass-roots level. One of the great successes recently has been working with the Rail Lands Trust, due to the hard work and enthusiasm of both the trust and the leadership of Will Cook. Having Will and his team come and sit and talk with us has been a joy and it certainly encapsulates what Heritage and Regeneration is all about. When it’s finished I hope they all take centre stage and we as Councillors will surely sit in the audience and give them a standing ovation. This is one of the things we do best – we give both support and encouragement.

We also have the remit for smaller projects, whether it is supplying a wobble board for Webb Road, a waste bin for Northfield Road, or for the parade organised by Mayor Ball of the 29th squadron on the 27th June - and the subsequent medal presentation and Church service.

In addition, we entered the GRCC village of the year competition and in just seven days won a prize! We also look at and authorise tree work, one such major work was the copper beach tree at Cooks Pool.

Thanks to our work with the public, we are currently opening up informal discussions with concerned parties in regard to the Tetbury to Kemble footpath. This is thanks to Giles Preston, who has been sitting in on some of our meetings and since he knows some of the people concerned, has been able to assist. We are also looking at taking over the Ashes burial section of St Saviours. It was this committee where I first submitted the burial ground report to discuss.

Finally I would like to thank all of the committee for doing such a good job. We might not always agree, but robust debate is the cornerstone of democracy and I have enjoyed being Chair of this committee. It is always an honour serving the people of Tetbury and I would like to thank the people of Tetbury for making this my home, your home, our home. A place we can say welcome to and in which we can be proud, safe and happy.

A paid-for feature

PLANNING In the last year Tetbury Town Council has received a general flow of planning applications, which have gone before the planning committee. These have ranged from small- to medium-sized domestic extensions, one-off houses and small developments. This Council year we have not received any applications for larger schemes, mainly since the number of allocated houses for Tetbury from 2011 to 2031 is 763 dwellings - and 739 of these have already been permitted, leaving only 27 new dwellings to be built over this plan period. The only application we’ve received of this type was from Redrow Homes, for 120 houses off Blind Lane (opposite SWRS), but this was subsequently withdrawn.

The scheme for 25 houses at The Dormers was finally granted permission on December the 10th last year. It’s worth noting that this application and the permissions at Highfield Farm (250 houses) and Bath Road (39) were all outline applications, which merely grant permission for the principle of residential development on these sites. We as a planning committee are looking forward to receiving the detailed applications which will show us greater information about the actual house types, (floor plans and elevations), road layouts and open spaces - and this will give us the opportunity to discuss and review them.

Please don’t forget that members of the public are welcome to attend these meetings.

Some previously approved smaller schemes have been completed, such as the Pegler’s Garage and Police Station sites, with 4 and 3 houses respectively - and the scheme for 3 apartments and 4 houses on the land at the rear of 19 Market Place, which will be completed by the early summer.

There has been a lot of debate in the media recently about the emerging Local Plan for Cotswold District, especially the proposed housing land allocations. The Local Plan is the key policy document, which will guide decisions on the use of land in our district up to 2031, and it must comply with the government’s National Planning Policy Framework, which sets out guidelines on delivering sustainable development. In other words, we must meet the government’s sustainability criteria while also taking account of the aspirations of local communities – twin aims that are very difficult to reconcile. This situation is not unique to the Cotswolds as many authorities across the country are facing the very same dilemma.

Members of the planning committee met recently with a Planning Consultant to make comments on the Cotswold District local Plan and some of our concerns are outlined below:

NEIGHBOURHOOD PLANNING GROUP This group was set up in 2013 to prepare a town plan which would not only be the footprint for the next 20 years, but give a firm indication of what the town wants in the way of housing and facilities, with cast iron evidence to support that.

Completion and acceptance of the Neighbourhood Plan would be a major factor in Cotswold District Council‘s decisions on planning applications, which emphasises the importance of us completing ours. Across the country, over 1200 communities are preparing plans, with 8 starting in the Cotswolds. Some 30 have been approved, including Malmesbury, who were one of the front runners.

Whilst it may seem that Tetbury has exceeded its district share of housing already approved, the town still needs to be aware that other developments may come forward and needs in place a robust plan which has assessed the suitability or otherwise of alternative sites.

With the sites already with planning permission, - Highfield Farm, SIAC/Matbro, Berrells Rd, Autonumis, the Dormers in Cirencester Rd and Quercus Park we need to ensure that infrastructure is in place as they become developed.

A paid-for feature

“The Town Council is concerned that the recent planning permissions for over 700 new dwellings have not been granted with sufficient supporting infrastructure to maintain a pleasant and prosperous community. In particular, there are concerns regarding the need for sufficient medical, youth and leisure facilities to meet the needs of the incoming population. The Town Council therefore questions how the allocation “supports and strengthens” Tetbury and asks the Planning Authority to provide evidence how this will be achieved through the local plan process. The Neighbourhood Plan will seek to achieve maximum benefit from the S106 contributions that have been secured.

Affordable housing needs to be carefully designed and marketed to meet the needs of the local population. Tetbury Council has prepared a Housing Needs Survey (2014) which it will share with the Planning Authority and which will underpin its Neighbourhood Plan. The survey identified that 57 households with a local connection have identified themselves as being in need of affordable housing in the parish.

The Town Council is concerned that there is insufficient housing for local young people who wish to remain in Tetbury and hope that the new housing will go some way to providing affordable and attractive accommodation. Some of the recent permissions sought to prioritise local people and this approach should be sustained into the future. Tetbury’s new housing should first meet the needs of the local population.

The Town Council supports the relatively small allocation of new housing in the proposals and would resist further housing proposals.”

Finally - and a concern for all of us in Tetbury - is the current discussions about 2,000 homes being proposed on the site of Cotswold Airport, which seems to be an alternative to building 2,350 homes in the Chesterton area of Cirencester. We are keeping a close eye on how this moves forward, as it will certainly make roads into and out of our town even more congested.

The extra population they will generate means that we need to assess capacity in sports and leisure facilities, schools, surgeries, day centres and these are all being worked on. The constantly changing developments have inevitably meant a delay in producing a plan, but we know that Malmesbury took three years with theirs – we are in year two. Malmesbury have been very forthcoming in helping us formulate our plan.

In 2013, we canvassed public opinion and highlighted the areas of what residents liked about Tetbury, what they didn’t like and what they wanted changing – in graphic form, these can be highlighted as: Some of these are outside the scope of the Neighbourhood Plan but many are part of what the NPG are working on – What’s good about Tetbury? youth facilities, doctor’s surgery, and cycle routes, for instance.

NEW PICKET HARP ALLOTMENTS ASSOCIATION At the AGM held recently, a new committee was formed, with Derek Bloxham as Chairman. Subscriptions of £40 per large allotment and £35 for smaller ones were paid for this year. All 28 allotments are currently being cultivated and there is a short waiting list of just seven people. Allotment holders at the meeting discussed various successes and failures and it was obvious that not only do they enjoy the growing but also the social chat... Allotment holders were reminded that The Priory Inn are happy to exchange meal vouchers for fresh locally grown vegetables and various holders have been glad to do that, when overwhelmed with produce from their allotment.

Tetbury Town Council , who set up the allotments, have been looking for land for more - and this may happen as part of the new development at Highfield Farm.

TOURIST INFORMATION CENTRE It’s been another interesting, varied and busy year here at the TIC and you never know what you are going to be asked. From the never-ending directions for Highgrove to “Where can I get a Tetbury pork pie?” - it certainly keeps you on your toes!

In time for Christmas the Tetbury Tourism Group launched the Book of Treats with discounts and offers from many of the towns’ businesses to encourage visitors and residents to “shop local”. The book is available from the TIC or from participating traders.

We continue to sell Alexcars day trips, and can now book excursions and holidays with Marchants of Cheltenham.

Walking and cycling are both popular with both residents and tourists and we stock a good range of maps to satisfy all abilities. New this year is the Cotswold and Severn Vale cycle tour - £3.99, produced by Cotswolds Tourism.

This year we have encouraged local crafts people to rent our window space and have had displays from Hookhouse Pottery, quilts, bunting and accessories from Christine Higgs - and scarves, ties and rugs from Cotswold Woollen Weavers. Now, some of these items are stocked permanently in the shop.

Our Cards for Good Causes Christmas shop was well supported by both residents and tourists alike and this year we also had an exclusive Tetbury Christmas card by local artist Barry Barnes.

We are the only stockist of ”The Americans in Tetbury” - a new book by historian Merlin Fraser about the 654th Engineer Topographic Battalion of the First American Army who, for a brief time during the late stages of WWII, touched the lives of the people of Tetbury.

Our latest campaign is to raise money to buy bunting, which usually goes up in time for the Woolsack races. The previous bunting had disintegrated and was thrown away, so shops and local business have been asked to contribute to a fund ensuring the bunting will go up and that Tetbury will look special throughout the summer.

HIGHWAYS WORKING PARTY 2014 – 2015 Last year I likened the work of the Highways Working Party to painting the Forth Bridge, the job is never complete.

This year has been a prime example.

This year has been a most difficult year to achieve satisfaction and it’s mostly due to the fact that the County Council re-tendered the Highways Contract and the new Contractor has taken an inordinate time to work up to an acceptable level of performance.

We have not managed to achieve any new parking spaces this year although I can report that the Long Stay Car Park is now almost 80% full on a daily basis, during the week.

The Feoffees have reduced the first hour parking charge to 50p in the Chipping Car Park and Cotswold District Council have introduced a £2 all day charge for the West Street Car Park. As well as this reduction CDC have introduced a £50 per annum season ticket that allows parking in the West Street and Brewery Lane Car Parks from 8am to 10am and from 4pm to 6pm and Saturdays and Sundays. For weekend parking this means that this season ticket allows parking from 4pm on Friday afternoon right through until 10am on Monday morning.

Following these amendments there is a noticeable increase in parking in the West Street Car Park.

Pothole Repairs take a long time to carry out as do other minor pavement works. This would again appear to be as a result of the bedding-in of the new Contractor and it’s hoped that improvements can be made in repair timeframes.

Major resurfacing work has been carried out from the Market Place to the Hospital, as well as in Charlton Road.

The Traffic Order to re-organise parking in the Market Place has still not occurred and therefore we still await the new Traffic Orders, which will improve parking in the Market Place and Church Street. We have been advised that mid- year 2015 is now the target date for completion. This has taken too long to implement.

We have a number of streets in and around the Town where there are parking problems, new traffic orders are very expensive and therefore we cannot complete these in a speedy manner.

The volunteer Speedwatch team continue to operate in the speeding ‘hotspots’ of the town and they are to be thanked for their activity to regulate traffic speed as part of the town’s efforts to eliminate road traffic accidents.

On the whole though, there has not been a satisfactory level of achievements during 2014-2015. We are planning on a much more successful 2015-2016.

CHRISTMAS IN TETBURY ANNUAL REPORT 2014/15 Large crowds braved the cold on the evening of Thursday 4th December to enjoy the annual switch-on of the Tetbury Christmas lights. Having taken time out from his grotto in the Market Hall, Santa switched on the lights, assisted by two competition winning pupils - Charlie Sharpe from Saint Mary’s Primary School and Rumi Rowe from Sir William Romney’s School.

This was preceded by a torchlight procession from St Mary’s Church in which over 150 children took part followed by entertainment from St Mary’s School choir, community carols accompanied by Avening Silver Band, dancing from Arts Frenzy and music from the Big Brunch Band. Many stalls in and around the Market Hall offered a wide choice of Christmas fayre. It is a wonderful community event and a real team effort. DOLPHINS RECREATION CENTRE The trust is, as most people know, run by a management committee of trustees representing users of the hall, the sports clubs, Tetbury Town council and residents. That committee is split down to working groups who make their recommendations as to the main needs of the trust • Hall Committee – responsible for the upkeep of the hall • Grounds Committee – responsible for the upkeep of the recreation ground • Bookings/Marketing Committee – responsible for the promotion of the hall for potential users and satisfying existing users • New Build project committee - responsible for progressing the new Dolphins Centre project through planning, fund raising and community involvement.

Much has happened on all fronts this last year.

Hall We are continuing to improve the existing hall and in the last 12 months have re-surfaced the floor, improved the entrance foyer and updated the kitchen facilities by a new cooker and fridge. We have changed the licence arrangements for the bar, which means that we now have the licence ourselves. The Snooty Fox has agreed to run the bar on our behalf and is able to provide both bar and catering facilities for events.

Grounds You will have seen the enlargement of the front parking area, which has provided a further seven much needed permit holders’ spaces. Permits may be obtained through the Town council offices. At the other end of the rec. we will shortly be re-surfacing the Hampton St. car park for the benefit of all users of the recreation ground.

Much of the perimeter hedge has been cut back to promote the growth of the trees along the hedge.

Bookings/marketing The booking form has been simplified and can be found on our website www.dolphinshalltetbury.co.uk New Build project In June last year we invited residents to a public presentation of the plans for the new Dolphins Centre, and taking on board some of the comments made then the we have been working with our architects and are now ready to submit a planning application for the new design. Our initial discussions with the planners have been encouraging and we believe we are on the right track for planning approval.

Two questions are being asked: When will it be completed? And: How does this project tie in with the goods shed project?

The answer to the first question is very much dependent on when the houses planned for around Tetbury are completed.

Much of our funding is linked to money being released by developers as part of their community contribution and that will be released when a certain number of houses are built .The current projections are that it could be 2017/18 before all the funds are available to us, however, if we secure some other funding streams, we will look to perhaps obtain a loan to bridge the timing gap.

This is such a key project for the town, meeting the needs of so many groups both now and when the population increases, that a short delay would be worth enduring to give the town what it desperately needs - a modern community centre with good facilities which everyone will enjoy.

The answer to the other question is easier to answer.

This shows the separate activities specific to each venue, with little overlap between the two.

The next two years will be exciting times for the town – let’s look forward to them!

2015/16 ANNUAL REPORT FROM COUNTY COUNCILLOR TONY HICKS

Basic information – County population – circ 600k The Democratic framework. Gloucestershire has 6 MPs, the County Council has 53 elected Division Members and there are 6 Districts with an average of 33 elected Ward Members. My County Division covers 16 Towns or Parishes, consisting of between 5 and 14 elected Councillors.

The Past – 2014/15. County Council spend – some £428 million non-school and £390million schools. This was the last year of the 4-year savings plan, which we achieved with very little reduction of services.

We protected services for children, young people and adults, froze council tax, invested in public health activities, reduced our debt burden, increased apprenticeships across the County, supported libraries, improved Fire and Rescue services and planned substantial waste disposal developments. In spite of difficult weather conditions and the introduction of a new Highways contract, we managed road conditions reasonably well, too. Our local schools have fared well and support from our County education staff has been helpful in the current climate of ever more demanding OFSTED standards.

The New – 2015/16. County Council spend will be £420 million non-School, and some increase to £400 million funding for schools (including 204 Primary and 38 Secondary schools). This means we are still having to make more savings, but at a lower level than in the previous year. This still means some challenging re-shaping of services. For example in adult care, where people are living longer and have more complex needs, we are investing to enable people to stay in their own homes rather than having them take up beds in hospitals and residential homes. We are also working closely with our NHS colleagues to provide more efficient clinical and social care. We are also helping learning-disabled young people to lead more independent lives with better chances for employment, rather than getting stuck in residential homes.

Most of what will continue to be achieved will be looking after children and families with needs, continuing public health support, improving highways, trading standards, libraries, the Fire Service and waste disposal. We also look forward to further improvements in apprenticeships and in local schools.

TETBURY IN BLOOM This year Tetbury in Bloom in its current incarnation celebrates its tenth anniversary.

We have come a long way since being given permission in 2005 by Tetbury Town Council and the Feoffees to take over the planning and maintenance of the flowerbed on the Knapp.

On Tuesdays and Thursdays throughout the year (except when there is snow on the ground or a really hard frost) between five and nine regular volunteers garden the town in the name of Tetbury in Bloom, increasing to eleven on evenings in June and early July when we plant the summer bedding.

We care for the iconic roundabout at the Cirencester entrance to the town, all the beautiful flowerbeds on London Road and in Saint Marys’ churchyard, The Diana Memorial bed, Anniversary Gardens, the roadside bed at the hospital, the bed on the Knapp, the public toilets in Old Brewery Lane, the fire station, the library, the Twizzle, the delightful garden at the front of Old Coombe House, the side garden and frontage of The Dolphins Hall, the troughs at each entrance to the town - and the floral displays in the many planters around the centre of town and on the lampposts.

Well done and thank you to Sue Hirst and the team for all their hard work. Thank you also to the Town Council for its on-going financial support and to the grounds staff for their assistance and for maintaining the grassed areas.

TETBURY RAIL LANDS REGENERATION TRUST

Here is a roundup of the progress we have made towards converting Tetbury’s redundant Goods Shed into an Arts Centre in the last year: First and foremost the original drawings have been formalised by an architect, enabling us to submit them for a variation on the planning consent and planning approval has been given.

Following a visit to the Corinium Museum we are considering the refinement of retractable, staged, comfortable seating. This would optimize everyone’s experience for film shows, concerts and presentations. The chairs would be housed in a compact storage unit which would keep them in mint condition throughout many years of use. The freestanding chairs and collapsible tables that we would also need for interactive and social events would be stored under the stage. Our target budget to include this marvelous improvement stands at £589,000.

In funding this we have had both successes and disappointments. It was a blow to have our Entrust bid deferred. There is a sense that Tetbury is affluent and well catered for already - and this is why it has been difficult to attract grant aid, but the reality is that we have every demographic group within our community and although we may have smart shops in the town that reflect our royal connection to Highgrove, the infrastructure that Tetbury enjoys badly needs updating and we have fewer facilities than most of our neighboring towns. Thanks to Mr. Beeching we already have an amazing building complete with plenty of parking. Our funding group has re-applied to Entrust, in line with their suggestions, and has also presented new bids to three other large funding bodies. We are approximately £170,000 short but if our bids are successful full-scale work should begin this autumn.

Meanwhile our local small fund-raising efforts have surpassed our expectations and we have doubled the amount we pledged to raise a year ago in the Goods Shed bank account.

Money has come in from the rolling events calendar, individuals who have run events and gifted the profits to the Goods Shed and from donations from individuals and small trust funds. I am sure you will agree the events which have been put on by our helpers have been amazing. To name some; the sculpture show, dog show, cream teas, open garden, concerts, the WW II commemorations, the carol service, community walk, art exhibition and so on.

In addition to this there have also been many positive improvements to the Goods Shed, thanks to the efforts of our ever-expanding army of volunteers. The old platform has been dismantled, leaving a small stage to which temporary steps have been fitted. This gives us a big useful hall and we are already making full use of it! We have been provided with a free versatile lighting system and are about to get more power points and emergency exit signs. The floor has been levelled and covered with a cheap second-hand carpet. The stubborn old ironwork has been removed from the outside cattle loading bay by contractors, so it can now be restored to its former glory, complete with its original timber posts. The repair of the brickwork will be done by volunteers in the spring, so we will soon have our outside performance area ready for use. Finally, fire escape doors are about to be fitted within the original main doors.
