John T. Carlo, MD

The Dallas County Medical Society (DCMS) is pleased to nominate physician leader John T. Carlo, MD, for reelection to the Texas Medical Association's (TMA) Board of Trustees.

Dr. Carlo leads Prism Health North Texas, a large Federally Qualified Health Center, and has led its significant growth over the past 12 years, now serving more than 20,000 patients annually in some of Dallas' highest-need neighborhoods, addressing significant health inequities, and working closely with people living with HIV and the LGBTQIA+ community. He has developed many nationally recognized grant-funded health programs to address nonmedical determinants of health and health inequities, such as creating a care entry program for people who have been recently incarcerated. Leading Prism Health provides Dr. Carlo deep experience with the complex aspects of managing a medical practice, health care compliance, and effective operations of a five-location health center organization.

A public health leader, Dr. Carlo has been a prominent figure in responding to Dallas's major health crises for more than 20 years. He served on state and local COVID-19 taskforces, frequently acting as a spokesperson in local, state, national, and even international media. When a patient arrived in Dallas with Ebola in 2014, Dr. Carlo worked with city and county officials to calm community fear and successfully respond to prevent further cases. Being a part of a team of local physicians leading the Hurricane Katrina medical response in 2005 was his seminal moment in responding to public health emergencies which led to four subsequent shelter medical response efforts.

Prior to leading Prism Health, Dr. Carlo served as medical director/health authority for Dallas County Health and Human Services. In this leadership role, he focused on addressing the impact of public health emergencies, from infectious disease outbreaks to natural disasters. His expertise in crisis management and public health led to a 17-year tenure as a national subject matter expert with the Naval Postgraduate School, collaborating on programs funded by the U.S. Department of Homeland Security and FEMA.

In addition to successfully serving his first term on the TMA Board of Trustees, Dr. Carlo chairs the American Medical Association’s Council on Science and Public Health. He also previously chaired numerous committees within TMA and DCMS and is a past-president and Max Cole Physician Leadership award recipient for DCMS. In 2015, TMA recognized Dr. Carlo for his pivotal role during the 2014 Ebola crisis in Dallas.

Personal Statement: I serve to help achieve the TMA vision to improve the health of all Texans at a critical time when our health care system is in crisis. We must continue to advocate for our patients and our communities through the power of our collective voice fostered by the Texas Medical Association. We will lead with our creative ideas and innovation, as well as inspire everyone to reach toward a future that improves Texans’ health, increases access, and remains physician-led.
