THE COVID CRISIS IS Zambia fighting a losing battle against the coronavirus? The Ministry of Health has put up a spirited fight on two fronts; treatment and awareness campaigns.

The effectiveness of the treatment is reflected in the number of people discharge, which stands at ……

The awareness campaign on the other hand has almost been derailed by pessimistic views from some leaders, especially from the opposition ranks.

Hopefully, it may not be too late to improve on the awareness campaign and ensure that majority Zambians observe the health guidelines of masking up, sanitising and social distancing.

Recently, Health Minister, Dr Chitalu Chilufya warned that Government would ban crowds. Even though this pronouncement was welcomed by health personnel, it is yet to be actualised. People are still gathering and making merry.

This is despite a surge in Covid cases, which has even the most pessimists, worried.

With the unrelenting surge in Covid cases, it is not surprising that people may wonder on the effectiveness of the fight against the pandemic.

It is almost hard to believe that there was a time when people thought Covid was a hoax because of the low number of positive cases and those dying from the pandemic.

When the nation had recorded 10 deaths from Covid or Covid-related cases, sceptics openly questioned the statistics and this led to some bar owners risking their licences by trading at night.

However, the tables have definitely changed, and the number of BIDs (brought in dead) in hospitals is now a source of worry not only for authorities but ordinary citizens.

Four months ago, Zambians were reading about high Covid mortality rates in developed countries and the devastating impact on social and economic life.

Some nations like Italy, were brought to their knees with the prime minister openly weeping for the thousands of people dying on a daily basis.

Globally, more than 500, 000 people have died from Covid, with the United States and Brazil contributing the highest numbers.

Locally, the nightmare has just set in as more people collapse at home or private clinics, adding to the current statistics of BIDs. Yesterday, the pandemic claimed 10 lives while 265 cases were recorded, a slight reduction from the previous day’s 408 cases.

The frightening part is that the curve for Zambia is still going up and without extensive screening and testing, it is difficult to know when this trajectory may flatten.

For instance, the country’s high density areas have not been targeted in testing for the government to get a real sense of the problem.

To make matters worse, most of the people in high density areas are unbelievers in the Covid pandemic.

Sadly, there are people who still do not believe that Covid can kill them as it is considered a disease for the well to do.

We still think that massive testing in busy public places such as bus stations and markets, is the answer to ascertaining the impact of the pandemic.

Real statistics of the situation will help Government run an effective campaign against the pandemic.

And we agree with the Patriotic Front that the fight against Covid-19 is a collective fight which we all need to be part of PF Eastern Province chairperson Andrew Lubusha warned that the numbers on Covid-19 pandemic will continue rising if people continue to be casual.

"The Covid-19 pandemic is real. With the high numbers we are witnessing, this is the time to take the health guidelines seriously.”

This, and other warnings must not fall on deaf ears.

CAN UPND TRUST E-VOTING FOR PRISONERS?

HE story that the Zambia Law Development Commission (ZLDC) recommended e-voting as one of the means to actualise prisoners’ rights to vote, was very interesting and it came at a time when conscious Zambians were questioning UPND’s atychiphobia-gripped anxiety that the incumbent may likely use his right and power of prerogative of mercy as a vote-gathering tool on prisoners against UPND presidential candidate Hakainde Hichilema.

His historical jinx of five-failed attempts at the presidency triggered fears that the implementation of such an electoral phenomenon may likely cause him to lose for the sixth time in the 2021 polls.

So, can UPND trust e-voting for prisoners?

Clearly though, this development followed the 2017 Constitutional Court judgement in the Case of Prisons Care and Counselling Association (PRISCA) executive director Godfrey Malembeka versus the Attorney General, which validated the right to vote among prisoners under lawful custody.

The ZLDC also recommended that the Electoral Process Act be amended by repealing section nine sub-section one clause “E” and section 47 to establish polling stations in correctional facilities.

The ZLDC chairperson, Justice Roydah Kaoma said it also recommended that the Prisons Act Chapter 97 of the Laws of Zambia must be reviewed to enhance prisoners’ access to information.

Justice Kaoma, who is also Supreme Court Judge, said that the move would additionally enable the Electoral Commission of Zambia (ECZ) to access correc-

tional facilities. She said that the recommendations followed the finalisation of the survey carried out by ZLDC, after a 2018 request by the Ministry of Home Affairs.

While the implementation of the ConCourt’s ruling which validated the right to vote among prisoners under lawful custody has been made towards allowing them to electronically vote – particularly with ZLDC’s recommendations – the journey for the other ConCourt’s ruling which ordered that 64 ministers who remained in office after the dissolution of Parliament in 2016 must pay back the money they received during the period they “illegally” occupied their positions, has been rocky and the opposition political players are now more obsessed with it than ever with the next election still one year away.

Reflecting on this, Home Affairs Minister Stephen Kampyongo questioned the intelligence and seriousness of the UPND secretary-general, Mr Steven Katuka and his party who had written to the European Union and the ECZ over the decision to allow inmates to vote.

Some political analysts may be puzzled at the intensity of UPND’s mind-bending public opinion tactics on both rulings by the ConCourt as a typical example of its double standards at best and at worst its new mode of questionable dualism against governance systems.

Zambia – despite its economy being less stable due to adverse effects of climate change, Covid-19 pandemic and debt-distressed socio-economic dynamics than it has been at any point in the past decade – looks set for some very choppy political waters ahead as the country’s principal players, PF and UPND clash over constitutional, legal and electoral reforms.

So where do recent ZLDC-recommended constitutional, legal and electoral reforms fit into this innovative idea of e- voting for prisoners?

Looking at our country, it is clear that democracy has been an enormous success, complete with technological development.

Democracy has brought a huge increase in people’s wealth, a reduction in absolute poverty in our nation, improved welfare in general, but democracy has had its shortfalls.

Zambia has had less trust between the country’s main political players, the PF and UPND. Lots of incarcerated UPND supporters feel they have been left behind by the governing PF and that the political party of their choice has neither taken care of them.

On the other hand, political analysts see that the UPND leaders’ inability to handle problems related to the requirements of their incarcerated supporters leads to self-induced disaffection.

Besides, UPND’s linkage made to the feeling of pre-election atychiphobia and anticipated post-election insecurity is selfdeluding.

In our country we have challenges in relation to the capacity to find ex-inmates’ hope, to find them jobs, and if the ex-prisoners are educated it creates enormous frustrations for them.

All this generates, in a context where also political parties have not been able to adapt to the new changes in the Information and Communication Technology (ICT), this generates a gap between public opinion and the government. That is one of the factors, today, that undermines governance in general.

And then, if UPND leaders associate it with perceived electoral corruption and other relat-

ed malpractices, PF leadership understands that it has a serious problem to handle. It is clear that reform is needed to reconcile people with political parties; political parties need to adapt to these innovations in ICT; need to empower ordinary citizens and empower prisoners too. With ICT, this can be implemented rapidly. So why shouldn’t prisoners be e-voters?

The government would be able to adapt to the changes in ICTs that force these interactions for electoral participation to have a different nature and reform for creating conditions for the government to interact in a modern way, which is a crucial area of reform that is needed and bringing with it the empowerment of inmates and the capacity of prisoners to have a say in the destiny of their own country.

Improving governance, and improving confidence between the government and its people, is essential and it is a condition to improve the confidence in the relations between political parties.

Zambians live today in a country that is ethno-politically no longer uni-polar, no longer bipolar but it is not yet fully multi-polar. The intra-multiethnic relationships are unclear, bringing with them unpredictability and impunity that tend to proliferate everywhere.

And with the deep mistrusts between major political parties and ethnic groups that, of course, facilitate the multiplication of ethno-political mistrusts and the difficulty to solve them, Zambians need a surge of interparty dialogue for maintenance of peace, unity and harmony.

But, they need to be able to address the root causes of mistrust and to have a roundtable forum nationally-organised to address them.

COVID-19 CRISIS …Explosion looms over shortage of Covid-19 testing kits

THE shortage of testing kits for Covid-19 in the country might lead to an explosion of new infections and deaths associated with the pandemic, the Medical for Quality Healthcare in Zambia (MQHZ) has warned.

MQHZ Director-General, Dr Quince Mwabu said it was important to ensure proper funding to fight Covid-19.

Dr Mwabu said it was disappointing that the country had already run out of the kits before it could reach the peak of the pandemic.

Dr Mwabu advised the government through the Ministry of Health to quickly put resources together and buy the test kits before the situation worsens.

"The earlier we mobilise and put together resources for testing kits the better because the virus will not wait for us.

We would have planned about this as a country months back before we were hit by the pandemic," he said.

Dr Mwabu said that the pandemic was quickly spreading across the country as he stressed the importance for many people to get tested.

He also expressed disappointment that people who were tested were going back to communities

before they could receive their results.

This, he said, would make it difficult for the country to tell how far the pandemic had spread.

Dr Mwabu however said that seriousness and urgent response was what was required now that the virus was ahead of us.

Meanwhile, 14 Covid-19 related deaths were recorded in the last 24 hours.

Ministry of Health Permanent Secretary for Administration Kakulubelwa Mulalelo said this when she announced that the country has recorded 265 Covid-19 positive cases bringing the cumulative number to 6, 228.

She said 34 people were on oxygen of which three are in the intensive care unit while 327 have been discharged.

Ms Mulalelo said 48 districts have reported Covid-19 cases.

She said of the 14 deaths, 10 were brought in dead from the community while four patients died in Levy Mwanawasa University Teaching Hospital in Lusaka.

Ms Mulalelo also disclosed that studies are been carried out to determine why most Covid-19 positive cases are in males.

She said there was need to escalate the level of contact tracing due to the increase in the number of positive Covid-19 cases and deaths.

‘BILL 10 COMING BACK, SAYS LUBINDA …Minister says law makes provision for bill to reach its conclusion

ILL 10 will be tabled in the National Assembly because it has not reached its final stage as the law provides that a legislation is required to be presented in Parliament again if it has not reached its final stage, Minister of Justice Given Lubinda has said.

Mr Lubinda said a bill which lapses by reason of prorogation before it had reached its final stage, may be proceeded with within the next ensuing session at the stage it had

reached in the preceding session if a general election for the assembly has not taken place between such two sessions.

The minister said standing order of Parliament number 126 stated that a bill may be proceeded with by resolution of the assembly restoring it to the order paper and unless the resolution restoring the bill to the order paper, directs otherwise, the bill shall be proceeded with at the commencement of the particular stage which it had reached during the preceding session.

He said any bill restored to the order paper under paragraph (1) shall be proceeded with as if its passage had not been interrupted by a prorogation.

Mr Lubinda, speaking in an interview in Lusaka yesterday said those stating that Bill 10 was dead and it would not be tabled in Parliament again were ignorant of the law.

“Those saying that the Bill is dead, it’s their opinion but they should realise that the proceedings of Parliament are guided by the laws of Zambia.

PF suspends Matero councillor …but refers MP case to district office

THE Patriotic Front’s Matero Constituency has suspended Ward 28 councillor Annie Chinyama for 30 days for gross misconduct.

And the party has referred Matero Member of Parliament Lloyd Kaziya to the district committee to take neccessary measures against him for indiscipline.

Matero Constituency chairperson, Crispin Kabole, said the party decided to suspend Ms Chinyanta for being disrespectful to the MP. The conduct by the councillor exchanging words with her superior, he said, is unZambian because tradition teaches us to respect elders.

Mr Kabole said at a media briefing yesterday, the party would continue to monitor her behaviour and conduct

during the suspension period.

He however said "for the MP, Mr Kaziya, we have decided to refer the matter to the district for further consideration after being found guilty in all allegations.”

Recently, Mr Kaziya was summoned to exculpate himself to the constituency for indiscipline.

Copperbelt Deputy Commissioner of Police, Bothwell Namuswa said the fire which occurred around 01:00 hours, burnt the roof and case documents.

“Yes, we have received a report of fire incidence at Chifubu Local Court which was reported to the Central Police Post in Chifubu by a Mr Mbewe. Officers then rushed to the scene and found the court was on fire,“ he said.

Mr Namuswa said the office of the clerks were all affected including the roof, however, the value of the properties burnt has not yet been established at the time of reporting as court officials had not yet arrived to ascertain the value.

He said no arrest has been made so far, but investiga-

tions were ongoing, as the police suspected foul play because it was discovered that the doors to the court offices were open when they arrived at the scene.

"Because of the situation found at the court foul play is suspected. We expected to find the door closed, we suspect somebody would have been involved,” Mr Namuswa said.

Chifubu Member of Parliament, Frank Ng’ambi has expressed sadness over the incident.

"This was a big setback to the people in the community who brought cases to the court and also it was a drain on Government coffers. Instead of the government channeling money to other developmental projects, it had to start rebuilding the court offices,” Mr Ng’ambi said. - ZANIS.

PF lures more defectors in Ndola

OVER 170 members from two opposition parties in Ndola have defected to the Patriotic Front.

Welcoming the defectors in Ndola, PF Coppperbelt chairman, Nathan Chanda directed the districtcChairman to appoint the new members in leadership positions for them to start working.

Speaking at Lowenthal Theatre, Mr Chanda advised the defectors to shun violence, stressing that fighting was dirty.

And a Member of the PF Central Committee Michael Katambo, who is also Minister of Agriculture, said the defection was a huge boost for the party.

Mr Katambo said leaders had accepted the defectors wholeheartedly and that they would work together to take the development of the country to greater heights.

Also, district chairman Benjamin Chitondo said 109 members of the National Democratic Party (NDC) had defected including 64 from the United Party for National Development (UPND).

Mr Chitondo said there were other defectors who could not be introduced yesterday due to issues of social distancing.

He indicated that the members who had defected were coming from only two wards in Chifubu Constituency - Kawama and Chifubu.

Former NDC provincial vice chairman Samuel Munthali said he had resigned on July five this year to work with a party that wanted to take development forward.

Mr Munthali stated that the works to take the development of the country forward by the PF government had prompted him to join and pointed out that only the blind could not see what it had done in terms of development.

The defectors included the UPND district chairman Raban Chibuye, UPND Chifubu ward chairlady Jessy Banda and Kawama UPND chairlady Matilda Mulenga among others.

GOVERNMENT has commenced the 2020 mobile national registration cards issuance phase one exercise targeting 770, 000 eligible Zambians.

The exercise was flagged off by Minister of Home Affairs, Stephen Kampyongo in Mwense District, Luapula Province where several residents took advantage of the launch to line up and obtain NRCs. Speaking during the launch, Mr Kampyongo directed the registration officers to allow those who could not manage to present a police report for NRC replacement as long as they gave correct information.

The Minister also appealed to all stakeholders including parliamentarians, civic leaders and traditional leaders to help in sensitising the public.

He said only eligible and genuine Zambians should be allowed to obtain or have

He warned foreign nationals who would want to take advantage of the exercise to illegally obtain NRCs that they risked being jailed.

The Minister delegated the exercise to Provincial permanent secretaries and district commissioners to do the administrative works and urged them to ensure health pre-

ventive measures were observed amidst the Covid-19 pandemic.

Mr Kampyongo also warned registration officers against laizze faire attitude towards work saying he expected them to be dedicated and respect the people regardless of their education background.

He emphasized that the rationale for conducting mobile registration was to provide increased accessibility to national identify documents to Zambians who had attained the age of 16 years and those whose cards needed replacement.

And Minister of Tourism, Ronald Chitotela thanked government for flagging off the exercise in Luapula.

THE fight against Covid-19 is a collective fight which we all need to be part of, says a top official of the ruling Patriotic Front.

PF Eastern Province chairperson Andrew Lubusha warned that the numbers on Covid-19 pandemic will continue rising if people continue to be casual.

He said in an interview that now was the time to be more serious in terms of following the health guidelines.

"The Covid-19 pandemic is real.

With the high numbers we are witnessing, this is the time to take the health guidelines seriously.

“The fight against this pandemic is a collective fight that should involve each one of us. The new normal is not to throw away our masks but to embrace them even more," Mr Lubusha said.

He said it was wrong to politicise the pandemic.

"Covid is real and does not choose who is PF or who is from the opposition. Let us not take chances. Mask up, sanitise. We encourage you to adhere to the health guidelines because our lives matter more than anything. Mask up, Wash your hands," he said.

Meanwhile, Mr Lubusha has commended the people of Lundazi and Chasefu for heeding the health guidelines on Covid-19.

"Let me take this opportunity to thank the people of Lundazi and Chasefu for showing true commitment to the fight against Covid-19.

We encourage the leadership in the two districts to continue sensitising the people on the dos and donts on Covid-19 pandemic. We also urge the leadership in other districts to do the same,” he said.

THE suspension of Lusaka City and Kitwe City Councils which arguably are the power hub of the ruling Patriotic Front is one of the greatest tests President Edgar Lungu has ever passed in gaining public trust on his fight against corruption.

Government through the Ministry of Local Government was put between the hard rock and the hard surface and this was definitely the vivid opportunity to define the credibility of the ugly fight against corruption.

Indeed President Lungu stands firm in providing leadership to both the PF and the nation at large with integrity.

Of course the critics brings the irreconcilable examples were the President had exercised discretion not to suspend some of the essential high ranking public officials and we are convinced that the decisions President Lungu has made is in the best interest of the nation.

REPORT We had the liberty to invest sufficient time to study the previous Auditor General’s report for yester-years which has resoundingly exposed fragrant maladministration.

HINGS are again unfolding as Lusaka and Kitwe city councils get three months suspension by the Minister of Local Government Charles Banda.

What however is not clearly explained is what this suspension means in public domain considering that mayors and councillors are voted into office through a political party and therefore can only

be suspended by their party.

Is the suspension only to do with land agency while the civic leaders continue doing their civic duties and getting their monthly emoluments? As we know, Town Clerks of these two councils are fully in offices and working.

Let us endeavour to clearly explain the actions taking in simple language and go further to explain the implications so that the public is not

given a homework of filling in the grey areas.

If the suspension really means the two mayors are actually suspended from office, could this be another lacuna in our constitution that need urgent address because as far as I know, a minister cannot suspend an elected mayor who has a full time five-year term from the electorates.

As the nation maybe aware the affected councils are led by dedicated PF members who have the deep rooted preference by the party. We will therefore be doing a disservice not to commend President Lungu for the expression of courage, vigour and determination to wrestle against corruption.

It is clear President Lungu demands service from his disciples which he has excellently expressed at this point in time.

We also extend this gesture to UPND president Hakainde Hichilema for once to swallow his ego and concede that the PF led councils to the exclusion of UPND-led councils is evidence that ECL is determined to lead by example is liberating Zambia from the old adage of corruption.

Hakainde Hichilema and his faint dream of ever becoming President is shrinking.

Indeed, the outstanding results and the substantial chunk of support base that has tilted toward PF in Western Province is owing to the fact the PF is becoming the organisation of mass movement. The PF is now a fully-fledged national party and membership cuts across the regional barriers. Indeed the

people of Western Province have realised how faithfully the PF has fulfilled every pledge it made during the run up to 2016 elections.

It is not a secret that Western Province has two UPND structures and there is one faction loyal to HH and the other one loyal to Mazabuka Central member of Parliament Gary Nkombo.

We therefore invite all the UPND members who are

displeased with the divisive leadership in their party to join the united front led by ECL.

We also believe that this defeat is a learning curve for the UPND to concede the anticipated loss in 2021.

Once more congratulations to PF and ECL for being result-oriented.

State withdraws mechanic’s theft case

THE case in which a Lusaka mechanic was appearing before a Magistrate's court for stealing motor vehicle spare parts worth K50, 000, took a twist after the state prosecutor who was handling the matter discontinued it.

When the matter came before court, the prosecutor, Ms Chipo Gula, applied that it be withdrawn because it was a civil case in which the court granted her wish.

Two weeks ago, when the matter came for continued trial, the same prosecutor applied to the court to have the matter adjourned so that she could seek legal opinion from her superiors.

However, the complainant in the matter, a Lusaka busi-

nessman, Mr Chrisantos Changwereza, said he was not satisfied with the decision to withdraw the matter from the court and vowed to follow up the matter.

In this matter the mechanic, Cliff Simbule, aged 50 of Chilenje, was appearing before Magistrate Betty Malupenga facing one count of theft contrary to the laws of Zambia.

Particulars of the offence were that Simbule allegedly stole car parts from his client, Mr Changwereza’s car between July 16, 2019 and November 13, 2019.

Simbule is accused of stealing one motor vehicle Maffira, a computer box, key set, radiator, number plate, saddle, inside black grill, burner heat cooler and other parts all worth K50, 000.

Man awaits ruling in defilement case

A LUSAKA accused of defiling a 14-year-old girl awaits ruling on whether he has a case to answer or not.

Before magistrate Nsunge Chanda was Edward Chinyama, aged 25 who is accused of having carnal knowledge of the 14-year-old girl.

A police officer, Teddy Chulu, 44 said in court that he was allocated a docket of defilement on a child on January 17, 2020.

He said the step-mother of the girl reported that she was sexually assaulted by a known person between September 16, 2019 and December 18, 2019.

He said the step-mother suspected the girl was sex-

ually assaulted when she observed changes in her behaviour.

Mr Chulu said the mother took the girl for a pregnancy test and it was discovered that she was pregnant.

He said he interviewed the step- mother, father and the girl concerning the matter.

He said the girl told him that a man known to her had sex with her.

He said he later received a medical report showing the girl was sexually assaulted.

He said in March 2020, he was led to Makeni Villa where Chinyama lives and arrested him.

The court adjourned the matter for ruling on whether Chinyama has a case to answer or not.

3 FRA STAFF DOCKED FOR MAIZE THEFT

HREE Food Reserve Agency (FRA) employees in Muchinga Province have been docked in the Nakonde Magistrates Court for theft of over 750 Ă—50kg bags of maize.

These are Fortune Makoni, 34, Cosmas Siyema. Also aged 34 and Joseph Simukonde, 36, all residents of Nakonde and employed as Marketing Assistant and Commodity Checkers respectively.

They are charged with theft by servant contrary to the laws of Zambia.

Allegations are that the three, with others unknown stole 757 Ă— 50Kg bags of maize valued at K56, 775 the property of FRA. The bags of maize came

THE Nakonde Magistrates Court has convicted and fined a number of foreign citizens for immigration-related offences.

Resident Magistrate George Banda fined six foreigners between K2, 500 and K4, 500 or or in default face jail terms not exceeding nine

FOREST Rangers FC chairman Benhail Mukuka says they will appeal against Football Association of Zambia (FAZ) decision to award ZANACO FC three points for the match which couldn't be played after it was reported that Rangers had recorded 29 positive cases of Covid-19.

points and three goals for the unplayed match against Forest who claimed to have recorded 29 positive cases of Covid-19.

The three points propelled Zanaco to sixth position on the 18-team Super League table with 42 points.

However Mukuka said Rangers will engage the appeals committee to re-look at the case for fair judgement.

hailed FAZ for deciding to end the MTN/FAZ Super Division prematurely because of the increase in positive Covid-19 cases recorded across the country. Mukuka said going ahead with league games when most people are infected could be chaotic for the country.

By MUKWIMA CHILALA THE National Sports Council of Zambia (NSCZ) has referred Higher Grounds Athletics Club director Jonathan Chipalo back to the Zambia Athletics (ZA) executive committee after the former wrote the sports council seeking intervention in issues surrounding the association’s upcoming elections.

But Chipalo has expressed dissatisfaction with the NSCZ’s reply and has since written to the Minister of Sport Emmanuel Mulenga to intervene in a matter in which he has challenged the ZA executive to announce the election date, as their mandate comes ends on October 1, 2020.

The NSCZ had on Thursday written back to Chipalo advising his club to engage the ZA executive before seeking

intervention of higher authorities.

NSCZ acting General Secretary Raphael Mulenga said they need to exhaust all intra channels of resolvingthe issue before they could resort to outside intervention.

But in a letter addressed to the minister and accessed by the Sunday Nation, Chipalo noted that the NSCZ general secretary had not resolved his appeal to ensure the ZA executive committee meet the deadline of holding the elective annual general meeting in the first week of October.

But ZA general secretary Davison Mungambata said that they would only announce the election date at an appropriate time.

Midwife witnesses mum in labour discovering husband has a mistress - but it gets worse

GIVING birth is meant to be one of the most magical moments of your life - but, for this mum, the moment was overshadowed by her husband’s infedelity.

A midwife who was on shift at the time, was left stunned when the mum discovered that her husband’s secret partner was also at the same hospital giving birth.

The health care worker, from the US, was sitting near the couple at the time that the mum confronted her husband, and captured her reaction on camera.

The video, which was later shared on Reddit was captioned: “When the laboring mom finds out her man’s side chick is also here in labor.”

In the short clip, you see the midwife’s face slowly but surely appear more and more stunned as the conversation

goes on.

Whilst it’s not exactly clear what the couple are saying to each other, the midwife’s face says it all.

All you can make out is a lot of frantic shouting and swearing.

The post, which was uploaded only two days ago, has received over 82,000 reactions, and 4,100 comments from Reddit users.

Understandably, the overall consensus was that users felt sorry for the mum in labour.

One person said: “I wouldn’t even know what to do as a nurse in this scenario”, with which a nurse replied saying: “As a nurse, I can confirm this. If we can’t deescalate the situation verbally, then all we can do is call security and watch.”

A DUBLIN cyclist has gone viral for leaving a brilliant message behind when they ‘stole’ a bike.

But they didn’t take any old bike - according to the note, they were simply reclaiming what was rightfully theirs.

Passers by in Smithfield were very amused by the handmade sign that was taped onto the railing, sharing photos of it on social media, reports Dublin Live.

The pictures quickly went viral on Twitter and Reddit as people revelled in the drama of the stolen bicycle.

The message, written in bright orange ink, reads: “If you looking for the grey bike - I stole it back - it was mine.

A second added: “What if the person genuinely thought they were buying a bike from the owner? Now they’re left feeling the same. Should’ve waited till they came back for it.”

Mystery of ‘haunted photo’ of ancient castle that still completely baffles experts caused quite the stir - so much so that people are still talking about it 11 years later.

The disease is unrelenting with global figures standing at 16 million reported cases and a death toll of over 600,000.

Zambia had its first case confirmed by the Minister of Health Dr. Chitalu Chilufya on the 17th of March, 2020 and the figures have since been going up.

The country now has a total of 4,552 reported cases as at the last update by the Minister of Health on 27th July, 2020.

The death toll is at 137 [39 COVID-19 deaths and 98 associated deaths] with 2,815 having fully recovered and 1,597 active cases.

The Corporation held a voluntary Covid-19 testing at it’s Addis Ababa branch on July 28.

‘Scouts lacking adult support’

He explained that scouting develops selfknowledge and inspires the need to explore and discover the world beyond the classroom by tapping the skills of others in order to become well- rounded people.

“What is causing the decline in Zambian scout is basically the lack of adult support.

From the definition, scouting is the movement of young people supported by the adults and not managed by adults. So adults in scouting must offer support,” advised Kapata who was introduced to scouting by his mother.

He disclosed that this year Morocco received 13,000 students through the cooperation channel mainly from brotherly African countries (11,000 students) among which 85 per cent are granted with Moroccan scholarships.

taken to reform the constitution, the family code and to improve human rights, gender equality and offer better opportunity to vulnerable people through the National Human Development Initiative launched in 2005 and which benefited to more than 10 million people who have been granted financial means to set up small projects allowing them to earn their living with dignity," he stated. orld Ranger Day falls on 31 July each year and celebrates the accomplishments and work done by wildlife rangers around the world. It also honors the memory of those killed or injured in the line of duty.

In commemoration of this important day in conservation, we spoke to two of Zambia’s most accomplished wildlife rangers, both of whom have received international recognition for their contribution to safeguarding the country’s national parks and wildlife.

Mr. Solomon Chidunuka, the current Senior Warden in Muchinga Province, is one of the country’s most celebrated rangers, with an illustrious career that spans decades and has seen him work in many protected areas in Zambia since joining the Department of National Parks and Wildlife in 1989.

Some of the areas he has been deployed to include Kafue National Park, Lower Zambezi National Park, East Musalangu Game Management Area and Sichifulo Mulobezi Game Management Area, among others.

One of his greatest achievements came when he was promoted to the position of Area Warden for Lower Zambezi ecosystem after working as a Park Ranger at Luangwa wildlife Sector for 11 years.

“This was a period of extremely high poaching of elephants in central and western parts of Lower Zambezi where each year we could record 60 to 70 elephants poached in the area”, he said.

He added “I told my officers that we needed to reduce this poaching by 10% and so I put on my boots and combat gear and started leading field patrols. By end of the

His success against poachers and his contribution to conserving wildlife caught the attention and admiration of many conservationists. In 2017, he received the Tusk Wildlife Ranger Award, making him the first Zambian recipient of the prestigious award that gives international recognition to the men and women who face danger every day to protect Africa’s wildlife.

His message to other rangers in commemorating their special day is, “Discipline, hard work and commitment towards work are very important, as you work for present and future generations to enjoy having this beautiful wildlife.”

Benson Kanyembo is another easily recognizable name in Zambian’s conservation circles, having received his Tusk Wildlife Ranger Award in 2019. He was described by the organizers of the award as “a ranger’s ranger; physically tough, incredibly hardworking and resilient without seeking recognition or reward.”

He started his conservation career in 1994 with North Luangwa Conservation Project. In 1997 Benson joined the Department of National Parks and Wildlife Service (DNPWS), as a community scout. His commitment to work saw him ascended the ranks to Senior Wildlife Policer.

After almost 2 decades in North Luangwa, he moved to South Luangwa National Park in Mfuwe. In 2009 he joined Conserva-

Solomon and FW de Klerk tion South Luangwa (CSL), a Mfuwe-based non-profit organization that supports community-based scouts to help the Department of National Parks and Wildlife protect the Luangwa Valley ecosystem.

In his current role as Law Enforcement Advisor at CSL, Mr. Kanyembo leads a team of 65 well trained, well equipped and highly disciplined scouts who risk their lives in their daily fight against poaching, sometimes spending up to 20 days on patrols in tough conditions and harsh weather.

He now uses his experience as a former wildlife police officer to identify areas where conservation organizations like CSL can assist and work with the DNPW in protecting Zambia’s wildlife and ecosystems.

“In 2019 we increased our already significant support to DNPW’s anti-poaching programs by recruiting new scouts and called for better utilizing resources which led to DNPW and CSL patrol efforts to increase by more than 100%, Snare recoveries increased by 16%, arrests increased by 43%, and there has been an overall reduction in poaching.”

He has a special message for rangers and scouts, “Remain committed to your noble duty, despite the risks, hardships and limited resources to support your work.” In Mfuwe many activities including identifying and awarding the Ranger and patrol teams of the month, and a quiz on wildlife conservation have been lined up in celebration of this year’s World Ranger Day.

What is apparent from conversations with the two men is that wildlife rangers and their work are seldom appreciated, even though they are the first line of defense when it comes to protecting our natural resources and cultural heritage.

Sadly, the International Union for Conservation of Nature (IUCN) reported that at least 149 rangers were lost in 2019 alone. Rangers play an important role in conservation as they dedicate themselves to protecting the planet’s vulnerable species and fragile ecosystems. They often work for little reward while being exposed to hazardous environmental conditions such as floods, fires, illnesses. Sometimes rangers have to face dangerous animals and even armed poachers.
