125th annual convention The Missouri State Chapter of the P.E.O. Sisterhood held its 125th annual convention June 29-July 1, 2018, in Kansas City, Mo. A wonderful program about some of the mammals and birds found in our park was presented by Emily Burke, naturalist and Interpretive Resource Technician. She works at the park and is well acquainted with the wildlife and flora and fauna found there. She trains new naturalists, leads nature hikes, helps with intentional burns, along with many other aspects of her work. Her goal is to encourage people to love nature and want to care for and protect it. All her programs are free.

We learned a lot about turkey vultures and how to recognize them when flying. Vultures keep their wings straight and tilt them, while eagles keep their wings straight and do not tilt them. The vultures are taking advantage of

thermals so they don’t have to flap their wings and are not necessarily hunting for food when we see them circling. They do not make nests but lay their eggs in sheltered places on the ground. As they have such a long wing span, they like relatively bare trees to perch, stretch their wings and sun themselves. In addition to another method, they have been seen wading in the lake to cool themselves getting only their feet and legs wet.

A little trivia: most birds have no sense of smell so it is ok to put baby birds back in their nests or to leave fledglings on the ground where the parent birds will care for them. Smokey the Bear was a real bear and beginning back in the 1920’s encourages people to respect nature, use fire responsibly when camping, and clean up after them-

We are responsible for making 30 favors for the State Meeting which will be held August 27th - 29th.

We will meet August 15th at 1:00 P.M. at Leona’s and plan to make our favors at that time.

Renee and Gladys had a good idea for the State meeting favors and will purchase the tea bags and Jo will work on the accompanying cards .

The meeting was adjourned to enjoy cake served by Gladys.

Church held services Sunday at the home of Knox County Nursing Home. Helping with the service were Glen Moots, Harold and Lorene Vansickle, Verna Marie Hamlin, Myrial Streight and Charlotte Miller.

Grand ‘Ole Gospel night was held Sunday at the Knox City Assembly of God Church.

Attending from here were Tom Hamlin, Maurine Mayer, Gene Yoakum, Donald Hatfield and Harold and Lorene Vansickle.

Anna Lea Sykes passed away this week.

Services for Mrs.Sykes were held Saturday, July 14 in Kirksville.

Kirksville Police Dept. warns of check scam - Kirksville Police Department The Kirksville Police Department would like to warn citizens of a scam making its way through the local community.

Numerous citizens have reported they’ve received letters from the Budweiser Company with an enclosed check as payment for becoming a “Car Wrap Advertiser.”

Budweiser has advised it does not offer any programs like this and that the activity is a scam to obtain money and identities.

Marshalls to open Aug. 9 The new Marshalls store in Kirksville will mark its grand opening from 8 a.m. to 10 p.m. Aug. 9, including “surprising giveaways and more.”

The store is located at 2319 N. Baltimore St. in Kirksville. Regular hours will be 9:30 a.m. to 9:30 p.m. Monday to Saturday, and 11 a.m. to 8 p.m. Sundays.

The store plans to add about 60 full- and parttime jobs.

Also, Marshalls will donate $10,000 to Victim Support Services at 7:30 a.m. Aug. 9.

Highway Patrol requests help finding fugitive The Missouri State Highway Patrol is seeking the public’s help locating a fugitive who fled on foot from trooper’s in northeast Sullivan County.

According to a release, on Tuesday a trooper attempted to stop a vehicle driven by Troy L. Franklin, 34, of Milan, who had an active warrant.

The suspect fled in Adair County and the pursuit traveled into Sullivan County.

Two passengers exited the vehicle and were last seen in the area of Mayfair Road near Highway D in Sullivan County. The suspect continued to flee in the vehicle and a trooper

fired shots at him.

The suspect abandoned the vehicle and fled on foot in the area of Ironbank Drive near Ivywood Drive.

He was last seen Wednesday in a wooded area between Mayfair Road and Maryland Road.

The suspect was wearing blue jeans and no shirt and had fresh scratches on his body. He is about 6 feet tall and weighs 175 pounds. He has short dark hair.

The suspect should be considered armed and dangerous. The public should avoid contact with him and reach out to law enforcement with information.

The public is asked to call (660) 385-2132, or *55 on a cellphone.

Outdoor burning prohibited in Kirksville Due to the dry conditions and an elevated fire danger, the City of Kirksville has placed a prohibition upon outdoor burning within the city limits.

The Kirksville Fire Department said it will announce a lift of the prohibition when conditions improve.

City issues boil advisory The City of Kirksville has issued a 48-hour boil advisory for citizens who

live on Janeway, between Baltimore Street and Cottage Grove Place.

The advisory is scheduled to end at 11 a.m. on Saturday.

Columbia man charged with punching officers (AP) — A Columbia inmate has been charged with punching a detention officer who was attempting to bring him a lunch tray.

The Columbia Daily Tribune reports that 33year-old Kelsey James was charged Tuesday with two counts of firstdegree assault and misdemeanor property damage.

Court documents say James was jailed on a charge of domestic assault when he punched the detention officer while lunch was being served Tuesday afternoon in the Boone County Jail.

The officer’s injuries required several stitches.

James also is accused of punching another officer who came to help.

No attorney is listed for James in online court records.

He is being held without the possibility of bond.

Court records say he poses a danger to the victim and community and is a flight risk.

ST. LOUIS

Vandals strike gas station where woman was assaulted (AP) - Vandals damaged a St. Louis gas station where a black woman was allegedly kicked by employees during an altercation caught on video, prompting a tense standoff Thursday between police and protesters at the store.

The Gas Mart store on the city’s north side was ransacked Wednesday night, and a nearby car was set on fire, police said.

The damage came a day after an onlooker captured video showing a woman being kicked in her abdomen and leg outside the store.

Two men were later charged with misdemeanor assault.

The video quickly went viral, sparking protests that began outside the store Wednesday with protesters chanting, “Shut it down!” Anger spilled over around 11 p.m., when the store was broken into. Police said a car was set on fire with an accelerant.

No injuries were reported, and no arrests have been made related to the damage.

When protesters returned on Thursday, police arrived to block the store entrance.

Nearly two dozen officers stood shoul-

der-to-shoulder at one point.

The video of the initial expletive-laden encounter showed two men telling the 37-year-old woman to leave the front of the store.

A shouting match ensued, and one of the men kicked the woman before going back inside.

A second man later emerged and eventually kicked her, too.

Gas Mart has apologized in a statement, and a company representative apologized directly to the woman who was kicked.

Prosecutors on Wednesday charged Ahmed Qandeel, 19, of O’Fallon, Missouri, and Jehad Motan, 32, of St. Louis, with misdemeanor fourth-degree assault.

Neither man has a listed attorney, according to online court records.

The Rev. Darryl Gray, a community activist and protest leader, said too many businesses in St. Louis are disrespectful to black patrons.

“You don’t have two grown men kicking a defenseless woman and think for whatever reason it was right,” Gray said.

He said the workers had accused the woman of loitering.

Trump asks farmers for patience, but $12 billion payoff won’t fix trade policy

President Donald Trump’s decision to offer America’s farmers a $12 billion bailout makes his disastrous trade policies worse.

Part of the $12 billion in federal money will be used to pay victims of retaliatory foreign tariffs: producers of soybeans, sorghum, corn, wheat, cotton, dairy products and hogs.

“This is a short-term solution,” said Agriculture Secretary Sonny Perdue, which is true and not surprising. This White House only thinks in the short term.

The long-term solution is to abandon an unnecessary trade war that directly threatens farmers, imposes a tax on consumers and could plunge the world into another recession.

The president seems unaware of this. On Tuesday in Kansas City, Trump insisted that farmers should simply accept the pain his tariffs have caused.

“You gotta stick it out,” Trump said. “The farmers will be the biggest beneficiaries ... just be a little patient.”

That’s quite easy for the president to say. For producers who are watching prices plummet and markets disappear, it’s a much more difficult issue.

“The tariff situation is making things worse for producers as we speak,” Sen. Pat Roberts, R-Kan., said in a statement.

Perhaps Trump thinks $12 billion will get Roberts and other farm state lawmakers inside the tent.

But it won’t. It’s a mere drop in a very large bucket of problems facing rural areas. Growers and ranchers want to sell their products, not take handouts and watch their work rot at the grain elevator.

“Trade remains the single best solution to the tough economy in farm country,” Roberts said.

And why would Washington provide a $12 billion bailout if farmers will ultimately benefit from the trade war, as Trump claimed Tuesday? The answer is obvious: The new money is about politics, not policy. There’s a growing fear that struggling farmers will vote against Republicans in the fall if the issue isn’t resolved.

But the bailout will only make the politics worse.

By temporarily reducing the pain from the trade war, it lessens the pressure on Congress and the White House to actually address the tariff problem.

It may provoke new trade restrictions from foreign trading partners, exacerbating the situation.

Farmers aren’t the only Americans hurt by the tariff battle. Manufacturers are discussing layoffs and pay reductions. And all Americans will pay more for some imported goods. Remember, “tariff ” is simply another word for “tax.”

Nothing was more predictable than a trade war, once Trump embarked on this course. We warned voters of the consequences just a few weeks after Trump took office.

The president seems determined to pursue this nightmare. Writing a $12 billion check won’t fix the problem; it will only remind Americans of the foolishness in Washington.

She’s a biggie, Alexandra Ocasio-Cortez is, because this 28-year-old politician declared herself a socialist, beat a powerful New York City Democrat in a primary, is sure to go to Congress after the November election and is the future. I am talking about the socialist future, the future that could very well ruin America.

It might not happen, of course, but Ocasio-Cortez is just one of a number of Democrats sufficiently confused and ambitious to be turning to a system that stuffs liberty in a bag while it locks the door on economic growth. This arises out of old instincts, but also because of the party’s current, ineffectual muddle of what do we want and when do we want it. And don’t forget that there is also political opportunity: Although they may not quite understand socialism, 50 percent of millennials are for it.

The millennial vote will at one point be the biggest vote in America and it’s already powerful enough to have given oomph to the 2016 presidential campaign of one of America’s oldest hippies, the socialist senator named Bernie Sanders.

JAY AMBROSE He’s the guy because, for one thing, he not only wants to stick it to those big corporations (that happen to be crucial to our well-being), but promises to save the students from loan debt.

He wants to make colleges free for all, although, sadly, they won’t be free for taxpayers and the spending won’t be kind to national debt.

Here is something to keep in mind. Tuition is mainly as high as it is right now because of liberal enthusiasm for this loan idea enabling colleges and universities to get away with asking for however much money they wanted.

Good intentions mixed with scrambled thought inevitably pave the road to penury, misery and worse, as in 100 million people being killed by in the 20th century by such socialist regimes as the Soviet Union, China and North Korea. Today, a foremost exemplar of starvation techniques is the socialist regime in Venezuela.

In Western countries today, we know, socialism does not mean government owning most industries and indulging in Stalinist dictatorships, but more nearly exercising control through regulatory overkill and “soft despotism.” As described by the 19th century author Alexis de Tocqueville, that would be government that hinders, represses, extinguishes, dazes and stupefies, reducing people to a timid herd of sheep. Freedom can go kaput, he said.

Agreeing with him was a 20th century political genius named F.A. Hayek who fretted mainly about socialistic central planning in which a handful of experts substitute for competition and the choices of millions of consumers. Political power grows, individual power is diminished, markets are wrecked, promised benefits never show up, group identity matters more than merit and you are told not just what side of the road to drive on, but what your destination should be.

In response to such criticisms, Sanders has said look at what the socialistic Scandinavian countries have done for

the working man, and, yes, look and get it that these are actually capitalistic with a freer economy in Denmark than here, no minimum wage in any of them, lower corporate taxes than ours (at least before Trumpian tax reform), privatization of schools and the postal service in Sweden and cutbacks in spending.

Sanders might note, though, that they still have expensive welfare programs and that, according to The Money Illusion, a couple with an income of about $70,000 in Sweden can pay a 60 percent income tax on top of a value-added tax.

That’s what he wants in America?

Capitalism is spreading worldwide, lifting hundreds of millions out of destitution, and President Donald Trump’s tax reform and regulatory reductions have given a mighty push to economic progress. Blacks, for instance, have the lowest unemployment rate in history. Ocasio-Cortez responds that “unemployment is low because everyone has two jobs.”

What?

Sorry, but that’s what you get from socialists.

Watch out.

What happened to humor in politics?

There was once a time when a leitmotif of humor ran through our national politics.

But not today. A somber mood envelops the White House and Capitol Hill.

There is certainly plenty to be somber about, but in the old days, even in times of peril, there was room for an uplifting wisecrack. Ronald Reagan, with a would-be assassin’s bullets lodged in his belly, looked up at his wife Nancy as he was being wheeled into the operating room and famously cracked, “Honey, I forgot to duck!”

In the toxic stew that is today’s Washington, it is difficult to find Reagan’s counterpart.

Our president’s sense of humor seems to have been arrested in the eighth grade. Our congressional leaders are mostly glum scolds. South Carolina’s Sen. Lindsay Graham showed promise for a while, but he hasn’t been witty for months. And a certified congressional comic, Al Franken, was run out of town by #MeToo. Abner Mikva, a former Illinois congressman, federal judge and White House coun-

sel, was a fount of political humor back in the day. He loved to tell about his attempt to volunteer in Illinois Gov. Adlai Stevenson’s re-election campaign when he was a student at the University of Chicago.

He approached his local alderman, an organization man.

“Who sent ya?” asked the alderman.

“Nobody, sir,” stammered Mikva, “I’m a college student and I want to help Governor Stevenson.”

“We don’t want nobody, what nobody sent,” responded the alderman. End of interview.

Mikva would often follow up that story with this one, which may – or may not – have been apocryphal: It’s Election Day in Chicago. The organization’s slate is in danger. A party worker sends two of his men to the local cemetery to collect names from headstones in case more favorable votes are needed.

The east-side guy finishes first and calls to his colleague, C’mon let’s go, we gotta get back to headquarters.” “

STEPHEN H. SACHS Hold your damned horses,” replies the west-side guy, “I’m not finished. And my people got as much right to vote as your people!”

I’ve got a favorite from my own life in Maryland politics: It is the 1964 Democratic primary for the U.S. Senate between Joe Tydings, former U.S. attorney and my former boss, and state comptroller Louis Goldstein.

Mr. Tydings didn’t enjoy much support from Baltimore’s political clubs, most of which supported Goldstein.

We Tydings supporters – the so-called “shiny brights” – feared that Election Day mischief would occur in the precincts where the clubs were powerful. We organized a squad of young lawyers, recruited from Baltimore’s downtown law firms, to spend Election Day in enemy territory to protect our candidate’s interest.

But how were we to know what to look for? Ex-mayor Phil Goodman, recently thrown out of office by the voters and one of the few professional politicians on our side, provided the answer. He produced one of his minions, Joe Giordano – known as “Joe the Barber” – to lecture us shiny brights on what to watch out for on Election Day. The Giordano lecture was an extraordinary event. Forty or so pinstriped young lawyers crowded into a small room on the second floor of the Tydings campaign headquarters on Baltimore Street. Joe the Barber told us what it was like on the streets. Baltimore’s elite took notes as if this were one of Harvard Law School’s Holmes lectures. Joe’s finale was his unforgettable admonition that we pay special attention to the voting booth: “If you see four feet under the curtain,” warned Joe in his melodious, heavily accented English, “that’s not a horse!”

We are now in another election season. Voters will be called upon to make some very

serious choices. But that doesn’t mean that the season must be humorless.

At election time I always try to keep in mind the immortal words of Dick Tuck. During the 1960s and ‘70s, Tuck was a Democratic handyman, funnyman and prankster. In 1966 he presented himself as a candidate for election to California’s state senate. He lost. His concession speech was succinct: “The voters have spoken – the bastards!”

I’m sure that Tuck, who died in May, was genuinely disappointed. But I’m also sure he knew his concession speech would get a laugh.

There should always be room for humor – and genial civility a la Ronald Reagan – in what the Baltimore Sun’s celebrated political columnist in a bygone era, Frank R. Kent, styled as “the great game of politics.”

Dear Annie: I am seeking your advice about something that has been troubling me.

My faith has always been very important to me. I have strong moral values, and I don’t believe in having a sexual relationship outside of marriage. So I am deeply ashamed about a relationship I had with a man to whom I am not married. This man had some problems that made intimacy difficult, which was a blessing in itself. The relationship didn’t last long, and it mostly just consisted of telephone conversations. Still, the fact that I allowed myself to enter into a relationship of this type haunts me. I have prayed repeatedly about this, but I am having difficulty forgiving myself.

What can I do to be at peace about this? I cannot talk to my minister about this.

I do not have contact with this man. He would call quite often to check on me. I

I finally sent him a text, told him I was well and wished him well. He asked why I did not want to talk to him. I’ve become so depressed about this that I have just stayed in except to do necessary things. I’ve experienced panic attacks. I have spent most of my time involved in church activities and doing volunteer work. I don’t think I have agoraphobia; rather, I’m so ashamed that I have retreated. I love people and

Ryan opposes Rosenstein impeachment try, likely dooming it (AP) — House Speaker Paul Ryan said Thursday he doesn’t support an effort by a small group of conservatives to impeach Deputy Attorney General Rod Rosenstein, likely dooming the endeavor and easing a months-long standoff between House Republicans and the Justice Department.

Ryan said the tussle over document requests between congressional Republicans and Rosenstein, who oversees the federal Trump-Russia investigation, doesn’t rise to the level of “high crimes and misdemeanors” that could warrant impeachment under the Constitution.

“I don’t think we should be cavalier with this process or with this term,” Ryan said. He also said he is encouraged by progress on the document production.

Ryan made the comments a day after the group of 11 House Republicans sharply escalated the extended clash with the Justice Department by filing articles of impeachment against Rosenstein, who oversees special counsel Robert Mueller’s investigation.

Their move late Wednesday came after months of criticism aimed at the department — and the Russia investigation in particular — from President Donald Trump and his Republican allies in Congress. Trump has fumed about Mueller’s probe and has repeatedly called it a “witch hunt,” a refrain echoed by some of the lawmakers.

Mueller is investigating Russian interference in the 2016 election and whether Trump’s campaign was involved.

The impeachment effort is led by North Carolina Rep. Mark Meadows, the chairman of the conservative House Freedom Caucus who talks to Trump frequently and often defends him to colleagues.

After Ryan voiced his disapproval, Meadows acknowledged that he didn’t currently have the votes to pass the impeachment resolution. The House left Thursday afternoon for a five-week recess.

Instead, Meadows said he had discussed a plan with Judiciary Committee Chairman

Robert Goodlatte and the No. 3 House GOP leader, Rep. Steve Scalise of Louisiana, to vote Rosenstein in contempt of Congress if the department has not produced certain documents by the time the House returns in September.

Meadows said that would give the department “one last chance” before lawmakers moved to hold Rosenstein in contempt or impeach him.

Ryan’s tone was far different.

“We do not have full compliance, and we have to get full compliance, but we have been making tremendous progress to that point,” he said.

Meanwhile, Attorney General Jeff Sessions defended Rosenstein in a speech in Boston, saying he has the “highest confidence” in his top deputy. Rosenstein has overseen the Russia investigation since last year, when Sessions recused himself from the probe following reports of his own meeting with the Russian ambassador.

Asked in May about rumblings that House Republicans might move to impeachment, Rosenstein was defiant.

“I think they should understand by now, the Department of Justice is not going to be extorted,” he said.

Meadows, Ohio Rep. Jim Jordan and the other Republicans who introduced the resolution have criticized Rosenstein and Justice Department officials as not being responsive enough as House committees have requested documents related to the beginning of the Russia investigation and a now-closed investigation into Democrat Hillary Clinton’s emails.

The five articles would charge Rosenstein with failing to produce information to the committees, though the department has provided lawmakers with more than 800,000 documents. The resolution notes that Rosenstein was one of several department officials who approved what some Republicans say was improper surveillance of Trump campaign adviser Carter Page.

It is highly unusual, if not unprecedented, for lawmakers to demand documents that are part of an ongoing criminal investigation.

At a House hearing last month, Rosenstein, along with FBI Director Christopher Wray, faced angry Republicans who alleged bias at the FBI and suggested the department has conspired against Trump. Still, some GOP lawmakers said they would draw the line at impeachment.

“Impeachment is a punishment; it’s not a remedy,” said House Oversight and Government Reform Chairman Trey Gowdy, who has led one of several House GOP investigations into the department and has complained of anti-Trump bias. “If you are looking for documents, then you want compliance, and you want whatever moves you toward compliance.”

The impeachment resolution came about two hours after Meadows, Gowdy, Goodlatte and other GOP lawmakers met with Justice Department officials about the documents. The department has created new search systems, set up classified read-

ing rooms and tasked dozens of employees to produce the hundreds of thousands of documents that Republican lawmakers have requested over the past year.

Democrats on the House Judiciary, Oversight and Government Reform and intelligence committees called the impeachment effort a “panicked and dangerous attempt to undermine an ongoing criminal investigation in an effort to protect President Trump as the walls are closing in around him and his associates.”

So far, the special counsel has charged 32 people and three companies. That includes four Trump campaign advisers and 12 Russian intelligence officers.

Democratic Reps. Jerrold Nadler of New York, Elijah Cummings of Maryland and Adam Schiff of California said Rosenstein “stands as one of the few restraints against the overreaches of the president and his allies in Congress.”

Report: China, Russia and Iran ramp up economic spying on US (AP) — A Chinese cyberespionage group called APT10 relentlessly attacks U.S. engineering, telecom and aerospace industries.

Russian hackers last year compromised dozens of U.S. energy companies. Iranian hackers known as “Rocket Kitten” repeatedly target American defense companies in hopes of stealing information to boost Tehran’s missile and space programs.

While Moscow’s efforts to meddle in the 2016 U.S. presidential election are widely known, spy services from China, Russia and Iran, along with their proxy hackers, also are hard at work trying to steal trade secrets and proprietary information from the United States, according to a government report released Thursday. A classified version of the report was sent to Congress.

Cyberespionage is a relatively low-cost, high-yield way to access and acquire information from U.S. research institutions, universities and corporations, the report said. More vulnerabilities will emerge with the increase in cloud computing, artificial intelligence and the proliferation of vehicles, home appliances, medical devices and other items connected to the internet.

Cyberoperations are the preferred method for conducting economic espionage, the report said, but U.S. adversaries also acquire sensitive information by hiring sophisticated hackers, recruiting spies or gleaning material from foreign students studying at American universities.

trating computer networks of suppliers that serve large companies and then using that connection to worm their way up the chain into large corporate computer systems. Bill Evanina, the nation’s top counterintelligence official and director of the center, told reporters at a briefing that business leaders need to investigate the security of computer systems used by companies that supply their air conditioning and heating, printers and copiers and the like.

“Our economic security is our national security,” Evanina said “We cannot just get numb to our adversaries stealing our intellectual property.”

The report listed two dozen technologies that have piqued the interest of foreign intelligence collectors.

They include oil, gas and coal-bed methane gas energies; smart grids; solar and wind technologies; biopharmaceuticals and new vaccines and drugs; defensive marine systems and radar; hybrid and electric cars; pollution control; highend computer numerically controlled machines, which are used to control factory tools and machines in manufacturing; space infrastructure and exploration technology; synthetic rubber; rare earth materials; quantum computing; and next generation broadband wireless communications networks.

Michael Moss, deputy director of the government’s Cyber Threat Intelligence Integration Center, said incidents of economic espionage are growing rapidly.

“The thing that continues to surprise me is how fast it continues to accelerate. It’s getting faster and faster,” he said.

China uses joint ventures to try to acquire technical know-how, the report said.

It said Beijing seeks partnerships with U.S. government labs to learn about specific technology and information about running such facilities and uses front

companies to hide the hand of the Chinese government and acquire technology under U.S. export controls.

The Trump administration has railed against China, imposed new tariffs and called for Beijing to end the theft of intellectual property from U.S. companies. The administration also wants China to curb policies that require American and other foreign businesses to hand over technology in exchange for access to the Chinese market.

“If this threat is not addressed, it could erode America’s long-term competitive economic advan-

tage,” the report said.

Economic espionage conducted by hackers linked to Russia is mostly aimed at finding ways to inflict damage on the United States, disrupt services or benefit its economic interests, according to the report.

“In support of that goal, Russian intelligence services have conducted sophisticated and large-scale hacking operations to collect sensitive U.S. business and technology information,” the report said. It also said that Russian “military modernization efforts also likely will be a motivating factor for Russia to steal U.S intellec-

tual property.”

Iranian’s operations have typically targeted adversaries in the Middle East, such as Israel and Saudi Arabia. But it also tries to infiltrate U.S. networks to acquire technologies to bolster economic growth, modernize its military and increase exports.

“The loss of sensitive information and technologies not only presents a significant threat to U.S. national security,” the report said. “It also enables Tehran to develop advanced technologies to boost domestic economic growth, modernize its military forces and increase its foreign sales.”

Julio Jones, Falcons reach agreement ahead of camp (AP) — Julio Jones will report to training camp with the Atlanta Falcons, the team said late Wednesday after reaching an agreement to renegotiate the star receiver’s contract next year.

General manager Thomas Dimitroff announced the compromise about 16 hours ahead of Thursday’s 4 p.m. reporting deadline, removing a major distraction hanging over a team that is again expected to be one of the top contenders in the NFC. “We have had continued dialogue all offseason with Julio and his representation,” Dimitroff said. “We have come to an agreement with Julio, and we will readdress everything in 2019. I appreciate everyone’s hard work and communication on this.”

The Falcons had informed Jones several weeks ago that they wouldn’t be able to renegotiate his current $71.5 million package, which still has three years remaining and included $47 million in guaranteed

money.

Jones, who makes an average of $14.25 million a year, was unhappy with his deal after a flurry of new contracts during the offseason dropped Jones down the list of the NFL’s highest-paid receivers.

Tampa Bay’s Mike Evans , Cleveland’s Jarvis Landry and Kansas City’s Sammy Watkins are among those now making more per year than Jones, a two-time AllPro and five-time Pro Bowler who caught 88 passes for 1,444 yards last season.

Jones skipped offseason workouts at the team’s training facility as well as a mandatory minicamp to demonstrate his unhappiness. His next option was to hold out during training camp, which could have led to fines of $40,000 per day.

Gurley ready to foot bill with new contract

Carter goes to Atlanta (AP) — A person familiar with the deal says veteran Vince Carter has agreed to a oneyear, $2.4 million contract with the Atlanta Hawks.

The person spoke to The Associated Press Thursday on condition of anonymity because the deal has not been announced.

The 41-year-old Carter was given the veteran's minimum deal to provide veteran leadership on a rebuilding Atlanta squad entering its first season with coach Lloyd Pierce.

Carter averaged 5.4 points and only 17.7 minutes per game while starting only five games last season with Sacramento.

He will be entering his 21st season with his eighth team. He is an eight-time All-Star and has averaged 17.7 points for his career.

Carter was named Rookie of the Year with Toronto in 1999. Following eight seasons with the Raptors, he was traded to New Jersey in 2004 and also has played for Orlando, Phoenix, Dallas, Memphis and the Kings.

An acknowledged shoe aficionado, Los Angeles Rams running back Todd Gurley does not have to worry about his designer footwear budget for a while, not after signing a four-year extension that includes $45 million in guarantees and could be worth $60 million.

“Haven’t done the math,” he said during a Wednesday news conference at UC Irvine, “but I’m pretty sure I can buy a whole lot of shoes now.”

The Rams invested heavily in Gurley, the reigning NFL offensive player of the year. His deal makes him the NFL’s highest-paid running back. Gurley, 23, is accustomed to establishing benchmarks. In 2015, the Rams selected him with the 10th pick in the draft, ending a two-year NFL drought when no running backs were selected in the first round.

Gurley’s extension is expected to influence upcoming deals for players such as Pittsburgh Steelers running back Le’Veon Bell and Arizona Cardinals running back David Johnson. Secret tape may not add to legal jeopardy for Trump or Cohen (AP) — A secret recording of Donald Trump discussing payments to a Playboy model has brought renewed attention to the question of whether — and how — he might have blocked politically damaging stories ahead of the 2016 presidential election.

But it’s not clear that the tape, on its own, creates additional legal problems for the president.

The September 2016 conversation between Trump and his then-lawyer, Michael Cohen, took place weeks after the National Enquirer’s parent company reached a $150,000 deal to pay former Playboy model Karen McDougal for her story of a 2006 affair she says she had with Trump. The recording captures Trump and Cohen discussing acquiring the rights to McDougal’s story and whether to pay by cash or check.

At issue is whether the payment the men are discussing was campaign-related and intended to influence the election, in which case it would likely be counted as a contribution, or whether it was merely meant to shield the married Trump from an embarrassing revelation harmful to his personal life.

Also important is whether the payment to McDougal from the Enquirer’s parent company, American Media Inc., was meant as a backdoor campaign contribution or was a legitimate media company expense.

“It’s a piece of evidence. It’s not a smoking gun,” said Rick Hasen, a campaign finance law expert at the University of California, Irvine. “It’s relevant to the investigation, and it’s relevant to considering whether Trump or Cohen or AMI committed campaign finance violations, but on its own, it does not constitute proof of any violation.”

He added, “It does not establish either a motive to spend illegal or unreported money in violation of the campaign finance laws, and it doesn’t establish that any money was actually paid for this purpose.”

Trump lawyer Rudy Giuliani has said that the conversation wasn’t campaign-related and that Trump and Cohen didn’t make a payment to buy the rights.

The Justice Department has been investigating Cohen for months, raiding his home, office and hotel room in search of documents related to McDougal and a separate $130,000 payment the attorney facilitated before the election to Stormy Daniels, an adult-film actress who says she had sex with Trump in 2006. Cohen, long a loyal counselor to the president, has more recently signaled that he’d be open to cooperating with prosecutors.

His lawyer, Lanny Davis, released the recording to CNN in a reflection of open discord with Trump. Trump’s lawyers responded by circulating a transcript of the call

that challenged Davis’ assessment of it.

Legal experts say the case raises murky issues, especially as investigators discern the motivations behind AMI’s payment and the extent to which Cohen was involved in the arrangement.

Prosecutors could conclude that the Enquirer, which did not publish McDougal’s story as part of a tabloid strategy known as “catch and kill,” made the payment to aid Trump’s election bid in violation of campaign finance regulations barring corporations from making campaign contributions.

But there’s an exemption for media companies engaged in legitimate media functions, which AMI could invoke by saying it was acting as a news organization and not a campaign supporter.

A key question will be whether the arrangements would have taken place even if Trump weren’t a candidate. But election references in the recording, including discussion of polls and anxiety over the possible release of Trump’s divorce records from first wife Ivana, may create circumstantial evidence that the campaign was a central focus.

“I think the election was certainly on everybody’s mind, but that doesn’t make anyone’s acts an election contribution or expenditure,” said Craig Engle, a campaign finance law expert and former general counsel to the National Republican Senatorial Committee.

Daniel Petalas, former general counsel to the Federal Election Commission, said the recording could be valuable to prosecutors to the extent it reveals Trump’s and Cohen’s state of mind.

A former Justice Department prosecutor, Petalas said it was notable that Trump seemed concerned that divorce papers could soon be unsealed, suggesting sensitivity to not wanting embarrassing information out before the election. He said even if the conversation alone doesn’t establish wrongdoing, it could nonetheless be valuable to investigators reviewing the separate payment to Daniels as they examine a potential pattern to subvert campaign finance laws.

Lawyers for Trump and Cohen have made different representations about whether the recording shows Trump wanting to make the payment via cash or check. The Trump team’s transcript says he said “don’t pay cash” and wanted it done by check. Davis has disputed that.

But that distinction probably doesn’t matter.

“The question comes down to whether or not there’s a payment, by any means, that violated the amount and source requirements of the law,” Petalas said. “Paying by check doesn‘t change anything.”

Trump: US to impose sanctions on Turkey over detained pastor (AP) — President Donald Trump says the United States will impose sanctions on NATO ally Turkey over a detained American pastor held on terror and espionage charges.

Shortly after the possibility of sanctions was first announced by Vice President Mike Pence Thursday, Trump wrote on Twitter that the U.S. “will impose large sanctions on Turkey for their long time detainment of Pastor Andrew Brunson.”

“He is suffering greatly. This innocent man of faith should be released immediately!” the president added from aboard Air Force One as he flew to Iowa for an event.

Turkey’s foreign minister, Mevlut Cavusoglu, quickly responded, also via Twitter: “No one dictates Turkey. We will never tolerate threats from anybody. Rule of law is for everyone; no exception.”

Pence’s initial announcement of possible sanctions came at the close of a three-day conference on religious freedom.

Brunson, 50, an evangelical Christian pastor originally from North Carolina, was let out of jail Wednesday, after 1 1/2 years, to serve house arrest because of “health problems,” according to Turkey’s official Anadolu news agency.

“Brunson is an innocent man, there is no credible evidence against him,” Pence said.

Trump said on Twitter last week that the pastor’s detention was “a total disgrace.” One of Brunson’s attorneys is Jay Sekulow, who also represents Trump in the Russia investigation.

If convicted, Brunson faces up to 15 years in prison for “committing crimes on behalf of terror groups without being a member,” references to outlawed Kurdish militants and the network of a U.S-based Muslim cleric blamed for a failed coup attempt. He could receive another 20 years if he is found guilty of espionage.

Brunson denies the charges.

U.S. senators previously pushed to block the sale of F-35 jets to Turkey, citing Brunson’s detention as one instance of Turkish

President Recep Tayyip Erdogan’s disregard for the rule of law.

Pence’s announcement of possible sanctions was delivered at a conference on religious freedom in Washington. Secretary of State Mike Pompeo also spoke at the conference.

Pence highlighted cases of what he said was religious repression in Nicaragua, Iran, North Korea, China and Myanmar.

He also condemned Islamic State group violence toward religious minorities and what he described as rising anti-Semitism in Europe.

Pompeo announced additional aid for a region of Iraq previously held by the Islamic State group. Pompeo said the department would provide $17 million for de-mining efforts in Nineveh, an area of Iraq historically home to many of Iraq’s religious minorities.

Ties between NATO allies Turkey and the United States have been strained by the pastor Brunson case.

Turkish President Recep Tayyip Erdogan has previously linked Brunson’s return to the U.S. to the extradition of cleric Fethullah Gulen, the cleric Turkey’s government holds responsible for a failed July 2016 military coup.

Gulen, who denies orchestrating the coup attempt, lives in Pennsylvania. Turkish requests for his arrest and extradition have not been granted.

Brunson served as pastor of Izmir Resurrection Church, a small Protestant congregation, and has lived in Turkey for 23 years. He was detained by Turkish forces in the aftermath of the failed coup, The indictment against him contends he worked to convert Kurds to Christianity to sow discord in Turkey.

More than 77,000 people were arrested across Turkey after the government declared a state of emergency following the failed 2016 coup. The crackdown has targeted journalists, activists and opposition figures.

Population growth Young is the point person for Kirksville’s 2020 Census effort, organizing the committee that will work toward attaining an accurate count.

He doesn’t expect the city to remain in the mid-17,000s. Noting things like the A.T. Still University dental school and the hundreds of central African immigrants who have relocated here to fill industrial jobs in Adair and surrounding counties, things have changed since 2010. Young sees the city easily passing 18,000 residents and calls 20,000 a “stretch goal.”

Those numbers are more than a footnote on “welcome to” signs across the state. Different figures are thresholds to developers that signal whether a community can support certain kinds of projects.

“It’s a numbers game. What’s your population? What are your traffic counts? What’s your median income? All of these statistics factor heavily into a developer or a particular company’s decision about whether to expand to Kirksville,” Young said. “The truth of the matter is I can get on the horn and call Steak ’n Shake all day long, but if there is not a franchisee willing to invest those monies and the statistics necessary to back up that decision with the financiers of that project, then it’s not going to happen.”

What they’re saying Private businesses are notoriously tight-lipped when it comes to revealing information about their plans or decisions, but one business that recently opened and another that will do so soon provided some insight into their decisions to call Kirksville home.

“We noticed an increasing number of residents from the Kirksville and surrounding area were traveling several miles to shop at some of our other Menards stores, in particular at Ottumwa, West Burlington and Quincy,” said Menards spokesperson Jeff Abbott. “We felt that the timing was right to bring more shopping convenience to this region… .”

“We are excited to be opening a new Marshalls location in Kirksville in early August,” said Carly Lucas, marketing supervisor for The TJX Companies, Inc. “We consider a variety of factors when we choose store locations.”

Among them are a mix of demographics and characteristics, including families with children, home ownership and established thriving retail areas.

And as for those other rumors, well, as of this publication only one new commercial project has building plans filed with the city Mi Casa Mexican Restaurant, which will be located in the Lincoln Square shopping center.

Several new businesses calling Troy Mills home Danielle Brown Kirksville Daily Express Troy Mills’ local economy is showing signs of growth thanks to the opening of several new businesses in the area.

“It’s a pleasure to see all the business that’s just been booming this summer and it’s been a pleasure to serve this community,” said John Castles, manager at the Troy Mills Country Store. “They’re great people, every one of them.”

Peckosh Landscaping During the 1970s and ’80s, the Peckosh family operated a nursery business on Boundary Street in Kirksville.

Decades later, the family is back in the nursery business, providing plants and landscaping to the Troy Mills and Kirksville areas.

“People seem to like having us back. I try not to rely too much on the family name and my father’s (Jim Peckosh’s) legacy. It does bleed in. People just remember my father and they know the quality of work he did and the passion that he had for plants,” Logan Peckosh said. “I think a lot of people are just happy to have someone who genuinely cares about plants.”

Peckosh Landscaping is one of a couple new businesses that have recently opened in the Troy Mills area. The company sells tree shrubs, native plants, perennials, bulk mulch, spring vegetables and produce. It also does landscaping and builds retaining walls for customers.

Peckosh moved back to the Troy Mills area in 2014. He started the landscaping business by himself in 2014 and has been operating out of the current location in Troy Mills since this spring.

ing around houses and making things look better is just satisfying at the end of the day,” Peckosh said. “So far, we’ve been making a living at it. I don’t know what more you can ask for, really.”

While Peckosh manages the trees, bushes and landscaping part of the business, his mother, Claire, manages the perennials and raises the vegetables.

Claire Peckosh said her sons both grew up working in their family’s nursery and a large part of their time was spent learning about plants.

“I think we both just really believe there’s kind of a dedication to getting plants out there in the world. I think it ties into the need to develop…tie it into improving the environment,” Claire Peckosh said.

“They’re really important for just improving conditions for wildlife and for pollinators,” she said. “Just anytime that you create a greenspace, you’re helping the environment. I think we both have that kind of dedication. That’s why what we’re doing is important as well as fun.”

The two also credited other local businesses, like a nearby welding shop and the Troy Mills Country Store, for being supportive, helping when needed and promoting their businesses.

“Everybody kind of works together,” Logan Peckosh said. “Without the gas station, this part of town would be kind of void of a lot of things.”

“It really is the hub but their generosity and willingness to (help) just helps with everybody and everybody seems to reciprocate that,” Claire Peckosh said.

The barn is an all timber-built, peg barn, meaning there are no nails, bolts or screws holding it together. The exterior is made of rustic cedar siding with a standing seam roof.

The barn will feature a bar, caterer’s kitchen, bridal and groom rooms and a stage. A lake with an amphitheater and rock seating has also been installed near the barn.

Though the barn is still under construction, it’s still open to host events.

Minear recalled a moment when the barn was preparing to host its first wedding earlier this year, but rain the night before threatened to ruin the event.

Since opening White Oaks Barn earlier this year, Minear said the company has received a lot of support from the Troy Mills community.

She said Steve Embree, a local resident and business owner, along with nearby neighbors helped clean the water out the building so they would be ready.

“They’re very friendly here, very nice,” Minear said. “They’ve just been tremendous neighbors and very helpful.”

Castles said the area has seen a lot of growth recently and the store tries to offer support when it can.

“I can say we’ve definitely seen a lot of action with White Oaks Barn going up and Ameren’s project (Zachary substation) over here,” Castles said.

Reservoir project key to securing region’s water supply Jason Hunsicker Kirksville Daily Express Brad Scott, general manager of the North Central Missouri Water Regional Commission, paints a dire picture of the situation in Sullivan County.

There are no water wells in a 10-county area. The local aquifers are brining, or otherwise insufficient for the public water supply.

That leaves Sullivan County with some serious problems - not enough water, sky-high costs and a dangerous susceptibility to drought conditions.

And it’s been that way for three or four decades.

Steps have been taken toward a solution since the turn of the century, and now, Scott says that solution might be in sight.

It’ll just take another $60 million or so and the East Locust Creek Reservoir will become a reality.

That might sound ludicrous, but it’s not. In fact, it’s a testament to how far Sullivan County residents, project leaders and elected officials have come.

The East Locust Creek Reservoir would be massive, becoming the 28th-largest lake in Missouri. It would cover 2,352 acres, have 82 miles of shoreline and, most importantly, supply 7 million gallons of water per day to a 10-county area. The lake would be created by damming East Locust Creek and capturing the area’s water runoff.

Also massive is the project’s price tag, checking in at $110 million. Organizers already have put together about $50 million, and Sullivan County residents have done their part, and then some. A county with a poverty rate higher than both the national and state averages in 2010 voted overwhelmingly (81 percent in support) to implement a half-cent sales tax to fund the project, and then in 2011 increased its water rates another dollar per 1,000 gallons. This in turn helped finance more than $16 million in bonds for land acquisition and the purchase of a water plant.

“It’s a great credit to the people of Sullivan County to take that upon themselves to create a regional water supply,” Scott said.

“What we can read into this the most is these people have been living under the threat of water shortage for decades. They’ve experienced it over and over again.”

Current drought conditions are bad just about anywhere in Missouri. In a place that already doesn’t have enough water, it’s exponentially worse. Drinking water facilities in a 10-county area across north-central Missouri have been shuttered for a variety of reasons over the last 30 years.

All told, 28 drinking water facilities have closed, and of the 15 that remain only four are rated highly enough to maintain sufficient capacity during a record drought, like the one that struck the areas in the 1950s.

According to a 2015 survey by Allstate Consultants, not even Kirksville would have an adequate water supply under that scenario.

again, all of these (local) water supplies would be imperiled,” Scott said.

The few sources Sullivan County does draw upon for water are beyond tapped out to this point in 2018.

This all combines to force Sullivan County residents to pay the highest ratio of water cost to median household income in the state.

The East Locust Creek Reservoir should change that. Scott says the North Central Missouri Water Commission’s goal would be to reach a wholesale water rate around $3.50, around $2 less than today.

All of the land has been acquired, totaling 4,550 acres, and environmental assessments have been performed. The organization has removed 77 structures and even relocated the town of Boynton, providing new housing for those residents.

That portion of the project took six years.

“It’s a rather great accomplishment by my excellent team who led that effort,” Scott said.

While there is still a long road ahead, Scott says they are “just over halfway to tipping the rock off the hill.”

Once that happens, he said things will happen quickly.

One critical item between them and the rock is money. Scott said the project needs about $44 million in USDA-Rural Development loans, something he notes is “gigantic” and “uncustomary.”

“It will require approval out of Washington,” Scott said. “Securing that loan is critical.”

Additionally, Scott said the commission needs further state support in the form of joining in a debt share on the USDA-RD loan.

“It encourages us to bring on new members,” Scott said, “and it encourages the state to support those water districts in hooking up to our commission.”

Mitigation is also an issue. The reservoir would take the place of existing wetlands and about 49 miles of stream would be inundated. The law requires organizations removing such things to replace them.

Scott’s team is identifying projects across the state where they could do that.

The benefits of making this happen extend beyond stabilizing the water resource in north-central Missouri. In the first six years, project organizers say the reservoir will create 417 jobs and bring a $59 million boost to the economy. In the following 15 years, the economic activity decreases, but is still estimated to be about $1.25 million annually.

Longterm, in a 20-50 year window, the project would create an estimated 600 jobs and bring $1.75 million annually to the Sullivan County-area economy.

The lake would also become a regional destination for fishing, boating, hiking and nature enthusiasts, and a popular stop for waterfowl hunters. There would be retail opportunities and a marina, as well as other boat ramps.

Recreation availability will be a secondary concern, weighed against the primary function of quality drinking water.

“We’re taking into account water quality issues, we’re taking into account recreational boating issues, and we’re having conversations now about what kinds of boats are appropriate, what kinds of facilities are needed,” said Greg Pitchford with Allstate Consultants. “We’re trying to find that sweet spot between resource protection and economic development.”

Legislative support has been and will remain critical. Scott worked for former Mo. Sen. Kit Bond for a dozen years and was on his staff when the project began in the early 2000s. He said Mo. Sen. Roy Blunt picked up the project, and Rep. Sam Graves has been supportive.

On a state level, he credited Sen. Brad Lager, Sen. Dan Hegeman and Rep. Nate Walker as key forces in the Missouri Legislature, while also noting Gov. Jay Nixon and Gov. Eric Greitens were strong proponents. He believes new Gov. Mike Parson will be supportive, as well.

“The fact of the matter is this is a bipartisan project,” Scott said. “Without them we would not be where we are today.”

Housing pops up for seniors, guests Danielle Brown Kirksville Daily Express People looking to visit Kirksville now have more lodging options thanks to the opening of two new hotels in the last year.

“It’s been wonderful because we really didn’t have enough hotel rooms,” Kirksville Tourism Debi Boughton said.

The new Holiday Inn Express & Suites, located at 2523 S. Franklin St., officially opened its doors last October, offering an additional 76 hotel rooms and conference/meeting room for the area.

The previous Holiday Inn Express, located across the street at 2702 S. Franklin St., has been rebranded to the University Inn & Suites Kirksville.

The Hampton Inn, located at 2604 N. Baltimore St., opened its doors in February, offering an additional 72 rooms and fitness and business centers. It also offers a conference room that can accommodate up to 40 people.

Prior to the new hotels opening, Boughton said Kirksville was short on hotel rooms to offer visitors and the last time the area had a new hotel open was in 1998.

The new hotels bring an additional 140 rooms. Previously, Kirksville had about 394.

Boughton said the additional rooms allow the city to offer venues for bigger conferences.

“For example, Truman can offer to host more tournaments than they’ve been able to offer because we haven’t had enough hotel rooms, and that’s really big,” Boughton said.

She also said a large saxophone conference will be coming to Kirksville in October thanks to the hotels.

“There will be a lot of people here for that and so I’m really glad that we have hotel rooms,” Boughton said.

Boughton said she wants to see the older and new hotels all thrive because they each offer to fill needs for multiple types of people.

“I don’t want the new hotels to replace old hotels,” Boughton said.

“You have every level of economic person that needs a hotel room.”

The Kirksville Tourism Office, which formed in 2007, is mainly funded through a lodging tax voters passed in 2006. The city collects the lodging tax and distributes the funds to the office on a quarterly basis. That funding is then used to run the office.

“That means every hotel room in Kirksville, in the city limits, collects a 3.6 percent per room per night lodging tax. If you have a $100 room, that would be an extra $3.60,” Boughton said.

With a rash of construction and economic development projects in the area, Boughton said the office has seen a slight increase in funding.

According to city documents, the Tourism Office’s 2018 budget estimated about $170,000 in income for the year. For 2017, it estimated about $169,800; and for 2016, it estimated about $163,300.

“It was a very good year even while the hotels were being built,” Boughton said. “It’s all good. We want there to be new economic de-

velopment of all kinds and I feel like the Tourism Office is just one small part of the economic engine of Kirksville.”

Senior housing options Visitors to Kirksville aren’t the only people seeing changes in their available options. Kirksville senior citizens will soon have additional housing options with the completion of the Twin Pines Adult Care Center (to be called “The Pines”) and Baltimore Meadows projects later this year.

Construction began on the Baltimore Meadows complex, which will be located at 2203 N. Baltimore St., earlier this year. The housing development will be a 60unit apartment complex that will provide affordable housing for senior citizens.

Twin Pines is currently in the process of constructing a new onestory, 45,000 square-foot facility, located at the corners of LaHarpe and Jamison streets. The 90-bed facility will feature four separate neighborhoods for residents.

Twin Pines Administrator Jim Richardson said the facility is expected to be completed in the fall.

The current facility was constructed in 1968 and is one of the oldest nursing homes in northeast Missouri, according to Richardson. Twin Pines conducted a feasibility study about three years ago to address the changing needs in health care.

Richardson said the Twin Pines board decided to build a new facility in order to meet the current and future needs of residents.

“We are super excited about it and we will actually be giving tours during the grand opening,” Richardson said. “We’re really excited to show the community and give them tours during the ribbon cutting. This will be facility like no other in northeast Missouri with its amenities and technologies that will serve Adair and surrounding communities.”

Still a need While the need for senior housing is being met, Kirksville Housing Authority Executive Director Patti Preston said the community still has a need for affordable family housing.

“I think the construction is wonderful. It provides more revenue for our community. It does provide jobs, it is definitely something that our community as a whole benefits from and I’m excited about the new Twin Pines,” Preston said.

“Baltimore Meadows, it looks like a great place. It’s a great location. It’s out where there’s shopping and restaurants and necessities that are close by, but it doesn’t help our families.”

Preston said most new apartment developments are built for students. She would love to see local developers who use tax credits to build work with the Housing Authority to provide affordable housing for local families.

“I would love to see it happen. I would love to support it. I would love to work with a developer to make it happen because we need housing for our families,” Preston said. “They’re just looking for something decent and it’s hard to find unless you’re a student.”

City of Kirksville works to repair Illinois Street Danielle Brown Kirksville Daily Express It was about 15 years ago when the City of Kirksville decided to develop its utility maintenance crew in an effort to repair and replace water main because “they were having so many breaks, it was out of date, too many leaks, just too much going on with it,” according to Kirksville Public Works Director Glenn Balliew.

Now, that same thought process is being used as the city’s street construction crew works to make more infrastructure and major street improvements around Kirksville. “(The utility maintenance crew) has been doing it for about 15 years now and they are really, really good at what they do,” Balliew said. “I expect the street guys to be there, in hopefully less time, but in 10 to 15 years they’re going to be really, really good at what they do.”

The Kirksville Public Works Department is in the process of reconstructing Illinois Street from Baltimore to Marion — the street crew’s biggest inhouse project to date.

The project will cost the city about $800,000 to do in-house. Balliew said the project would have cost an estimated $2.5 million if it was contracted out.

Following the construction project, Illinois Street will have new curb, gutter, driving surface and bicycle lanes. The project is expected to be completed by the end of the summer.

The Illinois Street reconstruction project is the third major

project for the street construction crew, which was created in 2016 and focuses on street projects within the city. The crew completely repaired several downtown streets and constructed the Kraft Heinz parking lot that same year.

“Illinois Street is probably about as big a project that we can handle in-house,” Balliew said. “It’s going to take most of the summer to do that.”

Balliew said the department’s plan for city streets will be to work mainly in neighborhoods one year, then focus on a major reconstruction project, like Illinois Street, alternating in between the two needs.

“We elected (Illinois Street) because it’s the gateway into the city. It’s in really bad condition. It’s an old concrete street and the concrete underneath the street was not salvageable. It was just falling apart,” Balliew said. “Where do you start? So, we started there.”

Illinois Street, which is a minor arterial, is made to carry traffic into Kirksville, he said. It also leads visitors into Kirksville’s downtown square.

“It was just a bad street. We want to have pride in our city and that’s going to help us do that. When people come to town, a lot of them will come down that road,” Balliew said. “It will help improve the city, but the biggest thing was it was falling apart. It was in bad, bad shape.

Balliew also said thanks to additional funding from the Economic Development Sales Tax the department will have more money to work on city streets in the future. He said the department plans to continuously identify streets that need repairs.

Illinois Street isn’t the only infrastructure project the Public Works Department and City of Kirksville are focusing on.

Balliew said the city is progressing with its Cast-In Place Piping program. The program works to line the inside of sewer pipes with special material and prevent infiltrations.

He said that program allows the city to repair pipes without having to dig deep and physically replace them.

“We have sewer in this town that’s really deep and instead of having to replace that sewer, we’re lining that sewer and keeping all the bad water in the pipe and getting it to the wastewater treatment plant,” Balliew said.

The Utility Maintenance crew continues to replace and repair water main throughout Kirksville and completed a large project along Baltimore Street this year.

“We’re going to make sure that we’re prepared so that when MoDOT finally fixes Baltimore, that we can handle the increase in drainage that will come off of that (street),” Balliew said.

Illinois Street, from Marion to Baltimore, is undergoing a full reconstruction. The project is expected to be complete by the end of the summer.

Wind could drive future economic development Jason Hunsicker Kirksville Daily Express What is the next great economic driver in northeast Missouri?

To borrow a line from Bob Dylan, “The answer, my friend, is blowin’ in the wind.”

If the Missouri Public Service Commission allows (the case is pending), Terra-Gen, LLC will break ground in Schuyler and Adair counties next year on the state’s largest wind farm. Eventually, the wind farm will be comprised of 175 wind turbines that will generate enough power for 120,000 homes by 2020.

When complete, the farm will be purchased by Ameren Missouri, which will become the first utility in the state to own a wind farm.

The economic impact is as towering as the 450-feet-tall turbines themselves. An estimated 400 construction jobs will be created to build the project, and eventually 30 permanent positions - with about $50,000 annual salaries - will be needed to operate the farm. There will be $1.8 million in new spending during construction, with about $500,000 annually once the farm is operating.

K-REDI Executive Director Carolyn Chrisman said the construction alone will bring significant impacts to the local economy.

“Those construction jobs do mean a lot. We really saw it with the Kraft Heinz plant, when they had all these (construction) people coming to town, the hotels were full all of the time. That shocked a lot of people. The restaurants were full. I think they really saw just how much of an impact that additional local spending had for those 18 months,” Chrisman said.

“This is probably going to be 12-18 months as well, and so your hotel tax is going to be through the roof, especially with two new hotels. Every other entity, whatever they saw with the Kraft Heinz expansion, they’re going to see repeated.”

Tremendous impact, to be sure, but a mere zephyr in comparison to the gale-force movers like land-lease deals and local tax benefits.

Unlike projects where land might be seized through means like eminent domain, Terra-Gen worked with more than 200 landowners to come to agreements where it will lease property to host the turbines. The landowners will receive a combined $3.2 million annually in lease payments, and about 80 percent of those landowners reside on those properties.

“That’s money that’s going to stay and hopefully generate; turn over again and again in the economy,” Chrisman said. “It doesn’t matter if it’s on the Adair side or the Schuyler side, it’s mutually beneficial.”

Perhaps the only question remaining regarding economic impact is with tax revenue. It was previously estimated that the two counties were

looking at a combined increase in property, sales and income taxes of $32 million over 25 years of wind farm operation. The Schuyler County school district was projected to receive more than half of that money.

Things changed when Terra-Gen sold the project to Ameren Missouri.

Where the company would have had the wind farm assessed locally and paid the taxes locally, state law stipulates utilities, like Ameren Missouri, spread their total tax liability over their entire service area. So while the amount of taxes paid would remain the same, the taxing districts on the receiving end would not be limited to those in Schuyler and Adair counties.

Chrisman said lawmakers are aware of the issue and a legislative fix could happen before the first tax payment is due. State statute has a provision that requires utilities that own solar farms to pay taxes on the facilities in the local municipalities, rather than across the service area. Hope remains that wind farms could be added to the clause.

“I think we have time to fix the problem,” Chrisman said.

None of this would be possible, the company says, without the Mark Twain Transmission Line. The 96mile, 345,000-volt transmission line that saw court battles waged over it for years was finally approved by the Missouri Public Service Commission in January 2018, following significant changes to the route and agreements with county commissions in the project’s path.

The upgraded transmission line will improve electric infrastructure in the region, and have the capacity these kinds of resources need.

“That’s the 16-lane highway,” said Bob Begstrom, principal consultant with Terra-Gen. And, of course, it also wouldn’t be possible without the resource itself wind. Terra-Gen has studied the target area extensively to ensure proper placement of turbines to turn the moving air into electricity.

“You need to know the wind first before you build the wind farm,” said Yuanlong Hu, vice president of the company’s wind analytics group. “This site has good potential because we see typical wind patterns - in the summer out of the southwest and in the winter out of the northwest.

“For a wind farm to work we want the wind to be constantly blowing.

Very steady wind pattern, so it’s predictable off the production.”

And given the flat terrain, Hu said there is a great potential for expansion.

“This is just the first step,” he said.

Chrisman shared that sentiment.

“I do think we’re going to see other wind projects come about, especially if some federal tax credits get extended. I know two wind companies are talking about western Adair and Sullivan, I’ve heard there is a wind farm talking to Knox County…so this is

something I think is coming in the future,” she said.

The turbines themselves are taller than the Statue of Liberty and incredibly durable. Ethan Piveral works with Vestas, the company that will manufacture the turbines.

“You’d be pretty surprised by how sturdy they are, but you’d also be very surprised by how flexible they are,” he said. “A lot of what is on those turbines is fiberglass and they have to be flexible in order for oscillation and vibrations and things like that.”

Midwestern thunderstorms are no match.

“They hold up pretty well, short of a hurricane or monsoon or something,” Piveral said.

Turbines are typically placed no closer than 300 meters to a home. Vestas says at that distance the sound pressure would reach 43 decibels at the residence. For comparison, average air conditioners can reach 50 decibels.

Piveral has spent a decade working near wind turbines and said there is no doubt they make noise, particularly in high winds. But, he said, if the wind is blowing hard enough for you to hear the turbine, it’s probably blowing hard enough that you’ll hear the wind itself instead.

Another common concern is the environmental impact. While wind is clean energy, the turbines are massive structures with large blades, things that can be deadly to birds and bats.

Terra-Gen has contracted with Stantec for environmental studies and is developing plans to minimize the impact on native creatures. Because the area is home to endangered bat species, this is a critical and mandatory step.

Terry VanDeWalle, senior biologist with Stantec, said the company has been studying local birds and bats for the last two years.

“We use all this information to look at what is the risk to birds and bats in the project area. Most people know and understand that wind turbines kill birds and bats. There are some things a project can do to reduce that,” he said.

Those include operational things, such as the time of day the turbines operate and the wind speed at which they are activated.

It’s something the company takes seriously. VanDeWalle noted the important role bats play in our ecosystem, explaining that one brown bat can eat 150 mosquitos in 15 minutes.

“None of us want to have bats in our house, but from the larger picture bats are very important,” he said.

If the project comes to fruition, it will have to be good for bats, too. After that, people like Chrisman will continue working to make sure all possible economic benefits are explored.

“We’re not going to let this be the one-and-done situation,” she said.

Arts and rec getting a push Danielle Brown Kirksville Daily Express The Kirksville Arts Association and Forest Lake Area Trail System are pushing forward in separate efforts to construct a new arts center building and a trail that connects Thousand Hills State Park to the city.

After a fire destroyed the Kirksville Arts Center in 2016, the Kirksville Arts Association Board was forced to step into uncharted territory and begin the journey of constructing a brand new building.

“It’s an enormous amount of work and it’s brand new territory for all of us because none of us have ever been through anything like this before,” KAA Board President Linda Treasure said. “We’ve taken things slowly, we do our research.”

The organization over the last year has begun working with STRATA Architecture and Preservation, of Kansas City, in the designing of the new building, which will be located in downtown Kirksville.

On the one-year anniversary of the fire in December, the organization unveiled the design for the new building. It will be a two-story building and smaller than the previous one.

It will also have space that will be used to create an outdoor gallery.

“Our goal is to have a beautiful building, but it also has to be affordable for us and it has to serve our needs,” Treasure said.

“It had to be more than just a beautiful building but we think that this building will be a real asset downtown and to the community.”

The building will be named the Sue Ross Arts Center after one of the organization’s founding board members.

Ross was also a local artist, teacher and collector. She died in 2016. Dr. Sydney Ross, her husband, donated $250,000 toward the organization’s capital campaign.

Other naming rights for rooms inside the building have also been announced. The main floor conference room will be named after the late Travis Freeman, who was a lifelong philanthropist and support of the Arts Association until his death in 2010.

The upper gallery of the new building will be named after Ron and Elsie Gaber, of Kirksville, who donated $25,000.

Treasure said the community support for the project has been “pleasantly surprising.”

At the beginning of this year, Treasure said the organization looked at the total amount of funding it had available after collecting insurance from the fire, fundraising efforts and money it already had.

The organization estimated that the entire project would cost about $1.63 million and it needed an additional

$350,000 to get there. The Arts Association has raised about $80,000 so far and expects fundraising to be an ongoing process.

“We’re a community arts organization. We’re not just an organization for the arts, for artists. We bring the arts to Kirksville. Really, it’s important that we have a building that will be welcoming to everyone,” Treasure said.

“That people will see it and want to come in and see what’s on exhibit and want to become involved with the arts.”

Her hope is that the organization can begin construction near the beginning of 2019.

“It depends on weather and fundraising and the architects completing everything,” Treasure said.

The Forest Lake Area Trail System is also looking to begin the next phase in its effort to construct a four-mile paved trail that connects Kirksville to Thousand Hills State Park.

In April, FLATS celebrated a $147,000 grant it received from the Recreational Trails Grant program to begin Phase 3.1 of the project.

“This is our ‘right now’ project,” FLATS Vice Chair Dan Martin said.

While Phase 1 of the trail connects the marina to campground 2 at the park, Phase 3.1 will be a 0.7-mile trail that would start on the corner of Osteopathy and Missouri streets and would run along the south side of Missouri street.

“We have all the funds through the Recreational Trails Program grant and some very generous donations from the across the community, so that’s one piece,” FLATS Chair Royce Kallerud said.

The organization’s goal is to finish Phase 3.1 as quickly as possible as it eyes the next step in the trail project, which would be to connect downtown Kirksville to Phase 3.1.

“We want to build (Phase) 3.1 right now and when we get 3.1 complete with the money we’ve raised, we’re going continue to do (events),” Martin said. “We have to have the eye toward the future for the next potential project, the next potential match for a grant, the next opportunity as it goes.”

The organization has also received feedback over the last year from community members who’ve expressed support about the project. Martin and Kallerud both said the organization is open to any suggestions about the trail system.

“We want to listen to what people want. We don’t have any preconceived ideas,” Martin said.

“The community support has just been fantastic. We want to get it done for that reason,” Kallerud said. “This will make it a better community, a healthier community and really contribute to our quality of life and highlight what’s great about here.”

Aquatic center project progressing Danielle Brown Kirksville Daily Express Kirksville community members will have several more opportunities to provide feedback on the aquatic and community center project as the city continues to push ahead.

“I think it’s awesome that people are this engaged in the community,” Kirksville Parks and Recreation Director Rodney Sadler said.

For the last several months, the City of Kirksville has been in the process of gathering information and feedback as it moves forward on the aquatic and community center project.

A 2016 feasibility study conducted by Benton & Associated found several issues with the Kirksville Aquatic Center, including problems with chlorine levels, piping, chemical storage, electrical circuits and drainage.

The Kirksville City Council later looked into the costs of fixing the issues, which also meant shutting the facility down, or building an entirely new facility. The Council later discussed the possibly of a half-cent sales tax for parks and recreation.

In April 2016, Kirksville voters approved a half-cent parks and recreation sales tax, which was estimated to generate about $1.2 million annually and would be used to fund the city’s parks and recreation department. The city also promised to construct a new aquatic center and develop a community center.

Since then, the Council has approved a contract with a team led by SFS Architecture to provide consulting, design and construction administration services for the project.

The city has also hosted an open house and recently wrapped up a survey about the project, which had 650 respondents.

“That’s a great response rate and shows that people are really interested in what’s going on with parks and recreation here,” Sadler said.

City Council members and the project team recently reviewed the survey results.

rent channels, a youth play structure and diving board.

The location for the new facility is also seemingly set.

The project team recommended that Rotary Park be the location for the facilities based on feedback received from the open house and surveys.

Council members seemed to be in favor of the Rotary Park location following the presentation.

The project team also presented five total concepts for the facilities that ranged from partially renovating the current center to a complete rebuild.

The suggested concept the project team is pursuing included a renovation of the facility with the community center being connected to the indoor pool.

The design included an open corridor entrance, locker spaces, a space for pool mechanicals and renovated and additional parking options.

The design for the community center included having office space for the Parks and Recreation staff, a lobby space, three multipurpose rooms, restrooms, storage and a caterer’s kitchen.

The outdoor pool design options included having two separate pool spaces.

Features included having a shallow, leisure area with a current channel/lazy river, while another included having four lap lanes, water slides and play features.

The indoor pool design options included having lap lanes and a pool that increases in depth. Members of the project team also said the lap lanes would be designed for sanctioned swim meets.

Based on the suggested concept, the total project cost for just the aquatic facility was estimated between $8.3 million and $9 million.

The total project cost for just the community center was estimated between $3.5 million to $3.75 million.

A second open house on the project will be held on Aug. 8 at the Economic Development Alliance building.

“That’s when community members will see the first kind of bubble drawings of what the facility could look like and

give their opinions on what type of amenities they’d like to see,” Sadler said.

That feedback will then go to the City Council in September for final approval of the project.

Budget numbers for the project should also be available by then, Sadler said.

Once those steps happen, the project team can begin the design process.

“After that’s done, then bid documents will be put together and the project would bid out. We hope to break ground next May,” Sadler said.

The facility is estimated to take a full year to construct. The city is planning to open the new aquatic center in May 2020.

“We’re giving it a full 12 months because it is going to include an indoor facility and whatever programming space, community center-type facility that’s attached to it,” Sadler said.

The community center has also been major concern for some community members. Sadler said he believes people have different perceptions of what a community center looks like.

He said the community center will serve as a centralized location for Parks and Recreation staff and as a space for a variety of programs.

“Because of what peoples’ perceptions of what a community center is, I think that’s been the biggest confusion.

Really it’s just a space all the Parks and Recreation staff can work out of, can be centrally located. I’m here at City Hall and two staff are (at the Aquatic Center) and two other staff are at Public Works,” Sadler said.

“It’s also going to be a place where we can offer different programs for the community. Really, it’s a programming space, it’s a community center, it’s a civic center…it’s just a place where we can continue to offer good programs for the community.”

Sadler said people who can’t attend the upcoming open house event but still want to provide feedback about the project can fill out a comment card, meet with the Lakes, Parks and Recreation Commission members, or contact him through email or phone.

“Each step of the way we’re going to engage the community and make sure they’re a part of that decision process,” Sadler said.

The Kirksville Aquatic Center will be replaced within the next few years.

Where the new facility is located, and what it will look like, remain undetermined.

AM Housing, Inc. looks to provide helping hand Danielle Brown Kirksville Daily Express It was several years ago when AM Housing, Inc. Board President Glen Moritz had a conversation about homelessness in the Kirksville area.

During that conversation, he learned that local churches and organizations helped fund temporary stays at local motels and hotels to assist people who are homeless.

However, he also found there were not permanent solutions to the issue.

“It just made sense to me to develop something, presumably with all those churches contributing to one resource, something that would help resolve homelessness on a more permanent and hopeful basis,” Moritz said.

AM Housing, Inc. is working to bring a homeless shelter to the Kirksville area.

The organization began meeting around May of last year, formed a board by the fall and hosted its first fundraiser on Black Friday.

The organization has since raised about $26,000 and hopes to build upon the progress it’s made so far. “(We’re) just continuing to have more board meetings and planning to do more fundraisers,” Moritz said.

It was through a monthly community pastors meeting where incoming AM Housing, Inc. Board Vice President Jeff Arp first learned of the organization and its mission.

Arp, who moved to the area last August, previously worked as an outreach pastor at a church in Orlando, Fla. “We had 85 homeless students attend elementary school five blocks from our church. That was because of the proximity to cheap hotels along I-4 corridor going through Orlando. We did a lot, we did Christmas for those families, we did backpack and school supplies giveaways and then we also partnered with the school to provide resources that they needed,” Arp said.

“I did that before I came here and so when I came here it just seemed like a natural fit to get involved with AM Housing.”

Moritz said the ultimate goal for AM Housing, Inc. is to obtain a facility or purchase land and build a shelter to provide housing for people who are homeless. The organization is currently speaking with local churches about using vacant land to build the shelter.

The shelter’s goal is to offer both emergency short-term and long-term

housing programs.

The long-term program would help a person find employment, build life skills and assist with finding permanent housing.

“We want to see some real true life change, rehabilitation if you will,” Moritz said.

Arp said the goal is to “see people’s lives transform.”

“We want to help them develop some healthy patterns in their life.

When it comes to homelessness, my experience has been self-sabotage and it’s become a pattern in their life,” Arp said. “What we want to do is walk alongside folks who have had issues in the past of being able to maintain healthy decisions and help them to be able to process and grow through those difficulties so that they can become not just a functioning member of society, but a productive member of our community.”

Moritz said the organization hopes to raise a total of $100,000, with half being used to purchase a building and the other half to help run the shelter during its first year.

“We’re kind of in an in-between spot where we know we need to locate a specific location and yet we don’t quite have the money to run it, to operate it yet.

We’re really, really trying to gear up to do as many fundraisers as possible,” Moritz said.

Moritz said the organization will realistically have a shelter building, or begin working to construct one, about a year from now.

“So many of us on the board and others just really see the need is so great around here,” Moritz said.

“We’re anxious to bring a solution.”

The organization will soon be establishing several committees, like building and fundraising committees, for volunteers who want to get involved in the effort.

New video boards add high-tech feature to KHS sporting events Austin Miller Kirksville Daily Express Fans taking in a Kirksville football or basketball game will have a new treat to enhance their experience at the event.

Spainhower Field, and the Kirksville Primary and middle schools, are adding video scoreboards.

Construction of the boards began recently and will be completed in stages, with the scoreboard at Spainhower Field to be ready just in time for the Tigers’ 2018 football season.

Kirksville activities director Sara Williams started ironing out the details of the plan near the end of last year, looking for a bigger project to work on in conjunction with the Kirksville Booster Club.

The booster club is covering the cost of the three video boards, which club president Andrea Wilson said totals $169,000.

With nearby schools such as Schuyler County, Highland and Hannibal having similar video boards, Williams thought it would

be the right choice.

“I think it’s something that our community can get behind, to help highlight the activities and athletic events we put on in our district,” Williams said.

The scoreboards will be able to show highlights from the games, start cheers with fans, as well as do animations for first downs, touchdowns and 3-pointers. Although, all of those bells and whistles likely won’t be fully operational at the beginning.

Wilson, who recently began her two-year term as booster club president, said it will take some time for the staff to properly learn all the programming that will be running.

The new board joins a list of recent renovations at Spainhower Field. New bleachers and a turf surface were added in 2012, paid for by the Kirksville School District. And the Orange and Black Foundation had the brick memorial entryway to the stadium constructed in 2013.

Wilson said she’s already heard positive feedback from local busi-

nesses eager to advertise on the new boards. Halftime commercials are a possibility for businesses, as well as little videos like “drive home safe” messages.

“It’s a great way to help in the community rather than just with a banner,” Wilson said.

She added that the new scoreboards also create a possibility for increased fundraising. One event Wilson is interested in is showing movies on the screen at the football field.

She said she’s also excited for how the scoreboard can highlight some of the other clubs at Kirksville during games. Videos showing clubs like the Kirksville band and various other groups can help bring the larger Kirksville community together, Wilson said.

“By showcasing and highlighting all of these different clubs and students, you bring the community closer together,” she said.
