Hello, District 11! Here is the Summer 2022 edition of the D11 IQ Newsletter, filled with current and past proven innovations, as well as celebrations of innovative projects and teams. Big THANK YOU to those who contributed articles to this newsletter and our team who put it together!

The District 11 Innovation Committee has been reorganized to be aligned with other district committees and currently consists of ten (10) Innovation Committee Members and nine (9) Innovation Liaisons. Please see the rearranged roster on the previous page. This year District 11 Innovations are going to be prominently featured at the Statewide Innovation Expo on November 8 and 9, 2022. The district entered 14 submissions, and each of them will be included as either a live presentation or an exhibit hall entry. This is the highest number of submissions among all the districts and programs! Congratulations! Well done! I have had the privilege to chair this committee for the past few years and work with an amazing group of people who taught me so much. Their enthusiasm, drive and professionalism inspire and motivate me, and I hope all of you, to be and do better today than yesterday. Experience I gained in District 11 has led to an exciting opportunity in District 8 as an Innovation Manager. I will apply the work and life lessons from District 11 to the benefit of another great District. I am looking forward to working with all of you in my new capacity and further the innovation spirit and ease of implementation throughout our organization! Continue to innovate, create and challenge the process!

Innovation TEAM SPONSOR’S CORNER

Dr. Lima has been with Caltrans for over 29 years. She earned her Ph.D. in Transportation Science from UC Irvine in 2011 and earned her Master’s and bachelor’s degrees from San Diego State University in 1997 and 1992 respectively. As the chair of the District 11 Innovation team, she was the focal point for the District 11 annual Innovation Fair, Connected and Automated Vehicle (CAV) pilot technology, Transit-Only-Lane, Bus-onshoulder strategy, wrong way prevention Intelligent Transportation System projects, and countless other innovations. She has brought awards and accolades to the Department for her research and innovation efforts. She is a licensed Civil Engineer, and a Certified Project Management Professional (PMP). She is keen on improving processes, and products through teamwork, dedication, and commitment to excellence. Dr. Saft is an advocate for continuous learning and is an adjunct professor of Transportation Engineering at San Diego State University where she teaches upper-division undergraduate and graduates courses for transportation careers. Dr. Lima was named as one of the 2021 Women of Influence in Engineering by the San Diego Business Journal, 2019. Dr. Lima received “Outstanding Engineer of the Year” from the San Diego County Engineering Council and was named the 2017 WTS San Diego Chapter Woman of the Year. She continues to be an exceptional mentor, engineer, and capable leader in her role as the current President of the San Diego Chapter of WTS, a professional organization with the mission to Attract, Sustain, Connect and Advance women’s careers to strengthen the transportation industry. Please join us in congratulating Dr. Lima on her new role and let’s continue to build upon the effort that she helped to establish here in District 11. We are happy to announce that Seana Urquhart has graciously accepted to be interim chair of the D11 Innovation Committee. She brings a wealth of experience with her and we are looking forward to continuing our Momentive moving forward.

We would like to celebrate Dr. Lima’s promotion within our organization and also recognize her leadership and countless contributions to the District 11 Innovation effort.

A micro-innovation simple that someone can do right away that doesn’t require acquiring hardware, software or special training. It can be a shortcut, a process change or any quick and easy to implement while also having a meaningful impact or work, cost productivity or quality. Main Street Pavement Rehabilitation Nomination Narrative

This project rehabilitated the pavement on State Route 78 near Escondido from the freeway termini at Lincoln Parkway and Broadway to the intersection of Flora Vista Street and San Pasqual Valley Road.

Opportunities rose to serve the community of Escondido by implementing innovative design and technology. These innovations materialized with the implementation of technologically advanced transportation elements and environmentally sensible alternatives with minimal delays and delivered within budget. During 2021, the project reached its major milestone of constructing its final striping and pavement. As part of its use of environmentally sensible solutions, roadside signposts made of recycled material were used for this project to avoid the alternative material generating chemically treated wood waste. Micro trenching reduced the carbon footprint that would have been imposed by other SR 78 is a principal east-west route that serves as an interregional and intraregional route for residential and recreational travel. The high traffic volume within the project’s limits also categorizes SR 78 as a major commuter route. Visual inspections showed multiple locations with pavement distress. A significant amount of alligator cracking and rutting could be seen within the project limits. Stress tests and deflection studies followed after the visual inspections that supported the need for pavement rehabilitation.

Class II and Class III Bike Lanes were installed along the length of the project and 83 curb ramps were constructed to comply with Americans with Disabilities Act (ADA) regulations. This project utilized a streamlined digitized process to complete the Permit to enter process for Right of way and environmental. It made tracking permits status easily accessible.

District 11 Innovation Newsletter conventional methods. The use of micro trenching was efficient, cost effective, and less disruptive compared to alternatives. It lowered trenching cost by 30 percent and increased production rate, resulting in less construction time. Trash capture devices were also installed to collect trash before it enters the stormwater drain. The project incorporated the use of large stone matrix to address the existing pavement failure. This resulted in cost savings and reduced structural section. The utilization of large stone is more durable and will enhance the field performance and extend the life of the pavement. The matrix was paired with a two-inch rubberized overlay to soften the interaction between the wheels of the vehicle and to improve ride quality. The efficient partnership between Caltrans and Hazard Construction allowed for the project to be completed under budget and with a minimal schedule delay. The partnership went through several performance surveys, and it was ranked as outstanding. The construction was active through the COVID-19 pandemic and was not significantly impacted by it despite the global crisis. No lost time safety incidents occurred, and the build quality was excellent. The public expressed interest in the completion of the project, but their major concern with it was the noise disruption during construction. Exceptional coordination with the city of Escondido allowed for the implementation of state-of-theart transportation elements that fall in line with City’s 2012 master plan and future technological advances. Advanced technology was incorporated into the project in the form of Vehicle -toInfrastructure (V2I) capabilities. V2I allows for information to be shared between smart vehicles and road infrastructure. V2I elements include radar detection systems installed for vehicle, bicycle, and pedestrian traffic to improve mobility and safety. Antennas and data gathering technology were also installed to provide live traffic data for the V2I system. Moreover, the project applied multimodal elements geared towards bicyclists and pedestrians.

The $24 million project reached its goal of providing a safer, more reliable, and efficient segment of the SR78 corridor. The community will continue to benefit from improved ride quality, safety improvements, and enhanced multimodal options. All this was achieved with the additional opportunity to incorporate innovative, technological, and environmentally sensible elements with great community support.

Radar detection was installed within the project limits to improve mobility by providing lane by lane detection, bicycle detection, queue length, and wrong way detection. This installation of radar detection is simplified and has a minimum traffic disturbance when replacement is needed. In comparison to inductive loops, radar detection systems require limited maintenance and have shorter installation times.
