O

NE WAY or another the government will implement the rescue plan for national carrier Cyprus Airways (CY), Labour Minister Zeta Emilianidou said yesterday in a veiled warning to the CY board, which submitted its resignation earlier this week. Communications Minister Tasos Mitsopoulos echoed his colleague, noting that time was running out for more dialogue. If the airline is going to survive, there is little room for manoeuvre, he said. Board members handed in their resignation en masse in protest against last month’s decision to allocate around €20 million of company funds to compensate staff made redundant as part of a last-ditch effort to save the airline from closure. The sum agreed between the government, board and airline unions last month was 50 per cent of the compensation package offered by the company in its last redundancy plan. It is understood the compensation offered is over and above what CY employees are entitled to by law; a common practice within the wider public sector, though rarely seen in private sector redundancy deals. According to government sources, before leaving office, the previous government had agreed with the unions in December to give 80 per cent of the original compensation package. When the unions met with

the current government and board in April, they negotiated the figure down to 50 per cent. However, on Monday, the board reportedly sent a letter to President Nicos Anastasiades listing its grievances with the latest arrangement to rescue the airline based on a government proposal to reduce operating costs, which includes a redundancy package for 490 members, and the downsizing of its fleet by four planes. Three Lufthansa consultants will also be hired for a nine-month period to oversee implementation of the rescue plan. Since the April agreement, two CY planes have already been returned while the leases on a further two are due to be rescinded. Redundancies are expected to start next week, while compensation will be paid out in stages, starting in 2014. The government is also on the lookout for a strategic investor after Middle East Airlines declared they were no longer interested. According to reports, the board’s biggest problem lies with the €20m the airline will have to find from the company’s depleted assets and hand over in compensation to staff made redundant. Meanwhile the government’s own hands are tied by the European Commission which opened an “indepth investigation” last March into whether €104 million in state aid granted to CY complies with EU state aid rules. Bone marrow donors found for sick boy

FIVE viable bone marrow donors have been found for five-year-old George Philippides from Kili in Paphos who has been diagnosed with leukaemia and needed urgent treatment. The good news was given to the Philipides family on Monday according to the boy’s uncle, Marios Philippides. He revealed yesterday that during the last few days suitable donors had been found in five countries including Germany, Israel and the USA, although only two of those donors were currently available. According to Philippides, if the donor is from a country in the same region then arrangements are made to bring that person to Cyprus in order to carry out specialised examinations to see if they are a match with the little boy. According to the head of Paediatrics at the Makarios Hospital, Loizos Loizou, both available donors are around 90 per cent compatible with the young boy. The final decision on any donor is made by the doctors, the uncle told reporters, adding that the family was awaiting news from them to see when to take the 5-year-old to a medical centre in Germany in two weeks to perform the operation. George is currently being cared for in the paediatric wing of the Makarios Hospital in Nicosia where he will remain until he leaves for Germany. He has two older brothers aged 18 and 21. A campaign began in April to find a suitable donor for him. Last month national guardsman, Andreas Vassiliou, who had received a successful bone marrow transplant in 2000, made a public plea for a donor to be found for the five-year-old.

More fishermen to opt out of the profession over dwindling stocks UP TO 80 fishermen are expected to opt out of the profession this year, as overfishing and dwindling fish stocks draw dolphins closer to shore waters looking for food while the puffer fish continues to damage nets. About 120 fishermen holding a licence to operate smaller vessels less than 12 metres long, have applied to a different scheme to encourage fishermen to retire, leaving a smaller and more sustainable number of fishermen. There are currently between 450 and 500 licensed fishermen - applications have not been fully processed yet so a precise figure couldn’t be given. Kyriacou said the fisheries department expected to help between 70 and 80 of those licensed fishermen to retire, with some €3.0 million available in total. Fishermen who retire their small vessels will get €20,400 plus the value of their boat as designated by a committee within the fisheries’ department that should come to about €17,000 on average. Under previous equivalent

schemes, 12 bigger vessels have been retired with between 20 and 25 vessels remaining. And whereas there used to be eight Cyprusflagged trawlers, there are now just two that are active off Malta, Kyriacou said. Professional fishermen used to get state help for damaged nets that was set according to how often they went out to sea in the previous year and reached up to €1,700 a year for the busiest fishermen, Kyriacou said. With austerity measures in place, the government stopped paying the subsidy in 2012. Kyriacou said that a different compensation scheme would help control the puffer fish population, which is a consistent problem for fishermen in Cyprus. Dolphins sometimes manage to get fish out of nets without injury to themselves and can be a nuisance to local fishermen, but it is the Lagocephalus puffer fish that can inflict greater damage to fishermen’s nets, the department’s Yiannos Kyriacou said. Puffer fish damage nets and impinge on fishermen’s income with the professional fishermen in the Famagusta district previously protesting on what

they said were unreasonable fishing quotas. Daily Politis yesterday quoted a fisherman from Famagusta’s Paralimni as complaining about a pod of dolphins destroying their nets a few days ago. For the second year running, a €150,000 programme whose expenses are split with the European Commission, allows registered fishermen to net puffer fish during the summer (until September) in exchange for compensation. Trading puffer fish is illegal because of the species’ toxicity, but participating fishermen will get €3.0 per kilo, with the fish being disposed of as waste according to specified arrangements, Kyriacou said. Because puffer fish breed in June and July, the hope is that the scheme will control the population. The UN and the European Commission regulate fishing on regional and national levels. Restrictions vary from imposing quotas to specifying fishing season and methods for specific species. “We all fish in the same seas, there is no point for one country to protect a migrating species if they are not protected elsewhere,” Kyriacou said.

Burglary in Alassa JEWELLERY worth around €15,000, two handbags worth around €800, a hunting gun worth around €1,000 and €12,000 in cash were stolen from a house in Alassa in the Limassol district on Monday between 8.45am and 7.30pm. The owner’s car worth around €50,000 was also stolen. The robber used the car’s spare key to steal the vehicle and used it to get away. The Lania police department is investigating the burglary.

Car arson in Sotira village A 36-YEAR-OLD man has been arrested in connection with an arson attack on a car, which took place at around 2.30am yesterday. The attack took place while the vehicle was parked in an open space behind the flat where the owner lived in Sotira village in the Famagusta district. Members of the fire department extinguished the blaze. The damage has yet to be estimated.

Another step towards restructuring Government spokesman upbeat on BoC’s prospects By Elias Hazou STRICKEN Bank of Cyprus (BoC) has taken another step in the long road toward its restructuring by absorbing the balance sheet of Laiki Bank, the banking regulator said yesterday. The absorption of Laiki’s balance sheet into BoC’s books took place late on Monday. Sources close to the Central Bank confirmed reported figures placing BoC’s assets at €38.3bn and liabilities at €34.7bn. The BoC has equity capital amounting to €3.6bn, of which €3.1bn from a 37.5 per cent ‘haircut’ on uninsured deposits at BoC, plus another €500m from the sale of assets of the ‘bad’ Laiki. These estimates are provisional, the sources stressed. Under a decision by eurozone finance ministers taken in March, Laiki is to be wound down with the full contribution of equity shareholders, bond holders and uninsured depositors. Laiki is to be split into a good bank and a bad bank. The bad bank will be run down over time while BoC would absorb the good bank. Laiki would transfer to BoC all of its assets, property titles and rights apart from certain exceptions. The exceptions relate mostly to Laiki shares in subsidiary companies out-

The absorption of Laiki’s balance sheet into BoC’s books took place late on Monday side Cyprus, Laiki assets and rights in the United Kingdom and Greece, and provisions relating to the offsetting of loans owed towards Laiki with deposits held therein. In return BoC will take on some of Laiki’s obligations, including the €9bn of Emergency Liquidity Assistance debt that Laiki has accumulated, as well as Laiki’s insured deposits (i.e. deposits of less than €100,000). The BoC, itself currently under administration by the Central Bank, is headed by an interim board of directors. The bank is also struggling with capital restrictions, put in place to avert a feared bank run. A Central Bank spokeswoman said yesterday that a further and substantial easing

of restrictions should be expected on Friday. Under an agreement between Cyprus and international lenders (the Memorandum of Understanding of April 2013), 37.5 per cent of uninsured deposits in BoC will be converted into class A shares with full voting and dividend rights, providing the largest part of the capital needs with additional equity contributions from the legacy (old) entity of Laiki. The remaining uninsured deposits of BoC will be temporarily frozen. Should the 37.5 per cent conversion turn out not to be enough in order to secure the 9 per cent capital adequacy that BoC requires, then up to a further 22.5 per cent of uninsured BoC deposits may be

converted into Class A shares. In other words, 60 per cent of the uninsured part of BoC deposits is susceptible to a ‘haircut’ or conversion into equity. The remaining 40 per cent of uninsured BoC deposits is for the time being not subject to such conversion but 30 per cent of it remains frozen. To ensure that BoC’s 9 per cent capitalisation targets are met, a more detailed and updated independent valuation of the assets of BoC and Laiki must be completed by the end of June. The valuation’s terms of reference will be agreed in consultation with the European Commission, the European Central Bank and the International Monetary Fund - the troika of international creditors.

According to the MoU, “Following that valuation, and if required, an additional conversion of uninsured deposits into class A shares will be undertaken to ensure that the core tier one target of 9 per cent under stress by end-program can be met.” Sources tell the Mail that, following the valuation which should be completed by end of June, it would take about an extra 90 days to sort out the final balance sheet for BoC. That would determine the final ‘haircut’ on BoC uninsured depositors - essentially the new shareholders - and thus pave the way for a shareholders AGM to elect the new bank board. The same sources said the Attorney-general’s office has

furnished the Central Bank with a legal opinion, which recommends that BoC’s status of administration should end only once the haircut amount has been finalised. This is now the policy of the banking regulator, the sources added. Determining the new shareholder base is a key stage toward returning the island’s largest lender to normalcy. But the size of the ‘haircut’ will depend also on the success or failure of a string of lawsuits filed by depositors against the decision to seize their cash. The government is anxious that BoC return to normal business as fast as possible, arguing that this would end the period of uncertainty and inject some confidence back into the liquidity-starved market. But commentators have highlighted another factor: a power play between the government and the Central Bank. A law passed in March has given the banking regulator sweeping powers over commercial banks. Still, government spokesman Christos Stylianides yesterday sounded an upbeat note on BoC’s prospects: “The efforts for the survival and rescue of the Bank of Cyprus are on a solid path. The crisis is not over... but positive signs are emerging indicating that we are in a better position than a month ago,” Stylianides said. Another important step is the appointment of a new CEO, who needs the blessing of the Central Bank. Central Bank Panicos Demetriades yesterday met with an undisclosed number of candidates for the job. Among them, according to media reports, was the leading contender, 58year-old Michalis Kolakides, currently deputy CEO of Eurobank EFG.

Georgiades: we’re slowly losing our pariah status By Stefanos Evripidou CYPRUS IS slowly losing its pariah status among EU partners though the country still has a way to go before proving its reliability, said Finance Minister Harris Georgiades yesterday. Speaking from Brussels where he attended the Eurogroup meeting on Monday night, Georgiades said: “We’re doing well, the climate has changed.” The Eurogroup had welcomed the disbursement of the first €3 billion of the EU bailout for Cyprus, €2 billion of which has already arrived in state coffers, while another €1 billion will be despatched at the end of June. Eurogroup President Jeroen Dijsselbloem noted that Cyprus had implemented all prior commitments as set out in the memorandum of understanding with the troika, triggering

the release of the first bailout disbursement. The Dutch finance minister also acknowledged that Cyprus’ anti-money laundering legal infrastructure was in place, though more work was needed on its implementation, particularly with regard to banks’ due diligence of real beneficiaries and the need to make information at the Registrar of Companies more accessible. The Eurogroup’s conclusions came after it was briefed by the troika on the results of an anti-money laundering audit undertaken by the Council of Europe’s Moneyval and private firm Deloitte. Georgiades yesterday said the climate in the Eurogroup has changed in favour of Cyprus, though there was still room for further improvement, since some of Cyprus’ partners maintain their reservations with regard to Cyprus’ ability to manage the current situation in a better way. “We need on our part to do plenty to prove

in practice that we are ready,” he said. The minister argued that the findings of the independent assessments of compliance with anti-money laundering (AML) regulations in Cyprus do not justify a stricter approach by Cyprus’ EU partners. However, recommendations to rectify any deficiencies will be integrated in an AML action plan to be agreed between the troika and Cypriot government during the first review of the bailout programme. “We have to clear our reputation as a state,” he said. “Money laundering is a global problem. The political climate has changed emphatically for the better, and this is not only related to efforts of the new government, but with the recorded declaration of Cypriot society to proceed with decisive steps, and correct existing problems that were allowed to be created,” he added. The ministerial committee set up to monitor

implementation of the bailout programme will meet this afternoon Some have questioned why EU paymaster Germany made a huge stink about Cyprus’ socalled failure to tackle money laundering in the run-up to the March decision, with German lawmakers and media voicing opposition to using taxpayers’ money to save allegedly ‘dirty’ Russian accounts. The intense criticism has since died down, with the Eurogroup clearly taking a softer approach to Cyprus. Some argue this is because the Monevyal/Deloitte audit proved Cyprus is not the ‘bad boy’ of Europe in terms of money laundering. Others have commented that the Eurogroup could hardly highlight Cyprus’ deficiencies and then approve the first tranche of the €10 billion bailout without setting stringent conditions first, particularly ahead of German elections this September.

‘Where’s the logic in hiring executives for €1.3m? AG and By Elias Hazou CYPRUS Airways unions are questioning the logic behind reported intentions by the airline to hire three executives of Lufthansa Consulting for a combined fee of €1.3m. The three have been approached by the board of CY to supervise the restructuring of the ailing airline until the end of the year. It’s understood the Lufthansa execs were on the island for talks with the CY board last week. Reports yesterday said the three have been offered a whopping €1.3m between them for the remainder of the year - a figure, which if accurate, does not sit well with CY trade unions who are facing pay cuts of up to 25 per cent as part of the airline’s restructuring and downsizing. Unconfirmed reports said also the Lufthansa ex-

ecs would be acting as consultants but at the same time would be given executive powers. The airline could not be reached for comment yesterday. But Andreas Pierides, head of the airline’s largest union CYNIKA, said that if the reports were true they raised a series of questions. “First, who are these people, and are they familiar with the Cypriot market?” he said. “Second, why is the government and/or the company hiring people from Lufthansa? Would it not make more sense to hire consultants from Air FranceKLM, the same people who drafted the restructuring plan and know it inside out?” Moreover, Pierides asked, “given that these people are outsiders, how will they be held accountable for any mistakes or omissions? “And how is the company going to come up with the €1.3m to pay these foreign consultants? Not to mention that this amount is insulting to the airline employees who are facing 20 to 25 per cent cuts in

salary.” The trade unionist also questioned the wisdom of hiring consultants now, at the start of the summer season, since all the deals and routes for the summer are already in place. “If it was at the start of the winter season, then fine. But now, what will they be doing to earn €1.3m? Work on their tans?” In a loaded comment, Pierides pointed out also that Lufthansa and Aegean Airlines - a competitor of CY - are partners in Star Alliance, the largest global airline alliance that has code-sharing agreements in place, among others. The proposal to restructure the national carrier includes offering a redundancy package for 490 members of staff, from the 560 earmarked in the original restructuring plan for the airline, providing 50 per cent of the redundancy compensation initially demanded by the unions. The commission further doubted the credibility of the CY’s restructuring plan, and questioned the intention to grant compensation to redundant personnel over and above what they were entitled. In the same month, the airline revealed that it had more than doubled its losses in 2012 to €55.8 million, making the search for a further €20m now even more challenging. Another violation being investigated is the fact that CY already received aid in 2007, though EU state aid rules specify that companies in difficulty can receive rescue and restructuring aid only once over a ten-year period. The government, a majority shareholder in the airline, has since hired the services of Brussels-based lawyers to counter the charges. In a clear dig at the board’s decision to resign and the reasons given, Emilianidou yesterday said: “The board was present throughout (last month’s) negotiation.” Asked to comment on the shaky future of the air-

THE ATTORNEY-General and the Central Bank Governor are expected to appear before Parliament’s ethics committee next week to discuss how the country’s banking system came close to collapse. Head of the ethics committee Demetris Syllouris said he would encourage members of the committee to submit written questions to avoid repetitions. The MPs want to look into how, as part of a bailout, the country’s second biggest bank has been forced to wind-down with the biggest, Bank of Cyprus, undergoing radical restructuring. Syllouris previously said the committee would look at whether the Central Bank Governor Panicos Demetriades supplied sufficient and/or accurate information to parliament. The ethics committee’s report cannot be binding, since parliament’s job is to pass laws. A committee of inquiry is currently looking into the civil, political or criminal responsibilities. Syllouris said yesterday that he had been called to testify at the inquiry. He said yesterday he had asked Demetriades not to show up yesterday as originally planned, because some MPs would be absent from the hearings. Irni Charalambidou, MP for former ruling party AKEL, said Syllouris was accommodating ruling DISY leader Averof Neophytou “unilaterally and without prior communication” even though Neophytou was not a member of the ethics committee. The committee also discussed the possibility of taxing those people who managed to withdraw their money from financial institutions on the island prior to the Eurogroup meeting on March 15. Justice minister orders an investigation into incident By Peter Stevenson ATTORNEY-general Petros Clerides has appointed a three-person committee to investigate the events which led to a plainclothes police officer shooting and severely injuring an alleged robber at a bakery in Lakatamia on Monday. Police handed over evidence along with CCTV footage from the incident to the committee yesterday. The officer who shot and injured the 34-year-old alleged knife-wielding robber on Monday was performing his duty as a policeman and had no other option but to fire, according to police association head Andreas Symeou. According to police the officer had initially asked the suspect to surrender and hand over the knife but he allegedly refused, and the officer was forced to shoot him in the foot as a warning. Despite the policeman’s repeated demands that the suspect drop his knife, he refused to do so, resulting in the officer having to shoot him again, once in the chest and once in the head. The suspect is in critical condition at the Nicosia General Hospital. “I fully support the officer, not only because he is a member of the force but because he did his job as he was supposed to and prevented irreparable harm,” he said. Symeou added that according to confirmed reports, the policeman could not have acted differently as the assailant was armed with a knife and was prepared to use it on him, a customer, or employee of the bakery. He expressed the certainty that the investigation ordered by Justice Minister,

Ionas Nicolaou, would find the officer innocent of any wrongdoing. The association would demand his promotion, Symeou said, adding that the officer’s actions would send a message to criminals. The 34-year-old alleged robber was named as Panicos Argyrou from Akaki. Police suspect him of a series of robberies – as many as 25 - carried out on bakeries in the Nicosia district over the last two months. The use of guns by police is the last and most painful form of state interventionism in constitutionally protected human rights, according to Ombudswoman, Eliza Savvidou’s office. “In cases where the use of guns is unavoidable it should be taken as a last resort and as an exceptional measure, to be exercised sparingly, as part of official duties and in accordance with the principles of legality, necessity and proportionality,” the statement said. Savvidou added that in order to ensure police used their weapons correctly they should be required to follow certain training that would create a culture of respect for citizens’ rights and to enhance transparency and accountability. The Friends of the Police association expressed their deepest sympathies towards the injured 34-year-old and hoped he would make a full recovery. In a statement the association also gave its full support towards the officer who was carrying out his duty and service for the benefit of society. “We applaud the immediate appointment of an independent investigative committee and call on the public to trust and help the police,” the statement concluded.

This attempt to raise awareness and prevention falls within hypertension week, which runs through May 13 until May 19. An individual suffers from hypertension when their blood pressure is abnormally high. It increases the dangers for strokes, heart failure, sudden death, kidney damage and peripheral arterial disease. One out of three Cypriots who are suffering from hypertension do not know it. One out of two adults of 60 years old and above has hypertension. Some 28 per cent of men and 21.6 per cent of women have hypertension in Cyprus while 23.7 per cent of Greek-Cypriots and 28.5 per cent of Turkish-Cypriots suffer from the condition according to statistics released by the society. Hypertension can be avoided by decreasing daily salt intake, drinking less alcohol, being at the right weight for your height, eating healthily by including vegetables and fruit in your diet, and exercising, which could be walking at a fast pace or cycling for at least 30 minutes per day. Measuring your blood pressure regularly can also be a precautionary measure. NEARLY ten per cent of children in primary schools and five per cent in secondary schools in Cyprus suffer from asthma, it was revealed yesterday. The data was cited during a news conference yesterday by the Cyprus Respiratory Society and the Pediatric Society, which are organising events, for the second consecutive year, between May 19 and May 23 to mark asthma week under the slogan ‘As long as I am breathing, I hope’. During the week, a number of events will take place to educate people about asthma and to promote treatments. “Our message, as far as children are concerned is that they should not restrain from physical exercise as long as their asthma is being treated. Parents should accept that their child has asthma and teachers should also be told,” Michael Iasonidis, president of the Pediatric society said. “According to a survey, we found that eight to nine per cent of children in primary schools in Cyprus and five per cent of children in high school have asthma. If a parent or both parents suffer from asthma then their child is more prone to the illness. People who live close to factories or motorways are more likely to develop the illness,” Iasonidis added. Pulmonologist and professor, Dr Petros Bakakos from the University of Athens will be giving a speech on the challenges in the diagnosis and treatment of asthma at Alasia hotel in Limassol at 8.30 pm tonight. Spirometry services to measure breathing will be offered to the public on May 17 from 3pm until 6pm at the Mall of Engomi in Nicosia, My Mall in Limassol and Ermou Square in Larnaca. The Minister has asked the chief of police to give him a detailed report of all the police stations on the island, where they are in relation to each other and how many officers work in those stations. “By closing certain police stations the force will become more productive and efficient,” Nicolaou said. He expressed the need to modernise the force as it has operated under a model designed in 1960.

Search and rescue drill with Noble Energy near EEZ A SEARCH and rescue exercise involving the supposed collision of a chemical tanker into the ENSCO 5006 drilling rig, near Cyprus’ Exclusive Economic Zone (EEZ), was successfully carried out yesterday. The exercise was a joint effort between the defence ministry and Noble Energy, who have drilling rights within the EEZ, to establish whether the island’s search and rescue services were prepared to deal with any possible accidents involving oil or drilling rigs. “We have rights within our EEZ as we have obligations regarding international law,” Defence Minister, Fotis Fotiou said yesterday. “These obligations involve securing the safety of the area and dealing

with any incidents which may occur,” he added. Due to Noble beginning its exploratory drilling very soon, Fotiou felt that the nature of the exercise was of the utmost importance as it would enable the government to coordinate its search and rescue resources. The minister stressed the importance of such an exercise as it would involve the collaboration of most ministries and the relevant services. The exercise was coordinated by the Centre of Search & Rescue in Larnaca and involved a Chemical Tanker with a 15 man crew crashing into the ENSCO 5006 drilling rig. Due to the collision, six members of the crew were injured after machinery fell from the rig as well as

a chemical leak into the sea. A fire also broke out which was dangerously close to spreading to the rig. At the end of the exercise, the hypothetical tanker sank which caused substantial sea pollution. Exploratory drilling conducted by Noble Energy in Block 12 of Cyprus’ EEZ has revealed a gross natural gas reserve from three to nine trillion cubic feet (tcf) with a 60 per cent probability of geologic success. Noble is expected to extract and transfer Cyprus natural gas by late 2018. Contracts were signed with the ENI/KOGAS consortium in blocks two, three and nine within Cyprus’ EEZ and Total for blocks ten and eleven during the second licensing round of negotiations.

Cyprus out of Eurovision CYPRUS took part in the first semi-final of the 58th Eurovision song contest last night in Malmo in Sweden but failed to progres to the final. Konikkos said that technicians had placed extra sand in places, on top of the usual coverage. “They put about one metre extra coverage,” he said, “to allow for normal tides to wash sand off the beach. This has now been washed back up onto the beach.” Often described as the ‘jewel’ of Peyia municipality, Coral Bay is a popular destination with both tourists and locals, who flock to the area to enjoy the blueflagged sandy beach and sparkling waters. But last year’s summer

season was nearly a washout with the beach only seeing sand replacement being completed by the end of July. Almost all of the sand had gone from the beach during particularly bad storms. The damage to the beach was so severe that the once naturally sandy stretch was left mostly rock. But the coming summer season looks promising, according to Konnikos. “The winter weather wasn’t as bad as previous years and the beach is ready for people to visit,” he said.

“The municipality has decided to operate the 500 or so beds and the umbrellas as well this year, and municipality employees are already working at the beach.” According to Konikkos, the beds and umbrellas are usually contracted out to a local business but due to economic problems being faced by Peyia municipality, as well as a “number of other issues”, it was decided to keep the sunbeds under their control this season. “The municipality urgently needs money on a daily basis,” he said.

Bahraini blogger, human rights activist escapes to Britain By Gwladys Fouche A BAHRAINI blogger and human rights activist said he had been granted asylum in Britain after being in hiding for two years. A leading voice among protesters during anti-government demonstrations in 2011, Ali Abdulemam hid to escape a government crackdown and was smuggled out by fishermen.

A military court tried and sentenced him in absentia to 15 years in prison. “I have not seen my daughters since they were six-months-old. It is hard to know that your daughters know you only from a picture,” said Abdulemam, a 35-year-old former engineer with Gulf Air and author of the pro-democracy Bahrain Online blog. “I feel pain because I am not in my homeland. I did not choose this. I did

not want this,” he said. Sources close to Abdulemam said he was smuggled to Saudi Arabia inside a car with a secret compartment. From there, he travelled to Kuwait, where fishermen smuggled him into Iraq, from where he flew to London. Abdulemam, making his first public appearance since disappearing from view two years ago, said he had been granted asylum in Britain. Britain’s

Home Office said it did not comment on individual asylum applications. A Bahraini government statement released to CNN on Monday said Abdulemam had not been tried in court “for exercising his right to express his opinions”. “Rather he was tried for inciting and encouraging continuous violent attacks against police officers,” the statement said, adding that his website had been used “to incite hatred,

including the spreading of false and inflammatory rumours”. Abdulemam denies the government’s charges, and says he is campaigning for democracy and civil rights. Abdulemam declined to discuss how he got out of Bahrain to protect those who helped him. His wife, eight-year-old son and three-yearold twin daughters also still live in Bahrain.

STUART Hazell was jailed for life with a minimum term of 38 years yesterday after finally admitting the murder of schoolgirl Tia Sharp. The 37-year-old changed his plea on the fifth day of his trial at the Old Bailey on Monday, having forced 12-year-old Tia’s family to sit through days of shocking and graphic evidence, including a sickening picture of her taken after she died. He had claimed that Tia was killed in an accident when she fell down the stairs, but prosecutors said that the window cleaner sexually assaulted her before murdering her and hiding her body in the loft of the home that he shared with her grandmother Christine Bicknell. There were sobs and a shout of ‘beast’ from the public gallery as Hazell was sentenced. Hazell, a convicted drug dealer, had lived with Bicknell in New Addington, south London, for more than five years before Tia died. The window cleaner, who had previously briefly dated Tia’s mother Natalie Sharp, developed a twisted sexual attraction for the schoolgirl, secretly filming her while she was asleep.

BRITISH prosecutors have charged a reporter on Rupert Murdoch’s Sun newspaper over alleged payments of more than £17,000 ($26,000) to officials for details of confidential government spending plans. The charges are part of a wide-ranging police investigation begun two years ago into claims journalists from Murdoch’s now-defunct News of the World newspaper had hacked into mobile phone voicemail messages. That inquiry has led to dozens of arrests of current and former staff at News International, the British newspaper

arm of Murdoch’s News Corp, and has been widened to examine claims of illegal payments to public officials. The scandal forced the closure of the News of the World and has called into question the judgment of British Prime Minister David Cameron, who was friends with several of Murdoch’s senior executives. Sun reporter Clodagh Hartley allegedly paid for information between 2008 and 2011 about then-unannounced government decisions related to the 2010 Budget and to deficit reduction plans, the Crown Prosecution Service said yesterday.

Europe Prosecutors reject Costa Concordia captain’s plea bargain on manslaughter charge PROSECUTORS rejected a plea bargain offer by the captain of the cruise ship Costa Concordia, which capsized off Italy’s west coast last year with the loss of 32 lives, lawyers said yesterday. Captain Francesco Schettino is accused of manslaughter, causing a shipwreck and abandoning ship. He has admitted making mistakes but says he should not be the only one blamed for the disaster. State prosecutors accepted plea bargains for five other officials, including four ship’s officers and the crisis coordinator of the vessel’s owners, Costa Cruises. The prosecutors said they had rejected Schettino’s offer to serve three years and four months in prison as he bore most responsibility for the disaster. The other officers had played a “marginal” role, they said. The giant Costa Concordia went down just outside the Tuscan port of Giglio in January last year after it struck rocks off the coast of the picturesque holiday island during a manoeuvre which brought the doomed vessel close to the shore.

CHAOTIC The accident triggered a chaotic night-time evacuation of more than 4,000 passengers and crew from the 290-metre-long ship, which is still lying on its side on a rock shelf just outside the port. A recording of a coastguard ordering Schettino to “get back aboard, damn it!” in a furious telephone call to the captain spawned a popular catchphrase that was printed on t-shirts in Italy. “It must be reiterated that the accused Schettino almost exclusively carries the weight for the striking chain of errors committed,” the Grosetto state prosecutor’s office said in a statement. Schettino’s lawyer Francesco Pepe told reporters that they had always intended to fight the case at trial and had only entered the plea bargain because the five other defendants had done so, leaving the captain isolated as potentially the sole defendant on trial. “We think now we will go to trial. We want the details of what really happened to come to light,” Pepe told reporters. The presiding judge is expected to rule on whether or not to approve the plea bargains for the other five by the end of the week. “I can only tell you that anyone who has been in a position of authority would feel very, very depressed, exactly as he feels,” Pepe said.

The Vatican’s ‘culture minister’, Cardinal Gianfranco Ravasi, wants to change that perception and so for the first time the Holy See will have its own pavilion this year at the 55th edition of the Venice Biennale, a sacred cow of modern art, opening on June 1. But don’t expect anything that looks remotely religious or liturgical at the world-class exhibition, which started in 1895 and takes place every two years in the gardens and in a converted industrial area on the Venice lagoon. “We are not sending any altar pieces,” joked Ravasi, whose formal title is president of the Pontifical Council for Culture. Instead, Ravasi’s department and the Vatican Museums have awarded three contemporary art commissions, handing them out with a theme and permission to let the artists’ imaginations run free - with no strings, moral or otherwise, attached. “They were not given specific themes such as Mary or Jesus but asked to reflect on

the first 11 chapters of Genesis because they are essentially a portrait of humanity,” Ravasi said. Genesis recounts the creation of man and woman, the fall from grace and expulsion from Eden, the killing by Cain of his brother Abel, the Great Flood and the chance for humanity to start anew when the waters receded and the rainbow appeared. The three commissions were given to Italy’s Studio Azzurro cooperative, Australian-born American painter Lawrence Carroll and famed Czech photographer Josef Koudelka, each produced works on the themes of “creation”, “uncreation” and “re-creation”. “These are sentiments that can be shared not only by believers, Roman Catholics, but by members of other faiths and non-believers,” said Antonio Paolucci, director of the Vatican Museums. “There is no person who in his or her lifetime has not experienced high times, times of falling, depression, defeat, and times of having to get back up and start hoping again,” he said. “These three elements are universal.” The works have no outwardly religious content. The man, identified by Human Rights Watch as Abu Sakkar, a well-known insurgent from the city of Homs, is seen carving into the soldier’s body and cutting out the heart and liver. He then says: “I swear to God we will eat your hearts out, you soldiers of Bashar. You dogs. God is greater... we will take out their hearts to eat them.” He then appears to put the heart in his mouth and takes a bite.

Peter Bouckaert of Human Rights Watch said: “The mutilation of the bodies of enemies is a war crime. But the even more serious issue is the very rapid descent into sectarian rhetoric and violence.” Human Rights Watch said Sakkar is the leader of a group called the Independent Omar al-Farouq Brigade. ‘DEATH TOLL IN SYRIA LIKELY AS HIGH AS 120,000’ AT LEAST 94,000 people have been killed during Syria’s two-year conflict, but the death toll is likely to be as high as 120,000, the Syrian Observatory for Human Rights said yesterday. The group said that at least 41,000 of those confirmed killed were Alawites, the sect of President Bashar al-Assad. Rami Abdulrahman, the head of the Observatory, said that the Alawite death figures were confirmed by eight different Alawite

sources in coastal cities and in Homs. Syria’s conflict started as peaceful protests against the four-decade rule of the Assad family but turned into civil war, pitting the Sunni majority against minorities, in particular the Alawites, an offshoot of Shi’ite Islam. “We believe the real figure of those killed from both sides is above 120,000 because both sides are being discreet on their casualties,” Abdulrahman said.

Unpaid leave for Defence Department civilians U.S. Defence Secretary Chuck Hagel was set to announce yesterday that most of the Defense Department’s 800,000 civilian employees will be placed on unpaid leave for 11 days, as the military scrambles to comply with budget cutting targets by the end of September. The furlough is shorter than the earlier estimates of 14 days issued in March and 22 days in February, but is still going to be deeply unpopular with the Pentagon workforce. Officials have cautioned it could discourage civilians from joining the department, sending them instead to work in the private sector.

“He made this decision after carefully studying all of the options,” said one US defence official, adding that Hagel was not happy about the move but that it was necessary to comply with a belttightening law. A second US defence official, also speaking on condition of anonymity, said more than 600,000 employees would go on unpaid leave but could not say precisely how many. They would not start their leave for several weeks, the official added. Defence spending has taken the single biggest hit from automatic spending cuts, known in Washington-speak as

the “sequester,” with a $46 billion reduction through the September 30 end of the current fiscal year. The cuts - which will deepen in the coming years unless Congress acts to reverse them - were included in a 2011 law aimed at reducing the federal government’s yawning deficits and controlling the national debt. But top brass have warned Congress that the cuts will erode military readiness to respond in the future to global tensions, including over the civil war in Syria and Iran’s nuclear advances, and as the United States winds down the 11-year-old war in Afghanistan.

ACTOR Leonardo DiCaprio and Christie’s auction house raised $38.8 million through a charity art auction and donations, Christie’s said yesterday, with proceeds to benefit environmental and conservation causes. The 33 works in The 11th Hour Auction organised by the star of the new film The Great Gatsby sold for $31.74 million on Monday evening and set 13 records for artists including Carol Bove, Joe Bradley, Mark Grotjahn, Raymond Pettibon and Mark Ryden among others. A $5 million matching donation for three of the lots and additional gifts from donors brought the overall total to $38.8 million for The Leonardo DiCaprio Foundation, according to Christie’s.

DONATED “All I can say is thank you, thank you, thank you,” DiCaprio told the audience at the end of the auction. Many of the works, which were created for and donated to the auction by the artists, sold in spirited bidding in a packed auction house. Art collectors from around the globe also placed bids by telephone. “Christie’s is thrilled with the exceptional results of the sale, which realised $38.8 million,” said Loic Gouzer, international specialist at Christie’s and the head of the sale. “The works of art were of incredible quality and range, and highlight the generosity of the many artists who donated,” he added. A panel of environmental experts and the Leonardo DiCaprio Foundation will decide which conservation projects will benefit from the proceeds of the sale.

At the opening of the auction, DiCaprio, who has supported environmental issues through his foundation since 1988 and also produced and narrated the 2007 documentary The 11th Hour about the state of the environment, urged the audience to dig deep into their pockets. “Bid as if the fate of the planet depended on us,” he said. And they did. All of the 33 works were sold and many fetched prices that were three or four times their presale estimates. The top lot of the sale was an oil on cardboard mounted on canvas by Mark Grotjahn called Untitled (Standard Lotus No. II, Bird of Paradise, Tiger Mouth Face 44.01), which sold for $6.2 million as two determined bidders pushed up the price. Zeng Fanzhi’s The Tiger, an oil on canvas, fetched nearly double its high estimate with a price of $4.8 million, and Bharti Kher’s sculpture The Skin Speaks a Language Not Its Own went for $1.7 million. Each of the three works had a pre-sale estimate of $1.5 million to $2.5 million. DiCaprio donated Ocean V by Andreas Gursky, which sold for $600,000, and he bought an acrylic on canvas by Takashi Murakami for $700,000. A portrait of DiCaprio painted by Elizabeth Peyton sold for $1 million. Gouzer and DiCaprio had approached the artists and explained what they had hoped to accomplish with the auction, which they have been planning for a year. “We explained that we wanted great works and they were very reactive because of the cause. The artists are very sensitive to the fact that we are destroying our planet,” Gouzer said in an interview ahead of the sale.

Saudi Arabia announces six new cases of SARS-like virus SAUDI Arabia has confirmed six new cases of the SARSlike novel coronavirus in its Eastern Province, state media reported on yesterday and Monday, citing the health ministry. It reported four new cases late on Monday and a further two late yesterday. One of the new cases has been treated and the patient was released from hospital, while the other new cases were still being treated, the Saudi Press Agency reported. On Sunday, Saudi Arabia said it had had a total of 24 confirmed cases since the disease was identified last year, of whom 15 had died. In its latest outbreak in its Eastern Province, it said it had had 15 confirmed cases, of whom nine had died. World Health Organisation officials visiting Saudi Arabia to consult with the authorities on the outbreak said on Sunday it seemed likely the new virus could be passed between humans, but only after prolonged, close contact. The new virus (nCov) can cause coughing, fever and pneumonia. A virus from the same family triggered the outbreak of Severe Acute Respiratory Syndrome (SARS) that swept the world after emerging in Asia and killed 775 people in 2003. French authorities announced on Sunday that a second man had been diagnosed with the disease after sharing a hospital room with France’s only other sufferer, who had recently travelled in the Middle East.

World Iran defends post as chair of UN disarmament conference Diplomat expelled after caught wearing wig, with cash IRAN yesterday defended its election as the rotating chair of the world’s sole multilateral disarmament forum after the United States announced that its ambassador to the UN Conference on Disarmament would boycott any meeting led by Tehran. The UN Conference on Disarmament has been deadlocked for about 15 years. While the chairmanship of the Geneva-based body is largely ceremonial, it is a high-profile position. “The Islamic Republic of Iran is a founding member of the United Nations,” said Alireza Miryousefi, spokesman for Iran’s UN mission. “Its election to the presidency of the Conference on Disarmament, as the most important disarmament negotiating body of the UN, is its right in accordance with the established practice and rules of procedure of this organ,” he said.

INAPPROPRIATE Erin Pelton, spokeswoman for the US mission to the United Nations, said the selection of Iran was “unfortunate and highly inappropriate”. She said countries under UN sanctions for arms proliferation or human rights abuses should be barred from such formal or ceremonial UN posts. Iran is under sanctions by the United Nations, the United States, the European Union and other international bodies for refusing to halt a nuclear enrichment program that Tehran says is peaceful but Western nations and their allies suspect is aimed at giving it the capability to produce atomic weapons. The United States and Europe have also accused Iran of violating a UN embargo on Iranian arms exports in order to supply weapons to Syrian President Bashar al-Assad. They say Tehran is supporting Assad’s efforts to defeat rebels seeking to overthrow him in the country’s twoyear civil war.

A WEARY-looking OJ Simpson, weighed down by shackles and more than four years in prison, shuffled into a Las Vegas courtroom yesterday hoping eventually to walk out a free man. His arrival to ask for a new trial in the armed robbery and kidnapping case that sent him to prison could be heard before he was seen - as a loud rattling of the chains that bound his hands to his waist and restrained his feet. After the 65-year-old Simpson was seated, a guard removed his handcuffs and clicked them onto the chair arms next to him. The once glamorous football star and actor was subdued in his dingy blue prison uniform. Greyer and heavier, he briefly flashed a smile and mouthed a greeting to people he recognised before being stopped by a bailiff. Simpson’s drab appearance contrasted with the fancy clothing he wore during his historic, high-profile 1995 murder trial in Los Angeles in which he was acquitted of slaying his wife and friend. Simpson was later found liable for damages in a civil wrongful death lawsuit and made to pay $33.5 million to Nicole Brown Simpson and Ronald Goldman’s families. Simpson listened intently as his lawyers tried to make the case that he had poor legal representation in the trial involving the gunpoint robbery of two sports memorabilia dealers in 2007 in a Las Vegas hotel room. Of the 22 allegations of conflict-of-interest and ineffective counsel his lawyers raised, Clark County District Judge Linda Marie Bell has agreed to hear 19. Simpson has said his former lawyer, Yale Galanter, had rejected appropriate defence moves and even met Simpson the night before the heist to bless the plan as long as no one trespassed and no force was used. Simpson is expected to testify today and say Galanter advised him that he was within his rights to retrieve family pictures and footballs being sold by memorabilia dealers.

RUSSIA expelled a US diplomat yesterday after saying he had been caught red-handed with disguises, special equipment and wads of cash as he tried to recruit a Russian intelligence agent to work for the CIA. Russia’s Federal Security Service (FSB) said Ryan Fogle, a third secretary at the US Embassy in Moscow, had been detained overnight carrying “special technical equipment”, a disguise, a large sum of money and instructions for recruiting his target. The Foreign Ministry summoned US Ambassador Michael McFaul to discuss the case today and released a statement demanding Fogle leave Russia without delay. “Such provocative actions in the spirit of the Cold War will by no means promote the strengthening of mutual trust,” it said. Russian television showed grainy footage of a man identified as Fogle being arrested, and the state-run Russia Today channel published photographs on its website that it said showed Fogle being detained in a blond wig. In one photograph, a man lay face-down on the ground with his arms being pinned behind his back. Another image showed two wigs, apparently found on him, as well as three pairs of glasses, a torch, a mobile phone and a compass. Also displayed was a wad of €500 notes and a letter addressed to a “Dear friend”. “This is an advance from someone who has been highly impressed by your professionalism, and who would highly value your cooperation in the future,” the letter said. “We are willing to offer you $100,000 and discuss your experience, expertise and cooperation, and payment could be significantly larger, if you are willing to answer concrete questions,” it said, offering $1 million a year for

long-term cooperation plus possible bonuses for useful information. The FSB, a successor to the Soviet KGB, said Fogle worked for the Central Intelligence Agency and that he had been handed over to embassy officials at some point after his detention. The embassy declined comment. McFaul, a former adviser to President Barack Obama, was holding a live question-and-answer session on Twitter as news of the detention was announced, but refused to take questions on the matter. McFaul has frequently been criticised by Russian media for his critical views on Russia and for meeting opponents of President Vladimir Putin. More than two decades after the end of the Cold War, spying - and spy scandals are still far from unusual. The last major spy scandal was in 2010, when 10 Russian agents including Anna Chapman were arrested in the United States and later deported in exchange for four Russians imprisoned on charges of spying for the West. US-Russian relations had thawed markedly under Obama’s first-term “reset” of ties, but have chilled again since Putin, himself a former KGB spy, returned to the presidency a year ago. But both Obama and Putin have signalled they want to patch things up again, and the countries are trying to improve counterterrorism cooperation after the Boston Marathon bombings. FBI chief Robert Mueller visited Moscow for talks last week. Samuel Charap, senior fellow at the International Institute for Strategic Studies, said Moscow’s response would show whether it wanted to continue the recent thaw. “Does the Russian government do what the US did in 2010, and act quickly to defuse the issue, or does it use the incident to escalate tensions? That is the key question now.”

Fitch upgrades Greece by one notch citing fiscal progress RATINGS agency Fitch upgraded its sovereign credit rating for Greece by one notch yesterday, citing progress in cutting its budget deficit and the risk of a eurozone exit receding. After nearly crashing out of the euro last year and coming under attack for stalled reforms, Greece has won praise in recent months from its international lenders for getting back on track and pushing through unpopular austerity measures. “The price has been high in terms of lost output and rising unemployment and the capacity for recovery is still in doubt,” Fitch said. “Nonetheless, sovereign debt relief and an easing of fiscal targets have lifted central bank measures of economic sentiment to a three-year high and the risk of eurozone exit has receded.” The rating outlook is stable, Fitch said in a statement raising its rating to B-minus from CCC. It comes afterStandard & Poor’s also raised Greece’s rating to Bminus with a stable outlook from selective default in December. Moody’s Investors Service has a C rating on the credit. All three are still deep in junk territory.

The National Retail Federation, one of the largest US retail trade associations, was set to speak last

night with other trade associations and its member companies about a possible accord among North American retailers. Three weeks after the collapse of a building housing garment factories, Western brands that rely on Bangladesh to produce clothing cheaply disagree over how best to ensure worker safety. The European agreement requires that the companies conduct independent safety inspections, make their reports on factory conditions public and cover the costs for needed repairs. It

also calls for them to pay annually toward the effort, to stop doing business with any factory that refuses to make safety upgrades and to allow workers and their unions to have a voice in factory safety. The eight companies join two other retailers that signed the contract last year: PVH, which makes clothes under the Calvin Klein, Tommy Hilfiger and Izod labels, and German retailer Tchibo. The agreement has since been expanded to five years from two.

Among the holdouts, Wal-Mart, the second-largest clothing buyer in Bangladesh, said it had nothing to announce. And Gap, which had been close to signing the agreement last year, said that the pact is “within reach,” but the company is concerned about the possible legal liability involved. Labour groups applauded the retailers that agreed to the pact. They say the agreement goes a long way toward improving working conditions in Bangladesh’s garment industry, which long has been known to be dangerous.

Divisions hamper Europe’s plans to tackle failing banks EU ministers divided on whether big depositors should be shielded from losses By Annika Breidthardt and Ingrid Melander THE European Central Bank clashed with Germany yesterday over how quickly the eurozone should complete a system to deal with failing banks. A separate rift also emerged at a European Union finance ministers meeting over whether or when big depositors should suffer losses, as they did in Cyprus’ bailout. ECB board member Joerg Asmussen called for a single scheme across the eurozone to close troubled banks. Such a unified mechanism should be in place by the time the ECB starts overseeing banks next year, he said ahead of the meeting. Those views were in conflict with German Finance Minister Wolfgang Schaeuble, who has said the next step should be the coordination of national schemes to shut down problem banks, rather than a system with shared eurozone risk. “We want a single European resolution regime, together with a single resolution agency and a single resolution fund that is financed by a levy from the banking industry,” Asmussen said, underlining what EU leaders agreed to establish last June. “This should come into place in parallel with the single supervisory mechanism, hopefully by the summer of next year.” The frank remarks reflect a growing sense of alarm in Frankfurt over government foot-dragging in completing the two-legged bank-

A third plank, which would involve a single system for guaranteeing deposits, already looks unlikely to be created and has largely been dropped. Asmussen’s remarks set him sharply at odds with fellow German Schaeuble, who he previously worked for. Schaeuble has said a single agency to restructure or close failed banks can only be established if the EU’s treaty is changed, a lengthy and complex process. Schaeuble’s chief argument is that a firmer legal basis is needed when dividing up the costs of bank failures. But some EU dip-

lomats see that as a tactic to stall discussions until after German elections, set for September, and prevent the issue being used to rally voters against Chancellor Angela Merkel. After more than three years of tackling a debt crisis that has forced five eurozone countries to seek bailouts for their economies or banks, dividing up the bill from bank collapses remains one of the most contentious issues facing Europe. Yesterday, finance ministers discussed an EU proposal for a ‘bail in’, which would establish an order for how losses are distributed when banks are closed, with losses first handed to a bank’s shareholders, then junior bondholders, then senior bondholders and, ultimately, large de-

positors. Asmussen and Michel Barnier, the European commissioner in charge of financial regulation, argued in favour of making big depositors - those with more than €100,000 in accounts the last in line for losses if a bank goes to the wall. “They would only be called on... after other creditors,” Barnier told ministers in a part of the meeting that was broadcast to journalists. Barnier and Asmussen argued that such a provision would not make it more expensive for banks, which rely on deposits to refinance their activities, to raise funding. “First shareholders have to be burned, then all junior bank bondholders, then unsecured senior bank bondholders and uninsured

depositors at the very end,” Asmussen said. “This means we want to establish a clear depositor preference and that also includes, in any case, that deposits below €100,000 will be protected.” But opinion was divided among ministers in the room on this point, as well as over how much flexibility countries should have in exempting their banks’ savers from losses. France’s Finance Minister Pierre Moscovici said he was against a blanket preferential treatment for unsecured depositors but was in favour of a “presumption of exclusion from the bailin” which could be lifted. Others took a different tack, with Spain saying deposits should be protected and Luxembourg taking a similar line.

Ministers’ mind boggling CY decision makes no sense THE BOARD of Cyprus Airways may have made many mistakes during their term but they deserve congratulations for taking a stand over the agreement on redundancy compensations between the government and the unions. All members of the CY board submitted their resignations in protest against the government’s scandalous decision to allocate €20 million of the airline’s money to compensate staff who would take early retirement. The board had made it quite clear that the company did not have the money while the government, which reached this deal, cannot provide the funds as it had been strongly warned by the European Commission against offering any financial support to the airline. So how did the ministers who negotiated with the unions agree to such a deal? Did they not know that the airline was on the brink of bankruptcy and did not have €20 million to pay as compensation? But even if it could raise this amount, would it not be better being used in the effort to save the company from looming closure? It is not even as if the airline’s overpaid and underworked employees have a right to compensation that is 50 per cent higher than the redundancy pay they are entitled to by law. Why is it that workers at state companies believe they are entitled to bigger redundancy pay-offs than private sector workers? Are they a higher class of worker? They certainly did not have a more taxing working life. On the contrary, the CY unions squeezed so much money out of the company in benefits, overtime and salaries for their members that the company is now, technically, bankrupt. These privileged workers are giving one last illustration of their greed and selfishness by trying to squeeze even more money out of the company they had been plundering for decades. Worse still, the government, betraying gross populist irresponsibility, has given its approval to the costly, preferential treatment of CY staff. By what logic does the government expect a bankrupt company to give €20 million it has no legal obligation to pay in additional compensation to staff? Surely it should have taken a position on principle - that state workers should not be treated differently from private sector workers when it came to redundancy pay. Instead we have a bankrupt state committing a bankrupt state company to pay €20 million it does not have to workers who are not entitled to it. Our economy may have collapsed but our politicians have learnt nothing from the experience and remain as irresponsible as they have always been.

Time for a heliocentric Cyprus energy vision Comment Karl Michael Meuller

C

YPRUS’ economic action and direction does not have to be limited to the implementation of the memorandum of understanding (MoU) with the troika. Part of the Cyprus economy has to grow in order to offset the implosion which is predicted for the near future. Is Cyprus really confined to only concentrating on the MoU transposition? Clearly not. Cyprus could indeed do much more than that in order to get out of the present crisis faster, the MoU providing the basis for this, as well as pilot projects of the European Commission. I am a fan of the solar revolution for this country which the Dean of the University of Cyprus, Professor Constantinos Christofides, so convincingly describes in his article in the Cyprus Mail on April 14. I think Cyprus can even pull off this solar miracle without paying for it. But Cyprus is a unique and exceptional case? Ok, so be it. One should not forget that Cyprus has, as the bailout materialised, on several counts been declared a special case: for instance a one-sided banking and financial services based business model. But if Cyprus is declared an exception, it should strive to be a test case, a template, a model, not just a guinea pig – to quote President Anastasiades - in the eurozone laboratory. Now let it be Christmas for Cyprus for a change. Forget a conventional business case for going solar and photovoltaic and an “old-style Energiewende” (= energy turnaround). Cyprus is a shining advertisement for the use of solar power already by being a world champion of the use of solar energy for water-heating, with more sunny days than some African countries. So there is a strong, valid case for a photovoltaic industry in trouble, with factory closures, insolvencies, redundancies, panel gluts, to resuscitate its moribund industry. How? Simply by creating a ‘World Solar Showcase Cyprus’, a brand ‘Green State Cyprus’. And for this, the industry should give a miniscule fraction of its valueless stockpiles of panels and other photovoltaic devices - many millions now mainly creating storage and recycling costs - totally for free, at zero cost. I look out of the window - indeed very sunny. The photovoltaic industry, meanwhile, standing on its last legs, is badly in need of shaping up. For this same reason, these promotional gift panels should be the Mercs, BMWs and Ferraris at the high end of technology and be given away speedily if Cyprus is to be the photovoltaic world example within, say, one or two years. Some people in the industry I have spoken to are enthralled by this idea.

Cyprus is a shining advertisement for the use of solar power Mutual benefits of solar donations I can see Cyprus becoming the solar electricity flagship store, producing 80 to 90 per cent of its energy from the sun. The advantages are manifold. Its example could re-energise the flagging fortunes of DESERTEC and other huge ventures. Apart from import substitution for non-renewable fuels, Cyprus could soon export three times as much of this much cheaper solar energy than it uses itself. It would, instead of reaching unattainable EU goals, become the showcase for delegations from the world over, a place of solar pilgrimage so to speak. It would lower energy prices dramatically and help the fast creation of electric transport infrastructures, research facilities and of new, profitable, energy-intensive industries as spin-offs. Cyprus does not know how much natural gas will be available, and under which political, financial and technical conditions. But the sun is Cyprus’ today - inexhaustibly. It is beckoning, not competing, but contributing towards its fast economic resurrection if Cyprus seizes this opportunity now. Cyprus would reinvent itself almost overnight into a new business model, as the eurozone wants it to. This transformation would strongly reduce unemployment, helping Cyprus to escape the vicious cycle of austerity-induced recession. Aiming to be the number one solar champion, one would

see a still popular government which steered Cyprus cleverly through stormy waters just by providing the right conditions and a partly MoU-required legal framework for this solar economic rebirth. Starting with reforming the electricity provider and having primarily in mind Cypriot consumers who are burdened by comparatively expensive electricity prices. Out of need not greed, Cyprus would advertise its solar exploits, and the brands involved, as much as possible without paying for that either. Comparable to testimonials by stars, it would, while flaunting its history and beaches, very visibly carry and use its ‘solar’ Louis Vuitton bag, Rolex watch, and Nespresso machine before an impressed world audience. And wherever possible it would be on the internet, on TV, on billboard advertisements the world over, near public beaches and resorts, in hotel folders, football and rugby stadiums, and through special guided ‘solar energy tours’ and fairs, both in Cyprus and elsewhere. This could be part of an integral new tourism advertisement drive. Therein lies the deal, mutual interest and beauty of such solar panels, ‘Christmas presents’ for Cyprus. All the actors involved would benefit strongly. Most of all, the photovoltaic industry – at death’s door now - would receive a huge, worldwide boost. Instead of wrecking their industries even more by engaging in ‘panel trade wars’, the EU and China should act in unison

in turning Cyprus into a solar miracle and an advertisement for their ailing companies. The ‘special case’ argument used against Cyprus must, after the tough bail-out deal for the country, also work in its favour. This means, if need be, exemptions of Cyprus and its ‘solar gifts’ from EU competition, internal market and cartel rules – as a one-off, or a template. It would be private sector gifts, not taxpayer’s money. And it would in any case not be of systemic importance for the EU as a whole. One could call it experimental if one still likes experiments. It is in the interest of Cyprus, of the eurozone and the world to speed up its recovery without another debilitating bailout for this tiny member state. Does it hurt more to continue to be and be seen as ‘a reluctant paymaster, in a rather last-moment, incoherent, and improvised approach, or to allow - or let the European Commission allow - tiny one-off exceptions from sticking to the rules of EU competition and internal market acquis? That is the question for the prosperous and virtuous among the eurozone to ponder. After all, as can be seen repeatedly of late, every member state tries to salvage or to get little exceptions and exemptions within the EU here and there from time to time, even if they are not up to their neck in it, like Cyprus. Moreover, we should try not to let the perception gain ground that some EU member states are more equal than others. Ok, if the hardware comes for free, who, with respect to the panels, is paying for the modest cost of the construction work? The government of Cyprus? Not likely. Steroids made Rod less of a manly man ROD Stewart was “addicted to steroids” even though they made his penis shrink. The “I Don't Want to Talk About It” hitmaker has admitted he became reliant on the drug to help soothe his vocal cords ahead of gigs, but the habit had a number of nasty side-effects, including reducing the size of his manhood. In an interview with Mojo magazine, he said: “I let myself down on tours in the late '80s when I was addicted to steroids. In those days we didn't have in-ear monitors and the band kept getting louder and drunker, and I kept blowing my voice out. The steroids will take down the swelling in any membrane - including your knob - and it's what you do when you're in a bit of a pinch and need to do a show and you can't sing.” Despite the benefit to his voice, the 68-year-old rocker says the drugs made him “bloated” and had more serious repercussions when he suffered from internal bleeding. He explained: “Steroids make you fat and bloated, you can't sleep and you get really irritable. It's one of the most horrible drugs in the world. One night, on stage in Sheffield, I thought I was in the kitchen with my mum because the steroids had eaten a hole in my stomach. I was bleeding internally and hallucinating. What the audience must have thought!” Rod - who has overcome thyroid cancer - still uses steroids around “once a year” to help him through a particularly challenging performance, however, he feels the after-effects for days. He added: “I will still use them around once a year if I'm really struggling. It gets you through the show, but you pay for it. You can't sing for a week.”

ROBBIE Williams stunned the audience at the Sony Radio Awards on Monday when he made a joke about Operation Yewtree, launched in the wake of the Jimmy Savile scandal. The Take That singer, 39, made the quip to a room full of celebrities and radio industry insiders at the Grosvenor House hotel in central London. Speaking before he played a short set at the start of this year’s awards, Williams said he had not recognised anyone's names other than his own as he looked at the table plan for the event. He then added, to shocked laughter: “Looking from up here, it looks like the stars of Operation Yewtree 2014. Too soon? Too soon.” He also made digs at Nick Grimshaw, seated in the crowd, after Radio 1 refused to play his last hit, “Candy”. He joked that when he performed at the Brits, industry bigwigs had told him: “Radio 1 don’t play you any more – you’re fat

and old. “Ain’t that right, Nick? “You b******.” He added: “I’ve been allowed back on Radio 1 with Dizzee Rascal, so thanks for that. “Not that it keeps me awake at nights thinking about it.” He also said there were tickets left for his forthcoming tour, adding: “That didn't used to happen.” The event’s host, Chris Evans, brought on his four-year-old son, Noah, to introduce Robbie. Jolie, writing in the New York Times, said her mother’s death from cancer at 56 and the discovery that she carried the BRCA1 gene mutation led to her decision out of fears she might not be around for her six children. “We often speak of 'Mommy’s mommy’, and I find myself trying to explain the illness that took her away from us. “They have asked if the same could happen to me,” wrote Jolie, 37, in the editorial My Medical Choice. “I have always told them not to worry, but the truth is I carry a 'faulty' gene,” she added. Her doctor estimated that she had an 87 per cent risk of breast cancer and a 50 per

Education Grammar tests for UK primary pupils

Extremists splitting up students at events By Dominic Harris PREACHING by extremists and discrimination through segregation at student events has become a widespread trend at many UK universities, a student equality group claims. Radical preachers spoke at nearly 200 events at universities including Cardiff and University College London (UCL) over the last year. Research found that segregated seating for men and women was promoted or implied at more than a quarter of the events, at 21 separate institutions, despite university rules forbidding it. Student Rights, which was set up to tackle extremism on campuses and carried out the research, said universities were failing to provide students with work and study environments that are free from discrimination and harassment. In its study of events promoted to students by unionaffiliated societies between March 2012 and March 2013, Student Rights found 180 that featured “speakers with a history of extreme or intolerant views”. Of these, 46 (25.5 per cent) explicitly promoted segregation by gender, or implied that it would be the case through promotional material or by providing separate contact details for men and women. Six of the events were subsequently cancelled. Among the events highlighted was a gender-segregated event at UCL on March 9, Student Rights said. A lecture, Islam vs Atheism, was organised by the Islamic Education and Research Academy (IERA), and pitted writer Hamza Tzortzis against Prof Laurence Krauss in a debate. A policy of segregation was suggested by the IERA in a statement before the event, which said: “As for seating, it is according to when the ticket was booked and gender.” Students raised the issue with UCL, which gave assurances that segregation would not be allowed. But the sexual segregation policy was enforced at the event, with separate entrances for men and women - although couples were allowed to enter together - and segregated seating.

Lack of investment threatens rankings UK universities score high in research and graduates By Alison Kershaw THE UK has one of the top university systems in the world, according to new research. It reveals that the UK is in 10th place overall in new rankings of the world’s best higher education systems. But the second annual Universitas 21 tables also reveal that while the UK scores highly in terms of its research and the graduates it produces, the nation is falling behind when it comes to investment. Researchers at the Melbourne Institute of Applied Economic and Social Research at the University of Melbourne ranked the university systems of 50 countries based on four areas - the investment by government and the private sector, “output”, which includes research performance as well as producing an educating workforce that meets the job market needs, international networks and collaborations, and the “environment”, which includes government policy and regulation, diversity and participation. The findings show that the UK is sec-

ond for “output”, behind the United States. But it came 22 places lower, in 24th spot for investment. This is the highest gap for any of the countries examined, the research found. It also reveals that the UK came 13th in terms of “environment” and seventh for international networks and collaboration. The rankings show that the United States and the UK were placed first and second respectively on the quality of their best three universities, while Switzerland and Sweden were top in terms of world class institutions per head of population. Lead author Professor Ross Williams said: “The Universitas 21 rankings provide a benchmark that a country can use to evaluate the performance of its higher education system against the world’s best and against other countries in their region or at similar levels of economic development. “The message from the 2013 rankings is that in a competitive global world if a nation does not continually improve its system of higher education its relative performance will decline. In the medium term this is likely to show up in

reduced economic competitiveness.” Sally Hunt, general secretary of the University and College Union (UCU) said: “Pound for pound, UK universities provide the best value in the world, but this report shows that as we continue to spend less on higher education, the rest of the world is investing more. “To compete with, let alone really challenge, America and the emerging economies that are increasing spending on education, the government needs to invest more, which is the best way to achieve sustainable growth.” The tables come the day after separate university rankings found that Oxford and Cambridge are the top universities in the world for seven disciplines Oxford - the UK’s best performing institution in the latest QS World University Rankings by subject - took first place for four subjects; philosophy, modern languages, geography and English language and literature, while Cambridge was ranked first in the world for three - maths, linguistics and history. The rankings also put Imperial College London first for civil engineering.

HUNDREDS of thousands of British primary school pupils will be assessed on their spelling, punctuation and grammar this week in a new test brought in amid government concerns about literacy standards. Eleven-year-olds in England will sit a 45-minute paper on grammar followed by a 15minute spelling test on 20 commonly misspelt words including “separate”, “preferred” and “necessary”. The spelling, punctuation and grammar (SPaG) test has been introduced for the first time this year, and is part of the annual Sats tests taken by pupils in England at the end of primary school. Ministers insisted the new test will help to raise standards for thousands of children. But it has sparked some controversy, with the National Association of Head Teachers (NAHT) suggesting it is a “waste of time”. As well as checking pupils’ spelling, the test will assess punctuation, including use of colons and apostrophes, and grammar use, including subordinate clauses. Alongside the SPaG tests, which checks the technical side of English, pupils will also complete a separate writing composition marked by teachers. A sample SPaG test conducted last year suggested that around 125,000 11-yearolds would fall below the level expected for the age group. Education Minister Liz Truss said: “Many children struggle with the basics of the English language at primary school, then don’t catch up at secondary school.” NAHT general secretary Russell Hobby said: “This test is a distraction and a waste of time. The experts are clear: grammatical skills are best assessed through writing composition, and we already have a perfectly good assessment of that. The current test will show whether pupils know the names of words, not whether they can use them well.”

IRKENSTOCK sandals with white socks! Only Terence Stamp could get away with it. The tugboat captain’s son was the youngest, most stylish and, yes, beautiful of the working-class lads who stormed the film world in the 1960s, and remains a potent screen presence and an enduring style icon today at the age of 74. He’s a mainstay on the best-dressed lists. Today the black hair has retreated to a laurel wreath of silver, but the periwinkle eyes still pierce and the bone structure is holding up. He’s wearing a hat given to him by the late Mayfair tailor Dougie Hayward, a billowy mac, and a corduroy jacket and waistcoat subtly mismatched with trousers sporting a Regencystyle, double-buttoned flap rather than a fly. “I had a blind date with Brigitte Bardot,” he says in his flat, matter-of fact East End drawl, “and I put on these trousers: I’d nicked them from Far from the Madding Crowd [John Schlesinger’s 1967 adaptation of Thomas Hardy’s novel, in which Stamp starred with Julie Christie]. They’re not like normal strides but I felt comfortable in them. It’s the first time I realised that if you feel good, you look good.” He really does say “strides”, calls a suit a ‘whistle’ and calls me “man”. “You can ask me anything you like, man,” he says, explaining that today’s trousers are copies of the originals, which he’s still got somewhere. ‘OK,’ I say, ‘was the date with Bardot successful?’ “Well, it was and it wasn’t,” he smiles. “She was probably the most desirable woman I had ever seen but I can’t say it went well because we didn’t have a language in common.” Bardot was startled to find

that Stamp was a vegetarian. “She put a fork into her starter, steak tartare, and said, ‘I am a cannibal!’ And I thought, ‘I bet you are,’” he recalls. “I often wonder if that evening contributed to her

becoming the great vegetarian. I’d love to see her again.” We meet on the South Bank, where Stamp’s romance with Christie was immortalised by Ray Davies in The Kinks’ ‘Waterloo Sunset’, and where the British Film Institute is mounting a retrospective of his films this month. The eldest of five, born in 1938, and raised first in inner London when wartime bombs started falling, Stamp always knew how to dress. He may have grown up “proper poor, with lino, a scullery and no bathroom” but he remembers dragging his mother Ethel down Commercial Road aged about three looking for the perfect outfit. At 15, he was telling a Brick Lane tailor to put his buttonhole on the right, not the left, lapel. “I always knew what I wanted, and it wasn’t what others wanted,” he says. “I didn’t follow fashion. Fashion didn’t exist.” In his most recent film, Song for Marion, Stamp played a grumpy pensioner who takes the place of his wife (Vanessa Redgrave) in an oldies’ choir after she dies of cancer, and based his performance on his distant, emotionally buttoned-up dad Tom. “I remembered all the things I got from Tom, how stylish he was,” says Stamp. “He was so poor but when he had a suit made

it was f***ing great - dove grey, gabardine... My mother told me his mother was an alcoholic and she would pawn his clothes. So he bought a padlock for his wardrobe door.” Stamp’s laughter is a wonderful thing. Anyway, Stamp was part of the generation who escaped. The first of his family to win a scholarship to grammar school, he went to work for an advertising agency. But he’d wanted to act since seeing Gary Cooper in Beau Geste as a child, and James Dean in East of Eden as a teenager. So when he was excused National Service due to problems with his feet (he had his shoes handmade later in life), he decided to give acting a go. After another scholarship, to the Webber Douglas Academy of Dramatic Art in South Kensington, he did a tour of Willis Hall’s Second World War drama The Long and the Short and the Tall and moved into a flat with his costar Michael Caine, who was six years older. At this point, Stamp smirks and makes a ‘higher, higher’ gesture with his hand. Is he saying that Caine lies about his age? “I don’t know,” Stamp smiles. “He has very different memories of a lot of events than me, but maybe that’s me getting it wrong.” They shared a room with

Stamp says he wasn’t really much of a womaniser; also, that he never got seriously into drink and drugs in the 1960s because he had to stay sharp and fit to keep up with the older Caines and Finneys and O’Tooles. “Yes, I was a cheap date,” he says. “I was anyone’s after a couple

of Scotches. The same with grass: I’d be stoned instantly.” Nonetheless, he did all right. As well as Bardot and Christie he dated Jean Shrimpton, the original supermodel, who left David Bailey for him, and who he once said was the love of his life. “Yes, yes. And I kind of knew it at the time, but I was driven,” he says. “It was my fault. She didn’t leave me for no reason. She left me because she saw I was a lunatic. I wasn’t ready for a twin-soul relationship.” He hasn’t seen

Peter Ustinov cast him in Billy Budd in 1962, which won him an Oscar nomination. In 1965 he took the part of the nonentity who kidnaps a girl in the adaptation of the John Fowles book The Collector because the great William Wyler was directing, but he wasn’t really right for it. In screen tests alongside prospective actresses, Stamp lit up the screen so much that

Wyler admitted: “I haven’t been able to look at the girls.” He doesn’t regret passing up the part of Alfie, which went to Caine, though he does have misgivings about the singing role of King Arthur in Camelot, which went to Richard Harris: “[Director] Josh Logan went down on his knees to me, and I was such a c***. But I was frightened.” The Italian director Federico Fellini loved Stamp and introduced him to the Indian guru Krishnamurti in 1968, which started his spiritual ad-

ventures. The same year Pier Paolo Pasolini cast him as the mysterious, Christ-like serial seducer in Theorem. I picture Stamp constantly doing double takes in the 1960s, unable to believe his luck with women and work. “Yeah, all the time,” he concedes. “I knew I was an East End spiv who got lucky, a chancer, winging it. I didn’t get this inner confidence till I came back from India.” The ashram filled the gap when work dried up for him in the 1970s, and he was changed after his return. The BFI season feels like a vindication of his decision not to do “crap” films for money, he says. He is philosophical about not having children, and about being single after his six-year marriage to Elizabeth O’Rourke, a Singaporean-Australian pharmacist 35 years his junior, ended in 2008. “I was married and I can’t call that a mistake,” he says. “But I am set in my ways. I have never been in a relationship where the silence was mutual. And being lonely for me isn’t the same as other people understand it.” It seems there is no shortage of female company. Stamp is famously fit, thanks to regular high-intensity workouts and a rigidly healthy diet due to various food intolerances.

Does sex get better with age, I ask? “Awareness gets better with age. Sex? No, of course not. But you are not so pre-

occupied with it because you don’t have an erection all the time.” He says he gets approached more these days by young women, older women, and (platonically) men, more so than in his heyday. He thinks this is because he used to be unattainable, huge, on the big screen; now anyone can see him, diminished and familiar, on their mobile phone. There is no rancour when he says this, nor when he says that films today are made for “children” whereas in his day “we saw it as a modern art form and gave it our best shot”. He and Shrimpton were the most photographed couple of their day, but it was nothing compared to what today’s celebrities have to endure. The greatest example of how Stamp differs from your average film star is that he is technically homeless. In America, he stays in a friend’s guest house in Ojai, California, or in the New York flat and Hamptons house owned

by his brother Chris, who used to manage The Who and Jimi Hendrix, and who died last November. Stamp also has the use of properties in Geneva and Gstaad owned by Chris’ Swiss widow. In London he stays with two friends, in Notting Hill and Knightsbridge, or in hotels: “My favourite is the Savoy, but I often can’t afford it,” he says. “The absolute, honest truth is I would love to come back to England, but my taste has exceeded my earning capacity by so much that whenever I see something I like, I am millions short. And I can’t really go back to Plaistow, you know.” “I feel I’m kind of an urban icon,” Stamp says, “that I’ve earned my place, because, you know, what the English love best is longevity. I will be 75 this July. I am five years away from being 80. That’s ridiculous. But it’s all still working, so I’m delighted.” He puts on his hat and walks into the Waterloo sunset.

International Museum Day has become a regular rendezvous for lovers of culture around the globe after being born out of an initiative by the International Council of Museums (ICOM) in 1977, and celebrated annually around May 18 to raise awareness of the important role the cultural institutions play in our society. Traditionally, IMD can last a day, a weekend or a whole week. Each year the global event takes on a different topic and the theme for 2013 is ‘Museums (memory + creativity) = Social Change’. Within the framework of this year’s IMD theme, museums are melding their core mission of preservation with creativity, in ways that not only drive renewal and visitor growth but show that they make a p positive impact in their community. omFor years now, the Cyprus National Committee of the International Council of g Museums (ICOM) has been promoting the event in the hope of keeping city museums and heritage organisations on the public radar in a bid to keep them relck evant. This year at the Cyprus Museum celebrations for International Museum Day and European Night of Museums will be combined. The day begins with guided tours of the museum in English and Greek followed by the opening of the exhibition Fragments: Ceramic Finds from Byzantine and Medieval Nicosia, in the Temporary Exhibition

Hall. Then head out to the museum gardens for a reception and live music by Kind of Brass, a wind instrument band performing music from the Mediterranean, the Balkans, and Latin America. It’s all happening over at the Folk Art Museum, which is under the auspices of the Society of Cypriot Studies. Go along and try your hand at the lovely craft of crochet. During the session you will learn the various basic techniques of crochet with Kiriaki Kosta. Rolandos Loucaides will be discussing the loom and the art of making cloth. There are also workshops in making ancient pottery, shadow puppets and Cypriot handicrafts. Charalambos Charalambous will be showing visitors how to make and use the traditional flute pithkiavli, while renowned artisan Adonitsa Hadjichristodoulou will present handmade and painted pottery from the village of Kaminaria. Meanwhile kids can busy themselves taking part in yp traditional Cypriot games and exploring an exhibition of children’s artefacts and dolls. The workshop aims children i t t att a reinterpretation of children’s relationship to mu museums as a space and as a home during the Ot Ottoman period in Cyprus. It will be delivered in Gr Greek and require registration. Ch Chrystalleni Loizidou and Evi Tselika will be giving a guided tour of the exhibition at Maroudias. This will be followed a reading-performance at Maro Maroudia’s by Ellada Evangelou, Christina Kaili and Lia Lapithi. A researcher dramaturge, an activist social scientist and a fine artist, each via their own medium, side by side, explore the boundaries of history and feminist theory. Here three contemporary women will read passages from three literary queens from Byzantium in an attempt to engage the audience into a critical dialogue with history and feminist theory. Hidden Agenda (Capital, 21.00) What’s Ken Loach’s problem? He’s declined a knighthood, and recently reacted to Margaret Thatcher’s death by saying they should privatise her funeral and accept the cheapest bid (“It’s what she would have wanted”). The waspish Mr. Loach is a man on a mission - and he made Hidden Agenda in the early 90s, a time when Thatcher’s government was deeply mired in the Northern Irish ‘Troubles’. That’s the setting for this fiery political thriller (“based on both the Stalker and Colin Wallace affairs,” explains Time Out), with ethical policeman Brian Cox determined to investigate when an American human-rights campaigner is killed by British security forces; what he finds are facts

which important people would like to see covered up - and anyone expecting a balanced view is clearly in the wrong movie, but the film is exciting and of course very angry. Burden of Evil (Novacinema1, 22.00) Never mind the burden of evil, what about the burden of being ranked No. 80 on Maxim magazine’s list of the 100 hottest women? “This girl Natalie is like a supermodel trying so hard to act like a tough cop

girl,” scoffs an unimpressed man (I assume it’s a man) from Argentina at the Internet Movie Database - and that Argentine hater has a point because Natalie Zea looks exactly like what she is, a former soap star (and hot chick, at least according to Maxim magazine), making her a strange choice for the lead in this runof-the-mill thriller. “When the daughter of a powerful senator is kidnapped by a psychopath, the senator requests a particular homicide detective, Caitlyn Conner, to head up the case,” explains the synopsis; “She knows the kidnapper better than anyone else: he just killed her husband”. Nat is Caitlyn, of course, going after the evil kidnapper. Maybe she can strike him with her striking good looks. Made for TV in 2012.

The Italian manufacturer has responded quickly to the criticism that followed Sunday’s Spanish Grand Prix during which there were 79 pit stops, at an average of almost four per driver. Motorsport director Paul Hembery conceded after the race that the rubber used at Barcelona’s Circuit de Catalunya was “too aggressive”. It was suggested changes would be made for the British Grand Prix at the end of June but, following meetings within the company Hembery said: “The sooner we could do it the better.” Speaking to Press Association Sport, Hembery added: “Four stops was not what we wanted, and to make a change we needed to do it as soon as possible so teams have time to react for the rest of the season. “The tyre from Canada onwards will combine elements of the structure from last year, with some elements of this year’s tyre. “The fine details are being sorted and will be finalised in the next couple of days. “But we wanted to make sure people understood we had noted their comments, so we’ve reacted and we’ll make sure we get back to where we were last season, which is two to three stops per race.” Even F1 supremo Bernie Ecclestone waded into the

At present the soft and supersoft are due to be used, but Hembery said: “One of the problems we have is if we are less aggressive with the structure, it means we don’t then want to be too conservative with the compounds. “That could result in an over-reaction and you go completely in the other direction, so we’re evaluating that at the moment and we’re going to advise the teams on Thursday.”

Woods insisted he had been told by marshals that Garcia had already played before pulling a fairway wood from his bag, with the fans cheering the indication that the world number one would attempt to go for the green on the par five. However, two marshals have denied that was the case, with Sports Illustrated quoting Gary Anderson as saying: “He didn’t ask us nothing, and we didn’t say nothing. Sexton: I’ll miss Wilkinson on summer tour

LEINSTER fly-half Jonny Sexton would have loved the opportunity to learn from Jonny Wilkinson had the Englishman been selected to tour with the British and Irish Lions this summer. Wilkinson, 33, was a high-profile omission from Warren Gatland’s 37-man squad named last month, with Sexton and Saracens’ Owen Farrell the two number 10s selected. Sexton, whose Leinster side face Ulster in the RaboDirect PRO12 final just a week on from an Amlin Challenge Cup final date with Stade Francais, may only face opposition from Farrell for the fly-half berth, but would rather have the experience of Wilkinson alongside him in the squad. “A lot of people have said to me that it is great he wasn’t picked because it gives me a better chance now,” he said. “But I look at it the other way. I would have liked him to go and would have loved to have learned from him, he is a bit of a legend. “I obviously looked up to him when I

was 16 and he was winning the World Cup with England.” Sexton will move to French Top 14 side Racing Metro following the Lions tour, after just under a decade turning out for his boyhood club. He may sneak in a few French lessons during his time away on tour and is feeling in good shape after an injury lay-off earlier this season gave him time to recuperate. “Hopefully I’ve used up all of my injuries for the year over the past few months,” he said. “It feels strange to be so fresh at this time of the year - I feel I’m just starting after the fact I’ve had two months off and I have played four games since [returning from injury] means I feel great. “I’m starting to get a bit of match fitness and sharpness back, so hopefully I will peak at the right time for the two finals with Leinster and then the tour.” With Sexton’s Leinster and Ireland team-mate Brian O’Driscoll missing the first Lions’ squad meeting in Lon-

Cook, for all his prolific run-scoring and success as captain in two formats, has yet to win the award - a fact not lost on Prior. The wicketkeeper will not be crowing about an honour of which he believes any one of several team-mates might have been equally deserving recipients. But he was not entirely averse either to joking at his captain’s expense. “Everyone congratulated me, except Cooky ... so maybe that says something! “Jimmy Anderson’s performance in India - for a seamer bowler to perform like he did was phenomenal that’s worth a player-of-theyear award. “Then there’s Cooky, the way he led from the front in India. “There are a number of guys who have put in huge performances. “They’ve obviously just pulled a name out of the hat! Blatter (inset) said he could not understand the leniency of the fine and warned that FIFA’s Congress would agree much tougher sanctions for racism at the end of the month. Messi initially suffered the injury in the first leg of a Champions League quarterfinal against Paris St Germain and he has been in and out of the team ever since. He came off the bench to inspire a Barca win against PSG in the Nou Camp return but looked a shadow of his brilliant best as the Spanish champions were hammered 4-0 in the first leg of their semi-final meeting with Bayern Munich. He failed to make an appearance as Bayern duly completed a 7-0 aggregate win in Catalonia. Messi underwent a scan this morning with a Barca statement revealing the results. It read: “Tests this Tuesday morning showed that Leo Messi has an elongation in

the femoral biceps in his right leg. The expected absence is two to three weeks. “How the injury evolves will determine the player’s availability for future games.” Messi started Sunday’s win at Atletico Madrid but limped off after 67 minutes after experiencing further problems with the injury. Barca’s final game of the Primera Division season - they have already wrapped up the title - is scheduled for June 1 at home to Malaga. It is unlikely Messi will be risked by Barca boss Tito Vilanova, especially as the 25-yearold will be needed by Argentina for their World Cup qualifying doubleheader against Colombia and Ecuador in June. ‘Citizens acted too quickly in getting rid of Mancini’ Former City defender says Italian treated ‘harshly’ By Andy Hampson FORMER Manchester City defender Andy Hinchcliffe believes the club have acted too soon by sacking Roberto Mancini as manager. City finally put an end to three days of intense speculation over Mancini’s position by announcing his departure late on Monday evening. The club said the Italian had failed to achieve this season’s “stated targets” while there was also a desire to develop a “holistic approach to all aspects of football” at City. But after winning the Barclays Premier League last year and the FA Cup in 2011, despite European disappointments, Hinchcliffe feels Mancini deserved more time. Hinchcliffe told Sky Sports News: “I am not surprised, there have been so many rumours that Roberto is going to be leaving the club. “But I do think he has been treated rather harshly, it has been a difficult season, there have been reasons why City haven’t done as well in the Premier League. Losing to Wigan in the FA Cup final was maybe the final straw. “I am disappointed, I felt they should have given him at least another 12 months, another Champions League campaign to prove his worth. “He signed a long-term contract at the back end of last year and I felt the owners got it right.

The reference to the ‘holistic approach’ in the statement in which City announced Mancini’s departure has been interpreted by some people as a reference to other aspects of his management style. Mancini certainly attracted criticism for some comments about certain players, which

may not have helped dressing room harmony. Hinchcliffe feels it may not just be failings on the field which have cost Mancini. Malaga coach Manuel Pellegrini, who reputedly has excellent man-management skills, is the overwhelming favourite to succeed Mancini.

Hinchcliffe said: “All this talk about a holistic approach - do they think Pellegrini will get the best out of the club and players, something more than Mancini did? “Was there a fractured relationship with some players? Pellegrini might be able to put that right and Manchester City could move forward more quickly with a manager that understands players better.” That said, Hinchcliffe feels two successive failures in the Champions League may have been the ultimate factor. He said: “Playing in the Champions League knockout stages is absolutely vital. “Maybe that is the overriding factor, the one thing they were not completely sure about. Maybe they feel they will have a better chance under Pellegrini.” Mancini’s departure came on the first anniversary of their dramatic title success and also on the eve of a Premier League game at Reading. Assistant manager Brian Kidd has taken interim charge of the team for the trip to the Madejski Stadium, Sunday’s final game of the season against Norwich and next week’s tour of the United States. Former City manager Brian Horton, who knows himself what it is like to fail to live up to expectations, can see both sides of the argument. Horton, who like Mancini enjoyed the support of the fans, was axed in 1995 after disappointing Premier League finishes. Horton told Sky Sports News: “It’s a shock with what he has achieved - to win the cup and then the league, then second in the league and FA Cup - most clubs would take that. But having said that, with the money he has had and the owners, second best is not good enough. It is a bit of a shock but I can understand it.”

WEST Ham’s plan to move into the Olympic Stadium has the backing of 85 per cent of the club’s supporters, according to a comprehensive poll conducted by SMG YouGov. The survey showed that 51 per cent of those questioned believed the move would provide West Ham with the resources to improve the squad and build the club. The other reasons given for supporting the move included growing the club’s supporter base and the belief the Olympic Stadium would provide an improved fan experience. Only 5 per cent of the 11,858 supporters questioned were against West Ham leaving Upton Park under any circumstances while 10 per cent said they would consider backing the move but they required more information. Those supporters have been offered the chance to take part in on-going consultation sessions throughout this summer. West Ham plan to move into the Olympic Stadium, with a post-conversion capacity of 54,000, for the start of the 2016/17 season. The club’s vice-chairman Karren Brady said: “I am delighted that the SMG YouGov independent poll shows that such an overwhelming majority of our fans are in favour of our plans to move to the Olympic Stadium. “I would like to thank each and every supporter that took the time to have their say on what is an historic and monumental decision for the club. “We must now engage further with the fans who’ve requested more information but it is fantastic to know that the consensus among our supporters is that they are behind the move.”

Loss likely despite Chelsea’s Europa run CHELSEA’S income from their Europa League run will barely make a dent in their expected losses for the season, despite making the final. The Stamford Bridge club made a profit last season for the first time in the Roman Abramovich era, helped by their Champions League triumph, but that is not likely to be the case for the current year even if they beat Benfica in Amsterdam tonight. Income from the Europa League is small compared to the riches that are handed over to Champions League-winning clubs and Chelsea also splashed out heavily on transfers last summer. Instead, what is likely to reduce the level of Chelsea’s losses are the new sponsorship deals signed last year, including one with Russian energy giant Gazprom worth a reported £18 million a season. Last season, Chelsea received £51.7m from their Champions League exploits but income from UEFA for their European campaigns this term is expected to be around £36m, a drop of £16m. The exit from the Champions League before the knockout phase was costly - income from the group was £29.5m - with only around £6m to come from the Europa League. The prize for winning the Europa League is 5million euros (£4.25m) while half that amount goes to the runner-up, plus some bonuses and TV marketshare money from the earlier knock-out rounds. In their annual figures for 2011/12, Chelsea recorded a £1.8m profit, but that was helped both by the Champions League final income and a £28.8m profit on transfers. Last summer Chelsea spent £32m on Eden Hazard and £25m on Oscar, both of which fees will be taken in to account for the current financial year, plus the drop in income from European football. It means that Abramovich’s club are looking at significant losses again, though perhaps not on the scale of the £67.7m and £70.9m they reported in 2011 and 2010 respectively.

Sport Eriksson argues Benfica are more gifted than Chelsea BENFICA are more technically gifted than Chelsea but will still go into today’s Europa League final in Amsterdam as the underdogs, according to former England coach Sven-Goran Eriksson. The Swede knows a great deal about Benfica having twice been in charge of the double European champions during his globetrotting career. “Sure, Chelsea are the favourites with a very balanced squad and with very expensive players, but in my opinion the technique of Benfica’s players is a tad better,” Eriksson told the A Bola daily newspaper. The 1961 and 1962 European champions lean heavily on skilful midfielders Eduardo Salvio, Nicolas Gaitan, Pablo Aimar, Ola John and Nemanja Matic to provide the ammunition for Paraguayan sharpshooter Oscar Cardozo and attacking partners Lima and Rodrigo. Cardozo, Lima and Rodrigo have bagged 71 of the club’s 118 goals this season. Eriksson, who was at the helm when the Portuguese team lost 1-0 to AC Milan in the 1990 European Cup final in Vienna, believes Benfica will quickly forget about their agonising 2-1 defeat by archrivals Porto on Saturday. Both sides went into the game undefeated and Porto’s victory put them in pole position to win the domestic championship. “A European final is unique,” said Eriksson. “As soon as they start preparing for the final, the Porto match will vanish from their minds.” Eriksson came close to landing a treble for Benfica in 1983 when they won the domestic league and cup double but lost 2-1 on aggregate to Anderlecht in the twolegged final of the UEFA Cup, the forerunner to the Europa League. The Swede won the Portuguese league three times in all in his two spells at the club. In what has become an iconic image in Portugal, coach Jorge Jesus sank to his knees in dispair when Porto scored

their stoppage-time winner. “This was a very painful loss in the very last move of the match,” said Jesus. “We feel deep sorrow but no one can take away the work we’ve done, nor our quality.” Benfica have good memories of Amsterdam where they won the last of their European Cups against Real Madrid in 1962. Beating all-conquering Real, who had won the trophy five years in a row from 1956-60, was probably the greatest moment in the club’s proud history. Jesus, who was in charge when Benfica were beaten by domestic rivals Braga in the 2011 Europa League semifinals, is looking forward to taking on last year’s Champions League winners Chelsea. “There won’t be many finals like this either in my career or the career of my players,” he said. “Motivation won’t be a problem and winning the Europa League would bring us international recognition.” Chelsea can turn to their own ranks for tips on the opposition because Brazilian internationals David Luiz and Ramires were both signed from the Portuguese side. “I am happy to meet them in the final because they are top players,” said Benfica captain Luisao. “David is having a brilliant career and I am a fan of Ramires on and off the pitch. He is a great guy.” Ramires has been a mainstay of Chelsea’s midfield this season, while the versatile Luiz can play alongside his compatriot or in the centre of the defence. Meanwhile, Chelsea captain John Terry, forward Eden Hazard and midfielder John Obi Mikel yesterday travelled to Amsterdam despite doubts over their fitness. anchester City face an anxious wait as they attempt to make Manuel Pellegrini their next manager, with a deal not yet signed and the club’s Abu Dhabi owners aware Barcelona could potentially frustrate their plans. City have spent weeks attempting to convince the 59year-old of the merits of the Etihad, ahead of the dismissal of manager Roberto Mancini, which was announced Monday night — 24 hours after chairman Khaldoon alMubarak broke the news to the Italian. But though contracts have been exchanged with Pellegrini and a verbal agreement reached, City are aware the Chilean, who is in line to become the Premier League’s second oldest manager after 63-year-old Arsene Wenger, is talking to other clubs. They will harbour concerns that Barcelona — who are worried about Tito Vilanova’s ability to continue as manager because of his health problems — have been asked

to be kept informed of Pellegrini’s intentions for next season. Pellegrini’s appointment as City manager, which requires the payment of a £3.3 million break-clause in his Malaga contract, may not be confirmed until next week and possibly even later. As a continental-style ‘head coach’ at City, he would exert far less control than that invested in Mancini in 2009. City found themselves the subject of ridicule yesterday over their announcement that he had been sacked because of the club’s desire for a more “holistic” managerial approach. But Pellegrini was the man who introduced an overarching technical football philosophy across all teams at Villarreal; a club who believe that they have accomplished just as much as Barcelona but not been recognised for it because they are less wealthy. These are the qualities that City chief executive Ferran Soriano and sporting director Txiki Begiristain have sold to the Abu Dhabi owners, in persuading them to sack Mancini. City said Mancini had been

axed because he hit only one of the club’s targets for the season — qualifying for the Champions League. But his uncompromising style made him difficult to work with and his frequent public criticisms of staff were considered by Soriano to be an embarrassment. Mancini is now likely to head to French club Monaco, with whom he signed a precontract agreement after talks about taking over for the 2012-13 season, last year. The club will be seeking a top manager to match their ambitions after promotion to Ligue 1, having already closed in on signing Colombian Radamel Falcao from Atletico Madrid. Brian Kidd will take City’s side for their meaningless Premier League match at Reading tonight and on the post-season trip to New York and St Louis, where they will play Chelsea twice, next week. The future of David Platt, the assistant Mancini hired, and members of his Italian backroom team, will be decided in the coming days.
