A

N ACTION plan for a shake-up of the public service is due to be ready in the second half of September, while the World Bank in cooperation with the United Kingdom will prepare a study for the same purpose. However, the umbrella union for government workers, PASYDY, has said it would not accept the authority of newly-appointed Commissioner for Civil Service Reform Emmanuela Lambrianides, and has effectively told its members not to take orders from her. Yesterday at a workshop on reform to which PASYDY and other public service unions were invited but failed to show, Finance Minister Haris Georgiades and Lambrianides underlined the need to reform the public service to contribute to tackling the economic crisis. Georgiades said a better functioning system would provide faster and better services to the private sector, and the public. He stressed it was essential to establish and implement an effective employee performance appraisal system, transferability, integrate strategic planning, and set criteria to measure productivity. “We want a public service that is more flexible, less wasteful, without unnecessary bureaucracy, that will responsibly manage public money and serve the citizens accord-

ing to their rights and their needs, rather than their political identity” the minister said. The public service must become the fundamental pillar for the creation of a modern and effective state, Georgiades added. Commissioner Lambrianides said that “efficiency, streamlining structures n and processes, better services, coordinating governmental work and strengthening the central government" would contribute to recovery. She said the agreement with international lenders provided for the restructuring, and more specifically for the reduction of barriers to the mobility of civil servants, modification of work schedules and the preparation by an independent external consultant of a study on further possible reforms. The commissioner said the reforms aimed at saving money in the short term, but the ultimate goal was to achieve sustainability. She said the study would be carried out by the World Bank in cooperation with the UK, and that the final reports would include recommendations and timeframes for implementation, which must be delivered in the first and the third quarter of 2014. Lambrianides said by the second half of September she would prepare an action plan based on the president’s commitment to the modernisation of the state and its institutions.

DiCaprio space trip auction raises €1.2m for charity A TRIP to space with Hollywood actor Leonardo DiCaprio has raised €1.2 million ($1.5 million) for charity at a glitzy fundraiser at the Cannes film festival. At the 20th annual event organised by amfAR, the Foundation for AIDS Research, DiCaprio emerged as the mystery guest to accompany the winner on a Virgin Galactic flight into space. Actress Sharon Stone said on Thursday night the winner would spend three days in training with DiCaprio in Mexico before blast-off. "You don't get to go to outer space every day with a handsome movie star," said Stone.

The bidding for the space trip started at €1 million ($1.29 million). The auction brochure for the star-studded gala held at the five-star Hotel du CapEden-Roc in Antibes, France, near Cannes, said DiCaprio and the winning bidder would be among the first 1,000 people to leave the planet. The winning bidder, Vasily Klyukin, 37, a Russian living in Monaco, said he had always wanted to go into space. "I want to be a bit daring," Klyukin, who works in real estate, told Reuters. "I will have to give up smoking now for sure!"

PASYDY says it won’t play ball Union tells members not to take orders from commissioner By Poly Pantelides THE UMBRELLA union for central government workers, PASYDY, has said that it does not accept the authority of the Commissioner for Civil Service Reform and has effectively told its members not to take orders from her. PASYDY chose to issue an announcement questioning Emanuella Moushioutta Lambrianidou’s authority, a day before yesterday’s presentation of public administration reform plans at the finance ministry. At yesterday’s workshop, Lambrianidou formally presented a series of sweeping draft measures to modernise public ad-

He also said that as a civil servant, she should not be holding political positions. “This is the principle of independence,” he told state broadcaster CyBC. Lambrianidou herself said yesterday that she did not have executive powers and was working in the “spirit of cooperation” that included everyone, including PASYDY, she said. “This is a collective effort and everyone must participate for its success. And I’m sure we are all concerned about the country’s well-being and future,” Lambrianidou added. But the message that PASYDY kept relayed was that the union would not play ball. “It is not lawful to present as a higher authority the so-called Commissioner for Civil Service Reform, nor for her to issue written or verbal instructions to any state servants,” PASYDY said.

‘We have a hard time initiating change ourselves’ YESTERDAY’S discussion brought forth some thoughtful comments from public servants who did attend and who seemed to have valid concerns above and beyond their personal interests. One civil servant said that initiatives should not be pushed by politicians looking for votes, whereas another asked whether it would be better to promote and hire people based on written exams audited by independent bodies. A commerce ministry official said that in addition to experience, promotions needed to take people’s education and skills more into account. A police officer said decisions were often taken on their behalf and wanted to know how the right people could get the job. World Tourism chief: Cyprus open for business TOURISM could stimulate Cyprus’ struggling economy, the United Nations’ World Tourism Organisation (UNWTO) said yesterday during a high-profile visit geared at showing the world that Cyprus was open for business. “Travel and tourism can, and is one of the very few sectors that can, form a very bright future for Cyprus,” UNWTO Secretary General Taleb Rifai said during a Nicosia-based tourism event. But speaking of the here and now, Rifai said that Cyprus was “open, and welcoming everybody to come here, not just in the summer but all year round”. “It is in perfect shape to welcome its visitors,” he said. With Cyprus’ financial model all but destroyed in the aftermath of a €10 billion bailout agreed in March, industry and government players are keen to upgrade the role of tourism, once the mainstay of the economy. Part of the job has been containing negative publicity in light of Cyprus’ unprecedented media attention as Cyprus scrambled to stop all-out banking collapse. Though the dust has settled, the island’s biggest bank is now under restructuring, the second is winding-down and capital restrictions placed to prevent capital flight have numbed holiday bookings. But Rifai said yesterday, the world continued to look at

Cyprus as a very attractive and important destination “and will continue to come to Cyprus”. “The benefits of the travel and tourism industry will benefit the Cypriot people, create more jobs and generate more income,” he added. Rifai met President Nicos Anastasiades and House President Yiannakis Omirou. He told Omirou the fact he and his team accepted the Cyprus Tourism Organisation’s (CTO) invitation to come showed their support and solidarity. Meanwhile, the German Travel Association’s head, Jurgen Buchy, said the Germans continued booking holidays in Cyprus, keen to explore the island’s historical sites and enjoy the summer. Despite paymaster Germany’s perceived negative role in the bailout, the German tourist industry supported all efforts to improve and nurture a “long lasting partnership” with Cyprus, Buchy said. CTO director general Marios Hannides said they were being cautiously optimistic as tourism arrivals continued picking up. The presence of the UNWTO head in Cyprus contributed to the message that Cyprus was a solid and healthy tourist destination while the UNWTO delegates were “particularly positive in regard to Cyprus’ image abroad,” Hannides said.

Tax revenues fall 10 per cent in the first quarter By George Psyllides STATE tax revenues dropped 10 per cent in the wake of a Eurogroup decision mid-March to impose losses on bank deposits as part of the island’s €10 billion bailout, it emerged yesterday, as international lenders warned of significant risks to Cyprus’ economic outlook. The inland revenue department (IRD) saw a €59.2 million year-on-year drop in revenues in the first quarter, reversing the upward trend recorded in the first two months of this year. In January and February, the department said it collected around €332.6 million, up 10 per cent compared with the same period last

The IRD said it collected some €526.9 million in the first quarter, compared with €586.2 million during the same period last year. And this while Cyprus, with its banking sector severely crippled, is struggling to meet the conditions set by troika of international lenders – the EU, European Central Bank,

and the International Monetary Fund (IMF). The IMF said it expected the island to return to growth in 2015 although risks to the outlook remained significant. “On growth prospects, the macroeconomic assumptions in the program take into account several factors that are expected to affect growth in the short and medium run, including the fiscal adjustment underway, and the recent policy actions in the financial sector,” said IMF spokesman Gerry Rice. “Having dealt with the key problems up front, as

is the case under the programme, growth is expected to resume in 2015, supported by a favourable international tax regime, a well-educated labour force, strong institutions.” Rice however, acknowledged that given the situation in the banking sector, including controls introduced to prevent the flight of capital, “macroeconomic uncertainties, and risks to the outlook remain significant. That’s something to which we will be paying great attention as we move forward.” The government

is eager to get back on track, reiterating yesterday that BoC’s return to normalcy was overdue. The bank, the island’s biggest, was still in administration awaiting the final rate of the socalled haircut on deposits to recapitalise the stricken lender. Depositors will receive equity in return. Deputy government spokesman Victoras Papadopoulos said the BoC should have already been out of administration and the new shareholders should have received their stock. “It is a matter we are monitoring and discussion with the Central Bank and the troika. There are problems, we recognise them, but they can be overcome,” Papadopoulos said.

A FLOWER festival will be held in Paphos tomorrow in aid of more than 550 families in need. The event is being organised by a group of local volunteers who have now officially registered as a charity with the name ‘Solidarity’. Ongoing fundraising events are raising money, food and clothes to help the families who are not officially entitled to assistance as they fall outside municipal boundaries. Pavlina Patsalou who heads up the group along with Paphos councillor George Sofokleous, have been feeding hundreds of Paphos families for 20 or so months. They started with 20 families, and now numbers are in excess of 550. According to Patsalou, from about 3pm tomorrow, volunteer children will stick all of the flowers on the floats. Younger children must be accompanied by a parent, and twelve to seventeen year olds are welcome. She said there would be many things to do at the event and although entry is free, there will be a charge of two or three euros to play each of the games. This will go towards helping to feed the needy families. In addition, visitors are requested to bring with them donations of food and other items. Traditional food, such as souvlakia will be served at the festival. There will also be hot dogs, doughnuts and crepes, as well as traditional music and dancing. There will also be horse and pony rides, clowns and face painting and municipal train rides. “We have five hundred and fifty families from the Paphos villages coming to us for help, and the number is still growing on an almost daily basis,” said Patsalou. She estimates that by September the number of families they help will have risen to 700. “How can we raise enough money to feed more and more mouths? “ said Patsalou. “We urgently need everyone to give something, however small, It will make a real difference to someone’s life. It could so easily be any of us without food or any money to pay our bills and cover our day to day needs.” The festival will run from 4pm to 8pm at the Municipal gardens. Crossings and trade see big drop in 2012 Trade last year was three times lower than in 2011

BOTH THE number of crossings, and trade across the Green Line decreased significantly in 2012 compared to the previous year, the European Commission said yesterday. Movement across the line is governed by the 2004 Green Line regulation, which defines the terms under which provisions of EU law apply to the movement of persons, goods and services. The application of the rules was extended to the boundary of the British Eastern Sovereign Base Area (ESBA) The latest EU report, released yesterday, said there had been a visible decrease in both the number of Greek Cypriots and Turkish Cypriots crossing in 2012 compared to previous years. The first crossing opened in 2003. According to data from the Republic of Cyprus, 481,732 (previous: 621.406) crossings by Greek Cypriots and 154,778 crossings by Greek Cypriot vehicles (previous: 210,877) were noted from the government-controlled areas to the northern part of Cyprus and 850,362 (previous: 937,789) crossings by Turkish Cypriots and 280,358 crossings by Turkish Cypriot vehicles (previous: 348,225) from the northern part of Cyprus to the government-controlled areas during the reporting period. As far as the movement of goods was concerned, in 2012, the value of trade

across the Line was three times lower than in 2011. This sharp decrease is due to the fact that the sale of electricity from the northern part of Cyprus to the government controlled areas, which was agreed in July 2011, stopped in March 2012. Without taking into account the sale of electricity, the regular Green Line trade decreased significantly and for the fourth time in a row since the coming into force of the GLR in 2004 (by 17 per cent down €4,827,454 in 2011 to €4,040,018) due partly to the economic recession. The most traded products were, apart from electricity, plastic products, building materials and stone articles and fresh fish. The overall scale of the trade still remains limited, in part due to the restricted scope of the Regulation itself. During the reporting period, certain obstacles to

trade remained, the Commission said. Turkish Cypriot commercial vehicles, in particular lorries above 7.5 tons and buses, can only move freely across the whole island if licences and certificates are obtained in the government-controlled areas. “The Commission services have had talks with the relevant departments of the Republic of Cyprus to find a viable solution to this issue. However, no progress can be reported at this stage,” the report said. According to the report smuggling of goods across the Line decreased but remains widespread, the report said. The Turkish Cypriot Chamber of Commerce said the total value of goods for which accompanying documents were issued in 2012 amounted to €9,584,410 whereas the value of goods actually traded was €8,945,347. In 2012, the Green Line

trade was three times lower than in 2011. This substantial decrease was explained by the fact that the sale of electricity from the northern part of Cyprus to the government-controlled areas, which was the result of exceptional circumstances, stopped in March 2012. For the year 2012, the sale of electricity amounted to €4,748,881 (53% of the trade). The sale of electricity, even if lower than in 2011, had an impact on the Green Line trade in 2012. Without taking into account the sale of electricity, according to the TCCoC, the total value of goods for which accompanying documents were issued amounted to €4,835,528 whereas the value of goods actually traded was €4,196,465. Those figures indicate a significant decrease of regular Green Line trade of 22 per cent compared to 2011.

Stevenson said that because some goats were stunned but not immediately killed, they could have regained consciousness by the time they were slaughtered, adding that some animals were not stunned at all. Compassion’s investigator took the footage in the run up to the Christian Orthodox Easter celebrations at a single small slaughterhouse and has not investigated Cyprus’ slaughterhouses in general. But they sent a letter to the agriculture minister on Thursday asking him to address the problems they encountered. They have also said they would report Cyprus to the European Commission if they received no response within a month. In the letter Compassion in World Farming said that EU regulations prohibit suspending or hoisting conscious animals as well as continuing to cut off horns, unless staff have verified the animal shows no signs of life. THE GOVERNMENT has received the “appropriate assurances” from the UN, freeing President Nicos Anastasiades to enjoy a purely “social” dinner with Turkish Cypriot leader Dervis Eroglu at the end of the month. Government spokesman Christos Stylianides said yesterday that the UN has responded to concerns raised by Anastasiades in a letter sent to UN Secretary-General Ban Ki-moon last week. In a rather bizarre move by the new government, Anastasiades sent a letter to Ban on May 17 accusing UN Special Adviser Alexander Downer and his team of undermining the president’s credibility and the prospects of resuming peace talks between the two sides by creating political expectations of the planned dinner. The letter was leaked to the media on the same day it was sent to UN headquarters. In the letter, Anastasiades threatened to pull out of the UN-hosted dinner between himself and Eroglu next week, unless the UN chief could provide personal assurances that it would be a “social event” only. The government accused Downer of attempting to put a very political slant to the dinner which was originally meant to be a first ‘meet-andgreet’ over UN-inspired food between the two community leaders following Anastasiades’ election in February. The president has made it clear in numerous public statements that his number one priority now is to manage the economic fallout from the EU/IMF-inspired ‘bail-in’ bailout of the country which has crippled its banking sector, raided citizens’ and businesses’ bank accounts and seen the first ever capital controls imposed in the eurozone. He proposed peace talks begin in the autumn, adding that in the meantime, the Turkish government could go some way in tackling Greek Cypriots’ mistrust of Turkey by opening the fenced off part of Famagusta to its law-

The claimant could not trace the problem since he already obtained the certificates from the Registrar of Companies. Mr Artem Boksha came to Cyprus and visited our office last week, informed us about the problem and he as an assign of the claimant appointed us as the claimant’s lawyers. 8. Following a search we carried out at the Registry of Companies, we were informed that the defendant did not own nor acquired the shares legally. 9. According to the best of my knowledge and as Mr Kallis informs me, all of the above indicate that the defendant by misrepresentation extorted from the claimant the amount of$500,000.- (€375.610), the claimant was defrauded by the defendant to invest in this Company and the defendant committed fraud, deceit and misrepresentation with the sole purpose of completing the transaction and receive the sum of money mentioned above. Moreover the defendant acted in breach of the contract since he knew that he did not own the shares of the Company legally. 10. After an internet search I carried out in the Registrar of Companies website and more specifically from exhibit B, it is clearly shown that on the 21/12/12 applications regarding the change of officials of the Company were filed by a third party, not authorised by the claimant who is the sole legal owner and official of the company. 11. From all the above facts it is evident that the claimant is rightfully requesting the issue of the interim orders immediately, since a third party, not properly authorised is filing applications at the Registrar of Companies without his permission. 12. Stylianides yesterday told reporters that due to Ban’s absence from New York, Cyprus’ permanent representative at the UN met with the director of Ban’s office Susana Malcorra on Thursday, who gave “appropriate assurances” to concerns regarding Downer’s suspected anti-social, pro-political dinner bias. Meanwhile, Eroglu was quoted by Turkish Cypriot media accusing the Greek Cypriot leadership of leaking to the media a 77-page document of convergences reached in peace talks between 2008 and 2012, compiled by the UN Good Offices. Eroglu claimed Downer had given two different versions of the convergence document to both sides on April 30, so that should the document be leaked, he would know which side had leaked it.

Europe EUROPE TODAY New tax probe A SPANISH judge has opened an investigation into Princess Cristina’s tax returns after an earlier charge of being an accomplice in an embezzlement case against her husband was dropped. In a judicial writ made public yesterday, Examining Magistrate Jose Castro said he has asked the tax agency for information to determine whether Cristina, daughter of Spain’s King Juan Carlos, engaged in tax evasion or money laundering between 2007 and 2010. Cristina’s husband Inaki Urdangarin is charged with fraud, tax evasion, falsifying documents and embezzling €6 million in public funds as head of the charitable Noos Foundation. Urdangarin, former Olympic handball player, organised sports business conventions and allegedly abused his royal connections to over charge local governments for the events. Cristina was briefly accused of complicity in the embezzlement charge but it was dropped for lack of evidence. But Castro said the princess may have committed tax fraud as half owner of the holding company Aizoon, set up by her husband to allegedly channel funds from the Noos Foundation.

Kosovo launches bear campaign KOSOVO has launched a campaign to seize wild bears held in restaurants and private zoos, responding to concerns over dwindling numbers in the Balkan country’s mountainous border areas. Authorities have so far traced at least 15 caged bears held in restaurants to help lure customers, to the outrage of animal rights activists. Ministry of Environment officials say the number of bears in the wild in Kosovo has fallen below 100 due to the destruction of their natural habitat and illegal hunting. VKontakte (www. vk.com), Europe’s largest homegrown social network with 210 million registered users, was put overnight on a “black list” of sites barred from distributing content inside Russia. Hours later, the ban was lifted. The company’s founder Pavel Durov has clashed with the authorities in the past for providing a forum for opposition activists to organise protests against Putin. “This happened by mistake,” said Vladimir Pikov, a spokesman for Roskomnadzor, the state communications regulator.

He said the bears were given to him as a gift a decade ago by United States soldiers, part of a NATO peacekeeping force in the former Serbian province, after their mother was killed by poachers. Authorities have set aside a rural area outside the capital to hold the bears. “In Kosovo there are a lot of bears kept illegally in cruel conditions,” said Heli Dugnler, founder and president of Four Paws. “We give these bears a new life, a new chance by offering them a huge area of nature where the bear can live normally in grass and trees and not in concrete.”

POLICE in Stockholm called in reinforcements yesterday after youths set cars and a school ablaze in a fifth night of rioting, the worst to hit Sweden for years. Pupils at a primary school in Kista - an IT hub that is home to the likes of telecoms equipment maker Ericsson and the Swedish office of Microsoft - arrived to find the inside of the small red wooden building had been completely burnt out. While Thursday was slightly calmer than the four nights before, about 30 cars were torched and eight people, mostly in their early 20s, were detained, police said. In a country with a reputation for openness, tolerance and a model welfare state, the rioting has exposed a fault-line between a well-off majority and a minority - often young people with immigrant backgrounds - who are poorly educated, cannot find work and feel marginalised. “In the short run, the acute

Family tribute to murdered soldier THE family of murdered soldier Lee Rigby paid touching tribute to him yesterday, as detectives continued a rapidly-developing investigation into his barbaric killing. Relatives of Drummer Rigby, 25, described their pride in the young father, who was brutally hacked to death near Woolwich barracks in southeast London on Wednesday. They spoke for the first time as detectives continued to question a 29-year-old man on suspicion of conspiracy to murder, and two other men who were shot by police after charging towards armed officers remained in hospital. Two women - aged 29 and 31 - have both been released without charge after they were held on Thursday on suspicion of conspiracy to murder. Speaking earlier at the regimental HQ of Drummer Rigby’s unit, the Royal Regiment of Fusiliers, in Bury, Greater Manchester, his stepfather Ian read a statement from the family. He said: “What can we say about Lee, our hero? We are so so proud of Lee. “Lee’s dream growing up was always to join the army, which he succeeded in doing. He was dedicated and loved his job.” Drummer Rigby’s wife Rebecca, mother to their two-year-old son Jack, said through tears that he was “a devoted father”. The family also revealed the last text message Drummer Rigby sent to his mother Lyn. It said: “Goodnight mum, I hope you had a fantastic day today because you are the most fantastic and one in a million mum that anyone could ever wish for. “Thank you for supporting me all these years, you’re not just my mum you’re my best friend. Passengers were leaving the plane and no one was hurt in the incident, a spokesman for the airport said. Flight PK709 from Lahore in Pakistan had been due to land at Manchester in northern England with 297 passengers on board, but was diverted shortly before arrival. A passenger who had just got off the plane told the BBC the pilot had informed passengers after landing that he had diverted to Stansted because of threats. The passenger, named by the BBC as Mr Munsif, said two men had been handcuffed on board and removed. “We landed safely and then he announced that they had some kind of threat from someone and that’s why he landed the plane,” the passenger said, speaking by telephone.

“Essex Police have boarded a passenger plane diverted to Stansted Airport and two men have been arrested on suspicion of endangerment of an aircraft. They have been removed from the plane,” the police said in a statement. The force is responsible for the area where Stansted is located. “The two men arrested on suspicion of endangerment of an aircraft are aged 30 and 41. They are being taken to a police station for interview by detectives,” the police added. Stansted is one of London’s less busy airports, preferred as a location for handling airplane security incidents.

A spokesman for the airport said the plane was being held in an isolated area and that the rest of the airport was operating as normal. Essex County Fire and Rescue Service said 10 fire engines had been sent to the airport. The Pakistani plane was a Boeing 777, according to the flight tracking website www. flightradar.com. According to two tracking websites, the aircraft broke off from its descent about 60 miles east of Manchester. It turned and followed a wide arc over northeast England and out to the North Sea before heading towards London. Britain launches military planes to intercept unidentified aircraft when they cannot be identified by other means, for example when the aircraft is not talking to air traffic controllers.

A BRITISH Airways plane with 80 people on board made an emergency landing at London’s Heathrow airport yesterday after the right engine burst into flames shortly after take-off and the casing ripped away from the left. The British carrier, part of IAG, said all 75 passengers and five crew members were safe after having been evacuated from the aircraft down emergency chutes on landing. Video footage taken on board the plane as it came into land revealed the silver internal components of the engine. Flight BA 762 from Heathrow to Oslo was forced to turn back due to what BA called a “technical fault”. The Airbus A319 was powered by two IAE V2500 engines. BA has started an investigation into the incident along with the Air Accident Investigation Bureau but said it had yet to determine the nature of the problem.

Tweet ruled to be defamatory A TWEET by a British parliamentarian’s wife that pointed her 56,000 followers to online traffic wrongly naming a retired politician as a paedophile was defamatory, even though it did not spell out the false allegation. That was the judgment of the High Court in London on Friday in Britain’s mostly closely watched Twitter libel case, brought by Alistair McAlpine, an elderly ally of late Prime Minister Margaret Thatcher, against Sally Bercow, the flamboyant wife of the speaker of parliament. The lesson for Twitter users is that libel laws apply to them too and the context of their tweets will be taken into account by the courts, both sides said after the ruling.

North Korea says it will take ‘positive measures’ for peace A NORTH Korean envoy told China’s president yesterday that his reclusive country was willing to take “positive actions” to ensure peace and stability on the Korean peninsula, as China steps up diplomatic efforts to bring Pyongyang back to talks. Choe Ryong-hae, a special envoy of North Korean leader Kim Jong-un, met Chinese officials, including President Xi Jinping, in the highestranking visit by an official from Pyongyang in about six months. But Choe made no offer to abandon North Korea’s nuclear programme, limiting the chances of talks with South Korea and the United States, which insists North Korea takes meaningful steps on denuclearisation before there can be dialogue. Chinese state media said Choe presented a hand-written letter from Kim to Xi at Beijing’s Great Hall of the People. Media provided no details of its contents. “North Korea is willing to make joint efforts with all parties to appropriately resolve related issues through multilateral dialogue and consultations like the sixparty talks, and maintain peace and stability on the peninsula,” the official Xinhua

news service cited Choe as telling Xi. “To this end, North Korea is willing to take positive actions,” Choe added. Xi told Choe that the denuclearisation of the peninsula was an aspiration of all peoples and an inevitable trend, saying problems should be resolved through talks. China has repeatedly urged North Korea to return to the so-called six party talks process, aimed at denuclearisation. The United States and its allies believe the North violated a 2005 aid-for-denuclearisation deal by conducting a nuclear test in 2006 and pursuing a uranium enrichment programme that would give it a second path to a nuclear weapon in addition to its plutonium-based programme. The six-party aid-for-disarmament talks, involving the two Koreas, the United States, Japan, Russia and host China, collapsed in 2008 when the North walked away from the deal. China, North Korea’s only real ally, has been pushing for a return to talks after weeks of bellicose words from Pyongyang following new United Nations sanctions after the North’s third nuclear test in February.

Part of a four-lane freeway bridge over a river in rural Washington state in the US collapsed on Thursday, sending vehicles and drivers tumbling into the frigid water, authorities said. Two of the three people rescued from the river were hospitalised with hypothermia, said Given Kutz, a spokesman for Skagit County in the northern part of the state. There were apparently no fatalities. “They (rescuers) don’t expect anyone else (remains) in the water,” he said.

Authorities were awaiting confirmation on the cause of the collapse, said a second Skagit County spokesman, Jim Martin. Local media reported it might have been caused by a truck striking the structure. It was not raining at the time, Washington State Patrol spokesman Trooper Mark Francis said. The mayor of Osaka, Toru Hashimoto, an outspoken populist who has often stirred controversy, sparked a storm of criticism at home and abroad when he said last week that the military brothels had been needed, and Japan has been unfairly singled out for wartime practices common among other militaries. Victims of Japan’s war-time aggression, including many people in China and South Korea, are sensitive to what they see as any attempt by Japanese politicians to excuse Japanese abuses before and during the war. Octogenarians Kim Bok-dong and Kil Won-ok said they had hoped their planned meeting with Hashimoto, who heads the small right-leaning Japan Restoration Party, would encourage him to change his mind, but they had heard he planned to manipulate them by an “apology performance” in front of media. “Indescribably heart-wrenching reality and history of the victims cannot be traded with his apology performance and sweet talk,” the women said in a statement provided by the Korean Council for the Women Drafted for Military Sexual Slavery by Japan. “We do not want to kill ourselves twice,” they said. “If he truly feels sorry to us and regretful, he must take back his criminal comments and make a formal apology. He should hold himself responsible for his wrongdoing and retire from politics.” Historians estimate that as many as 200,000 women were forced into sexual slavery in the Imperial Japanese Army’s brothels before and during the war. Yesterday, Hashimoto said he had not meant to imply he personally approved of the wartime brothel system and that he was sorry the women’s feelings had been hurt by the misunderstanding. But he declined to withdraw the remarks.

THE Boy Scouts of America has thrown open its ranks to gay youngsters, but not adult leaders, in a compromise that some warned could fracture the organisation and lead to mass defections. The Scouts stressed yesterday that their organisation of about 2.6 million boys and about one million adult leaders and volunteers would not condone sexual conduct by any Scout - gay or straight. But the bitter debate continued as liberal Scout leaders made clear they wanted the ban on gay adults lifted too. Yesterday’s National Council vote result was welcomed by gay rights groups, but many religious institutions - which charter about 70 per cent of the America’s more than 100,000 Scouting units - were upset and some threatened to defect if the ban was lifted. “We are deeply saddened,” said Frank Page, president of the Southern Baptist Convention’s executive committee.

US youth organisation will not allow gay adult leaders “Homosexual behaviour is incompatible with the principles enshrined in the Scout oath and Scout law.” Some of the Scouting group’s largest sponsors are relatively conservative denominations that have supported the broad ban on gay members and leaders - notably the Roman Catholic Church, the Church of Jesus Christ of Latter-day Saints and Southern Baptist churches. The policy change takes effect from January 1. Yesterday’s vote came after a survey of more than 200,000 leaders, parents and youth members earlier this year. State media said the army had destroyed “terrorist dens” in Hamidiya and also killed eight “terrorists” in another village, Daba, close to Qusair. Much to the frustration of its backers, the coalition has struggled to agree on a leader since the resignation in March of respected cleric Moaz Alkhatib, who had floated two initiatives for Assad to leave power peacefully. Alkhatib’s latest proposal - a 16-point plan which foresees Assad handing power to his deputy or prime minister then going abroad with 500 members of his entourage - won little support in Istanbul, highlighting the obstacles to wider negotiations. “He has the right to submit papers to the meeting like any other member but his paper is heading directly to the dustbin of history. It is a repeat of his previous initiative which went nowhere,” a senior coalition official said.

WORLD TODAY ‘Hard decisions’ ISRAELI and Palestinian leaders must decide soon on whether to revive long-dormant peace negotiations to end their decades-old conflict, US Secretary of State John Kerry said yesterday. Ending two days of meetings in the region, Kerry said he had had “very productive” talks. But there were no obvious signs of any breakthrough, with neither side offering the sort of compromises needed to end a three-year stalemate. “We are reaching the time where leaders need to make hard decisions,” Kerry said at the end of his fourth visit to the region in barely two months as he struggles to overcome deeply entrenched positions that have snarled the peace process.

Death fall A SUICIDAL man jumping to his death killed a five-year-old girl by falling on her as she walked with her parents outside the apartment building, South Korean police say. TALIBAN militants launched a large-scale attack involving the United Nations in the centre of the Afghan capital Kabul yesterday, sparking a five-hour battle with security forces. A plume of smoke hung over Kabul after the attack was launched, with the sound of .50 calibre heavy machine guns, rocket-propelled grenades and sniper fire clearly audible throughout the city centre as night fell. An Afghan police officer was killed and 10 other people were wounded during the attack, which began at 4pm (1130 GMT) with a suicide car bomb outside a compound used by the International Organisation for Migration (IOM), Afghan police said. While the IOM is not part of the United Nations, it is affiliated with it in Afghanistan. The attack came eight days after six American soldiers and civilians and nine Afghans were killed in a suicide car bombing in Kabul. The Taliban, fighting to expel Western forces and establish Islamist rule in Afghanistan, claimed responsibility for yesterday’s attack, saying a “rest house” used by the US Central Intelligence Agency (CIA) had been attacked. After the initial bombing, about six Taliban fighters engaged in a firefight with nearby guards, officials said.

Two were killed and the remaining three or four militants entered an unused building across the road from the IOM compound and continued to fight. There were at least four large blasts during the course of the evening, and witnesses said that at 9pm (1630 GMT) exchanges of fire were still going on between the attackers and Afghan forces supported by Norwegian special forces. “As a result of the attack, three IOM staff and one International Labour Organisation (ILO) staff were wounded,” UN spokesman Eduardo del Buey told reporters in New York. He said one of the IOM personnel was in serious condition, and that all UN staff in Kabul had been accounted for. The ILO is a subsidiary of the United Nations and operates in Kabul under the banner of the UN Assistance Mission in Afghanistan (UNAMA). Such attacks reinforce concern about how the 352,000 members of the Afghan security forces will cope with the insurgency after most foreign NATO-led combat troops leave by the end of next year. Insurgent attacks against civilians, government workers and Afghan security forces have increased since the Taliban announced their so-called spring offensive late last month.

the country. Since coming to power in 2002, the government has taken various measures against alcohol, the consumption of which is forbidden by Islam. Tax on alcohol has soared and flag carrier Turkish Airlines has stopped serving alcohol on some domestic flights.

Business HSBC calls for faster reforms

German outlook improves as business morale upbeat

HSBC (HSBA.L) called on regulators to speed up industry reform as its shareholders urged Europe’s biggest bank to take a lead in cutting pay and criticised it for compliance failings and aiding tax avoidance. HSBC Chairman Douglas Flint told around 400 shareholders at the bank’s annual meeting that the fallout from recent scandals had created a “once-in-a-generation” opportunity to reform banking and the broader financial industry. “As a first priority we need to speed up the reform process. Otherwise investor confidence in the sector will continue to be undermined,” he said. Investors approved its 2012 pay plan, with 11 per cent of shareholders voting against it, compared with 10 per cent at last year’s meeting. Including abstentions, 14.7 per cent of shareholders this year failed to back the plan. “I’d like to see an immediate end to any increase in pay and a reduction in bonuses, which are totally disproportionate to what is delivered,” said private shareholder David Haslam. He said it was an industry problem, rather than specific to HSBC, but added HSBC should lead the way in pay reform. CEO Stuart Gulliver was paid £7.4 million last year, down from £8 million for 2011. The bank paid 204 employees more than £1 million last year, including 78 in Britain. Flint apologised to shareholders for the bank’s failings after it was handed fines of $1.9 billion in December, the largest ever imposed on a bank, following a US investigation into its Mexican and US operations. The probe made scathing criticism of HSBC’s anti-money-laundering systems and found its lax controls allowed two drug cartels to move $881 million through the bank.

Ifo index picks up more than forecast in May By Sarah Marsh GERMAN business morale improved far more than expected in May, rebounding after two months of falls and suggesting Europe’s largest economy is slowly picking up speed after a sluggish first quarter. The Munich-based Ifo think tank said yesterday its business climate index, based on a survey of some 7,000 firms, rose to 105.7 in May from 104.4 in April. The data beat a median forecast of 104.5 in a Reuters poll of 40 economists. It prompted German Bund futures to pare gains and sent the euro to a session high, though analysts said the recovery did not look strong enough to help drag Germany’s eurozone neighbours out of recession. Underscoring how private consumption in particular is fuelling domestic growth, a separate survey showed German consumers feeling more inclined to spend than at any point since September 2007. “Business sentiment is recovering, consumer sentiment is picking up and Germany has been spared a double dip recession by the skin of its teeth,” said David Brown at New View Economics. “The German economy

Confirming the growing importance of private consumption for the economy, market research group GfK said its forward-looking consumer sentiment index, based on a survey of around 2,000 Germans, rose for the sixth straight month. “Germany’s consumers ride to the rescue,” said Christian Schulz, economist at Berenberg Bank. A more sanguine Carsten Brzeski at ING said Germans would still not “become a bunch of shopaholics” and spend wildly. “This means ... this morning’s data also hold an inconvenient truth ...without its exports, the German economy is currently only like a sports car without sixth gear,” he said. Suggesting even private consumption cannot be relied on for solid growth, a finance ministry report released yesterday showed that, while the tax take rose 0.4 per cent on the year in April, sales tax dropped by 7.3 per cent. Jennifer McKeown at Capital Economics added that the Ifo index had “long painted an overly optimistic picture of the German economy” and Markit’s purchasing managers’ survey (PMI) released on Thursday suggested it was contracting. “Accordingly, we still expect only a modest pick-up in German GDP growth which will not be strong enough to ensure a recovery in the eurozone as a whole,” McKeown said. Nonetheless Germany is outperforming other eurozone countries, and recent data showed its industrial output and orders, as well as imports and exports, rose in March.

NEWS Corp (NWSA.O) set the distribution ratios for the spin-off of its publishing business, which may start buying back stock right away. The board of the publishing business, which will retain the News Corp name, authorised a $500-million stock repurchase programme, the company said yesterday. The stock repurchase may shed light for analysts and investors who want to know how the new News Corp will use the $2.6 billion in cash it will have when the spinoff takes place. That is expected to occur on June 28. Chairman Rupert Murdoch and Chief Executive Officer Robert Thomson will give more details about the company at a conference on May 28. The board of the existing News Corp has now formally approved the split-up of the company’s publishing business from its entertainment operations. Current News Corp stakeholders who own four shares of Class A or Class B common stock will receive one share of new News Corp’s Class A or Class B common stock. To prevent hostile takeovers, News Corp put in place a poison pill provision for one year after the split. It will be triggered if someone acquires more than 15 per cent of the stock of either company.

News Corp has a history of potential takeovers. In 2004, Liberty Media Corp’s (LMCA.O) John Malone had quietly snapped up a 20 per cent voting stake in the company. The move prompted Murdoch to swap his stake in DirecTV (DTV.O) and other assets for Malone’s shares in News Corp. The new News Corp will be an independent publicly traded company. The entertainment assets, including Fox broadcasting network, movie studio and lucrative equity stakes in pay-TV providers, will be known as 21st Century Fox. 21st Century Fox will retain no ownership interest in News Corp, the company said. The publishing spin-off includes News Corp’s newspapers including The Wall Street Journal and The Times in London, a cable network and pay-TV provider in Australia, book publisher HarperCollins and fledgling education company, Amplify. The company named current directors Lachlan Murdoch and James Murdoch to the board of the new News Corp. New additions to the board include Thomson; Ana Paula Pessoa, a partner at Brunswick Group; John Elkann, head of Exor SpA (EXOR.MI); and Masroor Siddiqui, head of investment firm Naya Management.

SGOs’ fight against privatisation beggars belief WHEN the chairman of CyTA Stathis Kittis announced that together with the chairmen of the Electricity Authority and Ports Authority they were considering securing loans from abroad to prevent the privatisation of their organisations, most sensible people thought he was joking. The idea was dismissed as just another example of a populist, pipe-dream that would earn the applause of union bosses and then be forgotten. However, Kittis seems determined to pursue this foolish idea, announcing earlier this week that three organisations from abroad had shown an interest in providing the €1.4 billion loan the three semi-governmental organisations were after. Although he did not name the potential creditors two were UK-based and the other US-based - he said that he would meet his fellow chairmen “with the aim of turning this initial idea into action”. In a nutshell, the SGOs would offer their assets as collateral to raise the €1.4 billion loan which they would then offer to the government so that it would not have to privatise the three SGOs as agreed in the Memorandum of Understanding. The sad thing is Kittis was being totally serious, in promoting this ludicrous idea that makes no business sense whichever way it is viewed. Did it occur to him that by lumbering each of three SGOs with an additional debt of half a billion euros, he might prevent their privatisation but ensure their bankruptcy. The EAC, for instance, is having difficulty servicing its existing loans - its chairman said its surplus was not enough to cover its debt repayment obligations - and would have no chance of surviving if it took on a non-productive loan of €500 million. How would it repay it? By tripling the already extortionate rates it charges its subscribers? Would the Port Authority, which charges absurdly high rates for handling shipments of goods, also triple its rates? There is no way any serious finance company would lend this amount of money, for non-investment purposes, for the very simple reason it would never be repaid if it is not used to generate more business. The SGOs would not invest the money but simply hand it over to the government, which will not be able to repay a cent for at least 10 years. In other words, the SGOs would borrow €1.4 billion in order to preserve the mismanagement, inefficiency, over-staffing, money-wasting and extortionate pricing that has always marked their operation and was covered by their beleaguered customers. The troika is certain to veto such a stupid idea, even if foreign companies are queuing up in order to lend our SGOs €1.4 billion.

T

HE SICKENING scene from Britain of a bloodspattered man spouting Islamist hatred, who had just beheaded an off-duty British soldier in broad daylight, sends shivers down the spine. Is this the face of modern terrorism? If so, is no one safe anymore? After the initial horror at the barbaric butchery on a leafy London street come questions about our attempts to prevent terrorism. Eleven years on from the attacks of September 11, we are still left grappling with some basic questions: What exactly is terrorism? And what can we do, if anything, to prevent it? The British prime minister, David Cameron, his colleagues, top officials and police have been careful not to jump to conclusions. They have avoided the rush to judgement that so many in the United States urged on the Obama administration in describing the motivation of the killers of Ambassador Chris Stevens in Benghazi. It is not that they do not take the killers at their word; it is because they simply do not know. Cameron was careful not to prejudge or speculate on the motives of the two suspected culprits, who made no attempt to escape and waited for the police to come and arrest them. “There are strong indications that it is a terrorist incident” was as far as he would go. It was even left to French President Francois Hollande - Cameron was in Paris - to let slip that the British authorities knew the victim was a soldier. The Metropolitan Police chief was even more cautious. “We understand concern about the motivation, and we will work tirelessly to uncover why this occurred and who was responsible,” he said. “I understand people want answers, but I must stress we are in the early stages of investigations.” The British have a meticulous approach to preventing the prejudicing of evidence and juries that the American First Amendment does not allow. In the United States, we guess first and investigate later. Even by the morning after the attacks, Cameron remained reluctant to acknowledge that the jihadist language used by one of the killers in the immediate aftermath of the killing automatically made him a terrorist. Instead, he went out of his way to distance Islam from the slaughter. “We will never give in to terror or terrorism in any of its forms,” he said. “This was not just an attack on Britain and on the British way of life, it was also a betrayal of Islam and of the Muslim communities who give so much to our country. There is nothing in Islam that justifies this truly dreadful act.” This has put the official jostling to avoid jumping to conclusions in the immediate aftermath of the Benghazi killing of four

There has been widespread scoffing that no one dare call the murder of Ambassador Christopher Stevens a terrorist act, though it had all the characteristics of terrorism. The suggestion has been made that the to-and-fro over how the attack should be described must have been politically motivated. Sometimes it is important for law enforcement officials to stay mum rather than jump too quickly to conclusions, even if the motive is misconstrued. The CIA considered the ambassador’s premises in Benghazi a crime scene that might provide them with proof that would bring the killers to justice. Agents now have five suspects in their sights, under 24-hour surveillance, but are waiting until they have enough evidence to surely convict. The CIA appears to have learned lessons from the roundup of al Qaeda suspects after September 11. There are already too many untried detainees held in Guantanamo - at least 45 of them genuine cold-blooded terrorists - without enough evidence against them for the CIA to add five from Benghazi. Maintaining the rule of law is important for a civilised nation, but it comes at a price. Sometimes, justice is not served. The failure to allow Gitmo detainees to be repatriated to face trial on American soil has caused, by the reckoning of a joint CIA, FBI and Pentagon task force, 86 innocent men to be held indefinitely by American forces. That is shameful, which is why President Barack Obama’s new initiative to provide justice to those at Gitmo is so welcome. Hypocrisy is the lifeblood of politics, which perhaps explains why the very constitutionalists who most conspicuously praise the principle of the rule of law are often the same as those who demand lynch law for suspected terrorists, even when they are known to be innocent.

The cases of the butchers of London and the Boston bombers raise an even more fundamental question: What exactly is terrorism? When Osama bin Laden was running al Qaeda training camps in Afghanistan and coordinating terrorist outrages around the world, the shape and modus operandi of terror networks was well established. In the 11 years since 9/11, however, the central management of al Qaeda’s operation has been defeated and the duty to continue the Islamist fight passed to individual jihadists. But when is a murderer a terrorist and when is he simply an egotistical killer eager to grab the headlines? There is an iteration of Islamist terrorism that learned from the Allied invasion of Afghanistan and the defeat of al Qaeda in Iraq that they were no match for the Western military and its sophisticated technology. Islamist terrorism has largely devolved to individuals who work independently or in small cells and perpetrate wellplanned or opportunistic horrors using everyday equipment bought in pharmacies and hardware stores. How to deal with hydra-headed terror without impinging on our liberties is the greatest puzzle yet to be solved by contemporary law enforcement. Eternal vigilance is not particularly effective, even when accompanied by saturation eavesdropping by street cameras. But as the London outrage has shown, we may be in another phase. Almost everyone now has a cell-phone camera, and brave souls are prepared to tackle armed terrorists. The heroine of the hour in London is a woman Cub Scout leader, Ingrid LoyauKennett, who, hearing the blood-drenched killer yammer, “You people will never be safe,” and threatening “war in London,” calmly replied, “You’re going to lose. It is only you versus many.” Both the London and Boston killings appear to have been

perpetrated by disenchanted young Muslim men. Despite one of the Boston bombers’ having travelled to Chechnya and their reported reliance upon an al Qaeda handbook to build the pressure cooker bomb that killed three and maimed 264, exiled Chechen separatist leaders fiercely denied connections with the pair and so far the FBI have failed to establish a direct link between the bombers and Islamist terrorist leaders. . The British have a long history of countering terrorism. From the start of the Troubles in Northern Ireland in the early 1970s, the Irish Republican Army waged wave after wave of terror attacks on soldiers and civilians, including an annual bombing campaign on Christmas shoppers. The IRA’s fighters were well-disciplined and had a clear aim and an ideology. Because of the nature of their business, they attracted psychopaths without any ideals or ideology only too happy to kill for fun. That is why sorting real terrorists from the murderous insane must remain at the heart of counterterrorism. Wild talk about revenging the sins of Muslims in general may be good business for a tabloid cable news station catering to xenophobes, but it cannot be the standard of a democratic government and its instruments of law and order. Merely shouting “Allah is good!” as the London killers did, does not define a crime as an act of terrorism. Alfred Hitchcock once said, “There is no terror in the bang, only in the anticipation of it.” He was wiser than he knew. Cooper returns to the comedy franchise, The Hangover, which skyrocketed his career, after dramatic roles that earned him an Oscar nomination and praise for his more dramatic talents. The 38-year-old actor has been on TV since 1999 and landed some supporting film roles. But it wasn’t until he was cast as the cocky Phil in the 2009 buddy comedy, The Hangover, that he found mainstream success. The movie, about four men who try to piece together the events of a wild bachelor party in Las Vegas, became an unlikely hit, grossing more than $467 million at the worldwide box office and spawning a franchise. After The Hangover Part II took the actors - Cooper, Ed Helms, Zach Galifianakis and Justin Bartha - to Thailand on yet another wild bachelor party, they decided to return one last time in The Hangover Part III, out in theatres yesterday. “We really didn’t let any day pass without taking stock of what we have because of these movies, and how special our bond is,” Cooper

Cooper said that while the first two films had become box office hits with similar storylines, it was important

that the third film found a new plot. “There was a lot of pressure to make sure it was going to be fresh, that it was going to deviate from the structure of the first two,” the actor said. After landing leading roles in 2010’s reboot of The ATeam and 2011 action-thriller Limitless, Cooper reached a career high this year with an Oscar nod for best male actor for his role as bipolar Pat in Silver Linings Playbook. Cooper credited the film for changing perceptions about his talents. “There were people go-

ing ‘wow, I didn’t know you could do that,’ and I thought ‘yeah, did you think I was Phil?’ It was interesting,” he said. The Place Beyond The Pines saw Cooper in a rare dramatic role, playing a police officer struggling to come to terms with killing a suspect while on duty. Cooper said the role was “really tricky” and came to him at the right time in his career, when he was looking for a challenge and wanted to take risks with a complex character. “It was not the role that

a young male leading man would want to take, because there was nothing flashy... but it was a great acting challenge,” Cooper said. The actor, who was thrust into the spotlight in 2011 as People Magazine’s ‘Sexiest Man Alive,’ said he has set his sights on stepping behind the camera one day, though for now, he is in demand for roles in upcoming films by Steven Spielberg and Cameron Crowe. “I can’t pass that up, but at some point I have to direct, because that’s really the only way I think,” Cooper said.

I was part of that and I know that he and Jennifer are very good friends and he cared deeply for her “But in Angie, he saw a very adventurous person who was grabbing on to life and taking it to its nth degree. It was intriguing because I felt Brad had that in him and wanted to unleash it.” While they are close now, Brad, 49, recently hinted he was unhappy during his marriage to Jennifer, 43, because of his drug use.

VETERAN comedian-actor Jerry Lewis plays a dramatic role in his first movie in 18 years, Max Rose, which is premiering at the Cannes film festival, but showed on Thursday he had lost none of his talent for playing the clown. Lewis, 87, laughed his way through a news conference at the world’s top cinema showcase with non-stop one-liners about how much he was paid for Max Rose, his career’s ups and downs and his former partner Dean Martin, who died in 1995. “When I arrived here and he wasn’t here, I knew something was wrong,” he quipped when asked about Martin, with whom he rose to fame in the 1940s and 1950s, first in television and then films. The duo, in which singer Martin played the straight guy to Lewis’ slapstick comedy, split up acrimoniously in 1956 and both men went on to solo careers. In Max Rose, written and directed by American filmmaker Daniel Noah, Lewis plays an ageing jazz pianist who learns that his wife of 65 years may have been unfaithful to him, making him wonder if their life together was built on a lie. It is Lewis’ first film role since 1995’s Funny Bones and one he said could not resist because it was the best script he had read in 40 years. The film is holding its premiere at Cannes where it has a screening but is not competing. “The wonderful thing about this script is that it is about elderly people who have been thrown away,” said Lewis. “It is a very different thing to do for the crazy clown that has been doing one thing for 60 years .. but it is an incredible movie that is going to give a lot of people a lot of pleasure, and that’s the idea and I will meet you all at the bank.” Dodging any mention of retirement, Lewis said he looked back on his work with pride, citing his 1963 film The Nutty Professor and his performance in Martin Scorsese’s 1983 film The King of Comedy. But he said there was one film which he regretted and would never see the light of day - the 1972 film The Day The Clown Cried which he both directed and featured as a circus clown imprisoned in a Nazi concentration camp. “It was all bad and it was bad because I lost the magic,” said Lewis. “You will never see it, no-one will ever see it, because I am embarrassed at the poor work.” Lewis once stirred controversy by commenting that he did not find female comedians funny and he stood by this at Cannes despite coming under attack for this view over the years. “I cannot sit and watch a lady diminish her qualities to the lowest common denominator,” he said. “My favourite female comedians? Cary Grant and Burt Reynolds.”

It says teens are sharing more personal information about themselves, even as they try to protect their online reputations. “The key is that there are fewer adults, fewer parents and just simply less complexity,” said Amanda Lenhart of the Pew Research Centre, one of the study’s authors. “They still have their Facebook profiles, but they spend less time on them and move to places like Twitter, Instagram and Tumblr.” In the poll, 94 per cent of teens who are social media users have a profile on Facebook - flat from the previous year. Twenty-six per cent of teenage social media users were on Twitter, more than double the figure in 2011 of 12 per cent. “Facebook just really seems to have more drama,” said Jaime Esquivel, 16, in an interview. Jaime sees teens complaining on Twitter, too, so he has been using the photo-sharing service Instagram more often. Facebook bought Instagram last year. In what may be a concern to parents, more than 60 per cent of the teenagers with Twitter accounts said their tweets were public, meaning anyone on Twitter can see what they write and publish. About a quarter of youngsters said their tweets were private and 12 per cent said they did not know whether their tweets were public or private. Teenagers are also sharing much more than in the past. More than 90 per cent of young social media users said they have posted a picture of themselves - up from 79 per cent in 2006, the poll said. Seven in 10 disclose the city or town where they live, up from about 60 per cent over the same period. And 20 per cent disclose their mobile phone number - up from 2 per cent in 2006.

Gaming console is Microsoft Corp’s first in eight years By Bill Rigby and Malathi Nayak MICROSOFT Corp unveiled the “Xbox One” on Tuesday, its first new gaming console in eight years, and its strongest push so far to dominate consumers’ living rooms with an array of exclusive media content. The Xbox One took four years to develop and will be the launchpad for a Halo live-action video series produced by Steven Spielberg. It will be sold worldwide “later this year,” games unit chief Don Mattrick told reporters at an event at the software company’s campus near Seattle, without providing details on timing or pricing. The device will also be the first platform to release the next instalment in Activision Blizzard Inc’s blockbuster shooter franchise, Call of Duty. Microsoft hopes its third-generation Xbox console will attract video game fans who are increasingly sampling games on mobile devices, while also becoming a hub for living room entertainment. The new device interacts with a television, responds to voice and gesture commands, includes group video calling on Skype, 15 exclusive game titles and original programming content. The Xbox One will chiefly compete with Nintendo Co’s new Wii U and Sony Corp’s forthcoming PlayStation 4 for a bigger slice of the $65-billion-ayear computer game market. Microsoft did not refer to the new gadget as a “console” but rather an entertainment system, signalling its renewed focus on making the Xbox a sort of window for media and entertainment content, said Forrester Research’s James McQuivey. Yusuf Mehdi, SVP of Microsoft’s Interactive Entertainment Business declined to put a figure on the company’s investment in exclusive game and video content, but called it a “very serious commitment”, in an interview with Reuters. Console gaming still accounts for the largest share, of about 42 per cent, of the $65-billion world gaming market,

according to Microsoft. But playing games on smartphones and tablets is gaining ground. Videogame publishers have moved towards integrating their games across consoles, PCs and mobile devices to keep gamers engaged. Microsoft said it will have an updated SmartGlass app that connects the Xbox One to tablets and smartphones. “This is what we needed, a machine that could connect all the possibilities the devices that exist can bring,” Yves Guillemot, CEO of games publisher Ubisoft, told Reuters. The device will have 8 gigabytes of memory and comes with a new-generation Kinect sensor that communicates a user’s voice and gesture commands to the console. The original Kinect was launched in 2010 and sold separately. Bundling the Kinect - which costs $100 in the current version - may inflate the Xbox One’s overall price tag. Mehdi said Microsoft is still “evaluating” sale price.

App brings to life Bard’s sonnets A NEW app launched on Monday aims to bring William Shakespeare’s sonnets to the masses with the help of short films starring stage actors performing them in front of New York landmarks. The Sonnet Project (inset) is a free app for the iPhone and iPad that showcases the Bard’s poetry through films of up to two minutes and performances by TonyAward winning actors Joanna Gleason and Cady Huffman, among others. “Shakespeare gets a bad rap. A lot of people say ‘I don’t like Shakespeare, he’s over my head,’ or ‘Shakespeare is boring,’” said Ross Williams, the artistic director of the New York Shakespeare Exchange, the non-profit organisation behind The Sonnet Project. “I wondered what happens if we share Shakespeare in really easily digestible chunks so people can get used to having him in their

lives?” he added. Shakespeare’s 154 sonnets, first published in 1609 explore themes such as love, beauty, and death. Different locations across New York were selected for each sonnet, including the World Trade Centre Memo-

rial and the Brooklyn Bridge. Actors and directors and text coaches helped to interpret the themes. Another iPad app released last year called The Sonnets by William Shakespeare includes performances by actress Kim Cattrall, of Sex and the City fame, Patrick Stewart of Star Trek and British actor Stephen Fry. Created by Britain’s Touch Press, it also features commentary and information about the sonnets. The app, which costs $6.99, also includes a replica of the original sonnets, and interviews with scholars and Shakespeare experts. Cambridge University Press also launched two new iPad apps in February as part of their “Explore Shakespeare” series, including the plays Twelfth Night and A Midsummer Night’s Dream. Each cost $13.99 and feature audio performances, commentary and other interactive content.

Sony had touted the new PlayStation 4’s live streaming of games and social features like a “share” button on its controller when it announced its new console, Fong said. Despite its strong brand, the Xbox itself is not a key financial factor for the world’s largest software maker. Its Entertainment & Devices unit is set to break $10 billion in sales for the first time this year, but that’s half the sales of its Windows unit, and a lot less profitable, averaging less than 15 per cent margin compared to 60 per cent or higher for Windows or Office. The company has more than 46 million users of its online gaming and digital entertainment service Xbox Live. That is still a fraction of the people who pay for its software.

YBERSECURITY researcher HD Moore discovered he could use the internet to access the controls of some 30 pipeline sensors around the country that were not password protected. A hacking expert who helps companies uncover network vulnerabilities, Moore said he found the sensors last month while analysing information in huge, publicly available databases of internet-connected devices. “We know that systems are exposed and vulnerable. We don’t know what the impact would be if somebody actually tried to exploit them,” said Moore, chief research officer at the security firm Rapid7. US national security experts used to take comfort in the belief that “rational” super powers like China or Russia were their main adversaries in cyber space. These countries may have the ability to destroy critical US infras t r u c t u r e with the click of a mouse, but they are unlikely to do so, in part because they fear Washington would retaliate.

Now, concerns are growing that “irrational” cyber actors - such as extremist groups, rogue nations or hacker activists - are infiltrating US systems to hunt for security gaps like the one uncovered by Moore. These adversaries may not be as resourceful, but like Timothy McVeigh’s bombing of an Oklahoma federal building in 1995, it is the element of surprise that is as concerning. control systems - on the grid, at water treatment facilities and heating and ventilation systems for buildings including hospitals. He has also uncovered bugs built into industrial control equipment. The Department of Homeland Security’s Industrial Control Systems Cyber Emergency Response Team, known as ICS-CERT, last week warned of a flaw that Santamarta found in equipment from Germany’s TURCK, which is used by manufacturers and agriculture firms in the United States, Europe and Asia. The agency said attackers with “low” hacking skills could exploit the flaw, letting them remotely halt industrial processes. It advised customers to install a patch that would protect them against such attacks. Director of National Intelligence James Clapper told a Senate committee in March that “less advanced, but highly motivated actors” could access some poorly protected

control systems. They might cause “significant” damage, he warned, due to unexpected system configurations, mistakes and spillovers that could occur between nodes in networks. ICS-CERT posts dozens of alerts and advisories about vulnerabilities in industrial control systems on its website each year. Companies whose products were named in their alerts include General Electric Co, Honeywell International Inc, Rockwell Automation Inc, Schneider Electric SA and Siemens AG. Dale Peterson, CEO of industrial controls systems security firm Digital Bond, said infrastructure control systems are highly vulnerable to cyber attacks because designers did not take security into consideration when they developed the technology. While hackers have yet to launch a destructive attack on US infrastructure, plenty have the skills to do so. “I would say it is only because no one has wanted to do it,” said Peter-

son, who began his career as a code breaker with the National Security Agency. House Intelligence Committee Chairman Mike Rogers said terrorists are among the groups looking to acquire the capability to launch a cyber attack on US infrastructure, but he believes they do not yet have that ability. “You get the right person with the right capability committed to this and it’s a game changer,” Rogers told the

Summit. “My concern is it’s just a matter of time.’ Eric Cornelius, a former ICSCERT official, said that operators in critical sectors including power, water, oil and gas sometimes do not implement security fixes recommended by equipment and software manufacturers in a timely manner because they need to take plants off line to do so and cannot afford the downtime. security staff and technology to protect networks because they don’t have adequate funds, said Cornelius, director of critical infrastructure for Cylance Inc. A relatively unsophisticated hacker whose goal was to probe a network could unintentionally damage a system because ageing networks are fragile and extremely sensitive, he said. “That leaves these control systems insecure,” he said.

AFTER two whole weeks of Spanish cinema, Nordic films take to the cinema as of Monday with a total of eight films to be screened. The Nordic cinema period begins with the film Superclásico in Danish and Spanish on Monday. The film revolves around a Copenhagen wine seller and Christian, who is on the brink of bankruptcy after his wife left him 17 months earlier. Christian visits his wife under the pretense of signing divorce papers but is really on a mission to win her back. If you are a sucker for love then Appelsinpiken - The Orange Girl in Norwegian, Finnish and Swedish, is the film up next on Tuesday. Coming Up Exhibition The manifesto of a woman TUESDAY gives you a great chance to see one woman’s journey around the world, displayed as a photographic collage, while also offering a peek at a film. The exhibition The Manifesto of a Woman to the World by Marina Olympios-Lycourgos, who started her journey in Cyprus and then went to Peru, Bolivia, Thailand, Cambodia, Indonesia, has finally came full circle back to Cyprus. At every stop she visited ancient sites - some dating back to the 12th century AD - and got to know about people and cultures she had never met. The exhibition is also an opportunity to pay tribute to the beauty of Mother Earth but also to women. Different women come to the

encounters that change lives and, in the end, show that love is the most important thing in life. Thursday is the day to go see Äideistä parhain - Mother of Mine, in Finish and Swedish, from award-wining director Klaus Härö. The film tells the age old story of how a mother’s love is the strongest love of all, even if the child she loves does not realise it. Brollopsfotografen - The Wedding Photographer, in Swedish, will be on screen on Friday. The film could be considered right up our alley during the times we live in. It zooms in on Robin, who leaves his hometown after the factory he worked for shuts down and tries his luck as a wedding photographer. The change in scene and career brings him face-to-face with a forefront each time, but they all share a common fight for dignity and the quest for equality. The photos capture these women who are people lost in history and to society. The images hope to illustrate the diversity of the world, which in itself is a journey that never truly ends. If we take a look back, we can trace our relationship with the world and better understand ourselves as an entity within it. Hopefully, by pointing out the differences of one culture to the next, a chance for equality and justice will be brought to the surface. A film by Elisabeth Chambon, Curator of the museum GeoCharles in France, which covers the same journey, will also be presented. Marina Olympios-Lycourgos was born in Nicosia in 1968. She studied in Paris and received a diploma with honours from the National School of Fine Arts. In 1994 she worked as a research fellow at the Institut des Hautes Etudes en Arts Plastiques Paris.

The story takes us back in time when a little boy named Nikolas from Lapland loses his family in an accident and is looked after by the villagers. When he moves to a new home at Christmas, he makes toys for the children of the families who have helped him and the tradition of present giving to children at Christmas is kept going. All films are screened with English subtitles.

Beat the World (LTV3, 20.00) The non-streetwise reader may be puzzled to learn that this film contains some of “the sickest routines ever captured on film,” according to the DVD cover. ‘What makes them sick?’ (s)he may wonder. ‘Are puppies dismembered on camera?’ Streetwise readers will have no such questions, reckoning correctly that the film is a dance movie (tag-line: “They live to dance. They dance to win”), a sequel of sorts to You Got Served in which “three dance crews prepare to do battle at the international Beat the World competition in Detroit”. That’s the plot, in its entirety - and of course plot is irrelevant, the main attraction being the high-energy (a.k.a. ‘sick’) dance routines. “If we wanna

win this competition, our moves gotta be fresh,” goes the dialogue - though the moves on display aren’t very fresh, according to the dance fans at the Internet Movie Database, leaving the film with no reason to exist. As for me, I’ve always found this ‘urban dance’ guff to be graceless and repetitive, then again I’m a Fred Astaire fan (i.e. not very streetwise). Made in 2011.

Admittedly we had an all-Spanish final not too long ago and that didn’t lead to a Spain-dominated Europe (more like deep recession and 27 per cent unemployment), but why let real life get in the way of football-related wisdom? As for who’s likely to win tonight ... well, suffice to say that Bayern won this season’s Bundesliga with a 22-point lead over the runners-up, who were (yes) Borussia Dortmund. A monster in the making - and they don’t even have Pep Guardiola yet! Be afraid. Be very afraid.

Sport Andretti eager to end family’s Indy 500 ‘curse’ By Steve Keating IT was media day at the Indianapolis 500 yesterday and Marco Andretti (right) knew the question was coming before it was even asked. What about the Andretti curse? For Marco, grandson of former Formula One champion Mario Andretti and son of IndyCar champion and team owner Michael, the family name is both a blessing and curse when it comes to racing at the famed Brickyard. American motor racing royalty, the Andrettis have ruled over open wheel racing in the United States with a string of victories that have linked generations.

Yet for all their success, the Andretti clan can count just one Indy 500 victory as the Brickyard has produced nothing but heartbreak for the family since Mario’s triumph in 1969. “I can tell you, when you are out front leading this race you are always thinking about it (the curse),” said Marco. “You just hope there is not an element that is going to take you out of it. “As a family, as a competitor it is frustrating, 70-plus drives and one victory but as human beings we are lucky we’re all healthy and still have a great shot at winning this race. “We never really address it as a curse but there have been plenty of dinner conversations talking about how it just slipped away from all three of us.”

According to folklore, the Andretti clan’s bad luck at the Indianapolis 500, billed as ‘The Greatest Spectacle in Racing,’ began when Mario was kissed on the cheek by car owner Andy Granatelli following his 1969 triumph. Mario raced in 29 Indy 500s and Michael 16. Mario’s nephew John Andretti contested 12 Indy 500s while Jeff Andretti, Mario’s youngest son, could not break the curse in three attempts at the Brickyard. Michael Andretti, who had 42 IndyCar wins during his driving career, led more laps than any other driver never to win the Indy, crossing second once and third twice. “It is a story, 70-plus starts and one victory is frustrating,” said Marco.

Giro stage called off after heavy snowfall STAGE 19 of the Giro d’Italia was cancelled yesterday because of heavy snow. The 139km stage from Ponte di Legno to Val Martello in the Dolomite mountains had already been re-routed on Thursday, given that the stage would take in the highest point of the race at 2,783m. And with windchill expected to drop to -20C, organisers have put safety first. Italy’s Vincenzo Nibali leads the race by four minutes and two seconds from Australia’s Cadel Evans. The Giro, which ends tomorrow, has been hampered throughout by unseasonal bad weather. By Larry Fine THE star-studded US national basketball team cannot afford to get complacent about being the sport’s superpower given the pace of emerging talent around the globe, head coach Mike Krzyzewski said yesterday According to Krzyzewski, having the privilege of coaching teams that have boasted NBA All-Stars LeBron James, Kobe Bryant, Kevin Durant, Carmelo Anthony and Chris Paul does not come with a guarantee of beating competition. “People think that because we have all these guys you just roll out a ball and you’re going to win,” Krzyzewski said at a news conference to announce he would return as coach of the US national team through the 2016 Rio Olympics. “If you do your program that way, you’re going to get beat.” Respect for the competition is fundamental to Krzyzewski’s approach and the lessons he has drilled into his US teams have paid off with a 62-1 mark that includes two Olympic gold medals and a current 50-game winning streak. Krzyzewski said all you have to do is look at the rosters of the National Basketball Association’s (NBA) teams to appreciate the growth of the game glo-

bally. “There are a lot of great teams out there and you see these guys playing in the NBA,” Krzyzewski said at Duke University in Durham, North Carolina, where he has led the Blue Devils to four men’s college basketball championships. “Twenty-one per cent of the NBA is international and these teams can have anywhere between 10 and 12 NBA players on them. And we have 12 NBA players. “And we’ll have five of them out there at one time and they’ll have five. As long as it’s five against five we could lose at any time. “And that’s the respect you have to give your opponent and that’s what we do with our preparation.” Krzyzewski took over as national team coach in 2005 after Argentina beat the US in the semi-finals of the 2004 Olympics. Two years earlier, the Americans failed to reach the medals round at the world championships. The US were humbled again in Krzyzewski’s first major competition when Greece kept the Americans out of the 2006 world championship gold medal game with a semi-final victory. Krzyzewski, 66, said being with the US team energised him. “It’s like a teacher learning new material,” he said.

“I’ve learned so much over these seven years, it’s made me better, wanting to coach even more. Instead of reducing shelf life, so to speak, I think it’s added to it. “There are so many amazing coaches throughout the world, and they see the game sometimes in a different way, and still very effective way. If you can implement some of the things they do or try to defend or attack the things they do, it makes you better.” The coach noted the passion with which top international teams play. “When you’re playing Argentina or Spain, it’s a hell of a game. Those guys are playing at a whole other level. “If you watch the San Antonio Spurs play, take about five minutes and just watch (Argentina’s) Manu Ginobili, and you’ll see one of the great, great players of the world play. We’ve seen that. We appreciate that. “And we appreciate it enough to work our fannies off to develop a team that’s worthy of winning against that type of feeling, that type of talent and that type of passion for the game. “If you don’t do that for the United States, you’re going to lose. You’re not going to win by showing up. And our guys know that. The guys that played know that, 100 per cent.”

Just when it seemed the fuss was starting to die down following this week’s spectacular fallout between two of the world’s best-known golfers, O’Grady entered the debate by giving an interview to Sky Sports television. “I deeply regret using an inappropriate word in a live interview...for which I unreservedly apologise,” O’Grady said in a statement at the PGA Championship. Earlier in the day, the tour chief said: “We know the connotation in the United States. “All races play on the European Tour and that’s how we want to keep it. Most of Sergio’s friends are coloured athletes in the United States and he is absolutely abject in his apology and we accepted it.” Garcia said sorry 11 times on Wednesday and used the word apology on five occasions after causing a furore by making a ‘fried chicken’ jibe at world number one Woods. The Spaniard said his comment, made at the European Tour Player of the Year awards dinner on Tuesday, was “stupid and out of place” and said he regretted it the moment he uttered it. Fourteen-time major winner Woods, whose relationship with the Spaniard has always been frosty, was in unforgiving mood when he gave his reaction to Garcia’s jibe. “The comment that was made wasn’t silly. It was wrong, hurtful and clearly inappropriate,” the American said on his Twitter account. Tensions running high ahead of first Rome derby Cup final

The match comes barely one month after a meeting in Serie A preceded by violent clashes in the streets of Rome in which several people were stabbed. Around 200 Lazio fans threw bottles and other objects at officers who responded by firing tear gas and batoncharging supporters. The kickoff for Sunday’s match at the Stadio Olimpico, which offers both teams a last chance to qualify for the Europa League, was brought forward from 9pm local time to 6pm to reduce the risk of trouble and 2,000 police will be on duty. To add fuel to the fire, fans from the two clubs have both been involved in ugly incidents of racism this season. Lazio were forced to play two home matches behind closed doors in the Europa

THE Europa League winners will get a place in the following season’s Champions League for the 2015-16 season, UEFA said yesterday. The change will boost the prestige of UEFA’s secondary competition which has become largely overshadowed by the Champions League in terms of prize money, credibility and media coverage over the last decade. The decision, approved at this week’s executive committee meeting in London, was announced at UEFA’s annual Congress. The decision followed months of discussions between Europe’s top clubs in the European Club Association (ECA) and UEFA’s top officials including president Michel Platini. Despite the presence of many of Europe’s leading clubs who have missed out on the Champions League, the Europa League retains an aura of being a consolation prize for the also-rans. Although a central marketing concept

was added to the competition when it was rebranded in 2009, matches are played on Thursdays and are often shown on nonpeak viewing channels. They also generate a tiny percentage of income the Champions League can bring. “Discussions have taken place about the Europa League and some changes are needed for that competition,” UEFA general secretary Gianni Infantino said. The Europa League, which succeeded the UEFA Cup in 2009-10 but retains the same trophy, features many of Europe’s leading clubs who have missed out on a Champions League place. There is already a connection between the two competitions as the eight clubs who finish third in their Champions League groups transfer into the Europa League’s knockout rounds. This season they included last year’s Champions League winners Chelsea. Despite the initial reticence of some of Chelsea’s players about competing in it, the Premier League side won the competition last week by beating Benfica 2-1 in a highly competitive final in Amsterdam.

UEFA president Michel Platini renewed his call for the formation of a European sports police force on Friday, telling delegates at the opening of the UEFA Congress he was upset that his appeal for one had been ignored for six years. “Six years ago now, in response to...problems of betting, corruption and match-fixing, as well as the problems of hooliganism and doping, I called for the establishment of a European sports police force,” Platini said. “There has been no response to those calls so far. Given the absence of any reaction and the lack of awareness on the part of politicians, I renew that call today.” Platini, addressing delegates from UEFA’s 53 member nations, said the issues of match-fixing and betting, discrimination and the financial troubles of many clubs were “poisoning football from within” and a sports police force would help the game to deal with its problems.

DEAF EARS “If, by misfortune, this call again falls on deaf ears, I ask that each country, at the very least, adopts specific provisions of national legislation addressing the issue of match-fixing in order to finally have the legal tools necessary to rigorously punish these cheats,” he added, saying only some 10 countries had already adopted measures. On match-fixing, Platini said: “We are protecting our sport from this scourge with all the means at our disposal but, unfortunately, that is sometimes not enough. “We are not dealing with petty criminals who are looking to make ends meet; it would seem that we are, in some instances, dealing with mafia-type organisations that are using certain matches to launder money, tarnishing our sport in the process.” He said UEFA was taking stronger steps to battle discrimination, adding: “How many children of immigrants have found it easier to integrate into their new country thanks to football? Sometimes football succeeds where schools and public services fail.” However, he added: “We must not bury our heads in the sand. Discrimination, be it racial or sexual, is still present in football today. And we owe it to ourselves to act.”
