      Discretionary Funds

Clarion County Community Foundation Unrestricted Endowment Fund Clarion County Community Foundation Unrestricted Endowment Fund is a fund for charitable purposes in Clarion County, Pennsylvania. As a discretionary Fund the Community Foundation Board and Foundation Distribution Committee may decide upon the use of this Fund. Forest County Unrestricted Endowment Fund, Founded by Bill and Judy McDaid Forest County Unrestricted Endowment Fund is a fund for charitable purposes in Forest County, Pennsylvania. This fund was established by long time Forest Community Foundation advocates Bill and Judy McDaid. An additional gift was made to this fund by Shirley Kunselman at the time of her passing in 2012. As a Discretionary Fund the Community Foundation Board and Foundation Distribution Committee may decide upon the use of this Fund. Koos Unrestricted Endowment The Koos unrestricted endowment was established from the proceeds from a charitable trust established by Marietta “Mayme” Koos in memory of her parents, Daniel and Carolyn Weyman Grimm. The endowment is intended for any charitable purpose in Venango County, Pennsylvania. Messer Charitable Remainder Trust This discretionary Fund was established within the Foundation pursuant to a charitable trust remainder agreement. The Messer Fund is used for unrestricted purposes. Distributions are made in accordance with the “Allocation Policy” adopted by the Board of Directors for component Funds of the Foundation and the Foundation’s Board of Directors have sole discretion in awarding grants from this Fund. Any other person may make a contribution to the Messer Fund at any time. Punxsutawney Area Community Foundation Endowment Fund Punxsutawney Area Community Foundation Endowment Fund is a fund for charitable purposes in the Punxsutawney area in Jefferson County, Pennsylvania. As a discretionary Fund the Community Foundation Board and Foundation Distribution Committee may decide upon the use of this Fund. Galena Rew Harrington and Mary E. Rew Fund


This discretionary Fund, established in June of 1976, was the first Fund created in the Venango Area Community Foundation. Four gifts to the Community Foundation by Galena Rew Harrington and Mary E. Rew inaugurated this discretionary Fund. As a discretionary Fund the Community Foundation Board and Foundation Distribution Committee may decide upon the use of this Fund. Venango Area Community Foundation Outreach & Operations Fund Venango Area Community Foundation Outreach & Operations Fund was established to aid and support the operations and growth of the Venango Area Community Foundation. The purpose of this Fund will be determined annually by the Board of the Venango Area Community Foundation.

Donor Advised & Donor Designated Funds

Thomas L. Barletta Foundation Charitable Fund The Thomas L. Barletta Foundation Charitable Fund was established to support the Punxsutawney Youth Commission, Inc. Daniels McConnell Scholarship Development Fund The Daniels McConnell Development Fund was established to support the Susan L. Daniels Memorial Scholarship Fund and the Susie McConnell Memorial Scholarship Fund. This Fund will allow for disbursements directed toward both of the previously stated scholarship funds. Viola J. Falconi Communion Dress Fund The Viola J. Falconi Communion Dress Fund was established by Mary Chapman, the daughter of Viola J. Falconi, to provide funds for communion dress purchases for needy children. Viola had received a Communion dress from an anonymous donor when her family was unable to afford one. Mary chose to honor her mother’s memory by creating this Fund to help other girls in a similar situation as her mother was. Paul & Ellen Flickner Charitable Fund The Paul and Ellen Flickner Charitable Fund was established by Paul and Ellen Flickner in 2016 to support various charitable organizations and programs in Venango County such as the Oakland United Methodist Church of Venango County, Saint Stephens Church of Oil City, Oil City YMCA, Oil City Salvation Army, and the Venango County Humane Society. Friends of Singing Hills Fund The Friends of Singing Hills Fund was established to support the Singing Hills Camp in Venango County, Pennsylvania. This Fund will support residential and day camp opportunities and outdoor nature-based programming for children in the camp’s current primary service area including Venango, western Crawford, northern Clarion, southeastern Warren, and Forest Counties. Lois and Carl Heinz Donor Advised Fund


The Lois and Carl Heinz Donor Advised Fund may be used for grants made to Venango County schools, non-profit corporations or other deserving and qualified charitable organizations. As a donor advised Fund, the Heinz Family advises the Venango Community Foundation at least annually about the award of grants from the Heinz Fund. Kugler Legacy Endowment Fund The Kugler Legacy Fund was established by Mr. William Bowen for various capital projects for 501(c)(3) human service organizations serving the Oil City community. The following organizations or their successors qualify as potential grant recipients: Oil City YMCA, Oil City YWCA, Oil City Library, Humane Society, Oil City Salvation Army, and Venango Museum of Art, Science, and Industry. Dennis and Martha Lamb Charitable Fund The Dennis and Martha Lamb Charitable Fund was established by Dennis and Martha Lamb in 2014 to benefit various churches, non-profit agencies, youth programs, and other charitable programs and services in the Tionesta, Pennsylvania area. Larry Neely Memorial Trust Fund The Larry Neely Memorial Trust Fund was established by the will of Larry Lee Neely for the Venango Area Community Foundation. The purpose of this fund is to provide an annual scholarship to graduating high school students from Venango County and to support retarded individuals who are residents of Venango County. Laura M. Smedley Trust Fund The Laura M. Smedley Trust Fund was established by the will of Laura M. Smedley for the perpetual care and maintenance of the Shippenville Cemetery lot, the perpetual placement of flowers at the Smedley lot in Hill City Cemetery on each Memorial Day, a scholarship fund, and for charitable giving in Venango County. Charles E. and Eleanor T, Stubler Memorial Fund The Charles E. and Eleanor T, Stubler Memorial Fund is a donor designated fund that will support various charitable cause in Venango County in memory of Charles E. and Eleanor T, Stubler. Carl L. Trauterman, Jr. Charitable Fund The Carl L. Trauterman, Jr. Charitable Fund was established to provide aid and assistance to individuals residing in Venango County who are veterans of the United States Armed Forces and who have experienced or require one or more of the following: economic distress, natural disaster, catastrophic loss, sudden loss of income, handicapped access, transportation, or emergency dental care. The Fund was also established to provide financial assistance to the Shriners Hospital for Children of Erie, Pennsylvania. Shelly Lynn Wice and Jessica Ann Hart Memorial Fund The Wice and Hart Families created the Shelly Lynn Wice and Jessica Ann Hart Memorial Fund within the Foundation. The Wice family sponsors an annual soft ball tournament to raise funds that are added to the Memorial Fund. The Fund is used to increase the opportunities for girls


to participate in sports. The purpose is to provide a permanent and growing Memorial Fund dedicated to helping girls whose families are unable to afford the costs associated with participation in girls’ sports sponsored by the Oil City Area School District or the Cooperstown Athletic Association. Venango Area Chamber Fund The Venango Area Chamber Fund was established in 2015 to support the charitable programs and activities of the Venango Area Chamber of Commerce. Venango County Fire Chiefs Association Fund The Venango County Fire Chiefs Association Fund was established to support the projects of the Venango County Firefighters and Fire Chiefs Association (VCFFCA). These projects will help to better prepare the citizens of Venango County for emergencies that they and their families may face in the future. These public education programs are designed to reach out to people of all ages, but they specifically target our most vulnerable populations- pre-school, school age, and senior citizens. Venango County Sheriff’s Fund The Venango County Sheriff’s Fund was established to support the sheriffs of Venango County. The charitable purpose(s) of this Fund will be determined by the Elected Venango County Sheriff. Sally and Michael Vereb Charitable Fund The Sally and Michael Vereb Charitable Fund was established to enhance elementary and secondary students in the enjoyment of the arts for school districts based in Clarion County. This Fund supports internal and external activities related to the arts, which include but are not limited to exhibits, art programs, art workshops, summer camps, and the purchase or rental of instruments. Williams Charitable Fund The Williams Charitable Fund was established by Susan Williams in memory of her husband Craig to support various charitable purposes. Witherup Family Community Fund The Witherup Family Community Fund was established my Marty & Ann Rudegeair in honor of the Witherup family (Ann’s father and uncles: Bob, Fory, Foster and Louie) The Fund shall be intended for the following charitable purposes and restrictions in Venango County, Pennsylvania:  Arts & Cultural Initiatives & Programs  Entrepreneurial Support & Development  Technical Training  Healthy Living  Educational & Sports Scholarships  Downtown Development  Youth Sustainability  Matching Grants can be utilized to leverage community and organizational bye in.


One time grants to be made, not for ongoing operations etc.

Agency Endowment Funds

Allegheny Valley Trails Association Endowment The Allegheny Valley Trails Association established this endowment to strengthen the regions “rails to trails” projects, organizations and programs. The endowment that will enable donors to promote, build and sustain a growing network of recreation trails and provide a permanent and growing endowment for Allegheny Valley Trails Association. The Fund will be used to:  Provide the opportunity for residents to contribute to a permanent Fund that will support and sustain existing recreation trails in the region;  Maintain and improve existing recreation trails;  Acquire new right-of-way or properties for new trails;  Construction and/or improvements needed to open new trails and  Promote the use and public support of rails to trails in the Allegheny Valley Region. Ben Franklin Trust of the Venango Area Community Foundation The Ben Franklin Trust Fund was established as a field of interest Fund in the Venango Area Community Foundation by a grant from the Ben Franklin Trust in 1993. The Venango Area Community Foundation’s Distribution Committee is to decide on the use of income from the Ben Franklin Trust Fund based upon current needs in Venango County and Northwest Pennsylvania that would be appropriate to award grants from a Fund in memory of Ben Franklin. Current priorities are:  Leadership Development  Emerging Technologies  Quality and Caring  History and Heritage Child Development Centers Endowment The Child Development Centers Endowment was established to accept and generate funds to improve and enhance the programs provided by Child Development Centers of Venango County, a non-profit organization. The Child Development Centers Endowment Fund was established to provide a permanent and growing endowment for Child Development Centers located in Venango County, Pennsylvania. The Endowment will be used to:  Support charitable activities, services and events provided by CDC in Venango County;  Enhance existing services;  Support new services or initiatives and  Preserve the quality of services and facilities operated by CDC Clarion County 4-H Endowment The Clarion County 4-H Endowment was established to augment and support the charitable purposes of the programs of the Clarion County 4-H. Clarion Free Library Continuation Fund


The Clarion Free Library Continuation Fund was established in 2014 to support the Clarion Free Library and its mission to serve the Clarion area. Community Services of Venango County Endowment The Community Services of Venango County Endowment was established to accept and generate funds to improve and enhance the programs provided by Community Services of Venango County, a non-profit organization. Community Services of Venango County is dedicated to improving the lives of Venango County residents. The Community Services Endowment Fund was established to provide a permanent and growing endowment for Community Services of Venango County. Eccles Rimersburg Medical Center Fund This fund was established following the wishes of Mr. Ralph M. Eccles in his Last Will and Testament. This fund is intended to provide resources to be used for the Rimersburg Medical Center or its successor. The net income of Mr. Eccles trust is to be paid annually to Rimersburg Medical Center. The endowment will be used for:  An immunization program for the prevention of mumps, measles, tetanus, and other diseases  A blood pressure clinic and glaucoma testing program for adults  A program to acquire equipment required by persons disabled by age or illness (wheel chairs, hospital beds, walkers) and loan said equipment to those needing it  A program to distribute educational materials in support of programs to control narcotic and drug problems of the inhabitants of the Rimersburg area Franklin Civic Operetta Association Fund The Franklin Civic Operetta Association Fund was established in 2017 to allow for the maintenance of operations of the Barrow-Civic Theatre located in Franklin, Pennsylvania. Franklin Public Library Endowment Fund The Franklin Public Library Endowment is a Fund within the Foundation to accept and generate funds to insure and to enhance the growth of Library programs and services for the betterment of area communities. The Endowment Fund provides the opportunity for the people of Franklin to contribute to the support and renewal of Franklin Public Library services, programs and facilities. The Fund is used to:  Provide the opportunity for residents to contribute to the future of the Library and the educational and cultural purposes served by the Library;  Instill a sense of pride and commitment by Library patrons;  Enhance existing Library services;  Support new Library services or initiatives and  Preserve the quality services and facilities that are our Library heritage. Oil City Arts & Cultural Endowment A volunteer group of interested citizens created the Oil City Arts and cultural Endowment with the mission of strengthening the city’s Arts and Cultural Commissions programming and the revitalization of the city by creating an endowment that will enable donors, organizations, and groups to promote, sustain, enrich, and revitalize the City of Oil City through the arts and


cultural endeavors. The purpose of the fund is to provide a permanent and growing endowment for the Oil City Arts and Cultural Commission and to:  Provide the opportunity for individuals, corporations, and non-profits to contribute to the revitalization of the City through the arts and cultural endeavors  Build the bridges needed to strengthen the City’s arts and cultural community  Enhance existing programs  Encourage the development of new programs  Support and sustain the Arts and Cultural Commission and its current and future programs  Initiate new programs that promote arts education or broaden participation in existing programs  Augment, support, or continue Oil City Area School District, Elementary, Middle, or High School programs that promote interactions between students and adult/senior artists in the Oil City Area  Enable Oil City Area non-profits to build capacities through arts and cultural initiatives Oil City Civic Center Endowment The Oil City Civic Center Endowment was established to accept and generate funds to improve and enhance the Oil City Civic Center, a non-profit facility housing arts, charitable, civic, and public service organizations. The Civic Center located in the National Transit Building, a national historic landmark, will be dedicated to improving the lives of Oil City Area residents. This Endowment will be used to:  Provide the opportunity for residents to contribute to a permanent Endowment that will support the operation of and improvements to the buildings and facilities of the Oil City Civic Center  Support the National Transit Building facility as a hub for civic, charitable, and cultural activity in the Oil City area and  Preserve the historic and architectural structure of the National Transit Building as a significant part of our heritage Oil City Library Endowment Fund The Oil City Library Commission asked the Foundation to create the Library Endowment as a Fund within the Foundation to accept and generate funds to insure and to enhance the growth of Library programs and services for the betterment of area communities. The Endowment Fund provides the opportunity for the people of Oil City to contribute to the support and renewal of Oil City Library services, programs and facilities. The Fund is used to:  Provide the opportunity for residents to contribute to the future of the Library and the educational and cultural purposes served by the Library;  Instill a sense of pride and commitment by Library patrons;  Enhance existing Library services;  Support new Library services or initiatives and  Preserve the quality services and facilities that are our Library heritage. Oil Creek Railway Historical Society Fund


The Oil Creek Railway Historical Society Fund was established to further and support the mission of the Oil Creek Railway Historical Society located in Venango County. Oil Region Astronomy Education Endowment Oil Region Astronomy Education Endowment Board, a volunteer committee of the Oil Region Astronomical Society, created this Endowment as a Fund within the Foundation to inspire the understanding of our universe through the promotion of the astronomical sciences. The Endowment Fund is an opportunity for individuals, businesses and community groups to contribute to the support of the Oil Region Astronomical Society services, programs and facilities. The Fund will be used to:  Provide the opportunity for residents to contribute to the future of the Oil Region Astronomical Observatory and the educational purposes served by the Observatory;  Instill a sense of pride and commitment by Observatory patrons;  Enhance existing Oil Region Astronomical Society programs;  Support new Oil Region Astronomical Society services or initiatives and  Preserve the quality of Astronomical Society programs and facilities. Oil Valley Center for the Arts Endowment The Oil Valley Center for the Arts Endowment was established to promote and strengthen the knowledge, practice, and appreciation of the arts in our communities by enabling donors to sustain and enrich activities, classes, programs, exhibits, and facilities provided by the Oil Valley Center for the Arts. This Endowment will be used to:  Provide the opportunity for residents to contribute to a permanent endowment that will support and enrich programs, events, and performances at the Oil Valley Center for the Arts  Support and sustain the Oil Valley Center for the Arts  Advance the quality of offerings by helping to initiate new programs that promote arts education or broaden participation in existing Oil Valley Center for the Arts programs and  Support the Oil Valley Center for the Arts, National Transit Building facility as a hub for cultural activity in Oil City Presbyterian Homes Endowment Fund Presbyterian Homes Endowment Fund was established to support the Presbyterian Homes in the Presbytery of Lake Erie and of its affiliates. This Fund will help to provide care in nursing homes and other long-term care facilities or housing units along with related services to meet the needs of persons requiring such facilities. Punxsutawney Area Coal Memorial Endowment The Punxsutawney Area Coal Memorial Endowment was created to benefit the Punxsutawney Area Historical and Genealogical Society Inc. for the ongoing expenses of the Coal Memorial in Jefferson County. This Endowment will be used to:  Construct and maintain a building to house the Punxsutawney Area Coal Memorial  Provide for the upkeep of the building and the memorial  House the Society’s collection of historical documents and artifacts


Provide exhibits which interpret the contribution of the coal and related industries in the Punxsutawney area

Punxsutawney Historical & Genealogical Society Endowment Fund The Punxsutawney Historical & Genealogical Society Endowment Fund was established to support the mission of the Punxsutawney Historical & Genealogical Society. The mission of the Society is to receive, collect, and preserve the historical and genealogical records and artifacts of the area; to maintain a library and museum for their perpetuation and care; to encourage the preservation and restoration of material things and places that are of historical significance to the area; to exhibit artifacts and education persons about subjects of historical, genealogical, and cultural value; and to engage the community to that end. Seneca Hills Bible Camp & Retreat Center Endowment The Seneca Hills Bible Camp & Retreat Center Endowment was established to support the Seneca Hills Bible Camp & Retreat Center located in Venango County. Tri-County Animal Rescue Fund The Tri-County Animal Rescue Fund was established to assist the Tri-County Animal Rescue Center in its mission: Tri-County Animal Rescue Center rescues needy cats and dogs and provides them with the quality care they deserve until we can place them in forever homes where they will be treated as part of the family. We are committed to preventing cruelty to animals and to helping reduce pet overpopulation by providing access to low-cost spay/neuter programs, trap-neuter-return programs, and education for the general public. Two Mile Run County Park Endowment The Two Mile Run County Park Endowment Board, a volunteer committee of Two Mile Run county Park, created this Endowment to accept and generate funds to insure and enhance Two Mile Run County Park and its services for the betterment of the area communities. The fund will be used to:  Provide the opportunity for residents to contribute to the future of Two Mile Run County Park and the educational, recreational, conservation, and historical purposes served by the Park  Generate a long-term funding stream to offset and eventually replace tax dollars currently being used to support the Park  Instill a sense of pride and commitment by Park patrons  Preserve the quality of services and facilities  Enhance existing Park services  Support new Park services or initiatives United Way of Venango County Endowment This Endowment Fund was established with a bequest from Geraldine Ritchey to the United Way of Venango County in 1995. A gift from Mr. and Mrs. Carl Heinz was added to the Endowment. The Endowment income is used to support the United Way Mission: “The United Way of Venango County will improve the health and quality of life for local residents by


coordinating a community-wide voluntary fundraising campaign and distributing resources to meet both current and emerging human service needs.” Venango County 4-H Endowment The Venango County 4-H Endowment was created in November 2012 in order to be a resource for the Venango County 4-H program. Venango County Arts and Culture Endowment To strengthen the regions arts and cultural organizations and programs by creating an endowment that will enable donors to promote, sustain and enrich our cultural heritage. The Fund will provide a permanent and growing endowment for arts and culture. The Fund will be used to:  Provide the opportunity for residents to contribute to a permanent Fund that will support and enrich programs, events and performances in the region;  Build the bridges needed to strengthen the regional arts and culture community;  Enhance existing programs;  Support and sustain arts and cultural organizations and  Advance the quality of offerings by helping to initiate new programs that promote arts education or broaden participation in existing programs. Venango Training & Development Center Endowment The Venango Training & Development Center Endowment was established to support and augment the charitable purposes of the Venango Training & Development Center a 501(c)(3) organization headquartered in Seneca, Pennsylvania. YWCA of Oil City Endowment The YWCA of Oil City Endowment was established to support the YWCA of Oil City in Venango County.

School Endowments & Funds  Clarion Area Bobcat Funds This Fund is established in cooperation between the Clarion County Community Foundation and the Clarion Area School District in order to receive and disburse monies to benefit students of the Clarion Area School District. There are two specific initial funds, the Bobcat General Scholarship, an endowed fund, and the Bobcat Undesignated Fund, a non-endowed fund with no distribution restrictions. Grant recipients of this fund must be students or organizations that support programs and activities designed to directly benefits students of the Clarion Area School District. Margaret Feldman Foundation The Feldman Foundation was established by friends and associates, in memory of Margaret Feldman, a teacher and community leader in the Franklin area. The Foundation’s purpose is to improve education and develop the potential of youth in Venango County by creating an endowment that will enable donors to promote, sustain and strengthen literary education through the pursuit of excellence in the language arts by teachers and youth. The Foundation provides a permanent and growing endowment for literary education. The Feldman Foundation is used to:  Conduct an annual writing competition – The winning essays entries to receive a cash award;  Provide tutorial services – College preparatory tutoring in the language arts for students desirous of expanded knowledge of classic works of literature or of concentrated writing skills and  Award a Scholarship to pursue a college degree – To a deserving Venango County student who has achieved excellence in the language arts. Hope & Healing Fund The Hope & Healing Fund was established to support families raising children with special needs. This Fund will be used to provide events, activities, and groups, so members of the support group can lean on each other and learn from their collective experiences. This Fund will also help to develop community partnerships to foster awareness, understanding, and acceptance for these families and children with and among the various stakeholders. Nazareth Foundation (Nazareth in the Woods Fund) The Nazareth in the Woods Fund was established by the Nazareth in the Woods Corporation desires To unite Catholic Christians concerned with current and future directions of Eucharistic practice in the Church; and to work for spiritual renewal, particularly as it incorporates vision and direction of Eucharistic practices in the Church. This mission is premised upon the Second Vatican Council that defines the Church as a visible structure and as a spiritual community. The purposes of the Nazareth Foundation: “Refounding” of the church shall mean entering into a collaborative process of returning to the original founding experience of Catholic Christianity, and reowning the primary purpose/vision of the original founding. The Nazareth Foundation can make grants to:


Those renewal and refounding entities who are inspired by the directives of the Vatican Council II which encourage and empower involvement of all baptized adults in the modern life of the Church. Those entities who may be formed in conjunction with or independently of any present ecclesiastical office or structure so long as they: reflect prayerfully on the inspirations of the Holy Spirit in their own lives; study, observe and listen to the Magisterium of the Church (the teaching office of the Church) with a collaborative attitude, always ready to introduce new questions or issues, and discern collectively decisions or actions that will preserve and deepen the mystery of the Eucharist in Christian lives. Those entities who through open, prayerful, and enlightened discussion of pertinent issues and through dialogue with other Catholics locally and globally, attempt to participate in formulating and expressing what is historically and theologically referred to as the “Sensus Fidelium” (the Spirit-inspired beliefs of the faithful) with respect to Eucharistic practice. Those entities whose work focuses on aiding Christians in developing practical spiritualties in their daily lives. Those apostolates that are facilitating authentic renewal; i.e., that help people grow in the interior life. Those entities whose Ministry helps meet the particular growth needs of the person by taking a Christian Holistic approach with the individual, especially for those who are seeking deeper intimacy and a renewed spirituality.

Oil City Family of Funds The Oil City Family of Funds was established to support worthy and charitable endeavors of the City of Oil City. This agreement creates three specific initial funds and provides a framework for the creation of additional funds. The initial funds are:  Bike Path Completion Fund  Marina Project Fund  General Charitable Fund Oil City Town Square Endowment The Oil City Town Square Endowment was established in 2015 for charitable activities including the ongoing expenses of the Oil City Town Square in Venango County. Oil City Tree of Life Cemetery Association Fund The Oil City Tree of Life Cemetery Association Fund was established to provide for the following charitable benefits or purposes:  To provide for the maintenance, repair, and restoration of monuments, headstones, and grave markers in the cemeteries or burial places of the Association in Cherrytree and Cranberry Townships of Venango Country which are of historical or architectural significance to the communities in which they are located  To provide funds for the preservation, beautification, and maintenance of abandoned or deteriorating graves of said cemeteries or burial grounds  To provide for the maintenance of semipublic areas in and about said cemeteries and burial grounds whose maintenance would otherwise devolve upon government, thereby lessening the burdens of government


To provide for the preservation of Jewish history in Venango County in a suitable repository

Oil Creek Railroad Historical Society Fund The Oil Creek Railroad Historical Society Fund was created to further carry out the educational and charitable uses and purposes of The Community Foundation. This Fund will promote growth and betterment within the Venango County Region and to further the charitable mission of the Oil Creek Railroad Historical Society. Punxsutawney Area Arts & Humanities Fund To make funds available from the Charitable Fund in the Greater Punxsutawney, Pennsylvania area for advancing the arts as a contributing element to the economy of the Greater Punxsutawney Area. Venango Community Gardens Fund The Venango Community Gardens Fund was established to further and support community gardens in Venango County. Venango County Economic Development Fund The Venango County Economic Development Fund was established to further and support economic development in Venango County.

Alma T. Weingard Employee Award Fund The Employee Award was established in the will of Alma T. Weingard. The annual employee award goes to the outstanding employee or employees of the Oil City Presbyterian Home. The award recipient is chosen by the residents and staff of the Presbyterian Home and is presented as recognition to the employee or employees of the year. Mary Louise Brown Whiting Memorial Fund The Mary Louise Brown Whiting Memorial Fund was established to accept and generate funds to insure and enhance the teaching knowledge of Franklin Area School District teachers. This Fund will support the opportunity for the teachers of Franklin Area School District to take collegiate courses in mathematics or science and will be used to provide the opportunity for Franklin School District secondary school teachers to improve their talents and abilities to provide instruction in mathematics or science by:  Providing stipends as an incentive to take advanced college courses and  Providing awards for the incidental expenses related to taking college courses

Scholarship Funds

519Strong-Jeremy Coast Memorial Scholarship The 519Strong Memorial Scholarship was created in memory of Jeremy Coast, a student from Franklin who passed away after a three-year battle with leukemia. This Fund will be used to provide annual scholarships to students from Venango, Clarion, Forest, and Mercer counties.


The scholarships will be awarded to students who plan to attend accredited colleges or universities and who have overcome adversity in their lives and sustained positive attitudes. Applied Technology Scholarship Fund This Fund was established by Venango County in order to provide a permanent endowment to provide financial assistance to select students enrolled in the Applied Technology at Venango Campus of Clarion University of Pennsylvania; and therefore, to support economic growth in Venango County by helping grow a technology trained workforce. The eligibility requirements for this scholarship include: residency in Venango County, PA for at least two years prior to application, graduation from high school, applicant must be pursuing an associate or bachelor’s degree in the Venango Campus of Clarion University of Pennsylvania Applied Technology Program, and have completed at least six (6) credits or two courses of the AT Program with a cumulative grade point average of at least 3.0, completion of any required internship or relevant work experience with a company located in Venango County, PA, begin employment in Venango County within six (6) months after completion of studies and remain employed in Venango County one year for each year that the scholarship was awarded, and finally, apply for a Federal Pell grant and Pennsylvania State Grant. Scotty Bashline Memorial Outdoor Scholarship The Scotty Bashline Memorial Outdoor Scholarship was established in memory of Scotty Bashline. This Fund will provide an annual scholarship to graduating senior(s) from Keystone High School. Recipients will also be required to write an essay in response to “How have hunting experiences influenced who you are as a person and who you strive to be? Also, state who introduced you to the outdoors and its pastimes.” Chester A. and Beulah A. Baum Memorial Scholarships Established in the Trust Agreement of Chester A. Baum in 1981 the Baum Scholarships are for students currently graduating from Cranberry Area High School. The Baum Memorial Scholarship is a one year scholarship awarded based upon to financial need. The Scholarships are awarded to students planning to attend colleges, universities, technical or trade schools, nursing schools, or business colleges. The Baum Scholarship Committee considers scholastic achievement, test scores, and participation in school and community activities when selecting scholarship recipients. Ruth Persons Bear and Robert H. Bear Memorial Fund This permanent scholarship Fund is for graduating seniors at Franklin High School who have a desire to pursue an RN Nursing program after graduation. Recipients will be considered based on GPA, class rank, and accredited standardized test scores. Bracken Scholarship Fund This scholarship is for current graduates of Oil City High School or for graduates of the previous three (3) years who demonstrates financial need, academic achievement, and involvement in the community and extracurricular activities. Floyd E. & Anna E. Carbaugh Memorial Scholarship


The Floyd E. and Anna E. Carbaugh Memorial Scholarship was established to provide two annual scholarships to students from East Forest High School. The scholarship selection committee will choose students with emphasis placed on school record and activities. One scholarship will be awarded to a student planning to attend a two or four year college, and the other annual scholarship will be award to a student planning to attend a trade or technical school. Brown Chapel A.M.E. Memorial Scholarship The Brown Chapel A.M.E. Memorial Scholarship was established to provide an annual scholarship to African American students that are from Venango County with a primary focus on Oil City residents. The Scholarship Committee considers the following when awarding a scholarship:  African American  Financial need is the primary factor in determining the recipient  A graduating senior from Venango County Susan L. Daniels Memorial Scholarship Fund The Daniels Scholarship Fund was established in her memory by her many friends and associates and is dedicated to her interest in music and the arts. This scholarship is awarded to the graduating senior who has done the most to better the music department and themselves during their years at Rocky Grove High School. The Scholarship Committee considers the following when awarding a scholarship:  Academic and extracurricular activities in music or related fields;  Musical abilities and contributions to performances and  Possible plans to pursue an education in music. Kami Dinger Memorial Scholarship Fund The Kami Dinger Memorial Scholarship Fund was created to honor the life and impact that Kami Dinger had in her community and the people that surrounded her. This Fund will be used to prove an annual scholarship to a student who would like to pursue a career in the field of care and well-being of animals. The recipient of the scholarship must be a graduate of either West Forest or North Clarion High School. Anna M. Ewalt Scholastic Award Fund The Anna M. Ewalt Scholastic Fund was established to honor the memory of Anna M. Ewalt, Franklin High School Class of 1923, and elementary teacher for 44 years. The purpose of the Fund is:  To exalt the teaching profession to the young people of Franklin High School and  To provide an annual award to the Franklin High School graduating senior who ranks the highest academically. Will Fabry Memorial Scholarship The Will Fabry Memorial Scholarship was established by Will's parents to benefit Franklin High School students. This Fund will be used to prove an annual scholarship to a graduating student from Franklin High School.


Dustin A. Fletcher Memorial Scholarship The Dustin A. Fletcher Memorial Scholarship was established to honor the life and impact that Dustin A. Fletcher had in his community and the people that surrounded him. The Fund shall provide an annual scholarship to a student from Oil City High School who would like to further his/her studies in any field. Paul & Ellen Flickner Girls Basketball College Scholarship Fund This Fund was established by Paul and Ellen Flickner to provide two annual scholarships to students graduating from Oil City and/or Keystone High Schools. The recipients must also have played girls basketball their senior year. Walter H. Flinchbaugh Memorial Fund This Fund was established in the memory of Walter H. Flinchbaugh. His will allows the Foundation discretion in distributing the proceeds from the Flinchbaugh Fund with the following prioritized preferences. 1. The primary preference is to provide scholarships for graduates of Cranberry Area High School who are planning to attend a college, technical school or trade school. Preference will be given to students attending Clarion University of Pennsylvania, at Clarion Pennsylvania. The Scholarship Committee will consider the following when awarding a scholarship:  Academic achievement including -- courses taken and grade point average;  Extracurricular activities in Cranberry Area Schools;  Financial need;  Likelihood of success as a college or university student and  Community activities. 2. The second preference is for distributions to the following charities that are to be used in Venango County to benefit Venango County Residents.  The Salvation Army  Good Hope Lutheran Church  Boy Scouts and Boy Scout Troops  Girl Scouts and Girl Scout Troops  Visiting Nurses of Venango County  Red Cross of Venango County and  Venango County Area Agency on Aging 3. The Foundation may make distributions to other charities located in and benefiting residents of Venango County as the Foundation determines to be in the best interest of the community. These other distributions are allowed only after considering all of the needs and requests for Flinchbaugh Memorial Scholarships and the charities named above. Forest County Taxpayers Association Scholarship Fund This scholarship is funded by the Forest County Taxpayers Association and is awarded to an East or West Forest High School graduating senior. The scholarship alternates yearly (e.g., if an East Forest graduate wins in 2008, a West Forest graduate will win the following year). The


Scholarship Committee will consider academic achievement, financial need, likelihood of success as a college, university or trade school student, and community involvement when awarding the scholarship. Jean Lucille Frank Scholarship Fund This Fund was established in the will of Jean Lucille Frank. The Fund is to be used for a scholarship to the “outstanding senior soprano from Oil City High School to further her classical music education”. The scholarship is to be for the outstanding soprano” who, without such assistance, might not be able to continue her education”. Franklin High School Alumni Scholarship Fund The Franklin Alumni Scholarship was established by generous Franklin High School Alumni in 2012 to support a Franklin High School senior or a graduate of Franklin High School. The following will be considered when making a selection in order of preference:  Financial need  Likelihood of success as a college or university or trade school student and  Participation in community and extracurricular activities. Fulton Memorial Scholarship The Fulton Memorial Scholarship was established in memory of Lorenzo Fulton, a member of the Tionesta Borough School Board from 1903-1905. The scholarship is given to the student graduation first in the class while also fulfilling the following requirements:  Must have completed grades 10-12 in their entirety at West Forest High School  Must be accepted to a college, university, school of nursing, business college (at least two year course), or a technical school (at least two year course) Francis E. Gibbons Memorial Scholarship Fund The Gibbons Scholarship was established in memory of Francis E. Gibbons who died in a fire at the Pennzoil Refinery in 1997. Applicants must be graduating seniors at Franklin High School who are attending the Venango Area Vocational Technical School and are studying carpentry. Applicants must be planning to attend a college, technical school or trade school. The Scholarship Committee will consider the following when awarding a scholarship.  Grade point average  Financial need  Occupational plans Eugene F. Hanna Scholarship Fund Established under the Will of Eugene F. Hanna, this scholarship is for graduating seniors at Franklin High School that are planning to attend a college, or university in the United States. The Scholarship Committee will consider the need and ability of applicants when awarding a scholarship. The following will be considered:  Grade point average  Financial need  Occupational plans Janet L. Henc Scholarship Fund


This scholarship Fund was established by Mr. Robert Henc in memory of his wife Janet. Scholarship applicants must be high school graduates who are members of the Galloway United Methodist Church. The applicant must be continuing their secular education beyond high school at a four (4) year college or university. The Scholarship Committee from the Galloway United Methodist Church will consider the following when awarding a scholarship.  Grade point average and  Financial need Margery Himes Memorial Scholarship and the Helen Lytle, Leslie Himes Memorial Scholarships These scholarships were established by Margery Himes in memory of her parents, Helen Lytle and Leslie Himes. This generous gift established a scholarship for the benefit of students from Venango, Clarion, Armstrong and Butler Counties. David W. Humphrey Memorial Scholarship The David W. Humphrey Memorial Scholarship is a scholarship that was established to honor the memory of David W. Humphrey by providing a scholarship to a graduate of Clarion Area High School who is well motivated, pursuing education in the fields of: youth work, guidance, career counseling, sociology, psychology, teaching or medical field. Jefferson County 4-H Scholarship Fund The Jefferson County 4-H Scholarship Fund was established to recognize outstanding 4-H members of Jefferson County, provide help to members pursuing a higher degree of education, and to recognize 4-H members that have given back to the 4-H program beyond their own project. Applicants must be either a current or past member (within the last 4 years) in good standing with the Jefferson County 4-H Program who has completed and exhibited a 4-H project at the Jefferson County 4-H Round-up and continuing onto post-secondary education. Anna Marie (Lanzendorfer) Jordan RN, Nursing & Healthcare Professions Scholarship Fund This Fund was established to honor Anna Marie (Lanzendorfer) Jordan, RN, for her commitment and care for her patients at Punxsutawney Area Hospital from 1949 to 1986. At the time of her retirement, Anna Marie held the position of Director of Nursing. After her retirement, Anna Marie continued in her care and commitment to friends and family. This Fund shall provide an annual scholarship to a student who would like to pursue a career in the healthcare field. Kinnear West Forest Scholarship Fund The Kinnear West Forest Scholarship Fund was established to provide annual scholarships to graduating seniors of West Forest High School, an opportunity for residents to contribute to the future of students from West Forest High School, instill a sense of community pride and commitment in West Forest County Residents, and enhance educational opportunities for West Forest High School Students. The eligibility criteria for this award is as follows: applicant must be a graduating senior at WFHS and have been a student there for at least two (2) year prior, demonstrate high academic achievement as evidenced by GPA and courses taken, demonstrate financial need, show a high likelihood of success as a college/university/trade school student, and be involved in the community.


Vera A. Lamey Memorial Scholarship Fund The Vera A. Lamey Memorial Scholarship Fund was established under the Will of Vera A. Lamey. This scholarship is for worthy students from the senior class at the Oil City Area High School. Scholarships are awarded to students planning to attend colleges, universities, technical or trade schools, nursing schools, or business colleges or other job related education or training. The Foundation Distribution Committee is to select financial needy students that hold promise for academic and personal achievement and success in their endeavors. Using the discretion allowed the distribution committee has decided that the Lamey Scholarship will be used to assist students facing special challenges and provide scholarships that will complete the financial aid needed for a student to attend a school for up to four years. The William H. Locke Memorial Scholarship Fund Established in the Trust Agreement of Mildred T. Locke in 1976, the Locke Scholarships are for students currently graduating from the Oil City Area High School. The Locke Scholarship is a one year scholarship. The scholarships are awarded according to financial need to students planning to attend colleges, universities, technical or trade schools, nursing schools, or business colleges. The Locke Scholarship Committee gives consideration to scholastic achievement, test scores, and participation in school and community activities when selecting scholarship recipients. An addition was made to the Locke Fund from the estate of Donald K. Slick in 1998. John R. Loeffler Memorial Golf Scholarship This scholarship Fund was established by friends in memory of John R. Loeffler who was the long time golf professional at Wanango Country Club. To be eligible for a Loeffler Scholarship, the applicant must be a graduate of a high school in Venango County or Titusville Area High School, Allegheny-Clarion Valley High School or Clarion Area High School. The applicant must be proficient in the sport of golf and may desire to pursue a career in golf and plan to attend a college or university with a golf team. The scholarship will be awarded to assist such a student in furthering his or her education at an accredited college or university. This is a one year scholarship. Alexander “Bud” Marks Scholarship The Alexander “Bud” Marks Scholarship was established by Ardelle Marks in memory of her late husband in 2013. The following is the purposes of this scholarship: A. To provide an annual scholarship to a student that has graduated from Oil City High School or successor B. To provide a scholarship for students that have graduated from Oil City High School who are attending Venango College (for Sophomore year) for Business or related field in their second and/or third year (Sophomore and Junior years respectively) and have plans to attend Clarion University main Campus. C. If a student received this scholarship their Sophomore year and they move on to Clarion University main campus they may reapply and be an eligible recipient Susie McConnell Memorial Scholarship Fund The Susie McConnell Memorial Scholarship Fund was established in memory of Susie McConnell to provide two annual scholarships to students from either Franklin High School or Oil City High School. The recipients must provide a letter of recommendation from a teacher in


the English Department from their respective high schools and provide a short paragraph elaborating on their career goals. Preference for the awarded recipients will be given to students who have contributed to the school’s English Department or to the community in a literary manner and to students who plan to be English majors or any literary arts major. Thomas E. McNamara Scholarship The Thomas E. McNamara Scholarship was established by the Trustee of the Thomas E. McNamara Trust and the daughter of Mr. McNamara. The purpose of this scholarship is to provide financial assistance to a graduating senior of West Forest High School who might not have the opportunity to attend a post-secondary school without scholarship assistance. Grace Woods Nellis Scholarship Fund This scholarship was established by Dr. Carol N. Maurer in memory of her mother. An annual scholarship of award $1,000 is made to the Rocky Grove High School senior in the academic course of study who has achieved the second highest grade point average upon graduation. The recipient must be a graduating senior student who has been in attendance at Rocky Grove High School for at least one full year, and the scholarship award recipient must enroll in and attend an accredited four-year college or university. Oil City Lodge #78 Loyal Order of Moose Scholarship Fund This scholarship is for any natural, adopted or step-children of a member of Oil City Lodge #78 Loyal Order of Moose Club. The Scholarship will be awarded to any sophomore, junior, or senior student in a two-year Associate Degree or four-year Bachelor’s Degree program or a second semester student of an accredited technical institution. The recipient must be attending college full time. Oil City Mayor’s Scholarship Fund The Oil City Mayor’s Scholarship was established by Mayor William P. Moon in 2016. This Fund was created to provide annual scholarships to graduating seniors who reside in the City of Oil City, Pennsylvania and who have demonstrated a commitment to their community through service (minimum of 50 hours of service). Jensin Michael Potts Memorial Scholarship The Jensin Michael Potts Scholarship was established to honor Jensin Potts memory by providing a scholarship for graduates of Oil City High School, Cranberry High School or Venango Catholic High School who have participated in extracurricular activities and have demonstrated a financial need to continue their education. J. Bowman Proper Memorial Scholarship Fund The J. Bowman Proper Charitable Trust that serves Forest County makes an annual grant to the Foundation to provide scholarships for West Forest High School graduates who are Forest County residents. These one year scholarships are awarded to attend technical or trade schools, colleges, universities, nursing schools or business colleges for tuition, laboratory fees, books, room and/or board. The Proper Charitable Trust Committee serves as the Scholarship Selection Committee. R. Jay Reynolds Memorial Trust


This scholarship Fund was established in the Will of Jane B. Reynolds in memory of her son R. Jay Reynolds. The income from this Fund is distributed annually by the Foundation to the Charity Committee of the Benevolent and Protective Order of Elks, Franklin Lodge 110. The Charity Committee is responsible for awarding scholarships to students that are graduates of the Franklin Area School District or Valley Grove Area School District. Steve Rood Memorial Scholarship The purpose of the Fund shall be to honor and the memory of Steven B. Rood by providing an annual scholarship based on the following criteria:  The award will be made to one (1) female and one (1) male Venango County graduating senior;  The recipients must be students that are graduating seniors at Venango County high schools and have been enrolled at a Venango County high school for at least three (3) years prior to graduating;  The recipients should exhibit characteristics of leadership, work ethic, commitment, and sportsmanship in the areas of athletic programs, extra-curricular activities, and community involvement;  The scholarships awards will be for one year.  The scholarships will be awarded in amounts of at least $500 each for one year, based upon the availability of funds as determined by the scholarship committee.  This scholarship award will be granted only to persons who attend an accredited postsecondary certificate program, technical school, vocational school, trade school, or college that is less than a four (4) year program (i.e. a non-baccalaureate program). Scholarship awards will be granted only to persons who attends a college, university, technical or trade schools that are described in the Internal Revenue Code Sec 170(b)(A)(ii). Scholarship grants will be disbursed only for the benefit of applicants who are accepted by and in actual attendance at such institutions. Franklin Rotary - Jay French Miller Scholarship Fund This scholarship Fund was established in memory of Jay French Miller by a gift from his wife Mrs. Ruth A. Miller and a contribution from the Franklin Rotary Club. The Franklin Rotary Club is offering this scholarship for Venango County high school seniors with outstanding community service in order to reinforce the development of a commitment to volunteer services among our high school students. The priority criteria for selecting Scholarship recipient(s) is:  Demonstrated community service activities;  Involvement in high school activities including awards and honors and  Academic achievement including: class standing, course grades and SAT scores. The Committee may also consider the following in selecting Scholarship recipient(s)  Rotary Club membership by parents  Future educational plans George Francis Rouault Memorial Scholarship Fund This scholarship Fund was established in the Will of Charles Louis Rouault in memory of his brother George Francis Rouault. The scholarship is for graduating seniors at Franklin High School who will be entering either Stevens Institute of Technology in Hoboken, New Jersey or


Pennsylvania State University and who will be majoring in mechanical engineering. The Scholarship Committee will consider the following when awarding a scholarship.  Grade point average  Financial need and  Occupational plans Virginia Gordon Russell Scholarship This scholarship Fund was created by Virginia Gordon Russell as a Fund within the Foundation. Persons who plan to prepare for a career in engineering, science or mathematics who are Franklin High School graduates and/or the lineal descendants of Samuel Gordon or George Dewoody, pioneer settlers in Venango County, Pennsylvania, may apply for this scholarship. Proof of relationship as a descendant can determine by researching two books at the Franklin Public Library: Gordons of Western Pennsylvania and The Dewoody Family of Venango County Pennsylvania. Birth records for the applicant, parents, and (if needed) for grandparents and previous descendants will be accepted as proof of decent. Applicants are required to submit an essay of 250 words on how their education in engineering, science, or mathematics will be of value to their Community and Country. Nicholas R. Sanford Memorial Scholarships This fund provides for two scholarships, the Nicholas R. Sanford Memorial Scholarship for academically high achieving graduates of Cranberry High School and the Nicholas R. Sanford Memorial Journalism Scholarship for any Venango County, Forest County, Clarion County, or Titusville Area High School graduate who has plans to study journalism and has maintained a 3.6, 85% or B+ grade point average in high school. Roy E. Sanner Memorial Scholarship This scholarship is for any graduating senior at Rocky Grove or Cranberry High School who has plans to attend an accredited 2 or 4 year college or university after graduation. The Scholarship committee will consider the characteristics of leadership, work ethic, commitment, and sportsmanship as displayed in the high school athletic program, high school environment, and community when awarding the scholarship. James D. Schwab PhD- Clarion University of Pennsylvania Scholarship The James D. Schwab PhD- Clarion University of Pennsylvania Scholarship was established in memory of Dr. Schwab who had been a strong proponent of continuing education during his lifetime. This Fund will be used to provide an annual scholarship to a graduating senior from Cranberry High School. Preference will be given to a student that attended Pinegrove Elementary School in the Cranberry Area School District. Mary E. Shaner Scholarship Fund Established under the Will of Mary E. Shaner, this scholarship is for graduating seniors at Keystone High School who are planning to attend a college, technical school or trade school. The Scholarship Committee will consider the following when awarding a scholarship:  Grade point average  Financial need and  Occupational plans


Preference is given to students enrolling in Clarion University of Pennsylvania, The Pennsylvania State University (Penn State) and/or Thiel College. This is a performance scholarship. In order to receive the scholarship award, the successful applicant must receive a minimum 2.75 cumulative grade point average on a 4.0 point scale for one semester. The scholarship will not be paid until the college or university the applicant is attending has sent the applicants official transcript for the previously completed semester. Sherman Memorial Scholarship Fund This scholarship is for one West Forest High School graduating senior who intends to attend a four (4) year college, university, technical or trade school. The Scholarship Committee will consider academic performance, career choice, participation in extracurricular activities in high school, community involvement, and likelihood of success as a college or university student. Julia Wood Smith Charitable Trust National City Bank of Pennsylvania petitioned the court to have the Venango Area Community Foundation became the trustee of the Julia Wood Smith Charitable Trust in 2000. The will of Julia A. Smith calls for two permanent Funds. The Wood-Noble Memorial Scholarship Fund -- Honors the ancestors of Julia A. Smith, Barnard Wood and Mark Noble. The Wood-Noble Scholarship is given annually to the students from the Franklin and Rocky Grove High Schools who are awarded the Good Citizen’s Award and the American History Award presented annually by the Venango Chapter of the National Society of the Daughters of the American Revolution. The Scholarships provide financial aid in the event that the Award winners desire to go to college, university, technical or trade school, nursing school or Business College. The Young Wood Scholarship Fund -- Scholarship applicants must be high school students from any high school located in Venango County who are planning to attend an educational institution beyond high school. The applicants must be students that had grades in the upper twenty (20%) percent of their high school class for at least two years prior to their graduation from high school. Scholarship applicants are to be selected from an economic group who otherwise might not be able to attend an institution of higher learning. The Scholarship Committee considers the following when awarding a scholarship.  Grade point average  Financial need and  Occupational plans Ruth & Vernon Taylor Scholarship The Ruth & Vernon Taylor Scholarship was established to support students graduating from West Forest High School. This Fund will award two scholarships annually, one to the valedictorian and one to the salutatorian. Additional criteria that must be met includes attendance at West Forest High School for the entirety of grades 10-12 and a letter of acceptance to a post-secondary school (for at least an eighteen month program). Tut Toth Memorial Scholarship


This scholarship award is for one (1) male and one (1) female graduating senior of Redbank Valley High School who have been enrolled there for at least three (3) years prior to graduating and are former New Bethlehem Little League players. The Scholarship committee will consider participation in the New Bethlehem Little League, leadership, work ethic, commitment, and sportsmanship in athletic programs and extracurricular activities, and the required essay when awarding this scholarship. Troopers Patterson & Richey Memorial Scholarship Troopers Patterson & Richey Memorial Scholarship Fund is a scholarship to honor the memory of Pennsylvania State Troopers Patterson and Richey. This scholarship is for graduating seniors from either Franklin or Titusville High Schools, who plan to pursue a career in law enforcement or criminal justice. Venus Telephone Corporation Scholarship The Venus Telephone Corporation makes an annual gift to the Foundation for this scholarship. The Venus Telephone Corporation Scholarship is for graduating seniors from Cranberry Area High School planning to enroll in college and who live in the Venus Telephone Corporation Service Area (354-xxxx). This is a one year scholarship. Applicants must apply for a Baum Scholarship to be eligible for the Venus Telephone Corporation Scholarship. Francis Jones Weber Scholarship Fund The Frances Jones Weber Scholarship has been established by Presbyterian Women of Second Presbyterian Church, Oil City, PA to honor the dedication and service of Frances J. Weber to the Nursing Program of Venango Campus of Clarion University now known as Venango College. The purpose of the Fund shall be: To provide an annual scholarship to a student attending Venango College for a female student matriculating in a nursing or health related field. Adam Weeter Memorial The Adam Weeter Memorial Scholarship was established by a group of his friends to honor his memory and to provide an annual scholarship to graduates of Keystone Area High School who have expressed interest in attending a college or university in the field of education. Mary Louise Brown Whiting Memorial Fund Mr. Gifford E. Whiting created the Mary Louise Brown Whiting Memorial Fund within the Foundation in memory of his wife, a long time teacher. The Whiting Memorial Fund was established to accept and generate funds to insure and enhance the teaching knowledge of Franklin Area School District teachers. The Fund will support the opportunity for the teachers of the Franklin Area School District to take collegiate courses in mathematics or science and will be used to provide the opportunity for Franklin School District secondary school teachers to improve their talents and ability to provide instruction in mathematics or science by:  Providing stipends as an incentive to take advanced college courses and  Providing awards for the incidental expenses related to taking college courses. Arthur (Bud) Van Nort Memorial Scholarship This scholarship is for one East Forest High School graduating senior who has been at student at East Forest High School for at least two (2) years and has plans to attend a four (4) year


college or university. The Scholarship Committee will consider academic performance, participation in curricular and extracurricular activities in high school, community involvement, and likelihood of success as a college or university student when awarding the scholarship. Venango County Bar Association, Judge William E. Breene Memorial Scholarship The Venango County Bar Association, Judge Williams E. Breene Memorial Scholarship was established to provide an annual scholarship to students that are legal residents of Venango County with preference for those that declare an intention to practice law in Venango County after graduation. The following will be considered when awarding this scholarship:  Admitted to a law school accredited by the American Bar Association  Financial Need  Preference for those applicants declaring an intent to practice law in Venango County after graduation  The applicant shall provide an essay, not to exceed 1000 words, that relates to a current event in law Washington Township Community Association Scholarship The Washington Township Community Association Scholarship was initially established in memory of Paul Zacherl and continues to be given in memory of various community members who have passed. This Fund will be used to provide an annual scholarship to students that have graduated from North Clarion High School, Keystone High School, Cranberry High School, or Venango Catholic High School or successors. Young Wood Scholarship The Young Wood scholarship is for students whose high school grades were in the upper twenty (20%) percent of their high school class for at least two years prior to their graduation from high school. The Scholarship Committee will also consider financial need when selecting applicants. Michael & Marie Zacherl Outstanding Diesel Technology Senior Award The Fund has been established by (Zacherl Motor Truck Sales Inc.) or (Donald Kahle, Rose Marie Kahle, Christina Rhoades, Stephen Kahle and Patrick Kahle of (Clarion) or Sligo , PA to honor Michael and Marie Zacherl, founders of Zacherl Motor Truck Sales. The purpose of the Fund shall be:  The following shall be the eligibility criteria for persons being considered for this award: o Must be attending Clarion County Career Center o Must be matriculated in the Diesel Technology Program o Must be nominated by the Director of Diesel Technology as the most outstanding senior

Project and Program Funds Autism Stands


The Autism Stands fund is for holding the financial resources for the Autism Walks project to raise awareness for issues relating to autism in Venango County. Caring for the Caregiver Jackie's Chapter Caring for the Caregiver Jackie's Chapter is a support organization under the Venango Area Community Foundation. Caring for the Caregiver was created to be a living, active memorial to our beloved Venango County caregiver, Jackie Runge whose life and caring spirit was truly inspirational. Jackie’s Chapter exists to meet the needs of Venango County caregivers by providing funds and other types of support to address their individual and collective needs from the perspective of a "whole" being -- physical, emotional and spiritual. The Caregiver Fund is an opportunity for the people of Venango County to contribute to the support of Jackie's Chapter. The Caregiver Fund will be used to:  Provide the opportunity for Venango County residents to contribute to the future of and the caring purposes served by Jackie's Chapter;  Show community leadership and shared commitment to our caregivers by being there for them in their time of need;  Enable an expanding number of persons from all walks of life to participate by sharing the concept of Caring for the Caregivers - Jackie's Chapter;  Work in cooperation with other agencies and groups which have a kindred purpose and receive, maintain, and accept as assets, any property , whether real, personal or mixed, by way of gift, bequest, devise, or purchase from any person, firm, trust, or corporation to be used for the purposes of Jackie's Chapter. Chicken Coop-Studio 306 The Chicken Coop-Studio 306 Fund was established to support the furtherance of the Project’s mission. The mission of Chicken Coop-Studio 306 is to unify our small towns in the AlleghenyClarion River Valley by organizing our artistic endeavors and the many talents our residents possess. This non-profit organization will encourage both young and old alike to share their skills and abilities on a small town, family, and community level. To do this the Chicken Coop will promote creativity, critical thinking, education, and any other outlet, within reason, to better enhance the communities. Community outreach would be in the form of workshops open to the public, local and traveling, as well as a yearly event showcasing the previous year’s works and efforts. The core group members will share responsibilities and duties to establish a sense of community with a common goal: to unify. Clarion Shelter Task Force The Clarion Shelter Task Force fund provides a fund for financial resources that are for the mission of the Clarion Shelter task force. Collaborative Board (Focus On Our Future) Fund The Focus On Our Future Collaborative Board established the Focus On Our Future Fund in 2000 to support the ongoing process to initiate and improve prevention programs and initiatives in Venango County. This Fund is to support the vision that: “We in our community will all work in concert and the capstone value will be the nurture of Families and children.” The purpose of this permanent and growing endowment for children and families will be to:


 

Assess community needs and develop a local action plan; Facilitate collaboration and information sharing among the various systems that serve families;  Promote education and understanding designed to shift thinking from treatment to prevention;  Actively work to build and strengthen the communities capacity to serve children and families East End Fountain in Oil City Fund The East End Fountain in Oil City Fund was established in order to provide support for the East End Fountain project. GEMS in Venango & Forest County GEMS stands for Girls Excelling in Math and Science, and STEM stands for Science, Technology, Engineering and Math. As you can see, there is a great deal of overlap. We want to see more children, and especially more girls, in these fields. That’s what GEMS is all about. GROW Franklin GROW Frankin Project mission is to: GROW Franklin by providing green roofs AND rooftop gardens in a manner embracing and enhancing community involvement, nurturing health and lifestyle choices, highlighting the area, and fostering eco-tourism. Hasson Disc Golf Fund This fund was established in order to provide resources for the Hasson Disc Golf course. Josh Smith Memorial Playground Fund The Josh Smith Memorial Playground Fund was established to provide the funds for the creation of the Josh Smith Memorial Playground. Oil City Take Pride Operating Fund This fund was established in 2009 by a volunteer group of citizens including the North Side Business and Neighborhood Associations, the South Side Neighborhood and Business Associations, and the Siverly Neighborhood Association in order to support the initiatives, activities, and events of Oil City Take Pride, to help meet the needs identified by volunteer neighborhood and business associations in Oil City, and provide a means for residents and those who live or work in Oil City to improve their neighborhood and the business environment in Oil City. The Oil City Take Pride Board decides distributions at least yearly from the fund. Terry Peterson Teacher Support Fund The purpose of the Fund shall be: Honor the memory of Mr. Terry M. Peterson and to provide financial assistance and support to the teachers and students of the Franklin Area School District in Franklin, Pennsylvania or successor Provide for the betterment of students of the Franklin Area School District in Franklin, Pennsylvania or successor.
