The Infrastructure Development Committee - Technical Working Group (IDC-TWG) on Overloading convened on February 13, 2024 to discuss measures to address issues on vehicle overloading that primarily cause road damages and accidents intheregion
During the meeting, the IDC-TWG recommended amending the administrativesanctionsprescribed

The Regional Gender and Development Committee (RGADC) conducted a two-day leveling session on gender and development (GAD) fund attribution among agencies and local government units (LGUs) on February 6-7, 2024 at the Isabela State University, Cauayan City,Isabela.
The activity aims to strengthen the knowledgeandskillsoftheGADFocal Point System (GFPS) and budget officers of RGADC member agencies and LGUs in mainstreaming GAD in theiragencyworkprogram,plan,and budget. This will increase the gender responsiveness of their programs andbudget
During the training, the participants were apprised of the use of gender statistics in identifying gender gaps, inequality, and disparity The use of Harvard, Moser, and Longwe frameworks as gender analysis tools toexamine the nature, origin,
extent,andeffectsofgenderbiases and issues were discussed Other tools presented were the Gender Mainstreaming Enhancement Framework(GMEF)andtheGenderResponsive Local Government Unit (GeRL)
The participants were required to prepare their respective agency GAD Plan and Budget (GPB) and GAD accomplishment reports during the workshop This enabled them to apply their learning on

NEDA2 guides infrastructure investments of key implementing agencies
The National Economic and Development Authority Region 2 (NEDA2), as the Secretariat of the Regional Budget Review Committee (RBRC), conducted a series of one-onone consultation meetings with key infrastructure agencies on February 712,2024forthepreparationoftheFiscal Year (FY) 2025 budget proposal at the Calaba Room, NEDA Office, Tuguegarao City
The activity underscored the policy direction of the present administration ontheBuild-Better-MoreProgramfor
infrastructure development It also ensured that the agencies’ proposed budgets were aligned with the regional thrusts and priorities
During these meetings, the agencies were briefed on the regional priorities and strategies outlined in the Cagayan Valley Regional Development Plan (CV RDP) 2023-2028, and the priority programs and projects (PAPs) enrolled in the 2023-2028 Public Investment Program (PIP) and the Regional Development Investment Program(RDIP)
The region’s top 30 PAPs, as approved by the Regional Development Council (RDC) and confirmed by concerned agency central offices during the Regional- National Investment Programming Dialogue held in August 2023, were advocated for budgetsupportin2025.
As a result of the activity, the agencies agreed to prioritize implementation-ready proposals, align PAPs with regional priorities, prioritize PAPs per congressional district, ensure inclusion of geographically isolated and disadvantaged areas, consider institutional and absorptive capacity in implementing the PAPs, and ensure enrollment of PAPstotheRDIPandPIP

Top three priority projects to be presented to PBBM
The top three priority infrastructure projects in the region were endorsed.Thesepriorityprojectswill bepresentedtoPresidentFerdinand R Marcos,Jr tolobbyforsupportfor theirinclusionintheFY2025budget proposalsofAgencyCentralOffices. These are the Dalton Pass East Alignment Road Project, the Tumauini River Multipurpose Project, andtheCagayanBridgesProjectfor EconomicDevelopment.
The Dalton Pass East Alignment RoadProjectcoverstheconstruction of a 23-kilometer, four-lane road
traversing Regions 2 and 3, with a totalprojectcostofPHP67.4billion.It includes the construction of a 612kilometer twin tube sections, 10 bridges, and slope protection The projectisexpectedtobecompleted by2033.
The Tumauini River Multipurpose Project involves the construction of a high dam for hydro-power generation, livelihood, and ecotourism It will cover 8,200 hectares of rice plantation, benefitting 6,000 rice farmers in the municipalities of Tumauini,Cabagan,andIlagan
The Cagayan Bridges Project for EconomicDevelopmentinvolvesthe
construction of the Solana-Bagay Bridge, the Alcala Bridge, and the Pinacanauan Bridge The project cost is PHP4.68 billion and is expectedtobecompletedby2029.
FY 2025 budget proposals of 39 agencies
The Council endorsed the FY 2025 budgetproposalsof30regionalline agencies, five state universities and colleges, and four governmentowned and controlled corporations (GOCCs).
Department of Budget and Management (DBM) Acting Assistant Regional Director Ludivina Potot explained that the Regional Budget Review Committee meticulously assessed these proposals during the budget consultation held on March 11 to 14 The committee ensured alignment with the guidelines outlined in National Budget Memorandum No. 149 and the region’s priorities and policydirections

Fund for completion of two bridges in Nueva Vizcaya
The Council also endorsed the requesttoDPWHCentralOfficefor funding support for the completion of the Batu Ferry Bridge and the San Lorenzo Ruiz Bridge projects in Nueva Vizcaya. These bridges will connect Region 2 to Central Luzon and the NationalCapitalRegion
The construction of the Batu Ferry Bridge, which started in 2021, and theSanLorenzoRuizBridge,which started in 2020, still require a funding requirement of PHP200 million and PHP40 million, respectively,fortheircompletion
The proposed funds for the completion of the two bridge projects were not considered in the CY 2024 General AppropriationsAct(GAA),causing delay in implementation If delayed longer, this will compromise structural integrity due to the exposure of reinforcementsteelbars
The funding requirement of the bridges was requested for consideration in the FY 2025 appropriations
Amendment to antioverloading, road right-of-way laws
The RDC sought to address persistent overloading violations by proposing stiffer penalties through an amendment of Section 6 of theRepublic Act 8794, known astheAnti-OverloadingLaw
The proposed penalties aim to deter violations It introduces a graduated system of fines including suspension of the truck driver’slicense,andcancellationof the owner’s truck and trailer registration if the total axle load exceeds 13,500 kilograms,” IDC CoChair Atty Robin James Gunnacao said

The e-library features various knowledge products and learning materials from NEDA, DOST Science and Technology Academic and Research-Based Openly-Operated Kiosks (STARBOOKS), Cagayan Provincial Learning and Resource Center (CPLRC), Socioeconomic Research Portal for the Philippines, andDICT’se-FilipinoTech4Ed.

Region’s LGUs participate in devolution study
The National Economic and Development Authority Region 2 (NEDA2) conducted simultaneous key informant interviews (KII) with selected local government units (LGUs) in the region from February 16 to 21, 2024 The KII aims to gather information on the cost of devolved functions, services, and facilities (FSF) among LGUs, including the number of personnel employed for each FSF, as input to the devolution study being prepared by the NEDA CentralOffice
The devolution study is in line with thePresident’sinstructiontoconduct asensitivityanalysisonthefunctions and services that will be performed by the LGUs, and provide recommendations to better implement devolution, including the possibilityofaphased-inapproach

Sector agencies prepare SDG Catch-up Plan for Region 2
The National Economic and Development Authority Region 2 (NEDA2) hosted a Sustainable Development Goals (SDG) Catchup Plan Workshop on February 2122, 2024 at the Go Hotels, Tuguegarao City This was participated in by the NEDA Central Office, Philippine Statistics Authority Region 2 (PSA2), SDG sector focal persons, and various implementing agencies Themainobjectiveofthe workshop was to identify the gaps in achieving the SDG targets and prepare an action plan for the remainingyearsto2030
In his opening message, NEDA2 Regional Director Dionisio C Ledres, Jr emphasized the region’s commitment to attain the transformative promise of the global goals to leave no one behind
During the workshop, participants from across the government were divided into four thematic groups, namely, economics, social, environment, and peace, security, and governance Each thematic groupassessedthelatestdataand trends and recommended programs,activities,andprojectsto address the gaps in achieving the SDGs A tool called Every Policy is Connected (EPiC) was used for easeofdocumentation.

The Department of Trade and Industry Region 2 (DTI2) and the DTI Micro, Small and Medium Enterprise (MSME) Development Group-One Town, One Product (OTOP) Program Management Office (PMO) organized a virtual comprehensive information campaign on March 20, 2024 via Zoomvideoconference

DOH unveils Infectious Disease and Tropical Medicine Building of Cagayan Valley Medical Center
The Department of Health, led by Secretary Teodoro Herbosa and UndersecretaryMariaRosarioSinghVergeire, inaugurated the Cagayan Valley Medical Center (CVMC) Infectious Disease and Tropical Medicine (IDTM) building on February 27, 2024 in Tuguegarao City,Cagayan.
The facility features 13 negative air pressure ward beds, five Intensive Care Unit (ICU) beds, four Neo-natal Intensive Care (NICU) beds, a dedicated rabies room, an isolation room, a decontamination room, two operating room theaters, a postanesthesia care unit, a delivery room, hemodialysis facilities, and a labor room.
