The latest news from Hayle Town Council Councillor John Bennett

We are sad to report that former Mayor, Councillor John Bennett has passed away at home. We offer our deepest condolences to John’s family. His memorial was held at the Passmore Edwards Institute in Hayle on 30th May. John had been an active Councillor from 2005 until 2017 and again since October 2021.

He leaves a massive legacy; his contribution to town council activities and his support to so many organisations in the town will be sorely missed.

Election of the Mayor and Deputy Mayor During the Annual Council meeting on 12 May 2022 Councillor Anne-Marie Rance was successfully confirmed as Town Mayor and Councillor Sophie Johnson as Deputy Mayor. Both are well known in the town and keen to get involved with new and established initiatives. Congratulations to both!

Former Mayor, Councillor Benney was thanked for his service during his term of office and he assured the meeting that the council was in good hands with Anne-Marie and Sophie at the helm.

Mayor’s Annual Awards Presentations of the awards took place during the Annual Council meeting on Thursday 12 May 2022 at Hayle Day Care Centre. Mr Mark Davies was selected as Citizen of the Year 2022/2023, posthumously.

The Mayor was pleased to present the award to his father and sister in recognition of his lifelong service in the scouting movement and being a fine example to the youth of Hayle. The Organisation of the Year was presented to Hayle Old Cornwall Society, which is due to celebrate its centenary in 2023. The award was collected by Trevor Smitheram on behalf of the organisation.

Town Team and Projects and Events Officer The Town Team has been formed for just over a year and currently meets virtually on the first Wednesday of each month at 7pm, whether this will continue to be via Zoom or in person is currently under review.

The group comprises local business and community group representatives along with residents of Hayle, welcoming ideas and discussion that will help Hayle, now and in the future. Everyone is welcome to attend and whilst the town council is the accountable and administrative body behind the Team, it is very much hoped that it will be led by the community and deliver what Hayle wants.

The Town Team agreed at their last meeting to conduct a public consultation in order to create a shared vision for Hayle. A consultancy will be engaged to gather views from across the whole community. We’ll keep you posted about how you can get involved.

The Repair Hub and Hayle Market are now well established, taking place each Friday morning (10am – 1pm) at Phillack Church Hall. Do come along and check out a wide variety of fresh local produce and locally crafted goods.

Hayle Town Council has welcomed a new member to its team: Julie Baldwin. Julie’s role of Projects and Events Officer is diverse. Her aim is to ensure that Hayle maximises its opportunities to apply for funding and deliver new initiatives and events for the town.

Gorsedh Kernow During their Proclamation Service on 30 April 2022 Gorsedh Kernow announced that the Gorsedh will be coming to Hayle for the forthcoming year.

Planning is already underway for the Gorsedh events which will take place on 1st – 4th September. It looks set to be a fabulous celebration of Cornish culture and the town of Hayle. There’s sure to be something for everyone at this four day festival.

Lethlean Meadow Cemetery Hayle Town Council was able to officially open the new cemetery at Phillack, Lethlean Meadow, adjacent to the allotment site, and below the Cornwall Council closed cemetery. CORMAC will be managing the burial service on the Town Council’s behalf and any enquiries should made to them direct via the appointed undertaker.

Statement from

North Qu a y C

orinthian are aware of a number of false statements being reported on social media over the last few weeks and would like to take the opportunity to clarify the matters included in these statements.

Cornwall Council commenced the Cornwall Beach and Dune Management Plans project in 2015, in order to produce Beach and Dune Management Plans (BDMPs) in nine locations across Cornwall. This included a high level management plan for Harvey's Towans, Hayle.

In line with recommendations of the Environmental statement detailed within the Ecology Chapter, the Shoreline Management Plan (SMP2) and Harvey's Towans BDMP, and following further consultation with the Council Ecologist and Towans Ranger, a Dune Management Plan (DMP) has been sensitively designed to protect and enhance the important resources and the factors on which they depend.

This is to be achieved through the following ecological objectives: • The removal, future control and eradication of sea buckthorn scrub; • The stabilisation and long-term management of existing dune habitats; • Creation and long-term management of dune habitats in the location of the existing Harvey's Towans Car Park; Corinthian undertook an element of this process recently with the removal of sea buckthorn in the Harvey Towans Car park area. For clarification, Rob Forbes of the Environmental Dimension Partnership (EDP) has provided the following comments in relation to this work. A concerted effort has been made to start removing the sea buckthorn, one of the key management plan objective to enhance these habitats. The remediation of the ducting works and return to a single access track to the car park was completed in accordance with a remediation strategy provided by ourselves as environmental consultants and agreed with the council. This included the use of sands which had been screened for contaminants.

We continue to seek ecological advice from EDP on the project whilst we look to appoint a locally based ecological consultancy to provide greater ground support. We remain committed to the long term protection and enhancement of this valuable dune environment.

Corinthian recognises the importance of Harvey Towans Car park and the surrounding area and can confirm that there is NO plan to build or extend the development within Harvey Towans Car Park. Corinthian would also like to reassure the residents of Hayle that although Corinthian will protect its legal right to ownership where wrongdoing is identified, it continues to value the importance of the Harvey Towans Chalets to the local community and has no intention of removing these from this area.

With regards to sand movements and dredging around the harbour and estuary, the following information is provided by the Harbour Authority. Maintenance dredging is critical to maintaining and improving access to the port as well as discharging the Harbour's statutory responsibility to ensure that all vessels using the port are able to do so safely. It is conducted by the Harbour Authority on a routine basis to maintain the level of water at the depth stated on the admiralty charts and that is safe for local and visiting vessels.

Risk assessments and timeline photography of the estuary are undertaken on a monthly basis and full consideration is taken to minimise the environmental effects.

It is difficult to determine the exact amount of sediment removal required to ensure navigational safety, however the total of sand removed over the past twelve months was 7500 tons of which 2000 tons was distributed to dune replenishment. Sand sales help to finance the essential dredging works, which are a costly operation, heavily subsidised by the Harbour owners. The sand is regularly laboratory tested to confirm it is safe and suitable for use in agriculture and dune replenishment The Harbour Authority regularly report to its stakeholders to ensure they are fully informed regarding the dredging operations. As always, Corinthian are happy to receive queries from stakeholders and members of the public regarding the development and surrounding areas. Historic Hayle The Downes and St Michael’s Hospital by Trevor Smitheram

T

he Downes was built on a previously undeveloped site for William John Rawlings, a director of Harvey’s of Hayle, in 1880 to designs by Edmund H Sedding. Edmund’s brother, John Dando Sedding, was responsible for the design of the gardens.

Miss Frances Ellis, born at Brighton in 1846, came to Cornwall in the early 1900’s, buying Leskinnick House in Penzance and renaming it St Gertrude’s.

This was a place to take in orphans and some fee paying students. In 1901, Miss Frances Ellis bought The Downes at Hayle from Mr Francis Harvey, as a permanent home for both her and sister Kate, born in 1842, together with the land called Banks Croft, adjacent to The Downes. Miss Frances Ellis then made over The Downes as a Deed of Gift to The Daughters of The Cross, with the proviso that she, together with sister Kate, would live there for the rest

of their lives. Miss Ellis also had property in Cheam, Great Yarmouth and Torquay and also contributed to Carshalton and other houses. Miss Frances Ellis died four years after her sister, Kate and both are buried in the sacred ground behind The Downes, alongside the Nuns that were also buried there. The statue at the entrance of St Michael’s Hospital was blessed in the name of Miss Frances Ellis following her death in 1933.

What we now call St Michael’s Hospital was formerly known as Banks Croft. The foundation stone was laid on the 20th August 1913 and the hospital was opened and blessed in September 1914 - one week before the outbreak of World War One. In the absence of The Bishop, Prior McElroy performed the ceremony. The first stage of the new hospital had, on the ground floor, a ward to accommodate ten beds, doctor’s consulting room, kitchen and pantry plus a continued on page 24

lift to the first floor. Here was another ward of ten beds, an operating theatre plus a private ward for those able to pay. The third storey housed accommodation for the nurses and a store room.

In 1927 it was necessary to enlarge the hospital, bringing the number of beds up to fifty four. In 1932 further expansion was required, bringing the number of beds up to to seventy three - quite an achievement.

Also in 1927 a new, larger church was added to The Downes and a life sized Crucifix was presented to this church by a hermit who lived at the end of the convent garden.

Separate from the hospital, but connected to the convent, was another enterprise undertaken in 1932 of a small day school, housed in a former gardener’s cottage. The school prospered until the early 1970’s when the Sisters found it was no longer possible to continue and so closed it down.

The first theatre

In March 1945, Bospowes, the home of the former Kitty Rawlings, daughter of William Rawlings who had The Downes built and who married Henry Jenner, our first Grand Bard of The Gorsedh and also first President of Hayle Old Cornwall Society, was purchased and re-named Marie Therese after the Foundress. This was to become the resident’s hall for the nurses and opened as such in May 1945. The children’s ward opened in July 1951. Also formed in 1945 was the Friend’s of St Michael’s, helping to raise funds by way of donations, garden fetes etc. Eventually the women’s ward was housed in the new block and the ward previously used for women converted into a maternity unit opened in 1963. Additions that same year were a new waiting room and extensions to the men’s and children’s wards.

In 1975 the Area Health Authority agreed to keep the Hospital financially viable, this included sixty one beds for the National Health. 1981 saw a unit in Marie Therese House put into operation for the physically disabled with money raised by local people. This caters for patients with long and short term disabilities, run separately from the main hospital and is still operational today.

Development and Training of Harbour Personnel

A

ll employees undertaking port marine activity as part of their work must undergo training and assessment to ensure that they are competent to carry out their assigned roles.

The training and assessment of employees is undertaken by competent people and carried out at regular intervals in order to provide the harbour with assurances that individuals are maintaining the appropriate skills and knowledge to undertake their assigned duties. The learner must not be placed in a position of uncontrolled risk during the training or assessment process. In addition, no employee is expected to undertake duties that might carry risk until they have received suitable and sufficient instruction, information, and training in line with the appropriate safety management systems.

All tasks and activities require underpinning knowledge. It is not sufficient to understand what to do, without knowing why it is done in a particular way or how it fits into the broader picture of the business activity.

It is good practice for harbour employees to be formally assessed at the end of a course or training period. The test is to ensure that the employee has a core knowledge of the working environment and its hazards. An acceptable standard must be agreed (in line with the National Occupational Standards) and set out in the port’s training policy.

All harbours are expected to have a training policy and on-the-job, practical training should take place in line with this policy. The training and assessment will cover the content that is relevant to the harbour and employees’ requirements.

It is normal practice for employees to receive on-thejob training following which they are put forward for formal assessment. However, employees who have been undertaking the tasks competently for some time, may not require any training before being formally assessed. If however they fail the assessment, they will require further training before they can be considered for confirmation in their current role or promotion.

Local records are kept of all training and assessments conducted for harbour marine employees.

In My Happy Hay(le) Day L

ooking back at my childhood, growing up in Hayle in the 1960s and 70s, I reflect on the freedom we enjoyed as children that is not even imaginable for young people today.

I moved to Hayle in 1967 at the age of seven, from ‘up north’, Launceston! Living at the top of St Georges Road, I started at Penpol School the day after we moved in. It was quite a long walk down the hill and even longer back up at the end of the day.

My mum walked with me for the first few days. After that, having made friends with Patricia Jose (now Curnow, publisher of this very magazine) who lived two houses away, we walked to and from school together. Patricia’s Aunt Gwen and Uncle Jack (Taylor) also lived in St Georges Road, so we often stopped to talk to them and in the summer sat in their lovely garden that was full of interesting works of art. Uncle Jack was a retired J&F Pool employee, well known for his craftmanship with copper and wood carving. Mrs Bibby of The Beeches (now a residential home) and celebrated proprietor of Studio B haberdashery on Penpol Terrace (now The Farm Shop) lived opposite and often chatted to us whilst tending her beautiful garden.

Penpol was a lovely school and I made some great friends there. The teachers were such fun. Most notable in my memory are Mr Garnish who had the most brilliant, dry sense of humour and Mrs Trewartha who was so kind and instilled my lifelong love of reading. After five very happy years, I passed my eleven plus exam and started my daily commute to Penzance Grammar School for Girls.

It seems impossible to imagine that at eleven years old I walked on my own from St Georges Road to the railway station, across ‘the field’ complete with a herd of friendly cows (now the site of the appropriately named Pathway Fields housing estate) to catch the train to Penzance! I had a mile walk at the other end

from station to school. The excitement and freedom of those years commuting to Penzance have never been forgotten. A lot of my friends joined the train from St Ives at St Erth, and we would happily gossip away and complete our homework.

Hayle was a wonderful place to grow up. Each day in the summer after we finished at Penpol, Patricia and I went down to the Weir pool for a swim, providing the tide was right. We did this on our own from the age of around 9. Sunbathing and swimming until the sun went in and we had to be home for tea. Other evenings we would walk to Millpond to feed the ducks and sit watching the world go by.

Our parents put no restrictions on us, other than we had to be home for 7pm. Once we were a bit older, each weekend we walked over to The Towans for a swim and a perusal of the local lifeguard hut. If we were in luck, we would get to go out on the surf skis with the lifeguards. What was instilled in us from an early age was to respect the sea and knew never to go anywhere near the dangerous currents around the Hayle Bar area.

These were different carefree times with a lot less traffic and danger. The only time I remember being a bit concerned for my safety was when I came upon a huge adder lying across the path in the sand dunes, happily sunbathing in the warmth. I did a rather large detour to avoid disturbing it. I was at that time working in the school holidays at Cove Café on Riviere Towans. My boss, the lovely Mr Allot, was dubious about my excuse for being late for work though.

When I return to Cornwall, I love to revisit all my childhood haunts in Hayle. Some of which have hardly changed, and some greatly improved. With what in my opinion are the best beaches, and the loveliest people in the world, there is no better place to live than Hayle.
