What steps are being taken to ensure Coral Springs remains an affordable city?

I’m proud that Coral Springs is a very efficiently run city, which means we are giving the residents the best value for their tax dollars considering the services rendered. Our city employs six full-time employees for every 1,000 residents, which is one of the lowest staff-to-resident ratios in our region. I’m extremely proud that the productivity of our employees allows us to keep costs down for residents. We have heard from residents about the rising cost of living and have actively worked to develop creative solutions to provide affordable housing. I’m proud that we’ve launched a partnership with Habitat for Humanity of Broward to bring affordable housing to Coral Springs. We look forward to working alongside the Habitat for Humanity team as well as the hardworking, deserving, first-time homeowners who will invest “sweat equity” into their new townhomes.If residents don’t have as much tax burden, they are also more likely to use disposable income to patronize local businesses. In addition, Coral Springs is home to 49 sprawling parks that our residents can use for free for leisure activities, sports and fitness.

Which new business industries would you like to attract to Coral Springs?

One of our strategic goals is to be an innovative, high-performing, and sustainable organization. I’d like to attract more businesses from the technology and cybersecurity industries, higher education, and co-working spaces. The tech industry is booming, and bringing in companies focused on software development, AI, and cloud services would create jobs while encouraging innovation.

Additionally, expanding partnerships with higher education institutions could enhance workforce development, providing tech and cybersecurity training programs that prepare residents for these high-demand fields. Finally, co-working spaces offer flexible environments for startups, remote workers, and freelancers, encouraging entrepreneurial growth and attracting a diverse range of businesses. By building these sectors, the city can create a forward-thinking, secure, and well-educated community.

What sustainable and technology initiatives are vital to Coconut Creek’s infrastructure?

Coconut Creek’s participation in the Solid Waste Disposal and Recycling Material Processing Authority is a key sustainable and technological initiative. This collaboration with 27 municipalities and Broward County aims to create a long-term, environmentally sustainable, and economically efficient plan for waste management, focusing on waste reduction, recycling, and reuse to protect public health and welfare.

What industries will be driving the cities growth in 2025?

With the new MainStreet and the Greystar Warehousing developments on the horizon, construction, real estate, rental, and leasing will be driving growth in the City. MainStreet will bring 2,360 new residential units (1,347 apartments and 1,013 for-sale townhomes/ villas/condominiums) into the City starting in 2025 and for the next few years according to their phasing plan. The Greystar developer is proposing a 375,000 square foot warehouse development at the northwest corner of Atlantic Boulevard and Lyons Road. This development could feature industries such as building trades, light manufacturing, office/showrooms, wholesale trade, or even a brewery. The developer plans to hold a job fair and partner with local agencies and colleges in the City to fill the approximately 852 direct jobs created by this development.

What steps are being taken to ensure Coconut Creek remains an affordable city?

The City is one of a very small number of municipalities in Florida that feature an affordable housing fee on commercial development. This fee helps to offset the affordable housing demand created by commercial development in the City. Currently, the program has a balance of approximately $1.5 million. The City anticipates making these funds available for home purchases in the MainStreet development. In addition to our own funds, we also partner with Broward County to offer a Home Buyer Purchase Assistance Program that provides up to $50,000 to persons and families with qualified incomes. In response to the State’s Live Local Act, the City adopted an ordinance to ensure the implementation of affordable housing developments permitted under the new law

What priority investments are you looking forward to going into 2025?

The City of Coconut Creek has been highly recognized as a well-planned community, successfully balancing prudent financial responsibility while providing the highest level of services for our residents, businesses, and other stakeholders. During this year’s strategic planning session, three key priorities were clearly identified: Fire Station 113; Police Department Renovations; and MainStreet.

The City Commission highlighted public safety as a primary focus, prioritizing funding to construct a permanent Fire Station in the central area of the City and to renovate the City’s Police Station. Fire Station #113 is proposed for construction in the MainStreet area to accommodate the anticipated growth associated with the development. The Coconut Creek Police Station was built in the mid-1980s, and the growing City population, police department, and modern technology have outgrown the current facility, requiring a plan to renovate and expand the facility. These projects are essential for enhancing public safety and strengthening emergency response capabilities.

The development of Coconut Creek’s MainStreet area continues to be a priority. Currently, the property is under contract with a group of highly-qualified developers. The MainStreet project area is envisioned to be a destination location, serving as a central gathering place for the community with a variety of new housing options, commercial opportunities, greenway trails, city parks, open spaces and land preservation, and cultural activities.

Over the past year, the City of Coconut Creek continued to embrace our vision of being an innovative, inclusive, and progressive community with a small-town personal touch.

We celebrated our second anniversary as a highly rated, community-focused fire rescue department, ranking in the top 2%

of fire rescue departments nationwide with an ISO Public Protection Class Rating of 1. Response times have drastically improved, and our partnership with Coral Springs Dispatch has been a large part of that. Our Police Department completed its second re-accreditation process this past year, while Fire Rescue began their first. We continued engaging our community through our successful Ambassador program, Never Forget Series, Citizen Academy, and even the addition of K-9 Liberty, a therapy bloodhound specializing in tracking to assist with our vulnerable population outreach and location services.

The City continued applying for and receiving funding for various programs including almost $1 million dollars to implement a body worn camera program that will provide for enhanced transparency and accountability, $600,000 for a fire truck, and $350,000 for Sunshine Drive Park Improvement. We completed the Lyons Road Mobility Project, an award-winning major project completed on time and under budget. The addition of pedestrian lighting to this project needed comprehensive appropriation.

Finally, Coconut Creek’s MainStreet development is coming to fruition as the property is now under contract and will bring the best of shopping, dining, parks, walking trails, and housing to central Coconut Creek, creating a community gathering place for special events, movies in the park, and more.

What have been some important milestones for the City of Coral Springs over the past 12 months?

With dozens of sprawling parks, top-rated schools, I am proud of the efforts of our public safety professionals who continually adapt to our everevolving environment and strategically work to keep our community sage. The efforts of our police department through enforcement, public education and social media, vehicle burglaries and roadway crashes have declined.

Chief John Whalen was sworn-in to serve as the new Fire Chief of the Coral Springs-Parkland Fire Department following the retirement of Chief Michael McNally in June 2024. Chief Whalen has proudly served with the department for 28 years holding nearly every position in fire service, including as Interim Chief. I look forward to working alongside him in his new role.

Several large-scale Parks and Recreation projects were completed this year. Cypress Water Park has unveiled a new entrance area, paint scheme, and refurbished exterior. At Riverside Fitness Park, residents have been enjoying pickleball, the new domed playground, and testing their skills on the obstacle courses. We officially honored the completion of this primarily ARPA-funded project with a ribbon cutting in August 2024. I want to congratulate the Parks team and staff from all departments who were a part of these successful renovations.

During the national conference for the City-County Communications & Marketing Association, the Communications and Marketing Department received three Savvy Awards for Best Use of Social Media (Traffic Thursdays), Community Visioning (Visioning 2035: Imprints on the Future) and 60th Anniversary (One Time Event). With more than 1,100 submissions from cities across the U.S. and Canada, the team is showing how our city is truly premier.

What projects are being put into place to address the affordable housing crisis?

Habitat for Humanity has officially broken ground on the construction of 13 townhomes that will soon be completed along Riverside Drive in Coral Springs for deserving, first-time homeowners. Our City Commission voted unanimously last year to donate the land for these homes to be built. In the coming months, city leadership will be working closely alongside the Habitat for Humanity team and the families who will invest “sweat equity” by contributing to the construction of the homes. I look forward to the day that these homes can welcome our newest residents.

In addition, we are continually working to strengthen our commercial tax base by attracting new businesses. From our industrial park to our downtown, the addition of new commerce means more competition and affordability for residents and visitors.

What priority investments are you looking forward to going into 2025?

We are always looking ahead, committed to strategic planning, and engaging and collaborating in our residents for present and future generations, long term collaboration is second to none. We recently completed a year-long Vision 2035 interactive planning cycle, and will begin to implement a new Strategic Plan that aligns with the goals of our community. This new plan will ensure our city is prepared for the future and fulfilling the vision to be the premier community in which to live, work, and raise a family.

Do you have any update on the merger with the Coconut Creek 9-1-1 Dispatch Center? Has there been an improvement in response time? Any data you can share here?

The Coconut Creek Emergency Communications expansion went live on November 7, 2022, which allows us to provide Emergency Communications Services to the City of Coconut Creek’s Police and Fire Departments. We have established a strong partnership and working relationship between Emergency Communications Unit team members and the City of Coconut Creek’s first responders. According to Coconut Creek Fire Department, prior to switching to the Coral Springs Emergency Communications Center, the dispatch time was 2 minutes and 30 seconds. After joining our communications center, the dispatch time has improved to 52 seconds.

Do you have an update on the summary from CARES? Any stats you can share?

The Coral Springs-Parkland Fire Department is on par to have one of the nation’s highest cardiac arrest survival rates for 2024. As of August 2024, individuals who have suffered cardiac arrest in Coral Springs or Parkland have been shown to have more than double the chance to be resuscitated than the national average. We’re proud that our rapid response, skilled care, and enhanced knowledge gives more patients the opportunity to be successfully treated, and to ultimately, leave the hospital on the road to recovery

Any notable achievements or awards we can showcase?

The Coral Springs Police Department’s Safety Town Program was recently awarded second place for Education Programming at the Florida Festivals and Events Association. Safety Town is a nationally recognized program for children ages 4-6 years of age that aims to teach children valuable lessons about bicycle safety, fire safety, and personal safety.

The Coral Springs Regional Institute of Public Safety (CSRIPS) recently received the Florida Fire Service Training and Education Provider of the Year Award. In addition, the institution received reaffirmation of accreditation with the Florida Department of Health, Council on Occupational Education, and the United States Veterans Affairs Benefits

Can you provide an update on the FirefighterEMT program for High School Students? Are there any statistics you can share?

The Coconut Creek Fire Rescue Cadet Program had a successful first year and is now beginning its second year with 20 young adults enrolled. The program is open to high school students between the ages of 14 and 20, with meetings held every other Saturday during the school year from 9 AM to 1 PM. During these sessions, cadets learn basic firefighting skills, CPR, first aid, and how to operate medical and fire equipment. They must complete specific job performance requirements (JPRs) to demonstrate their competency. Once a cadet is 16 and has completed all required JPRs, they have the opportunity to ride along with Coconut Creek Firefighter/Paramedics to gain hands-on experience. The program aims to introduce participants to the fire service, prepare them for fire academy and EMT training, and ultimately hire them to work in Coconut Creek.

Any notable achievements or awards we can showcase?

The Police Department had a flawless mock assessment conducted by three assessors from the Commission for Florida Law Enforcement Accreditation (CFA). The assessors reviewed over 200 policies to ensure compliance with CFA standards. They also conducted a thorough inspection of all vehicles and equipment during the Mock Static Display, asked questions, and interviewed several employees. The final on-site assessment is scheduled for August 27–29, 2024

The Emerald Society of Fort Lauderdale presented Detective Shana Conley with its Community Hero

Officer Amanda Cummings made history after becoming the first woman to earn the Top Dog Award at the United States Police Canine Association [USPCA] Region 1 Field Trials in Pensacola. Officer Cummings and her partner, K9 Noble, scored 632 points out of a potential 640 to take First Place in the competition. They also won the Apprehension Event and placed third in the Search Event. They qualified for the national competition in Baton Rouge later this year.

The Broward Victim’s Rights Coalition named our agency’s Criminal Investigations Section as its 2023 Agency of the Year. The recognition is a testament to its unwavering dedication to ensuring justice and support for crime victims and their families. Recipients will include: Lieutenant Frank Fuentes, Sergeant Joseph Jahrsdoerfer, Sergeant Jason Kohlhorst, Sergeant Cody McKinney, Detective Shana Conley, Detective Clint Corey, Detective Steven James, Detective Marilyn Perez, Detective Jean Saint Amour, Detective Obed Saldana, Detective Larry Scates, Detective Logan Serraes, and Detective Cheri Stabile.

Interim Captain Henry Cabrera, and Accreditation Manager Sanchia Williams, pulled off a rare feat during the Commission for Florida Law Enforcement Accreditation’s [CFA] summer conference in Orlando when they both earned CFA honors. Cabrera won the Assessor of the Year Award as the state’s best CFA assessor during 2023. Williams won the Accreditation Manager of the Year Award

Why is Coral Springs a great place to do business?

Coral Springs is well-situated in northwestern Broward County and has access to major highways and ports. We have a highly educated workforce and a diverse local economy, and the city is very responsive to the needs of the business community. The City Commission approved local incentives that allow businesses to invest in their properties to improve facades and increase economic opportunity. As for quality of life and place, the educational offerings in the city are exemplary. We have 49 parks including splash pads, fitness parks, and the upcoming Everglades Loop and Overlook. Downtown Coral Springs is under development and will offer dining, entertainment, and retail space. We truly have “Everything Under the Sun.”

Can you provide an update on the Cornerstone Project? Are there any other notable investments we can look forward to?

The South Block of Cornerstone recently welcomed Tacocraft Taqueria and Tequila Bar. Rumble Boxing will open in early 2025. The Modera apartments are 85% occupied and attracting new retail and restaurants. The

North Block is scheduled to be completed in summer of 2025. This mixed-use project will include multifamily, Mitch’s Downtown Bagel Café, and Gary Rack’s Farmhouse Kitchen. The gallery space for the Coral Springs Museum of Art will also open in 2025 along Sample Road.

Can you describe some of the instrumental investments the CRA has made to improve the City of Coral Springs?

The CRA approved a three-year sponsorship of the Downtown holiday décor to bring residents, families, and visitors into the area. The CRA also approved the funding of infrastructure projects including security measures for the parking garage and safety enhancements. It is also partnering with Public Works and Development Services to identify additional projects in the Downtown including landscaping, ArtWalk improvements and drainage and roadway improvements. The CRA has also enhanced its grant programs to support businesses investing in the Downtown. Finally, the CRA has committed funding the museum lease to augment the cultural opportunities in Downtown Coral Springs.

How are community partnerships a vital investment in the future of Coconut Creek?

Community Partnerships have always been a vital investment in the City of Coconut Creek. The City continuously engages with community groups as it is such a meaningful way to bring new ideas, resources and ways of thinking that can help make the City a better place to live, work and play. The City welcomes and recognizes the value of both formal and informal partnerships in achieving common goals for the City, its residents and the business community.

Can you provide an update on any 2024 projects that were completed or ongoing?

Two shopping centers in Coconut are currently under renovation. The Strada Shopping Center at Lyons Road and Coconut Creek Parkway is current home to Conviva Medical Center, but will also feature a Sprout’s grocery store, a Cali Coffee shop, and a Sentry SelfStorage facility. The Center will also see revamped landscaping, signage, and pedestrian amenities. The Marketplace shopping plaza, located on Lyons and Hillsboro, will also feature a Cali Coffee shop, in addition to a new commercial outparcel, landscaping, and other property enhancements.

Other development projects under construction:

• Lincoln Dealership at Infiniti - 5501 West Sample Road, 25,800 sf showroom, service, repair and administrative and sales offices

• Mazda Dealership – 4101 West Sample Road, 60,000 sf Showroom, administrative/sales offices & inventory parking.

• Bel Lago – Wiles Road, Self Storage, 90,000 sf +/-

What makes Lyons Technology Park unique?

Unlike other industrial parks, Lyons Technology Park was built embracing nature. In addition to required buffers, Lyons Technology Park includes over 8.5 acres of preservation land and water area designated for perpetual conservation exceeding the City’s Open

Space requirements by more than 1 acre of land. Lyons Tech is bounded by Johnson Road on the south, Lyons Road on the east and NW 69th Street on the north. In addition to their conservation efforts, the developer, in collaboration with the City, transformed NW 69th Street into a Greenway rather than a traditional roadway. This 0.7-mile-long linear park offers a pedestrian connection from Lyons Road to Hillsboro Boulevard. The Greenway features a tree-lined, 12-foot-wide meandering sidewalk that runs east/west along the Lyons Tech Preserve, then heads north to Hillsboro Boulevard. Nearby residential communities, a house of worship, and various businesses have convenient access to one another, as well as to nearby restaurants, a grocery store, and other services. At the western end of the Greenway, the City’s Utilities and Engineering site, along with the Water Tank area, provides City staff with a relaxing space to enjoy lunch while appreciating public art along the path.

Are there any new businesses coming to Lyons Park? Any exciting news and/or updates?

The City actively monitors and supports tenants in the Lyons Technology Park with renovations and site improvements. For instance, businesses like Willis Aviation remodel their existing spaces to adapt to changing economic conditions and growing demand.

One of Coral Springs deeply held strategic goals is to remain an active, healthy community. In addition to parks and athletic facilities, the city has listened to feedback from residents and invested in new features citywide.

The city’s first free Splash-NPlay opened to the public in 2023 featuring custom water jets, “funbrellas,” dump buckets, LED lighting, and more. New

pickleball courts have been added across the community to meet the demand for this increasingly popular sport. Locations with new courts include Cypress Park (Coral Springs Drive) and Coral Springs Middle School (10300 Wiles Road.)

In addition, an innovative fitness park was recently added to Riverside Park located (205 Coral Ridge Dr.) It features a walking path including fitness machines,

Coconut Creek Parks and Recreation Department offers a wide array of amenities and activities catering to residents and their beloved pets. Our City features two splash pads, 14 playgrounds, versatile athletic fields (baseball, softball, football and soccer), athletic courts (tennis, racquetball, pickleball, basketball, and volleyball), picnic pavilions, and a membership-based Dog Park, among other offerings.
