2026 OPEN ENROLLMENT Highlights

Open Enrollment will run from November 24th - December 8th
“Passive” Open Enrollment
This year’s open enrollment is PASSIVE, which means that if you do not make any changes during open enrollment, your current medical, dental, and other benefit elections will remain in effect for the upcoming plan year (January 1, 2026 through December 31, 2026).
If you want to enroll in any voluntary benefits that are being offered for the 2026 plan year, you must make those elections and complete the appropriate enrollment forms during open enrollment.
In accordance with IRS regulations, if you want to participate in the Flexible Spending Accounts (FSA/DCFSA), Health Savings Account (HSA), or Transit Benefit account for the upcoming plan year, you MUST make those elections during open enrollment. Your current elections for these plans DO NOT roll over from year to year.

Important Updates for 2026!
• There will be no carrier changes for the 2026 plan year. Cigna and Delta Dental will remain the carriers for medical/Rx, vision, and dental.
• Torcon remains committed to offering our employees and their families the most comprehensive benefits available and maintaining very rich plan designs. As the result of that commitment, we have not made any change to the medical plan designs in many years. That said, in the face of rising healthcare costs, there will be minor changes made to the Cigna medical plan designs for 2026.
• Due to IRS regulations, the deductible on the Cigna High Deductible Health Plan (HDHP) will be increasing to $1,700 for the individual and $3,400 for the family in 2026.
• The in-network maximum out-of-pocket limit on the Open Access POS plan will be increasing to $3,000 for the individual and $9,000 for the family in 2026. This benefit has not been increased since 2014.
• There will not be an increase to employee healthcare contributions for 2026.
• UPDATE! Flexible Spending Accounts are moving from WEX to Flex Facts.

Medical/Pharmacy Plans
Cigna
Both Medical & Prescription plans will continue to be offered through Cigna for the 2026 plan year.
UPDATE!
• Due to IRS regulations, the deductible on the High Deductible Health Plan (HDHP) will increase to $1,700 (individual) and $3,400 (family).
• The in-network maximum out-of-pocket limit on the Open Access POS Plan will increase to $3,000 (individual) and $9,000 (family).
Price Assure Powered by GoodRx
If you are enrolled in one of the Cigna medical plans, you will have access to Price Assure powered by GoodRx! GoodRx pricing is available for many commonly used non-specialty, generic medications (filled in a 30-day or 90-day supply) at any in-network retail pharmacy. All you need to do is present your Cigna ID card, and behind the scenes, Price Assure will compare the GoodRx price (when available) versus the benefit price and ensure you pay the lower amount.
Additionally, any amount you pay out-of-pocket for a covered drug using Price Assure will count towards your deductible and maximum out-of-pocket amounts.
Health Savings Account
Cigna/HSA Bank
There will be no carrier change and the HSA will remain with Cigna/HSA Bank.
UPDATE! The maximum contributions allowed into the Health Savings Account (HSA) for 2026 are as follows:
• Individual Employee: $4,400
• Employee + 1 or More: $8,750

Flexible Spending Accounts Flex Facts
EXCITING NEWS! We are pleased to announce that Flex Facts will serve as our new Flexible Spending Account (FSA) administrator beginning January 1, 2026. This partnership is designed to enhance your experience with streamlined access, faster reimbursements, and an easy-to-use online portal.
• The Healthcare FSA is used to reimburse out-ofpocket medical expenses incurred by you and your dependents. The maximum you can contribute to the Healthcare FSA in 2026 is $3,400
• The Dependent Care FSA is used to reimburse expenses related to the care of eligible dependents. The maximum that you can contribute to the Dependent Care FSA is $7,500 if you are a single employee or married filing jointly. If you are a married employee filing separately the maximum you can contribute is $3,750
Please Note! The 2 1/2 month Grace Period, and the 90-day run-out for the 2025 plan year will be administered by WEX. If you have unused funds from 2025, new claims incurred during the grace period should be submitted to WEX to exhaust that balance. Additionally, run-out claims that were incurred before the end of the plan year (December 31, 2025) should be submitted to WEX for processing.
Transit Benefits Account
Flex Facts
The Transit Benefits Account is a reimbursement account that allows you to pay for work-related transit expenses using pre-tax payroll deductions taken from your paycheck. The maximum amount you can elect to contribute is $340 per month.
Unlike an FSA or DCFSA, there is no use-it-or-lose-it rule. Any unused funds from your transit account may be carried over to subsequent plan years. Eligible transit expenses include vouchers, passes, and tokens for buses, trains, rail, subway, ferries, and vanpooling costs.

Voluntary Life and AD&D

There will be no changes to the current Voluntary Life and AD&D plan for the 2026 plan year.
