DeKalb Superior Court Chief Judge Courtney Johnson appointed Stringer to be interim sheriff on June 13 and she began her duties immediately. Mann, who suspended himself for a week for “conduct unbecoming,” is facing trial for the misdeamour charges. He is expected back at his post on July 25.

City of Lithonia losing its only remaining bank Mayor seeking replacement to fill void for residents By Jennifer Ffrench Parker

Come June 30, the city of Lithonia will be without a bank when Citizens Trust Bank closes its branch there. The Atlanta-based bank is shuttering the branch at 3065 Stone Mountain Lithonia Street as part of a consolidation move. It will be the first time in 107 years that the city of Lithonia will be without bank. The branch, which started life as the People Bank on Main Street in 1910, was acquired by CTB in December 2008. At that time it had deposits of $51.5 million. Black-owned Citizens Trust Bank is also closing its downtown branch at 75 Piedmont Road, which served as its corporate headquarters for decades. It relocated corporate headquarters to Peachtree Road a year ago. In letters to city of Lithonia customers, CTB urged them to continue banking at its Panola Road branch. Diedra St. Julien, CTB’s spokesperson, said the closure is part of branch optimization. “We have a center in close proximity where we can consolidate services,” she said. “Our Panola Road branch is less than four miles away. Banking relationships can continue at any of our branches but that one is the closest.” With the closure of the city of Lithonia branch, CTB will have two branches left in DeKalb, on Panola Road in city of Stonecrest, and on Rockbridge Road in Stone Mountain, down from five DeKalb County branches in 2008. Back then it was also at the interection of South Hairston and Wesley Chapel roads in Decatur, and on the upper level of the Mall at Stonecrest. Through the first quarter of 2017, CTB had 10 branches in metro Atlanta, and in Columbus, Ga., and in Birmingham and Eutaw, Ala., and about $401.9 million in total

assets, and total deposits of $346.4 million. At its founding in 1921, it was the first bank to serve African Americans in metro Atlanta. Today, it is one of the largest African-American-owned financial institutions in the country. Lithonia Mayor DeboDeborah Jackson rah Jackson said the handwriting was on the wall when the local CTB branch lost its full-time manager in 2013. She said that many of the Peoples Bank

customers left when CTB acquired the branch, which has been on Stone Mountain Street since 1965. The city maintains its bank accounts with the branch and Jackson said its location in the downtown area was convenient for residents. Since customers, including the city, were notified of the impending closure, Jackson said she met with a vice president of the bank to see if she could change their minds. “We were hoping they would reconsider,” she said June 14. “They said it was a hard decision, a business decision and they needed

to close it.” The city is now on the hunt for another bank. “We have put preliminary feelers out,” Jackson said. The city is already a select employer of Peach State Federal Credit Union, which also has a branch on Panola Road. “We are hoping it might come to the city because of that relationship,” she said. “As a select employer, our employees can do direct deposit there. We are looking at putting together a proposal to see if it will locate here.”

Pay and pension increases, books, nurses in proposed school budget A tentative $1.74 billion budget, approved June 12 by the DeKalb School Board, includes pay raises and increases to the teacher retirement plan, buys textbooks, and adds nurses for middle and high schools. The district says the 2017-2018 fiscal budget maintains its efforts to focus resources at the regional level, allocates funds for prior pay raises and textbooks, and addresses statemandated rising costs in employee benefits. The budget process started in March 2017 and the district must approve it and a millage rate by June 27. The Board has said it will require 5.06 percentage points over the rollback millage rate. The public has two more opportunities to weigh in on the budget at millage rate hearings on June 27 at 11:30 a.m. and 6:15 p.m., in the J. David Williamson Board Room at

Stonecrest signs $16.2 million contract with CH2M to run city By Jennifer Ffrench Parker

CH2M will manage operations for the city of Stonecrest for the next five years at a cost of $16.2 million. The Stonecrest City Council approved the contract at a July 14 special called meeting. Mayor Jason Lary and council members Diane Adoma, Johnny Clanton Jr. and George Turner voted for the vendor contract that will cover Zoning, Parks & Recreation, Code Enforcement, Finance and Accounting, Information Technology and other city operations. District 3 Council woman Jazzin Cobble opposed the contract. District 2 Councilman Rob Turner was absent. The contract, which will run for five years

and seven months until 2022, calls for the city to pay CH2M $1.7 million for the seven months of operations for 2017, and $2.9 million a year for five years. CH2M, based in Meridian, Colo., is a global engineering company that provides consulting, design, construction, and operations services for corporations, and federal, state, and local governments. It is also providing operations management to the city of Tucker on an initial service contract that runs through 2020. The vote was taken without any discussion. Afterwards Cobble said she voted nay because with an estimated budget of $3 million for 2017, the contract accounted for more than 50 percent of the city’s budget.

Many left with new positions in elementary, special education, science, math, English, social studies, world languages and school counseling. District spokesman Andre Riley said they were seeking to fill 400 vacancies and made 124 job offers during the job fair. Dr. Derrica Davis, Columbia High principal, was looking to fill seven teaching positions including math, history, English and special education. He knew just who he was looking for. “I want passionate energetic teachers who are hungry to help children learn,” Davis said. By 11 a.m. she had already filled three math positions. Many of the candidates, including Enricia

Thornton, were new to the teaching field. “I initially wanted to be an engineer but figured teaching might be something I could do before going to get my masters degree,” she said. Thornton, a Southwest DeKalb High graduate, comes from a family of teachers. “My mother taught for 22 years at Cedar Grove and Miller Grove middle schools and I have aunts who are also teachers,” she said. Thornton did not receive any job offers

on the spot, but is hopeful they will come by the end of summer. “I will have probably have a few followups with some of the schools,” she said. “I’m skilled in all areas of math but I’m hoping to get an algebra teaching position.” Jonetta Myles, a seasoned teacher, was seeking an instructional or student support specialist position. “I have worked as an ESL teacher for 10 years, nine years in administration at Rockdale County High School and as a middle school assistant principal,” she said. After speaking with 10 schools, she was hopeful. “I am staying positive that I will receive a job before classroom planning begins in July,” she said. Angela Thomas-Bethea, principal of Barack Obama Elementary, acknowledged that finding the best candidate can be challenging. “We want teachers who are willing to go the extra mile,” she said. “We also want to retain those teachers who we have invested in; we don’t just want them to train here and leave.”

Two libraries getting upgrades; proposed Wade Walker Library scrapped The Covington and Sue Kellong libraries will be getting $3.5 million in improvements after District 4 Commissioner Steve Bradshaw scuttled a plan to build a library in Wade Walker Park. Bradshaw said June 12 that $2 million will refurbish the Covington Library in Decatur, $1.5 million to refurbish the Sue Kellogg Library Steve Bradshaw in Stone Mountain, and $500,000 will be held in reserve to address any potential shortfalls or directed to possible cosmetic improvements at the Clark-

ston Library. He said he made the decision to repurpose the Parks Bond funding earkmarked by his predecessar Sharon Barnes Sutton after consultation with Library Director Alison Weissinger and the DeKalb County Law Department. Based on the information he received, Bradshaw said he determined that building a new library in Wade Walker Park is simply not feasible. “The two primary reasons for this determination are cost and disputed land use,” Bradshaw said. He said that Weissinger informed him that a new library will cost $6 million to $8 million.

“Only $4 million is available for a proposed Wade Walker Library,” he said. Bradshaw said that the county’s law department also informed him that the land identified for the Wade Walker Library is potentially “grant-restricted” and remains unresolved because of a lack of documents of old grant agreements. “This strikes me as a complication that could impede progress,” he said. “Why would we want to go down this path?”

The proposed Wade Walker Library was a pet project of Barnes Sutton, whom he defeated for the office. The Board of Commissioners approved the change at its June 13 meeting. Bradshaw said it is a sensible use of taxpayer dollars. “These enhancements to DeKalb County libraries will greatly improve the experience of library patrons across the district,” he said.

Buck Godfrey pens fourth book

Fans of Southern dark and spine-chilling tales will find much to love in William Buck Godfrey’s latest book, “Where the Woodline Twineth and the Sycamore Ceased to Bloom.” The 138-page book, which bills itself as “a collection of short stories and poetry of the macabre featuring the novella ‘The Strange Case of Moses Holms,’ ” Buck Godfrey is available on amazon.com. Godfrey, a retired English teacher and coach turned author, lives in Decatur. He retired from teaching and coaching in 2005. He spent 27 years at Southwest DeKalb High, where more than 270 of his players won college athletic scholarships. In 2015, the 8,500-seat Panthersville Stadium was renamed in his honor.
