Projeto Básico: Desenvolvimento de projetos para todas as áreas de intervenção com detalhamento suficiente para a elaboração do orçamento e contratação da obra; 6. Projeto Executivo: Detalhamento do projeto para execução das obras.

Como premissas de projetos são determinadas algumas linhas a serem seguidas: • Inclusão física e social da área de projeto à malha urbana formal, neste caso ao bairro e à cidade de Osasco; • Atendimento à totalidade da área de projeto com infraestrutura urbana; • Nova qualificação da área de projeto com criação de espaços verdes, de recreação e institucional; • Identificação dos principais bolsões de pobreza como áreas prioritárias de intervenção; • Garantia de acessibilidade e permeabilidade para todos os setores da comunidade; • Eliminação das áreas de risco; • Manutenção da população residente no local de projeto, com construções de novas unidades habitacionais para as famílias em situação de risco ou que tiveram suas moradias atingidas pelo processo de urbanização.

The CRD-PVS’s long-lasting collaboration with Brazil started in 19951999, with a trilateral study about the Cortiços – or tenements – in the city of São Paulo. Such study was jointly conducted by Politecnico di Torino, the School of Architecture and Urban Studies at the University of São Paulo (FAU-USP), and the Istanbul University School of Architecture. It was followed by a workshop that engaged students in designing proposals aimed at upgrading such informal areas. After this successful experience, in the period between 2002 and 2005 Politecnico di Torino and the Municipality of Santo André – SP joined their forces to work on projects aimed at the city’s slums, or favelas. In the academic years between 2006-2007 and 2010-2011, a

As intervenções sugeridas se relacionam sobretudo a estratégias de regeneração urbana, projetos para novas unidades habitacionais e melhorias para as existentes, além da provisão de instalações e serviços à comunidade. Todos os projetos consideram formas de autoconstrução e envolvimento dos residentes locais. Depois de sua conclusão, o projeto é enviado à SEHDU para posterior implementação dentro da estratégia de urbanização desenvolvida na favela.

The suggested interventions relate mainly to urban regeneration strategies, design for new housing units and retrofitting for existing ones, in addition to the provision of facilities and services to the community. Every project considers ways of self-construction and engagement of local residents. After its conclusion, the project is sent to SEHDU for subsequent implementation within the slum’s upgrading strategy in progress.

Esta experiência inovadora é muito interessante não só para os acadêmicos envolvidos, mas também para a Prefeitura, pois: • A pesquisa era diretamente realizada na favela e se concentrava em questões essenciais para os programas da Prefeitura. This innovative experience is highly interesting not only for academics engaged, but for the Municipality as well, since: • The research was carried out directly in the favela and focused on topics that are crucial to the Municipality’s programs, making this a true field experience, and not only a mere academic exercise. • The project’s results could be eventually adopted as part of the solutions in the Municipality’s urban and housing projects. • Along their on-site training period, students participated in the workgroup set up by SEHDU – joining meetings, contributing to the project’s planning, and participating in daily works. As a result, they had an opportunity to develop the skills they will eventually need in their careers. • The extensive knowledge and expertise shared between Italian trainees and SEHDU staff members who were assigned to mentor the trainees and to supervise their projects proved to be a valuable experience for all parties involved. All activities were followed by professors from the Politecnico di Torino, who travelled to Brazil for that purpose, as well as by professionals and staff from the Municipality. Por outro lado, há um enorme potencial em cada barraco, casinha, cerca, fio, cano. Tudo é permeado de criatividade: uma interpretação autêntica e individual do espaço, geralmente perdida na cidade “oficial”. Então, uma favela pode ser interpretada como uma paisagem em potencial: uma paisagem cultural, um lugar para procurar e encontrar valores importantes. O Slum(e)scape visa explorar tais valores, usando-os para remover o aspecto marginal e para posteriormente tornar a habitação mais digna dentro da cidade contemporânea.

On one hand, these are marginal places - but still places, with their identity and life - that we must consider as a priority goal in the recovery agenda in order to improve the standards of life in contemporary society, so a slum is definitely something we all must escape from. On the other hand, there is a great potential in every settlement, small house, fence, wire, pipe, with a high level of creativity: an authentic and individual interpretation of the space, often lost in the “legal” city. So, a slum can also be referred to as potential landscape: a cultural landscape, a place to dig and find important values. Slum(e)scape aims to explore those values and to use them to remove the marginal aspect and then improve the dignity of dwelling in the contemporary city. The activities, themes, and projects from the Osasco Design Studio were born, as we said, from intentions and thoughts shared between

As atividades, temas e projetos do Design Studio de Osasco surgiram, como dissemos, das intenções e ideias compartilhadas entre o CRD-PVS e a SEHDU – mesmo que seus resultados tenham variado muito durante o período do projeto. Podemos dizer que o sistema passou por certa evolução, o que é naturalmente esperado durante a administração de um workshop de arquitetura e urbanismo. Na verdade, esta é uma das principais características do workshop: por um lado, a cada ano os estudantes começavam do zero, com novos temas, novas ideias, novas dinâmicas de grupo, novo foco. Isso também é óbvio do ponto de vista pedagógico, já que cada a cada ano precisamos ensinar os conceitos básicos a um novo grupo de estudantes. Por outro lado, o Studio também foi um catalisador de conhecimentos, onde o repositório de informações criado por cada grupo se transformou em conhecimento para os grupos seguintes. A interação simultânea destes dois aspectos produziu ideias extremamente interessantes.

CRD-PVS and SEHDU, even though their outcomes have at times differed widely over the years. We might say that there has been a certain evolution in the system, which is to be naturally expected in the management of an architectural and urban design workshop. This is in fact one of the main traits of the workshop: on the one hand, every year the students start from scratch, with new themes, new ideas, new group dynamics, a new focus. This is obvious also from the pedagogic perspective, since every studio need to teach the basic concepts to a new group of students. On the other hand, the Studio has also worked as a catalyst of design knowledge, where the information repository created by each group has been turned into knowledge by each following group. The simultaneous interaction of these two aspects has produced extremely interesting ideas.

O Slum(e)scape Design Studio começa com a apresentação do estudo de caso e dos resultados da edição anterior. Algumas aulas introduzem os estudantes à dinâmica do fenômeno favela, com estudos de casos de urbanizações e informações sobre o que está acontecendo na cidade abordada pelo Studio. Solicita-se que os estudantes façam uma análise e proponham estratégias de regeneração que, depois de discussões e avaliações, levarão a diversos modelos hipotéticos. São protótipos que a Prefeitura pode considerar desenvolver. Ano a ano, a equipe da Secretaria da Habitação e Desenvolvimento Urbano (SEHDU) compareceu à apresentação intermediária e proporcionou conselhos e opiniões sobre o desenvolvimento das estratégias de design. Os resultados deste estágio são apresentados à Prefeitura e à comunidade local durante o estágio de campo, quando os estudantes começam a aperfeiçoar (e muitas vezes adaptar) as soluções de design. Os resultados finais são entregues à Prefeitura, que então considera eventuais desenvolvimentos futuros.

The slum(e)scape Design Studio starts with the presentation of the case study and the outcome of the previous edition. Some lectures introduce students to the dynamics of the slums phenomenon, with case studies of slum upgrading and information on what is going on in the city the Studio is dealing with. Students are requested to make an analysis and propose regeneration strategies that, after discussions and assessments, will lead to several hypothetical models. Those are mockups of what the Municipality might consider to develop. Year after year, the staff from Housing and Urban Development Department (SEHDU) has attended the intermediary presentation, and provided advices and feedback on the development of design strategies. The outcomes of this stage are presented to the Municipality and local community during the field stage, when the students start to refine – and often adjust – the design solutions. The final results are given to the Municipality, which will then consider any further developments. The slum(e)scape Design Studio’s clear success, from the educational point of view, is due to several factors: continuous dialogue between

Os estudantes trabalharam com diversos mapas temáticos que consideravam densidade, tipologia das construções e características físicas (como vegetação, declives e caminhos) de forma conjunta, numa relação mútua. O grupo fez uma maquete precisa em 3D, além de uma análise ortofotográfica das quatro ruas principais. Isso proporcionou um novo olhar ao fenômeno favela, considerando sua textura urbana e sua densidade sob uma perspectiva diferente. O resultado do workshop em Turim não foi um projeto arquitetônico formal; apesar disso, foram resultados muito úteis, usados nos anos seguintes e na experiência do estágio em Osasco. Cogitamos a oportunidade de demolir algumas casas para melhorar a rede de caminhos. Além disso, refletimos sobre formas de pensar o espaço semiprivado (ou semipúblico), considerando as diversas maneiras de administrar a vizinhança compartilhada. Tais reflexões levaram a um workshop no local, envolvendo a comunidade local em um evento de três dias chamado “A Cidade Imaginária”: crianças e adultos foram convidados a fazer uma maquete da sua favela, incluindo variações e alterações à situação atual. Tais maquetes foram discutidas junto aos mapas e aos outros documentos elaborados pelos estudantes em Turim.

Students have worked on several thematic maps where density, building typology, and physical traits – such as vegetation, slopes, and pathways – are considered together in mutual relation. The group has made an accurate 3D model along with an orthophotographic survey of the main 4 streets; this provided a vision of the favela phenomenon with different eyes, considering its urban texture, and its density with a different perspective. The result of the workshop in Turin was not a formal architectural design; nevertheless, very useful outcomes have been used in the following years as well as in the Osasco stage experience. Many thoughts were given about the opportunity of demolishing some homes in order to enhance the pathway network. Also, reflections were held on how to imagine the semiprivate (or semipublic) space, considering different forms of neighborhood shared management. These reflections have led an onsite workshop, engaging the local community, in a 3-day event named “The Imaginary City” (“A Cidade Imaginária”): kids and adults were invited to make a model of their settlement, including variations and changes to the current situation. These models have been discussed along with the maps and the other documents students have elaborated in Turin.

A comunidade existe como resultado do seu uso compartilhado dos recursos, da sua administração e das relações entre recursos e cidadãos no ambiente. O planejamento de lugares pode atuar como catalisador cultural individual, iniciando um processo compartilhado rumo à construção da identidade comunitária em determinado local.

The aim is to transform the dweller into citizen; the individual into a community member. The community exists as a result of its shared use of resources, their management, and the relations between resources and citizens in the environment. The design of places can be the cultural individual catalyst to start a shared process towards the construction of a community identity at a place.

The system components are nodes, access gates (and the Vigliecca’s regeneration initiative, “Portais”, goes exactly in this direction), voids and piazzas, environmental values as well as the outsider and insider views of the settlement. In these components, there is room to adopt functions that are attractive at the wider urban scale. At the building scale, the main focus was the living condition issues and the management of residential plots, especially the boundaries between buildings, the natural ventilation, and lighting. These are the key factors of residential discomfort. Students have addressed them by working on strategies to clear backyard spaces, avoiding the contact between buildings. As a result, they proposed some ideas to encourage citizens to change and improve their cultural approach to housing in private, semiprivate, and public terms. The “building component” group investigated the reuse of materials, avoiding the image of rubbish, leftover from the rich society. As a result they produced several detailed ideas aimed at several discarded construction components, which were not deemed suitable for use but were later reinvented in surprising way.

Como resultado, os estudantes produziram várias ideias detalhadas relacionadas a diversos componentes de construção descartados, considerados impróprios para uso, mas posteriormente reinventados de formas surpreendentes. No estágio do trabalho conjunto com a SEHDU, os estudantes foram convidados a abordar o problema do acesso para pedestres e das diferentes elevações. O acesso é extremamente estratégico para a conexão da comunidade com suas cercanias. Um grupo abordou o tema “escadaria urbana” e o outro apresentou os resultados da própria pesquisa, referente a um novo modelo residencial para a comunidade. Seus trabalhos produziram projetos para uma casa de quatro cômodos, além de uma nova escadaria para a comunidade. O projeto de habitação considera uma nova tipologia com condições de saúde melhores, jardins sobre os telhados, espaços para negócios de pequeno porte e uma melhor imagem perante o mundo externo. Sua qualidade pretende ser um exemplo de baixo custo para os cidadãos. A escadaria é resultado de um projeto muito detalhado que considera cada interação pessoal com o espaço comum. Ela inclui espaços para reuniões, áreas de descanso e vegetação.

At the work stage counting on the participation of SEHDU, students were invited to handle the problem of pedestrian access and different elevations. This access is highly strategic to connect the community to its outskirts. One group took the “urban staircase” theme, while another group presented the outcomes of their research on the new residential model to the community. Their works produced designs for a house of four along with a new staircase for the community. The housing project considers a new typology, with improved health conditions, roof gardens, spaces for small businesses, and an improved external image. Its quality is meant to be a low cost example for citizens. The staircase is the result of a very detailed design that considers every private interaction with the common space. It includes gathering spaces, rest areas, and vegetation.

milestone in the overall slum(e)scape workshop experience. It was the last year in the Socó area, and it represents somehow the synthesis of ideas, reflections, and findings from previous editions. In the early stages of the Studio in Italy, the students were organized in two groups and led their design research to the study of building components, assemblies, and design behaviors. dwelling culture – one group developed a catalogue of building “plug-in” components. These are simple handmade objects and assemblies that may be broadly adopted to radically improve the internal and external view of buildings and blocks, the internal functionality and comfort conditions. These components were designed also as an opportunity to activate several professional training units, engaging the community in “social workshops”, and to implement the idea of a Do-It-Yourself catalogue of slum upgrading solutions. The second group worked on the ideas of the urban staircase, defining solutions and urban design “behaviors” that can be used by the Municipality in different situations. Thus, the Studio had a multiscale approach in several situations – the private space, the common domain – being worked in terms of design component. At the stage when SEHDU was involved, the Studio defined an area in Socó to be a “microurban block”, at a very strategic location due to its visibility and accessibility.

Além disso, tais componentes foram planejados para possibilitar o estabelecimento de diversas unidades de capacitação profissional, envolvendo a comunidade em “oficinas culturais”, e para implementar a ideia de um catálogo de soluções para melhoria da favela, seguindo o estilo “faça você mesmo”. O segundo grupo trabalhou em ideias de escadaria urbana, definindo soluções e “comportamentos” do design urbano que pudessem ser usados pela Prefeitura em diferentes situações. Portanto, o Studio adotou uma abordagem multiescala em diversas situações (o espaço privado, o domínio comum), trabalhando sob o prisma dos componentes do design. No momento em que a SEHDU foi envolvida, o Studio definiu uma área estratégica, um ponto visível e acessível de Socó a ser transformado em “quarteirão microurbano”. Depois de uma fase de avaliação detalhada, os estudantes entrevistaram os habitantes das propriedades envolvidas para descobrir suas necessidades, aspirações e dificuldades em termos de condições de vida. Considerando a área como uma experiência-piloto, o Studio desenvolveu um esquema urbano totalmente detalhado e diversos projetos de recuperação das propriedades. Diversos componentes e soluções de construção foram implementados. A experiência mostrou à comunidade uma melhoria real, tanto da perspectiva funcional quanto da imagética. Ao mesmo tempo, iniciamos um trabalho pesado de paisagismo, envolvendo soluções para reuniões e acesso de pedestres. O resultado é um projeto de recuperação física total, com fases que começam na síntese do design arquitetônico e urbano, seguem por um processo de planejamento gradual, resultando em uma solução específica para o caso abordado e em um modelo para melhorar a percepção local dos espaços.

After a very detailed surveying phase, the students interviewed dwellers of involved properties, investigating their needs, aspirations, and difficulties in terms of living conditions. Considering the area as a pilot experience, the Studio has developed a fully detailed urban design scheme and several renovation projects for the properties, and several building solutions and components have been implemented. This shows to the community the real improvement, both in terms of functionality and image. At the same time, a hard landscaping was introduced with solutions on pedestrian access and gathering. The result is a whole physical regeneration project, with stages going from a synthesis of urban and architectural design, followed by a gradual design process, resulting in a solution for the specific case addressed, and ultimately a mockup to improve the local perception of spaces.

Com recursos do Governo Federal, a Prefeitura de Osasco desenvolveu projetos de urbanização para a 1 etapa de obras com início em 2012, atendendo a aproximadamente 1,5 mil famílias diretamente e outras 5 mil com a melhoria da infraestrutura urbana. As 2 etapas da obra tiveram projetos desenvolvidos por intermédio do Convênio PMO/Politecnico di Torino. A seguir apresentamos as propostas desenvolvidas para esses 2 trechos do Braço Morto do rio Tietê cuja principal diretriz de projeto foi a integração de um bairro isolado fisicamente do restante do município. Todas as intervenções propostas buscam a inclusão territorial e social destas duas populações isoladas por um rio.

Thus, a distinguishing technology has been chosen to highlight its difference from the general built area: the container. Os quintais das casas foram transformados em áreas verdes, miniparques onde as pessoas podem jogar, andar, socializar e aproveitar a atmosfera da vizinhança. Esta ideia tem origem na necessidade de regenerar e melhorar as áreas limítrofes do Braço Morto, proporcionando um novo significado à área – que atualmente é negligenciada, mas possui grande potencial para intervenções de design urbano. Além disso, ciclovias e pistas para caminhadas serão criadas ao longo das margens, conectando as áreas norte e sul geradas pelo projeto e proporcionando acesso aos diversos serviços públicos na área. Parte da área de vegetação foi transformada em jardins e lotes para plantação. A ação foi inspirada pela experiência bem-sucedida do programa “Osasco Solidária”, que recuperou locais abandonados (linhas de transmissão elétrica) da cidade, retomando seu uso como áreas agrícolas. O projeto também engloba grandes áreas para uso comum, equipadas ou não, que eventualmente entram nas áreas construídas e geram uma série de conexões entre ambos os lados. could then be used as an independent resource by the Municipality. The spaces between the houses, conceived as vertical squares to connect the 6.20m-high semipublic road to the ground floor, are intended to turn plain walkways into common gathering spaces. The proposed materials aim to define different functional areas. “PV trees” allow the highest square to be partially shadowed but also as bearing elements, supporting the platforms. The houses’ backyard spaces were made into green areas, miniparks where people can play, walk, socialize, and enjoy the atmosphere of their neighborhood. This idea stems from the need to regenerate and improve the buffer zone of Braço Morto, giving the area a new meaning, since it is currently neglected but has a strong overall potential for design intervention. Also, walking and cycling routes would be created along the two banks, connecting the northern and eastern resulting areas, and providing accessibility to several public services in the project’s area. Part of the vegetation space has been made into gardens and allotments, drawing inspiration from the successful experience of Osasco Solidária, which carried out a recovery of abandoned areas (power lines) of the city, converting them back into agricultural areas. There are also wide spaces equipped or left free for the common use, occasionally entering into the built areas and creating a series of connections between the two sides. The idea to build facilities is framed within the overall project key strategies: the importance of social and physical connection between Rochdale and surrounding neighborhoods; the importance of public services within an urban environment; the importance of providing public services both at the neighborhood level and at the urban level; the importance of flexible use of spaces by the users in different times. Three buildings are removed in benefit of the buffer zone of 15 meters on each side of the Braço Morto, with the additional reason of securing

This project contemplates the creation of a linear park, structured according to different topics. The development of the system of vegetation areas shall occur along the banks of the Oxbow Lake exposed to flooding risks and, therefore, even after the rivulet is piped, the erection of buildings shall not be allowed. All spaces thus created will usually be for collective use, though some of their parts, even if belonging to some families, will generate products that the whole community may benefit from. The urban green strip to be created will host leisure spaces, vegetable gardens, a bicycle lane and several promenades and gardens. The purpose of this is to face social exclusion by building an articulation between income transfer programs and the labor generation policy, which are decisive in the process of citizen social and economic emancipation.

Esta proposta visa transferir o Paço Municipal, com todas as suas secretarias, para a região central e construir um espaço multifuncional na mesma área, reocupando o Marco Zero da Cidade de Osasco. Sendo o município cortado pelo rio Tietê, optou-se por utilizá-lo como importante referência na concepção dos projetos arquitetônicos. Esse trabalho, desenvolvido com o Politecnico di Torino, foi o embrião das propostas de requalificação da região central e da Operação Urbana e Consorciada Tietê 2.

This proposal aims at transferring the City Hall with all its Agencies to a central region and erecting a multifunctional space on the same area, reoccupying the Zero Milestone of the City of Osasco. As the Tietê River flows through this municipality, we have decided to use it as an important reference in conceiving the architectural projects. Riccardo Balbo. Arquiteto, PhD em Teoria da Arquitetura e Construção (2007), é professor de Design Arquitetônico Digital na Faculdade de Ambiente Construído (SOBE – School of Built Environment) da Universidade de Salford, em Manchester (Reino Unido), e professor temporário de Arquitetura no Politecnico di Torino (Itália). Leciona Morfologia Urbana, Valores Culturais na Arquitetura, TI da Arquitetura e Oficina de Design Arquitetônico e Urbano, além de organizar e liderar cursos de férias e oficinas internacionais de design [EASA, UMAR]. É membro do comitê científico do CRD-PVS (Centro de Pesquisa e Documentação de Tecnologia, Arquitetura e Cidades em Países Emergentes e em Desenvolvimento do Politecnico di Torino) desde 2005, um dos principais membros do Centro de Pesquisa em Qualidade Urbana, cofundador do grupo de pesquisa MInD e membro do Comitê Consultor do Diretório de Design da SOBE (Universidade de Salford), membro do Comitê de Difusão de Cidades Sustentáveis (FOAT). Está envolvido em projetos de pesquisa, muitos deles nas áreas de Herança Arquitetônica, Habitação, ICT no processo de design e educação, Regeneração Urbana Sustentável; os resultados de tais pesquisas vêm sendo publicados e apresentados em conferências. Administra sua própria empresa de arquitetura desde 1996, com experiências profissionais na revitalização de edifícios públicos e privados, recuperação inteligente de vizinhanças urbanas e outros projetos especializados.

SLUM(E)SCAPE: THE OSASCO DESIGN STUDIO

Riccardo Balbo. Architect, PhD in Architecture Theory and Construction (2007), is a Lecturer in Digital Architectural Design at the School of Built Environment (SOBE), University of Salford, Manchester (UK), and temporary professor teaching Architecture at Politecnico di Torino (Italy). He teaches Urban morphology, Cultural values in Architecture, Architectural IT, Architectural and Urban Design Studios, and also organizes and leads international design workshops and summer schools [EASA, UMAR]. He is a member of the scientific committee of the CRD-PVS, the Research and Documentation Centre for Technology, Architecture, and Cities in Developing and Emerging Countries (Politecnico di Torino, 2005 – present), a core member of the Urban Quality Research Centre, co-founder of MInD Research group and a member of the Advisory Board of the Design Directorate at SOBE (University of Salford), member of the Transmitting Sustainable Cities Committee (FOAT). He is involved in research projects, mainly in the fields of Architectural Heritage, Housing, ICT in the design process and education, urban sustainable regeneration, of which the outcomes have been both presented in conferences and published as papers. He manages his own architectural firm since 1996 with professional experiences in private and public building refurbishment, urban neighborhood “smart” regeneration, and other special projects.

Francesca De Filippi. Arquiteta, PhD em Conservação e Restauração da Paisagem e Herança Arquitetônica, é diretora do Centro de Pesquisa e Documentação de Tecnologia, Arquitetura e Cidades em Países Emergentes e em Desenvolvimento (CRD-PVS) do Politecnico di Torino, na Itália, onde também é coordenadora e instrutora do curso de pós-graduação em Habitat, Tecnologia e Desenvolvimento. Em 2007, foi indicada para Coordenadora de Cooperação com o Desenvolvimento, no Departamento de Relações Internacionais do Politecnico di Torino, e Representante do Reitor na Rede de Cooperação Universitária para o Desenvolvimento (CUCS). No Politecnico di Torino, é membro de diversos conselhos, como a Iniciativa para Universidades Parceiras do Habitat (UN-HABITAT). Os principais focos de suas atividades em pesquisas e do seu interesse científico geral são: conservação da herança viva, regeneração e planejamento urbano, habitação, tecnologia e cultura da construção, tecnologias sustentáveis, materiais, soluções e processos. Tais áreas foram exploradas e estudadas através de programas nacionais e internacionais de pesquisa e da colaboração com instituições, por meio de sua atuação como professora e profissional. Possui experiência em campo sobretudo na Colômbia, Moçambique, Burkina Faso, Marrocos, Índia, Egito, Brasil e China.

PROFILE

Francesca De Filippi. Architect, PhD in Conservation and Restoration of Architectural Heritage and Landscape, is Director of the Research and Documentation Centre for Technology, Architecture, and Cities in Developing and Emerging Countries (CRD-PVS) at the Politecnico di Torino (Italy), where she is also coordinator and instructor in the post-graduate course on Habitat, Technology, and Development. In 2007 she was appointed as Development Cooperation Coordinator at the Department of International Affairs of the Politecnico di Torino and Rector’s Delegate in the Universities Development Cooperation Network (CUCS). At Politecnico di Torino, she is a member of several Boards, such as the Habitat Partner Universities Initiative (UN-HABITAT). Her research activity and general scientific interest focus mainly on: living heritage conservation, urban planning and regeneration, housing, technologies and building culture, sustainable technologies, materials, solutions, and processes. These fields have been explored and experienced through national and international research programs and collaboration with institutions, through the teaching activity as well as her professional work. Specific field experience in: Colombia, Mozambique, Burkina Faso, Morocco, India, Egypt, Brazil, China.

Arquiteto e Urbanista, é Secretario de Habitação e Desenvolvimento Urbano do Município de Osasco, consultor para a área de urbanização de favelas e habitação popular e representante da Prefeitura de Osasco junto ao convênio com a Politecnico di Torino. Foi Superintendente da Habitação Popular da Prefeitura de São Paulo, Assessor Parlamentar da Assembléia Legislativa do Estado de São Paulo, Assessor de Planejamento Urbano da Prefeitura de Franco da Rocha – SP e Coordenador de Projetos e Obras para a Região Leste de São Paulo – Prefeitura de São Paulo.

Sérgio Gonçalves. Architect and Urbanist, is the Secretary of Housing and Urban Development of the Municipality of Osasco, consultant for the slum and popular housing urbanization area and representative of the Osasco city administration in the agreement with Politecnico di Torino. He was Superintendent of Popular Housing in the Municipality of Sao Paulo, Parliamentary Advisor of the Legislative Assembly of the State of Sao Paulo, Urban Advisor of the Municipality of Franco da Rocha – SP and Coordinator of Projects and Works for Sao Paulo East Region – Municipality of Sao Paulo.

Alvaro Mello. Engenheiro Civil Sanitarista e Ambientalista, com especialização em Saúde Pública e Planejamento Ambiental é Secretario Adjunto de Habitação e Desenvolvimento Urbano do Município de Osasco, consultor para área de urbanização de favelas e habitação popular e representa a Prefeitura de Osasco junto ao Politecnico di Torino. Foi Diretor de Habitação de Interesse Social e Diretor de Desenvolvimento Urbano da Cidade Osasco, professor universitário para a disciplina de saneamento, Coordenador de Projetos do Programa Favela Bairro – RJ –Empresa Ambiental. Coordenador e Gerente do Programa Grandes Favelas – Prefeitura do Rio de Janeiro, Secretário Executivo do Programa de Desenvolvimento Local e Sustentável para as Favelas de Manguinhos – RJ, Coordenador de contrato de apoio técnico e administrativo para a Zona Leste de São Paulo – Prefeitura de São Paulo e Coordenador do Programa de Esgotamento Sanitário para 17 cidades da Costa Rica – América Central.

PROFILE

Alvaro Mello. Civil, Sanitarian and Environmentalist Engineer, with specialization in Public Health and Environmental Planning, he is the Assistant Secretary of Housing and Urban Development of the Municipality of Osasco, consultant for the area of slum and popular housing urbanization, and represents the Mayoralty of Osasco with the Politecnico di Torino. Former Director of Housing of Social Interest and Director of Urban Development of the City of Osasco, professor of the sanitation discipline, Project Coordinator of the Slum District Program – RJ – Environmental Company. Coordinator and Manager of the Large Slums Program –Rio de Janeiro City Hall, Executive Secretary of the Local and Sustainable Development Program for the Slums of Manguinhos – RJ, Coordinator of the technical and administrative support contract for the East Zone of Sao Paulo – Sao Paulo City administration, and Coordinator of the Sanitary Sewerage Program of 17 cities in Costa Rica – Central America.
