PERFORMANCE TESTED PUREBRED ANGUS CATTLE

SIMPLIFYING DECISION MAKING For almost 8 years now, I have been on the farm full-time, and it essentially has me on call 24/7. I wrote last month about all the areas we have to be proficient in to be successful. That takes a lot of mental energy to decide which areas are the most pressing that day. I feel like I am constantly making decision after decision.

However, I start my day with a string of decisions that have been made well in advance that I don’t even have to think about them.

I don’t wake up and have to decide if or what I am going to do that day prior to 7 am. I go to the gym every single day. It could be six months from now, but I know that 5 am on a Friday I am going to be doing rows and deadlifts. Thursday morning at 5 am was bench press, and Wednesday morning was squats. Those decisions are already made. My breakfast is either meal prepped burger patties or eggs over medium eaten by 6:30 am, and I am starting my work day at 7 am. I don’t want to pay for breakfast on my way home, and I know I can have those cooked and eaten before it is time to leave.

Even what I wear in a day really isn’t a decision. Cows don’t care what I wear, and I grab the first clean shirt I come to. I don’t really have to make any decisions in a day until 7:01 am. There obviously has to be flexibility and life can get in the way, but you get the point.

In my work, I find that I have many of my decisions are streamlined in the same way. I know I am turning out bulls on April 25th for spring breeding and December 7th for fall. If those dates fall on a weekend, we adjust slightly. Those dates work best for the combination of breeding and calving conditions given our feed resources and labor. I know I am weaning fall born calves the Tuesday after the Kentucky Derby. I am not feeding calves on Derby Day or weaning calves on a Monday. Our bull sales are the last Monday in March and the last Monday in October. I know that is the soonest I can collect and process data and mail out a sale catalog. I know weather permitting that I am vaccinating calves and collecting DNA the first half of June. I know well in advance that every heifer born is going to be exposed to a bull at 15 months old and pregnancy checked at 18 months. If she is open, she goes on feed as soon as forage growth slows down and will be dry aging at 24 months. I know exactly how many bulls I will need that breeding season before the cows even have their calf that year.

Some of the decisions on the farm I don’t know the “why” of the decision, but I know the person behind them does and I do what he says. I have a PhD nutritionist that formulates my mineral based on the time of year. He also formulates our bull development and finish rations. I couldn’t begin to tell you the changes to the formulations he makes throughout the year, but I know when I do what he tells me that our bulls hit their target weights and the cattle breed back well. I don’t know the science behind why we use one vaccine over another. I know that my vet does, and I know my cattle don’t require much extra attention after weaning. I follow the recipes of these professionals and don’t deviate. When someone asks me why we use the vaccines we do I tell them, “I don’t know, but the cattle don’t get sick so I am not changing it.”

Seedstock selection is every bit as complicated in decision making. Genetic selection without expert consultation is no different than me looking at a pile of feed and saying that “looks” like cattle would gain well on it. The complexity behind the breeding of a profitable commercial cow herd is constantly increasing and requires constant continuing education to understand new technologies in animal breeding. It is not a part-time job. However, you as a commercial producer do not have to understand it, but you have to work with an expert that does. I knew and understood every bit of data we were collecting by the time I was 12 years old.

I learned it from my father who has now spent over 40 years performance testing cattle as a full-time job. My customers that tend to have the most success in building a productive and efficient cow herd tend to listen to us on their genetic selections. We know the bulls they bought before and we know the best bulls to go back on their daughters. If they have never bought from us, we still know what sire lines and EPD profiles they need to choose to improve their herd.

Fall bull sale season is quickly approaching, and we will have a large number of bred cows and heifers available very soon as well. These are the most consistent and profitable genetics available anywhere. We know the economics of the commercial production side, and we know the science behind the genetic selection. Presidents Thoughts Well I hope everyone had a safe and Happy 4th of July celebrating our nation’s independence and freedoms.

We need not forget the price that was paid for our rights to “life, liberty and the pursuit of happiness”. Let me take a moment to remind you of the first sentence of the second paragraph of the Declaration of Independence of the United States of America.

“We hold these truths to be selfevident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.”

I hope that our nation never forgets the fact that thousands of men and women have died for these rights that we so often take for granted. We need to tell and teach this fact to our young people and remind ourselves that freedom is not free, it came with a price. Many men and women put their country and their belief in God above themselves to establish and protect these rights. So as we STAND and place our hands over our hearts and repeat the Pledge of Allegiance, let us fix our eyes on the red, white and blue and thank God for his Amazing Grace to us and the United States of America.

I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

So as we turn the calendar to August and our attention to the activities we have planned for the summer, let us not forget our responsibility to our nation and our families. Let us protect the foundations that our founding fathers laid.

August has several things on the calendar with the NCBA Convention in Nashville, TN from August 10-12.

I hope several of you are planning to make the journey to our neighboring state to participate in the convention

and trade show. I am looking forward to seeing you there!

The Kentucky State Fair is Here!

Ryan Quarles Commissioner of Agriculture If you remember, the Kentucky State Fair Board voted last year to approve a reasonable and responsible plan to have a 2020 fair that respected public health guidelines but also preserved the ability of our young people to participate in livestock shows. As Commissioner of Agriculture, I believed it was important to give our youth the opportunity to show off what they had learned over the course of 2020.

Thankfully, with widespread vaccine access and public health restrictions being lifted, I am excited that the 2021 Kentucky State Fair will look a lot more like the fair we had in 2019 than the one that took place in 2020. Our livestock shows are back, AgLand is going to be open, and there are plenty of free concerts for the public to enjoy.

Thoughts From Dave Dave Maples Executive Vice President Sale day for my family was June 14th. We sold our steers in Tim White’s Profit thru Performance feeder calf sale. Our steers averaged weighing 685 pounds this year and the average dollar per head was $1041.48. They sold at Blue Grass Stockyards in Lexington during the regular Monday sale. This was the most dollars per head that we have sold our calves for in six years.

Just a little background on what we are doing. We only sold eleven steers as one got injured the week before the sale, so we still have him. Also, we still have the heifer mates and will sell them this fall. I was talking with my neighbor Charles Miller about the sale and how our calves had performed well and that was reflected in the price. Mr. Miller was telling me about a cattle buyer that worked out of the Richmond Stockyards back in the day when he got started in the business and the gentleman gave him the advice that, “you have to think and act like you are a big cattleman”. Maybe the best advice I have had in a long time. I know I only had eleven steers but we manage our farm and our cattle like the big farms do and by doing this the outcome is often better. The average cow herd sizes in the surrounding states of Kentucky including Indiana, Ohio, and West Virginia range from just over 12 cows per farm to almost 19. Kentucky has the most of any of the neighboring states, averaging about 31 cows. Therefore, my families cow herd is smaller than the state average. The reason I bring this up is that none of our neighboring states, including Kentucky, with the average-size herd have the capacity to ship even a mixed sex, pot load of cattle themselves, much less a load of all steers or all heifers.

I have listened to Dr. Kenny Burdine, University of Kentucky ag economist share his data many times where he has shown an $11 per cwt advantage

when calves could be marketed in groups of at least five as opposed to singles. Then he explains that when that group of calves grows to 10 head, the advantage becomes $15 per cwt. Kenny can demonstrate that when you tighten your calving season and get the calves born early in the calving season along with selling in larger groups one can easily exceed $100 per calf.

With cost share funding from the Kentucky Ag Development funds my family was able to purchase some nice cattle handling facilities several years ago. With the ability to handle our cattle in a safe easy process that has allowed us to use estrus synchronization and AI along with pregnancy checking, timely vaccinations, castration, and all the management practices that need to be accomplished.

With the use of timed artificial insemination, it has allowed my family to create matings to the best bulls in the world. With that we have a tighter calving window. Our calves that were born in the first 21-day cycle weigh 741 pounds compared to the calves that were born in the second and third cycle at 646 pounds. The other positive is that we now have a cow herd that is made up of cows that were only born in the first 21-day cycle.

I have had time to think about the sale as well as many of the issues that our industry is facing. There has been so much in the ag media about the industry only having four packers doing 85% of the business. But when I think about the choices that I had when it came time to sell our feeder calves the options were really very small. It was less than 4 options. But seldom and somewhat to my surprise, hardly anyone ever says anything about the concentration on either side of the packer. My other surprise was the fact that there was no CPH-45 sale in central Kentucky this year for fall born calves. We have always sold our calves in the June CPH-45 sale. But no one called to voice their displeasure of no CPH-45 sale. With my job at KCA I do get calls about the packers.

I want to thank Tim and Amy White for allowing my family to participate in their sale. Also, I want to compliment Tim for doing the work and being the leader with this sale. In reality he is helping his neighbors and friends stay in the cattle business. There should be more of these types of sales. But that is going to be up to you to decide if you want to think like the big ones in this highly complicated, complex industry.

Then the week before we opened they began to excavate Down the center of the highway that runs up to the main gate.

Of course, they hit a waterline. We were Lake Louise by dawn.

But no water in the spigots in the barns or in the john.

So we planned on shuttle parking using pontoons and canoes But we finally wound up asking folks to just take off their shoes.

And the carnival got testy ‘cause we couldn’t build a bridge Plus the vendors all were grumblin’ due to decreased patronage But the tractor pull went okay ‘cept they pulled a light pole down Which played havoc with the dog trials when two handlers almost drowned.

On the morning of the last night the promoter called to say That the singer had a sore throat and could not perform, no way.

But by noon it didn’t matter ‘cause the clouds came rollin’ in And the crowd all left in lifeboats so by five we pulled the pin.

We retreated to the office down beneath the grandstand seats Where the fairboard did its business and hashed out the balance sheets.

‘Cause tonight we were survivors. Like a pile of used retreads Only glad that it was over, all we did was shake our heads And ask ourselves why anyone would take this thankless chore When a kid, in tow with mother, stuck his head in through the door.

He had lost his yellow ribbon, she explained, both drippin’ pools, And wondered if by some small chance, if it weren’t against rules...

Could we? “Course we could!” I shouted. “We’re the fairboard!

That’s our thing!”

So we picked him out a dry one. It was like we crowned him king.

And he tried to say his thank yous but his tears got in the way.

Time stood still as he departed. No one had too much to say Till the lightning hit the stage lights, then I heard me volunteer, “I reckon we should get them fixed ‘fore we do much else next year.”

MCOOL: No Silver Bullet Nathan Lawson Director, Kentucky Beef Council

Mandatory Country of Origin Labeling (mCOOL) has been a hot topic in the beef industry for years. Repealed in December of 2015 (for beef and pork), retailers have not been required to provide country of origin information on beef products since. Over time, my opinion on mandatory country of origin labeling has changed. On the surface the idea and the intention of a government mandate requiring origin labeling seems right, good and transparent.

Afterall, we’re proud of the product we produce, we’re confident in the manner in which we produce it and we love our country. However, food labeling laws are complex, prone to loop holes and tend to generate highly emotional, passionate positions that are common when it comes to food choices. As with most mandates and government programs, mCOOL was highly complex, riddled with loopholes and yielded unintended consequences that had a net negative effect on our industry. Even without mCOOL, we find ourselves calling for the USDA to critically evaluate “product of the US” label claims, due to concerns over the integrity of those claims. At the risk of being misunderstood, I’d like to share a few thoughts I’ve had on the issue, if for no other reason than to encourage you to think hard about mCOOL.

to create consumer confidence, the product must be traceable back to the point of origin.

Which begs the question; what is that point for beef? Is it the processor, finisher, backgrounder/ stocker, order buyer, or cow/calf producer? What does the consumer think? Ultimately, the most defendable point in the beef life-cycle would be the farm or ranch of birth. We know consumers have a growing desire to know their farmer. In most cases consumers have the cow/calf farmer in mind when they think of beef. If a label claim is to produce added value to the product what matters most is what consumers want. In our work at the Beef Council, we are reminded time and time again by our partners in promotion and advertising, as well as through consumer research, that consumers are eager to know the people behind their beef. Consumers trust farmers.

Trust drives confidence. I think the question for us is; are we willing to be forced into traceability for the sake of a government mandated product label claim? In order for any such claim to have integrity US cattle traceability would have to exist industry wide, it would not be successful if that traceability was only imposed on imported cattle or beef. Such actions would only create barriers to successful trade and exports of high value US beef.

For mCOOL to have integrity traceability must exist. That seems simple enough, right?

Maybe, but are we ready? Traceability in the cattle business has been tossed around for decades. National animal ID, source and age verification, premise ID, even electronic ear tags are all points in the traceability timeline.

In today’s market you had better not price it unless you’re willing to part with it. A critical flaw and unintended consequence of mCOOL was the impact it had on trade. Unfair trade is unsustainable. We have the most desirable

beef in the world! Just last month we celebrated our Independence as a nation. It is particularly striking to me that our pursuit of freedom as a nation began in response to unfair trade practices that penalized Americans for purchasing goods from countries other than Great Britain. Think about that. Why would we, as a free nation impose on ourselves legislation that would intentionally hinder our ability to capture the highest possible value for our product, all of our product? I don’t know about you, but it’s been quite some time since my family and I sat down to a tasty dinner of beef tongue. Yet in Japan beef tongue is on the menu! Demand for such beef variety meats is weak in the US, however we are able to capture real value for those cuts in the global market. Annually exports of all beef cuts and variety meats is roughly 14%. We do import some beef as well, about 10% annually (primarily in the form of lean trim that is used for ground beef in foodservice). It’s hard for me to see how we could eliminate all beef imports and not negatively impact our ability to export.

Good relationships are built on fair deals. The old saying, “the American Farmer feeds the world”, has never been more-true than today. Global competition for US farm products is high and we need to protect that demand by encouraging competition.

Voluntary programs add value, mandatory programs eliminate differentiation. We need not look any further than Kentucky Proud for an excellent example of what a source verified marketing program and label claim can do for our markets. Consider Beef Solutions; voluntary, source verified, KY Proud. Through this program consumers have confidence that a KY Proud branded product is sourced from a Kentucky farm family and producers have the opportunity to identify their product not only as a product of the US, but of the Bluegrass as well. Consider other voluntary programs such as; Non-Hormone Treated Cattle (NHTC), CPH45 and the like.

Such voluntary marketing approaches leave the decision up to us and provide an opportunity for us to reap any potential reward for our additional work. By contrast, mandatory programs spread any potential rewards out over the whole, eliminating an individual producer’s ability to differentiate themselves and their product. It is undeniable that voluntary programs add value.

Mandatory country of origin labeling has become such a “wedge” issue in our industry, dividing an otherwise exceptional industry that produces the highest quality, most sustainable beef in the world. Let’s look for opportunities to capitalize on that quality and sustainability.

Don’t Forget Tetanus Prevention When Banding!

In the United States, more than 17 million bulls are castrated yearly that range in age from 1 day to 1 year-old. Tetanus is a life-threatening neurologic disease that can develop after castration, especially when banding heavier, older bulls. The disease results from wound contamination by soil containing spores of the Gram-positive bacterium Clostridium tetani. The early symptoms of tetanus are subtle and may include any or all of the following: straight stiff legs, ears held back toward the poll, moderate bloat, an erect tail, and an unusual “flick” of the third eyelid across the eye. Recognition of the initial signs leads to an accurate early diagnosis and allows treatment to begin when it is most effective. Any calf castrated with an elastrator band should be given tetanus prevention in the form of either tetanus toxoid (two doses required with the 2nd given two weeks prior to castration), tetanus antitoxin (given the day of banding or shortly after) or, in some cases, both are used concurrently or sequentially. Calves banded while very young are less likely to develop tetanus because the testicles are smaller and the scrotal sac falls off more quickly than in older calves, allowing little time for the tetanus organism to grow and produce toxin. Additional benefits of early castration by any method include a lower risk of bleeding and infection, the risk of injury to the person performing the castration is reduced, and the procedure is relatively quick and easy.

In the soil, C. tetani can survive for years in its “spore” form which has an outer coat that protects it from being killed by disinfectants, drying, heat or freezing. The spores are found in neutral or alkaline soils and typically warm, humid environments but may also be passed in the feces of domestic animals, especially horses. Wounds in parts of the body in contact with soil are most at risk for contamination. These wounds may be small and hard to find and tetanus can even develop after wound healing. When spores enter deep wounds with little exposure to air and dead tissue surrounds the area, the spores germinate into actively growing bacteria and rapidly produce the neurotoxin TeNT. The toxin binds to the nerve endings and travels back to the spinal cord, causing a condition called “spastic paralysis” in which the muscles become hyperactive, rigid and stay contracted. Management practices that may create environments perfect for germination of C. tetani spores include elastrator band castration and dehorning, nose ring placement, tail docking, and injections with dirty needles. The incubation period, or time from contamination to development of first symptoms, averages seven to ten days but can be longer or shorter. The first detectable sign of tetanus in 18 • Cow Country • August

cattle is usually leg stiffness and reluctance to move. As the disease progresses, a stiff, stilted walk develops and the calf resembles a sawhorse when standing still due to muscle rigidity. A “pump-handle tail” is often described in which the animal’s tail is stiff and raised away from the body because of the rigid muscles along the lower spine. When the head and neck muscles go into extension, an affected calf may extend his head, flare his nostrils, the ears may stand up and then be pulled back towards the poll, and the eyelids may be held wide open so much of the white (sclera) is showing. Most producers will describe a “strange-looking eye blink” which is actually prolapse of the nictitans. This “flick” of the third eyelid is caused by spasm of the muscles pulling the eyeball inward and allowing the third eyelid to passively move across the eye. Rigidity of the jaw (masseter) and facial (temporal) muscles results in the inability to open the mouth (“trismus”) which is how tetanus got the nickname “lockjaw”.

Affected cattle usually lose the ability to eat and drink, resulting in progressive weakness and dehydration. Rumen contractions become weak or disappear and cattle frequently bloat because they lose the ability to eructate (burp off) gas.

Subtle muscle tremors may be seen early, but are much more obvious in later stages of disease.

Convulsions may be triggered by loud noises, by handling the animal, or may occur spontaneously.

Affected animals finally become recumbent (down on their side) and unable to rise due to stiffness of the legs and the inability to pull their legs underneath them. If left untreated, severe dehydration and death occur quickly. Even with supportive care, death may result from paralysis of diaphragm and respiratory muscles causing respiratory failure in 5-9 days or from bloat.

The case history and distinctive clinical signs of

tetanus found on a routine physical examination are usually enough to make a diagnosis as there are no reliable diagnostic tests to confirm the disease.

Basic principles for medical management of tetanus cases in cattle are to provide muscle relaxation, neutralize the circulating unbound TeNT toxin, begin establishment of active immunity, eliminate the C. tetani infection with antibiotics, maintain hydration and nutritional status, and provide good footing with deep bedding. Tranquilization by a veterinarian with sedatives such as acepromazine in the muscle will allow some muscle relaxation and help to control excessive sensitivity to stimuli, allowing easier treatment. Tetanus antitoxin, available over-the-counter and on the Internet, may catch and inactivate any circulating toxin but cannot undo the effects of toxin already bound to nerve receptors. The dose for tetanus antitoxin has a wide range from 10,000-50,000 units per animal but generally 15,000 units administered under the skin is recommended for initial therapy. To initiate production of antitoxin antibodies, a dose of tetanus toxoid should also be given. Once the wound or infection site is identified, then it must be thoroughly cleaned to remove all dead tissue and should be flushed with hydrogen peroxide to reduce toxin production by any remaining actively growing bacteria. In a recently banded calf showing signs of tetanus, the scrotal sac should be assessed by a veterinarian and removed if possible, and the area cleaned and flushed with peroxide. Penicillin G is usually recommended at an extra-label dose for at least 5-7 days. Good nursing care is very important to survival of tetanus patients. The animal should be placed in a stall with deep bedding to prevent “bedsores” and good footing to help them stand. The

animal’s hydration status should be monitored closely and intravenous fluids may be needed if unable to drink. Downer cattle should be set up in a sternal position if possible to prevent bloat. If the patient develops free gas bloat, a rumen trocar can be placed to relieve gas buildup until the patient regains the ability to eructate. The opening provided by the trocar can also provide a portal for the delivery of water and feed to the rumen.

The mortality or death rate may reach 50% in cattle, but animals that survive longer than seven days have a fair-to-good chance of complete recovery. Mild cases usually respond to treatment within one week, but it is important to realize that many patients may improve then develop unforeseen complications that result in death or the need for euthanasia.

Regaining the ability to drink is one of the most encouraging signs of recovery. Cattle that end up down on their side with straight, stiff legs have a poor prognosis and should be euthanized.

Prevention involves reducing the risk of soil contamination in deep wounds where C. tetani spores may germinate and using tetanus vaccines in animals at risk for infection. It is important for veterinarians and producers to maintain clean conditions and disinfected instruments for all surgical procedures. Cattle are not routinely vaccinated against tetanus, and most 7- or 8-way Clostridial (blackleg) vaccines do not contain specific protection against C. tetani although

some products do contain a tetanus toxoid (for example, Covexin 8® and Calvary 9®-Merck). Cattle can be vaccinated easily and inexpensively with tetanus toxoid and protective antibody levels should develop in two weeks following the booster injection (2nd shot) of the series.

Tetanus antitoxin is recommended for immediate, emergency treatment of exposed or at risk animals when clinical tetanus is suspected or likely to develop. “Antitoxin” actually binds to circulating toxin but protection only lasts 7-14 days. Elastrator band castration of heavier, older calves often results in the scrotal sac remaining attached for extended periods of time (> 10 days), creating the right environment for C. tetani spores to germinate. In unvaccinated calves, it may be necessary to use both a toxoid and antitoxin at the time of castration if nothing was given prior to banding. Consult your veterinarian for recommendations specific to your situation.

Castration is considered to be a necessary management practice for cattle. The best advice is to work with a local veterinarian to establish the optimal herd health program for your farm and institute an early castration program to minimize the pain, stress and complications that go along with this procedure. If castration is delayed until the calves get older and heavier, these calves are at much higher risk for development of tetanus and are twice as likely to get respiratory disease if castrated in a feedlot or backgrounding operation.

L E G I S L AT I V E U P D AT E S NCBA COMMENDS USDA FOR PROMPT ACTION ON “PRODUCT OF THE USA” LABEL CONCERNS WASHINGTON (July 1, 2021) — Today, the U.S. Department of Agriculture (USDA) announced a top-to-bottom review of the “Product of the USA” (POTUSA) label, which will inform a forthcoming rulemaking on this topic. NCBA has longadvocated for voluntary labels that meet consumer demand and allow producers to distinguish their products in the marketplace, and recently filed a petition with USDA’s Food Safety and Inspection Service (USDA-FSIS) to eliminate the use of POTUSA and other broad U.S. origin labeling claims for beef products. NCBA commends USDA for the prompt action to address industry concerns regarding the misleading nature of this generic label.

“The ‘Product of the USA’ label is not subject to source verification, is not tied to any kind of food safety standard, and is applied by packers and retailers in a manner that does not deliver value back to the cattle producer. This label not only misleads consumers, it is yet another barrier to producers gaining leverage and distinguishing their product in the marketplace,” said NCBA President Jerry Bohn. “NCBA members have voiced concerns about the potentially misleading use of the label and we thank USDA for responding to those concerns and recognizing that non-source verified labels are a disservice to producers and consumers alike. We look forward to working with USDA to find labeling solutions that represent investments made by producers to continually improve their product and meet consumer demand.”

USDA’s announcement came after the Federal Trade Commission (FTC) held a public hearing on FTC-2020-0056, Made in USA Rulemaking, Matter No. P074204. The Commission voted 3-2 in favor of the final rule, to take effect 30 days after publication in the Federal Register. The new rule will strengthen FTC’s authority to enforce “Made in USA” labels. NCBA submitted comments on the proposed rule in 2020. NCBA’s comments reminded the FTC that USDA has primary jurisdiction over all meat food product oversight activities, including the approval and verification of geographic and origin labeling claims.

While the FTC and USDA announcements may have similarities, NCBA believes that USDA is the best-equipped agency to properly oversee beef labeling and we support USDA’s continued jurisdiction over labeling of meat food products.

NCBA’s grassroots policy supports a more

appropriate generic label, such as “Processed in the USA.” In addition, NCBA stands ready to work with USDA’s Agricultural Marketing Service (AMS) to proactively educate cattle producers, processors, and retailers about the various opportunities that exist to develop voluntary, verifiable origin marketing claims that deliver tangible benefits to cattle producers without violating rules of trade.

JOHNSON AND SPANBERGER ON CRITICAL PROCESSING CAPACITY BILL WASHINGTON (June 25, 2021) — This week, the National Cattlemen's Beef Association (NCBA) secured the introduction of the Butcher Block Act in the U.S. House, a bipartisan bill that would provide critical funding to expand capacity for small, regional, and independent processing facilities. The bill is the latest in a long line of efforts

by NCBA to create more opportunities for cattle producers to get their cattle processed and capture more of the beef dollar.

Introduced by Rep. Dusty Johnson (R-SD) and Rep. Abigail Spanberger (D-VA), the legislation would establish a stand-alone loan program through the U.S. Department of Agriculture (USDA) to help processors expand capacity, improve marketing options for cattle producers, and encourage competitive markets and pricing for live cattle.

The legislation would also authorize the Secretary of Agriculture to establish a grant program that would support a range of research and training efforts aimed at strengthening the workforce to meet labor needs, and helping processors become federally inspected.

"When there's not enough capacity to process the current supply of live cattle, our producers lose leverage in the market. Expanding capacity is an essential component of the multifaceted effort to increase the opportunities for profitability for cattle producers, and we've been hearing for months that the two biggest obstacles standing in the way of that are lack of capital and lack of labor," said NCBA President Jerry Bohn. "The Butcher Block Act addresses both of those hurdles, and would go a long way to alleviating the bottleneck that is depressing live cattle prices for our farmers and ranchers. We thank Congressman Johnson and Congresswoman Spanberger for their bipartisan work on this urgent need."

capacity or "hook space" has stifled producer profitability and created unsustainable market dynamics. The urgency of this need for more hook space has been underscored by recent "black swan" market events, like the COVID-19 pandemic and the 2019 fire at a Tyson Foods plant in Holcomb, Kansas.

A recent study by Rabobank found that under the current dynamics of supply and demand, the industry could economically accommodate an additional 5,700 hooks per day of processing capacity, or processing roughly 1.5 million additional head per year. However, access to capital is a major barrier. The average start-up cost for a beef processing facility is roughly $100,000 per hook, which means that someone trying to open a modest 25-hear-per-day facility has to secure $2.5 million in financing just to turn on the lights.

USDA recently announced the creation of two new grant funding opportunities for small, regional, and independent meat processors using funds that NCBA fought hard to secure during December 2020 negotiations over the Consolidated Appropriations Act of 2021. NCBA has also actively engaged with USDA to ensure that increased processing capacity is a component of the $4 billion Build Back Better initiative.

NCBA has been the industry's most vocal proponent for a swift, transparent U.S. Department of Justice (DOJ) investigation into whether or not anticompetitive practices have contributed to a persistent imbalance in the cattle markets.

Managing Nutrient Flows in Forage Systems Chris Teutsch UK Grain and Forage Center of Excellence, Princeton, Kentucky One of the most beautiful things about well managed grazing systems is the establishment of strong and vigorous nutrient cycles. Nutrients enter this cycle in the form of fertilizer, manure, hay, supplemental feeds, minerals, and nitrogen that is fixed from the air via the symbiosis between rhizobium bacteria and legumes (Figure 1). Somewhere in the range of 80 to 90% of these nutrients are recycled in well managed grazing systems (Whitehead, 2000). This recycling occurs through the breakdown of plant residue on the soil surface and below ground roots that have died, and dung and urine that have been deposited by grazing livestock. There are many macro and micro flora and fauna involved in this process including earthworms, insects, fungi, bacteria, and protozoa. To learn more about this complex cycle, take a look at the Soil Biology Primer from the Soil and Water Conservation Society (2000). The objective of this article is to provide some practical tips for improving the distribution and flow of nutrients in your forage system.

Grazing Redistributes Nutrients In large continuously stocked pastures, animals will consume nutrients in form of forage and

concentrate them around shade and water sources in the form of dung and urine (Figure 2). Overtime, this redistribution of nutrients can be significant, resulting in nutrient deficiencies in some areas and excessive levels in others. One way to improve nutrient distribution in pastures is to subdivide and implement rotational grazing (Figure 3). Confining livestock to smaller areas for short periods of time significantly improves dung and urine distribution. In a study done at the University of Missouri, they found that it would take 27 years to deposit one dung pile per square yard in a continuously stocked system versus 4 to 5 years when animals were rotated twice a week (Lory and Kallenbach, 1999).

Hay Removes Large Quantities of Nutrients Every ton of hay produced removes approximately 40 lb N, 15 lb P2O5, and 50 lb K2O (Table 1). In a good year, approximately 120 lb N, 45 lb P2O5, and 150 lb K2O could be removed from each acre of hay ground. To maintain productivity in hayfields, these nutrients must be replaced.

The best approach is to establish and follow a fertilization program that is based on regular soil testing.

Temporary fencing comes in a number of styles including polywire, electric tape, electric braid, and polyrope. Electric tape should be used where high visibility is needed. Polywire is most commonly used by graziers since longer runs can be held on reels. When selecting polywire products, chose products that contain more strands of wire and for loner runs, choose products that contain wire made of mixed metals. Polywire containing mixed metals are about 40 times more conductive.

FORAGE MANAGEMENT TIPS • Don’t graze cool-season pastures closer than 3 to 4 inches. This will help to lower crown temperature and reduce moisture loss from the soil.

• Graze summer annual and perennial pastures to allow cool-season pastures to rest and to avoid toxic tall fescue.

• Plant winter annuals after the first good rain in August.

• Plant alfalfa and other perennial cool-season grasses after the first good rain in August.

• Exclude livestock and apply 60 lb N/A in mid to late August for stockpiling.

• Use UKY variety testing results to select varieties that will be planted in the fall.

• If drought occurs, confine animals to one pasture and feed hay.

Importing Nutrients into Grazing Systems with Hay In most cow-calf operations in Kentucky, hay is fed between 120 and 150 days, depending on stocking rate. The amount of hay fed and the corresponding value of the nutrients in this hay for various herd sizes are shown in Table 2. The ACTUAL value of these nutrients will depend greatly on how this hay is fed. If hay is fed in one paddock, these nutrients will be of little value since they are NOT distributed evenly across the pasture area (Figure 4). To capture the MAXIMUM value of these nutrients, hay should be fed at various points across the landscape.

This will greatly improve nutrient distribution (Figure 5). While there are several approaches to accomplish this, bale grazing may be the most practical. In this scenario, hay bales are set out in pastures in late fall or early winter and livestock access is limited to several bales at a time using temporary electric fencing. Moving Nutrients within Grazing Systems Using Hay Hay feeding can be used to redistribute nutrients within a forage system. Hay can be produced on paddocks or in fields that contain high levels of nutrients and then fed in areas that are low in fertility. Overtime nutrients can be transferred from areas of high concentration to areas of low concentration (Figure 6).

Take Home Points Although managing nutrient flows in forage systems can sometimes seem like a daunting task, remembering a few key concepts can help you develop a long-term strategy for nutrient flows in your grazing system.

Raising the Next Generation of Beef Advocates Celebrating 35 Years of Beef Checkoff Successes CENTENNIAL, CO (July 6, 2021) – As the Beef Checkoff celebrates its 35th anniversary, the National Cattlemen’s Beef Association (NCBA), a contractor to the Beef Checkoff, is shining a light on the successful promotion and research programs that drive the demand for beef. In this first installment, we look forward to the future by developing the next generation of beef advocates through the Masters of Beef Advocacy (MBA) program.

Unlike 150 years ago when most families lived an agrarian lifestyle, today fewer than two percent of the U.S. population resides on a farm or ranch.

These changing demographics have resulted in a large gap between where food is produced and where it is consumed. Now more than ever, it is vital for producers, consumers, and all engaged members of the agriculture community to share their stories, instead of relying on someone else to do it for them.

The Checkoff-funded MBA program was developed in 2009 to bridge the widening chasm between producers and consumers and to help farmers and ranchers share their stories and advocate knowledgeably for the beef industry.

provides farmers, ranchers, service providers, students, consumers, and all members of the beef community the tools and resources to answer questions about beef and raising cattle.

LEXINGTON, KY - Beef cattle have been a major part of Kentucky’s rich agricultural history for more than two centuries. The most recent beef cattle inventory counted more than 2.16 million head, making Kentucky’s beef herd the eighth largest in United States and the largest east of the Mississippi River.

The beef integrated resource management team for the University of Kentucky College of Agriculture, Food and Environment recently put their popular, comprehensive Kentucky Beef Book online, to benefit as many producers as possible.

Drought Risk Management Practices Steve Higgins and Lee Moser Contributing Writers If you ask a beef producer what their output is, they may say meat, when in fact, their answer should be forages. Without abundant forages, producers cannot increase the mass of grazing stock. The volume of forages in a pasture affects stocking densities and the amount of time cattle can spend in a pasture. Maximum forage production is accomplished by providing maximum cover, balanced fertility, deep well drained soils, and plant-available water.

The water that falls on and over a farm’s landscape is transient. A producer’s goal should be to preserve water on the farm until it can be replenished again by the next precipitation event. This means that infiltration and water retention needs to be maximized and the volume of runoff that can cause erosion should be minimized. Producers who focus on these goals should be able to enhance beef production and will be able to manage better the moderate agricultural droughts that we encounter in Kentucky. Drought preparedness starts with the implementation of Best Management Practices (BMPs) on Kentucky’s farms by utilizing an Ag Water Quality Plan.

Implementing BMPs that support the following “Principles of Drought Preparedness” can improve a producer’s ability to cope with the additional stress a drought can add to soil, plants, and livestock.

Principles of Drought Preparedness • Implement Rotational Grazing. Keep soil covered in vegetation to eliminate erosion.

Raindrops can hit exposed soil with an explosive effect, launching soil particles and degrading soil structure. Once dry, the surface of the soil can experience hydrophobic (water repellent) capping, which can further limit the infiltration of water. All of these effects will be more problematic on sloped pastures.

• Control Animal and Vehicle Traffic.

Overgrazing and compaction are stresses that lower water holding capacity, infiltration rates, organic matter content, and forage yield. At the same time, overgrazing and compaction increase pasture deterioration, evaporation, and runoff.

• Increase Soil Organic Matter Content. Each one percent increase in organic matter holds approximately 27,000 gallons of water per acre, which is the equivalent of infiltrating one hundred percent of a one-inch rainfall event.

• Utilize Terracing. Subsoiling compacted soils heaves up the ground where the ripper passed through the soil profile. When subsoiling is conducted along the contours of hillsides, it creates a mini terrace. These terraces reduce the steepness and slope length, thereby slowing water runoff, and increasing infiltration rates. These combined effects increase forage production when properly grazed.

• Establish Forage Diversity and Fertility Management.

• Choose an Appropriate Stocking Density and Rotation Timing.

• Harvest Water and Develop Water Sources.

These practices facilitate rotational grazing.

Water harvesting has the added benefits of using collected rainwater to reduce water bills, while providing water for cattle and possibly reducing runoff and erosion.

• Provide Plenty of Shade. Adequate shade reduces the water requirements of cattle, while providing relief from solar radiation.

• Situational Confinement. Producers can reduce the long -term effects of overgrazing during a drought by confining animals to a dry lot with shade and haul feed to them.

Lots that have been reinforced with allweather surfaces, which can facilitate manure

management are ideal.

Overtaxing soil resources can and will lead to damage. In extreme cases, the damage caused can be extremely difficult, if not impossible to correct.

Simply removing the cattle or allowing natural methods to correct the damage may not work or may take many years to correct using natural forces. In some cases, improving infiltration rates requires mechanical correction. All of these negative effects are magnified when drought strikes. Producers should implement practices that preserve topsoil and increase organic matter content, while avoiding compaction.

The previously suggested practices are presented as a systematic approach to dealing with drought in Kentucky. They require a producer to implement adaptive management strategies that modify the operation to the environment instead of modifying the environment to the operation.

Practices that increase, secure, and optimize the available water on the farm should be chosen to increase the effectiveness and efficiency of the operation. Producers should prioritize addressing areas that are the most limiting production areas through self-evaluation and implement additional BMPs or practices to offset the limitations. Providing a source of water makes a field usable, but may reveal soil fertility issues or the need for improved forages, indicating that this is a dynamic process. More than likely, the processes and practices implemented in this procedure complement a producer’s agriculture water quality plan. The beauty of this process is the improvement of the overall productivity of the farm, while maintaining and improving the integrity of natural resources.

How to Legally Reduce Black Vulture Attacks Candace Smith & Lindsay Burley Steptoe & Johnson, PLLC Although the presence of black vultures in Kentucky has been historically rare, black vultures are becoming an increasingly widespread and common problem for Kentucky farmers and livestock producers.

This year in particular, the predatory birds are wreaking havoc on Kentucky livestock, targeting newborn calves and full-grown ewes, lambs, and goats.

Unfortunately for Kentucky farmers, livestock producers cannot eliminate black vultures – even though they are not near extinction – because the vultures are protected under the Migratory Bird Treaty Act of 1918. Under the Migratory Bird Treaty Act, it is unlawful to “pursue, hunt, take, capture, kill, [or] attempt to take, capture, or kill” certain migratory birds that are native to the United States or its territories. 16 U.S.C.A. § 703(a). The word “take” is defined as to “pursue, hunt, shoot, capture, collect, kill, or attempt to pursue, hunt, shoot, capture, collect, or kill …” 16 U.S.C.A. § 715(n). Therefore, options for protecting livestock from the black vultures are limited.

Migratory Bird Treaty Act violations are taken very seriously, and the Act provides any authorized employee of the Department of the Interior with the “power, without a warrant, to arrest any person committing a violation of [the Migratory Bird Treaty] in his presence or view and to take such person immediately for examination or trial before an officer or court of competent jurisdiction…” 16 U.S.C.A. § 706 (emphasis added).

Luckily, Kentucky farmers are not completely without options to protect their livestock.

First, it is legal to harass vultures and to use effigies to scare the vultures away. See https://forestry.ca.uky.edu/vulture_deter.

Common techniques used to harass vultures include loud noises, such as blow horns, and spraying the vultures with a garden hose. A vulture effigy can also be hung in an area to deter the vultures from congregating.

owners can apply for a permit issued by the U.S. Fish and Wildlife Service to reduce the black vulture population on their farm.

However, in applying for a permit, applicants must provide a wealth of information, including, but not limited to, specific details of the injuries occurring, how long the injuries have been occurring, the size of the area affected, requested methods of taking, proposed trapping methods, who will be conducting the taking, and what nonlethal measures have been previously used to address the injuries. Additionally, the Kentucky Farm Bureau (“KFB”) offers sub-permits that are available to livestock producers that are experiencing problems with vultures attacking livestock. Individuals seeking a sub-permit can contact the KFB Commodity Division. See https://bit.ly/3jNEkI2. The KFB, however, can only issue a limited number of takes. Therefore, all applicants for the sub-permit will be scored based on past livestock losses, the number of livestock on the applicant’s farm, and the number of black vulture roosts and birds in the vicinity. Id. Each applicant can be awarded a maximum of five takings based on their score. Id. Navigating both the federal and state permit programs, as well as determining what actions constitute an illegal “taking” under the Migratory Bird Treaty Act can be difficult. An attorney can help you determine the best legal solutions for protecting your livestock from black vultures and other predatory birds, as well as help you complete the application process to receive a permit for lawful takings.

Does the IRS Consider My Farming Operation a Hobby Farm?

Many producers that have both farm and nonfarm income, may question if the IRS considers their farming activities to be a “business” or a “hobby”. This is a very important distinction to both the farmer and the IRS due to the IRS treatment of business income versus “hobby” income. If a business has a net loss for the year, then that loss can be used (with some limitations) to reduce other income realized by the taxpayer.

However, if the IRS considers farming activities to be a “hobby”, then any losses cannot be used to offset income in other areas by the taxpayer.

The size of the farming operation is irrelevant in determining if a farming operation is a business or a “hobby”. It is all about the management of the farm. The IRS has nine factors they use to determine the status of the farming operation.

Those factors are covered below, as are ways in which a producer can make sure they are not a hobby farm. It is worth noting that if audited, it is the taxpayer/farmer’s responsibility to show proof of meeting the guidelines.

1. Operate your farm in a businesslike manner.

One way to make sure you meet this guideline is to have separate bank accounts for the farm and personal use. A business plan can also demonstrate that you take the farming operations seriously and are interested in its success.

2. Time and effort spent on the operation in hopes to make it profitable. The producer

spending most of their personal time on the farming operation can indicate they are trying to be profitable. The producer may also have employees perform tasks that they cannot do because of time constraints. Both show that the producer is spending an adequate amount of time running their business.

3. Depend on the farm income. The IRS would like to have demonstrated that there is some reliance of the taxpayer on the farming income. There is certainly no issue if there is another source of income outside of the farm.

However, there may be a concern that merely having a significant non-farm income, that the taxpayer is only “farming” as a means to reduce their tax obligations instead of running a business. If the producer continues to need outside income to help support the farming operation, then they need to take a closer look at their financial standing.

4. Your losses are due to circumstances beyond your control or for start-up reasons. As long the producer does not intentionally create losses in their farming, this should not be an issue. Losses can happen at every turn in farming not without anyone’s help, the weather and grain/livestock markets are two great examples.

5. Changing aspects of your operation to improve profitability. Thorough recordkeeping and enterprise analysis will

help producers track income and expenses and monitor profits and losses. As long as the producer has a way to track income and expenses, and make necessary adjustments when losses occur, the producer meets this guideline.

6. You have advisors to help you carry out your farming business. Examples of advisors are a CPA, financial advisor, UK Farm Management Specialist, crop scout, or a grain marketer to name a few. Having one or more of these professionals to go to when making decisions about your operation can not only help your operation but also proves you are running your farm like a business.

7. Successfully making a profit in the past in similar activities. This is where farming experience comes into play. If the producer has had a similar operation in the past and tried to make a profit or if they turned a nonprofitable business into a profitable business.

8. In some years, the producer makes a profit and can show the amount. According to the IRS, a farmer needs to show a profit 3 out of 5 years, even if the profits are not large. Always showing a loss on your Schedule F, can alert the IRS that the operation may be a hobby and not a for-profit business.

9. You can expect future profits in your farming activities. Is there a projected cash flow? Is it positive? If not, can changes be made to help cash flow the year? Profits do not have to be a lot but the business needs to show a profit or at least the intent to be profitable.

One key point is that if you keep records, both financial and production, you will already meet most of the requirements. Records are key to being a good producer. Not only can they tell you where you excel but also help if the IRS audits a taxpayer. For additional information, IRS Pub 225 Farmer’s Tax Guide is a great resource.

Estate Transfer under the Proposed American Families Plan Jerry Pierce Contributing Writer On May 28th the Biden Administration released a general explanation of its proposed tax changes.

This includes an explanation of proposed changes in the American Families Plan that would tax transfers of appreciated property by gift or upon death, tax capital income for high-income earners at ordinary rates, increase the top marginal income tax rate, and apply the 3.8-percent Medicare tax to all trade or business income of high-income taxpayers, including transfer of assets.

Transfers of appreciated property by gift or at death will be treated as “realization events” which require recognition of gain. That is, the transfer will be taxed like a sale. The gain is taxable to the one making the gift or to the estate of the one who dies (decedent). The proposal would apply to gifts and deaths beginning in 2022.

There would be no adjustment or step-up in basis to fair market value at death when calculating the transfer tax. The purpose is to tax the appreciation or gain in value of assets that have not been taxed before. Gain is calculated by subtracting the adjusted basis from fair market value at the time of gift or death as if the property were sold. Adjusted basis is the original cost plus improvements minus depreciation. See the article Proposed Gift and Estate Tax Changes by Laura Powers in last month’s Economic and Policy Update.

The transfer tax is not an estate tax, but a new tax on the unrealized gain at the time of death or gifting. Both transfer tax and estate/gift tax will apply to property passed by death or gifting.

Current state and Federal estate taxes continue to apply and would not be changed by the proposal.

Basis in assets would continue to be automatically adjusted or “stepped-up” to fair market value at death before estate taxes are calculated. The transfer tax would be deductible on the decedent’s estate tax return.

Exclusions Under the Proposal Property transferred by a decedent to a U.S. spouse or to charity would not be subject to the transfer tax, but it would not receive step-up in basis. The basis of the decedent would be gifted or “carried over” to the one receiving the property.

Charitable deductions would not be valued at fair market value but at the decedent’s basis in the property.

There is a $1 million per person exclusion from recognition of gains on property transferred by gift or held at death. The exclusion is portable to a surviving spouse. Any portion not used by one spouse can be used by the surviving spouse, making the exclusion effectively up to $2 million per married couple.

The current $250,000 per person exclusion for gain on a principal residence still applies to all residences. The exclusion remains portable to the decedent’s surviving spouse, effectively making it $500,000 per couple.

Gains on tangible personal property such as household furnishings and personal effects (excluding collectibles) are exempt.

Example 1: Farmer and spouse die in 2022. Fair market value of the estate is determined to be $5 million. Basis in assets totals $2 million. Gain is $3 million. Gain on the residence is under $500,000. After subtracting the couple’s $2 million personal exclusion the amount subject to transfer tax is $1 million.

Example 2: Same circumstances except that the farmer and spouse gift the property in 2022. The amount subject to transfer tax is the same: $1 million.

Basis for the Person Receiving the Property The recipient receives a step-up to fair market basis in property received by inheritance. In Example 1 the recipient basis in the property is $5

The total basis of property acquired by gift would have two components. The recipient would receive the donor’s basis for the property covered by the $1 million per person exclusion. The amount of property not covered by the personal exclusion would receive a step-up to fair market basis. In other words, the amount of the gift that is taxable to the donor gets the stepped-up in basis for the recipient. The recipient basis in property gifted in Example 2 would be $3 million: fair market value in the amount taxed ($1 million) plus mom and dad’s original basis in the amount not covered by their personal exclusion ($2 million).

Payment of the Tax The proposal does not provide instructions for tax calculations, but it does give some clues. The following example, based on the examples above, provides a rough estimate of the tax due on the transfer tax based on the information given in the proposal. In both examples above, the taxpayers are assumed to file as married filing jointly because 1) both spouses in Example 1 died in the same year or 2) spouses were assumed to be living at the time of the gift in Example 2. No other income is included in the calculations.

Example 3: The first $1 million of the gift would be taxed at capital gains rates, resulting in about $163,170 in Federal tax, plus $38,000 in additional Medicare tax. The remaining $2 million would be subject to ordinary tax rates with the changes in top rate and bracket and the additional Medicare tax. The total tax due on the $3 million would be about $840,595.

Payment of the tax for certain family-owned and operated farms and businesses would not be due until the business is sold or ceases to be familyowned and operated. No definition of family has been given. The authors’ original definition of family is those related by lineal descent: from grandparent to parent to children.

The proposal provides for a 15-year fixed-rate payment plan for the tax on appreciated assets transferred at death, other than liquid assets.

Family-owned and operated farms and businesses electing to defer payment do not qualify.

People Skills: Appropriate Feedback

Other Provisions that may Affect Estate Transfer The top marginal individual ordinary income tax rate increases from 37 to 39.6 percent.

The income threshold for reaching the top income tax bracket is lowered. For example, the top bracket for married filing jointly would drop from the current $628,300 to $509,300. For those filing as single, the top bracket falls from $523,600 to $452,700.

Long-term capital gains and qualified dividends of taxpayers with adjusted gross income of more than $1 million would be taxed at ordinary income tax rates for the amount that exceeds $1 million. Current capital gains rates range from zero to 20 percent. This would include the tax on transfer of assets by death or gift. Effective April 28, 2021.

Apply the additional 3.8 percent Medicare tax to all trade or business income of high-income taxpayers with adjusted gross income of $400,000 or more, including transfer of assets.

Repeal the deferral of gain from like-kind exchanges (Section 1031) for amounts exceeding $500,000. Applies to exchanges completed in tax years beginning after December 31, 2021.

Effects on Kentucky Farms Farm data from farms participating in the Kentucky Farm Business Management program were examined to identify balance sheets with basis in assets, especially basis in land. A total of 320 farms in the program were identified. Of those, 160 (50%) appear to have a taxable amount after the exclusion. That is, subtracting adjusted basis from fair market value listed on the balance sheet resulted in a gain greater than the $1 million personal exclusion for the owner or the $2 million exclusion for the owner and spouse. Fair market value averaged $8.4 million. The taxable amount ranged from $14,000 to nearly $28 million. The average amount subject to the transfer tax was about $3.08 million.

These are commercial-sized, family-operated Kentucky crop and livestock farms. The average farm operates 2,044 acres. The farmer owns 418 acres (20 percent) and rents the other 1,626. The average Schedule F Income reported was $65,514.

The typical Kentucky family farm uses a large portion of rented farmland. The average KFBM farm owns 27% of the land used for production and rents the other 73%. The transfer tax will apply to individual landlords as well. The family farming operation will be adversely affected if it is unable to retain use of this rented land because the transfer tax prompts its sale.

Some landlords are family members that are no longer actively involved in the farm. Depending on how broadly family-owned and family-operated are defined the family farm exclusion may not apply to these landowners at their deaths.

Steve Isaacs Contributing Writer Farmers manage crops and cattle, machinery and marketing, land and labor. That last one may be the most difficult. People are the most important resource in a farm business. Nothing productive happens unless people are doing something with the crops, cattle, machinery, marketing, and land. However, managing people is often the least developed of the skills necessary to run a successful farm business.

Giving appropriate feedback to employees or family members is important. Most folks want to know how they’re doing. Students want to know grades, really. Athletes want to know the score.

And employees want to know if they are doing it right.

If you think praising people when they do something right and criticizing them when they do something wrong is all there is to knowing how to provide feedback, then don’t be surprised that things aren’t going well in the people part of the business. Dr. Bob Milligan with Dairy Strategies suggests that there’s more than Positive and Negative feedback. Another category is Redirective. Let’s look at all three.

POSITIVE Hopefully, things go right most of the time. So, the majority of the feedback to employees should be easy, right? If so, why isn’t there more of it?

Too many managers probably feel that if things are going well, don’t mess with it. Further, it’s not easy. Giving compliments and praise does not come easy for many managers. Why, I dunno.

Genuine gratitude and praise for work well done

are among the most valuable rewards a manager can provide. Management guru Ken Blanchard says, “Find people doing the right thing and acknowledge it.”

Here’s an acronym to help fuel the Positive feedback engine, STAG. Positive feedback to employees should be Specific, Timely, Appropriate, and Genuine. Attaboys are nice, but for what? Say what it is that they’ve done well…”Glad you saw that calf wasn’t acting right.” Don’t wait till tomorrow, or certainly not till the next performance review. Say it while you’re treating the calf. Make the feedback appropriate…she saved the calf, not the farm, but the calf is important. And be genuine. People can tell patronizing from genuine…every time.

REDIRECTIVE or NEGATIVE Sadly, things don’t always go well…stuff happens.

Managers tend to react negatively when “stuff happens” and the appropriate response and feedback can make the difference in improved performance in the future. Here’s where the distinction between Redirective and Negative feedback is important.

When things go wrong there’s a tendency for employees to blame the situation or circumstances for the problem while there’s a tendency for managers to blame the person.

This “attribution theory” is simply an attempt to link the cause of behavior to the “situation” or to the “person.” This is important. If the bad outcome is truly a result of the situation, and the manager blames the employee, the employee will

justifiably think they are being treated unfairly.

However, if the bad outcome truly results from the actions and behavior of the person, then the feedback needs to be directed toward changing the behavior.

In other words, something other than Negative feedback is needed if the problem is a result of the situation. This is Redirective feedback.

Redirective feedback is focused on correcting the situation, not disciplining the employee. Fix what caused the problem.

On the other hand, if the behavior of the employee is what caused the problem, try to change the behavior. The employee must understand that their behavior (not the situation) is what caused the problem. This is where Negative feedback is appropriate. If Negative feedback is used, be absolutely certain that is was the behavior, not the situation, that caused the problem, and that the employee understands that the behavior must change.

An example. A worn, but well-maintained roller chain on a piece of equipment that breaks probably did so because of wear…the situation. Use Redirective feedback to evaluate the maintenance and replacement procedures to anticipate and prevent future problems.

However, if maintenance and lubrication of the chain was the responsibility of the employee, and they acknowledge that they had not lubricated the machine in the last fifty hours of use, and the broken chain is dry as a bone, then Negative feedback is the appropriate response.

The employee’s behavior must change, and consequences should be severe enough to ensure change happens.

If there is any uncertainty about “situation” versus “person,” then use Redirective feedback. If it was the situation then the employee does not feel treated unfairly and the result is the same… improved performance. If it was the person, then hopefully they will figure it out and can change their behavior, and the result is the same…

Redirective feedback can bridge the chasm between Positive and Negative feedback. If an employee does something right or wrong, then Positive or Negative would suffice. When the situation created the problem and circumstances can be improved without blaming the employee for something that really wasn’t their fault, then employees don’t feel they were treated unfairly.

They can be part of the solution. Knowing what type of feedback to provide and when to give it is a key to improving performance and morale.

Problems are more likely to occur and less likely to be remedied by using the wrong feedback.

F.L. Sipes Farms Receives Kentucky Leopold Conservation Award F.L. Sipes Farms of Ekron is the recipient of the 2021 Kentucky Leopold Conservation Award ® The prestigious award, given in honor of renowned conservationist Aldo Leopold, recognizes extraordinary achievement in voluntary conservation and management of natural resources by American farmers, ranchers and foresters in 23 states.

In Kentucky, the $10,000 award is presented annually by Sand County Foundation, national sponsor American Farmland Trust, and state partners: Kentucky Agricultural Council, and the Kentucky Association of Conservation Districts.

Fred L. Sipes, who received $10,000 and a crystal award for being selected, accepted the award at the Kentucky Association of Conservation Districts’ 77th Annual Meeting in Lexington.

Sipes implemented a rotational grazing program and other conservation practices to reduce soil erosion and improve water quality at his crop and beef cattle farm in Meade County.

“The Kentucky Agricultural Council is proud to once again partner with the Sand County Foundation, American Farmland Trust and the Kentucky Association of Conservation Districts to recognize exceptional stewardship and conservation practices among Kentucky’s many private landowners,” said Mark Barker, Kentucky Agricultural Council’s chair. “The winner of the

ABOUT F.L. SIPES FARMS Farming land his grandmother once owned, Fred L. Sipes says he’s a caretaker of a precious resource.

Fred began growing 50 acres of burley tobacco, fresh out of high school in 1994. Even then, conservation was important to him. He knew consistent improvement and diversification would be critical to his farm’s survival.

As he acquired and rented more land to raise beef cattle and grow soybeans, corn, wheat, produce and hay, he adopted conservation practices with assistance from the Natural Resources Conservation Service. Determined to leave the land and water better than he found it, he joined the Meade County Conservation District’s board, and was an early adopter of a Kentucky Agriculture Water Quality Plan.

Fred established a rotational grazing system with cross fencing for his cattle. Watering facilities and feeding pads were constructed to prevent erosion. The herd’s calving season is managed

to coincide with ample forage availability and avoid over-grazing. Pastures with native grasses and wildflowers, riparian buffers, and new and repaired grass waterways slow erosion of topsoil while providing habitat for wildlife, aquatic life and insect pollinators.

Given the prevalence of sinkholes in the area, Fred uses buffer strips to prevent groundwater contamination. Establishing buffer strips for conservation purposes also controls input costs by removing unproductive and highly-erodible acres from crop production.

Fred credits no-till practices and cover crops with improving the health of his soil. Cover crops of wheat and rye hold soil in place over the winter and spring. When the cover crops are terminated in the spring, they return organic matter to the soil which nourishes that year’s soybean and corn crops. Cover crops also help reduce a field’s compaction.

Partnering with agronomy experts on soil sampling and plant tissue testing determines a crop field’s specific nutrient needs. Drift-reducing nozzles and GPS-targeted herbicide applications save money and reduce the potential for overapplication and water contamination.

Fred has installed and repaired several waterways, including one on a farm he purchased in 2020. It’s one of the improvements he’s made since receiving a regional American Soybean

Association Conservation Legacy Award in 2019.

Like many farmers, Fred rents some of his cropland from other landowners. He views his landlords as partners, and therefore and keeps them informed on crop conditions and conservation improvements, and maintains their fencerows.

Just as Aldo Leopold wrote about the “ethical relationship between people and the land that they manage,” Fred is inspired to share his conservation story with consumers. He does so through leadership positions with the Kentucky Soybean Association and Meade County Farm Bureau. He also organizes and hosts field days sponsored by the University of Kentucky Extension Service and local conservation district.

“He exemplifies who today’s farmer should be – eager to learn and serve. And more excited to educate others about what he has learned,” said Andy Mills, Meade County Extension agent.

Fred and his wife, Stacey, are parents to fouryear-old twins, Joe and Sam. Parenthood has made him even more conscious of the environmental footprint he’ll leave on the land.

“There is nothing more important to me than preserving and improving the land for these boys,” he said.

USDA Announces $500 Million for Expanded Meat & Poultry Processing Capacity as Part of Efforts to Increase Competition, Level the Playing Field for Family Farmers and Ranchers, and Build a Better Food System COUNCIL BLUFFS, IA - (July 9, 2021) Today, USDA is announcing it intends to make significant investments to expand processing capacity and increase competition in meat and poultry processing to make agricultural markets more accessible, fair, competitive, and resilient for American farmers and ranchers. This is one of several key steps that USDA will take to increase competition in agricultural markets, pursuant to President Biden’s Executive Order on promoting competition and as part of USDA efforts to build a more resilient supply chain and better food system. Together, USDA’s actions will help farmers, ranchers, farmworkers and consumers all get a fair shake.

Specifically, USDA announced its intent to invest $500 million in American Rescue Plan funds to expand meat and poultry processing capacity so that farmers, ranchers, and consumers have more choices in the marketplace. USDA also announced more than $150 million for existing small and very small processing facilities to help them weather COVID, compete in the marketplace and get the support they need to reach more customers. USDA is also holding meatpackers accountable by revitalizing the Packers and Stockyards Act, issuing new rules on “Product of USA” labels, and developing plans to expand farmers’ access to new markets.

“The COVID-19 pandemic led to massive disruption for growers, food workers, and consumers alike. It exposed a food system that was rigid, consolidated, and fragile. Meanwhile, those growing, processing and preparing our food are earning less each year in a system that rewards size over all else,” said Agriculture Secretary Tom Vilsack. “To shift the balance of power back to the people, USDA will invest in building more, better, and fairer markets for producers and consumers alike. The investments USDA will make in expanding meat and poultry capacity, along with restoration of the Packers and Stockyards Act, will begin to level the playing field for farmers and ranchers. This is a once in a generation opportunity to transform the food system so it is more resilient to shocks, delivers greater value to growers and workers, and offers consumers an affordable selection of healthy food produced and sourced locally and regionally by farmers and processors from diverse backgrounds. I am confident USDA’s investments in expanded capacity will spur millions more in leveraged funding from the private sector and state and local partners as our efforts gain traction across the country.”

They are also aligned with USDA’s vision of a food system that is fair, competitive, distributed, and resilient, one that supports health and ensures producers receive a fair share of the food dollar while advancing equity and combating the climate crisis. In the coming months, USDA will take additional steps to promote competition and make a series of additional investments under USDA’s Build Back Better Initiative focused on building a better food system.

Market Concentration in Agriculture As key agricultural markets have become more concentrated and less competitive, farmers and ranchers are getting squeezed from both sides. Markets for farm inputs—like seeds and fertilizer—are now dominated by just a few companies. Meanwhile, farmers and ranchers have fewer and fewer options for selling their products. The result is that often family farmers and ranchers are getting less, consumers are paying more, and those in the middle are taking the difference.

Dominant companies can use their power to engage in abusive practices and make it harder for farmers, ranchers, and consumers to get a fair price. Farmers’ share of every dollar spent on food has declined consistently from 35 cents in the 1970s to around just 14 cents in recent years.

Concentration in food processing has contributed to bottlenecks in America’s food supply chain, too. Just a few meatpackers, with a few large processing facilities, process most of the livestock that farmers and ranchers raise into the meat that we buy. For example, just four large meat-packing companies control over 80 percent of the beef market alone. One of the lessons from the COVID-19 pandemic is that this system is too rigid and too fragile. When COVID slowed or shuttered meat processing, many farmers had no place to go. Farmers were forced to depopulate their animals, while grocery store shelves went bare and demand for food assistance spiked. These vulnerabilities are not new. And, given current concerns about climate and cybersecurity, these risks are likely to grow even more sharply in the future.

USDA is announcing the following initiatives to increase competition in agricultural markets, and build more resilience supply chains: Investing More Than $500 million to Increase Competition and Capacity in the Meat and Poultry Processing Markets.

• USDA will commit $500 million of USDA’s Build Back Better Initiative funds through the American Rescue Plan to support new competitive entrants in meat and poultry processing. USDA will provide grants, loans, and technical assistance to address concentration within the meat and poultry sectors and relieve supply chain bottlenecks by supporting new meat and poultry processing facilities. These facilities will create competitive opportunities for producers in local and regional food systems so that farmers and ranchers have access to better choices and fairer prices. USDA has issued a Request for Information (RFI) to solicit public input into its strategy to improve meat and poultry processing infrastructure and will hold targeted stakeholder meetings and other public engagement to better understand the needs, gaps, and barriers to fair and competitive meat processing markets.

Providing more than $150 million to Strengthen Existing Small and Very Small Processing Facilities and Help Them Weather COVID, Stay in the Marketplace, and Expand Capacity • USDA will invest more than $55 million in strengthening existing small and very small meat processing capacity, benefitting smaller producers and processing plants.

USDA has made $55.2 million available for Meat and Poultry Inspection Readiness Grants to support expanded meat and poultry slaughter and processing capacity and efficiency while maintaining strong inspection and food safety standards.

• USDA will dedicate $100 million to help small and very small processing plants weather the volatility and unexpected costs that COVID imposed. With American Rescue Plan funds, USDA will provide $100 million to reduce the financial burden of overtime inspection fees for small and very small poultry, meat and egg processing plants, which provide farmers with local alternatives and greater capacity to process livestock.

Leveling the Playing Field for Independent Family Farmers and Ranchers • USDA will revitalize the Packers and Stockyards Act to fight unfair practices and rebuild a competitive marketplace.

The Packers and Stockyards Act was designed to ensure a fair and competitive marketplace and protect farmers against abuse at the hands of large businesses in

the livestock and poultry industry. But the previous administration systematically weakened the law’s scope. To facilitate effective enforcement of the Act, USDA will be conducting three rulemakings. First, the rulemakings will clarify the conduct that USDA considers a violation of the Packers and Stockyards Act, including conduct that is unfair, deceptive, or unjustly discriminatory against farmers and growers.

Second, they will address oppressive practices in chicken processing. Third, the rulemakings will reinforce the longstanding USDA position that it is not necessary to demonstrate harm or likely harm to competition in order to establish a violation of the Act. • USDA will develop a plan to increase farmers’ and ranchers’ access to new markets, and promote their ability to receive a fair return. As per the President’s Executive Order on promoting competition, USDA will develop a plan to increase opportunities for farmers to access markets, including by supporting valueadded markets and local and regional food distribution systems. USDA will also analyze and recommend policies to address the impacts of concentration in seeds and in the retail sector on family farmers, and propose strategies to enhance transparency and accountability in key markets. Together, these initiatives will give farmers more choices on how they buy and sell so that they aren’t at the mercy of a handful of

dominant processors and distributors.

USDA will issue new rules on labeling so that domestic farmers and ranchers don’t have to compete with foreign companies that mislead consumers. On July 1st, USDA announced intent to conduct a top-tobottom review of the “Product of USA” meat labeling term..

Building a Better Food System and Strengthening the Food Supply Chain Citing lessons learned from the COVID-19 pandemic and recent supply chain disruptions, earlier this month USDA announced plans to invest more than $4 billion to strengthen critical supply chains through USDA’s Build Back Better initiative to strengthen and transform the food system, using funding from the American Rescue Plan and the Consolidated Appropriations Act. The $500 million commitment to invest in meat and poultry processing today begins to detail how the $4 billion will be deployed. The new effort will strengthen the food system, create new market opportunities, tackle the climate crisis, help communities that have been left behind, and support good-paying jobs throughout the supply chain. A transformed food system will provide producers with a greater share of the food dollar and make agriculture a more compelling career. It will also improve nutrition and the health status of Americans, reducing the costs of healthcare and diet-related diseases.

Through USDA’s Build Back Better initiative,

USDA will help to ensure the food system of the future is fair, competitive, distributed, and resilient; supports health with access to healthy, affordable food; ensures growers and workers receive a greater share of the food dollar; and advances equity as well as climate resilience and mitigation.

While USDA’s Build Back Better initiative addresses near- and long-term issues, recent events have exposed the immediate need for action. USDA’s actions to promote competition and the intention to invest in additional smalland medium-sized meat processing capacity will spur economic opportunity while strengthening resilience and certainty for producers and consumers alike.

This announcement also furthers the BidenHarris Administration’s work on strengthening the resilience of critical supply chains as directed by Executive Order 14017 on America’s Supply Chains. USDA’s efforts to strengthen the food system is a vital component of the Administration’s whole-of-government response to address near-term supply chain challenges to the economic recovery. Through the Supply Chain Disruptions Task Force, of which Secretary Vilsack is a member, the Administration is convening stakeholders to diagnose problems and surface solutions—large and small, public or private—that could help alleviate bottlenecks and supply constraints related to the economy’s reopening after the Administration’s historic vaccination and economic relief efforts.

USDA Announces Efforts to Promote Transparency in Product of the USA Labeling WASHINGTON - (July 1, 2021) Agriculture Secretary Tom Vilsack released the following statement today following the Federal Trade Commission’s (FTC) vote to strengthen its enforcement of the Made in USA standard: “Today, the Federal Trade Commission took important steps to enhance its ability to enforce the Made in USA standard. I congratulate the FTC on strengthening this important protection for American consumers.

USDA will complement the FTC’s efforts with our own initiative on labeling for products regulated by FSIS, an area of consumer labeling where USDA has a long tradition of protecting consumers from false and misleading labels.

American consumers depend upon accurate, transparent labels to obtain important information about the food they consume. American farmers and ranchers depend upon those same labels to convey information about their products that consumers value and demand.

We have taken note of the many comments submitted to USDA and the FTC regarding meat labeling and understand that the current “Product of USA” label on meat products may no longer effectively serve either of those purposes, to the detriment of consumers, producers, and fair and competitive markets.

USDA announced last year our intention to conduct our own rulemaking to address the concern that the voluntary “Product of USA” label may confuse consumers about the origin of FSIS regulated products. We believe this review will enable our upcoming rulemaking on the topic, announced in the Biden-Harris Administration’s Spring Regulatory Agenda, to be comprehensive, effective, and lasting.

I am committed to ensuring that the Product of USA label reflects what a plain understanding of those terms means to U.S. consumers. Throughout the rulemaking process, we will be asking questions, collecting data, and requesting comments. Kentucky Soybean and Corn Acres Up from Last Year Soybeans planted in Kentucky were estimated at 1.95 million acres, up 100,000 acres from 2020.

Acres harvested for grain, at 1.94 million acres, is indicated 100,000 acres above acres a year ago.

U.S. soybean planted area for 2021 was estimated at 87.6 million acres, up 5% from last year. Area for harvest, at 86.7 million acres, is up 5% from 2020.

Acreage planted to corn in Kentucky was estimated at 1.55 million acres, up 60,000 acres from 2020. Acres harvested for grain was estimated at 1.45 million acres, up 70,000 acres from last year. The U.S. corn planted for all purposes in 2021 was estimated at 92.7 million

acres, up 2% from last year. Growers expect to harvest 84.5 million acres for grain, up 2% from last year.

Farmers in Kentucky intend to set an estimated 37,000 acres of burley tobacco for harvest. This is unchanged from the 2020 level. Dark firecured tobacco acreage set was estimated at 9,100 acres, up 800 acres from the previous year. Dark air-cured tobacco acreage was estimated at 6,700 acres, up 600 from a year ago. Burley producing states acreage for harvest was estimated at 43,450 acres, slightly above last year.

Winter wheat seeded acreage in Kentucky was

estimated at 520,000 acres, 10,000 acres above the previous year. Acreage harvested for grain was estimated at 370,000 acres, 30,000 acres above 2020. The U.S. Winter wheat planted area was estimated at 33.7 million acres, up 11% from 2020. Area harvested for grain was forecast at 25.4 million acres, up 11% from last year.

Alfalfa hay acreage in Kentucky was estimated at 135,000 acres, down 10,000 from the 2020 crop. All other hay was estimated at 2.10 million acres, up 50,000 from a year ago. The U.S. all hay acreage was estimated at 51.5 million acres, down 1% from 2020.

“It’s hard to believe it, but meat is under attack from some politicians in the United States,” Commissioner Quarles said. “Every day we see people attacking our agriculture industry because they don’t know the basics about farming. As a farm community, we’ve got to stand up to these attacks in whatever form they take, like the one from Colorado’s governor urging people to cut meat out of their diet to fight climate change. I’m excited to join the Kentucky Livestock Coalition and our commodity organizations for the #MeatMeAtTheTable campaign to encourage Kentuckians to make meat the centerpiece of their meals this month and to support our farm families all year long.”

The #MeatMeAtTheTable campaign is being launched by the Kentucky Livestock Coalition to educate consumers about the nutritious, affordable, and delicious protein options provided by Kentucky farmers. Consumers can be confident in buying meat from a farmer, a butcher, or a grocery store. Meat products are rich in essential nutrients, such as iron, iodine, zinc, and B vitamins, including B-12, which is only found in foods of animal origin. Whether your favorite grilling menu includes hamburgers, hot dogs, steaks, sausage, chicken, or chops, this unique campaign invites Kentuckians to meet their farmers at their kitchen tables.

Broad-Based Growth Drives U.S. Beef and Pork Exports to New Heights Fueled by impressive growth in a wide range of destinations, U.S. beef and pork export value shattered previous records in May, according to data released by USDA and compiled by the U.S. Meat Export Federation (USMEF). Beef exports also reached a new volume high in May, while pork export volume was the third largest on record.

"The outstanding May performance is especially gratifying when you consider where red meat exports stood a year ago," noted USMEF President and CEO Dan Halstrom. "The industry faced unprecedented, COVID-related obstacles at all levels of the supply chain, and a very uncertain international business climate. These challenges are still not behind us, but international demand has been very resilient and the U.S. industry has shown a tremendous commitment to serving its global customers."

Halstrom cautioned that U.S. labor availability remains a major concern and limitation for the industry, and exporters continue to face significant obstacles when shipping product overseas.

Due to the ongoing, fluid impact of COVID-19, foodservice restrictions also continue to affect several key markets where dine-in service is either suspended or subject to capacity limits and shorter hours, and tourism has not yet returned in many countries.

"USMEF remains optimistic that international demand will remain strong in the second half of 2021, but the road ahead is not an easy one," Halstrom said. "The U.S. industry must continue to be innovative and aggressive in defending existing market share, while also expanding our customer base by responding to COVID-driven changes in the marketplace and shifts in consumer trends and preferences."

While May beef exports were expected to far exceed last year's low totals, export volume soared to a record 133,440 metric tons (mt), up 68% from a year ago, and value increased 88% to $904.3 million. Driven by record-large exports to South Korea, continued growth in China and a strong rebound in Japan and Taiwan, May marked the third consecutive monthly value record for beef exports, which had never exceeded $800 million before March 2021. For January through May, exports reached 587,838 mt, up 15% from a year ago, while value increased 22% to $3.84 billion.

May pork exports totaled 283,617 mt, up 16% from a year ago and the third largest on record. Export value exceeded $800 million for the first time in May, climbing 31% to $813.2 million, led by the largest exports of the year to Mexico and strong growth in Central America, the Dominican Republic, Colombia and the Philippines. For January through May, pork exports were slightly below last year's record pace at 1.34 million mt, but export value increased 3% to $3.63 billion.

Led by larger shipments to Mexico and the Caribbean, May exports of U.S. lamb were the highest of 2021 at 1,377 mt (up 43% from a year ago), valued at $1.82 million (up 67%). Through May, exports were 53% above last year's pace at 5,733 mt, with value increasing 16% to $7.43 million.

Kentucky Agricultural Leadership Program Accepting Nominations for Class 13 Katie Pratt University of Kentucky LEXINGTON, KY, - The premier Kentucky agricultural leadership development program is accepting nominations through Sept. 1 for its next class of participants. Housed in the University of Kentucky College of Agriculture, Food and Environment, the Kentucky Agricultural Leadership Program is an opportunity for the state’s young farmers and agribusiness professionals who possess leadership potential to refine those skills and build their awareness of many diverse agricultural issues.

“KALP is about more than farming,” said Steve Isaacs, UK agricultural economist and program co-director. “With this program, we hope to capture the diversity of agriculture and rural communities across our state. Participants will polish essential leadership skills, identify common rural and urban concerns, understand current public policy issues and establish a basis for lifelong learning and development. We are preparing the future who’s who of Kentucky agriculture.”

During the nearly two-year intensive program, class members will learn about leadership, agricultural policy, communication and trade.

They will also learn about cultural, social and agricultural issues at the local, state, national and international levels.

“The goal is to challenge participants to look beyond their paradigm to enhance the future of Kentucky agriculture and our rural communities,” said Will Snell, UK agricultural economist and program co-director. “Program graduates have gone on to become active leaders in legislative bodies, farm and commodity organizations, agribusinesses and their local communities, which is vital for the future of agriculture in today’s challenging marketplace and policy arena.”

Selected individuals must commit around 50 days during the two years to the program. The program includes 10 domestic seminars devoted to agricultural issues. Members will visit many Kentucky agribusinesses, Frankfort, Washington D.C. and travel domestically and internationally to experience different facets of agriculture in unique settings.

“This program serves to enhance the talents and strengths of young Kentucky farm leaders,” said Emily Roe Brown, program coordinator.

“KALP is focused on developing the intellectual

requirements for contemporary and future problem solving in farming, sustainability, economic productivity, effective communication and cultural understanding.”

The program began in the mid-1980s and was originally called the Philip Morris Agricultural Leadership Program. Philip Morris fully funded the first seven classes. Today, the program has nearly 200 financial supporters including the Kentucky Agricultural Development Board, Kentucky agribusinesses, farm organizations program alumni and participants. Selected class members are responsible for tuition of $2,500 payable in two installments to help offset the $15,000 per person program costs.

Interest is expected to run high for the 22 available seats in Class 13. Candidates can selfnominate or be nominated by extension agents, farm organizations, trade associations, program alumni and others. Program Increases Beef Quality and Consumer Confidence Celebrating 35 Years of Beef Checkoff Successes CENTENNIAL, CO (July 15, 2021) – As the Beef Checkoff celebrates its 35th anniversary, the National Cattlemen’s Beef Association (NCBA), a contractor to the Beef Checkoff, is shining a light on the successful promotion and research programs that drive the demand for beef. Today, we feature the Beef Quality Assurance (BQA) program, which has improved beef quality and increased consumer confidence for more than 30 years.

Managed by NCBA, the Checkoff-funded voluntary BQA program ensures U.S. beef is produced under stringent animal care standards to provide safe, high-quality meat. The BQA program trains farmers and ranchers on best practices and cattle management techniques to ensure their animals and the environment are cared for within a standard set of guidelines across the U.S. beef industry.

BQA is a comprehensive management program that incorporates responsible production practices in all phases of raising beef cattle. The program couples common sense cattle husbandry techniques with accepted scientific research to help farmers and ranchers raise cattle under optimum conditions. Cattle farmers and ranchers can become BQA certified by either attending a classroom training taught by a network of state BQA coordinators and trainers or completing a series of robust online courses.

BQA programs have evolved to include best practices around good record keeping and protecting herd health, which can result in more profits for producers. When better quality cattle leave the farm and reach the marketplace, the producer and consumer benefit. And, when better quality beef reaches the supermarket, consumers are more confident in the beef they are buying, and this increases beef consumption.

For example, beef graded in the top USDA grades of Prime or Choice has increased 31% since the BQA program started.1 And, with more than 85% of the beef supply in the U.S. today coming from a BQA certified farmer or rancher, consumers should have the utmost confidence in the beef they purchase.2 Over the years, BQA has expanded to include Transportation and Stockmanship & Stewardship programs. The proper handling and transport of cattle can reduce sickness in calves, prevent

bruises, and improve the quality of the meat from these animals, saving the beef industry millions of dollars each year. When a livestock hauler participates in the program, they are also showing consumers they are ready to take every step possible to keep cattle as healthy and safe as possible. Stockmanship and Stewardship is a unique two-day educational experience featuring low-stress cattle handling demonstrations, educational sessions, facility design sessions, and the events provide an opportunity for attendees to become BQA certified.

To celebrate the accomplishments of outstanding beef producers, marketers and educators that best demonstrate animal care and handling principles as part of the day-to-day activities on their respective operations, the National BQA Award was developed. These annual awards recognize those who demonstrate a strong desire to continually improve BQA on their operations while encouraging others to implement the producer education program.

This program is designed to build young professional skills, network, build a support system within the beef industry and learn about resources that are being developed to further the beef industry. Along the way the group was able to visit Maples Angus and Town Creek Farm. Each operation offering a different view and goal within the beef industry. While at the Mississippi State University campus the group visited with all departments within the college of agriculture. Visiting the new agriculture campus was eye opening seeing new technologies

both for on the hoof and on the rail. Graduate student research teams allowed our group to gain hands on experience with their trials.

The group concluded their time on campus exploring the College of Veterinary Medicine and learning about careers with that specialty outside of traditional practice. The highlight of the trip was the time we were able to spend with the Mississippi Junior Cattlemen's Association leadership camp and develop new friendships.

FOOD, FAMILY, AND FAIRS Awww summer! How I love this season!

This is the time of year when I can finally say I am comfortable with the weather.

Of course, most would say it is just “too stinkin’ hot”! It is also the time of year when folks are enjoying family cookouts, reunions, and vacations. But perhaps the best part about this season are the fairs because it really just brings all the things that I love about the summer together – family time in the barn, long summer days, and good food! I am not just talking about the funnel cakes and lemonade shake-ups, although those are tasty treats.

It’s the Cattlemen’s Association’s ribeyes or the smell of the juicy burgers coming from the concession stand. I have such fond memories of my time in 4-H and FFA and how our projects brought our family together all through the summer. Now, with a family of my own, I am experiencing it from the other side. I am now the parent who pretends to be the judge as my kiddos circle around me with their heifers or drive their pigs. I get to be a parent who pitches in while my kids learn the responsibility of caring for an animal and develop a work ethic that will hopefully carry on with them for the rest of their lives. And what is even more exciting is I get to see my kids develop friendships with amazing families in our county and across the Commonwealth. Of course, it is also fun to see former 4-Hers and FFAers who now have kids of their own showing.

It’s no different with the Beef Checkoff.

Summer is the pinnacle of grilling season when family, food and even fairs come together. KBC provides recipes and give-a-ways to Beef Cattle Associations who are showcasing their best beef recipes during county fairs, festivals, and even family cookouts. Burger Weeks tantalize tastebuds with delicious beef burgers in restaurants all over Lexington and Louisville. Restaurants lure diners in with summer steak specials while sharing their knowledge of beef from pasture to plate.

Instagrammers share timely beef grilling tips and entertaining tricks that will wow guests at the barbecue. While searching for great beef recipes online, folks can even put their ingredients right into their favorite online grocery basket for their next shopping trip. And even Kentucky Team Beef members are running while talking about how beef fuels their finish. Summer truly is beef ’s time to shine!

BLUEGRASS HOSPITALITY GROUP STAFF TRAINING KBC has been training Bluegrass Hospitality Group (BHG) (Malone’s, Drake’s, and Harry’s) staff for well over ten years! Twice a year, KBC staff present Beef University Bachelor’s Edition, where participants dive into beef ’s taste verses flavor and all that effect it. Once a year, KBC offers a Beef U training that takes BHG waitstaff to UK’s campus to experience a beef carcass breakdown and a basics about beef presentation that culminates with a Chopped Cookoff beef style. This past June, KBC presented to 150 staff about beef from pasture to plate and answered numerous questions about animal care and sustainability as they prepared to open Malone’s, Harry’s, and Prime in Louisville’s Paddock Shopping Center.

SUMMER GRILLING E-COMMERCE CAMPAIGN Kentucky, along with several other state beef councils and National Cattlemen’s Beef Association, a contractor to the Beef Checkoff, teamed up with Target and Kroger to reach shoppers online through an e-commerce campaign. The state partners campaign runs through July with the goal of getting shoppers to purchase beef during the summer by showcasing relevant shoppable media and recipes at the right moments that enable shoppers to feel confident in their buying decisions and create grilling moments together. Ads were placed on Target. com, Target’s Pinterest page, as well as on-site ads for Kroger. Shoppers will be able to click the ads, find a recipe, and place their ingredients in their online basket.

KROGER’S HOMETOWN BUTCHER In May, Kroger launched their Hometown Butcher program which is designed to showcase their talented meat leaders in their Butcher Shoppes. KBC has partnered with them to provide educational materials as well as handson training for their certification program.

Additionally, KBC has teamed up with Kroger to promote the program on air. Recently, KBC appeared on WAVE 3 Listens in Louisville with Kroger Hometown Butcher, Keith Watts to talk beef before Fourth of July. KBC will continue to support this program as it expands in the Louisville Kroger division.

SMOKED TRI-TIP STREET TACOS Smoked and roasted Tri-Tip is unexpected in a street taco.

Try this flavorful version with your favorite toppings for a satisfying meal.

INGREDIENTS 1 beef Tri-Tip Roast (1 to 1-1/2 pounds) • 1 tablespoon olive oil • 1 large sweet onion, sliced • 2 large poblano chile peppers, trimmed, seeded, sliced thin • 4 teaspoons minced garlic • 1/2 to 1 teaspoon ancho chile powder • 2 tablespoons fresh lime juice (about one lime) • 12 small corn tortillas, warmed (6-inch diameter) Toppings: Salsa, chopped onion, chopped fresh cilantro, pico de gallo, crumbled queso fresco, sliced avocado, lime wedges (optional)

COOKING 1. Add wood chunks, chips or pellets to smoker according to manufacturer’s instructions.

Preheat smoker to 225°F. Cook’s Tip: Use hickory chips for a light smoke flavor.

2. Add beef Tri-Tip Roast to smoker according to manufacturer’s instructions. Set timer for 45 minutes depending on desired smoke flavor.

3. Meanwhile heat oil in large skillet over medium heat until hot. Add poblano peppers, onion and garlic; cook 8 minutes until softened, stirring occasionally. Add ancho powder and stir until combined. Cook 5 to 6 minutes until heated through. Season with salt and pepper, as desired, Remove from heat and stir in lime juice until combined.

4. When roast is done smoking, carefully remove it from smoker. Place roast on grid over medium heat on preheated gas grill or in 350°F oven until roast reaches 145°F doneness (medium rare), approximately 8 to 10 minutes. Remove roast and transfer to carving board; tent loosely with aluminum foil. Let stand 10 minutes.

5. Carve roast into thin slices. Place poblano mixture to tortillas; top with beef. Garnish tacos with toppings, as desired.

SMOKING BASICS Large cuts such as Brisket, Roasts and Ribs are prime candidates for smoking, but even a Ground Beef burger can benefit from a hint of smoke. Whichever cuts you choose, always remember that time, patience and practice pay off — don’t be afraid to tweak your technique to suit your tools and tastes PREP THE SMOKER Whether you’re using a classic smoker, kamado (ceramic, typically egg-shaped) grill, traditional kettle grill or electric smoker, you’re still applying the same basic elements: indirect heat, wood smoke and time. Follow the guidelines for your type of smoker, and if your smoker’s heat source is directly below the meat, use a drip-pan to prevent flare-ups and avoid producing too much smoke, which can lead to bitter taste. Always work in an open, well-ventilated space.

WHAT WOOD YOU DO? With smoking, the wood itself is an essential part of any recipe.

Different hardwoods produce different results, from the deeper smoky flavor of mesquite to the mild sweetness of apple wood to the versatility of hickory. Some aficionados say it’s essential to soak hardwoods before smoking so they’ll burn longer, while others believe soaked wood won’t produce enough clean smoke. Likewise, wood may be smoked in logs, chunks, chips or pellets. Follow the guidelines for your recipe, but feel free to experiment.

BRING THE HEAT Just as there are many options to consider with both smokers and hardwoods, the heat source is also an important factor. Serious ‘cuers swear by lump charcoal, which contains only burnt wood, burns hotter and longer, and produces a flavorful smoke. Briquettes are commonly used as well, and are particularly effective when employing the “snake” method, similar to a long-burning fuse. Other heat sources include propane gas and a simple flip of the switch, when using an electric smoker.

RUB IT UP While most of the flavor will come from the smoke and beef, seasoning rubs can blend nicely with the natural flavor of the wood.

Rubs can be wet or dry, spicy or sweet, bold or subtle, or just basic salt and pepper. Whichever you choose, keep in mind it’s called a rub for a reason: Don’t be afraid to get hands-on and work the rub into the surface of the meat to get the most flavor (and prevent it from falling off). Rubs can be applied just before you begin smoking or hours in advance and refrigerated until it’s time to get started.

LOW AND (REAL) SLOW Although a flavorful touch of smoke can be achieved in an hour or less, larger and less tender cuts will generally need to be smoked up to 12 hours or more. Specific times and temps depend on the cut and intended results, so refer to your recipe.

One of the more common woods used for smoking. Has a subtle flavor that is great for cooking larger cuts as it won’t be too overpowering.

APPLE

Will provide a sweeter taste and mild fruitiness. Great for mixing in with another wood type or by itself.

PECAN

Provides a rich, sweet, nutty flavor to the beef. Great as a mix in since it can tend to be sweeter.

CHERRY

Offers a hint of fruitiness to the beef and is great used by itself or mixed with another wood.

MAPLE

Will give the meat a sweet, light and mild smokiness flavor. Great for mixing with other wood or by itself.

Keeping Up With Kentucky Beef Network Becky Thompson Director, Kentucky Beef Network Here are some things going on with the Kentucky Beef Network this month.

Kentucky Livestock Marketing Association and the Kentucky Beef Council become sponsoring partners for BQCA Certification.

The Kentucky Beef Network and University of Kentucky are pleased to announce that the Kentucky Livestock Marketing Association and the Kentucky Beef Council will be sponsoring the enrollment costs for Beef Quality and Care Assurance (BQCA) certification through December 31, 2021.

The Kentucky BQCA program takes national BQA practices one step further to provide a holistic program for Kentucky producers, by adding cattle handling and animal care component to the training models. Educational modules provide the best management practices for handling cattle and providing for their well-being, in addition to training on the core principles of BQA. The cost of BQCA enrollment is normally $5, however from March 1- December 31, 2021, the Kentucky Livestock Marketing Association and the Kentucky Beef Council will be sponsoring the enrollment costs, making it free for producers.

Eden Shale Farm Update Dan Miller Industry Coordinator, Kentucky Beef Network Unlike most years, this year during the month of June we continued our work with the heifers in the paddocks. As you recall, these 32 heifers are part of a two year trial that is taking place in partnership with USDA and UK College of Agriculture, Food and Environment. We are working with Brittany Harlow (USDA-ARS) and Dr. Les Anderson (UK Animal Science) to manage the project.

The purpose of this trial is to determine if pulverized clover, fed in free choice mineral, can have a positive impact on the heat stress in cattle due to toxic fescue. This study will take into consideration heat stress of the animals, hair coat and body condition scores, pregnancy rates, and average daily gains.

The heifers have also been tagged with Cow Manager ear tags which will collect data about the animals, such as how much time is spent grazing, herd activity, and body temperature. Readers have been placed on the shade structures which

capture the data when the heifers get within 110 feet, then shoot it to a laptop receiver which is located in an upstairs window of the farm house facing the paddocks. Not only does this collect tons of data, but Harrlow and Dr. Anderson can watch the data in real time on their smart phones.

I don’t fully understand it, but I can assure you it is a powerful tool for accurate data collection.

Per usual, the heifers were synchronized and exposed to one round of AI. The heifers were bred AI on May 21st. For this first breeding, the heifers were bred using sexed semen and we bred for all heifers. Then 19 days later Dr. Anderson pregnancy checked the heifers and anything that was open received another CIDR to be resynchronized for a second round of AI service.

For the first round of AI we had a pregnancy rate of 53% using the sexed semen.

The second round of AI took place on June 18th, and we used the heifer sexed semen on the second breeding as well. Assuming we get 50% of these

heifers bred with this second AI service, the bull should only have to clean up about 6-7 heifers.

Every trip through the chute the heifers get weighted, body condition scored, hair coat scored, blood sample collected, and ultra sounded for blood vessel dilation (effects of toxic fescue).

After pre-breeding shots and two rounds of AI synchronization and breeding, these heifers have been through the chute more times at 18 months old than most cows will do in a lifetime.

Brittan Harlow and Tracy Hamilton (USDAARS) are also measuring mineral intake every week, and conducting vegetation counts in all the paddocks for each group of heifers. There are two control groups that are not on the clover mineral and two treatment groups that are on the clover mineral.

The heifers will be pregnancy checked at the end of the breeding season to determine conception rates, and all the data will be analysis to determine if the clover had an effect on reducing heat stress in the animals. This study will also be repeated next year to collect more repetition of the data.

Coal, Cattle, Drought, and Bugs Dr. Jeff Lehmkuhler Extension Professor, University of Kentucky Keeping up on the issues facing our industry is important. The issues continue to increase and whether you agree or disagree with them is not the point. Being informed about the topics discussed is valuable, as understanding how others view the beef industry as well as new research, can help us make decisions on future management changes.

My challenge, as is probably yours, is trying to stay on top of the media blitz and here I am adding to the masses. If you are reading this, thank you for carving out a bit of time and let’s cut to the chase.

This past week, University of Georgia published a news release on recently published research by Dr. Shariat’s group on the detection of antibiotic resistance salmonella. This worked found that 60% of cattle fecal samples evaluated tested positive for multiple salmonella strains. The more important finding was that Shariat’s CRISPR approach of identification, developed in 2015, found salmonella that more conventional methods miss. Further, this research also found that 1 in 10 samples were positive for a multiple drugresistant strain, Salmonella Reading. According to CDC information, Salmonella Reading was the causative agent of an outbreak that resulted in 358 individuals affected, 133 hospitalized and 1 death from contaminated raw turkey products. Again, I am not going to take a stance on the reported findings, but if you were to look for the ray of sunshine, perhaps we have a new approach to enhancing food safety testing in the future.

I have just returned from a trip to Colorado.

Drought continues to be at the forefront for many cattle producers in the West. While I was in Boulder, they received a solid 1-1.5” of rain which was needed. Unfortunately, the precipitation was not widespread leaving many areas still dry.

South Dakota Extension has reported hay yields being only about ¼ of normal due to low soil moisture. Looking at the US Drought Monitor, most of the west continues to be facing drought conditions with drought emergency allowing for haying of road right-of-ways and CRP acres in many counties. At the time of writing this article, states impacted by severe to exceptional drought include Washington, Oregon, California, Montana, Idaho, Nevada, Utah, Arizona, New Mexico, North Dakota, South Dakota, Wyoming, Colorado and the far west part of Texas. This is a significant area affected that will put pressure on hay stocks regionally. This is likely to impact when calves are marketed as well if drought continues to linger forcing calves to come off the range early which may impact our markets. The drought along with other factors may also impact our local feed prices as folks lock up their feed needs.

Lastly, as I was skimming news feeds a title jumped out at me. The title of the article is “Are cows the new coal?” which intrigued me being that many Kentuckians relied on coal for their livelihoods.

My mind went straight to “Yes, something positive in the news for beef!” which unfortunately was quickly thwarted. The article was summarizing the current “Where’s the Beef?” campaign by FAIRR. Why is this important? FAIRR is a large global

If you are lucky and had some rain with this heat, you may have some forage going into the usually dry months. Keep rotating pastures to permit calves to continue gaining weight. Always keep minerals available.

• Bulls should have been removed from the cow herd by now! At the very latest, pull them by September 1. They should be pastured away from the cow herd with a good fence and allowed to regain lost weight and condition. It is a good time to evaluate physical condition, especially feet and legs. Bulls can be given medical attention and still have plenty of time to recover, e.g., corns, abscesses, split hooves, etc.

• Repair and improve corrals for fall working and weaning. Consider having an area to wean calves and retain ownership for postweaning feeding rather than selling “green”, lightweight calves. Plan to participate in CPH-45 feeder calf sales in your area.

investing firm and on June 30th they released a statement regarding a $5 trillion initiative. The focus of the initiative is for the G20 nations to include reductions in GHG emissions from the agriculture sector. More specifically, the news release suggests that beef production is the highest greenhouse gas emitting sector of agriculture production accounting for 15% of the total agriculture emissions. This is but one example of why I think it is important to keep informed of outside influences on the beef industry. Some of you have had the opportunity to listen to speakers like Dr. Sara Place and Dr. Frank Mitloehner at the KCA conventions. You may not appreciate the value of these topics immediately as you may not be able to see how that information will allow you to go home and immediately make management changes to improve your bottomline. We have some tools in the toolbox to reduce methane production already, but with increased research perhaps we will discover novel approaches to reduce these emissions.

I encourage you to keep reading your KCA Cow Country news. Additionally, take the time each day to skim a few articles to help keep abreast of the issues in the mainstream media. Remember, the things you may not view as important to your beef operation may be a priority for the person buying your beef. Being knowledgeable on issues will allow you to have conversations around the topics. So, if you are like me, find those reading glasses and put them to use.

Fall-Calving Cow Herd • Dry cows should be moved to better pastures as calving time approaches. Cows should start calving next month. Yearling heifers may begin “headstart” calving later this month. Plan to move cows to stockpiled fescue for the breeding season, so it will soon be time to apply nitrogen fertilizer.

• Prepare for the fall-calving season (usually September). Get ready, be sure you have the following: - record book - ear tags for identification - calf puller - castration equipment General • Provide shade and water! Cattle will need shade during the hot part of the day. Check water supply frequently – as much as 20 gallons may be required by high producing cows in very hot weather.

• Select pastures for stockpiling. Remove cattle and apply nitrogen when moisture conditions are favorable. Stockpiled fescue can be especially beneficial for fall-calving cows after calving. Reproductive

rates are highest in fall-calving cows grazing stockpiled fescue.

Avoid working cattle when temperatures are extremely high – especially those grazing high-endophyte fescue. If cattle must be handled, do so in the early morning.

Do not give up on fly control in late summer, especially if fly numbers are greater than about 50 flies per animal. You can use a different “type” of spray or pour-on to kill any resistant flies at the end of fly season.

Keep a good mineral mix available at all times. The UK Beef IRM Basic Cow-Calf mineral is a good choice.

Cattle may also be more prone to eat poisonous plants during periods of extreme temperature stress. They will stay in “wooded” areas and browse on plants that they would not normally consume. Consider putting a roll of hay in these areas and/or spraying plants like purple (perilla) mint that can be toxic.

Take soil samples to determine pasture fertility needs. Fertilize as needed, this fall.
