Cary was born in Noblesville, Indiana to the parents of Mary Elaine Fry and Carey Theron Featherston. Cary is survived by his loving wife Debra and their 4 children, Dawn Marie, Seth Daniel and twins, Katie Rene and Kyle Wade Featherston, their 5 grandchildren, Makayla, Maisie, Khole, Liam and little Vera and his younger brother Mark Elden Featherston. Cary was preceded in death by their son Silas Cary Featherston, and his older sister Linda Gayle Featherston Freeman.

On April 4th 1984 Cary met his forever love Debra Lynn Christensen, which was ordained by God, and they were married just before Christmas on December 21st 1986. Cary had the strength of ten men and an ever-enduring sense of humor. Cary always strived to see the best in other people and to always take the high road with others through his journey of life.

Cary is an Air Force veteran of the Vietnam era and served as a com-plotter of communications and security in Thule, Greenland and at Travis Air Force base in California.

In 1992 Cary and Debra started an award-winning community radio station in the Okanogan Valley of Washington state/ Through Cary's efforts and ingenuity they ended up with a broadcast reach across the country that was an envy of the big radio stations in the area. Cary and Debra broadcast lots of Christian themed music and gospel content which did not sit well with a few of the anti-Christian broadcast owners.

Cary and Debra would like to make a special request to those who are able... and that is to please donate "the gift of life" at your local blood bank. Thank you.

May God be blessed with his presence in Heaven, as we all were who knew and associated with him on earth.

We would like to offer a special thank you to all the staff at the Huntsman Cancer Research Center in Utah and the special people of the VA and Hospice staff that provided such loving and meaningful care. May God bless all of them.

Patricia "Patty" Ferrin, 76, a resident of Kimberly, passed away on Tuesday, April 11, 2023 at St. Luke's Medical Center in Twin Falls. A graveside memorial service will be held on Friday, April 21, 2023 at 11:00 am at the Elmwood Cemetery in Gooding.

David G. Foukal

David G. Foukal, 66, of Hagerman, went to be with his Lord and Savior on Sunday, April 9, 2023 due to ALS/Lou Gehrig's Disease.

Dave was born on May 5, 1956 to Steve and Adella Foukal. He was the baby of the family and joined four other siblings – Doris, Ron, Betty and Darlene.

He attended school in Castleford and graduated in 1974. He loved sports and excelled in basketball during his high school years and continued to play well after graduation. After high school he attended C.S.I. for a year studying auto mechanics. He worked for Peterson Trucking for two years hauling hay. Dave went to work for Magic Valley Distributing/TEC when he was 21 years old and continued in the beer/wine business for the next 45 years.

He married Diane Getzug in 1981 and brought two beautiful girls into the world – Julie and Janelle. They divorced after five years.

Dave met and married Shelly Kiser in 1989. They were married for 34 years and in 1994 welcomed son Jared to the family.

He was a talented woodworker and refinished antiques for various people over the years. He and Shelly enjoyed going to auctions, antiquing, B.S.U. Football, riding bikes, camping and traveling.

He is survived by: his wife – Shelly of Hagerman; his siblings – Doris Edwards of Omaha, Nebraska, Ron (Elaine) Foukal of Jerome, Betty McGuire of Grand Junction, Colorado and Darlene (Bob) Wright of Emmett; his children – Julie (Chet) Stone of Twin Falls, Janelle (CJ) Sobotka of Twin Falls and Jared Foukal of Buhl; and his grandchildren – Kadence, Toby, Brayden and Reagan.

Dave was preceded in death by his parents; two brother-in-law's – Phil and Don. A celebration of life will be held on Saturday, April 22, 2023 at 11:30 am at the Buhl Bible Church "Calvary Chapel" at 1004 Burley Ave. in Buhl, Idaho.

A private family inurnment will take place on a later date at the Hagerman Cemetery. The family suggests memorial contributions be made in Dave's name to the A.L.S. Foundation.

The family wishes a special thank you to Idaho Home Health and Hospice, especially nurse Nancy, for their loving care of David.

Wanda Faye Cunningham

Wanda Faye Cunningham passed away peacefully on April 13, 2023 in Wendell, with the love of her life at her side.

Wanda was born in Brocksburg, Nebraska on August 29, 1931. She is preceded in death by: her father – Albert Irish; mother – Goldie Irish; siblings – five brothers and four sisters.

The Irish family moved to Idaho in 1941. Wanda then moved to California in 1956. She worked as a retail supervisor for Kmart. She and her two sons – Cordell Turner and Greg Turner then met J. Earl Cunningham, the love of her life and his children – Peggy Podliska, Karen Flynn, Penny Girard, and son – Dennis Cunningham in 1972. Earl and Wanda moved back to Idaho in 1980 and created their forever home.

Wanda is survived in death by numerous grandchildren, great grandchildren, great great grandchildren, nieces and nephews.

She was loved by all and her quick wit will be greatly missed.

A graveside service will be held on Friday, April 21, 2023 at 3:30 pm at the Twin Falls Cemetery in Twin Falls. Re: Annex Building – Roof Repair Summary

Gooding County is requesting quotes from interested vendors to repair 9400 sq. foot roof on the Gooding County Annex, located at 141 7th Avenue East, Gooding, ID. All Only contractors having a valid public works license may submit a quote.

Scope of Work and Specifications

Contractor Provided Services: Provide all materials necessary and the labor to complete the roof repair with a ½ inch fan fold, 45 Mil TPO Mechanically Fastened, with all associated repair work, removal and cleanup.

Contractor shall provide a ten-year warranty surety on all materials and services at the completion of the work and acceptance by the County. Contractor will provide a maintenance program to check roof twice a year for ten years. If the TPO roof is beginning to show signs of failure, contractor will provide repairs. The contractor submitting the successful quote will be required to provide a certificate of liability and workers compensation insurance, along with Performance Bond in the amount of 150% of the bid price and a Payment Bond in an equal amount prior to execution of the contract by the County.

Proposal Instructions

1. Provide bid based on lump sum proposal with an itemized list of the materials and labor.

2. Work to be completed on or before June 30, 2023.

3. Proof of Public Works Contractor’s License is required, please provide proof with submission.

4. Submit bid by 3:00 PM, May 3, 2023. Bid must be in writing and may be submitted by delivery to Gooding County Clerk’s office at 624 Main Street, Gooding, ID 83330.

TRI-COUNTY COUNTY WEED CONTROL GOODING, JEROME, AND LINCOLN COUNTIES NOXIOUS WEED PUBLIC NOTICE

NOTICE IS HEREBY GIVEN this 30th day of March, 2023, Pursuant to the Idaho Noxious Weed Law, Title 22, Chapter 24, Section 07 of Idaho Statutes. Landowner and Citizen Duties. It shall be the duty and responsibility of all landowners to control noxious weeds on their land and property, in accordance with said chapter and with rules promulgated by the director. Noxious weeds present on such land shall be destroyed or eradicated by effective methods or combination thereof, approved by the County Weed Superintendent, which may include cutting/mowing, tillage, or herbicide treatment.

Noxious weeds and designations as determined by the Idaho State Department of Agriculture are as follows:

Statewide Prohibited Genera Noxious Weed List. All plants and plant parts in the generas of: Cytisus, Genista, Spartium and Chamaecytisus additionally including "all" subtaxa of these plant genera are prohibited in Idaho.

Statewide Early Detection/Rapid Response. Brazilian Elodea, Common/European Frogbit, Fanwort, Feathered Mosquito Fern, Giant Hogweed, Giant Salvinia, Hydrilla, Goatsrue, Iberian Starthistle, Policeman's Helmet, Purple Starthistle, Squarrose Knapweed, Starry Stonewart, Syrian Beancaper, Tall Hawkweed, Variable-Leaf-Milfoil, Turkish Thistle, Water Chestnut, Water Hyacinth, Yellow Devil Hawkweed and Yellow Floating Heart. The above designated weeds shall be eradicated during the same growing season as identified.

Temporary Order Designating Noxious Weed. Cogon Grass (Imperata cylidrica) and subspecies (rubra) are hereby designated as noxious weeds in Idaho and have been placed on the Idaho's Statewide Emergency Detection Rapid Response (EDRR) Weed list ordered on June 14, 2022. The Idaho State Department of Agriculture Director temporarily designated this species as noxious for up to fifteen months. In accordance with Idaho Code Section 22-2404(1)(u) this temporary order shall be in effect for fifteen (15) months from the date it was signed unless revoked in writing by the Director of ISDA.

Statewide Control Noxious Weed List Black Henbane, Bohemian Knotweed, Buffalobur, Common Crupina, Common Reed, Dyer's Woad, Eurasian Watermilfoil, Giant and Japanese Knotweed, Johnsongrass, Matgrass, Meadow Knapweed, Mediterranean Sage, Musk Thistle, Orange Hawkweed, Parrotfeather Milfoil, Perennial Sowthistle, Russian Knapweed, Scotch Broom, Small Bugloss, Vipers Bugloss, and Yellow Hawkweed. Weeds listed in the control list are known to exist in varying populations throughout the state. The concentration of these weeds is at a level where control and/or eradication may be possible.

Statewide Containment Noxious Weed List. Canada Thistle, CurlyleafPondweed, Dalmatian Toadflax, Diffuse Knapweed, Field Bindweed, Flowering Rush, Hoary Alyssum, Houndstongue, Jointed Goatgrass, Leafy Spurge, Milium, Oxeye Daisy, Perennial Pepperweed, Plumeless Thistle, Poison Hemlock, Puncturevine, Purple Loosestrife, Rush Skeletonweed, Saltcedar, Scotch Thistle, Spotted Knapweed, Tansy Ragwort, White Bryony, Whitetop, Yellow Flag Iris, Yellow Starthistle and Yellow Toadflax. Weeds listed in the containment noxious weeds list are known to exist in various populations throughout the state. Weed control efforts may be directed at reducing or eliminating new or expanding weed populations while known and established weed populations, as determined by the weed control authority, may be managed by any approved weed control methodology, as determined by the weed control authority.

The following noxious weeds are known to be present within Gooding, Jerome and Lincoln Counties: Canada Thistle, Eurasian Watermilfoil, Field Bindweed, Mediterranean Sage , Leafy Spurge, Diffuse Knapweed, Russian Knapweed, Purple Loosestrife, Saltcedar, Scotch Thistle, Musk Thistle, Rush Skeletonweed, Perennial Sowthistle, I-loundstongue, Perennial Pepperweed, Poison Hemlock, Puncturevine, Whitetop and Yellow Flag Iris.

Upon failure to observe this notice the County Weed Superintendent is required to proceed pursuant to the law and have weeds destroyed by such methods as said Superintendent finds necessary. The cost of any such control shall be at the expense of the landowner. Ifthe costs have not been paid to the control authority within sixty (60) days, the control authority may direct that suit be brought in a court of competent jurisdiction for the unpaid charges. On private lands, if unpaid for sixty (60) days or longer the amount of such expense shall become a lien upon the property; and the property in the same manner as for delinquent taxes, pursuant to Idaho Code, Sections 22-2405 and 22-2406.

I have as required by law made application to the Board of County Commissioners, County of Gooding, State of Idaho for a hearing to be held on May 22, 2023 at 10:00 o’clock AM or as soon thereafter as said application can be heard at 624 Main Street, Gooding, Idaho for a TAX DEED conveying the above described property to said Gooding County, State of Idaho, Absolute title, free of all encumbrances, except for any lien for taxes which may have been attached subsequently to the assessment referred to herein above.

YOU ARE FUTHER NOTIFIED, that the record owner or owners or any party in interest as defined by Section 63-1005 Idaho Code, may appear in person or by counsel, and if appearing, shall have adequate opportunity to be heard for the purpose of protesting the procedures used in taking this tax deed. No other type of protest will be heard.
